Group hopes to grow cannabis in Oregon Public meeting will take place March 17

BY JEFF HELFRICH jhelfrich@oglecountynews.com A public hearing will be held on March 17 at 5:30 p.m. at the Oregon City Hall seeking input from the community on allowing a cannabis craft grow and infusion business in Oregon.

The Tree Pharm would be located at 807 Pines Road in Oregon where the former Basler’s Ace Hardware was once located. That location is currently in the commercial highway business district.

The prospect of it was discussed at an Oregon Planning Commission Meeting on Feb. 18.

Tree Pharm was represented at the meeting by local residents Ed Messenger, David Murray, Cole Johnson, and Tyler Hagemann.

“I think the meeting was positive for us,” Ed Messenger said. “I think they’re open to having the cannabis business in the area. That’s the area they pushed it go to when we first started having conversations.”

A craft grow is a business licensed by the Department of Agriculture to cultivate, dry, cure, and package marijuana, to make it available to sell at a dispensary or use at a processing organization.

A cannabis infusion is the end result of the process of infusing another substance, usually an oil, with the flavor and aroma of cannabis. This process is growing in popularity throughout the cannabis edibles industry.

The city council would have to grant a special use permit to The Tree Pharm before it could conduct business. An ordinance allowing cannabis businesses within the city limits was approved by the council on Nov. 26 by a 3-2 vote.

Initially, Tree Pharm would bring 6-8 full-time jobs to the area. There could be as many as 20-25 full-time employees after a planned expansion.

Photo from Google Earth. potential business at this time are of the wholesale variety, which does not produce sales tax. Tree Pharm will submit its application to the state in March and will not know until July 1 whether or not it will have successfully received its license from the state.

The city has already signed off on the application that Tree Pharm is in the approval process with them.

“The plan is to be operational within 90 days,” Messenger said. “We have a September time frame in mind.”

The product will be grown and housed indoors. It was noted at the meeting that the building has 5,000 square feet of canopy space. Messenger and his partners also said that they’d like to expand the building to 14,000 square feet.

There is no transportation license involved in the proposal. Vehicles will be loaded indoors.

Tree Pharm’s philosophy as a business focuses on wellness and education as well as assisting with projects for opioid abuse.

“We want to assist in educational programs for minors,” Messenger said.

“We want to implement programs in the county here.”

Messenger and his partners feel good about the public hearing and obtaining the special use permit.

“They’ve already passed an ordinance,” Messenger said. “There could be moral issues, but we fall within the ordinance. It’s the right area. There aren’t other areas like that in Oregon.

It’s not by any schools or parks.”

Messenger looked at other areas to bring a craft grow and infusion business before landing on the Pines Road location. Locations in unincorporated Ogle County, Mt. Morris and Dixon were considered before being decided against due to local ordinances not allowing it, delays or issues with available locations.

Messenger is a lifelong area resident and is happy with the outcome.

“This is where we wanted to be and it was disappointing when we thought it wasn’t going to happen,” Messenger said. “The whole group is from here and we want to bring jobs here. It couldn’t have worked out any better.”

After recreational cannabis became legal Jan. 1, a cannabis business could have legally come into Mt. Morris. Now, village officials say Mt. Morris is more protected and they will have more time to observe other communities that allow it and to better plan for it if they do decide to opt back in and allow cannabis businesses in the future.

Labash said he’s seen the long lines and parking issues at the recently opened dispensaries in Rockford and said he wouldn’t want those types of problems in Mt. Morris.

The Mt. Morris Village Board has opted out of having cannabis businesses within the village limits.

The board unanimously directed its attorney to draw up an ordinance prohibiting all five types of cannabis businesses that licenses can be obtained for in Illinois — dispensaries, craft grow, infusion, transportation and cultivation.

“I think we need to take action and I think we need to take action tonight,” Village Trustee Phil Labash said. “I’d like to make a motion to opt out of it. The whole nine yards.”

The village held a public meeting on the topic on Dec. 11 where close to 25 people attended and voiced their opinions for and against cannabis in town and asked questions about it.

Oregon approved a zoning ordinance in November by a vote of 3-2 to allow cannabis businesses in town. Polo and Forreston have both passed ordinances prohibiting cannabis businesses.

“Most municipalities have made a decision one way or another,” Labash said. “We’re one of the few in this area that has made no decision. The longer we sit here with no decision, the more exposed we

nesses is by declaring them a “nuisance business” and passing an ordinance saying they’re not allowed in town. To opt back in, Mt. Morris would have to pass another ordinance declassifying the businesses as nuisances, Village Attorney Rob LeSage said.

“You are only empowered to decide which types of cannabis businesses you want in your business if any and where you allow them with zoning,” LeSage said. “The rest will be in line with state laws.”

Labash said that he is interested in the non-dispensary types of businesses possibly coming to town and the jobs and tax money that they could bring.

Village Trustee Mike Fay was glad the board decided to bring a level of protection to the village. He said he’s seen how well dispensaries have done with revenue and anticipates the state will soon allow more licenses, making them more available to places like Mt. Morris.

“Eventually I think we will have to come back in,” Fay said.

“It’s not an absolute no,” Labash said. “It’s a no right now.”

Seven cannabis arrests made since legalization Sheriff polices legal cannabis

BY JEFF HELFRICH jhelfrich@oglecountynews.com The Ogle County Sheriff’s Office has posted seven cannabis-related arrests on its website since recreational cannabis was legalized in Illinois on Jan. 1.

Arrests have been made for driving while under the influence, improper container of cannabis by a driver, improper container of cannabis by a passenger and unlawful possession of cannabis by a passenger.

According to the law, if you’re possessing cannabis in a vehicle, it must be kept in a sealed, odor-proof, child-resistant container that is out of the driver’s reach.

Illinois residents over the age of 21 can legally possess maximums of 30 grams of cannabis flower, five grams of cannabis concentrate (oil) and 500 milligrams of THC in cannabis-infused products (edibles). Cannabis use is not allowed in a car or any place where a person could reasonably expect to be seen by others.

“We’re still just as aggressive as we were in December,” Ogle County Sheriff Brian VanVickle said. “Nothing has really changed on that front.

Whether it’s open in the vehicle or not, the only thing that’s changed is the paperwork that we do.”

Last year while still illegal, unlawful possession of cannabis was a civil citation, now misdemeanor arrests are made by the Sheriff’s Office for possessing more than the legal amount or not having it in the proper container.

VanVickle said cannabis-related issues have increased compared to this time last year, but that could just be due to the weather being nicer and more people being out. He’d like another five months to see how the new laws will affect things.

Improper container of cannabis has been the most popular arrest, with five incidents and six total individuals arrested in the county since Jan. 1. A Janesville, Wisconsin man was arrested on Jan. 1.

“We have seen specifically some people from out of state who think cannabis is legal in the state and they can do whatever they want and have it in their vehicle unsealed and out of the proper packaging,” VanVickle said.

The sheriff’s office never received direction from the state on what containers would look like or if there was a common model or seal, VanVickle said. Any cannabis product that is sold in a dispensary comes in a legal, sealed container.

Under the provisions of the law, that cannabis has to remain in that factory-sealed container for the entire time that it’s transported.

“And once you get it home and you open it and you consume that cannabis at home, you can’t put it back in the container and put it in your car and take it to your buddy’s house,” VanVickle said. “That container is now spoiled. It can’t go anywhere. You could put it in your pocket and walk to your neighbor’s, but you can’t put it in a vehicle and go there.”

Policing forms of cannabis such as gummies has been another issue the sheriff’s office has been unclear on.

The Sunnyside dispensary is located at 2696 McFarland Road, in Rockford.

“That’s difficult,” VanVickle said. “Again, they’re supposed to be in a sealed container. That helps. But if it’s laying loose in the car you don’t know. They just look like candy. That part of the law that is pretty gray.”

A potential increase in driving while under the influence of cannabis has been VanVickle’s chief concern. He does believe there has been an “uptick” in DUIs since the legalization. A DUI arrest was made on Feb. 12 and coupled with unlawful possession of cannabis-improper container. There was no mention of alcohol in the online report.

The process of a cannabis DUI is daunting, VanVickle said. A blood test must be done within a two-hour timeframe. If the test is refused, officials have to get a search warrant from a judge in Oregon. The test then must be done at a hospital, which Oregon doesn’t have. The test would have to be done in Rochelle, Dixon or Rockford.

“For us, the timeframe is extremely difficult,” VanVickle said. “We’re just trying to work through that and come up with different solutions.”

Attending sheriff’s association meetings and getting information has helped VanVickle in the transition to policing legal recreational cannabis.

The sheriffs he’s spoken to, specifically north of I-80, haven’t backed off at all.

He noted DuPage County has “doubled down” and has sent its deputies to become drug recognition experts and brought in phlebotomists and additional K9s. Ogle County still has a K9, but it was not used in any of the improper container arrests, Lt. Danielle Hardesty said.

VanVickle also learned at a recent sheriff’s conference that there’s been an “uptick” in largeamount cannabis arrests across the state.

“Hundreds of pounds,” VanVickle said. “We’ve all seen the receipts with prices that people are paying and the amount of taxes people are paying. Obviously the illegal market hasn’t been phased by it at all.”

Oregon Police Department The Oregon Police has been policing cannabis differently than the Sheriff’s Office has. Chief of Police Darin DeHaan said that his department has been writing civil citations for cannabis violations and not making misdemeanor arrests.

Two traffic stops occurred last week where citations were written for cannabis violations. One involved a 17-year-old juvenile possessing cannabis illegally and the other saw a Davis Junction man not having it in the correct container in his vehicle, DeHaan said.

The department will continue with the civil citation approach until it receives approval from Ogle County State’s Attorney Eric Morrow to do it differently.

“Eric is on the side of less prosecution of the individual until there is more clarity,” DeHaan said.

Area Departments Sheriffs in Lee and Whiteside counties aren’t seeing many violations since recreational marijuana was legalized.

Lee County Sheriff John Simonton said they’ve had two DUI arrests related to cannabis, one of which involved a crash, but they haven’t had any problem so far with container violations.

Containers need to be sealed and odor proof, and could be stored in the glove box or center console, as long as it’s not readily accessible to the driver, he said.

Whiteside County Sheriff John Booker said deputies have issued a few citations for violations, where the marijuana is likely from the black market and “clearly not from a dispensary.”

“For the most part, it’s going OK,” he said.

It’s important that residents be cognizant of the new law and where and when to use it, and like alcohol, to choose not to drive after consuming it, Simonton said.

The Oregon Woman’s Club’s contributions to the community have included planting 125 trees on the court house lawn to honor World War I veterans, providing playground equipment for Mix Park, funds for high school students to attend art and music camps, sponsoring antique, hobby, and flower shows, purchasing books for the library and funds for tennis courts and a swimming pool at the high school.

Current contributions include scholarships for both high school and college women, funds for the Oregon Historical Society, Friends of the Library, the Rock River Center, The Village of Progress Camp, Winning Wheels, Serenity Home and Hospice, the Nachusa Grasslands and many others.

The OWC’s main fundraiser is the Oregon Antique Show. This is the 70th year for the show, which will be held at the Blackhawk Center, 1101 West Jefferson, on March 28 and 29.

Local Oregon historian Otto Dick, addressed the Oregon Woman’s Club last week on the subject of the contributions of early club members to the history Oregon and the surrounding area.

He focused on Rebecca Kauffman, who was the first president of what was then known as the Oregon Woman’s Council. That group organized in 1903.

It later became the Oregon Woman’s Club.

Kauffman was an author and activist, encouraging many of the kinds of civic contributions the OWC is known for. In 1878, she wrote and published a history of Oregon and Ogle Country, but she is perhaps best known for being one of the leading spearheads of the effort to get White Pines named a state park.

She and other women lobbied in Springfield for years to get the park approved. She also wrote about the area and its unique white pines (pinus strobus) in The Pines.

Women such as Kauffman provided the leadership that encouraged the women of Oregon and Ogle County to become involved in progressive civic

Statue is a reflection on Lincoln and Black Hawk

Editor’s note: Otto Dick, Oregon has researched the people, places and events important in the Oregon area’s history for the Ogle County Historical Society. The following is one of a series of the articles he has written.

When I drive by this wonderful sculpture by Jeff Adams it represents Black Hawk and his past attempts to retain this area for the Indians and Lincoln representing him looking to the future of this area.

There was no attempt to show a relationship between Black Hawk and Lincoln.

This is a bronze statue, 13 ½ ft. wide and 6 ft. deep. It weighs 3,000 lbs. It is made from 40 individual castings that were welded together.

The process of casting the 40 pieces, called the Lost Wax Process of Casting dates back to the ancient Chinese.

Lost wax casting involves several steps. The original sculpture is formed by cay or wax.

The lost wax process creates a mold which receives the molten bronze heated up to 2,199 degrees T. Once the metal has cooled the mold shell is removed from the bronze casting.

Jeff Adams in 1982 received a Bachelor of Science degree in Civil Engineering. In 1985-1987 he served as an apprentice under renowned sculpture Clyde Ross Mongan in Sedona, Arizona.

In 2000 he opened In Bronze Art Casting facility in Mt. Morris. In 2003 he was granted the Business of the Year Award by the Oregon Chamber of Commerce.

I want to mention again that this statue represents Black Hawk reminiscing about his attempt to retain his Sauk Homeland in this region and Lincoln who spoke in Oregon reaching for his own path of conviction which led him to be our 16th President and the Civil War and his untimely death.

The following was written by Adams about the sculpture.

“This sculpture is a reflection on the personal conviction, struggle and fate shared by Lincoln and Black Hawk. No other relationship is intended.

“Black Hawk is depicted as faithfully as could be determined from the very few existing paintings, while Lincoln is a composite of 64 documented photographs. Life masks were used as references for both figures.

“Black Hawk sits on an incline,

It has been documented that Black Hawk said he gave everything he had away in mourning the loss of his two children. The only covering he retained was a piece of buffalo robe.

“That statement provided the visual image of Black Hawk clutching the buffalo robe lifted in both defiance and pleading. His left arm clings to the rock symbolizing his effort to retain the Sauk homeland.

“In this sculpture Lincoln emerges from the same rock, reaching forward on his own path of conviction which ultimately led to the Presidency. My intent was to capture Lincoln’s spirit, not illustrate a particular moment in history.

“I believe sculpture contributes to the identity of a place and its people.

My hope is the heritage of sculpture that began with Lorado Taft will not just be something from the past. This sculpture aspires to become part of that history linking our artistic heritage with a continuing tradition of art and sculpture.”

Guest Author, William Hazelgrove William Hazelgrove makes a convincing case that it was Wilbur Wright who designed the first successful airplane, not Orville. He shows that, while Orville’s role was important, he generally followed his brother’s lead and assisted with the mechanical details to make Wilbur’s vision a reality.

Combing through original archives and family letters, Hazelgrove reveals the differences in the brothers’ personalities and abilities. He examines how the Wright brothers myth was born when Wilbur Wright died early and left his brother to write their history with personal friend John Kelly.

Perry to offer genealogy workshop at the Depot Laurie Carlin Perry from the Rochelle Chapter Daughters of the American Revolution will present a Genealogy Workshop at the Oregon Depot at the monthly, Those Were the Days program on Feb. 29, at 10 a.m.

“Laurie was thrilled to gain admittance to DAR in January of 2018 and since that time has completed DAR course requirements to serve as a

Volunteer Field Genealogist,” said Kris Gilbert, a Those Were the Days organizer. “She currently serves as her Chapter’s Registrar, District II DAR Service for Veterans Chairman, and Membership Vice Chairman for the Illinois State Organization.”

Perry considers her two best assets to be a curious mind and force of will.

“In the past, those traits were applied to our nation’s defense but Laurie’s now excited to apply her love of solving mysteries and digging out a story’s details to help community members learn of their family histories, many of which include Revolutionary War patriot ancestors—frequently to the surprise of people that thought they knew where they came from.”

Byron Station topped the company’s and country’s average run time by operating at full power more than 96.9 percent of the time in 2019. The always-on aspect of nuclear power isn’t lost on its residents.

“Living in this area my whole life, I can attest to the importance of the station for both its important part in electricity distribution and

its positive effect on the economy,” said Sarah Downs, executive director of the Byron Area Chamber of Commerce. “When one reactor goes offline for a maintenance project, there’s still a positive outcome as local businesses see a big uptick in sales. With hundreds of contractors temporarily staying in the area during refueling projects, our business owners are staffing up – with

some even extending their hours – to take care of the workers visiting our shops, restaurants and stores.”

Byron Generating Station is located between Oregon and Byron on German Church Road.

“With both units at full power, the site produces almost 2,500 megawatts, enough electricity to power more than 2.3 million average American homes,” the press release said.

The Byron Generating Station celebrated 4,500 consecutive days of producing carbon-free energy for Illinois and beyond on Monday with a special celebration that included a replica cake of the nuclear facility.

“Employees, retirees and local leaders gathered Monday to mark the occasion.

“Oregon’s own O’s Bakery has designed an incredible edible replica of the plant for the occasion,” said Paul Demsey, Exelon Communications officer.

Construction work started at the Exelon Generation location in Byron in 1975, with the Unit 1 reactor coming online in 1985 and Unit 2 in 1987.

“Nuclear reactors like the ones at the dual-unit Byron Station are very reliable, running around the clock,” according to a Exelon press release.

“Every 18 months, operators shut down a reactor for only few weeks to support refueling and maintenance.

Over the past 13 years, when one reactor shut down for maintenance, the other unit stayed online allowing the facility to continuously provide electricity to the region.

“The nuclear plant’s 700-plus workforce prides itself on precision monitoring and maintenance programs, which help the plant sustain its status as a model of reliability,” the release said.

“The plant generates enough carbon-free electricity to power more than 2.3 million homes and businesses while preventing the release of nearly 12 million metric tons of carbon dioxide annually. Over the lifetime of both units’ operation, that’s the equivalent of taking approximately 2.5 million cars off of the road every year,” the release said.

“Clean power-generating facilities like Byron Station are on the front lines of combating climate change,” said Byron Station Site Vice President Mark Kanavos. “Americans want carbon-free electricity, which our nuclear plants deliver to millions every day. They also want reliability, and nuclear plants are the unquestioned champion of reliable electricity production in this country.”

The average nuclear plant in the United States operated at full power about 92 percent of the time of 2019.

The Byron Forest Preserve District will be hosting its fourth lecture of the 2020 Winter Lecture Series — Life through the Lens of Kodak: The History of Personal Photography on Sunday, March 1.

The program starts at 2 p.m. at the Jarrett Prairie Center Museum, 7993 North River Road, Byron.

Chicago actor R.J. Lindsey will portray George Eastman, founder of Kodak. He will present a slide program and display vintage cameras to tell the Kodak story.

No small feat for small school in sport with one division

BY ANDY COLBERT acolbert@oglecountynews.com In a one-class state tournament dominated by schools of 2,000 to 3,000 students, it is rare for a smallschool team to make a splash in girls bowling.

The most famous is tiny Abingdon, who won three state titles in the sport’s infancy of the 1970s.

Add the Oregon/Winnebago co-op

to that list. With a combined enrollment of 884, the Hawks finished in 10th place at the IHSA state meet on Feb. 22.

In 2005, Winnebago took seventh by itself and the only other school smaller than 884 to finish in the top 10 since then was Herrin (10th) in 2016.

It’s rare feat and it took a dramatic finish on Friday for Oregon to even make Saturday’s round of 12 teams. Edging Sycamore by one pin – 5,426 to 5,425 – it was Oregon’s first trip to Saturday’s finals.

“It was outrageous – more nerve-wracking than exciting,” Oregon coach Eric Carlson said. “We were struggling to pick up spares and strikes earlier that day. It didn’t

look good.”

After the first three games, Oregon sat in 17th place of the 24 teams.

Trailing Sycamore by 88 points, the Hawks beat the Spartans in each of the final three games, with a 991-933 game 6 margin of victory.

“Our spare shooting got better in the afternoon and we picked up some strikes,” Carlson said. “Sycamore wasn’t looking at us. They were focused on another team. They couldn’t control what we did.”

As a precursor to Friday, Oregon had beaten Sycamore at both the regional and sectional, though the Spartans blew out Oregon at the Hawk’s own invite.

“We see them all season and talk to their coaches quite a bit,” Carlson

said.

On Saturday, Oregon (10,751) jumped past Hoffman Estates Conant (10,732) and Buffalo Grove (10,261) in the standings. They tailed 5,325 pins to go with 5,426 on Friday.

Lockport won the meet with 12,535, the only team to break 12,000.

Harlem was runner-up for the second year in a row.

Leading the Hawks were Rebecca Meyers (2,343) in 38th place, Sammantha Meyers (2,313) in 44th and Alysa Conley (2,231) in 60th. All three are juniors from Winnebago and the only girls to bowl all 12 games for the co-op.

Oregon Sectional wrestlers did well at state finals

BY RANDY HOLLAND Wrestlers advancing from the Oregon Sectional did very well at the IHSA Individual State Championships in Champaign last weekend, taking over a third of the medals and six of the 14 championships.

And they were one point or a few seconds away from taking three more titles. When they rolled up the mats, 30 medals came north as 14

reached the first place mat and 10 wrestled for third place, three taking the bronze.

All six on the fifth place mat won.

Three state final matches were repeats of the sectional final.

Wrestlers from the Polo Regional accounted for 14 of those medals including one first place and four runners-up.

Dakota freshman Phoenix Blakely took first at 120 pounds. Andrew

Wenzel was defeated 3-2 in the 170 pound championship match. Dakota Blakely was third at 113 and Evan Riggle was fourth at 182.

Led by third place finisher Garrett Luke at 106, Lena-Winslow-Stockton brought five medals, second only to Tolono Unity in team medal count.

Ethan Doty of West Carroll was second at 132 pounds. Byron wrestlers Peyton Lind and Tyler Elsbury finished second at 220 and 285, Els-

bury losing 3-1 on a takedown at the overtime buzzer.

Sebastian Quintana of Dixon was third in a stacked 195 pound bracket and Donovan Crumpacker of Stillman Valley lost to Blakely in the 113 pound third place match.

“I liked how we got contributions out of everyone,” Virgil said.

“I didn’t know if they would come out in a box-and-1 or wait until the regional to do it. It just took awhile to adjust.”

In the first 7 minutes, Oregon was 1-for-7 shooting and had two missed free throws and three turnovers. The Hawks still had an 8-4 first-quarter lead, thanks to similarly poor shooting by Stillman Valley and a huge rebounding edge (43-23).

“It was a physical game,” Virgil

said. “I’m glad we kept our composure and got out with a win.”

Once the Woolsey-led Hawks got rolling in the second half, Stillman Valley could offer little resistance, and Viverito picked up his fourth foul midway through the third quarter.

“Yes, we got into a little foul trouble,” said Jenkins, a Polo native.

“We wanted to be as physical as possible and face-guard [Woolsey].”

The oddest Cardinal foul came with no time left at the end of the third quarter. Rufer had just blocked a shot and was attempting an improbable half-court heave.

However, he drew a foul and got three free-throw attempts instead.

That helped the Hawks take a 44-26 lead into the final quarter, where both Woolsey and Rufer (10 points) dominated the scoring.

No. 8 seed Oregon and No. 9 seed Stillman Valley met Monday at Winnebago with Oregon winning 55-37.

Woolsey poured in 34 points to pace the Hawks, who led 10-8 after one quarter, 27-18 at halftime, and 40-30 after three.

Harvard’s Nik Jimenez was second at 126 and the Hornets had a fifth place finisher. Justin Peake of Johnsburg came up one point short in the 182 pound championship and Orion had a fifth place finisher.

The Bowen Sectional had four champs, four seconds, and 15 total medals.

The Olympia Sectional with had 17 medals and three champions.

The Vandalia Sectional took home 22 medals, but had just one champion, Will Carlile of Litchfield who defeated Doty 2-0 in the 132 pound title match.

In what turned out to be a preview of Monday’s 2A regional quarterfinal, it was Oregon defeating Stillman Valley 58-42 in a Feb. 21 game that got very interesting midway through the second quarter.

Oregon, which had an advantage in physicality and experience, found itself in a dogfight with a team missing four of its starters and had a fifth hampered by a hand injury. Between an out-of-bounds line violation by Oregon, sophomore David Wilhite scored a pair of 3-pointers and the Cardinals closed within 14-13.

Shortly after that, Hawk star Trey Woolsey was simultaneously whistled for a personal foul and technical for throwing an elbow. With the atmosphere at a high pitch between the two fan bases, the game turned what Stillman Valley coach Corey Jenkins termed “chippy”.

Jake Gaudreau, in a light cast because of his hand injury, brought the home crowd to its feet with a 3-pointer to tie things at 16-16.

“We were feeling good at halftime,” Jenkins said.

Needing a boost, Oregon got one from senior Noah Campos, who nailed a 3 at the buzzer to give the Hawks a 21-16 halftime lead.

He followed that up with two more 3s in the third quarter to set Oregon on its way to a 41-23 lead.

“Those were big ones by Noah,” Oregon coach Quinn Virgil said.

“They had to loosen up on defense.

That freed Trey up.”

With Kaden Viverito hounding Woolsey in a box-and-1, it took until the second half for the Hawks’ alltime leading scorer to get into high gear. He had 15 of his game-high 24 points in the second half, and start-

Hawks basketball team is entertaining to watch A

t the beginning of the year, Oregon basketball coach Quinn Virgil promised his team would be entertaining to watch.

How very true. There is an element of uncertainty with them. From game to game, night to night, you never know what you’re going to get.

Since this column has to be done several days before the paper comes out, I have no knowledge of how Oregon did in the regional.

I do know this. They are just as capable of losing to lower seed Stillman Valley in Monday’s game as they are of beating higher seed Winnebago on Wednesday.

Now, that’s entertainment.

Friday’s game against Stillman was an example of that. In the first half, an undermanned Cardinal team that was missing four starters, gave Oregon all they could handle.

It wasn’t until the second half that the Hawks put the game away. And, I don’t think it is a case of how goes Trey Woolsey is how goes the Hawks.

No, there are plenty of other guys in the line-up that turn up the afterburners and turn a game around. That part of the entertainment package – this is more than a 1-man show.

If all five players on the floor are operating at high gear, the Hawks might be better than ‘Bago.

But, can they avoid being flummoxed by the savvy Indians?

That is, stay away from boneheaded plays, turnovers and emotional lapses?

Oh, one more pre-season assessment by coach Virgil. He promised to be rangy and athletic on defense, but wasn’t sure about shooting. Defense is definitely the calling card of this team and those concerns about shooting still ring true.

Did you know that Yorkville Christian, with

only 35 students, is ranked No. 7 in 1A. They won a sectional last year and appear to be an example of what can happen when a group of really good basketball players decide to assemble at one locale.

Even with an enrollment of 35, they are playing 3A and 4A schools. That’s illogical.

Lest you think they are only a basketball school, they had seven competitors at the Oregon wrestling sectional.

Now that the individual state wrestling tournament is over, it is time for some mediocre dual team competition among 1A and 2A teams.

Still not sure why the IHSA insists on having both an individual and dual state series when there isn’t the quality to support the dual portion anymore. Many years ago there was, but not anymore.

With the primary election coming up, the old adage about one vote making a difference could apply to about anything – like girls high school bowling.

At the state meet with five bowlers on each team rolling a six-game series, what would be the odds of two teams separated by a single vote, I mean pin?

That’s what a happened between Oregon co-op and Sycamore and that 1-pin difference is what sent Oregon to Saturday’s finals and Sycamore packing up for home.

I did not realize how much of an influence Winnebago had on the Oregon team, until learning the top three Hawk bowlers are actually Indians.

Both schools would struggle to keep its programs going alone, so why not join forces. It paid dividends at the state meet and earned Oregon some good publicity.

We’ve seen first-hand how Forreston and Polo have benefited from such an arrangement in track and field. Unfortunately for Polo, they don’t get the same acclaim downstate with the team’s moniker as Forreston co-op.

Lots of good news on the 8-man football front for Polo. AFC is going 8-man in 2021 and Milledgeville and Amboy are considering it.

Word on the street is that there are other area programs looking into it and there has also been keen interest in other parts of the state. There are already 23 teams committed for this fall, including South Beloit and Kirkland Hiawatha.

Even though Kirkland has won its first-ever playoff game this year, they came to a realization they do not have enough boys to keep things going.

Just as well. They were in a dysfunctional football conference that is now down to three teams, including Rockford Christian.

Will Rockford Christian ever try to get back in the BNC for football or go the independent route?

Either way is no-win situation for them.

We are just a mom and dad who have experienced a tragic nightmare that forever changes an individual’s life.

Megan (Swaziek) Wells’ precious life was taken from us in a boating crash on June 24, 2016 on the Rock River near Oregon.

There is no greater crime than to take the precious life of another human being. Then add to that the person who took that life is given 30 months’ probation after pleading guilty to a felony charge for causing her death.

The Ogle County state’s attorney made decisions and actions that devalued and disrespected Megan during the criminal case and personally said to our faces that “there was no crime committed here.”

This sends an unforgettable message regarding the state’s attorney’s integrity, dedication, honesty, values and morals dedicated to human life for those

who live in Ogle County and those who visit the area.

If the state’s attorney has the qualities expressed, it would be expected that he would demonstrate them by requesting an independent, non-biased and through investigation (FBI, DOJ, etc.) to assist in getting to the truth of the evidence and questions that still surround this crash that took Megan from us that evening.

Feb. 15 Austin D. Mitchell, 18, of German Valley, was issued a citation at 5:11 p.m. for unlawful window tint. This violation occurred in the 100 block of N. 4th Street.

Feb. 17 At 9:02 a.m., police investigated a car vs sign at the corner of W. Washington and N. 2nd Street involving a 2009 Chevrolet driven by Debra L. Grove, 72, of Oregon. No citations were issued.

Edward H. Hendrickson, 59, of Oregon, was issued a citation at 8:20 p.m. for operating an uninsured motor vehicle.

OGLE COUNTY SHERIFF Ogle County Sheriff Brian VanVickle reports the following activity Feb. 18 At approximately 9:39 p.m., deputies attempted to stop a vehicle for traffic violations at the intersection of Illinois 251 and Interstate 88 in Rochelle. The vehicle, a black BMW passenger car, did not stop for deputies and fled from the scene.

The vehicle was later located on Creston Road in rural Rochelle after being involved in a minor accident.

The driver, Joseph Calamia, 44, of Wheaton, was taken to Rochelle Community Hospital for treatment of minor injuries and subsequently discharged.

Calamia was charged with driving whlle under the influence, unlawful possession of controlled substance, aggravated fleeing to elude, driving while license revoked, reckless driving, possession of stolen property and numerous traffic violations.

Calamia was transported to the Ogle County Jail where he was held in lieu of bond. Sheriff’s deputies were assisted by the Rochelle Police Department and the Illinois State Police.

Feb. 19 Robert Puckett, 23, of Loves Park, was arrested on an outstanding Ogle County warrant for not having a valid driver’s license. Puckett posted bond and was released from the Ogle County Jail. He is scheduled to return to court on Feb. 20.

Tiffany Fabish, 35, of Davis Junction, was arrested on an outstanding Ogle County warrant for failure to appear. Fabish’s bond was set at $4,103 pending a court appearance.

Jessica Pulliam, 32, of Rockford was arrested on an outstanding Ogle County warrant for failure to appear.

Pulliam’s bond was set at $1,988 pending a court appearance.

Feb. 21 Gene Wheller, 25, of Rockford, was arrested at 3:59 p.m. for driving while license suspended following a traffic stop at the intersection of Kishwaukee Road and Condon Road, just into Winnebago County. Wheller was additionally issued citations for speeding and operating an uninsured vehicle. Wheller was transported to the Ogle County Jail where he was held in lieu of bond.

Brandon Barber, 36, of Stillman Valley, was arrested at 10:32 a..m. for driving while license suspended after a traffic stop in the 8500 block of East Valley View Drive. Barber was also issued citations for operating an uninsured vehicle and operating a motor vehicle with registration suspended. Barber was transported to the Ogle County Jail where he was held in lieu of bond.

Feb. 22 Richard Davis, 47, of Oregon was arrested at 12:25 a.m. for driving while license suspended after a traffic

stop in the 400 block of North Sixth Street in Oregon.

Davis was also issued citations for operating an uninsured motor vehicle and improper lane usage. Davis was transported to the Ogle County Jail and held in lieu of bond.

Elias Frankfother, 24, of Chana, was arrested for reckless discharge of a firearm, violation of the concealed carry firearms act and disorderly conduct after Ogle County Sheriff’s deputies responded to a residence in Chana for the report of shots being fired from a firearm at 1:39 a.m.

Chet Harrolle, 38, of Leaf River, was also arrested and charged with aggravated assault, resisting arrest and disorderly conduct in the Chana incident. Both Frankfother and Harrolle were confined at the Ogle County Jail awaiting a court appearance.

Deputies were assisted by the Illinois State Police and the Oregon Police Department.

Feb. 23 Alejandro Sorto, 33, of Rockford, was arrested at 1:21 p.m. for not having a valid driver’s license and no valid registration after a traffic stop in the 6000 block of North Illinois 251. Alejandro was transported to the Ogle County Jail and held in lieu of bond.

Feb. 24 Jacob H. Magana, 29, of Sterling, was arrested for failure to appear. Magana bond was set at $369 pending a court appearance.

Preliminary year-end weather statistics really put farmers’ struggles into perspective, as 2019 measures up as the third-wettest on record in Illinois.

Precipitation across the state averaged a whopping 50.82 inches for the year, about a foot above the 30-year normal.

Though the numbers have yet to be finalized, if the statistics hold, the only wetter years than 2019 on record in Illinois are 1993 (51.18 inches) and 2009 (50.96 inches), according to Trent Ford, state climatologist with the Illinois State Water Survey.

“The total (precipitation) didn’t quite break the record, but the way the precipitation came was really the story of 2019,” Ford said.

The widespread nature of heavy precipitation events and flooding, along with the high frequency of storms, made this a particularly challenging year for farmers. Some of the heaviest bands of precipitation fell during spring planting and at harvest.

Illinois experienced the wettest January to June on record last year, while October precipitation averaged 5.21 inches across the state, 2 inches above normal.

24 Farmers put through the wringer Continued from the previous page “This last year, it seemed the entire state was incredibly wet,” said Ford, who noted precipitation averaged 10 inches or more above average at all but one climate division in the state. “The thing about 2019 and the impacts on ag is the frequency of rains, and they came at inopportune times.”

For instance, the number of dry days between rain events was the fewest on record in Peoria last spring.

The impact from all the moisture included massive planting delays, record prevented plant acres, delayed harvest, increased crop drying costs and fewer opportunities for fall fieldwork, including wheat planting and applications of anhydrous ammonia that could reverberate into this spring.

Meanwhile, temperatures jumped all over the board last year, but actually ended up at a statewide average of 52.2 degrees, just .2 of a degree below the 30-year normal.

This, after a new state record low of minus-38 occurred Jan. 31 in Mount Carroll, and 51 weather sta-

tions recorded the coldest Halloween on record.

The northwest corner of the state wound up with an average temperature .6 of a degree below normal for the year while the southeast corner was .7 of a degree warmer than normal.

As for the most recent month, December finished as the 18th warmest on record in the state with an average temperature of 35.2 degrees. Precipitation last month averaged 2.51 inches, nearly an inch below average.

“After a relatively dry December, we’re looking better than we were a month ago or at this time last year,” Ford said. “The warm, dry conditions helped soil (moisture) and streams drop back near normal.”

And that could be beneficial given the most recent outlook, which favors elevated chances of above-normal precipitation January through March.

“That doesn’t mean we’ll have another 2019,” Ford said, but “just based on trends and the atmosphere, there’s a decent chance we’ll be wetter than normal into spring.”

Feb. 15 Jose G. Huerta Perez, 55, of Fitchburg, Wisconsin, was stopped for speeding, improper lane usage, and failure to signal when required on Interstate 88 eastbound at milepost 78 in Ogle County. He was charged with aggravated driving while under the influence of alcohol, illegal transportation of alcohol by a driver, no valid driver’s license, no insurance,

speeding, improper lane usage, and failure to signal when required. Huerta Perez was transported to the Ogle County Jail.

Feb. 23 At 9:19 p.m., the state police received a report of a vehicle on the railroad tracks near Jack Dame Road in Rochelle.

Travis W. Baker, 46, of St. Louis, Missouri, was approached after driving his vehicle .5 miles down the railroad tracks. The vehicle became disabled at

that location. Baker was charged with driving while under the influence of alcohol, illegal transportation of alcohol, and improper lane usage. Baker was released on an I-bond.

Candra M. Hollis, 43, of Peoria, was a passenger in a vehicle stopped for speeding at 8:16 p.m. on Interstate 39 southbound at milepost 104 in Ogle County.
