Clarke County Emergency Management to offer new, in-depth alert system

There’s another way to stay up to the minute on breaking news — Alert Iowa — and it’s being used by Clarke County Emergency Management.

Alert Iowa is a statewide mass notification and emergency messaging system. The system can be used by state and Mathias local authorities to quickly disseminate emergency information to residents in counties that utilize the system.

us, for example, we didn’t have any way of notifying people when something happened or something was going to happen or we wanted to get information out,” said Allan Mathias with Clarke County Emergency Management. “The programs that were out there, like Code Red and some of those programs, were very costly. It was going to cost us $7,000 or $8,000 a year. And, we just couldn’t cover that.”

Now, Clarke County can.

Last year, the Iowa Legislature saw the need for an alert system and was able to provide funding for counties to have a system.

The Fourth of July celebration in Osceola is the city’s biggest event of the year. However, it takes a lot of work to make a four-day celebration run smoothly.

“We need more volunteers,” said Bobbie Cook with Osceola’s Fourth of July committee. “Even if they don’t want to be on the committee, if they would just like to step up and help in one area, we all would

greatly appreciate that.”

This year’s Fourth of July event is scheduled from July 2-5 and the theme is “Rockin’ The Square.”

Many of the areas to volunteer include children’s games, parade duties, parade coordination and organization, assisting with tractor show, helping the children’s tractor pull, bounce house, dunk tank and pie contest.

Domingo-Aguilar was being held in Clarke County Jail awaiting arraignment.

The original date of the offense was March 12.

Duncan was arraigned and released from Clarke County Jail on bond.

According to a Clarke County Sheriff’s report, 500 gallons of water, reconnect fees and labor were reportedly damaged or taken between Feb. 17 and March 16.

Loss estimate is $412.

Ramsey was released by the magistrate.

ACCIDENT Ashley Elaine White, 28, of New Virginia was charged with operating a motor vehicle while intoxicated (OWI) after an accident 5:30 a.m.

March 28 at the intersection of Highway 34 and 270th Avenue.

According to a Clarke County Sheriff’s report,

White, driving a 2010 Toyota east on Highway 34, lost control of the vehicle. White’s vehicle went across 270th Avenue and entered the east ditch.

After an investigation of the accident, White was charged with OWI. Damage estimate is $2,000.

Local businesses offering free session on aging wellness HCI Care Services is hosting another free, new community event for family caregivers as part of its Family Caregiver College series.

Kendra Friesz, RD, LD with Hy-Vee will present “Aging Wellness” on Friday, April 24, at 11:30 a.m.

Whitham attains PhD Monica Whitham, Clarke Community High School 1997 graduate, earned a Ph.D. in sociology from the University of Arizona in May 2014.

She has a c c e p t e d Whitham a position as associate professor at Oklahoma State University in Stillwater, Okla.

Dr. Whitham’s primary research interests are social psychology, group processes, social networks, and commu-

nity sociology. Her research agenda examines the effects of social connections, such as social capital and social identity, on processes and outcomes that require cooperative collective input, including community success and generalized exchange.

Her work has been published in the American Sociological Review, Sociological Forum, and Social Psychology Quarterly.

The March Shining Star award was presented by Warrior Osceola and Osceola Chamber Main Street to Tony Britt of Hy-Vee at 510 W. McLane St. in Osceola.

Tony was nominated by Diane Ogbourne. “I was at Hy-Vee and Tony assisted a lady that could hardly walk, even with the assistance of a cane. She told Tony she needed a wheelchair. Tony got the wheelchair for her and pushed her back to the deli area where she and her husband (who had TWO canes) ordered their lunch. Then he pushed her to the seating area so she could enjoy lunch.” Ogbourne continued, “He also apologized to me that he hadn’t helped me with my three or four sacks and I told him I was perfectly capable of taking them out myself when he was doing such a great deed. He went above and beyond his duties to make sure this lady and her husband had an enjoyable lunch.”

Celebrate Earth Day in Lamoni LAMONI — Big Creek Farms, Graceland University and Practical Farmers of Iowa are teaming to celebrate Earth Day with a range of food-, farm- and soil-centered activities on Wednesday, April 22, from 1-8 p.m., in Lamoni.

Events include farm and high tunnel tours, composting workshops and a community potluck. All tours and workshops are free and open to anyone.

The afternoon will begin at 1 p.m. at Big Creek Farms (200 E. 10th St. just south of town), a cut flower and produce farm owned and operated by Chad and Katie Hensley.

Attendees will get to tour the farm – which features a 20-by-43-foot high tunnel – and discuss their composting challenges and successes.

Next, the group will move to Graceland University for a tour of its high tunnel, led

by Jen Abraham-White, sustainability coordinator for the university. After the tour, attendees can take an in-depth composting class taught by Dr. Hwei-Yiing Li Johnson, extension specialist with the Lincoln University Composting Program.

At 5 p.m., workshop attendees and the public are invited to a potluck hosted by Practical Farmers of Iowa and Chad and Katie Hensley at the Lamoni Community Center (108 S. Chestnut St.) Please bring a side dish or dessert to share; Practical Farmers will provide a main dish and beverages. To help PFI plan for the potluck, RSVPs are requested. Branstad proclaims April 16 Health Care Decisions Day in Iowa Most people have some idea of how they would like to die – perhaps peacefully in their sleep or surrounded by loved ones. Unfortunately, most people also have not taken the necessary steps to ensure their wishes will be followed.

April 16 is the eighth annual National Health care Decisions Day, an initiative dedicated to ensuring all adults discuss and document their health care wishes now, while they’re healthy and able.

“As a society, we pride ourselves in being busy. We often use time as an excuse for putting off uncomfortable conversations and decisions,” said Katie McIntyre, Iowa liaison for National Health care Decisions Day and community relations coordinator for HCI Care Services. “National Health care Decisions Day is a great opportunity to think about how you would want – or not want – to be treated should you no longer be able to speak for yourself.

By completing an advance directive, you can give your loved ones the peace of mind of knowing they are

doing what you would have wanted.”

HCI Care Services is providing free resources to help people talk about health care wishes with family, friends and health care providers, and to execute written advance directives (health care power of attorney and living will) in accordance with Iowa state laws.

Advance directives come in two main forms. Honduras update

This is the 29th year I have worked with the people in Honduras — twice a year, two weeks each trip.

The two most important activities, currently, are feeding the school lunches of 1,700 children in 16 schools.

I am a Gideon, and a fellow Honduran Gideon and I take my old

Datsun pickup in the mountains and give Spanish New Testaments to high school age kids. We are allowed to go into the classrooms to hand them out.

I enjoy the people of Honduras and they are very appreciative of the extended help to them.

I will be leaving on the next trip April 15. Please consider helping fund the feeding program. All funds collected will be used for the feeding project only.

Fry and eminent domain

Dear editor, I found your article relating to the discussion of eminent domain at the recent legislative luncheon most interesting and informative.

It is always quite humorous when those of wealth and privilege feign indignation while channeling their best inner petulant child. How unfortunate that IQ scores and levels of affluence do not always go hand in hand. It surely must be a difficult existence maintaining Cadillac standards when condemned to exist within a Ford and Chevy environment.

Gallons of ink and reams of paper have been exhausted on the subjects of eminent domain and the local quest for a new water reservoir.

The crux of all of the arguments can be distilled down to these simple facts.

1. Osceola wants a new solitary reservoir which is roughly three times larger than the existing reservoir.

2. Osceola needs a supplemental alternative water source comparative in quantity to the existing reservoir.

3. By design and intent the powers of eminent domain are restrictive and exist to facilitate the accomplishment of precise and limited public needs, not public wants.

4. Those who seek to enact eminent domain are always financially supported by the public purse, while those who challenge such enacting always find themselves impotently out gunned and out manned both legally and financially.

I am disappointed that Representative Joel Fry has chosen to abstain and remain neutral in regards to the current House Study Bill 223, which seeks to clarify and strengthen current eminent domain law.

Rep. Fry continues to remain on the sidelines of this issue because of what he perceives to be a person-

al conflict of interest. I believe his thinking to be flawed in this instance.

The stakes here are far greater than those that would relate to a single individual or community.

My votes for Rep. Fry were to help put him in a position to cast votes based on his knowledge and conscience, regardless of whether they agreed with those of my own. That he would continue to sit out the fray based on some misguided and misplaced sense of integrity is indeed a bitter pill.

Rep. Fry is charged with not only the betterment of this his district, but perhaps more importantly the entire state of Iowa.

The fact that an issue has repeatedly come before him whose outcome could impact upon his personal interests should not prevent him from speaking his mind and honoring his representative obligations to the public at large.

In contrast, let me offer my thanks and respect to Representative Bobby Kaufmann for his sincere and tireless efforts to improve eminent domain law for all private property owners in the state of Iowa.

I am grateful to Rep. Kaufmann for working so diligently to ensure that the legal rights of all private property owners remain sacred and paramount within the Iowa Code.

While we may be preoccupied by current eminent domain issues, we must not lose sight of the fact that the potential for future public takings of private property will always remain a clear and present danger.

Whatever your position may be regarding pipelines, power transmission lines or the local CCRC reservoir, if you are a private property owner know this; there never has been, nor shall there ever be, an eminent domain law so arduous and restrictive as to prevent the progress of legitimate and necessary public improvements.

Not only are they consistently on call to answer fire calls, but they help out in the community to spread awareness. They do very in-depth work with Clarke Community Schools, teaching children the importance of fire prevention. This activity culminates in their annual fire fair during Fire Prevention Week.”

The real number on how much new money Iowa has to spend in FY 2016

When the Revenue Estimating Conference (REC) met in March, most Iowans learned that the committee had lowered the revenue estimate for the next budget year.

The REC also issued a revised estimate for the current budget year, and some people are using those numbers to try and mislead Iowans into believing the state has more new revenue than it actually does.

I wrote in last week’s Fry Times, that on March 19, the Revenue Estimating Conference projected that the state’s general fund will take in $6.7674 billion through June 30, 2015.

This was lower than their December 2014 estimate of $6.8571 billion, because of changes made this session in a bill aimed at matching Iowa’s tax with the federal tax code.

Some are claiming that the state is experiencing 6 percent revenue growth. If you were to follow their lead and take the difference between the

projected revenue for FY 2015 (6.7674 billion) and the projected revenue FY 2016 ($7.1755 billion), you would find an increase of $408.1 million or 6 percent.

But there’s a small problem with this calculations — the FY 2016 budget will be built from the actual spending levels on programs in FY 2015, not the REC’s revenue projection for that year.

The actual amount of additional revenue that will be in Iowa’s budget next year is $180.9 million. This number comes

from subtracting the actual spending in FY 2015 ($6.9946 billion) from the FY 2016 revenue estimate. That gives the state a 2.59 percent increase.

For these reasons, we must be diligent and truthful with Iowans as we move through the budget negotiations.

We will continue to hold true to the following principles to produce a balanced and sustainable state budget: 1. We will spend less than the state collects 2.We will not use one-time money to fund on-going needs 3. We will not balance the budget by intentionally underfunding programs; and 4. We will return unused tax dollars to Iowa’s taxpayers.

I continue to get numerous emails weekly from hard working tax payers in House District 27 who ask me to stand firm and apply the budgeting principles that we all live by in our home with our own family budgets.

The past five years have shown sound fiscal management of the state of Iowa’s budget, and we will continue to do so again this year!

ALERT IOWA: Continued from Page 1

Receiving messages Alert Iowa will allow citizens to sign up for the types of alerts they would like to receive. Messages can be issued via land line or wireless phone, text messaging, email, fax, TDD/TYY and social media.

Messages may contain photo, video and audio attachments to help subscribers better understand the situation at hand, or where to find additional information.

As of March 13, a total of 80 counties have signed up to use the Alert Iowa system. Thirty-six of these counties are now accepting registrations from users and able to issue alerts. Thirteen more counties are able to register users but are not yet issuing alerts.

Alerts sent from Clarke County will originate from 69310 for text messages, 641-555-5555 for voice notifications and noreply@clarkecountyalerts.com for email. People should make sure to save this data for later dates.

available that show the website address, as well as a business code that can be scanned by a smart phone, which will take a person to the website to sign up.

Mathias said he’s been working on getting the paperwork done on the county’s alert system for five to six months.

Clarke’s Alert Iowa system has been operational for only a couple of weeks.

Alert selections While signing up, people may select to receive any optional weather, community and school district alerts.

They may also notify if they have any types of physical handicaps or disabilities. This information will only be used to ensure the most appropriate service in times of crisis.

If people need additional help signing up for Alert Iowa, they may go to Mathias’ office at Clarke County Courthouse.

The emergency management office will be the master administrator for the alert system.

However, the sheriff’s office, police department and school districts will also be allowed to send out messages through the system.

“I can be in Des Moines, and with my iPad, send out a message alert,” Mathias said.

Schools/law enforcement Schools will be able to use it

for various uses, such as early outs and snow days.

It will be for anything to do with the protection of life and property, such as cancellations, facility issues, hazardous conditions, major road and bridge closures, weather and natural disasters and health alerts.

The alert system also allows the organizing of individual groups within its system.

For example, if Mathias needs to alert the sheriff and all of his deputies, he can select the group in the system and the message will be sent to those selected.

“I think it’s just a great thing because we’ve been trying for years to get something that we can notify people with. We finally have it,” Mathias said.

“Hopefully, the legislature will keep funding it into future years. It’s the only way we have of notifying the people out in the country, or anywhere, if something’s going to happen and let them know ahead of that.”

If people have suggestions, concerns or ideas on what type of alerts they want to hear, they may contact Mathias’ office at the courthouse.

“It can be used for numerous things,” Mathias said. “If people want to be aware of what’s going to be happening, it’s an excellent way for them to get that information.”

Clarke split with Saydel in its tennis season opener on April 2, but the boys’ victory over the Eagles was all it took for head coach Jeff Ehrhardt to reach a career milestone.

With the Indians’ 7-2 home victory over Saydel, Ehrhardt earned his 300th

career tennis meet victory.

“I was proud to see how the boys came out and took it to Saydel to get my 300th win,” Ehrhardt said. “I feel fortunate that my oldest son Jason was part of my 200th win and my youngest son Taylor helped me win my 300th. I feel lucky to have had so many great young men and women play tennis for me over the years. They were great citizens, as well

as athletes. They have set the bar high for future tennis players at Clarke.”

Clarke got out to a good start toward giving Ehrhardt his 300th win, taking two of the three varsity doubles matches.

The lone doubles loss came at No. 1 doubles, where Ali Aly and Reed Morris fell 8-3 to Joe Smith and Jacob Philipsen.

Clarke dominated the singles matches, going 5-1 in singles play.

Aly scored an 8-4 win over Smith at No. 1 singles, as Morris picked up an 8-5 win over Philipsen at No. 2 singles.

Kirkpatrick was also an 8-5 winner at No. 3 singles, besting Smith. Ehrhardt won 8-6 over Kayser at No. 4 singles.

Havlik suffered the only loss of day in singles play for the Indians, falling 8-5 to Silver. Otto closed things out with an 8-5 win over Patel at No. 6 singles.

In girls play at Saydel, a mostly new Clarke lineup was swept by the Eagles, losing 9-0.

Senior Dania Echeveste had the closest match, falling 8-6 at No. 2 singles to Sydney Samples. Sophomore Sydnee Redman lost 8-2 at No. 1 singles.

Interstate 35 picked up a pair of event victories on the evening, while host Clarke grabbed one victory along the way.

Roadrunner senior Maddie Albers was involved in both wins for Interstate 35.

She edged out Clarke sophomore Bailey Zimmerman for the top spot in the 100 meter dash, running 13.32 seconds to Zimmerman’s 13.52 seconds.

Shortly after winning the 100, Albers ran the 400-meter leg on Interstate 35’s winning distance medley relay.

Joining Albers on the relay were Keann Williamson, Miranda Hahn and Cheyenne Hiatt.

That quartet ran 4:43.69 seconds, winning by 3 seconds over Creston.

Clarke took the top two spots in the 100 meter hurdles, as the Zimmerman twins posted the two fastest times in the event.

The Clarke golf teams opened the season here April 2 against Knoxville and West Central Valley, falling to Knoxville on both the boys and girls side.

Knoxville posted a score of 214 in the girls competition to edge the Lady Indians by 14 strokes. West Central Valley did not have any girls golfers.

On the boys side, Knoxville rolled to the team victory with a score of 160, compared to Clarke’s 230.

West Central Valley did not have enough golfers to compile a team score.

For the Clarke girls, Breana Lowry finished two strokes shy of runner-up honors, posting a nine-hole score of 53.

Courtney Clark was close behind with a round of 54 and Ann Taylor finished the day with a round of 55.

Samantha Stickels rounded out the team scoring with a score of 66.

Alexxa Blair recorded a round of 67 and Morgan Bailey finished the day with an 82.

Knoxville’s Sierra Finley won medalist honors with her round of 49, while Evy Wells was run-

ner-up with a score of 51.

Maggie Leavitt and Taylor Harding each finished with rounds of 57, while Lizzy Sullivan golfed a 63 for the Panthers in the wet, cold and windy conditions.

Weston Brokaw led the Clarke boys with his ninehole score of 49. Damon Helgevold added a round of 57, while Nick Johnston and Carter Wilken rounded out the team scoring with their rounds of 62.

Adam Smith contributed a score of 71 and John Cutshall finished the day by carding a 77.

Knoxville’s Ben Galeazzi won medalist honors with his 2-over par round of 37. Skylar Cunningham finished runner-up for the Panthers with a 4-over par round of 39. Alan Barkee finished with a round of 40 and Ryan Davis rounded out the team scoring with a round of 44.

Max Lincoln and Logan Pruitt each finished with rounds of 51 for West Central Valley.

The Clarke golfers return to action today, with the boys team hosting Chariton, Albia and Moravia at 4 p.m., while the girls team travels to Wayne with action beginning at 4:15 p.m.

Clarke places high in field events at Husky Invite

WINTERSET — The Clarke boys track team finished ninth out of 13 scoring teams here Friday, while Central Decatur finished 12th.

The middle of the pack in the team standings was jumbled up, as ninthplace Clarke finished just 16 points back of fourthplace Greene County.

Carlisle ran away with the team title, scoring 160 points. Greene County finished fourth with 46 points, while Clarke was ninth with 30 points, two back of Creston for eighth place and 11 back of Mount Ayr for sixth. Central Decatur scored three points for 12th place.

The Indians performed well in the field events, placing in all four events.

Senior Gordon Witt won the h i g h j u m p with his clearance at 6-0. he also took second place in Witt the long

jump with his best leap of 19 feet, 10 inches. Zach Harmsen also placed in the high jump, finishing third by clearing 5-8.

Sophomore Kooper Brimm placed in both of the throwing events.

Brimm finished fourth in the discus with a toss of 117-9 and took fifth place in the shot put with a heave of 43-10.

Witt finished sixth in the 110 high hurdles with his time of 16.78 seconds.

Central Decatur’s Kyle Potter finished fifth in the event, running 16.51.

Mathew Cooper was the only other placewinner for Central Decatur, finishing sixth in the 100 meter dash with his time of 12.09.

Bailey Zimmerman’s time of 16.62 seconds currently ranks her 30th in the state of Iowa among all four classes for Drake Relays qualifying. The top 32 times in the state at the April 16 deadline earn entry into the Drake Relays.

Hiatt finished second in the 800 meters for the Roadrunners, running 2:39.07. Pearl Jones took third place in the 400 meter dash with her time of 1:10.01.

April is Testicular Cancer Awareness Month April is Testicular Cancer Awareness Month. In addition, Testicular Cancer Awareness Week is April 1-7.

Testicular cancer, the leading cancer in men ages 15-35, can strike at any age, yet it’s hardly talked about.

When detected early, it has a survival rate of more than 95 percent. Monthly testicular self-exams for men are encouraged, knowing this is the most effective method of early detection.

Testicular cancer is a disease where cancer develops in one or both of the testicles. It occurs when germ cells experience abnormal growth. Germ cells, like

stem cells, have the potential to form any cell in the body.

Normally, these cells lie dormant until sperm fertilizes an egg. If germ cells (a sexual reproductive cell) become cancerous, they multiply, forming a mass of cells called tumors that begin to invade normal tissue. When this happens these cells have the potential to form a variety of embryonic like features including but not limited to; hair, nails, teeth etc.

Testicular cancer has a fast onset. If not detected early, the cancerous tumors can grow rapidly with the ability to double in size in just 10 - 30 days.

Self-examination of the testes is important for early detection of testicular cancer. The most common method of early detection is performing a monthly exam.

In the year 2000, I spent nearly six months in Cochabamba, Bolivia. It is a large city filled with churches.

Tens of thousands of its residents spend every Good Friday processing from one church to another to another as they recall the “Via Crucis,” Jesus’ carrying of the cross to Calvary.

In Bolivia the commemoration of the death of Christ is given more attention than his resurrection, which may seem strange or even morbid to outsiders.

Since testicular cancer is usually isolated to a single testicle, comparison of one testicle with the other can be helpful. It is normal for one testicle to be slightly larger than the other. The focus should be noticing any changes from the previous month.

Upon reaching puberty, all men should conduct a monthly testicular self-exam and ask their doctor during their yearly physical to perform one, as well.

He has undergone so much and thus he understands the pain of those who are beaten down. His agony speaks powerfully of hope and love to those who may see little of either. They are united with him by his passion and the total outpouring of his being.

The scene on Calvary is not the final scene, though. It is no credit to us Christians that we often act as though we never have read the next chapter.

We are people of the resurrection and should be living life accordingly, actively encountering all that life brings to us with eagerness and trust in the Lord both with us and before us.

If the Lord has conquered sin and death, then we should go forth with confidence, determination and joy to share that message by deed as well as word.

Pastor Chuck DeVos, a committee member, said if people have a particular area of the celebration they would like to help out in, that can be arranged.

‘Giving back’ “What the Fourth of July committee really does is we’re giving back,” DeVos said. “ … This is a way of volunteering to give something back to our community, which is constantly giving to us.”

For approximately 15 years, DeVos and Bruce Harris have announced the

parade as it goes through the town’s square.

For several years, they have bought gift certificates and prizes to give away to the person who has traveled the farthest for the event.

The committee members said people from all across southern Iowa and Missouri will make their way to Osceola for the Independence Day celebration.

“Literally, we’ve had people from California, from North Carolina, from Georgia. We’ve got one family that’s been here multiple times from Australia,” DeVos said. “They usually win.”

The Fourth of July in Osceola is also viewed as a homecoming celebration.

Many families will gather and class reunions will often be held.

Since 1856 There is a long tradition

behind the Fourth of July celebration in Osceola. The town has been putting on a big Independence Day extravaganza since 1856.

This was only 10 years after Iowa had been granted statehood.

That means this summer’s event is the city’s 159th year for hosting a celebration.

Mickey Thomas, a committee member, discussed many historical aspect’s of Osceola’s Fourth of July event, including one from 1922.

“There were no firecrackers. They used blacksmith anvils and gunpowder to make noise,” Thomas said.

“Horse-drawn decorated wagons took part in the parade. And, at noon, all dinners were spread out to make one big picnic. And, in the afternoon, the Declaration of Independence was read.”
