Value of Byron Station reduced by $43M Byron Schools will lose $1M in tax dollars

BY VINDE WELLS vwells@oglecountynews.com A Byron school official said the district will take a $1 million hit due to the Ogle County Board of Review’s decision last week to reduce the assessment of Exelon’s Byron Generating Station by $43 million.

“We’re going to lose a million dollars in our Education Fund,” said school board president Carol Nauman.

After hearing almost two hours of arguments Jan. 17 between Exelon’s and the school district’s attorneys over the value of the nuclear plant and a brief discussion among themselves, the three-member BOR voted unanimously to lower the assessment set last fall at $546 million by now-retired Supervisor of Assessments Jim Harrison to $503 million.

Byron Superintendent Buster Barton agreed with Nauman. “Clearly, we’re a little disappointed,” he said.

He said school officials have no plan to deal with the loss of revenue.

Ogle County Board Chairman Kim Gouker, of Byron, was also less than pleased with the BOR’s decision.

“It won’t impact us as much as it will the Byron School District, but it will impact us,” he said. “I’m disappointed as well, but more clearly I had a lot of confidence in Mr. Harrison’s assessment.

I don’t think it [the BOR’s] is as fair a value as he set.”

An Exelon official, however, said the utility’s real estate tax bill is too high.

“Exelon remains committed to paying its fair share of taxes and supporting the greater Byron community through corporate contributions, employee donations, and volunteerism,” said Paul Dempsey, Byron Station Communications Manager. “Exelon is of the opinion that the more than $36 million in property taxes it pays each year for Byron Station is far in excess of its fair share based on a reasonable assessment of value.”

Last year Exelon’s tax bill for Byron Station totaled more than $37.8 million, with $21.2 million of that going to the school district.

The school district’s attorney Stuart Whitt, from Whitt Law LLC, Aurora, said Exelon provides 76 percent of the school district’s revenue.

“As goes the Byron Station, so goes the community and Byron School District,” he said.

The county received $4.2 million is taxes from the plant last year.

Ogle County is trashing its recycling program and will close drop-off locations in five cities because the cost has become unsustainable.

Skyrocketing container hauling costs, contamination in the recycling stream, U.S. trade tariffs and the Chinese ban on importing U.S. recyclables contributed to the county’s decision to end the program in May. “This has been a very difficult decision for us as we know how popular the program is, and that it is the only outlet for recycling for many county residents,” said Steve Rypkema, director of the county’s solid waste management department.

“We have kept this program going for over 24 years and feel terrible

that it will end in May. “Between the contamination and dumping problems at the sites and increasing costs, we have no choice.”

The decision closes recycling stations in Byron, Oregon, Forreston, Monroe Center, and Rochelle.

The recycling drop-off bins in Polo, however, will not be affected because that program is operated

by Moring Disposal, Inc., Forreston, rather than through the county..

Residents in unincorporated areas in the county are being asked to contact their local waste hauler to see if curbside recycling is available, and if not, to encourage the hauler to provide the service.

The end of the program will not affect curbside recycling services in other communities.

Last year, the program took in 806 tons of recyclables, and has totaled about 18,800 tons, or nearly 37.6 million pounds, since 1994.

The program cost nearly $65,000 in 2018, a 17 percent price increase, and the county’s contract with Northern

Native plants, accessibility highlighted for statue plaza

BY VINDE WELLS vwells@oglecountynews.com It was unanimous — the plaza area around the Black Hawk Statue needs new landscaping with native plants and it needs to be more user-friendly.

Native and accessibility were two of the words used most frequently by the 30-some area residents who split into four groups Jan. 15 to design the area around the century-old landmark at Lowden State Park near Oregon.

George Bellovics, Illinois Department of Natural Resources landscape architect, led the brainstorming session held at the Nash Recreation Center in Oregon.

“What you’re going to do tonight is to help me out. You’re going to design your statue,” Bellovics told the group before dividing them into four groups. “You have a chance to say ‘do I go with why I got or do I change it.’ You get to decide if you think this space should be larger or smaller. Should it be stone, should it be brick?”

One participant asked about the budget.

“Don’t be inhibited,” Bellovics replied. “It’s not about cost, it’s not about restrictions. It’s about free and open ideas.”

With the money in place to begin restoration work on the statue this spring, he said the time is right to start planning for the area around it.

“Since the community has been so involved in the process, we wanted to engage them in planning for the plaza,” he said two weeks ago.

BOR Chairman Joe Yockey, of Stillman Valley, said he believes Exelon’s appraisal is too low and the school district’s is too high.

“We’re trying to make a fair assessment for the county,” he said.

The value of the plant has frequently been disputed throughout the history of the facility.

Exelon officials have appealed the BOR decisions each year since 2012 to the Illinois Property Tax Appeal Board.

He is also designing a donor’s plaque to honor everyone who contributed toward the statue’s repairs.

With a giant map of the plaza on each table and colored markers, the

four groups set to work last week.

At the end of a half hour or so each group presented their altered map and ideas.

“Our basic theme is natural,” said Group 1 spokesman Chris Williams.

How it’s figured Exelon sets the current fair market value of Byron Station at $1.175 billion, while former Ogle County Supervisor of Assessments Jim Harrison put it at $3.4 billion.

Usually the assessed value of real estate is one-third of its fair market value.

However, a 1998 agreement between ComEd, then owner of Byron Station, and the 11 affected taxing bodies dictates that only 48.15 percent of the fair market value will be used in determining the assessed value of the nuclear plant. the 2012 appeal almost three years ago but has not yet made a decision.

No hearings have been set for the 2013, 2014, 2015, 2016, and 2017 appeals to PTAB. During arguments, Moritz said he expects PTAB to make its decision on the 2012 appeal in the next three to four months.

He urged the BOR to lower the assessment so that when PTAB makes its ruling the difference will be smaller between the actual assessment and their number.

Whitt, however, disagreed. “Let PTAB decide and we’ll see where the chips fall,” he said.

The county went out for bids in the fall for a new contract, only one company was interested, and it would have been a 135 percent cost increase, to $163,000.

“That increase was just too much, and was more than the department had budgeted for the program, so the bid was rejected,” Rypkema

said. “With no other companies bidding on the service, we had no alternative but to cancel the program.”

The cost of hauling the recyclables always has been higher than the value of the materials, he said, and it’s becoming more and more expensive to deliver and process the recycling because of global mar-

kets and increases in contamination and illegal dumping.

Just before Christmas, Rypkema said someone dumped 25 tires outside of the Rochelle station, and there’s also been issues with people dumping things like diapers, electronics, ash, paint cans, furniture, and household trash.

They recommended leaving the trees and clearing out the shrubby understory to provide better accessibility and visibility and a place for picnic tables.

The bushes at the parking lot should go and the parking lot itself, as well as the road should be readjusted.

A greatly enhanced pathway from the existing stairway down the bluff to the roadway was also part of their plan.

They also envisioned a visitor’s center and interactive interpretive stations to tell the story of not only the statue, but also Native Americans, the Eagle’s Nest Art Colony, the NIU Taft Campus, and the park.

Group 2 was onboard with the native plants.

“We agree we want native prairie woodland and greenscape as much as possible,” said spokesman Kent Lawrence.

The group proposed a large compass be placed in the plaza to the south of the statue to help visitors get their bearings.

Group 3 spokesman Mark Herman echoed the call for prairie plants and interpretive stations.

“When I bring students here, I ask them why you would put a statue in the woods. Then I explain that 100 years ago it was a hilltop prairie and you could see the statue from downtown Oregon,” he said.

The group also recommended a time capsule for the area, which drew enthusiastic applause.

Speaking for Group 4, John Lind-

horst brought plans for a pavilion north of the statue for presentations, interpretive kiosks, a mini amphitheater at the wall, and a place in front of the statue to take photos.

“We really envision this being a fun activity area,” he said.

His group also suggested moving the parking lot to make way for a lane for tour buses to drop people off near the statue before parking farther away.

More than a decade of fundraising to repair the 107-year-old concrete statue was finally completed last September when several large local donations put the efforts over the top of the goal of $600,000.

The statue, created by sculptor Lorado Taft in 1910 as a tribute to Native Americans, is situated on a high bluff overlooking the Rock River.

Time and weather have significantly damaged the surface of the landmark, which was unveiled in 1911.

Officials from the IDNR and the Illinois Conservation Foundation signed contracts last fall with Quality Restorations Inc., of Wood Dale, the firm that will do the repair work.

QRI wrapped the statue in November to protect it from winter weather. This is the fifth winter it has been under wraps.

The repair work is slated to begin in April and will take an estimated 60 days.

Residents served as governor, state legislators Editor’s note: Otto Dick, Oregon, has researched the people, places, and events important in the Oregon area’s history for the Ogle County Historical Society. The following is one of a series of the articles he has written.

BY OTTO DICK Several times previously I mentioned we had two Illinois governors from the Oregon area.

Thomas Ford, our eighth governor, served 1842-1846, and Frank Lowden, our 25th governor, served 1917-1921.

We also had two area residents who served on the Illinois Supreme Court.

Thomas Ford served from 18411842 and resigned to become governor, and James Cartwright served 19 years, from 1895-1924.

We had one Illinois senator, Benjamin F. Sheets in 1889, and six representatives, James Gale from 183637, E. S. Potter in 1853, Mortimer W. Smith from 1871-73, John C. Seyster from 1881-1883, Harlan B. Kaufman from 1921-1923, and James M. White from 1947-1949.

The Illinois General Assembly comprises the Illinois House of Representatives and the Illinois Senate.

The first Illinois General Assembly met from Oct. 4, 1818 to March 31, 1819 at Kaskaskia, then the capital of Illinois. There were 14 senators and 29 representatives.

Today there are 59 Senators and 118 House of Representatives.

In 1818 the General Assembly consisted of a total of 43 members and today there are 177 members.

In 1818 the state did not have organized political parties.

The Democratic and Whig parties began to form in the 1830s. Today the General Assembly consists of 104 Democrats and 73 Republicans.

Benjamin F. Sheets served two terms in the State Senate from the Ogle and Winnebago Counties. In 1862 he was elected sheriff of Ogle County.

His rank during the Civil War was Lieutenant Colonel of the 92nd Illinois Volunteer Infantry.

After his term in office he was appointed Superintendent of the Illinois State Reformatory at Pontiac.

During James V. Gale’s term of office as a representative, Abraham Lincoln was elected to his second term as President.

James was our first mayor of Oregon, and served as vice president of the C & I Railroad which entered Oregon in 1871.

E. S. Potter served as an Illinois Representative in the 18th Illinois General Assembly.

During his term in 1856 the Illinois Central Railroad entered Ogle County.

Before this time it was a very difficult and time-consuming trip to Springfield from Oregon.

On Aug. 16, 1856, the year following Dr. Potter’s term in office, Abraham Lincoln rode the Illinois Central from Springfield to Polo and then traveled to Oregon by horsepower and debated John Wentworth near the stone marker located on North Fourth Street.

Mortimer W. Smith, an attorney,

was a member of the 27th Illinois General Assembly.

He was mayor of Oregon from 1856-1860.

He served as a judge over the Ogle County Fine Arts and Natural History exhibits.

John C. Seyster, an attorney, was a member of the House of Representatives from 1881-1883. He built his home on Third Street in the 1890s.

Harlan B. Kaufman, an attorney and journalist, was a member of the 52nd Illinois General Assembly.

He enlisted in the army in 1917 and was commissioned First Lieutenant.

He served one year in the U. S. and

one year overseas in the Argonne Occupation.

He introduced House Bill 104 making Armistice Day a holiday in Illinois.

Ogle County Sheriff James M. White served in the 65th Illinois General Assembly.

Jim later sold insurance. No insurance company would insure my car because I was in the Army and had my car at Fort Lewis, Washington.

The State of Illinois at that time assigned insurance companies to insure servicemen with their cars on Army posts. I was assigned to one of Jim White’s insurance companies.

ICF Conservation Achievement Scholarships are available for high school seniors

Applications are now being accepted by the Illinois Conservation Foundation (ICF) for the 2019 Conservation Achievement Scholarship program.

The ICF annually awards scholarships to outstanding high school seniors in Illinois who demonstrate effective, voluntary, long-term dedication to the preservation, protection or enhancement of the state’s natural resources.

Up to three scholarships of $2,000 each are available for the current school year.

“The ICF’s Conservation

Achievement Scholarship program helps further the education of young people who have shown interest in being our future conservation leaders,” said Wayne Rosenthal, chairman of the Illinois Conservation Foundation Board of Directors and Director of the Illinois Department of Natural Resources. “The scholarships help reward a commitment to natural resources stewardship by students from throughout Illinois.”

The ICF Conservation Achievement Scholarships have been awarded since 2005. Applicants

must be an Illinois resident and a senior in an Illinois high school.

Applications must be received by the ICF by March 15, 2019.

The musical format will provide 15-plus minutes for each performer.

The training consists of a slide and video program, which teaches about severe storm structure, and how to identify cloud features and other environmental clues to identify severe storms and tornadoes.

Event to raise funds for music scholarships Aireloom Music Studio and friends will put on a musical variety show titled “A Little Bit of Everything” on Saturday, Feb. 9 at 7 p.m. at the Pinecrest Grove Community Theatre, Mt. Morris.

The evening will include live music, “edutainment,” and audience participation.

This year’s theme is “old-timey” radio ads.

All proceeds will benefit the music scholarship fund.

Musical instruments and many other items will be raffled.

Some “pretty crazy” characters

will be interviewed, too.

Local celebrities such as Mother Slightly Superior and Sister Mary Lawrence will be joining in as well.

Mary Ley is show’s director, Larry Ubben will be the emcee, Jeff Bold will man the stage lights, and the actors all have their acts together.

This project raises money for students who can’t afford to take lessons. The goal is to put an instrument in every hand, and music in every heart.

Hawks win, lose in a busy week of basketball

BY ANDY COLBERT acolbert@oglecountynews.com It was a jam-packed week of basketball for the Oregon boys team.

Sandwiched between midweek losses to Warren and Byron was a 71-46 non-conference win over Harvard.

The game was postponed from Dec. 8 due to a flu bug going around the team. Originally scheduled at Harvard, it was moved to Oregon for logistical reasons.

“That was gracious of them to do it,” Oregon AD Mike Lawton said. “We were having problems finding a free night at their gym and I asked if they’d consider moving it here. Rather than cancelling, they agreed to it. That saved a 2-hour bus trip.”

Maybe the Hornets (9-9) thought they’d be getting a win, especially after Oregon (7-10) was tripped up

by Warren the night before.

Oregon coach Quinn Virgil had his players watch the Warren game film before taking on Harvard.

The last quarter was particularly damning, as Warren out-scored the Hawks 31-10.

“That was our worst quarter of the year,” Virgil said. “I had some ‘words of encouragement’ for the team before we went out to play Harvard. Then I told them to forget about the fourth quarter against Warren.”

From start to finish, it was an Oregon team on a mission, maybe to prove their coach what they are capable or to prove to themselves they can win games and hold leads.

“We haven’t been very good at holding a lead,” Virgil said. “Against Harvard, there was never any question of that.”

Oregon jumped off to a 15-5 first quarter lead and increased it to 35-21 at half, with Dalton Hermes nailing a 35-footer at the buzzer.

Earlier in the second quarter, it was fellow senior Jackson Buck making his presence felt with a pair of 3-pointers. In the third quarter, it was Buck making the fanciest assist of the game on a pass to Eli Rufer for a wide-open basket.

“We moved the ball really well,” Virgil said.

With Josh Sitze and Ryker Finch still out due to injuries, the Hawks went with a 6-man rotation and everyone got into the scoring act.

A 3-point shot by Riley Brinbaum closed out the third quarter and 50-35 Hawk lead.

“The effort of focus was there for everyone,” Virgil said.

With Rufer fighting hard for rebounds and points inside, Oregon began to pour it on in the fourth quarter. Another highlight was a Trey Woolsey dunk off a turnover.

On 11 straight Harvard possessions in that quarter, Oregon held them with out a score.

“We were really helping out on defense,” Virgil said.

Woolsey also got the small crowd into the game with a flashy dribble move that had a Harvard defender going several feet in the wrong direction after being faked out.

Woolsey had 20 points to lead all scorers. Hermes added 14, Rufer 12, Buck 10 and Birnbaum nine.

Andrew Cooke, a 6-foot-2 guard-forward had 17 and was Harvard’s only threat all night.

“We played our rival Marengo on Friday and had a great game with them,” Harvard coach Donnie Nolen said. “We came out and had no energy tonight.”

The Hawk wrestlers hosted Winnebago and Amboy in the OHS Gym on Jan. 15 and came away with two more wins to give them 21 for the season.

Amboy had just five wrestlers and ‘Bago handled them easily in the first match, 60-18, giving up one pin and, surprisingly, two forfeits.

The Hawks met the Indians in the second meet. The score was tight early, but Oregon came from behind to take a 30-16 lead before three forfeits going Oregon’s way and two going to Winnebago closed out the action with the Hawks prevailing 48-28.

The Hawks actually trailed the Clippers at one point, but won 41-8 in a forfeit filled contest.

Five JV matches preceded the varsity action against Winnebago.

Ethan George led 5-2 when he turned with a half nelson at 3:21.

Sam Flores-Minnis got an escape and a locked hands point in the third but fell 5-2.

Jared Glendenning lost the first takedown but scored twice with the half nelson in the second period, going on to win 10-6.

Westin Hughes escaped in the third to get within two points, but he got taken down and pinned with a half nelson at 5:23.

Wade Reimer nearly pinned with a half nelson at the end of the first and got a takedown into another half at 2:24.

The varsity meet started with Andrew Herbst taking a chicken wing back in 54 seconds at 113. At 120, Jacob Milliman had a tough match against Dominic Mastroianni, two takedowns in the first and a counter late in the second holding up for a 7-2 win.

Isaac Brooks did not last long against tenth ranked Carlos Sanchez, pinned in a double chicken wing in 52 seconds.

At 132 against Hayden Faworski, Dre Smith went single to double for a first period takedown and was down by one in the third when he lost an escape and takedown to his back at 2:56. That gave the Indians a three point lead.

Noah Paul, ranked sixth at 132, wrestled up at 138 and had four first period takedowns and hooked up a half nelson nineteen seconds into the second period to put the Hawks ahead.

At 145, Chase Clark continued his struggles against Bryce Faworski ranked eighth at 152. He was on his back in a cradle in the first period and driven to his back for three points.

One more lost takedown in the third left the Oregon senior with a 13-1 major decision loss and Oregon down by one.

Jokiah Sewell also drew a Faworski, Mannix, and he trailed 4-0 after the first. He came back with an escape and a late takedown in the second and let Faworski up with a minute left in the match.

Down by two and with the Hawk fans roaring, Sewell hit a dougle leg takedown to the back to take an 8-5 win. That put the Hawks on top to stay.

Regional decline in population has repercussions L

ast week, mention was made of Oregon’s high school enrollment dipping under 400.

In looking at census figures from 2010 to 2017, every single city and village (36 total) in the Sauk Valley Media area declined in population.

The counties of Carroll, Ogle, Whiteside, Lee and Bureau Valley lost nearly 10,000 residents in that time period. Besides not having enough kids to fill out sports teams, it’s become more and more difficult to find workers.

High school sports are a luxury. Finding mechanics, plumbers, bricklayers, carpenters, truck drivers or the multitude of other trades is a more serious concern.

Young people are not entering these fields as much and we face many uncertainties from such a shortage of both skilled and unskilled workers.

A common lament from kids not out for a sport is that they need or wan to get a job instead. Often they are chastised, being told to enjoy their youth – there would be plenty of time for work later.

Maybe we should start taking a different tack and encourage them to enter the work force, because they

In the meantime, it might not hurt to bone up on the old “Reader’s Digest How to Fix It” manuals in case trades people can be found to do repairs.

Did you know that fall sports used to start much later than they do now and the main reason was to allow boys to do seasonal farm chores?

Still, there was an overlap of work and play.

Many an old-timer can share stories of baling hay, doing field work or milking cows and then reporting to football practice. For some, it may have been easier than the farm work they were doing.

I doubt if that breed of kid exists much anymore.

Another problem now compared to before is how time-consuming sports are. For kids that partake in club sports, along with the demands of high-school summer practices,

that is practically a job in itself.

IHSA by the Numbers

The IHSA recently released a financial audit of itself. Like any financial report, lots of boring information in it, but it was interesting to see the revenue and expenses for each sport and activity.

As expected, it was boys basketball and football far ahead of anything else.

The state basketball tournament took in $1,921,381 for fiscal year 2018.

Expenses were $951,800, for a profit of $969,581.

Football’s revenues were $1,439,526, with expenses of $721,721.

That generated $717,794 back to the IHSA’s coffers.

The next highest profit generator was baseball with a 162K return.

Both wrestling and baseball generate close to a half million in revenue, but wrestling only returns $41K, probably due to the high rent of Assembly Hall for the state meet.

Putting on two separate (individual and dual) tournaments also has to be a costly endeavor for wrestling.

Volleyball earned $142K off 533K of revenue as the highest-ranking girls sports. Girls basketball takes

in the most revenue at $691K, but its expenses total $711K, creating a $26K loss.

Both use Redbird Arena in Normal for their state finals and basketball also uses college campuses for some of its sectionals, whereas volleyball is strictly high school come sectionals.

Still, a difference of around $325K more to run basketball seems high.

Certainly there has to be other factors.

I’d be tempted to ask the IHSA about this and other questions regarding revenues and expenditures in all sports. However, they are a busy organization this time of year and it would probably be more polite to wait until summer to query them.

Collectively, boys sports earn $1,907,538 in profit, while the girls earn $42,441, due in large part to attendance.

As far as activities, competitive cheerleading and dance combine for a tidy profit of $139K. The activity that costs the IHSA more than any other to put on is speech. It takes in 52K, but has expenses of 191K, for the largest loss of any sport or activity.

Habitat for Humanity of Ogle County gets a $15,000 grant Habitat for Humanity of Ogle County, Inc. recently received a $ 15,000 grant from the Community Grants Program of the Community Foundation of Northern Illinois with support from the Dr. Louis & Violet Rubin Fund for its 2019 new home build in Rochelle.

A $12,000 grant from CFNI last year played a key part in what HFHOC accomplished in 2018, HFHOC Executive Director Vanessa White-Broome said.

“In large part due to a grant award from the Community Foundation of Northern Illinois, our Habitat affiliate was not only able to build a new three-bedroom home in Rochelle for a family of five, but was also able to serve three other families in Ogle County. Two of those families reside in Polo and the other in Hillcrest,” she said.

“We are very excited to share this news with everyone in Ogle County, and are very appreciative to the Board of Trustees of the Community Foundation of Northern Illinois, as well as countless other individuals and businesses in the area who have supported our organization in one way or another,” she said.

“This support has enabled us to serve a total of four families in 2018 who have attained their dream of decent, affordable housing,” she said.

The 2018-19 grant funds received in December 2018 from the Community Foundation of Northern Illinois will assist Habitat in continuing to serve families and fulfill our mission, WhiteBroome said.

4-H CLUB NEWS Carefree 4-H holds meeting SUBMITTED BY MOLLY ZIEGLER Carefree 4-H Club Member The Carefree 4H club met on Dec. 10. At this meeting we discussed our community service project that we will resume in January.

We talked about the officer training that was recently held

and several of our officers attended.

We are working on our blue sheet goals, and we are participating in a federation fundraiser.

Levi Eden is organizing a bowling activity for the club in January. We celebrated Grace Mongan’s and Mason Zabran’s birthdays and had our Christmas potluck. We wrapped our gifts for the family we adopted at Hope House.

OGLE COUNTY SHERIFF Ogle County Sheriff Brian VanVickle reports the following arrests.

Jan. 11 Deputies responded at 1:40 a.m. to a two-vehicle accident on I-39 at mile marker 108.

A northbound car driven by Steven Nosko, 56, of Byron, struck the rear of a semi-trailer.

The semi truck, driven by Jimmy Johnson, 51, of Chicago, was experiencing power failure, disabling the trailer lights and attempted to pull off of the roadway just prior to the collision.

Both vehicles were towed from the scene by Maggio’s Towing.

Nosko was transported to Swedish American Hospital for minor injuries.

Jan. 14 Darrin K. Akers, 48, of Rockford, was arrested at 7:07 p.m. at 105 S. Rural Rd., Stillman Valley, for driving while license suspended and transported to the Ogle County Jail where he remained in lieu of bond.

Jan. 15 Deputies responded to a one-vehicle accident with injuries at 11 a.m. in the 10,000 block of North Illinois 2.

A car driven by Kathleen M. Garcia, 52, of Oregon was northbound and drifted across the roadway, for unknown reasons at this time, entered the ditch on the west side of the roadway, and struck a tree.

No other vehicles were involved in the accident, and Garcia was the sole occupant of hers.

Garcia was extricated from the vehicle by Byron Fire and Ambulance and transported to Swedish American Hospi-

tal for her injuries.

She was issued a civil citation for possession of cannabis, less than 10 grams.

Matthew Merrit, 25, of Mt. Morris, was arrested on outstanding Ogle County warrant for failure to appear. He was held in the Ogle County Jail on a $206 bond pending a court appearance.

Ryan Rush, 34, of Byron, was arrested on outstanding Ogle County warrant for failure to appear. He was held in the Ogle County jail on a $334 bond pending a court appearance.

Joseph Stafford, 55, of Aurora, was arrested on outstanding Ogle County warrant for escape. He was held in the Ogle County Jail on a $50,000 (10%) bond pending a court appearance.

Thomas Price, 33, of Rockford, was arrested on outstanding Ogle County warrant for failure to appear. He was held in the Ogle County Jail on a $5,084 bond pending a court appearance.

Jonathan Wilson, 35, of Whiteside County, was arrested on outstanding Ogle County warrant for failure to appear. He was held in the Ogle County jail on a $11, 896.90 bond pending a court appearance.

Jan. 18 Christopher Jamieson, 38, of Oregon, was arrested on outstanding Ogle County warrant for failure to appear. He was held in the Ogle County jail on a $3,506 bond pending a court appearance.

Deputies come upon a single vehicle crash at North Illinois 2 and Mud Creek Road at 12:15 a.m. They determined Kendall Pelt, 46, of Mt Morris, failed to reduce speed to avoid an accident and struck the guardrail on Ill. 2 east of Mud Creek Rd. Pelt was arrested for failure to reduce speed, driving under the influence of alcohol, no valid license, and operating uninsured motor vehicle. He was transported to the Ogle County Jail where he was held in lieu of bond.

Daniel Diehl, 22, of Polo, was arrested on outstanding Ogle County warrant for failure to appear. He was held in the Ogle County jail on a $451 bond pending a court appearance.

Jan. 17 Kyle Smith, 27, of Byron, was arrested on an outstanding Ogle County warrant for leaving the scene. He posted a $3,000 (10%) bond and was released from the Ogle County Jail with a court date of Feb. 8.
