Welcome to the City of Woodstock
O
n behalf of the City and its residents, welcome to Woodstock, a growing, vibrant community with strong commitments to long-held historic, cultural, educational, healthy-living, and healthy-environment values.

First established in 1844, our City was called Centerville, referencing its central location in McHenry County and the fact it serves as the seat of our county government. In 1845, Centerville was renamed Woodstock and has celebrated significant recognition over the years, being named an All America City in 1964, a Certified City in 1987, a National Trust Distinctive Destination in 2007, and most recently, a Preserve America Community. The Woodstock Square is listed on the National Register of Historic Places and rests in the center of the City’s Historic District. Pillars of the district include the historic Woodstock Opera House, theatrical home of renowned performers Orson Welles, Paul Newman, Betsy Palmer, Tom Bosley, Shelley Berman, Lois Nettleton and Geraldine Page, and the Old Courthouse, today’s home of the Old Courthouse Arts Center and Public House Restaurant. Surrounding the Square are a number of beautifully restored Victorian homes, many of which have been plaqued by the Historic Preservation Commission in recognition of their significance to the City’s history and architectural diversity. Woodstock is the centerpiece of the region’s visual and performing arts community with events promoted to a wide audience at www.realwoodstock.com. Each year there are more than 500 performances at the historic Woodstock Opera House. February 2nd marks Groundhog Day as the community waits for our own Woodstock Willie to make his prognostication. Wednesday nights during the months of June and July will find residents in the Park in the Square enjoying evening concerts performed by the Woodstock City Band, a tradition for more than 133 consecutive years! Tuesdays and Saturdays from May through October find the Farmers’ Market, ranked number one in the State of Illinois and in the top ten nationwide, open for business. The Square is alive every weekend throughout the summer with arts and crafts shows, festivals, weddings, the annual

Memorial Day Parade and welcome home celebrations for our returning service men and women. A day of shopping in Woodstock’s unique and inviting stores recalls memories of scenes and personalities associated with the Dick Tracy cartoon. Chester Gould, creator and cartoonist of the famed police detective, lived in rural Woodstock for 50 years and based many of his characters and stories on local events, buildings, and people. A walk around the downtown area also provides the opportunity to stop at many locations identified by plaques as the site of important scenes in the movie Groundhog Day filmed in Woodstock in 1992, and still celebrated here annually. We know you’ll enjoy the Woodstock on Film and on the Stage Mural and Sculpture Garden, located next to Classic Cinemas Woodstock Theatre on Main Street, our residents’ creative tribute to this community’s cultural treasures. Regardless of the reason for visiting the City, a day in Woodstock is nicely topped off by an evening of dining at any of the City’s many fine dining establishments. Square restaurants offer outdoor dining during the summer and cozy indoor fares in fall and winter. And, the Square in winter is simply not to be missed. Nothing is more spectacular than the traditional Lighting of the Square ceremony as trees and buildings become ablaze with light in preparation for the holidays. A winter evening is truly incomplete without a horse drawn carriage ride over the brick streets or a leisurely stroll under the magic of the winter lights. Woodstock consistently demonstrates its commitment to quality education. Community Unit School District 200 offers two high schools, two middle schools, six elementary schools, the Verda Dierzen Early Learning Center, and Clay Academy. Currently, 1,900 students in the District are enrolled in their award-winning dual language program, recognized by the Government of Spain as an International Spanish Academy, in which students receive instruction in all curricula in both English and Spanish. Additionally, Woodstock is home to St. Mary Catholic School and Marian Central Catholic High School. The community supports a state-of-the-art public library, complete with children’s center, reading room, internet access and community room. Just a few short miles from McHenry County College, Woodstock offers easy access to traditional college courses, as well as numerous adult education classes. The City is also home to the Challenger Learning Center. Dedicated as a memorial to the crew of the ill-fated Challenger space flight, the Center provides science exploration and team building programs for youth and adults alike. The site is owned and

managed by the Woodstock Center of nationally known Aurora University, now offering an M.B.A. in Leadership, an M.S. in Nursing, and doctoral degrees in education with leadership emphasis in the areas of Adult and Higher Education, Curriculum and Instruction, and Educational Administration. Our community also offers exceptional health care and senior living facilities. Mercy Woodstock Medical Center opened in 1999, offering comprehensive health care dedicated to broadbased healing, while Centegra Health System offers Emergency Room, rehab and behavioral health services. For over 125 years, Hearthstone Communities has provided quality senior living options and opportunities for senior citizens and their families with an emphasis on compassionate, family-oriented senior care. With nearly 550 acres of parkland and many more acres of open space, Woodstock demonstrates a strong commitment to maintaining its individual character and identity within a larger growing region. Through partnerships with the McHenry County Conservation District, The Land Conservancy, and the Environmental Defenders of McHenry County, the City actively
works to conserve and preserve precious natural resources. Thanks to the efforts of the Defenders and a strong collaboration with municipal and county governments, McHenry County was the first in the State of Illinois to mandate a curbside recycling program. Environmental protection is truly a way of life in Woodstock. And for those interested in sports and recreation, the City offers the Woodstock Water Works aquatic center; the Woodstock Recreation Center, with a full range of health and fitness equipment and programs; a 2.5 mile walking/running path in Emricson Park; and numerous soccer fields and ball diamonds throughout the City for both leagues and families to enjoy. he City of Woodstock operates under the CouncilManager form of government that combines the political leadership of an elected Mayor and six City Council members with the managerial experience of an appointed City Manager.

he Woodstock Police Department includes sworn police officers and detectives, civilian employees, community service officers and school crossing guards. They perform police protection patrol services, non-patrol and investigative functions, community services, parking enforcement, traffic safety, communications/record functions and administrative services.

The Woodstock Fire/Rescue District provides two important public safety services for Woodstock area residents: fire and rescue protection. Due to its high quality, properties within the district enjoy a very low fire insurance rating for home and business owners. B.O.C.A. fire and building codes are enforced in the construction of all new structures in the district. Firefighters and paramedics conduct fire inspection and safety education programs throughout the year. 85 percent of the members are cross-trained in fire and medical emergencies. Paid, on-premise members provide for 24 hour on-duty response to all medical incidents. Future plans provide for more personnel on duty to also respond to fire incidents.

Residents of Community School District 200 outside the city limits of Woodstock, (i.e. Rural WPL District residents) may obtain a restricted library card at no charge or a full service card at a fee of $37 per family. The City of Woodstock strives to recruit and maintain a highlyqualified staff of employees, whose goal is to provide exemplary customer service to the residents of Woodstock. To this end, the Human Resources Department handles all recruitment functions to fill vacancies or new positions. Openings are posted in the City Hall entryway display case, and are listed on the City’s website under
the Jobs button on the opening page. While unsolicited resumes are not encouraged, the department maintains an Interest Card file and will forward applications for specific position openings to qualified individuals. Township Government
T
ownship Government is older than 1776. It originated in the mid-1600s, more than 100 years before our country became an independent nation.
Township government in Illinois dates back to 1787, when Congress established the Northwest Territory and designated counties and townships within the territories. When the second Illinois Constitution was adopted in 1848 it gave counties the option to include townships in their governmental structure. A majority of Illinois counties chose the township system in a general election of 1849, among them being McHenry County, where the voters almost unanimously chose township government in a referendum in November of 1849. A Township, as a political and geographic subdivision, is a municipal corporate body that can sue and be sued, own property, borrow money and levy taxes. Townships have many duties and some permissive powers. Services expressly required of all townships include providing for welfare assistance, building and maintaining rural roads, assessment of property and preventing the spread of communicable disease. In addition to this, townships may establish libraries, medical clinics, museums, community buildings, public rest stations, mental health facilities and youth committees.
The Supervisor is the Chief Executive Officer of the township and is responsible for the township funds, serving as treasurer of all funds and records all transactions in an official book.
McHenry County is divided into 17 townships. There are generally eight elected officers in each township. These are the supervisor, clerk, assessor, highway commissioner and four trustees. The term of office for each position is four years. Terms are synchronous rather than staggered. The annual meeting of the township electors is held the

The Supervisor must file a statement of the financial status of the township with the township clerk. A summary of this report must be published annually. One of the most important functions of the Supervisor is in the area of General Assistance. The Supervisor of General Assistance gives aid to the needy. Money used for this purpose is raised by local taxes and non-State receiving units, which applies to most of the 1,400 plus townships in Illinois. The money thus raised is used to provide food, shelter, utilities, medical care and burial whenever necessary.

In 1991 director Harold Ramis chose Woodstock as the location for shooting the comedy classic film “Groundhog Day.” It has made Woodstock an endless point of interest, bringing visitors from all over the world. The Woodstock Public Library and City Hall have information and exhibits on the filming of the movie, plus there are numerous placards marking significant filming locations throughout downtown Woodstock. You can even book a room at the house from the movie, now known as The Cherry Tree Inn Bed & Breakfast. In addition, Woodstock is host to the annual Groundhog Day Festival that pays homage to the film and includes a walking tour of sites in the movie, as well as the groundhog’s prediction for when winter will end.

Chester Gould, who created the Dick Tracy comic strip which ran 1931 to 1977, lived in rural Woodstock for 50 years. The Dick Tracy comic strip originally premiered in the Detroit Mirror, then in the New York Daily News, followed by the Chicago Tribune, and then on to nationwide syndication, and eventually to international audiences. The crime fighting adventures of Gould’s Dick Tracy character were so popular that the comic strip appeared on the front page of the New York Daily News for 45 consecutive years, and it was seen in 27 foreign papers.

July and August sizzle with family-friendly events, like a spectacular car show, the renowned Midwest Mozart Festival and free City Band concerts in the park. Also in August, the eagerly anticipated McHenry County Fair fills Woodstock with rides, games, and foods for every taste. In September, The Autumn Art Tour features local artisans at work in their homes while Harvest Fest celebrates Bluegrass music, with old time crafters and blacksmiths, antique tractors and 22
handmade crafts from across the Midwest at the Fair in the Square. The Mexican Independence Day Celebration, annual Food Truck Festival and, of course, Apple Picking in one of the many local Orchards make September a popular month to visit Woodstock. October brings Autumn Drive, a scenic tour of rural arts, crafts, and harvest happenings, and a new tradition, the Lighting of the Lanterns, with scores of handcarved pumpkins adorning the beautiful Woodstock Opera House. Of course these are just a sampling of the year-round offerings of fun activities celebrating Woodstock’s unique charm. Among other popular events hosted by Woodstock are the Fair Diddley Craft Show in May, Farmer’s Market running May through October, the Woodstock Folk festival and Summer in the Park in July, year-round exhibitions at the Old Courthouse Arts Center, including the family favorite Gingerbread House Walk in late November, which along with the Christmas Tree Walk at the Opera House, helps kick off the holiday season during the ever popular Lighting of the Square activities that draw thousands. Small Business Saturday, Ladies Nite Out on the Square, Carriage Rides and Santa’s Hut in the Park on the Square make the Holiday Season in Woodstock magical. In 2017 a group of community volunteers raised funds privately to produce a stunning creative tribute to Woodstock’s cultural legends. The Woodstock on Film and on the Stage Mural and Sculpture Garden, located next to Classic Cinemas Woodstock Theatre in the Main Street Pedway, features beautifully-designed hand-painted images of Chester Gould/Dick Tracy, Stars of the Opera House, Orson Welles, and “Groundhog Day,” along with detailed information on their contributions to our community’s past.

uilt in 1889, the Woodstock Opera House was carefully restored to its “Steamboat Gothic” beauty in the mid-1970s. Managed by the City of Woodstock, the Opera House has, for over 125 years, served as an active performing arts/cultural center, meeting place and focal point of Woodstock. The Opera House staff also coordinates the Summer City Band concerts that celebrated their 134th consecutive season in 2018; bookings for use of the park’s Gazebo for weddings and other activities may be made through the Opera House office. The adjacent Stage Left Café hosts local talent several nights a week and can be rented for meetings and workshops during the day and private parties

The Old courthouse & sheriff’s house
W
oodstock is the seat of government for McHenry County and Woodstock’s Historic Square is the site of the original Old McHenry County Courthouse, built in 1857, and Sheriff’s House & Jail, added in 1887. These buildings, listed on the National Register of Historic Places and now owned by the City of Woodstock, represent significant historic properties. Designed by Chicago’s premier architect, John Mills Van Osdel, the Old Courthouse is one of the few preCivil War Courthouses left standing in Illinois today;

the Sheriff’s House & Jail lodged Pullman Strike labor leader Eugene Debs for a period of six months. Although sections of the buildings are currently inaccessible, for the past 25 years the Courthouse has hosted year-round fine art exhibitions as the Old Courthouse Arts Center, and also offers a popular restaurant on the ground floor enjoyed by both residents and tourists. The City has begun essential repairs and restoration of these buildings to ensure maximum public enjoyment once more. Estimates to restore the buildings to their former glory are upwards of $5 million. An appointed Old Courthouse and Sheriff’s House Advisory Commission, and the community volunteer group Friends of the Old Courthouse, actively seek funding partners to accelerate building renovations and allow beneficial re-use by the public. Two historic structures dominate the Woodstock Square — the Woodstock Opera House and the Old Courthouse & Sheriff’s House complex. The Opera House was erected in 1889 and once served as the city hall, library, and fire department. Performers who spent their early years on the Opera House stage include Orson Welles and Paul Newman. Today, the Opera House remains the cultural entertainment center of Woodstock. Plays, concerts, and performances are scheduled at the Opera House throughout the year, including the Midwest Woodstock Mozart Festival, held each summer. Performance schedules are available at the ticket office in the Opera House lobby. The Old Courthouse, a simple Italianate structure built in 1857 under the design of famed architect John Mills Van Osdel, is similar to the Cook County Courthouse of 1853 that
was destroyed in the Great Chicago Fire. The Sheriff’s House and Jail were constructed in 1887. In 1894, Eugene Debs (union leader and Socialist Party Presidential candidate) was held there for refusing to comply with a court injunction related to the Pullman strike. The building served as the McHenry County government offices until the early 1970s when the county moved to a new, larger facility.

The lighting of the Square fills the Square with thousands of miniature lights illuminating the buildings and trees. This magical night of celebration and giving includes local nonprofit organizations gathered to promote their missions of helping others. The Opera House’s Christmas Tree Walk, and the Old Courthouse’s Gingerbread House Walk, delight viewers of all ages. Refreshments are available while you search local shops for the perfect gift.
Arts
The Woodstock Fine Arts Association is dedicated to promoting the arts in McHenry County. WFAA brings dynamic speakers to the Opera House stage through their Creative Living Series, now the oldest independent lecture series in the country. Its children’s programs introduce grade-schoolers to the joys of live theater. WFAA awards scholarships to graduating seniors in McHenry County who plan to use their artistic gifts in the performing, visual or literary arts, either as a career or to enrich their lives.

oodstock boasts one of the best park systems in the State of Illinois. As Woodstock residents do not belong to a separate Park District, all 15 park facilities are owned by the City and maintained by the Department of Public Works. The Woodstock Recreation Department provides a wide variety of programs for all ages including sports, arts, fitness, aquatics, special events and excursions. Three times annually, the Recreation Department publishes the City Scene, a newsletter that is sent to residents in the 60097 and 60098 zip codes. “City Scene” contains up-to-date information for the Recreation Department’s programs and activities. Education where we Learn woodstock community Unit school district 200
W
oodstock School District 200 serves approximately 6,700 students in grades PreK-12 who live in the communities of Woodstock, Bull Valley, Greenwood, the west side of Wonder Lake, and unincorporated McHenry County. The school district was formed in 1969, when two elementary districts and one high school district consolidated, but education in Woodstock actually dates back to 1847. Today, our schools offer a strong standards-based educational program that is based on best practices and innovation but that is also rooted in the rich traditions of our 150-year old community. District 200 currently operates 12 schools: the Verda Dierzen Early Learning Center where all of the community’s youngest children begin their education; six elementary schools serving students in grades 1-5; two middle schools for students in grades 6-8; two comprehensive high schools; and the Clay Academy, a therapeutic day school for students in grades 3-12 with special needs. A 2006 referendum allowed the school district to complete $105 million in school construction which included new elementary, middle and high school buildings, an addition to the early learning center, and the remodeling and conversion of a former middle school to an elementary school. District 200 provides a wide variety of programs to help every child to succeed. Early childhood education, dual language, bilingual and gifted programs, Advanced Placement classes, career and technical training, and special needs programs strengthen the general education curriculum. A districtwide focus on reading, writing and mathematics combined with the use of technology as a learning tool help prepare all students for success in and outside of the classroom. Woodstock students excel at the state and national levels in both academics and extracurricular activities. Woodstock High School students perform very well on ACT and Advanced Placement tests, and our graduates

attend some of the top colleges and universities in the nation. Elementary and middle school students consistently score above the state average on standardized achievement tests. The Verda Dierzen Early Learning Center is a recognized model for early childhood education. Outside of the classroom, District 200 provides an extensive selection of athletic, fine arts, enrichment and extra-curricular programs. Students regularly excel at the state level in a variety of competitions, including music, mathematics, graphic arts and athletic events.

oodstock Pride is an inclusive civic organization dedicated to promoting diversity, cultural integration and self-celebration of LGBTQIA+ persons, families and businesses. In 2019 we hosted the ďŹ rst annual Woodstock PrideFest and parade which boasted over 2,500 people in attendance. The next PrideFest will be

Wonder lake Area
T
he Wonder Lake community is mainly a residential area that surrounds Wonder Lake, a private lake that was created in 1929 by a group of Chicago businessmen that called themselves “The Syndicate”. They damned the Nippersink Creek and flooded the lowlands to the south to create the private 830 acre recreational lake. These original developers envisioned a summer resort community and recreation center here but their vision was cut short by the Great Depression that lingered though the 1930’s. Wonder Lake eventually evolved into what it is today, one community built around a private lake with mostly permanent yearround residents and a handful of part-time summer and weekend residents. Situated just northeast of Woodstock, the McHenry County seat, Wonder Lake offers a number of recreational uses including fishing, sailing, boating and water skiing. In addition, outdoor enthusiasts can visit Glacier Park, a large tract of land that is part of the McHenry County Conservation District located directly north of the Lake. The population of the Wonder Lake area is approximately 15,000 with just over 4100 residing within the corporate limits of the Village of Wonder Lake. The village was incorporated in 1974 as the Village of Sunrise Ridge. The name was later changed to the Village of Wonder Lake. The Village provides parks, public works, police protection and related services to its constituents. The Village of Wonder Lake is currently made up of the following subdivisions around Wonder Lake: Deep Springs Woods I, Deerpath, Hickory Falls I, Hickory Falls II, Lookout Point Unit I, Shore Hills, Sunrise Ridge, Sunrise Ridge Estates, The Meadows of West Bay, White Oaks Bay, Wooded Shores, Woods Creek and a portion of Wonderview. The remainder of the population lives in unincorporated subdivisions surrounding the lake. Most subdivisions are members of the Master Property Owners Association (MPOA) which is charged with maintaining and enhancing the lake. The Wonder Lake community is supported by a combination of small retail shops, restaurants and businesses with major retailers available in nearby Woodstock to the southwest and McHenry to the east. Wonder Lake is intersected by two townships and serviced by four school districts. The Wonder Lake community is privileged to be the home of the Wonder Lake Shi Show Team. Nationally recognized, they entertain on the lake nearly every Friday evening during the summer. The community supports many clubs and organizations, the oldest social one being the Yacht Club. Sailboat races occur every Sunday in the summer. The Wonder Lake Sportsman’s Club, which is the oldest, actively helps manage wildlife in and around the lake. Fish stocking, bird management and wetland protection and restoration are part of their mission. Fourth of July is the premier event of the year in Wonder Lake. A midday parade through the downtown area is followed by a traditional performance by the Wonder Lake Ski Show Team. The celebration culminates in a spectacular fireworks show over the lake. Annual community fundraising efforts make this all possible. It’s an exciting time to part of the Wonder Lake Community. The Woodstock Area Chamber of Commerce and Industry is proud to serve the Wonder Lake community and welcomes all new businesses and residents to the area!
