Ogle 4-H members showcase their skills Creativity and fun are part of Penny Carnival

BY EARLEEN HINTON ehinton@oglecountynews.com The Ogle County 4-H Penny Carnival was the way to try and beat the winter doldrums and have some family fun at the “Greatest Show on Earth”, or at least in Oregon on March 2.

The Saturday night event featured games created by 4-H Club members like “Spin-A-Toy,” “Rings of Fire,” “Plinko” and “Skeeball”.

Kids could play the games for 25 cents a try or 50 games for $10. Prizes were awarded to players whether they won or lost.

The 2019 game theme was “4-H…The Greatest Show on Earth!”

The Pine Creek Valley 4-H Club made two games for their booths, Skeeball and Plinko.

“They made them in a garage during a snowstorm,” said Jody Merdian, one of the club’s leaders.

Judges selected two 4-H clubs to be awarded special cash prizes for games that were the “Most Entertaining” and “Most Creative.”

4-H is the youth development pro-

gram of University of Illinois Extension.

Oregon has the best-run wastewater treatment facility in the state for its type, and Water and Sewer Department Superintendent Dave Kent has a trophy to prove it.

The city’s wastewater treatment facility was named the Outstanding Illinois Class 3 Wastewater Treatment Plant of the Year at the Illinois Association of Water Pollution Control Operators Conference in Springfield Feb. 11-13.

Kent was awarded the traveling trophy at the awards banquet held on the last day of the conference.

“I was really surprised. I was almost speechless,” he said.

However, Oregon Public Works Commissioner Jim Barnes, who oversees the Water and Sewer Department, wasn’t surprised at all.

“You guys do a good job,” he told Kent. “You deserve it.”

Other department employees are Jeff Pennington and Scott Wallace.

The city was notified by IAWPCO last August that it was one of seven

New jail expected to cost less than estimated County board reduces jail budget by $1.5 M

BY VINDE WELLS vwells@oglecountynews.com The cost for building the new Ogle County Jail may be less than the $25.5 million budgeted for it last fall.

Based on the bids that have come in so far, at a special meeting Feb. 26 the county board amended the project budget to $24 million.

The board accepted 18 base bids that totaled $17.9 million plus alternate bids for another $264,900.

More than 70 companies submitted bids on the 18 bid packages.

Bids for the steel needed for the 41,700 square-foot building were scheduled to be opened on March 7 which will add an estimated $800,000 to the project.

Board chairman Kim Gouker recommended the $24 million budget to cover changes required by the Illinois Department of Corrections and any unexpected costs that may arise.

Jeremy Roling, from Gilbane Building Company, told the board he expects to begin construction in just over a month.

“We’re looking to break ground in early April,” he said. “We’ll

The construction is expected to take 20 months.

Gilbane was hired a year ago for the design and construction of the building. They have been working since then with officials from Hellmuth, Obata & Kassabaum, Inc., the Chicago architectural and planning firm that drew up the plans for the new jail.

He said Gilbane is on board with the county board’s Feb. 19 decision to lease the former package liquor store at 513 W. Washington as a construction office.

The county will pay owner Riley Jacobson $1,200 a month for the 1,700 square foot space and its 10 parking spaces, just across the street from the building site.

Gouker said the cost will be an estimated $5,000 less than renting trailers for the same purpose.

The new jail will be located in the 100 block of South Sixth Street and will face Washington Street.

That block of South Sixth Street will be closed to allow a large sally port and enclosed passageway to connect the jail and the judicial center for the secure transfer of inmates into the jail, as well as from the jail to courtrooms.

The new jail, which will be called the Ogle County Judicial Center Annex, will have space for 152 prisoners.

Besides housing units for men and women, the building will include exercise areas, a prisoner intake area near the sally port, administrative offices, kitchen and laundry areas, and medical facilities.

The one-story structure will have the same brick on its exterior as the judicial center.

The current jail, built in 1969, is no longer adequate to meet state regulations. It is slated for demolition once the new facility is completed.

The Oregon City Council is expected to decide next week on a long-term lease that, if approved, will take the Coliseum in a new direction.

The Coliseum Museum of Art, Antiques, and Americana Foundation, a recently formed not-for-profit organization, has proposed a 49-year lease with the city for the use of the first and second floors of the Coliseum as a facility to promote the arts and the community.

The city council is expected to vote on the lease at its March 12 meeting.

The CMAAA includes representatives from nine governmental, notfor-profit organizations and community leaders from Oregon who hope to create a multi-purpose cultural center, museum, recording studio, and tourist destination at the Coliseum.

The nine organizations involved are the Lawrence Foundation, Oregon School District, Oregon Park District, Oregon Public Library, Serenity Hospice & Home, Chana School, Oregon Depot, Village of Progress, and Ogle County Historical Society.

CMAAA President Tim Mahoney, who is also Oregon School Superintendent, gave a Power Point presentation to the city council Feb. 26, outlining the organization’s vision for the Coliseum and the terms of the proposed lease.

According to the Power Point, CMAAA would establish a museum in the Coliseum for long and short-

Mahoney said Monday that if the city council approves the lease, the CMAAA will then hire an executive director, who along with its board of directors will run the operations at the Coliseum.

Revenue for the endeavor will come mainly from privately raised funds, he said.

“Our taxes added up, and everything was just really starting to go against

Judging is based on plant performance, appearance, paperwork, safety, equipment, past and future projects, and other criteria.

According to a letter received from the IAWPCO last summer, the annual awards emphasize the relationship between adequate wastewater treatment and clean receiving waters and to give public

recognition and encouragement to communities, their officials, and the personnel who have operated their wastewater facilities in an especially effective manor.

Kent is no stranger to this award and its trophy.

He worked at the wastewater treatment plant in the Village of Milledgeville when it won the award in 2006.

The building would also serve as a place to “showcase” local museum attractions, not-for-profit agencies, education, and recreational facilities, as well as provide a venue for community and business meetings, guest speakers, recitals, receptions, and social events.

Those activities, along with a small store, would take place on the first floor.

Mahoney said CMAAA also plans to establish a recording studio for educational and business use on the second floor.

The city would be responsible for the building’s maintenance, mechanicals and plumbing.

For five years, the city would provide for exterior maintenance of the grounds and facilities, as well as pay for utilities, including electricity, natural gas, HVAC, and Internet.

It would be up to the city to provide hazard and liability insurance while CMAAA will pay for insurance on the contents that is the property of the foundation.

One provision of the lease says the amount expended by the city for the first year for ADA access, assisting with the establishment of the recording studio, and providing CMAAA with a “move-in condition building” will not exceed the city’s Coliseum fund reserves.

The city council budgeted $40,000 in revenues and $23,000 in expenses for the Coliseum for the current fiscal year, which ends April 30.

City clerk Charlene Ruthe said approximately $33,000 of the revenues came from property taxes and the remainder from rental fees paid by groups that use the facility.

Coliseum expenses include utilities, maintenance and repairs, and janitorial services.

Currently the fund for the Coliseum has a balance of approximately $170,000.

Memorial Hall once honored Civil War veterans Walls listed names of Ogle County soldiers Editor’s note: Otto Dick, Oregon, has researched the people, places, and events important in the Oregon area’s history for the Ogle County Historical Society. The following is one of a series of the articles he has written.

BY OTTO DICK Our present Ogle County Courthouse was built in 1891.

An area on the third floor named Memorial Hall listed the names of 3,500 Civil War soldiers who served from Ogle County.

This room was 54 by 42 feet and was located on the south side of the building.

The decorations over the speaker’s platform were comprised of life-sized pictures of Union Generals Ulysses S. Grant, William T. Sherman and Philip Sheridan.

At the opposite end of the hall was a splendid painting of President Abraham Lincoln.

The words Union Forever were embossed on the south wall, and on the north wall was a large painting of a Napoleon gun.

This area was used as a meeting place for veteran members of the Grand Army of the Republic.

The area was converted into offices and the names of the Ogle County Civil War veterans were painted over.

The Ogle County Board room at the north end of the third floor was originally a two-story courtroom.

During the 2010 remodel, some of the name panels and original stencils on the ceiling were reproduced in what is now a conference room in a portion of what was once Memorial Hall.

Photos of each wall of names remain in the county clerk’s office with a permanent record of the men who served in the Union Army.

Several years later after the courthouse was completed, Lorado Taft said he saw the list of 3,500 names, stenciled on the wall of Memorial Hall.

“I think of so many individuals in the county back in the days of the Civil War, who were willing to sacrifice themselves for their country,” he said. “That was the most impressive monument he had ever seen, but let us put in a more solid form that is more permanent.”

In 1916, 25 years after the courthouse was built, Taft’s Soldiers Monument, as seen today in his words, is a solid form and is something permanent.

of America crowning them with a soldier at either end guarding the Honor Roll.

Taft completed this monument five years after Black Hawk Statue was dedicated.

James V. Gale was a county board member and became Oregon’s first mayor.

On April 30, 1861, he presented a resolution relating to the Civil War crisis and the duty of the people was referred to a special committee.

“We the board of supervisors, for and in behalf of the citizens of the County of Ogle, State of Illinois endorsing fully the President in his efforts and desires to suppress said rebellion and preserve the Union,” the resolution read.

The Ogle County Board of Supervisors set aside $5,000 to be paid as follows, $5 each month for each soldier supporting a family.

Meetings were held in all the townships, at which stirring and spirited addresses were made and resolutions supporting the war effort adopted.

If the percentages stayed the same with Oregon’s population today of 3,800, 20 young men from Oregon would have perished in the Civil War. Our early setters in 1836 when Oregon was founded survived the hardships of building a pioneer existence for their families.

Twenty-five years later they were embroiled in the Civil War. Several of our prominent early leaders were

actively involved in this war.

Some of the Blue Boys from Oregon were Attorney B. F. Sheets, Supreme Court Judge James Cartwright, Attorney E. F. Dutcher and Attorney Capt.

Bowman.

Civil War regiments were composed of soldiers from the same community.

This meant that most of the men in a single regiment, or company, could be from the same city, town or county.

The advantage of this system was that they were with friends and they could share news from home.

The disadvantage of this system was if their regiment was engaged in a major action, taking many casualties, an entire town or city could suffer terrible losses.

Cyndee Schaffer collaborated with her 91-year-old mother to write a book based on the letters that her mother sent home to her family while serving as a WAC (Women’s Army Corps) in Europe during World War II. The award-winning Mollie’s War (McFarland Publishers, 2010) is the result of that endeavor.

Members of the Women’s Army Corps (WACs) were the first women other than nurses to serve overseas in World War II. Drawing upon excerpts from Mollie’s letters written home during the war, this presentation provides a romantic, yet frightful, glimpse into the life of a woman in uniform during this crucial time in history.

This presentation details Mollie’s experiences from basic training in Florida in October 1943 to the dramatic moment when the Statue of Liberty came into view upon her return in November 1945. Registration requested.

Andy and his wife have decided that it would be best if he returned to his role as a stay at home dad after having their third child.

Hilaree Lombardo, who has been with OPL for nearly a year, will be taking over as Director. Hilaree got her Master’s Degree in Library Science from the University of Illinois in 2016.

Her husband is a high school administrator and they have two small children.

The Byron Forest Preserve District’s final program of its 2019 Winter Lecture Series will be held Sunday, March 10 beginning at 2 p.m. at the Jarrett Prairie Center in Byron.

Dr. Thomas Loebel, Statewide Cultural Resources Coordinator with the Illinois State Archaeological Survey will present his research regarding Paleo-Indians in Illinois and Wisconsin.

“North American early Paleo-Indians (circa 12,000 BC) are perhaps amongst the most highly stereotyped archaeological cultures,” said Mark Herman, superintendent of recreation for the forest preserve. “They are widely viewed as nomadic hunters of elephants who did little else except produce a remarkable similar style of fluted stone spear point over a vast geographical area.

“However, hidden within the Paleo-Indian archaeological record is subtle evidence of the social and ritual life of these late ice-age hunter gathers. By examining large-scale pat-

terns of raw material use, Thomas has identified probable instances of trade, exchange, and the movement of individuals, groups, and artifacts during the Clovis period,” Herman said.

“These movements reflect both the economic and social adaptions of these groups as they dealt with adjusting to a rapidly changing environ-

His family started the scholarship in his name due to his commitment to the youth of Ogle County and the Focus House program. One LaVerne Adams Scholarship will be awarded for $500.

On three evenings in mid to late March — Friday, March 15, Wednesday, March 20 and Tuesday, March 26 — at 7 p.m., the Northwest Illinois Audubon Society invites all interested persons to the Elkhorn Creek Preserve to watch and listen for American woodcocks performing their amazing courtship display.

The “Sky Dance” is part ground-strutting, part zig-zagging flight, barely visible in the early evening sky.

This visual display is accompanied by a repetitious vocal “peent” followed by twittering and chirping sounds made when the air rushes through primary flight feathers during the birds’ descent.

Because the timing of the woodcocks’ twilight display is an educated guess based on past years, participants should call the leader, Mary Blackmore at 815-938-3263, before the event to confirm that the birds are back and the weather is suitable.

The Elkhorn Creek Preserve is three miles southwest of Forreston on the southeast corner of West Grove and Freeport Roads.

The parking lot is off West Grove Road.

OHS presents The Drowsy Chaperone March 7 - 10 Oregon High School students will perform this year’s spring musical “The Drowsy Chaperone” from Thursday, March 7 through Sunday, March 10 at the Oregon High School auditorium, Room 106.

The Thursday through Saturday shows will start at 7 p.m., and the Sunday matinee will start at 2 p.m.

The doors will open 30 minutes prior to each performance.

The seating will be general admission and tickets will be available only at the door. Tickets cost $10 for adults and $8 for students.

“The Drowsy Chaperone,” written

by Lisa Lambert, Greg Morrison, Bob Martin, and Don McKellar, is coined as a musical within a comedy, which is apparent from the very start of the production.

The audience is introduced to a man in his apartment, looking to enjoy a quiet evening alone.

As the man and the audience watch the record come to life on stage, an exciting plot begins to unfold.

Famous actress Janet Van De Graff is to be married to her fiancé Robert Martin.

However, there are several forces determined to prevent this marriage from taking place.

Meanwhile, the man in his apartment is more than happy to pause to poke fun at ridiculous scenes and reflect on poignant ones.

The group of OHS students that make up this cast are talented and have been working on the show

since the beginning of January.

They are supported by a pit orchestra consisting of high school students, school faculty, and local musicians. Consider supporting the students and community by coming out for a night of engaging and witty fun.

Oregon’s 25th Annual Band Extravaganza is March 14 Music students from 5-12 grades to play with OHS alumni Live music will be on the menu at the 25th Annual Band Extravaganza on Thursday, March 14 at the Blackhawk Center in Oregon.

The event, which starts at 7 p.m., is free to the public and showcases band students in the Oregon School

District.

“This exciting event will show a progression through the different bands in our district: 5th grade beginning band, 6th grade band, junior high band, and high school band,” said Band director Andy Eckardt.

“Additionally, we have invited OHS and MMHS band alumni to join us, with all groups combining to perform “The Firebird” as a finale.

The evening will begin with a pasta dinner hosted by the high school band as a fundraiser. The dinner runs from 4-6:30 p.m. in the

elementary school cafeteria, including Alfano’s pasta, bread, salad, drink, and dessert.

Tickets can be purchased in advance from band students or bought at the door, either for $5.

“Then from 6-7 p.m. you can hear some of our soloists and groups perform in the BHC as a prelude to the concert. And finally, the drum line will begin the concert at 7 p.m.,” Eckardt said.

Ogle County’s Ag in the Classroom is offered a way to make dinner preparation simple by ordered frozen meals to help raise funds for the program.

Order 10 delicious meals that have been prepared and frozen for convenience. Each meal serves three to five people.

The meals are: Creamy Chicken and Stuffing Casserole, South-

west Chicken Burrito Bowl, Hickory Smoked BBQ Pulled Chicken, Cheesy Ham and Potato Casserole, Hickory Smoked Pulled Pork, Hickory Smoked Pork Loin, Swedish Meatballs with pasta, Tator Tot Casserole, Baked Mostaccioli, and Cheesy Beef Enchiladas.

“He’s tough to keep from shooting and you’re never really comfortable with him out there,” ED coach Eric Miller said. “We were communicating on the switches.”

(91-8 in last 3 years) had three of them with seniors Payton Heller, Layne Boyer and Hunter Sherman.

Boyer’s main assignment was to cover Fyock.

Heller led the Warriors with 17 and the team got a big boost from sophomore Declan Schemmel with 13.

Fyock would score Forreston’s final eight points of the game before fouling out with 40 seconds left and the Cardinals trailing 47-39.

He ends his career as the leader in 3 pointers in a season and a career, taking both records from his coach.

Coach Schneiderman is still the alltime leader in scoring with around 1,700 points, while Fyock finished with 1,153.

“I’m proud the effort by our whole team,” Schneiderman said.

Forreston finished with a 20-7 record after going 10-14 last year.

“This group of seniors had to overcome a lot to get this far,” said Schneiderman, citing the loss of Drew Crase as one example.

After the regional win over Dakota, Drew’s father joined the team in cutting down the nets.

East Dubuque went on to win the sectional with a 67-52 victory over Hanover’s River Ridge.

Three-point Showdown advancers were: Brennan Carlson, Aquin; Noah Eaton, Warren; Braedon Fyock, Forreston; and Logan Whelchel, Amboy.

Going into its 1A sectional contest with East Dubuque, Forreston had a good game plan in place and trailed only at half 19-17 against the 30-1 Warriors.

Unfortunately, a 10-point run in the third quarter was the demise of Forreston, as the No. 1 seed took a 52-39 win.

“We planned on a low possession game,” said Forreston coach Jonathan Schneiderman, in a post-game interview on Q102 FM. “The formula was good. We got through the first half, but you have to play four quarters of basketball.”

The Warriors came out of the half with a quick 3-pointer and followed up with another score. Braeden Fyock managed a basket on a oneon-one move, but Forreston went the next six possessions without scoring.

Meanwhile, ED was unstoppable in taking a 30-19 lead with two minutes left in the third quarter. A Mitchell Heinz hook shot finally stopped the run, but Forreston couldn’t getting any closer than eight points the rest of the way.

Going into the fourth quarter, Forreston trailed 36-23 to a team that has been ranked in the top five in the state all season. It was going to take a monumental effort to overcome that.

ED began to run clock early in the fourth quarter and Schneider-

man opted to foul earlier rather than later. The strategy paid dividends, as the Warriors only made 14 of 26 second-half free throws.

“Typically, you go (foul) at three minutes. We went at six,” Schneiderman said.

Forreston would pull within 42-34 and 44-36 with three minutes left on a Fyock 3 and two free throws.

Assessing the expectation quotient for basketball I t’s safe to say that Polo met expectations in basketball, Forreston exceeded them and the jury is still out on Oregon.

Regional and conference champs.

Those were expected standards of Polo, which they passed with flying colors.

Since having success at the lower levels, this group of seniors had high expectations placed on them. They also appear to be the last of long line of Marco basketball prowess, dating back to 2012-13 when the current streak of 20-win seasons began.

This bears repeating – no one in the NUIC, Three Rivers, BNC or NIC-10, can make the same claim.

That’s a testament to coach Matt Messer and the personnel that have matriculated through the program during that time period.

Certainly the Marcos were capable of beating River Ridge in the sectional, but East Dubuque would have been a different story.

I felt Polo had more talent than RR, but the Wildcats were more basketball savvy. River Ridge is a school that lives and breathes the sport.

After struggling much of the year, it was good to see Justin Young have

his biggest game when it mattered the most. And as usual, star guards Braiden Soltow and Brady Webb came through for the Marcos.

The loss is primarily attributed to a pressure River Ridge defense creating turnovers, River Ridge not missing at the free-throw line and Young getting into foul trouble.

I sensed that East Dubuque was glad that River Ridge won, so they wouldn’t have to play someone as dangerous as Polo.

Forreston gave East Dubuque all they could handle until the Warriors’ experience and team strengths took over. With Braeden Fyock the only returnee with much playing time behind him, getting to a sectional shows how much everyone on this team grew.

One difference-maker was the presence of Mitchell Heinz in the post and his ability as a scoring threat and defender. And, sophomore

games in crunch time.

Starting next year, the post season will be more difficult for 2A schools like Oregon. The cut-off between 2A and 3A goes up from 546 to 697, meaning powerhouses like Rock Falls (646 enrollment) will be dropping down a class.

But, it will be a positive for other BNC schools like Stillman Valley, G-K and Mendota, that never had a chance in 3A. Recently, I had a discussion with a very knowledgeable parent of a local player. He felt it was important for players to stay close to the game on a year-round basis, so as to not lose skill levels.

I disagreed, stating that they will become better players by going out for track in the spring and staying out of the gyms. That is where they will be tested mentally and physically and become a more competitive athlete.

The same principle applies to be football players becoming mentally tougher from wrestling.

Besides, with kids playing more basketball than ever before in summer leagues and the like, why are fundamentals worse they’ve ever been?

Ethan Greenfield showed shades of a similar sophomore guard from a couple years ago named Fyock.

My lasting memory will be of the 4-overtime win over Dakota at the regional final.

It was also named by one Rockford TV station as the area game of the year.

Of all the games I saw this year, Fyock would rank as the second-best player behind Cade Nailor of Rock Falls.

In terms of quality teams, the NUIC may have had its best season ever. With most teams suffering huge graduations losses, the league will be down next year.

Oregon (14-18) had two quality wins against Genoa-Kingston and Rochelle, both 3A teams that did well in the post season. They also lost to mediocre 1A opponents South Beloit and Warren.

They return the bulk of their team, including franchise player Trey Woolsey. The potential is there to be good, much like the unit from 2015-16.

However, Oregon needs to develop a work ethic and discipline. Unless that happens, the necessary mental toughness won’t be in place to win

Teams “Ogle County First Responders” and the “Iced Bears” joined forces to raise more than $4,000 for the Illinois Special Olympics during the 2019 Polar Plunge donation drive.

The Rockford area Polar Plunge was held at Olson Lake in Loves Park on March 2.

Temperatures dipped below 24° as 426 total participants plunged into the icy lake.

The Rockford event raised approximately $117,000 to support Special Olympics programing and events.

Team members included employees from Oregon Police Department, Ogle County Probation, Ogle County Sheriff’s Department, Sterling Public Schools, Ogle County Educational Cooperative, and citizens from Ogle County.

OBITUARIES DAVID L. MEIGHAN David L. Meighan, 69, of Leaf River, gently died on Saturday, Feb. 23 at home surrounded by his family.

He was born in Freeport on July 24, 1949 to Alfred and Dorothy (Boelk) Meighan.

As the youngest of seven children, he was blessed to have a childhood of love and laughter.

He attended Lena schools,and later the School of Hard Knocks.

He served in the U.S. Army in Vietnam, which forever changed the course of his life.

David worked for Cheeseman Construction and Sinclair Builders for many years, with a serious work ethic.

He later invested in rental properties, working side by side with his wife.

He kept his circle small,and loved deeply.

A man of unwavering faith, he faced every challenge with fortitude, grace and optimism.

He was an unselfish man, with decisions always based on what was best for everyone.

David talked the least, but said the most. A patriarch lost that will forever

be remembered and celebrated.

David loved his family tremendously, and his family loved and admired him.

He kept everyone in line with discipline, laughter, love, and support.

Survivors include his wife, Christie (Rowland); son, Bradlee (Lynn); daughters, Ashlee (Blake) Hamilton and Erika (Andy) Laurent. He was beloved Papa to grandchildren Jude David and Josephine Meighan, Elliott Hamilton, and Braeden and Keaton Laurent. His siblings include Joyce Edler, Don (Ellie) Meighan, Charles (Maria) Meighan, Betty Baum, and Nancy Althiser. He is also survived by many nieces, nephews and cousins, three sisters-in-law, and a brother-in-law.

He was predeceased by his parents; sister, Arlene Lawson; brothers-in-law, Jim Edler, Dick Lawson, Lee Baum; and a special cousin, Diane Lutz.

A celebration of life service was held on March 2 at 11 a.m. at Schwarz Park Boulevard Chapel, 608 S. Park Blvd., Freeport.

A memorial has been established.

OGLE COUNTY SHERIFF Ogle County Sheriff Brian VanVickle reports the following arrests.

Feb. 25 Deputies along with Lynn Scott Rock EMS responded at 5:30 p.m. to the 17,000 block of East Big Mound Road for the report of a single vehicle crash where the occupant was unresponsive but breathing.

David A. Miller, 45, of Lindenwood, was arrested for aggravated driving under the influence of alcohol and

aggravated driving while license revoked.

He was transported to the Ogle County Jail where he was held in lieu of bond.

He was also cited for improper lane usage, driving on the shoulder, illegal transportation of alcohol, and failure to reduce speed to avoid an accident.

PATRICIA K. TYNE O’DONNELL Patricia K. Tyne O’Donnell, 61, of Naperville, died on Sunday, March 3, 2019, at Serenity Home in Oregon.

She was born on Dec. 14, 1957 in Dixon, the daughter of Edward and Agatha (Tosney) Tyne.

She was a member of the St. Raphael Catholic Church in Naperville.

She is survived by her son, Daniel O’Donnell, of Brooklyn, New York; her sister, Margaret A. Tyne of Polo; brother, Edward (Kay) Tyne Jr., of Polo; nieces and nephews, Courtney (Kevin West) Tyne, of Washington D.C.; Brian (Jaclyn)

ROGENE L. POPPEN Rogene L. Poppen, 92, of Forreston, died on Monday, March 4, 2019 at Pinecrest Manor Nursing Home, Mt. Morris.

Rogene was born on April 17, 1926 in Adeline, the daughter of Ernest and Rose (Horst) Hartje.

She graduated from Forreston High School in the Class of 1944, and she received a bachelor’s degree in organ and piano from Carthage College in 1948.

Rogene married Alfred V. Poppen on Sept. 29, 1951 in Forreston. He preceded her in death on Nov. 26, 1988.

She was a piano teacher and she was the St. James Lutheran Church organist and choir director, retiring in 2015.

She was a member of the St. James Lutheran Church, Forreston.

Rogene is survived by children, Ruth Ann (Kirstie Felland) Poppen, of Wheeling, and Douglas (Leslie) Poppen, of West Union, Iowa; grandchildren, Marcie (Loran Marceau) Poppen, Melissa

Tyne, of Glendale, Colorado; Brandi (Matthew Kudla) Tyne, of Columbus, Indiana; and three great-nephews, Isaac West, Jonah West, and Louis Kudla.

She was preceded in death by her parents.

Funeral services will be held on Friday, March 8 at 12 p.m. at Jones Funeral Home in Dixon.

Burial will follow at Oakwood Cemetery in Dixon.

Visitation will be held on Friday from 11 a.m. until the time of service at the funeral home.

A memorial has been established to Serenity Hospice Home in Oregon.

Funeral services will be held on Monday, March 11 at 10:30 a.m. at St. James Lutheran Church, rural Forreston, with Rev. Karyn Kost officiating.

Burial will be in West Grove Cemetery, rural Forreston.

Visitation will be held on Sunday, March 10 from 3 to 5 p.m. at Finch Funeral Home, 405 E. Hitt St., Mt. Morris.

Memorials have been established to St. James Lutheran Church and Pinecrest Manor Nursing Home.

Broc Krigbaum, 22, of Leaf River, was arrested for driving while under the influence of alcohol after deputies were dispatched at 11:15 p.m. to a one-vehicle crash in the 8,800 block of North Main Street in Adeline.

Krigbaum had driven his vehicle into the ditch. He was transported to the

Eubanks posted $3,000 (10%) bond and is scheduled to appear in court on March 11.

Kristine Wagner, 49, of Rockford was arrested for driving under the influence of alcohol after a traffic stop at 11:15 p.m. at Mulford and Baseline Roads.

She also received citations for failure to signal, improper lane use, no seat belt, and failure to stop at a stop sign.

Wagner was transported to the Ogle County Jail where she was held in lieu of bond.

Residents warned about burglar

Illinois State Police District 1 Commander Captain Matthew Hodgdon has announced February enforcement figures and activity.

State troopers issued 254 citations, 368 written warnings, and made 11 criminal arrests during the month of February.

Speeding accounted for 177 citations, seven citations were issued for occupant restraint violations and eight citations were issued for distracted driving violations.

Troopers investigated 39 traffic crashes, assisted 173 motorists, and conducted 148 commercial vehicle inspections, 16 of which were placed out-of-service for safety reasons.

Four arrests were made for driving under the influence of alcohol.

District 1, which encompasses Carroll, Lee, Ogle, and Whiteside counties, had no traffic crash fatalities in February.

A suspect vehicle has been described as a black, older model Dodge pick-up with the word “Dodge” in red lettering on the tailgate.

“As always, we urge everyone to lock their doors and report any suspicious activity,” the Facebook post read. “Be aware of anyone coming to your residence asking for directions, claiming to be out of gas, etc.”

Ogle County Sheriff Brian VanVickle warned county residents about a burglar in a Facebook post last weekend.

The department received reports of two daytime residential burglaries that took place in rural Stillman Valley on March 2 and 3.

The suspect is described as a white male, 19 to 23 years of age, clean cut, between 5’8-5’10 in height with a slender build.
