County board nixes permit for dog kennel

By Vinde Wells vwells@oglecounty news.com Reactions were mixed Tuesday evening to the Ogle County Board’s unanimous denial of a special use permit for a dog kennel northeast of Kings.

Several members of the audience of more than 50 people applauded the 21-0 decision to turn down a special use request from Christie Hardt, owner of B&C Kennel, Clare, and her husband Robert DeCosta.

However, Hardt’s attorney Diane Elliott, DeKalb,

expressed her client’s disappointment and said the board’s decision may result in legal action.

Hardt and DeCosta had requested the special use permit to operate a commercial dog kennel on property they own at 14189 E. Dutch Rd. in White Rock

Township.

The site is zoned for agricultural use, and the request asked for a special use permit to allow dog breeding, import and sale of puppies, dog grooming, and dog obedience training at the kennel.

After the vote, Elliott said

the request should have been granted because it met the county’s criteria for a special use.

“B&C Kennel is very disappointed in the county board’s decision,” Elliott said. “This is a land use issue, not a moral issue or even a political issue. B&C

Late afternoon storms prompted an early end to Oregon’s inaugural Rockin’ River Fest on Saturday, but Mother Nature cooperated most of the day allowing most events to be held.

“Considering the negative forecast for several days in advance, we’re very pleased,” Oregon Chamber of Commerce Executive Director Debbie Dickson said on Monday.

“We don’t have definite numbers yet but it was very well-attended. The kids had a great time in the kids area.

We saw people having a good time.”

A Mt. Morris teen is free on $5,000 bond after being arrested in Dodge County, Wisconsin, on charges he molested two boys ages 8 and 10, and took suggestive photos of Seth D. them.

Oltmanns Seth D. Oltmanns, who turns 19 on July 2, was charged June 6 with three counts of firstdegree sexual assault of a child younger than 13 and seven counts of possession of child pornography, The Daily Citizen of Beaver Dam, Wisconsin reported.

Plenty of cars, stories at Lions Club Car Show Nova done in tribute to cousin

By Earleen Hinton ehinton@oglecounty news.com Mary Mudge couldn’t help but smile as she leaned over the shiny driver’s door to peer into the interior of the bright red 1966 Chevy Nova.

On the center console read a metal plague that said: “In loving memory of Brad Spickler, March 1957 - May 2015...Your Dream Lives on”.

“I think it is really neat that they kept his car in the family,” said Mudge, an

Oregon resident who was also a classmate of Brad’s.

“He was an engine guy so you can understand why the engine is ‘way over the top’.”

The dream of finishing out the shell of the Nova came alive after Brad’s sudden death in 2015 when his cousin, Rick Spickler, of Byron, bought the car and completed it with the memory of his cousin in mind.

“Brad had the shell of the car and the engine was on a stand in the garage when he passed,” said Brad’s sister, Charlene Ruthe, also of Oregon. “Rick put it all together. It is a great tribute.”

Those types of stories

could be found scattered about the Oregon Lions Club’s Car Show, held on a beautiful sunny day at Oregon Park East.

The day began with an allyou-eat pancake and sausage breakfast by the Lions Club followed by their popular pork chop sandwiches and

bratwursts.

“We ended up with 125 cars which is about average,” said Doug Aken, co-chair of the event. “There were a lot of people who came to the show on Father’s Day and to have breakfast or lunch and walk around and look at all the cars.”

John and Becky Kehoe drove their history-themed 1930 Model A Ford to Oregon from Mendota to be in the show.

The black Ford had a bootlegger theme filled with props one might need to run whiskey illegally during Prohibition, including a

pistol tied to the steering wheel.

“We have so many things at home that we change it them out for shows,” said John, age 65. “If we see something from the 1930s we stop and pick it up.”

Anniversary supper June 28 The Mt. Morris Senior Center will host a supper on Wednesday, June 28 from 4:30 to 7 p.m. to celebrate its 41st anniversary.

The menu will include a sloppy Joe sandwich, hamburger or hot dog, baked beans, chips, homemade pie,

and drink.

The cost of the meal is $8 for adults, $5 for kids 5-12, and free for kids 4 and younger.

Everyone will receive a free flag pin for the July 4th celebration.

The fundraiser benefits programs and services the center provides seniors and others in the community.

Free music in Mt. Morris Choir at Kable Band June 28

The community youth choir “Let Freedom Sing” will perform with the Kable Band on Wednesday, June 28 at 8 p.m. at the Reckmeyer Band Shell in downtown Mt. Morris.

Karen Larsen leads the group’s patriotic presentation. This is the choir’s fifth appearance with the Kable Band.

The Kable Band, under the direction of Andy Eckardt, will perform each Wednesday through Aug. 2, with an additional patriotic concert prior to the July 4 fireworks south of D.L. Rahn Junior High.

Harmans play at Jamboree June 23

Downstate Illinois’ highly accomplished bluegrass band The Harmans will make their return to the Mt. Morris band shell on Friday, June 23 at 7 p.m. for the Mt. Morris Jamboree.

The Harman Family Bluegrass Band presently consists of first and second generation musicians with

deep musical roots dating back to 1975.

Mark Harman, 29, Jeff Harman, 26, and John Harman, 20, have performed professionally for many years.

“People have had the privilege watching them since early childhood excel in their musical talents,” said event orgamizer Larry Ubben.

Mark and Jeff, as well as their father Mike, have won and placed in various talent and band contests throughout the country and performed at the renowned Station Inn, Nashville, Tennessee.

The Harmans recorded and produced their debut CD Continuous Play which was released in August of 2004.

The show originated with the first generation talents of Mike, sister Lori, and brother Bull, and continues today with the second generation.

“We are sure you will be pleased with the professional appearance, showmanship and musicianship of the Harmans,” Ubben said.

“This band will make every effort to please all age groups represented at our

festival.”

Oregon’s Economic Development Director said her goodbyes at the June 6 Economic Development Committee meeting.

Samantha Anderson officially resigned from the ECDC at the Tuesday evening meeting.

“I have very much enjoyed the opportunity to serve on this committee,” said Anderson.

“This is an exciting time for Oregon; there is a momentum that cannot be stopped right now.”

Anderson became Economic Development Director for Oregon in September. In February, she was formally appointed to the ECDC, and was appointed Vice Chairperson in May. “I think I speak for all of us when I say we’re so sorry to lose you, Samantha,” said Don Griffin, ECDC Chairman.

“She’s done a lot for us; we’ve been so fortunate to have her,” added committee member Terry Schuster.

Her husband, Justin, accepted a position as Regional Safety Coordinator with LafargeHolcim in Eagan, Minnesota, where they will be relocating.

In other action, the committee motioned to have Rodger Hopkins, Hopkins Solutions LLC President, work on a proposal for a regional economic development group.

A regional group would include several surrounding communities working together towards economic development.

“We’ve been talking to Mt. Morris and Polo about this for a little while now, and we’re working to get moving on seeing what an arrangement would look like,” said Griffin.

The committee also previewed a tentative outline of the proposed Enterprise Zone.

Hopkins brought with him a tentative outline of what the boundaries of the Enterprise Zone might look like.

“Let me stress that these boundaries are very tentative and open to much further discussion,” said Hopkins.

According to Hopkins, some government owned

properties will be removed from the map and list as the committee decides whether any of those may be sold and put back to private use.

He also said including the larger properties will depend on whether those industries have use of the Enterprise Zone benefits, and if the government members approve of the expansion.

In May, the board voted to move ahead with setting up an Enterprise District to help stimulate business development.

Enterprise Zones are areas within a city that provide incentives and financial aid for businesses to develop in.

The ECDC meets again on Aug. 1 at 5 p.m. at the Oregon City Hall. The meeting is open to the public.

The Dodge County Sheriff’s Office located Oltmanns at his grandmother’s house in Mt. Morris on Oct. 18.

He denied any contact with the boys and said that they behaved inappropriately toward him, but that he always left the area when that happened.

He gave police his phone, but denied having any photos.

Eventually, he admitted to having the photos and being unable to delete them. He also admitted to having a secret file where he hid them.

Investigators found 37 images of young men being exposed on his phone, and that he had done searches for little boys in underwear, gay boys ages 10 to 14, and picturehiding apps.

After the photos were found, he admitted to touching one of the boys inappropriately.

He also eventually admitted to some of the activities, the complaint said.

Oltmanns faces long sentence From A1 Dodge County Circuit Court in Juneau.

According to the criminal complaint: The Oregon High School graduate was staying at a relative’s house in Lomira in July and August, where he was watching the boys.

Their mothers contacted police in separate phone calls on Aug. 22, and each said her son had been sexually assaulted.

Ogle County included Lee County until 1839 Editor’s note: Otto Dick, Oregon, has researched the people, places, and events important in Oregon’s history for the Ogle County Historical Society. The following is one of a series of the articles he has written.

By Otto Dick This is Part 2 of a speech delivered by Oregon resident B. F. Sheets to the Oregon Woman’s Council in 1904. n 1836, Ogle County was established by act of the legislature, and was named by Gov. Thomas Ford, who was one of the early settlers in Oregon.

The name Ogle was intended to perpetuate the memory of Capt. [Joseph] Ogle, an Army officer of great courage and daring who was conspicuous in the siege of Fort Henry.

In 1836 it embraced all of Lee County, which was set off from Ogle in February 1839.

During the rivalry the courts were migratory and were held at Dixon, Buffalo Grove [now Polo], and Oregon.

Heizler earns volunteer award A Forreston man was recently honored for his volunteer work.

Michael Heizler, Forreston, was recognized by Unity Hospice of Western Illinois as an outstanding hospice volunteer.

Each month, Unity Hospice pays tribute to a local volunteer who goes above and beyond for hospice patients.

Janssen, Conrad to marry in August Kristin Janssen, daughter of Rev. Dr. Brian and Susanne Janssen, Hospers, Iowa, and Daniel Conrad, son of David and Jane Conrad, Huntsville, Alabama, will marry on Aug. 11, at Covenant Presbyterian Church in Town & Country, Missouri.

The bride is a 2013 graduate of Dordt College, where she studied Secondary Education and English and Language Arts, and the groom is a 2012 graduate of the University of WisconsinMadison, where he studied

Business and Marketing.

The bride works as a teacher and coach at Westminster Christian Academy in Town & Country, Missouri, and the groom works as a marketing assistant at the Panera Headquarters, located in Sunset Hills, Missouri.

Kristin is the granddaughter of Donald and Marian DeWall and Marian and the late Vernon Janssen, all of Forreston.

After their wedding, Kristin and Dan will reside in St. Louis, Missouri.

Stillman Bank awarded Eickman Scholarships Stillman Trust & Asset Management is pleased to announce the winners of the Eickman Scholarship, an annual scholarship awarded to four area high school seniors who are interested in pursuing a career in medicine.

The 2017 recipients are: Chase Sarver, Byron High School; Jacob Cox, Oregon High School; Kellee Parker, Rochelle Township High School; and Grace Timm, Stillman Valley High School.

Each student received a $1,500 scholarship.

Now in its 22nd year, the scholarship fund was established by former Stillman Bank President,

All volunteers are specially trained to provide social and emotional support through individualized programs including personalized music therapy, comfort from pets, veteran honoring ceremonies and more.

They are provided to help patients with “the little things in life” that mean the most.

During his visits, Heizler provides therapeutic music, socialization or reading, all dependent on patient needs. Sometimes, the mere presence of a volunteer is all that is requested, especially

William E. Eickman as a way to give back to the Ogle County community.

Eickman was always grateful to the people of Ogle County for their support, recognizing that they were the reason for the bank’s success since 1882.

The scholarship is available to high school seniors attending school in Byron, Oregon, Rochelle and Stillman Valley.

The fund is designed to award a scholarship, not less than $1,500, to one recipient from each of these four communities.

Each year, committees review all of the applications

Any high school senior at Byron, Oregon, Rochelle, or Stillman Valley High Schools who is interested in applying for the Eickman Scholarship is encouraged to inquire with their guidance counselor.

Application forms are available from each school’s respective counseling office, and must be submitted by the assigned deadline.

Ulferts to mark 90th birthday An open house to celebrate the 90th birthday of Dorothy Ulferts is set for Saturday, July 1 from 1 to 3 p.m. at the solarium at Pincrest Manor in Mt. Morris.

A lifelong Oregon resident, Dorothy was born June 29, 1927, to Rudolph and Jacoba Mammen.

She married Jake Ulferts in April 1946 and they had two children, Linda and Allen.

Forest preserve wins award for museum renovation The Byron Forest Preserve District is the recipient of an Award of Merit, given by the American Association for State and Local History, for the Jarrett Prairie Center Museum Renovation Project.

The AASLH Leadership in History Awards, now in its 72nd year, is the most prestigious recognition for achievement in the preservation and

interpretation of state and local history.

Presentation of this award and others will be made on Sept. 8 at a special banquet during the 2017 AASLH annual meeting in Austin, Texas.

The banquet is supported by a contribution from the History Channel.

The Jarrett Prairie Center Museum opened its totally renovated 4,000 square foot museum last fall with new

permanent exhibits that focused on interpreting the relationship of people with the surrounding prairie.

The new exhibits tell the story of northern Illinois’ vanishing local heritage resource — the tallgrass prairie ecosystem — and the complexity of people’s interactions with it in the past, present and future.

This year, AASLH conferred 48 national awards honoring people, projects, exhibits, and publications.

Oregon council approves additional reservoir work

By Zach Arbogast zarbogast@oglecounty news.com The Oregon City Council approved additional expenses for work needed on a reservoir.

The western reservoir, north of the intersection of Oregon Trail Road and Washington Street, is in need of additional repair

work.

Work was approved in December to sandblast and repaint the interior and exteriors of the eastern and western reservoirs, 900,000 and 850,000 gallons respectively.

Daniel Loos, Willett Hoffman Associates, said they discovered high levels of rust on the roof structure prior to sandblasting.

“It was determined to replace any bolt that had corroded a certain amount - a half-inch bolt measured less than three-eighths inch - and to replace the twoinch flat plate members and two-inch angle members that had deteriorated significantly,” said Loos.

Loos said it could cost approximately $73,225 to replace everything.

“What we wanted to do is budget for the worst case scenario,” said Loos. “We really don’t think it’ll cost that much in the end, but we needed to know you’d be willing to budget that much.”

The council approved to proceed with the repairs, not exceeding $75,000.

This is on top of the $509,500 awarded for

the bid to Tecorp, Inc. in December.

The council also awarded a Motor Fuel Tax bid for work at Fairground Subdivision Streets to Martin & Company, contingent upon an IDOT approval.

This includes milling and filling in areas of hot mix asphalt, and applying A-2 seal coat.

The job was originally estimated at $77,995, and Martin & Company bid $69,663.30.

The city council meets again on Tuesday, June 27 at 5:30 p.m. at the Oregon Coliseum,when they are expected to vote on the closing of the 100 block of South Sixth Street. The meeting is open to the public.

“It is our position that the application should have been granted because it meets all the specified criteria,” she said. “County board members have failed to perform under their legal obligation to the citizens of Ogle County.”

However, Elizabeth DeArvil, Chana, a vocal

opponent of the kennel, voiced her support for the board’s decision.

“It’s a victory for the dogs,” she said. “We thank the board for its compassionate decision for companion animals and for upholding Ogle County to the highest of ethical and moral standards.”

Her daughter Justine Messenger, Oregon, agreed.

“I’m grateful that they heard the people of the county,” she said. “I was afraid if this went through it

would have opened the door to a questionable practice.”

Several members of the audience held signs opposing puppy mills.

Hardt’s request got no support from the three committees that consider zoning requests and make recommendations to the county board.

The Regional Planning Committee, the Zoning Board of Appeals, and the Planning & Zoning Committee all voted to

recommend denial.

Several county residents spoke in opposition to the kennel at the ZBA hearing in April, and 2,500 signed a petition against it.

At the ZBA hearing, Hardt read a statement refuting allegations that she ran a puppy mill, and several people also testified in her behalf.

Hardt and DeCosta have also run into road blocks with their DeKalb County facility, which was found

to be in violation of their permit there.

The DeKalb County Zoning Board voted last month to limit the number of dogs they can keep on their property.

The board’s 4-to-3 vote to recommend that B&C Kennel be allowed to keep up to 40 dogs on their property now goes to the DeKalb County Board, which was scheduled to hear the request on June 21.

The kennel owners are

seeking an amended specialuse permit that would allow them to import puppies from other states and keep up to 140 bred and imported dogs and puppies on site.

They have been importing 80 to 100 puppies a month since at least August when they were found to be in violation of their permit terms.

Board members on board to build a new jail in Oregon

By Vinde Wells vwells@oglecounty news.com Ogle County Board members appeared fully on board Tuesday with a plan to build a new Ogle County Jail in the 100 block of South Sixth Street in Oregon.

Board chairman Kim Gouker asked board members for a “consensus of the board’s commitment” to building the new jail at the site.

After lengthy study, the board’s Long Range Planning Committee has proposed building a 180-bed

jail across the street from the Ogle County Judicial Center to the west.

The plan calls for the jail to be connected to the judicial center by a large sally port across what is now Sixth Street.

The board has requested that the Oregon City Council vacate that block and close the street to make the proposed design possible.

Gouker said he favors the current plan because it will allow for efficient jail operations; maximize safety for the public, law enforcement officers, and the prisoners; and is the

least costly, both to build and maintain.

Several board members spoke up in favor of the plan, and none voiced opposition.

Lyle Hopkins, Polo, said he favors it for safety reasons and because the county already owns the property.

“I believe we’re here to represent Ogle County,” he said.

Greg Sparrow, Rochelle, said jail consultants have recommended placing the jail near the courts.

“They’ve told us to put it as close to the judicial center as you can,” he said.

Zach Oltmanns, Davis Junction, agreed.

“The lower amount of time we have to transport prisoners, the safer everyone is,” he said.

Nic Bolin, Holcomb, said the location makes sense from an economic development standpoint.

“The other choice would interrupt riverfront development,” he said.

Placing the jail near the public safety complex on First Street in Oregon was considered as a possible site.

The public safety complex is across the street from the Rock River in an area now

earmarked by city officials for riverfront development.

Marcia Heuer, Oregon, who is a member of the Long Range Planning Committee, said the committee’s consensus was for the Sixth Street location with the sally port connecting the jail and judicial center.

“Even if we have to go to an alternative [plan], this is still the best site,” she said.

Lee Meyers, Byron, who has questioned the jail plan in the past, left the meeting before the discussion had ended.

The Oregon City Council is expected to vote on

closing the 100 block of South Sixth Street on Tuesday, June 27.

According to state statutes, closing a street takes a super majority, in this case at least four of the five council members must vote yes.

Two of them, Jim Barnes and Tom Izer, have been vocal opponents of both closing the street and the location.

At the June 13 city council meeting they voted against the county’s request to rezone the proposed jail site from single family residential to commercial.

the maximum level of public safety, the most efficient operation of services, and the lowest cost to taxpayers.

During this same time, we’ve had three public meetings just in Oregon, and rather than seeing a groundswell of opposition (which would occur if our plan was simply wrong), we’ve essentially fielded questions from the same 5560 Oregon residents.

While we don’t ignore their concerns, the county board must make our decision that will best benefit all 53,000 residents, and 21,000 property taxpayers in Ogle County.

We believe this plan and site location on our own property on Sixth Street satisfies exactly that.

According to state law, unlike approval for zoning by a simple majority vote of the controlling jurisdiction, vacation of a street must have a super-majority of at least

75 percent of its governing board.

What that means, even if we receive the same 3-2 majority council vote next week for the street vacation, as we received for the zoning change, our request will be denied.

The Ogle County Board has implored the city council to look closely at this vote, and approve it solely on the public safety, efficiency, and cost effectiveness.

At this point the county board is committed that this is the right plan and location, and since our property is now zoned properly, we’ll still build the new jail on the Sixth Street location, even without the council’s approval of a street vacation.

Final design will take about 10-12 months, and construction will take at least one year, with final completion likely in early 2020.

Guest Column Sixth Street is best location for new jail

By Kim P. Gouker Chairman Ogle County Board Through the entire proposal phase for the new jail, the Ogle County Board has attempted to be very transparent, and in that light, this is a good time to bring our residents up to date on the proposed project.

This spring we held seven town meetings in all corners of the county.

Collective attendance of the first six meetings was about 200 residents, with many good questions and discussion, and some opposition to the jail location and size, but for the most part, the general reaction was quite

positive.

The last town meeting at the Oregon Coliseum, brought 135 Oregon and county residents.

We answered a lot of questions over three hours, and by watching the reactions of the audience, it appeared about 40-45 percent, or 55-60 people, were in opposition, mainly to the site location.

Last month, we requested from the Oregon Planning Commission a change of zoning, from residential to commercial, for property on Sixth Street the county has owned for 10 years, and also a vacation of one block of Sixth Street, in order to attach our new jail to the Judicial Center.

Both requests, including a specific reference for closing Sixth Street, were already spelled out in Oregon’s current Comprehensive Plan, passed unanimously last year by this very same city council.

Meeting The Oregon City Council is expected to vote on closing the 100 block of South Sixth Street for the jail at its meeting on Tuesday, June 27.

The meeting will begin at 5:30 p.m. at the Oregon Coliseum. It is open to the public.

Both requests at the Planning Commission were approved 4-2, forwarding both requests to the city council for their final decision.

Late last month, we requested a zoning change from the Oregon City Council, which was approved by a 3-2 vote. At the end of this month, we’ll return to the city council, to request the one block vacation of Sixth Street.

The current jail design and site location was part of a detailed county board study

Let Freedom Ring to feature fun, food, fireworks Mt. Morris to crown queen, Mr. & Mrs. Firecrackers June 28 The 54th Mt. Morris Let Freedom Ring celebration is just a few weeks away. Little Miss & Mr. Firecracker and the Let Freedom Ring Queen will be crowned on Wednesday,

June 28 before the Kable Band concert.  Festivities will take place on the campus July 1–4 starting with a Craft and Vendor Fair that will run Saturday, July 1, Sunday, July 2, and Tuesday, July 4.  A variety of silent auction items will be viewable in the old Felker building and other activities including food vendors and entertainment will take place

on the campus and town square throughout the weekend and on July 4.

Kids activities, a kiddie parade, and kiddie waterfights will take place on Saturday, July 2. At 3 p.m. magician and family entertainer Jim Austin will take the stage at the band shell, followed by a car show and cruisein at the Kable News parking lot.  Beer gardens will be on North

Stories abound at Lions’ show From A1 car for eight years. “Everything is original now,� John, a former mechanic, said. “When I bought it if something wasn’t original, I took it back to original. There was something always to do on it, but I like keeping the history of it alive.�

Eighty-five-year-old car show enthusiast Delbert Yuric, of Amboy, stopped and chatted with John about the Model A. “I remember that my relatives had one, but you couldn’t see the paint job because they lived on a gravel road and it was always covered with dust,� he said. “They’ve done a good job restoring it. I go to a lot of shows with my buddy.�

John said the Model A averages about 28 mpg on its 10-gallon tank which is mounted above the engine, just below the windshield. “Not the best place for a gas tank,� he quipped. “The top speed is about 45 mph.�

In a completely different lane, David Miele, of Baileyville, had his big 1958 Edsel hot rod parked under a shade tree. “I’ve had this car since I was 16,� he said. “I have hundreds of hours in it now. My dad and I bought the car at IM Motors in Freeport, about eight years after it was new, when nobody wanted an Edsel.�

Miele first took the original motor from the Edsel and used it in his 1957 Ford to replace its bad motor. “Fortunately, I was smart enough to cover it up in a corner of the barn to keep the critters out of it,� he said. “Basically it became a giant shelf for the next 35 years.�

He started converting the Pacer Edsel into a hot rod in 2008.

Oregon Park District’s Concerts in the Park continue The Oregon Park District held its third summer concert on June 20 at Oregon Park West.

The free concerts are held on Tuesdays in Oregon Park West beginning at 7 p.m.

Fans of all ages are invited to attend and bring their own lawn chairs, blankets, and even a picnic basket.

Parking and shuttle service is available at Lower Park West parking lot. The site is ADA accessible.

Pets and alcoholic beverages are prohibited at all concerts.

Town & Country Days brings Polo Pride, fun

By Zach Arbogast zarbogast@oglecounty news.com After four days of unwinding with fireworks, carnival rides, spaghetti contests, pig chasing, and parades, another Town & Country Days is in the record books.

Polo Town & Country Days wrapped up Sunday afternoon, and the community is already looking forward to next year.

For today’s generation, it’s hard to believe that Town & Country Days began in 1966, spearheaded by the Polo Jaycees to raise money for a community pool.

Today, the city gathers for four days of celebration. This year, the theme was “Polo Pride.”

By far, the biggest exhibition of community pride came Friday in the form of Kidz Day. Inside the giant festival tent between North Green and Jefferson Avenues was a fivehour extravaganza of games, face painting, and contests, complete with a table of prizes for the taking and contests interspersed throughout the day.

This was in addition to the Great American Shows

carnival rides available throughout the event period.

Children received a card displaying their names, which would have holes punched in it as they played games; better results rewarded more punches, which served as currency at the prize table.

“My favorite moment is always when the real little kids are able to play a game and win for the first time,” said Stephanie Kuzlik, who volunteered throughout the event. “The look of excitement and pride in their abilities is awesome and make all the hard work to goes into kids day and T&C days worth it.”

The entire gamut of games included a Ping Pong Bounce, Boozo Bag Toss, Duck Pond, Ring Toss, Penny Drop, Nerf Gun Shooting Range, Toilet Paper Toss, and Hoop-In Wins, where children tried to throw rings around an elephant’s trunk.

“The games were kidfriendly and easy to manage,” said Sadie Baumann, who helped operate the Ping Pong Bounce. “The parents could relax for a while because they were in good hands.”

Sadie was one of several volunteers who, after spending several years participating in the games and rides, were now

helping younger generations experience the joy.

As if the games weren’t enough stimulation, two traditions from years past made a return: the spaghetti eating and Oreo stacking contests.

“It’s been about five or six years since we’ve done them,” said Joey Kochsmeier, who had served as an emcee for various events throughout the weekend. “They were happy memories I had as a kid, and I wanted to bring them back Austin Graden overtakes D.J. A special adults round was held in the spaghetti eating contest, which drew a great reaction from the crowd.

If spaghetti eating and ring tossing were too exciting for you, and cuddly animals were more your speed, a petting zoo with baby goats, piglets, sheep, and even a calf was available just a few steps northeast of the festival tent.

As the dying man and his daughter took a private and behind the scenes tour of the facility, Lutzow told story after story.

His daughter, Keri Abercrombie, Rockford, just listened and took it all in.

“If Serenity had not made this possible, these wonderful stories of my dad’s youth would have died with

him,” said Abercrombie. “I am so grateful to Serenity Hospice for making his final wish come true.”

Lutzow died two days after his visit to the Coronado.

Cooperation between an Oregon agency and a Rockford entertainment venue made a dying man’s last wish become reality.

“I left home at 15 and had to support myself,” said the 78-year old Charles Lutzow, Rockford. “I ushered at the Coronado Theater and it was very beautiful and grand. I met lots of famous people.”

Life then took over and he had children and other jobs and served in the military, but he always remembered that special time at the Coronado.

He would tell his children about it and the great acts he had seen perform there.

Now a terminal diagnosis means that life is about over and his last wish was to revisit the Coronado with his daughter and re-live a bit of the glamour and excitement of his youth.

“At Serenity Hospice, we go above and beyond to make a person’s end of life as special as their life,” said Dawn Vander Kolk, social worker at Serenity.

“The Coronado was very accommodating, and we were able to take Mr. Lutzow and his daughter to the theater where he opened up and shared stories and recollections that might have Charles Lutzow and his daughter Keri Abercrombie never been told had the visit visited the Coronado Theatre shortly before his death.

Plenty of fun at new festival From A1 First place in the bags tournament was won by a team from DeKalb and second place went to a team with members from Prophetstown and Iowa.

The third place team was from Winnebago.

“That’s a good distance away,” Dickson said. “That’s very exciting.”

The Rock River Adventure Tri, a run-ride-canoe or kayak event, started the day off under sunny skies.

Participants ran from Oregon Park East to Lowden State Park and then returned to Park East where they then climbed on to bicycles for a 10-mile ride, returning to Park East where they then boarded canoes or kayaks and paddled down to Castle Rock State Park.

The team of Tim Grosnick, 35, and Matthias Kemmeron, 38, of Dixon, was the first team across the finish line in their canoe. Shane Miller, 46, also of Dixon, was the first individual to finish.

“It was a lot of fun,” said Miller.

“I didn’t know about the race until yesterday.”

“When we came around the corner and hit the wind it was tough,” said Grosnick.

The trio are also members of the Rock River Valley Bicycle Club.

Doug and Joanne Kennedy of Portage, Indiana, ages 59 and 51, liked the challenge of the course.

“It was very good,” said Doug. “We enjoyed it. It was tough.”

Kathy Jones, 61, of Peoria said she found two elements of the route especially challenging - running up the steps at Lowden State Park from the river to the Black Hawk Statue and the wind on the paddle portion.

“I am not a step runner,” she said.

“The wind made it tougher.”

Mary Gawrys paddled to the bank near the finish line standing on her kayak. “I had to sit down and paddle when I hit the wind,” the 61-year-old told a fellow competitor.

Back in Oregon, kids enjoyed carnival-like games at Kiwanis Park on the west bank of the river above the dam.

Below the dam, festival officials and volunteers led by Harlan Holm and Randy Holland were busy trying to figure out the logistics for the return of the Tug Across the Rock, an event that was initially held during Oregon’s Autumn on Parade festival. That festival hasn’t held the event for at least 17 years, but allowed River Fest to borrow the tug rope for the event’s re-birth.

After nearly an hour delay of trying to get the rope across the river, and figuring out ways to secure it, a total of four teams tugged it out with a team from the E.D. Etnyre Co. eventually winning the event.

All of the winning teams pulled from the west bank of the river, which appeared to offer a considerable advantage.

The festival was co-sponsored by the Oregon Chamber of Commerce and Oregon Together.

Dickson said they plan to hold the festival again next year.

“It’s absolutely a go for next year,” she said. “We’re determining the dates.”

ACL testing for OHS athletes Oregon High School’s athletic trainer and the staff of Athletico Physical Therapy will offering free screenings to high school athletes in July with the hopes of preventing knee injuries.

On Tuesday, June 27, and Tuesday, July 25, Oregon High School’s athletic trainer John Cain and the staff of Athletico Physical Therapy will be conducting ACL/FMS screens at the Blackhawk Center from 2-5 p.m.

According to a press release issued by Athletic, up to one in 60 high school athletes will tear their ACL every year.

The ACL is the main stabilizing ligament in the knee. Females are up to seven times more likely to tear their ACL than male athletes.

The average rehabilitation time is six months.

The screens will look for potential injury risks. After the test is scored the athlete

will get corrective exercises to help reduce the risk.

“This is open to all athletes in all sports and activities. The screens are not a guarantee that an injury won’t occur. They are to help prevent the injury,” said Cain in the press release. “Help prevent the injury before it happens.”

Seventh and eighth grade players will register from 6 to 6:30 p.m., and fifth and sixth grade players will register from 6:30 to 7 p.m.

All equipment will be handed out immediately after

registration.

The cost to participate is $75 for fifth, sixth, and seventh graders.

The cost for eighth graders, which includes a game jersey, is $100.

A player’s registration must be completed and the participation fee paid prior to participating in practice, no exceptions.

The first day of practice is Monday, July 24 starting at 6 p.m. at the Oregon High School football practice field.

Sports Column IHSA sets the classifications for 2017-18

With the announcement of 2017-18 enrollment classifications and the bass fishing tournament finally completed, the IHSA can finally shut the door on the past school year.

The 2017-18 enrollments are actually based upon a school’s enrollment from Sept. 30, 2016.

Forreston boys and girls basketball came out big winners and Byron boys and girls track were big losers.

The cut off for 1A basketball was set at 268 students, which is exactly the number Forreston falls on.

Last year, Byron (481) was the smallest school in 2A track, with the cut off at 479.

This year, Byron dropped to 472, but the cut off dropped to 471, making them the smallest school in 2A for the second year in a row.

When you are competing against schools with enrollments well over 1,000 in a 3-class system like Byron had to at the sectional, it’s brutal.

For the second year in row, Stillman Valley will be one of the smaller schools in softball, baseball, and basketball. It’s another tough hill to climb, though girls basketball team did pretty well last year, advancing to the super-sectional.

Oregon (439) fits nicely under the cut offs in all the sports. The closest to going up a class is track, where the Hawks are 13 schools away from being in 2A. The combined enrollment of Forreston (268) and Polo (195) is also safely ensconced in 1A track, but by only 18 students. One powerhouse co-op dropping down from 2A to 1A in track will be Erie-Prophetstown.

A major change that will impact an already challenging boys basketball post season is Sterling Newman dropping from 2A to 1A. Even without Newman, 1A was going to be extremely difficult. Maybe the Forreston boys would have been better off in 2A. If Forreston’s baseball team makes it downstate, it will be in 1A again, as the Cardinals will be one of the bigger schools in that classification.

Forreston returns to 2A (234 cut off) in volleyball, as will Dakota again. Galena (239), winners of three

straight 1A regionals, got bumped up to 2A. The area 1A softball scene, which may have been tougher than 2A this past spring, now has 2A state finalist Morrison dropping down to 1A. Did you know that with 101 students, Orangeville is the smallest stand-alone public school in Illinois playing football?

West Carroll remains the largest school in the NUIC with an enrollment of 341.

Consider this though – 50 years ago, the combined enrollments of the three schools that currently make up the West Carroll district (Mt. Carroll, Savanna, Thomson) was 847.

Other enrollment declines in the northwest part of the state have also be precipitous, such as Orangeville going from 260 to 100 or Freeport Aquin from 338 to 101 in that same time frame.

In 1966, Polo had 330 students compared to 195 now. Forreston (232) and Leaf River (150) were a combined 382, a total drop of 114.

In the Big Northern, Oregon is the smallest public school, but comparing numbers from 50 years ago, the combined Mt. Morris/ Oregon numbers were 830.

That would have dwarfed

opponents such as Byron (200), G-K (369), North Boone (291), Stillman Valley (280) and Winnebago (325) and their 1966 enrollments.

But, Oregon would have been smaller than current BNC members Dixon and Rock Falls, who used to be more than 1,000 students.

Bass Fishing Tourney Regarding the bass fishing tournament, it had to be rescheduled twice because of all the rain this spring and high water levels at Carlyle Lake.

The winning boat was from land-locked Buffalo Grove of the northwest suburbs, not exactly a fishing mecca.

They caught nine bass over the two days for a total of 13 pounds. Byron was 18th with five fish and Rochelle 21st with four. Both weighed in around five pounds.

While on the subject of fishing, kudos to former Hawk football players Matthew Stevens and Jake Diehl for taking first place in Cabella’s King Kat fishing tourney earlier this month.

Stevens also had the honor of largest catfish caught at 33 pounds.

Other than an occasional article here and there, this will be the final column until The Telegraph’s Andrew Newman shoots the ball the upcoming school year during the SVM All-Star Classic June 15 at Sauk Valley kicks off in August.

Sheriff Arrests Ogle County Sheriff Brian VanVickle reports the following arrests.

June 14 Payton Lindhe, 20, Rockford, was arrested on an outstanding Ogle County warrant for aggravated battery. Lindhe’s bond was set at $3,000 (10%) pending a July 10 court appearance.

Karla Garcia, 24, Rochelle, as arrested on an outstanding Ogle County warrant for driving while under the influence. Garcia posted 10% of a $5,000 bond and is scheduled to appear in court on July 10.

Ariana Martin, 21, Rockford, as arrested on an outstanding Ogle County warrant for driving while license revoked. Martin posted 10% of a $3,000 bond and is scheduled to appear in court on June 30.

At approximately 11:18 p.m., deputies conducted a traffic stop on a white Nissan Altima in the 6500 block of South Woodlawn Road. As a result of that stop Miguel Garcia, 25, Rochelle, was arrested for driving while license suspended. Garcia was also issued citations for driving a vehicle with a suspended registration, driving an uninsured motor vehicle and driving a vehicle with an expired registration.

Garcia was transported to the Ogle County Jail where he was held in lieu of bond.

June 18 Austin Reeverts, 25, Rockford, was arrested for aggravated fleeing to elude.

Reeverts was held in lieu of bond at the Ogle County Jail John Hitchcock, 34,

Oregon, was arrested on an outstanding Ogle County warrant for a petition to revoke. Hitchcock posted 10% of a $10,000 bond and is scheduled to appear in court on July 7.

Dillon Knight, 27, Marshall Town, Iowa, was arrested on an outstanding Ogle County warrant for failure to appear. Knight’s full cash bond was set at $4,034.54 pending a June 19 court appearance.

June 19 James Foster, 41, Forreston, was arrested at 9:16 p.m. for driving while license suspended during a traffic stop at the intersection of Ill. 26 and Prairie Dell Road. Foster was transported to the Ogle County Jail where he was held in lieu of bond.

Jeramiha Martin, 28, Mt. Morris, was arrested on an outstanding warrant for failure to appear. Martin didn’t post $1,470 full cash for bond and was scheduled to appear in court on June 20.

June 20 Mark Sizemore, no age given, Rockford, was taken into custody at 12:56 a.m. for no valid driver’s license and operating an uninsured motor vehicle after deputies checked on a vehicle on the side of Interstate 39 at mile marker 105. Sizemore was transported to Ogle County Jail and held in lieu of bond.

​Carroll E. Haijenga Carroll E. Haijenga, 70, Baileyville, died on Tuesday, June 13, 2017 at FHN Memorial Hospital, Freeport.

He was born on Nov. 7, 1946 in Freeport, the son of Robert E. and Ruby (Hayenga) Haijenga.

Carroll married Darla J. Voss on Nov. 27, 1965 in Sterling. Darla died on April 14, 2003.

He married Sherry Scheidegger on Dec. 30, 2006 in Forreston.

Carroll was a Polo High School graduate in the Class of 1963. He also graduated from Bailey Technical Institute in St. Louis, Missouri.

Carroll was an agricultural man at heart. From growing up on a farm to fixing Case IH tractors at Coffey’s in Polo, to tending his own farm, and then later to managing an agricultural business in Baileyville up until he retired.

Carroll was a longtime volunteer firefighter with the

Forreston Fire Department.

He was also known as “Big C” to many, especially to his trapshooting buddies.

Carroll’s favorite moments were driving his ’63 Impala, watching his grandchildren’s activities, drinking coffee with the morning crews at the Beltline Cafe and CPS, and making people laugh.

But mostly, he loved sitting on his porch looking over his pond surrounded by his wife, family, and the dogs.

Haijenga is survived by his wife, Sherry, Baileyville;

son, Brian Haijenga, Freeport; three daughters, Brenda (Joe) Akins, Forreston, Beth (Scott) Gordon, Bloomington, and Barb (Shane) Wells, German Valley; two stepsons, Matthew Wisner, Freeport, and Michael Wisner, Normal; six grandchildren, Sarah (Dan) Clark, Adam (Rachel) Akins, Ella and Harrison Gordon, Julia and Andrew Wells; one greatgrandson, Jonathon Clark; sister, Duska (Dave) Ruter; his father-in-law Charles Scheidegger; and his sisterin-law, Marian Haijenga.

Carroll was preceded in death by his parents, his wife, and his brother, Ivan.

The funeral service was held on Tuesday, June 20 at Faith Lutheran Church, Forreston.

Burial was at White Oak Cemetery, Forreston.

A memorial has been established in Carroll’s name.

From practicing his marksmanship at the shooting range and taking his service dogs to local nursing homes to swimming in the

ocean with humpback whales and enjoying the night’s sky as an amateur astronomer— Mark lived life to its fullest.

Mark is survived by his wife, Laura (Rosenow) Knie; mother, Eileen Knie; two brothers, Steven Knie and David (Teresa) Knie; and sister, Christine (Vernon) Shenefelt; brother-in-law, James (Janet) Rosenow; sisters-in-law, Leslie Rosenow and Shelley (Joel) Jameson; two nephews; five nieces; two great-nephews; and two great-nieces.

He was preceded in death by his father, Charles Knie; father-in-law, Thomas Rosenow; and mother-inlaw, Mary V. Rosenow.

In keeping with Mark’s passion, the family asks that in lieu of flowers, donations be made to the Granny Rose Animal Shelter, 613 River Lane, Dixon.

Mark E. Knie Mark Edward Knie, 63, Polo, died on Tuesday, May 30, 2017 with family by his side at the Gundersen Lutheran Medical Center in LaCrosse, Wisconsin.

A celebration of life will be held on Saturday, June 24 at 2 p.m. at the Polo Church of the Brethren.

Mark was born on Oct. 5, 1953 in Freeport, to Charles and Eileen (Strite) Knie.

A lifelong resident of Polo, Mark married Laura Rosenow on Dec. 2, 1979.

Mark joined the family business in 1972 and was instrumental in the success of its growth over the years and could frequently be heard in local radio advertisements and seen in Knie’s commercials on television.

He attended Rockford University where his artistic talents were enhanced and won many national competitions for his creations.

His love of animals could

William C. Woodke William Charles Woodke, 85, Oshkosh, Wisconsin, died peacefully at home surrounded by the love of his family on Wednesday, June 14, 2017.

Bill was born on Nov. 13, 1931 in Sioux City, Iowa, the son of Ronald and Carolyn Woodke.

He graduated from Coe College in Cedar Rapids, Iowa, with a bachelors degree in Economics.

Bill proudly served in the U.S. Air Force as an Airman First Class.

He married Jaris Guild in Hazel Crest on Sept. 12, 1954.

He had worked as a reinsurance executive for American Reinsurance.

Bill had the distinct honor of being a story teller extraordinaire. He also enjoyed reading, coin collecting and being an active member of the Lions Club.

Bill’s favorite all time pastimes were fishing in Canada and living and hosting his family in the cabin he built.

Bill is loved and will

Lance E. Barnes Lance E. Barnes, 80, Oregon, went to be with the Lord on Monday, June 19, 2017.

He was born on Aug. 17, 1936 in Chicago the son of Kenneth and Simonne (Jagot) Barnes.

Lance obtained his associates degree in Firefighting.

He married Marjorie “Marge” VanStedum on March 9, 1957 in Cicero.

He served in the U.S. Army Reserves for eight years from 1955–1963.

Lance retired in 1996 from the Franklin Park Fire Department after 36 years of service.

He and his wife moved to Oregon in 1999.

He served on the Consistory of the Ebenezer Reformed Church stewardship and property committee.

He also was a member of Gideon’s International and

Paola was the kindest, sweetest woman, and loved by many.

Paola is survived by her husband, Giuseppe Venezia, Mt. Morris; children, Angela (Mimmo) Maniscalco, Forreston, Louie (Rosa) Venezia, Mt. Morris, Nick

(Kimberly) Venezia, Mt. Morris, Rosalia Venezia, Mt. Morris; eight grandchildren, Maggie (Ryan) Johnson, Paul Maniscalco, Isabella Maniscalco, Joe Venezia, Paola Venezia, Francesca, Venezia, Joey Venezia, Lenah Venezia; sister, Antonina (Frank) Romano; several nieces, nephews, and cousins.

Paola was preceded in death by her parents; three brothers, Antonino “Tony” Cimino, Vince Cimino, and Frank Cimino.

Funeral services were held on June 20 at Finch Funeral Home, 405 E. Hitt St., Mt. Morris, with Father Joseph Naill officiating.

Burial was at Chapel Hill Memorial Gardens, Freeport.

Clubb, Monroe Center; four siblings, Tracy (Kevin Kurth) Clubb, Freeport, Jeffrey (Tammy) Clubb, Mt. Carroll, Denia (Shawn) Fleming, and Marlaina (Pete) Walker, both of Rockford; grandmother, Caroline Kessen,Rochelle; six nephews; five nieces;

one great-nephew; one great-niece; and many aunts, uncles, and cousins.

He was preceded in death by grandparents, David Kessen, Doris Carter, Betty Rager, and Melvin Rager Sr. The funeral was held on June 17 at Unger-Horner Funeral Home, 400 N. Sixth St., Rochelle, with Father John Evans officiating.

Justin generously helped many other families by being an organ donor.

Cremation rites will be accorded after the funeral service.

Bill and Kathrine met in school where Bill graduated from Mt. Morris High School in 1946 and Kathrine graduated in 1947.

After Bill served time in the Air Force and Kathrine went to secretarial school in Chicago, they were married in Mt. Morris on June 24, 1950.

This Saturday would have been their 67th wedding anniversary.

Bill worked at the Kable Printing Company and Kathrine worked for a time at the Sweet Advertising Agency.

They were both active members of the United Methodist Church and active in the Mt. Morris Scouting programs.

They raised their family in Mt. Morris and were the parents of five children, Lee Ann Burke, Oak Creek, Wisconsin, William Lee Incontro, Jr., West Kirby, England, Michael Louis Incontro, Piedmont, Missouri. now deceased with leukemia on Feb, 11, 2014, Susan Mary (Phil) Bentley, Sharpsville, Indiana, and Diane Kay (Butch) Shockey, Kokomo, Indiana.

There are nine grandchildren

and 17 great-grandchildren in Washington state, Oklahoma, Montana, Illinois, Indiana and Wisconsin.

They are also survived by Bill’s brother, Ted Incontro, Mt. Morris; Kathrine’s brother, Robert Gartner, Oviedo, Florida; and many nieces, nephews, and dear family friends.

Bill and Kathrine were predeceased by their parents and their son, Michael.

Kathrine, known as Katie to her friends, was a talented artist and loved to paint in various mediums and was active in several art associations in Kokomo, Indiana, where they retired.

Bill enjoyed working on his computer, worked part time installing Life-Lines, was Santa Clause to many Kokomo children, and loved taking care of their beloved dog Buddy.

Bill died on April 29, 2011 at Howard Regional Health System in Kokomo of a heart condition and dementia.

Kathrine died on Aug. 24, 2016 at North Woods Village in Kokomo with Alzheimer’s.

In lieu of flowers the family suggests memorial donations to the Alzheimer’s Association and the American Heart Association.

Justin E. Clubb Justin Earl Clubb, 35, Monroe Center, died on Monday, June 12, 2017 at Swedish American Hospital, Rockford.

Justin was born on Nov. 21, 1981 to Melvin and Gayla (Clark) Clubb in Freeport.

He graduated from Stillman Valley High School in 2000, where he was a three time wrestling champion.

He loved camping and canoeing with his nephews and playing with his nieces.

Justin loved his dog, Jack, like his own child and they went everywhere together.

He worked as a laborer in construction for many different places.

She married Giuseppe Venezia on Feb. 10, 1968 in Leighton Buzzard, England.

She has been owner and operator of Cimino Pizza in Mt. Morris, serving local families for 42 years.

Paola was devoted to her family; spending time with her grandchildren, cooking, shopping, and she loved spending time with the ladies while getting her hair styled.

Electronics recycling to be held June 30 in Oregon The Ogle County Solid Waste Management Department will hold its monthly electronic recycling event on Friday, June 30 from 9 a.m. to 4 p.m. sharp at the County Annex Building, 909 Pines Rd., Oregon.

The monthly events are held on the last Friday of the month, for household

electronic items from Ogle County residents only, identification may be requested.

If you have business generated electronics that you wish to recycle, call the OCSWMD at the number listed below for other options.

Items accepted at this

event include all televisions, computer monitors, CPUs, laptops, keyboards, electronic mice, computer speakers, printers, copiers, FAX machines, VCR and DVD players, satellite receivers, computer cables, stereo equipment, phone systems, digital clocks, cell phones, tablets, video

game consoles, holiday light strands, extension cords, CFL bulbs, rechargeable batteries, and printer cartridges.

Microwave ovens are accepted at a charge of $5 per unit.

These and similar items are banned from Illinois landfills.

Residents are limited to 10

items per collection event.

Officials urge Rauner to sign 9-1-1 surcharge hike bill Communications officials say crucial upgrades are needed The Illinois Chapter of the International Association of Public-Safety Communications Officials, in conjunction with the Illinois Chapter of the National Emergency Number Association, have announced a formal request for Gov. Bruce Rauner’s approval of SB1839, a proposed surcharge increase for 9-1-1 calls that allows for crucial upgrades to outdated, flawed and ineffective technology in 9-1-1 centers statewide.

Earlier this month, Illinois

House and Senate legislators voted overwhelmingly in favor of SB1839, a proposed surcharge increase from the current $0.87 cents to $1.50 a line for each device that dials 9-11 in Illinois, not including Chicago.

The Chicago City Council could increase the current surcharge for Chicago residents from $3.90 to $5.

The proposed increase also addresses the rising cost of salaries, technology and resources required to effectively deliver 9-1-1 services across Illinois.

“On behalf of IL APCO and INENA, which share a commitment to raising awareness of the need for 9-1-1 education in communities across Illinois, we greatly appreciate the bipartisan support from both

the Illinois House and Senate for SB1839,” said Brent Reynolds, president of IL APCO. “The goal of this legislation is to develop a fully-functional 9-1-1 system that meets the demands of ever-changing telecommunications technology in a digital world, while being accessible anytime, anywhere, from any device in Illinois.

“Providing 9-1-1 services for all members of our community simply cannot be done by keeping old, costly and failing technology in place.”

“We now look to Gov. Rauner to continue his support of 9-1-1 by signing SB1839,” said Sandy Beitel, president of INENA. “The governor’s signature will properly

fund 9-1-1 in our state and improve technology should any Illinoisan ever have the need to make that emergency call to 9-1-1.”

Without Rauner’s signature on SB1839, Reynolds said Illinois will not receive any 9-1-1 funding after current legislation expires at the end of June.

“There is a likelihood that on July 1, 2017, none of our communities in Illinois will receive the 9-11 surcharge, in which case, each community would need to consider potential property tax increases or other drastic measures to support vital 9-1-1 services,” Reynolds said.

“Lacking sufficient funding, some 9-1-1 systems in Illinois will fail. It’s not a matter of if, but when.”

The Illinois Chapter of the National Emergency Number Association is comprised of public safety professionals throughout Illinois whose mission is to foster the technological advancement, availability, and implementation of the universal emergency number 9-1-1 in the State of Illinois.
