Oregon officials considering allowing non-highway vehicles on city streets

Public feedback sought on proposed ordinance

azoellner@shawmedia.com Oregon City Council members are considering an ordinance allowing qualified non-highway vehicles on city streets, at least under certain conditions.

Council members heard a first reading of the proposed ordinance at their March 22 meeting, where it was presented by City Administrator Darin DeHaan. He said he used an ordinance recently passed in Byron as a template for Oregon’s.

“What’s kind of delayed the process in Oregon is that, because of state law, it’s very hard to connect communities with UTVs,” DeHaan said.

The ordinance would not allow

non-highway vehicles on state highways or county roads, he said. They would be allowed on city roads where the speed limit is no greater than 35 mph between 6 a.m. and 11 p.m., DeHaan said.

Non-highway vehicles include recreation off-highway vehicles below a certain size and weight, and golf carts, according to the draft ordinance.

To operate a UTV on city streets, a driver must be 21 or older; possess a current, valid driver’s license, be insured and always able to provide proof of insurance; any passenger not required to be in a car seat who are under age 18 must wear a helmet; and any child subject to being in a carseat or booster seat in a passenger vehicle also must be in one in a non-highway vehicle, according to the ordinance.

“One of the questions I got feedback form the community on is noise,” DeHaan said. “Like, how loud are these going to be?

And I know everybody references Harley’s and they’re noisy. Byron set its limit at 96

decibels, and so I’m going to work with our police department. During the application process, they would have a decibel meter and they would measure the exhaust to make sure it’s within those 96 decibels.”

The cost of a one-year permit is proposed to be $100 for the first year, and a $50 annual renewal fee, DeHaan said. A decal or sticker would be issued for approved permits, he said. If someone loses the sticker, it would be a $25 replacement fee, DeHaan said.

“I intentionally did this as a first reading, because I’m hopeful to add public input,” he said. “I know it’s kind of a change. I want to make sure that the public’s comfortable with what we’re doing. …

I think this is a really good kind of starting point for us.”

An autopsy was scheduled Tuesday afternoon for a 3-year-old Nelson girl pronounced dead at CGH Medical Center in Sterling around 2:30 a.m. Saturday. The girl lived at the house on the 100 block of East Bassett Street with her parents, Frank and Dana Sauer, and siblings, authorities said.

Nelson toddler’s death under investigation; autopsy this week

NELSON – An autopsy was scheduled for Tuesday afternoon for a 3-year-old Nelson girl who was pronounced dead early Saturday at CGH Medical Center in Sterling, the Whiteside County coroner said.

No one is charged in the toddler’s death. The cause and manner of how she died is still being determined, Whiteside County Coroner Joe McDonald said.

The Lee County Sheriff’s Department and the state Department of Children and Family Services are investigating, along with the Lee County State’s Attorney and the State Police, Sheriff John Simonton confirmed Monday. He declined to release any further information.

Emergency responders received a 9-1-1 call from a home on the 100 block of East Bassett Street around 1:30 a.m.

Saturday, McDonald said. The girl, who was unresponsive, was taken to CGH Medical Center in Sterling, where she was pronounced dead about an hour later, McDonald said.

The child lived with her parents,

Frank and Dana Sauer, and five siblings in Nelson, a village of about 170 in western Lee County, McDonald said.

Frank Sauer also goes by the first name “Joe,” according to public records.

Five children who were in the home are now in DCFS custody, while three older half-sisters are with their father and mother, DCFS spokesman Bill McCaffrey said Monday.

The half-sisters – two of Dana’s daughters and a daughter of Joe’s — lived at the house occasionally, McCaffrey said.

DCFS has had prior interactions with the family, McCaffrey said. He declined to provide more information until the investigation progresses.

Eddie Bouvia of Harmon is the father of Dana’s two girls, 11 and 13.

He said he received a call around 6 p.m. Saturday advising him of the 3-year-old’s death and asking him to come get his girls, who he said lived with their mother.

He wound up taking all of the children, who range in age from 6 months to 8 years, until Sunday night, when the Sauer children were placed elsewhere, Bouvia said.

Project Humane Polo forging forward

Volunteer organization formed to help cull Polo’s community cat population with TNR has helped and fixed about 50 felines

azoellner@shawmedia.com POLO – Nineteen months into their efforts, the core members of Project Humane Polo still are dedicated to reducing the city’s community cat population.

“There’s three of us, and we have done so much,” co-founder Cheryl Galor said. “It’s been a lot of sleepless nights and whatnot, but we’ve learned a lot.”

Founded in August 2020 by Galor, Pam Shore and Ashley Rinehart, Project Humane Polo utilizes a process known as trap-neuter-return, or trap-neuter-vaccinate-return — TNR or TNVR for short. It involves trapping, sterilizing and vaccinating community cats before returning them to the area where they were picked up.

It’s important to return the cats, because familiar territory means a cat knows where to find food, warmth and safety, Galor said. Relocation snatches all that away.

“If you take the cats out of their environment and you put them someplace else, other cats are going to come in and fill that gap, and then you’re going to start all over again,” Shore added. “So, OK, here comes a whole bunch of new cats where you’re going to have to trap-neuter-release or relocate.”

There are additional volunteers who help with things like setting and checking traps, and transporting captured cats to Happy Tails Humane Society for treatment, Galor said. Others support them through donations, be it money, supplies or things they can sell or raffle off — an important factor, because they run primarily on donations, she said.

Shaw Media utilizes the terms “community cat,” “feral” and “stray” as defined by Alley Cat Allies, a worldwide advocacy organizations headquartered in Bethesda, Maryland, dedicated to protecting and improving all cats’ lives.

“Community cat” is an umbrella term referring to any unowned cat which lives outdoors, and includes both feral and stray cats, Alley Cat Allies’ website states. Stray cats are socialized — meaning friendly toward humans — whereas feral cats are not, according to the website.

Galor, Shore and Rinehart founded Project Humane Polo in response to an ordinance passed by city council members on July 6, 2020.

The ordinance introduced fines for feeding cats outdoors and limited the number of animals that can be “owned” to four. It also changed the definition of the word “owner” to include a person “harboring or keeping any animal.” Feeding or sheltering an animal for three or more consecutive days constitutes harboring an animal, according to the ordinance.

Laws regarding community cats differ municipality to municipality, which is why Project Humane Polo only works within Polo, Galor said.

She declined to identify the locations for the cats’ safety, noting that not everyone supports TNR programs.

“I think one of our main goals is to get the word

out there that we’re a group that can try to help the caregivers,” Shore said. “Some of the caregivers are just, they’re afraid, I think, just letting people know that they’re caring [for these cats].

“We try to keep everything as confidential as possible,” she said. “That way, it opens up a lane where

Continued from Page 4 they can feel a bit more comfortable and we can help take care of some of these community cats.”

Galor said she, Shore and Rinehart would never reveal a caregiver who didn’t want to be known.

“They’re not going to get in trouble for asking for help [from us],” she said.

“There’s many, many big-hearted people that are just caring for them, but they can’t afford the spay/neuter and then more kittens come along and, before they know it, they’re overrun.

There’s too many cats,” Galor said.

It’s difficult to measure Project Humane Polo’s impact on reducing the city’s community cat population, but they feel they’ve made progress, she said.

In 2020, they asked city officials to “just give us a number, because apparently our town was overrun with cats,” but no one answered, Galor said.

As such, they don’t have any base from which to measure their progress, she said.

They partner with Happy Tails Humane Society in Rock Falls to treat the felines, Galor said. In addition to being spayed or neutered, the cats are microchipped and checked for things like fleas, ear mites and wounds.

“Anything that we can do, we do,” Galor said. “They’re only going to fall for it once, so we try to get everything done that we can.”

Some people think that Project Humane Polo will come get every cat that’s reported and put it through the TNVR program, but that’s not true, Shore said.

“People say, ‘We just saw this cat.

Can you come out and get it?’ [We

respond], ‘No, no. Take a picture.

We’re going to do a lot of research first,’” Shore said. If the cat is found to be someone’s pet, they won’t touch it.

They’ve put roughly 50 cats through the TNVR program so far, Galor said.

Of those, about 20 now have permanent homes as indoor cats.

“It takes a special person to take a feral cat,” she said. “You really, really have to put time into it.”

The “true blue” feral ones are released back where they were captured, which often is something the caregivers desire, Galor said. Caregivers are the ones who provide food or other resources.

On the occasions the cats they pick up are able to be adopted, it happens fast, Shore said. Almost as soon as it’s out there that there are cats available, they’re adopted.

Galor is highly particular about who can adopt the cats. Just because someone wants a cat, doesn’t mean they’re going to get it, she said.

“I go dive deep in,” Galor said. “We want to be sure that they’re going to be well taken care of.”

Shore is good with spreadsheets and things like figuring out the online store, Cheryl Galor said, while she personally is better at photographing their activities and manging things like social media. Ashley Rinehart rounds out their core team, doing

some of everything, she said.

People look forward to Galor’s Facebook posts, Shore said. If too much time passes without a video or picture of Kitty Kitty Black Kitty — one of the community cats adopted by Galor — then people are asking where he is and if he’s OK. “With our

strengths, we all just kind of let each other do their thing,” Galor said.

Second race track was located south on Galena Trail Road

I

looked out yesterday and I could not quite decide what it was doing. It looked like a mixture of snow, sleet and rain. I decided it was that icy rain that Judy commented on many years ago at church and everyone laughed at her and said there was no such thing.

Now much time has passed and I have seen such a thing myself. Our weather is still unpredictable.

This week, while I was at physical therapy, Bruce raked off my daffodils in the front and cleaned off the small flower bed in the back. It is nice to see the green and feel that spring is near as I watch from the window.

Some of the pots that have been in the garage over the winter have now been placed outside to get the rain showers.

A couple of containers of succulents in the house will wait until it is warmer. They needed more protection over the winter and it will have to be

I have no desire to get out and dig in flower beds or plant flowers since I am still chilled in the house. I will wait for the sun to shine and weather to be warmer.

For starters, my knee still likes to be elevated so I have problems just sitting upright for very long.

At the present, I am watching basketball games as I sit back in Kenneth’s electric chair. I also watch the news and wonder where our world is going.

In Polo, the race track is being settled and the mystery of two tracks has been uncovered. At the last Polo His-

torical Society program night, someone noticed a framed map of a race track. There was a bit of confusion as to where that race track was on Galena Trail Road.

My mind was still on the old Barber Park race track on Eagle Point Road and near Galena Trail Road.

Linda uncovered the story of the second race track south further on Galena Trail Road. We had to go across the Milledgeville Blacktop and further south to find the newer one.

When Linda emailed me the name of Dr. Clark McDaniel, I knew exactly where the second race track was located. My mind had totally forgotten about that second race track.

Dawn McDaniel, daughter of Dr. and Mrs. Clark McDaniel, was a horse person. When the family bought property on Galena Trail Road they built a horse barn and a horse track. They had numerous horses and I am not certain how all the horses were used.

This seemed to be back in the 1970s.

How many of you remember the horse track?

In the 70s I was busy going to school, teaching and raising a family in Eagle Point. I was not too involved in what was going on in Polo at that time.

Eventually the McDaniel family left Polo, moved to Texas, and had horses down in that area. Dr. Clark McDaniel is no longer living.

The map did however create much interest that night of our meeting of Polo Historical Society. Now we are focusing our interest in the Peek Home once more.

We will pull out the pictures, the stories, and once more think of how that orphanage helped children at a time when they needed it. Times were tough for children.

Taking a look back at Class of 1935 B.C. (before computers)

By OTTO DICK This is taken from an anonymous submission to the Ogle County Historical Society regarding what life was like in 1935.

We were before the pill and the population explosion. We were before TV, penicillin, polio shots, antibiotics and Frisbees, before frozen food, nylon, Dacron, Xerox, Kinsey.

We were before radar, fluorescent lights, credit cards and ballpoint pens.

For us timesharing meant togetherness, not computers, a chip meant a piece of wood, hardware meant hardware and software wasn’t even a word.

In our time, closets were for clothes, not for coming out and being gay meant you were happy and carefree. In those days bunnies were small rabbits and rabbits were not Volkswagens.

We were before Batman, Rudolph the Rednose Reindeer and Snoopy. Before DDT and vitamin pills, vodka (in the United States) and the white wine craze, disposable diapers, and the Jefferson nickel.

Before Scotch Tape, the Grand Coulee Dam, M&M’s, the automatic shift and Lincoln Continentals.

When we were in school, pizzas, Cheerios, frozen orange juice, instant coffee and McDonald’s were unheard of. We thought fast food was what you ate during Lent. We were before FM radio, tape recorders, electric typewriters, word processors, electronic music, digital clocks and disco dancing.

Almost no one flew across the country and Trans-Atlantic flight belonged to Charles Lindbergh and Amelia Earhart. We were before Israel and the United Nations. Before India, Pakistan, Indonesia, Iceland, and the Philippines were independent countries.

We were before pantyhose and drip dry clothes, before ice makers and dish washers, clothes dryers,

We were before Leonard Bernstein, yogurt, Ann Landers, plastics, hair dryers, and the 40 hour-week, the minimum wage. We got married first and then lived together. How quaint can you be?

In our day cigarette smoking was fashionable, grass was mowed, Coke was something you drank and pot was something you cooked in.

We were before coin vending machines, jet planes, helicopters and interstate highways. In 1935 “made in Japan” meant junk, and the term making out referred to how you did on an exam.

In our time there were 5 and 10 cent stores where you could buy things for 5 and 10 cents. For just one nickel you could ride the subway or make a phone call, or buy a coke or buy enough stamps to mail one letter and two postcards.

You could buy a Chevy Coupe for $659, but who could afford it? Nobody. A pity, too, because gas was 11 cents a gallon.

If anyone had asked us to explain CIA, NATO, NFL, JFK or ERA,we would have said alphabet soup.

Woman’s Club’s antique show’s return a success

azoellner@shawmedia.com The Oregon Woman’s Club hosted its antique show last weekend after two years off because of the COVID-19 pandemic.

“I think thinks went really well,” club President Jan Steward said. “We had quite a large crowd considering it was our first year back.”

Everyone seemed excited to be out and that the show had returned, Steward said. By 8:30 a.m., on Saturday there was a line waiting to get in when the doors opened at 9 a.m., she said.

“The people that were talking to me, they said they were glad to be out, glad to have it again and that it’s always such a nice show,” Steward said. “I did not hear any negative comments.”

A little over 1,300 people attended and there were 40 vendors, club Trea-

surer Sandie Brubaker said. The last time the show took place, which was in 2019, attendance came in around 1,600, she said.

“We were very happy with attendance,” Brubaker said. There were a few less vendors — some were wary about coming out because of COVID-19 — but it still was a good comeback, she said.

The event took place at Blackhawk Center in Oregon, and featured the return of some popular offerings, including crystal and china repair.

Appraisals were offered on Sunday for $5 per item.

The Oregon Woman’s Club was formed in 1922 and supports a number of community organizations, including the Veterans of Foreign Wars, Friends of the Library, Serenity House, Hope of Ogle County, Winning Wheels and the Rock River Center.

Latex paint recycling, aerosol products, document shredding offered Saturday, April 9

The Ogle County Solid Waste Management Department (OCSWMD) will be hosting a Latex Paint/Aerosol Can Recycling and Document Shredding Event on Saturday, April 9, at 909 Pines Road in Oregon.

This event is for Ogle County residents only and identification is required (valid driver’s license, identification card or recent utility bill accepted for identification).

No permits are required for this recycling event.

Latex paint will be collected for recycling from 8 a.m. until 12 p.m. The first 10 containers of latex paint per vehicle will cost $1 per quart-sized container, $2 per gallon-sized container, and $8 per 5-gallon pail.

The OCSWMD will subsidize the remaining cost to recycle the latex paint. Any additional containers of latex paint will be charged the full price to recycle, which is $2.50 per quart, $5 per gallon, and $18 per 5-gallon pail. Cash, credit card, or checks payable to “EathPaint.org” will be accepted for payment.

Oil-based paints, stains, and varnishes and spray cans will not be accepted. No business or contractor paints accepted. No bulking of latex

paint. Bulked latex paint cannot be recycled.

EarthPaint.org is a nonprofit business in the Chicago area that works with adults with special needs and disabilities to sort and recycle unwanted latex paint into new paint or other products.

Aerosol cans, small 14-16 once propane cylinders, and small isobutene cylinders will also be accepted by Flatcan Recycling. There is no cost up to and including 10 containers, after 10 items aerosol cans and isobutene cylinders are $1 and propane cylinders are $2 for recycling. Most aerosol spray products will be accepted for recycling.

Secure, on-site document shredding will be conducted by Freeport Recycling’s Shred-Beast truck from 9 a.m. to 12 p.m. There is a limit of three boxes per vehicle. No business or institutional material accepted. There is no cost to residents for paper shredding, because the OCSWMD will cover the cost of the Shred-Beast truck and staff.

NEWS BRIEFS Game Afternoon event at Rock River Center with woman’s club is April 8

The Oregon Woman’s Club’s “Game Afternoon” at the Rock River Center is Friday, April 8.

This fundraiser is open to the public. Participants should bring their own cards or board games to the event. Gather friends and reserve a table or join others to play favorite games.

Refreshments will be served, and at the end of the afternoon, there will be a drawing for door prizes.

Admission is $5 per person at the door. Fees will go to support OWC’s various local charities.

Illinois 64 bridge work to begin

Repairs on the Illinois 64 bridge crossing Interstate 39 are slated to begin on Friday, April 1, weather permitting, the Illinois Department of Transportation announced March 25.

Work will repair the bridge deck and joints and include installation of a bridge deck overlay.

Illinois 64 will remain open to two-way traffic with traffic shifts and reduced lane widths during the $782,870 project,

which is expected to be completed by September.

“Motorists can expect delays and should allow extra time for trips through this area. To avoid the work area, when feasible, use of alternate routes should be considered,” an IDOT press release said.

“Drivers are urged to pay close attention to changed conditions and signs in the work zones, obey the posted speed limits, refrain from using mobile devices and be alert for workers and equipment.”

Over the next six years, IDOT is planning to improve more than 3,535 miles of highway and 9 million square feet of bridge deck as part of the Rebuild Illinois capital program, which is investing $33.2 billion into all modes of transportation, the release said.

NIU offers reading of plays as fundraiser for Ukrainian artists

The NIU School of Theatre and Dance will present an evening of short plays by Ukrainian playwrights on Sunday, April 3, to raise funds to benefit Ukrainian artists.

The event is part of The Ukrainian Component of the World-Wide Reading Project with readings of brandnew plays about war-time Ukraine from The Theatre of Playwrights in Kyiv.

Admission is free, but donations will be accepted with 100% going to benefit Ukrainian artists.

Seven short plays will be performed starting at 7:30 p.m. in the Stevens Building’s O’Connell Theatre, located on the main NIU campus.

Village of Progress Foundation announces scholarships For 24 years, the Village of Progress Foundation has presented educational scholarships to folks in Ogle County.

Applicants must be a resident of Ogle County and a high school senior or full-time college student who either has a disability or is majoring in an area that serves those with disabilities.

The first scholarship, in the amount of $1,000 is made through the generosity of the Pete & Wanda Cacciatore Family. The Cacciatores have been long time supporters of the Village of Progress.

Wanda was a member of the Village of Progress Board of Directors for 10 years beginning in 1988 and has served on the Foundation’s Board for over 25 years. Her husband, Pete was also an enthusiastic supporter of the Village.

Pete passed away in the fall of 2014, leaving behind a legacy of commit-

ment to the Village and its mission.

This year a scholarship through the Cacciatore Family was given to Gracie James. Gracie graduated from Stillman Valley High School and currently attends Kishwaukee College.

She wants to pursue a degree in special education at a University. She has a heart for helping others. Throughout high school she volunteered for many organizations like Bread of Life Food Pantry, Carpenters Place, and Rockford Rescue Mission.

She is a member of the National Honors Society. She worked multiple jobs while maintaining her strong GPA. She is described as strong, confident, and responsible, with an excellent work ethic.

The second scholarship, in the amount of $1,000 is made through a gift from Larry Young & Friends Charities. Larry Young & Friends Charities partner with the Foundation to help make its annual golf outing a success.

Larry Young also serves on the

Foundation’s Board of Directors.

This year a scholarship through the Larry Young & Friends Charities was given to Madison Ost. Madison is a senior holding an above-4-point GPA at Rochelle Township High School.

Madison will be pursuing a degree in Occupational Therapy. Madison wrote about her desire to make a difference after observing an Occupational Therapist work with children with autism and watching the therapist actually elict eye contact and smiles from the students which were previously staring at a wall.

Each of Madison’s references commented on the countless clubs and numerous recognitions that she has received over the years.

Local Scouts receive $10,000 grant from Girl Scouts of the USA Girl Scouts of Northern Illinois (GSNI) received a $10,000 grant from Girl Scouts of the USA (GSUSA) on Feb. 15.

BRIEFS New Native American cultural center to open in Freeport

Serenity Home and Hospice will host its first Art Dash Fundraiser at Cork and Tap, 305 W. Washington St., Oregon, on Wednesday, April 6 from 6- 7 p.m.

Tickets are divided into two categories, “Dasher” which cost $100 and “Spectator” which cost $50.

The fundraiser will feature 50 local artists from throughout the nine counties that are serviced by Serenity, all of whom have donated original artwork worth at least $100.

After the “Art Preview”, three attendees who have purchased “Dasher” tickets will be randomly selected to dash for an art piece of their choosing. Every “Dasher” will have the opportunity to go home with an art piece.

OBITUARIES VIRGINIA ANGLE HOUGH Born: August 18, 1930 Died: March 25, 2022

MT. MORRIS, IL – Virginia Angle Hough, age 91, passed away on March 25, 2022 at Pinecrest Manor, Mt. Morris, IL. Ginny was born on August 18, 1930, on the family farm in Buckeye Township, Cedarville, IL, the daughter of Ralph and Velma (Lowe) Angle.

She married Robert “Bob” Hough Jr. in Cedarville on April 6, 1951, at the Cedarville Methodist Church. Ginny and Bob met

through the church at a Methodist Youth Fellowship (MYF) event.

Ginny attended school at Mt. Hope, the one-room school on the farm, for which her grandfather donated the land.

She graduated from Dakota High School Class of 1948, and graduated from Deaconess in Freeport as a Registered Nurse. She worked as a nurse at Cook County Hospital Chicago, Deaconess Hospital Freeport, for Dr. Boulder in Forreston, and Pinecrest Manor in Mt. Morris and was one of the first employees for Ogle County Hospice in Oregon.

She also helped her husband in the family business, Hough Hardware Co. Ginny was a member of St. James Lutheran Church, rural Forreston. She was a 4H leader for the Jolly Jane’s Club, was a Cub Scout Leader and was a member of Ogle County

She was an accomplished seamstress and quilter, and was a proud member of the West Branch Ladies Aide Society. She always cooked and baked as if the threshers were coming. Her ham balls and parker house rolls were legendary.

She truly was “Granny 1,” which she proudly displayed on her license plates for nearly 50 years.

Ginny is survived by her son, Gerry Hough, of Mt. Morris; daughter, Jane (Wayne) Atteberry, of Belvidere; grandchildren, Chris (Jason) McCoy, of Milwaukee, WI, Rob (Lynnette) Hough IV, of Mt. Morris, Rick Hough, of Mt. Head coaching changes for OHS boys basketball, football

B

ig news coming out of the Oregon athletic department with the announcement of Jarrett Reynolds as boys basketball coach and Nick Schneiderman resigning as head man in football.

As has always been the case in high school and colleges, these are the two high profile positions, with head coaches often carrying more clout than the city mayor. That is, if a program is winning, something that hasn’t been happening at Oregon.

During Schneiderman’s five years, the Hawk grid record was 9-31. You notice I didn’t say “his” coaching record.

With a lack of players and talent, there is no use attaching a person’s name to it. I doubt if Bill Belichick could have done any better.

Even in Hall of Famer John Bothe’s last two years, the records were 3-6 and 2-7. So it’s been a struggle the last seven years at Landers-Loomis Field.

Except for winning campaigns in 2016 and 2020, there also has been a drought on the hardwood, with perhaps the lowest point in the history of Oregon basketball this past season.

The only wins were against 0-25 West Carroll and in overtime over 3-29 AFC.

GUEST VIEW Andy Colbert On a side note, the towns that feed into WC and AFC have had success as stand-alone schools.

Around here, memories of good Mt. Morris and Oregon teams abound. The West Carroll consolidation has a pair of state trophy teams in Thomson and Mt. Carroll. Before they combined with Ashton, Franklin Grove did quite well on its own.

How times have changed, as have demographics and enrollments in these three expanded schools districts.

Winning and losing can be cyclical in nature, but one has to wonder when that change will take place at Oregon?

The freshman football team had its largest turnout in recent years and had success. More than one person told me that good basketball is being played at the junior high.

But the real test is what happens on the varsity level. Too many times,

all-star lower level teams have fizzled out.

Here is how is sometimes plays out in basketball. The eighth grade 6-footer with facial hair stops growing. Another player loses interest, while another gets injured and another turns to drugs. By senior year, there might be only a starter left from the junior-high squad.

Far-fetched you say. In today’s world, not really.

On the positive, what also can happen is kids that didn’t play much because they hadn’t matured become key components. Everything shakes out by the junior or senior year.

For boys, that is. The maturation process for girls is different, with an earlier peak.

Bottom line: It is tough being a head coach.

After watching the determination Jarrett Reynolds demonstrated as a guard on the 2016 Hawks basketball team, I look forward to his tenure as head coach. Certainly, things will be on an upswing.

It will be interesting to see the pool of candidates for football. Oregon has good facilities, a good athletic department, community support, a prestigious conference and plenty of able

assistants.

And don’t forget about the upcoming freshmen class.

By the way, it is not just football and basketball that Oregon has had troubles. Cross country, baseball and track and field also have been down.

Although we have been speaking more on the negative side this week, remember that Oregon is the smallest non-private school in a very competitive Big Northern conference.

In basketball, there are traditional powers Lutheran, RC, Winnebago, besides occasional strong teams at Dixon, Byron and Rock Falls. In football, Byron, G-K, Dixon and SV also make life tough on the Hawks.

Additionally, there is the emotional toll of constantly getting beat.

For kids, that has to be a chore showing up for practice week after week with little hope for victory.

I applaud the young men that stick it out and give it their all for good old OHS. In many ways, that can be harder than being on winning teams.

dwussow@shawmedia.com The Sterling and Oregon girls soccer teams battled through frigid weather and high winds on Saturday morning at Roscoe Eades Stadium, but neither team could take control in the end as they ended in a 0-0 tie after 80 minutes of nonconference play.

The Golden Warriors (0-4-1) applied more pressure in the first half, attempting five shots on goal against the Hawks’ two, but they couldn’t quite capitalize, misfiring on the few chances they had due to high winds and Oregon’s stingy defense.

Oregon (1-0-1) had at least two opportunities to get on the scoreboard in the first half, but Sterling goalkeeper Rene Garza saved or sent away any balls that got through the first line of defense.

On the other side, goalkeeper Taylar Rufer kept the Hawks’ goal secure.

“Today, very windy, and on turf, the ball was just moving at speeds that we aren’t used to. But overall, in conditions like this, you just never know what’s going to happen,” Oregon coach Seger Larson said. “So to come out 0-0, we’re going to take what we can from the game.

But we play all of our games on grass, so

it’s a lot different for us.”

With about 25 minutes to go in the second half, Sterling looked poised to take the lead when a ball bounced out of Rufer’s hands near the right side of the goal and rolled over to the left side. Fortunately for Oregon, Sterling’s offensive players were hanging back and Rufer was able to recover, diving on the ball before it rolled in or was kicked in.

The Hawks managed three more attempts on goal in the last 11 minutes, but Garza saved the ones that got through and Sterling’s defense stayed aggressive, foiling all of Oregon’s attempts at a last-minute victory.

“They did good. It was a good battle versus Oregon,” Sterling coach Raul Sanchez said. “It was windy, so it was hard because they’re not used to that yet, but they played through it, which, I’m real proud of them.”

Larson said the Hawks will continue to work on their communication moving forward.

The Ogle County Sheriff’s Department has received multiple reports recently of a phone scam targeting Byron Bank customers.

“The scam involves a person contacting people with the caller ID reading Byron Bank, and the caller claiming to be an employee of the bank,” the sheriff’s department said in a Facebook post. “The caller advises of possible fraudulent activity on their account, and then obtains information from the victim that gives them access to the bank account. Victims have reported a monetary loss between a few hundred and several thousand dollars.

“Please be aware that your bank, regardless of where that is, will never call you and ask for personal information regarding your account over the phone. Should you question the legitimacy of a call, hang up the phone and contact your bank directly.”

Sheriff announces St. Patrick’s Day enforcement campaign results The Ogle County Sheriff’s Office made 12 arrests and issued 95 citations during the St. Patrick’s Day enforcement campaign.

“We strongly enforce traffic laws for one reason – to save lives,” Sheriff Brian VanVickle said.

“Encouraging sober driving and seat belt use improves safety for all.”

Deputies issued citations for numerous offenses, including: • Two arrests for driving while under the influence; • 10 arrests for driver’s license violations (no/suspended/revoked driver’s license); • 39 citations for speeding; • Eight citations for no insurance; • 10 citations for registration violations; • One citation for distracted

driving (using a cellphone); • One citation for illegal transportation of alcohol; • Seven citation for improper lane usage; • Five citations for equipment violations; • Nine citations for other moving violations.

The Drive Sober or Get Pulled Over and Click It or Ticket efforts started March 11 and ran through the early hours of March 18, Van-

Vickle said.

The goal was to keep impaired drivers off the roads and to ensure more people buckle up and follow all traffic safety laws, he said.

The sheriff’s office joined forces with state and local enforcement and highway safety partners for the enforcement campaign, which was made possible by federal traffic safety funds administered by the Illinois Department of Transportation.

OGLE COUNTY SHERIFF ACTIVITY Ogle County Sheriff Brian VanVickle reports the following activity: March 21 Mark Ellena, 57, of Leaf River, was arrested for criminal damage to property. Deputies responded to a residence in the 2000 block of West Myrtle Road at approximately 5:44 p.m. for a report of criminal damage to a vehicle. Ellena was arrested after an investigation and transported to the Ogle County Jail and held in lieu of bond.

March 23 Kevin Childley, 59, of Rochelle, was arrested for driving while under the influence of alcohol after a two-vehicle crash. Deputies responded to the intersection of South Skare and East Cottonwood roads at approximately 3:50 p.m. An investigation showed that Childley’s vehicle was eastbound on East Cottonwood Road when he disregarded the stop sign at East Skare Road. Childley’s vehicle entered the intersection where it struck a southbound vehicle driven by Patrick Hochstein, 38, of Franklin Grove.

Childley and Hochstein refused medical attention at the scene. Childley was transported to the Ogle County Jail and held in lieu of bond. Childley also was cited for failure to reduce speed to avoid an accident and disregarding a stop sign.

March 24 Blake Cohoon, 37, of Stillman Valley, was arrested for driving while license revoked after a traffic stop in the 100 block of South Hickory Street in Stillman Valley at approximately 5:30 p.m. Cohoon was transported to the Ogle County Jail and held in lieu of bond.

Michael Bear, 29, of Rockford, was arrested for driving while license revoked and unlawful possession of cannabis after a traffic stop on Interstate 39 near mile marker 113 northbound at approximately 10:46 p.m. Bear also was cited for operating an uninsured motor vehicle and illegal window tint. Bear was transported to the Ogle County Jail and held in lieu of bond. While deputies still were on the scene of the initial traffic stop, a second vehicle arrived. After an investigation of the second vehicle, Thi Ha, 25, of Rockford, was arrested for driving while license suspended and cited for operating an uninsured motor vehicle. Ha was released on an I-Bond and given a future court date.

March 25 Tyrone Pearson Jr., 40, of Rockford, was arrested for driving while license revoked after deputies checked a vehicle parked on the shoulder of Illinois Route 64 near

Interstate 39 at approximately 6:53 a.m.

Pearson was transported to the Ogle County Jail.

March 26 Doris S. Medina, 30, of Rockford, was arrested for possession of a stolen vehicle, resisting a peace officer and an active Rockford Police Department arrest warrant for assault/domestic battery. At approximately 9:18 p.m., deputies were dispatched to a driving complaint on a westbound Cadillac sedan on Illinois Route 72 from Stillman Valley. The person reporting the complaint provided the Cadillac’s registration, which revealed the vehicle to be one stolen from Rockford earlier in the day.

Deputies located the vehicle and conducted a traffic stop at Route 72 and North Kishwaukee Road. Medina was taken into custody and transported to the Ogle County Jail where she was held with no bond. The Cadillac was released to the owner on scene.

March 27 Osman Omar Avila Meza, 28, of Elgin, was arrested for no valid driver’s license after a traffic stop at Illinois Route 64 and Interstate 39 at approximately 10:25 p.m. Avila Meza was taken into custody without incident and

released on scene on a $2,500/10% I-Bond and a return court date. Avila Meza also was cited for illegal window tint and operating an uninsured motor vehicle.

March 28 Acquianetta James, 31 of Rockford, was arrested at 7:05 p.m. for driving while license suspended following a traffic stop on I-39 at mile marker 111. James was also issued a citation for loud exhaust. James was released on an I-Bond with a return court date later next month.

At approximately 9:57 p.m., deputies attempted to stop a vehicle in the 5000 block of North Illinois Route 26. The vehicle fled and was later stopped near the intersection of Chestnut Ave and Spruce St in Forreston.

After further investigation Tyquan Spearman, 18 of Freeport, was arrested for aggravated fleeing to elude a police officer and resisting a peace officer. A passenger in the vehicle, Derrick Gibson, 24 of Freeport, was arrested for resisting a peace officer.

Spearman was also cited for speeding, improper lane usage, and disobeying a traffic control device.

Spearman was transported to the Ogle County Jail where he was held pending an appearance before a judge. Gibson was transported to the Ogle County Jail where he was held in lieu of bail.
