City continues tax abatement program By Jamee A. Pierson Newton Daily News For more than 20 years, the City of Newton has had an Urban Revitalization Plan in place to incentivize development through a tax abatement program. The public meeting was held and city council approved an extension of this program for an additional seven years, with a few modifications made in key areas. The city originally adopted the abatement program in 1993 and has since made modifications in 2002, 2007 and 2013. In the area of residential tax abatement the sched-
ule provides for 100 percent abatement on the improvement value for the first two years and 50 percent for the next three. For new homes constructed since 2014, this abatement has been replaced by the $10,000 new home buyer grants for homes valued at more than $160,000. The new model for abatement services will cap the program at $160,000 for new improvements, allowing tax abatement to still be provided for home additions and smaller new homes. Homes receiving the $10,000 cash incentive will not be eligible for tax abatement. URBAN | 3A
A three vehicle collision led to one fatality and one driver injured after one vehicle reportedly crossed the shoulder and collided with a trailer at 2 a.m. Tuesday on Interstate 80 west. Michael Burdell, 64, of West Chester, Ill., was driving a 2007 Dodge caravan westbound on I-80 near mile marker 176, when he crossed over into the shoulder area and struck a 2014 Chevy Silverado. The driver of the Chevy, Austin McFadden, 21, of Mingo, then collided with the rear of a trailer. The driver of the 2016 trailer was James Kunsman, 53, of Downers Grove, Ill. Burdell crossed over both lanes of traffic, spun around and struck a cable barrier. Burdell was pronounced dead at the scene. McFadden was treated for injuries at the scene and released. Morning fire damages Mid-Iowa Motor Sports
Kayla Langmaid/Daily News The Newton, Baxter and Colfax Fire Departments responded to a building fire at Mid-Iowa Motor Sports around 8 a.m. Tuesday at 6388 Highway 14 N. One of the buildings behind the residence was engulfed with smoke. There were no injuries reported. The cause of the fire is unknown as of press time.

The Legislature convenes Jan. 9, 2017. Q. What are the most important issues facing your district and how do you plan to address them this legislative session? The focus of the Legisla-
ture the next two years needs to be this: How do we ensure that small towns and rural areas of Iowa have quality schools, good jobs, and access to quality health care? towns and small businesses across the state. This includes putting more resources into our community colleges for job training efforts. 2. The real problem with this change is that it left a void and there was no plan for continuing critical services, especially in small towns and rural areas. 3.
