Big sis flies home early to surprise brother

BY EARLEEN HINTON ehinton@oglecountynews.com It wasn’t hard to find Aesia Coffey at the Marcos’ football game in Orangeville last Saturday.

All one had to do was look for the girl with the bright blue hair and the blue and gold polka dot tutu.

“That’s my brother,” the 30-year-old yelled when her brother Jace, a junior on the Polo football team, made a tackle.

Aesia, who is stationed in Belgium with the U.S. Navy, surprised her mom, dad, and Jace when she arrived back home in time to make the Marcos’ first football game of the 2018 season.

“I was supposed to fly in today (Aug. 25) but I changed my flight so I could make the game today,” said Aesia. “My sister, Rhiannon, knew what I was doing, but no one else in my family did.”

“She just showed up when we started to pull out of our driveway this morning to go to the game,” said Aesia’s mom, Judy.

“Judy called for me and I thought she needed something and then I saw Aesia,” said Aesia’s dad, Jim. She surprised Jace during his warm up for the game. “He was speechless,” said Aesia. “He just gave me a big old hug.”

Arriving in time wasn’t the end of the surprise. After searching the Internet for the appropriate game apparel, Aesia wore a multi-colored wig, a gold football jersey with her brother’s name and number 31 on it, shiny gold tights, matching blue tennis shoes, and of course, the tutu.

She stood along Polo’s sideline with her mom and dad in the 90-degree heat and high humidity.

“Everything was from Amazon except for the jersey. It took awhile before I could find everything in the right colors, but eventually I did, even the shoes,” Aesia said flashing the nifty footwear.

Aesia’s sister, Rhiannon who is also the Marcos’ volleyball coach, was in on the surprise and helped co-ordinate the feat from her home in Dixon. Rhiannon was coaching a tournament on Saturday and couldn’t make the football game.

“My sister is the only who knew,” said Aesia who is home for three weeks to attend her sister’s wedding.

“This is the first school event for Jace that Aesia could come and watch,” said Judy.

“I could not miss it,” Aesia said.

And Jace and the Marcos did not disappoint. They came back from a 16-point deficit to win the game 34-31.

After the game, Aesia chased Jace

down to give him several more boisterous hugs.

“I was extremely happy to see her,” said Jace after his big sister caught him in the end zone.

He said, however, that he was not surprised by her attire.

“I wasn’t surprised too much, cause she always looks goofy,” he said smiling and running away again from Aesia.

OREGON CITY COUNCIL

BY VINDE WELLS vwells@oglecountynews.com For the second time in the last three years, Oregon’s wastewater treatment plant is in the running for a state award.

Public Works Commissioner Jim Barnes told the city council Tuesday evening that Oregon’s plant is one of seven in its group to be nominated for Best Operated Wastewater Treatment Works by the Illinois Association of Water Pollution Control Operators.

Barnes congratulated operations manager Dave Kent.

“That’s quite an honor,” he said.

IAWPCO presents awards in five categories each year at a ceremony held in Springfield.

The categories are based on size of

the plant and its treatment process type.

Oregon was nominated in Group 3, along with Channahon, Banner, Findlay, Carrollton, Caseyville Township-West, and the Lawrence County Correctional Center.

According to a letter from the IAWPCO, the annual awards emphasize the relationship between adequate wastewater treatment and clean receiving waters and to give public recognition and encouragement to communities, their officials, and the personnel who have operated their wastewater facilities in an especially effective manor.

An inspection team from the IAWPCO will visit the Oregon plant in the near future.

Mayor Ken Williams told Kent to plan on attending the awards cere-

mony in February along with members of his staff.

Oregon’s treatment plant was one of five nominated in 2016 in Group 2 but did not win the award.

In another matter, the city council approved an engineering agreement with Willett, Hofmann & Associates, of Dixon, for looping and replacing water mains in the south end of the city.

Kent said the city will not need to borrow money for the $2 million project because of state “forgiveness” and left-over funds from another project.

The Illinois Environmental Protection Agency has a program of “forgiving” 75 percent of the cost of projects totaling $2 million, he said, and the remaining estimated $500,000 will be covered by unused

funds from another water project.

Kent said work will likely begin in the spring.

The project includes 7,230 feet of eight-inch diameter water mains on Second Street from Adams to Jefferson, Third Street from Madison to Washington, Third Street from Collins to Webster, Collins Street from Second to Fifth, Fifth Street from Collins to Armstrong, Hill Street from Ill. 2 (Fourth Street) to Fifth, and Clay Street from Eighth to 10th.

In other business, the council: • hired Kristine Tesnow as a police officer, contingent upon successful completion of pre-employment requirements. Tesnow is currently a Winnebago County corrections officer.

• approved an ordinance forming an Enterprise Zone.

BY VINDE WELLS vwells@oglecountynews.com An off-duty Mt. Morris police officer was injured Aug. 24 in a scuffle with three teenagers.

Police Chief Jason White said the officer suffered a head injury and a broken hand in the incident which resulted in the arrest of Shawn Sutton, 19, of Mt. Morris, and two 17-year-old boys from Polo.

White said an on-duty officer responded to a 911 call reporting a fight around 7:30 p.m. in the 10 block of East Main Street.

When the officer arrived, three suspects took off running and he

pursued them on foot.

He apprehended Sutton, who resisted arrest.

The off-duty officer, who was driving by and stopped to help, was attacked by the two juveniles, White said.

Sutton was arrested on a charge of resisting or obstructing a peace officer, and was taken to the Ogle County Jail.

The two juveniles were both charged with battery to a peace officer.

One of them was released to a parent, and the other was taken to the Kane County Juvenile Detention Center.

City council honors Oregon officer The Oregon City Council recognized police officer Tad Dominski on Aug. 14 for his fast action during a July traffic stop.

On July 31, what started as a routine traffic stop became a more serious matter for the officer.

Oregon Police Chief Darin DeHaan said Dominski had

stopped a 23-year-old man for a traffic violations but soon became suspicious because his passenger was a 15-year-old girl from Freeport.

He contacted the girl’s parents and learned that they did not want her to be with the man. Her father came to Oregon and picked her up.

Lebwick remembers Oregon in the early 1900s Editor’s note: Due to a printing problem, a portion of this story, published last week, was cut off. We are re-running the story this week.

by Gene Lebwick Sr. in 1975.

Our store was established on March 1, 1896 by my father Herman Lebwick.

I more or less grew up in the business from a small boy, you might say.

After I graduated from the University of Illinois, I didn’t think I wanted any part of this.

My dad asked me if I wouldn’t help out for a few weeks until he got a new man.

Because he was short one man, I said absolutely, “I’d be most happy.”

I’m still here and that’s going on 52 years. Here I still am.

But, I’m a native. I was born and raised here and our family grew up here.

One son joined the ranks 18 years ago and he is a full partner of the firm.

But going back in the history of Oregon, we have had the most terrific changes; one can’t realize how many changes there have been because you see it gradually.

If you were to go back when I started to school, Oregon was all dirt streets and many board sidewalks and many out-houses and outside plumbing.

Many homes had no electricity or telephones.

There were lots of old sidewalks, made out of tar, like they put on streets, tar and stone.

Of course, the face of the downtown business district is changed and so are the former businesses that were here when I started.

Downtown we had many business places, that were wooden-framed buildings and that were antique built back in the 1800s.

And there were a few that were built like ours. This is possibly one of the best built structures in the city because it’s built here to stay.

It’s brick facing with tremendous stone walls and very sturdy.

I just read in the Oregon Republican Reporter that Mr. and Mrs. Dick Jones bought the building where the C and I tavern is located and that is supposed to be just about the oldest building in Oregon right now.

They estimated that it was built in about 1850 and that’s about the

same time that the Sinnissippi Hotel was built.

That hotel has been demolished and Standard Oil Station took its place.

A lot of downtown replacements were necessitated because of fires.

I think Oregon’s looking pretty sharp now. We’re getting all new curbing in the downtown district.

When I started school, there was nothing but Nash School and it

didn’t include the building at the south end that was built in 1916.

When I was in high school, the enrollment of the combined elementary and high school was 350 students.

That is a far cry from what we have today, as there are 2,000 students today in the combined schools.

We didn’t have basketball or football, which had been ruled out on account of injuries.

It was pretty rugged without all

the good padding they have today to wear for protection.

We didn’t have a band but we had a high school orchestra, in which I played the fiddle.

And Charlie Robbins’ wife was the pianist and Herb Connors played the violin.

Only Irma Robbins and I are left of that group.

The request came from Mike Stukenberg, Forreston, and Steve and Kevin Moring, also of Forreston, who asked for the special use permit to allow a Class 2 Motor Kim Carrier Facility on Gouker property zoned for agricultural use.

The county board approved the request in May of 2016.

At the time of the request, the property, at 11123 W. Ill. 72 just east of Forreston, was owned by Stukenberg and was being purchased by STKE LLC, a company owned by the Morings.

STKE LLC had planned to store and wash semis and dumpsters on the property, which is less than a mile east of Forreston.

In an effort to stop the project, Walter Paul, who lives across the highway, and his daughter and sonin-law Linette and Curtis DeHaven filed a lawsuit against STKE LLC and Ogle County.

The lawsuit claimed that the special use applicants failed to meet the standards set forth in the county zoning ordinance.

The Ogle County Judge John Redington dismissed the case, and Paul and the DeHavens then appealed that decision.

The appellate court reversed Redington’s decision and ruled the case could proceed in circuit court.

State’s Attorney Eric Morrow said rescinding the special use ends the lawsuit.

Paul, the DeHavens, and other nearby property owners objected because of environmental issues.

They were concerned about contamination to wells and aquifers, as well as streams, from the garbage trucks and dumpsters stored on the property.

The groundwater is just below the surface in that area and a creek is nearby. The creek feeds into the Leaf River, a tributary of the Rock River.

The Ogle County Board will meet a week later than scheduled next month to allow time to approve the final design plan for the new jail.

Board chairman Kim Gouker said Aug. 21 that the next board meeting will be held on Tuesday, Sept. 25, rather than Sept. 18, to ensure that the board can vote on the design as soon as possible to keep the project on schedule.

Long Range Planning Committee Chairman Don Griffin said the design will be finalized sooner than expected and has been altered to be less costly than the $26.7 million projected last month.

Plans call for construction to begin next April on the jail, which will be located on east half of the 100 block of South Sixth Street across from the county’s judicial center.

For security purposes, the two buildings will be connected by a large sally port across what is now Sixth Street, which will be closed.

In a related matter, Gouker told the board that the purchase is final of the Williams & McCarthy law office at 607 W. Washington.

The board voted on March 20 to buy the former residence, which is adjacent to the new jail site, at a cost not to exceed $167,000.

According the county records, the board purchased the property for $60,000.

Gouker said in March that the property was earmarked for purchase in the county’s 50-year plan, approved several years ago.

The plan calls for buying the property adjacent to the courthouse and judicial center when it goes on the market.

Gouker said attorney Kim Krahenbuhl will maintain his office there until he retires.

In a zoning matter last week, the board rescinded a controversial special use permit granted more than two years ago.

‘Headless Horseman’ wins straw competition National event was held in Mt. Morris

Morris’ Straw Fest Saturday, first place in the third annual U.S. National Straw Sculpting Competition for both Artists’ and People’s Choice went to Danica Rogers, of Rochelle, for the “Headless Horseman.”

“Huff & Puff” by Kate May Fitch, of Rockford, earned second place in both categories, and “Strawsquatch”

by Chris and Cecilia Mann and Bill Papke, all of Rockford, came in third.

Other straw sculptures in the running were “Straw”Bine: Harvest Time” by Kathy Driscoll, “The Garden” by Steve Lentz, and “Stretchy Cat” by Kelly Madison.

The winners of the Straw Bale Races were Andy Rood and Andy Fitch who turned in a time of 7.71 seconds, their slowest effort, in the third and final heat.

Ten teams competed in the event, rolling a 700-pound round bale 75 feet as fast as possible.

Rood and Fitch turned in times of 7.68 seconds and 7.69 seconds in the first and second heats.

Buck Cowen and Scott Shumard finished second, and Steve Townsend and Russell Bold came in third.

Kids younger than high school had their own event, rolling a 200pound bale just for the fun of it.

The Illinois Constitution was approved on Aug. 26, 1818, and statehood became official on Dec. 3, 1818.

The following is part 2 of an interview of Gene Lebwick Sr. in 1975 from Viewpoint, An Oral History.

Lebwick talked about growing up in Oregon.

As to activities we had track and track was very, very famous in Oregon, because in 1916 we won the World’s Interscholastic Track Championship.

We were World Champs! We won every meet that we went to.

We went to Minnesota, Missouri, Illinois, Beloit Relays, and of course the ultimate was the Stag. It was at Stag Field at the University in Chicago.

This determined the world championship, and Oregon’s Sherm Landers won and held the pole vault record of eight feet and three-quarters inches for over 35 to 40 years, and Frank Loomis held the low hurdles championship.

The few remaining members on the track team were Bud Sauer and myself.

I was a relayer. I ran in the fiveman relay.

When they ran in the four-man relay it was Sherman Landers, Frank Loomis, Bud Sauer and Herald Brooks.

I was a mere sophomore at that time.

Frank Loomis came here from Hyde Park High School in Chicago.

He had run with Sherm Landers in the Chicago Athletic Club at all the Championships, and Landers induced him into coming out here and enrolling in school so they would have a top track team.

Ross to mark 90th birthday

Father Dominic knows his bread.

Ruth Ross, of Grand Detour, will celebrate her 90th birthday on Sunday, Sept. 16 from 1 to 4 p.m. at her daughter’s home at 4642 W. House Rd. Oregon, just north of Grand Detour.

Ruth was born on Sept. 19, 1928 in Prophetstown.

She is the mother of Jim (Connie) Ross, Debbie (Kenneth) Lowry, John (Kathy) Ross, Trudy (Garry) Bowers, and Joe (Laura) Ross.

She has 14 grandkids, 17 great grandkids, seven great-great

“My culinary education comes from a mixture of my mother’s kitchen, PBS, and the public library,” said Father Dominic.

Serenity Hospice Board President Karen Sikorsky is already a fan.

“I have seen Father Dominic a few times,” she said. “He is so inspirational and so funny and he makes the show very entertaining. Watching him bake bread is like watching someone create art.

He really knows what he’s doing.”

But there’s more to Father Dominic than just flour and yeast.

Father Dominic Garramone is a monk of Saint Bede Abbey in Peru, Illinois, where he teaches a class on Sacraments and Comparative Religions and is the head of the religion department.

He has published two plays and written six cookbooks.

His is an award-winning children’s book author and is currently an online baking instructor on Craftsy.com.

He was also on PBS as host of “Breaking Bread with Father Dominic.”

When he is not busy baking or teaching or writing, he can be found in the abbey’s herb garden.

AARP Smart Driver Course at Rock River Center The AARP Smart Driver Course for those 55 years of age and older will be held at Rock River Center in Oregon.

Crowd gets glimpse of farming of yesteryear

BY VINDE WELLS vwells@oglecountynews.com Eight-year-old Adalyn Williamson was having the time of her life Saturday.

Obviously on a mission, she tried her hand at picking up plastic ducks from an old livestock tank and then turned her energy toward shelling corn with an antique, hand-cranked corn sheller at the 12th annual Farm Heritage Festival at East Jordan United Methodist Church, approximately seven southwest of Polo.

With an air of accomplishment, Adalyn grabbed the bare cob after the sheller spit it out and disposed of it in a pail with lots of others.

Her mother Vanessa said they had visited the church cemetery many times because her relatives are buried there, but had never come to the festival.

“I read about it in the paper,” she said. “We brought a picnic and decided to check it out.”

The day started early with a hearty breakfast served by the church women, who then prepare lunch.

Janice Deets, who helps organize the meals, said more than 200 people came for breakfast.

“We got lots of compliments,” she said. “One person said it was the best breakfast they ever had.”

Farmers and city dwellers of all ages turned out for the event to see loose hay gathered and baled, corn chopped, and just get a look at the machinery of yesteryear.

Francis Bushman, 89, who lives a short distance from the church, comes every year.

“I grew up on a farm,” he said, as he patted the head of a friendly Brown Swiss cow at the petting zoo.

“I come out and look over the old machinery — what we used to farm with.”

Across the church yard Ron Lartz, 72, of Milledgeville, was interested in a Ford tractor.

“I learned to drive on one like this,” he said. “I’ve been coming to this every year just to walk through.”

In the church parking lot, Jim Mocklin, of Sterling, and his black horse Harry were giving buggy rides to all comers.

Young-Mee Park, of Sycamore, took her first buggy ride and gave Harry a few pats of thanks afterward.

She was at the festival for the second time.

“I was here two years ago and I had to come back,” she said with a wide smile.

The event is held annually on the fourth Saturday of August.

Hawks finish with forfeit win at soccer classic After a loss and a tie in the first day of play last Friday, the Hawks dropped two matches before beating North Boone by forfeit to place ninth at its own 10-team Oregon Hawk Classic at Oregon Park West.

The Hawks lost 2-0 to Schaumburg Christian and tied Orion 1-1 on Friday, then fell to Richmond-Burton 3-1 and Rockford East 7-0 on Saturday before the forfeit victory against the Vikings.

“We maintained possession in three of the four games, but got blown out by Rockford East,” said coach Seger Larson. “We couldn’t get shots off. We turn it over and take too long to shoot. We let the defense close in on us.”

Larson said his young team that starts freshmen, is still learning.

“We’re a young team and still learning,” he said. “On defense, we were hurt by Landon Lazansky only playing part time because of injury.”

Larson complimented goalkeeper Owen Ketter for his play during the tournament.

“Owen played great in the goal,” Larson said.

Next games

The Hawks travel to Dixon on Sept. 4 before hosting Winnebago on Sept. 6 and South Beloit on Sept. 8.

Hermes touchdown lifts Hawks to a 27-21 win over Lutheran

BY ANDY COLBERT acolbert@oglecountynews.com After dominating the line of scrimmage all night, it only seemed fitting that the Oregon football team would be the recipient of a gift from Rockford Lutheran in the form of a game-changing penalty.

by Oregon late in the game gave the Hawks new life and a subsequent touchdown-tying pass.

“The breaks went both ways,” Oregon coach Nick Schneiderman said. “They caught them and we caught them.”

With 2:28 left in regulation, Ryker Finch hooked up with Jacob Milliman on the next play for a 30-yard touchdown to send the game into overtime with both teams tied 14-14.

In the extra periods, it was Dalton Hermes scoring two rushing touchdowns to give the Hawks a dramatic 27-21 win.

“That was phenomenal,” Schneiderman said. “That was only 15 juniors and seniors out there and none of them wanted to come off the field. I was worried about the physical conditioning, but the kids responded. We did try to pace the game offensively.”

With Oregon’s line moving Crusader defenders off the line of scrimmage, Jake Mennen got his team on the scoreboard with a 2-yard touchdown. Carter Fruin added a 2-point conversion run and Oregon led 8-0.

“The staff had a good game plan,” Schneiderman said. “And the kids in the line played hard.”

That’s how it looked it would end at the half, but a Hawk fumble gave the ball back to Lutheran. Then a fleaflicker on third-and-11 kept the drive alive for Lutheran.

Tiger Brown capped off the drive with an 11-yard score with 40 seconds left for an 8-8 tie. It was more a case of the Hawks getting burned on defense.

“We brought a blitz in the red zone and got caught,” Schneiderman said.

Lutheran added a fourth-quarter touchdown of five yards by James Fabro for a 14-8 lead. The missed extra point, which would prove crucial, wasn’t even close.

After gaining the 14-14 tie, Oregon had a chance to win in regulation, but a 2-pt conversion failed.

Hermes led the Hawks with 73 on 20 carries. Mennen added 59 on 13 totes and Fruin was 7-for-34.

Milliman caught both the pass completions by Finch. In total yards, it was 228 to 153 in favor of the Hawks.

“We flew around on defense and played aggressive,” Schneiderman said.

In the overtime, Oregon scored first and opted to go for a one point conversion instead of two points.

“That was a gut call. We went for seven and Hoyle put it right down the middle,” Schneiderman said.

Lutheran tied it at 21-21 and then had first crack in the second OT. On fourth down, they had a wide open receiver in the end zone, but the pass was overthrown.

“We caught a break there,” Schneiderman said.

With only needing a field goal or TD for the win, Hermes followed a convoy of blockers to the end zone, in what resembled more a rugby scrum.

“It’s nice to see our us blocking through the whistle,” Schneiderman said.

It was Oregon’s first win over Lutheran since 2011 and makes it three opening-season wins in a row.

Bigger yet, was its first conference win since 2016.

“Overtime, a win on the road in the Big Northern,” Schneiderman said. “The kids are excited. With G-K coming up, we’re going to have to play our hearts out.”

Both have tough games this Friday, but spirits will be soaring on their respective home fields.

Why does Byron have over twice as many varsity players as Oregon?

It could be a combination of demographics, athletic environment, parenting, a chance to be on a state contender, tradition, etc.

If I had to pick one, I would say demographics are the biggest factor.

Comparing enrollments, Forreston (246) holds their own with Byron (470). Both have roughly 1-out of-10 kids in their schools out for varsity football.

It’s always interesting to evaluate sports participation. I do know for a fact that the Oregon athletic depart-

With the declining ranks among referees, look for that trend to continue. Much has been said about more people getting out of officiating than joining its ranks.

That applies to youth and high school sports all over the country.

Editorial after editorial has mentioned bad behavior by parents and fans as a major reason why there is a shortage.

With the continuing lack of societal respect for authority figures, don’t look for that to change any time soon, if at all.

Maybe justice will be served when these same whiners and complainers are forced to be the refs to fill the void and they can experience the same type of abuse they had meted out.

THROUGH THE LENS: POLO @ ORANGEVILLE

Actually, a far better approach would be for all us to offer not just respect, but grace and forgiveness when a call doesn’t go the way we thought it should. None of us are perfect.

Week Two For Polo and Forreston, week two will bring the biggest regular season football games of the season.

In watching Forreston, other than athleticism they were blessed with last year, things looked very similar.

However, there seemed to be a different feeling Friday evening.

Maybe it was the 6 p.m. start time, weird weather for August, a perception of Durand-Pec as an inferior foe or fans adjusting to new faces on the field. Or, it could have been my imagination.

How well the community travels to Lena this Friday and how competitive the Cardinals can be with the No. 1 ranked team in 1A will be a better barometer.

One final note – Stillman Valley’s 42-13 win over Dixon was not an upset, as some media indicated.

Even not making the playoffs the last few years, Stillman had a good program.

DLR’s seventh grade volleyball opens season The seventh grade girls’ volleyball team from David L Rahn Junior High opened their 2018 season on Aug. 21, when they hosted West Carroll.

Despite their first game jitters, the Eagles’ serving was sharp. They easily took game one, 25-9. Alexis Ebert led the Eagles with 15 service points.

In the second game, the visitors made a game of it as the ball volleyed back and forth several times.

West Carroll prevailed, 20-25.

Ebert and Gracen Pitts each had four serves for the Eagles.

The third and deciding game of the match was close. Olivia Paul’s six service points propelled DLR to a 25-22 victory.

In the afternoon’s second match, the Eagles fought hard in game one, losing close, 17-25. Sarah Stevens had four points for the Eagles.

In game two, DLR had trouble serving and receiving as West Carroll’s number 35 went on a serving frenzy. The Eagles fell, 4-25.

In the final game of the match, the Eagles kept it close but dropped the game, 9-15.

Two nights later, the Eagles hosted Amboy. The host school came out strong in game one with timely serving and good ball control in their 25-18 win.

Ebert again led DLR with seven service points and Kenna Wubbena added four. In the second game, the Eagles stunned the Vikings with their powerful serving.

Ebert reeled off 13 straight service points to lead the team to a 25-7 victory. Amboy regrouped to take the third game, 8-25.

Residents are encouraged to volunteer for the 10th annual Oregon Area Rock River Sweep and the 10th annual Byron Area Rock River Sweep, both from 8 a.m. to 12 p.m.

For the Oregon sweep, check-in will be at 7:30 a.m. behind Conover Square in Oregon.

The sweep will work to clean up the banks of the Rock River from Mud Creek Road to Castle Rock State Park.

White Pelican Canoe & Kayak Rental Inc., will provide a limited number of canoes and will also provide free shuttle service from Castle Rock boat landing back to Kiwanis Park for people with their own canoes or kayaks.

Check in for the Byron sweep will begin at 7:50 a.m. at the park on River Road across from the Byron Forest Preserve entrance.

This year the sweep will target the section from Byron down to the confluence with the Leaf River.

The Byron Forest Preserve will provide a limited number of

bottle to reduce waste.

PUBLIC VOICE Habitat for Humanity serving Ogle families for 16 years Dear Editor, As many of you know, our organization [Habitat for Humanity of Ogle County] has been building homes in Ogle County since 2002.

New three bedroom homes have been built in Mt. Morris, Oregon, Byron, Polo, Forreston, and Rochelle.

We have also invested in Ogle County communities by doing Brush with Kindness projects.

The most recent BWK projects included a new roof for an Oregon family and yard work, ramp, and overall exterior home transformation for a Hillcrest family’s property.

We would like to express our thanks to all our donors and supporters — those individuals who continue to allow us to carry out our mission in helping those in our community who need decent, affordable housing.

In 2018 we completed projects that benefited three families.

In these “Brush with Kindness” programs we partner with families who own their home but because of circumstances, need assistance in resolving repairs and accessibility issues.

In 2018 our affiliate completed our first new home build in Rochelle for a family of five.

We also rehabbed a Polo home for a single mother of two.

We anticipate serving more Ogle County families in 2019 as we utilize lots donated to us in the Rochelle area.

We are also very excited to begin identifying more individuals who might benefit from our Brush with Kindness program or who might qualify to become future homeowners.

With the help of the community, we remain committed in addressing long term, attainable and decent housing solutions for those in need in our service area.

The extent of our ability to build new three-bedroom homes each year, and offer BWK projects, continues to depend heavily on the support from our donors, corporate partners, volunteers, and other community organizations.

By working together, we can assist more Habitat homeowners to achieve the strength, stability, and independence they need to build a better life for themselves and their families in Ogle County.

2018 has been a great year for our community here in Byron.

I’m proud to have raised my family in Ogle County and serve as 9-1-1 Coordinator and Communications Supervisor for our local law enforcement.

As a community and a nation, we’ve all watched as the tears in our public opinion have widened.

Even with all of the noise that is politics these days, I still remain optimistic. I read, I keep up with local and state news, and have developed a wonderful working relationship with our Congressman Adam Kinzinger.

In light of my optimism for county, our state, and our country, I I’d like to share some non-political good news from our local Congressman Adam Kinzinger.

Believe it or not, Adam Kinzinger has our back.

Earlier this month, President Don-

ald Trump ordered Department of Energy Secretary to stop the closure of several of America’s power plants.

Many of us know that once the plant stops producing energy, it’s done forever.

Even more important, the members of the surrounding communities lose what typically becomes their main source of jobs and economic well-being.

Needless to say, if this were to happen to us in Ogle County, our community would suffer greatly as a consequence.

Our Congressman was on top of it. He released a statement in strong support of the decision, even noting the importance of nuclear power for our country’s national security.

I met with him a few weeks ago, and he even told me that he had a bill in Congress that seeks to ensure longevity for the continuance of nuclear plants, like Byron’s.

This is just one example of how Congressman Adam Kinzinger has stood up for us.

Politics is noisy but join me in seeing and knowing that there are some good actors out there.

I encourage you to cast your vote in November for Congressman Kinzinger.

Virginia Gail Allen Rees, 77, of Oregon, died on Monday, Aug. 27, 2018 at Pinecrest Manor, Mt. Morris.

She was born to Sarah Gnagey Allen and Robert Allen, of Mt. Morris, on July 17, 1941.

Gail retired after 30 years from the State of Illinois Mental Health System, where she was an LPN caring for profoundly challenged clients in Dixon and Rockford.

Marjorie M. Holtapp, 93, of Oregon, died on Tuesday, Aug. 21, 2018 at Oregon Living & Rehabilitation Center, Oregon.

Marjorie was born on March 26, 1925 in Oregon, the daughter of Rudolf and Jacoba (Oltmanns) Mammen.

She married Glendon E. Holtapp on Sept. 25, 1943 in Oregon. He preceded her in death on April 30, 2000.

Marjorie was a homemaker and she worked for Kable News.

She lived in the Oregon area for 93 years.

Marjorie was a member of the Ebenezer Reformed Church, Oregon.

Marjorie is survived by her son, Glendon Holtapp, of Mt. Morris; two granddaughters, Haley Holtapp and Hiedi (Tim) VandeSand, both of Mt. Morris; four great-grandsons, Stephen Holtapp, Zander, Zayden, and Zyah VandeSand, all of Mt. Morris; sister, Dorothy Ulferts, Mt. Morris.

IN BRIEF Coach program announced U.S. Cellular’s Most Valuable Coach program returns for its third year to honor current coaches of K-12 school-affiliated sports teams who connect to the good in all of us by inspiring players through true leadership and community involvement.

At the end of the program, the final three winning coaches will receive a donation of $50,000, $20,000 and $10,000, respectively, to help their school.

The first-place coach will also be

AN ORDINANCE AUTHORIZING THE CITY OF OREGON, OGLE COUNTY, ILLINOIS TO BORROW FUNDS FROM THE PUBLIC WATER SUPPLY LOAN PROGRAM WHEREAS the City of Oregon, Ogle County, Illinois operates its public water supply system (“the System”) in accordance with the provisions of 65 ILCS 5/11-139 and the Local Government Debt Reform Act, 30 ILCS 350/1 (collectively, “the Act”), and WHEREAS the Mayor and City Council of the City of Oregon (the “Corporate Authorities”) have determined that it is advisable, necessary and in the best interests of public health, safety and welfare to improve the system, including the following: the replacement and looping of approximately 7,300 feet of water main and replacement of approximately 96 water service lines from the new water main to the property line at an estimated cost of $2,100,000, together with any acquisition of necessary land or rights in land and all surface restoration or other services necessary, useful or advisable to the construction and installation (“the Project”), all in accordance with the plans and specifications prepared by the consulting engineers to the City; and WHEREAS, the useful life of the Project is 30 years; and WHEREAS the estimated cost of construction and installing the Project, including engineering, legal financial and other related expenses is $2,100,000 and there are insufficient funds on hand and lawfully available to pay these costs; and WHEREAS, the loan shall bear an interest rate as defined by 35 IL Admin. Code 662, which does not exceed the maximum rate authorized by the Bond Authorization Act, as amended, 30 ILCS 305/0.01 et seq., at the time of making of the loan; and WHEREAS, the principal and interest payment shall be payable semi-annually, and the loan shall mature in twenty (20) years, which is within the period of useful life of the Project; and WHEREAS the costs are expected to be paid for with a loan to the City from the Public Water Supply Loan Program through the Illinois Environmental Protection Agency, the loan to be repaid from revenues of the System and the loan is authorized to be accepted at this time pursuant to the Act; and WHEREAS, in accordance with the provisions of the Act, the City is authorized to borrow funds from the Public Water Supply Loan Program [415 ILCS 5/19.3] in the aggregate principal amount of $2,800,000.00 to provide funds to pay the costs of the Project; and WHEREAS the loan to the City shall be made pursuant to a Loan Agreement, including certain terms and conditions, between the City and the Illinois Environmental Protection Agency; NOW THEREFORE be it ordained by the Mayor and City Council of Oregon, Ogle County, Illinois as follows: SECTION 1. INCORPORATION OF PREAMBLES The Corporate Authorities hereby find that the recitals contained in the preambles are true and correct, and incorporate them into this ordinance by this reference.

SECTION 2. DETERMINATION TO BORROW FUNDS It is necessary and in the best interests of the City to construct the Project for public health, safety and welfare, in accordance with the plans and specifications, as described, that the System continue to be operated in accordance with the provisions of the Illinois Environmental Protection Act, 415 ILCS 5/1 et. Seq.; and that for the purpose of constructing the Project, it is hereby authorized that funds

be borrowed by the City in an aggregate principal amount not to exceed $2,800,000.00.

SECTION 3. PUBLICATION This Ordinance, together with a notice in the statutory form, shall be published once within ten days after passage in the Oregon Republican Reporter, a newspaper published and of general circulation in the City, and if no petition, signed by electors numbering 10% or more of the registered voters in the City 216 electors and asking that the question of improving the System as provided in this Ordinance and entering into the Loan Agreement therefore be submitted to the electors of the City, is filed with the City Clerk within 30 days after the date of publication of this Ordinance and Notice, then this Ordinance shall be in full force and effect. A petition form shall be provided by the City Clerk to any individual requesting one.

SECTION 4. ADDITIONAL ORDINANCES If no petition meeting the requirements of the Act and other applicable law is filed during the 30 day petition period, then the Corporate Authorities may adopt additional ordinances or proceedings supplementing or amending this Ordinance providing for entering into the Loan Agreement with the Illinois Environmental Protection Agency, prescribing all the details of the Loan Agreement, and providing for the collection, segregation and distribution of the revenues of the system, so long as the maximum amount of the Loan Agreement, as set forth in the Ordinance is not exceeded and there is no material change in the Project or purposes described herein. Any additional Ordinances or proceedings shall in all instances become effective in accordance with the Act or other applicable law. This Ordinance, together with such additional ordinances or proceedings, shall constitute complete authority for entering into the Loan Agreement under applicable law.

However, notwithstanding the above, the City may not adopt additional ordinances or amendments which provide for any substantive or material change in the scope and intent of this Ordinance, including but not limited to interest rate, preference or priority of any other ordinance with this Ordinance, parity of any other ordinance with this Ordinance, or otherwise alter or impair the obligation of the City to pay the principal and interest due the Public Water Supply Loan Program without the written consent of the Illinois Environmental Protection Agency.

SECTION 5. LOAN NOT INDEBTEDNESS OF CITY Repayment of the loan to the Illinois Environmental Protection Agency by the City pursuant to this ordinance shall be made solely from the revenues derived from the operation of the System, and the loan does not and shall not constitute an indebtedness of the City within the meaning of any constitutional or statutory limitation.

SECTION 6. APPLICATION FOR LOAN The Mayor is hereby authorized to make application to the Illinois Environmental Protection Agency for a loan through the Public Water Supply Loan Program, in accordance with the loan requirement set out in 35 Ill. Adm. Code 662.

SECTION 7. ACCEPTANCE OF LOAN AGREEMENT The Mayor and the City Council hereby authorize acceptance of the offer of a loan through the Public Water Supply Loan Program, in accordance with the loan requirements set out in 35 Ill. Adm. Code 662. The loan funds shall be used solely for the purpose of the Project as approved by the Illinois Environmental Protection Agency in accordance with the terms and conditions of the Loan Agreement.

SECTION 8.RESERVE ACCOUNTS As long as the City has outstanding revenue bonds payable from revenues of the system that are senior to the revenue bond authorized by this ordinance, the City shall maintain an account, coverage and reserves equivalent to the accounts, coverages and reserves required by the outstanding ordinances.

SECTION 9. AUTHORIZATION AND MAYOR TO EXECUTE LOAN AGREEMENT The Mayor is hereby authorized and directed to execute the Loan Agreement with the Illinois Environmental Protection Agency.

SECTION 10. SEVERABILITY If any section, paragraph, clause or provision of this Ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision shall not affect any of the other provisions of this Ordinance.

SECTION 11. REPEALER All Ordinances, resolutions or orders, or parts thereof, which conflict with the provisions of this ordinance are, to the extent of such conflict, hereby repealed.
