County breaks ground for the new jail Gouker says plan for a new facility has been in the works for 21 years

After two decades of planning, construction officially began last week on the final piece of Ogle County’s building projects.

County officials, construction designers, and bankers picked up the gold shovels on a chilly blustery afternoon April 10 to break ground for the new jail, which will be called the Ogle County Judicial Center Annex.

The cold drizzle let up just long enough

for the brief ceremony in the 100 block of South Sixth Street in Oregon, the site of the new building.

County board chairman Kim Gouker recounted the 21 years of planning that went into three new county buildings and two totally remodeled ones.

“This project here is the capstone of it,” he said.

Long Range Planning Committee Chairman Don Griffin thanked everyone who has been part of the process.

“It takes a whole team to get this done,” he said. “It’s going to be a building that meets the needs of Ogle County for quite some time.”

The process began in 1998, Gouker said, when then county board chairman Jerry Daws established the county’s Long Range Planning Committee to develop a 25-year plan for capital improvements, funded by the host fees

paid by garbage collection firms to dump refuse in the landfills within the county.

“This wouldn’t have happened without Jerry Daws. This was his vision,” Gouker said. “When this is completed, Ogle County will have rebuilt and rejuvenated all its facilities for the next 50 to 100 years.”

Daws, who attended the groundbreaking, voiced his approval for the project.

“I think the gratifying part of this is that they’re doing it right,” he said.

The new jail caps off the plan, which has included building a new judicial center in 2005, remodeling a former bowling alley into the Pines Road Annex, renovating the century-old Ogle County Courthouse in 2010, and building a new public safety building in 2015.

VILLAGE BOARD

The elderly owner of the house had a reverse mortgage, he said, and when she died in July of 2017, the property reverted to the mortgage holder.

The house then was unoccupied, and the mortgage company failed to notify the village to shut off the water. At some point, Pennington said the furnace quit working, and a water pipe froze and burst, spewing at least a million gallons of water into the basement.

By the time the leak was discov-

ered, he said, and the water was shut off about a year ago, the bill had climbed to more than $16,000.

Since then, the village has charged the mortgage company the minimum $63 per month for water usage and late fees for not paying the bill.

Village attorney Rob LeSage said the bill is the responsibility of the mortgage company.

However, he said the village cannot charge monthly fees for the time after the water was shut off or the late fees associated with those charges.

After a lengthy discussion last week, Mt. Morris Village President Dan Elsasser reversed the denial of a fence permit application.

Elsasser approved the application filed by Joshua and Robin Keene, 411 E. Lincoln St., to install a fence on their property.

Previously the application had been denied by Ordinance Committee Chairman Jerry Stauffer.

The Keenes appealed Stauffer’s decision at the April 9 village board meeting.

Joshua Keene read through the fence ordinance, point by point, and explain why his proposed fence met all the requirements. He also showed the board a sample of the black fencing he plans to install.

Keene asked the board to approve his permit based on how the ordinance is written rather than “on a board member’s personal preference.”

Stauffer said he denied the permit because he does not consider the Keenes’ choice to be a residential-style fencing.

Elsasser said the only prohibitions in the ordinance are for barbed wire and electric fence.

The board also discussed what they

should do about a runaway water bill that remains unpaid.

Water & Sewer Committee Chairman Jeff Pennington said the water bill has reached approximately $18,000.

“We pumped this water. We treated this water. I believe this bill should be paid,” he said.

Pennington explained the somewhat complicated circumstances that led to the bill getting so high on the two-story unoccupied house at 101 E. Lincoln St.

IN BRIEF Pinehill Inn is for sale Oregon Mayor Ken Williams and his wife Chris are selling Pinehill Inn, but say they have no plans to leave the city.

The Williamses purchased Pinehill, a bed and breakfast inn, 15 years ago.

“It is considered on the premier B&Bs in northwest Illinois,” Ken said. “We are 15 years into a plan that was supposed to last 10 years, but we have had so much fun hosting guests from all over the world it is difficult to stop. We are now beginning the search for the next host to continue the proud tradition Pinehill has offered to its guests.”

“We are at the point in life when we want to spend time with family and grandchildren. Busy weekends at the Inn makes it difficult to do that,” Chris said.

Both Ken and Chris reaffirmed their commitment to remain in the community.

“We plan to stay in the city,” Ken said.

“It’s not the building but the community that makes Oregon our home.”

What’s Cookin’ had a lot more of everything

BY VINDE WELLS vwells@oglecountynews.com What’s Cookin’, the Rock River Center’s annual fundraiser, had more of everything this year.

“We had more main dishes than ever, more attendance, more teams, more sponsors, and the best organization ever thanks to our great volunteers,” said Jamie Nobis, RRC Executive Director. “And we did raise nearly a record amount.

Thank you to the sponsors, teams, volunteers, and everyone who attended for making it a great event.”

She said Tuesday that she does not yet have the final amount the popular fundraiser brought in.

More than 500 people attended the event April 13 at Barnacopia to sample the variety of delectable food prepared by teams of cooks of all ages whose entries are judged in several categories.

This year’s celebrity judges were Marilyn Csernus, a University of Illinois Extension Nutrition and Wellness Educator and certified diabetes educator; Andy Colbert, a Certified Executive Chef of the American Culinary Federation; and Aaron Wilson, 23 News This Morning Anchor.

The trio judged the Best of Show in five divisions: appetizers, side dish, main dish, dessert, and junior division.

A People’s Choice Award was also given.

The Rock River Center, 810 S. 10th St., Oregon, provides resources, activities, and services that improve the quality of life for Ogle County’s older adults, the disadvantaged, caregivers, and the community.

Celebrity judges sampled all the available delights

BY ANDY COLBERT acolbert@oglecountynews.com As a so-called celebrity judge at the Rock River Center’s What’s Cookin’, there was some trepidation as I walked in the front doors of Barnacopia to get briefed by Marcia Heuer on rating criteria.

With around 30 food booths to sample, wouldn’t there be difficulty in determining what was the best?

What about contestants that I personally knew? Would they be offended if not picked as a winner?

What if the People’s Choice was different than what the judges selected. Would that damage our credibility?

Fortunately, I had a safety net with fellow judges Aaron Wilson and Marilyn Csernus.

From the first food booth sampled to the last, we found a commonality and rarely had a conflicting assessment of something eaten or drank.

With Aaron, I wasn’t sure what to expect, as perhaps the WIFR television personality was brought in for exposure he could give the RRC’s fundraising venture.

Any concerns had I had about his credentials were quickly erased.

This was serious business to him and Aaron was not shy about telling us exactly what he thought.

The man gets loads of requests for public appearances and has become selective of his availability. What’s Cookin’ was a top priority to partic-

ipate in because of how well organized it is and what it supports. And, who doesn’t like to eat good food.

Aaron is no novice at judging food and beverages. Initially, Marilyn and I looked to him for guidance and it also helped that Marilyn was a veteran from last year.

There is a higher degree of difficulty in preparing a yeast-dough product versus cakes or cookies, similar to working with beef brisket over pulled pork.

A simple concept and one that packed a refreshing bite of flavor.

Those four ingredients melded together wonderfully.

Thankfully, they sent some of the unused samples home with me.

Dessert appeared to be a more challenging test for us, as Sophisticated Sweets initially caught our eyes with the best display of the event.

which are really the heart-and-soul of the event.

So much time, effort, and money was put into laying one self open for consumer approval.

Beforehand, Marilyn said the top cooks would likely separate themselves from the others.

That was the case again, as it was relatively easy to select winners in appetizers, side dishes, main dishes, desserts and juniors.

For the fourth year in a row, it was Etnyre going home with the People’s Choice, which matched our pick as top main dish.

Aaron wisely pointed out how difficult it is to cook brisket and how it can be too dry.

He was extremely impressed that Nick Lamb was able to have a moist and tender final product, along with a homemade BBQ sauce. In itself, that’s good enough to win, but Etnyre also had tasty burnt ends.

The combination of Headen Meats and Ogle County Pork Producers is about as good as it gets in these parts, but their high-quality sausage and pork loin could not match the beef makers next to them.

After several booths of meat products, it was a delight to find the most creative effort of the show - watermelon chunks topped with caramelized onion, walnuts and goat cheese.

Ironically, the frosting was likely a simple concoction of powdered sugar, butter, milk and vanilla, but we found it to be more complimentary to its products than the more complicated cake and cupcake frostings.

We could only imagine how much better the rolls would have been had they been sampled fresh out of the oven, versus the later in the day, as many of cooks had to prepare things in advance and transport them to Barnacopia.

It was a pleasure to designate the charitably-orientated Kitchen Table of rural Rochelle as best side dish.

Recently visited by Mike Rowe for its novel concept of providing tasty home-cooked meals for anyone, even if you can’t pay, The Kitchen Table shined with its homemade salsa on bruschetta.

The only thing missing, in my opinion, was cilantro.

It was great to see RRC promoting young cooks with its junior division.

The Flippin Cowgirls wowed us with display - smartly dressed in chef outfits and with a delightful ravioli dish.

Leaving Barnacopia after being allowed by RRC to present award to the winning contestants, I stopped in the parking lot to talk to Nancy Etnyre as she snapped a photo of a brilliant sunset over the farm fields.

We both agreed. It was a perfect ending to a perfect night.

Adult Egg Hunt The Mt. Morris Senior Center and the Let Freedom Ring Committee came together April 6 for a community event and fundraiser. Sixty-two hunters participated from Mt. Morris, Oregon, Polo, Byron, Stillman Valley, and even Rockford turned out for the inaugural Adult Easter Egg Hunt on the Mt. Morris Campus. The hunters found 1,000 eggs and five golden eggs to win prizes that were donated by many local businesses. Anyone who missed out should make plans to attend the second annual hunt on April 4, 2020. Two Easter Egg Hunts planned for April 20 Children of the Mt. Morris community are invited to the Easter “Eggstravaganza” on Saturday, April 20.

The morning begins with the annual Easter Egg Hunt at 10:30 a.m. at Dillehay Park, hosted by the Mt. Morris Lions Club.

After discovering the hidden treasure and candy, all children and their parents are invited to “hop on over” to the Evangelical Free Church for an Easter party.

GriefShare spring session begins April 25 at DUMC A GriefShare support group will resume the spring session on Thursday, April 25 at Disciples United Methodist Church, 102 Maple Ave., Mt. Morris.

Sessions will be held every Thursday through June 6 from 6 to 7:30 p.m. in the Fireplace Room.

GriefShare is a support group that features faith-based teaching focusing on grief topics associated with the death of a loved on.

The DVD portion features nation-

ally respected grief experts and reallife stories of people, followed by quiet listening and sharing in a safe small group.

Past participants have related how helpful the information and follow up fellowship were to them.

Many grieving people find they are only beginning the work of healing when friends or family have already returned to their daily life routines.

Confidentiality is very much a part of this program. The partici-

pant’s bereavement experience may be recent or years ago.

The group offers will find encouragement, comfort and help in grieving the death of a spouse, child, parent, sibling, other family member, or friend.

No matter what the cause of a loved one’s death, this is an opportunity to be around people who understand and may have the same feelings.

The program teaches how to recognize the symptoms of being stuck

in grief as well as receive valuable information about facing a new normal in life and renewing hope for the future.

GriefShare is available to anyone who would like to attend.

The cost is $20 to cover the fee for the workbook/study guide.

We have been ready for the spring season, and with patience, it will soon be here.

For the lessons taught in nature by our loving Father, we are truly thankful.

This morning in church, we were greeted by Brian Toms. Katelyn, Laura, and JoJo presented palm branches for those attending our Palm Sunday service.

We had a full church as many family members of Katelyn came to support her during her baptism.

Our special music was our ladies group. I joined Vicki Hay, Sharon Baker, and Nancy Hopkins for singing “Sweet Holy Spirit.”

Judy Nettz led the children’s message for Katelyn, Laura, Harper, JoJo, and Amelia.

Pastor Charlotte Hoppe gave a thoughtful message for the Palm Sunday service.

I am very happy for each of my kids and the lives they are building, even if it means they are far away.

This past week, we had several nights of strong winds. From my window, I could see the top of the big tree in my backyard, the empty branches swaying back and forth in the breeze.

Even with the wind blowing all night, the next morning the tree was still standing.

When we live a life with Jesus, we are strong like the tree in my backyard.

As we near the end of the Lenten season, our focus turns to Jesus and His unspeakable strength.

We thoughtfully consider the events of this week, the celebration of Palm Sunday, the sadness of Good Friday, and the elation of Easter Sunday as we learn of the resurrection.

The strength and love that carried Jesus through His last days stays with each of us. The love of His Father is for each of us.

As we navigate through life with work, family, and all of the stress that comes our way, we will bend instead of break, because we know Jesus.

My hope is that all of us have the chance to know Jesus. We should all have the chance to feel the strength of His love.

This LRHS Reunion will be held on the evening of Saturday, June 1 at The Barn on the Hill, three miles east of Leaf River on Illinois 72.

The Northwest Illinois Audubon Society will listen to amphibians on Friday, April 26 at 6:30 p.m. at the Elkhorn Creek Biodiversity Preserve.

Participants will specifically listen for the spring advertisement calls of frogs and toads near wetland areas at the preserve, which provide amphibian habitat.

Participants should meet in the northeast corner of the preserve located three miles southwest of Forreston on the southeast corner of Freeport and West Grove Roads.

They helped carry in and sort and

Senior of Distinction is Isabelle Nelson Isabelle Nelson has been selected as Oregon High School’s Senior of Distinction for March.

“Isabelle has been a leader in the classroom for the two years that I’ve had her in class. She sets the bar high for all of her peers and is driven, motivated, and has all of the qualities of a successful student, secondary and post-secondary. The Oregon FFA will hold its annual Spring Ag Safety Day and Petting Zoo on Friday, May 3 from 8:30 a.m. to 2 p.m. behind the Oregon Elementary School.

Both events are free and open to the public.

Ag Safety Day will provide an opportunity for the public to sit in a tractor and other equipment they will see on the road in the spring.

The goal is for all attendees to see the latest farm machinery and to be able to identify blind spots that farmers experience while driving their equipment on the roadways.

Various farm animals will be on display at the Petting Zoo and will be accompanied by FFA members, who will answer questions and talk about current livestock practices and issues.

Dog show raises funds, awareness A community dog show, hosted by an Oregon High School student, raised $200 on April 7 for the Granny Rose Animal Shelter in Dixon.

Abigail Tomlinson, an OHS sophomore, said she planned the event, held at the Granny Rose Enrichment Center, not only to raise money but also increase awareness about the shelter, which serves

Ogle, Lee and Whiteside Counties, and the benefits of pet adoption.

“This dog show benefited the Granny Rose Animal Shelter and helped raise awareness to adopt dogs and not shop at pet stores, seeing as most puppies in pet stores originate from puppy mills,” she said. “As the show raised awareness for the ‘adopt don’t shop’ move-

ment, it also helped bring Granny Rose’s to the foreground.”

“The competition was intense but the event was a blast,” Tomlinson said.

Robin Minnis, of Oregon, and her shihpoo, Brindy, took the first place prize. Multiple items from the shelter’s donation wish list were also brought in at the event.

For the month of March we served 251 clients with food.

Our needs are kidney beans, pancake mix, syrup, Hamburger Helper, and pork and beans.

We thank everyone for their generous donations. We appreciate your help.

Just a reminder, on Tuesday, May 7 instead of getting food in the morning recipients will receive their food in the afternoon from 1:30 to 4 p.m.

Activating background knowledge improves comprehension

R

eading researchers have learned that there are several key strategies that good readers use to help them understand what they read.

Although good readers use multiple strategies at the same time, it can be helpful for us to talk with our children and grandchildren about these key strategies separately as they are learning to read.

We have discussed the idea of using illustrations to help us understand what we read.

Last month visualizing, or making pictures in our minds, was discussed as another way to support comprehension.

For this month we will consider several things we can do before we read that will increase our understanding of what we read.

COMMENTARY Mary Gardner Reading Specialist Think about what we do before we read. We probably read the title of what we are reading.

If it is a book, we read everything on the front and back of the book.

We might skim through some of the pages checking illustrations and the table of contents or other features.

We also are likely thinking about the purpose of the reading.

It might be to learn something. It might be for entertainment. It might be a recipe or other directions that tell us how to do something.

Deciding the purpose for reading

helps get our brains ready to read.

This also helps us think about how we will read.

We read a novel, a newspaper, our tax forms, a magazine, and a recipe in completely different ways.

We can model all of these before reading activities for our children and grandchildren by thinking aloud as we get ready to read.

From all of this we begin to determine the topic of the reading.

Once we know the topic we can, and should, begin to consider what we already know about the topic.

Good readers activate their background knowledge to help them better understand what they are reading.

If the topic is something I know a lot about, the reading is likely to be easier than if it is something I know

little about.

We can model this for our young readers as well.

If a child loves LEGOs and building, they bring a lot of background knowledge to reading a direction manual or a book about LEGOs. Someone who lives in the Midwest may not have much background knowledge about the ocean so reading about it may be a bit more difficult.

The important thing is to take a few minutes before reading to consider the topic and how much we already know or realize that we don’t know much at all.

Doing these things, and helping our children and grandchildren do them, make us all strategic, thoughtful readers.

Lady Hawks outrun Duchesses for meet win

BY ANDY COLBERT acolbert@oglecountynews.com “That was fun,” said Oregon girls track and field coach Nick Schneiderman after his team beat Dixon for the first time.

Ahead by two points going into the final event of the meet – the 1,600-meter relay – Oregon’s team of Elizza Easley, Cynthia Nyderek, Bre DeHaan and anchor Lyndi Kenney ran a 2:25 to beat the Duchesses by six seconds and preserve a 200-196 win in a 6-team meet on Tuesday.

On the third leg, Nyderek caught a Dixon runner on the curve and passed the baton to Kenney with a 20-meter lead.

There was no stopping Kenney the remainder of way, as she cruised to wide margin of victory.

“We may have just found our 4 x 400 squad,” Schneiderman said. “It’s nice to have the option on the relays of being 6-7 deep. We didn’t have that year. Nyderek has been hurdling and tripling jumping a lot for us. It looks like we need to start using her this way too.”

Dixon came in to Landers-Loomis as 4-time BNC champ. Schneiderman expects Winnebago and them to be at the top again, but the Hawks laid claim to a third challenger to conference supremacy.

“They might have been sandbagging tonight,” said Schneiderman of Dixon. “We were experimenting with some stuff and I’m sure they were too.”

It was Kenney giving Oregon 10 key points by winning the pole vault at 7-0. Initially, she scratched after feeling sick. But, she was talked into taking a vault or two by her coach Mark Nehrkorn and that helped put Oregon ahead of Dixon

“Every point counts in a meet like this,” Nehrkorn said.

Abi Hopkins and Nyderek went 1-2 in the triple jump for 18 more points, as the Hawks piled up a strong base in the field events. Hopkins came back to win her specialty, the 100 hurdles in 17.44.

With Dixon’s 8-time throwing state medalist Tayla Schwarz graduated, Brenna Noon (36-1) and Jenae Bothe (34-6) took advantage for a 1-2 finish in the shot put. Bothe was second by one inch (101-9 to 101-8) in the discus to Makenzie Welch of Dixon, as the Hawks continued to pick up major points in those two events.

“We have a wide array of girls and are ahead of schedule,” Schneiderman said. “Lots of girls can fill in.”

Dixon, which placed the 2A state meet in the 3,200 relay, did not enter and team and Oregon took and an easy first. In the 400 relay, it was Easley, Jaydn Bothe, Lydia Cermak and Erin Schmidt winning with 51.72, over two seconds ahead of Dixon.

Schmidt, Cermak and Easley went 2-3-4 in the 100 meters. In a real show of depth later in the meet, those three plus Bothe took spots 2-5 in the 200.

“The sprints are our strength on the track with Cermak, Schmidt and Bothe,” Schneiderman said.

“A surprise in the field events has been a couple of underclassmen in the high jump with Easley and Madyson Clark. We haven’t done much in the high jump.”

It was Bre DeHaan edging Sara Steder of Pec-Durand 1:06.26 to 1:06.42 in the 400 meters. In all, Oregon won seven events and Dixon eight.

“DeHaan has been a main middle-distance runner and puts the work in to get better,” Schneiderman said.

“The season has been going real well,” Schneiderman said. “Besides this, we won the LenaWinslow Jamboree and Gebhardt-Worley. Maybe we can make a run at the conference. A lot depends on where each person fits in.”

Hawks a distance second to Dixon

BY ANDY COLBERT acolbert@oglecountynews.com It was defending conference champ Dixon running away from the field in a 6-team meet at Oregon on Tuesday.

The Dukes scored 301 points in a crushing win. Oregon took second place, 200 points behind the winners.

“It’s been an inconsistent year,” Oregon coach Jim Spratt said. “We have one group make strides and then they plateau. We haven’t had that stabilizing effort. At this time of year, we should be making strides in times and marks. I’m not seeing that yet. Hopefully, it will come.”

The best event for Oregon was the pole vault, where Jake Mennen led a 1-2-3-4 finish, giving Oregon ¼ of its team points. Mennen settled for 12-6 after accidentally leaving his regular vaulting poles at a meet in Rochelle on Saturday.

“Jake’s been the bright spot for us all year. He’s been consistently around 13 to 14 feet,” Spratt said. “I like the potential of some of our younger vaulters too. ” First-year vaulter Riley Benton went 10-6 and had a

good effort at 11 feet with a bigger pole.

“I could see (Nathaniel) Schone and Benton eventually around 13 feet,” Spratt said.

Dixon’s Jaylen Carr, Ethan Fox, and Kade Frey and Oregon’s Calvin Sullivan were all within .04 in the 00 meters, with Carr nipped Sullivan for first.

In the 800, Ryan Hussung has a 2:19 for third. Jackson Buck also took a third, running 56.94 in the 400.

Aaron Duncan of Dixon swept the throws, but Bobby Youngren was third in the discus at 121-7 Ryker Finch, Brigham Finch, Sullivan and Mennen ran 1:40 for third in the 800 relay.

“I was kind of hoping our sprint relays would post some (good) times, but our 400 dropped the baton on the final exchange and none of the other exchanges were very good,” Spratt said.

The Hawks travel to Rock Falls this Friday for an invitational. The following week is the prestigious Hawk Classic at Oregon on April 26.

“We need to get more kids out,” said Spratt, who has a roster of 34. “There are too many sitting around doing nothing, when they could be helping us and helping themselves get better.”

Rockford Christian 14, Oregon 1, 4 inn.: The Hawks scored a run in the top of the third, but the Royal Lions scored runs by the bunches in the first, second and fourth innings. Breccan Berns had a pair of hits including a double. Tanner Clayton drove in a run.

Oregon 3, Lena-Winslow 1: The Hawks broke a 1-1 tie with a two-run fifth inning to top the Panthers at home on April 13. Dalton Hermes had two hits and two RBIs for Oregon, and Nico Giuffre added an RBI. Noah Campos gave up one unearned run and two hits in 6 1/3 innings, striking out seven and walking two.

Winnebago 5, Oregon 1: The Hawks were held to one hit in a home loss Dalton Hermes pitched 3 1/3 innings and struck out seven for Oregon on April 15.

Past clippings shed light on coach’s diligence W

COMMENTARY Andy Colbert game, he could still provide valuable insight on technique and playing strategy.

We both agreed that Forreston was a well-coached team and the girls did just fine. Dad didn’t last until the end of the game, as either he got bored or tired.

The value was he at least came and saw. For now, that was more important than past newspaper clippings.

Since I was covering the game, I hustled dad back to his house and got back to the field. Who knows, maybe the gamer (as we call it in the business) on Forreston-Rochelle game that would run in the paper later that week might also end up faded and tattered in someone’s belongings decades later.

There was more than scrapbook fodder in dad’s files. A meticulous record keeper, there were daily football practice schedules from 50 years ago, every single day accounted for with minute-by-minute routines.

In this sense, I doubt if today’s coaches are much different in keeping a military-like precision of discipline.

Coaching styles and play calling have evolved, but the basic premise of maintaining stringent regimens probably hasn’t.

I doubt if coaches put as much effort into school lesson plans as they do practice and game preparation. If they don’t, can you really blame them? It’s not that teaching duties are necessarily short-changed, but the passion for educating young people on sports is far greater.

Besides, all those newspaper articles weren’t from his days as a history and P.E. instructor. It was about sports back then and that is still true in today’s media coverage.

Looking at his Little Hawk high school yearbooks from Iowa City in the early 1950s, I was struck by the existence of both boys and girls marksmanship teams. So politically incorrect today, but made perfect sense in 1950.

The girls could shoot rifles in competition against other schools, but weren’t allowed to play 5-on-5 in basketball because it was thought they did not have enough energy to run the full court.

Instead, Iowa high schools played

a girls game with six positions and restrictions on where a player could go on the court.

With dad, I almost felt some of the same restrictions. Taking the long walk from the softball field to the car, I wanted him to go faster than a slow, unsteady shuffle.

But, I was accustomed to a robust man running stride-for-stride with his team onto a football field. No longer is he the coach or leader of young men. Instead, the baton has been passed and you have become like a coach to your parent.

Simple tasks like reminding him to turn the burner off after cooking oatmeal, or showing him again for the umpteenth time how the TV remote control works can test one’s patience.

Much of his life was spent teaching similar daily repetition in sport practices. The difference, though, was that teenagers continued to improve in what they were taught, while no matter how much coaching I do with dad, he regresses.

Hopefully, that degree of patience my father had in teaching fundamentals of a particular sport will stick with me as we go further in the game of life.

hat to do with tattered and faded newspaper clippings of old? That was one of the many questions I pondered while staying with my father the last couple weeks, while my mother was on a much-deserved vacation.

It was mom who dutifully cut out the football, basketball, wrestling, track and baseball stories from the various coaching stops dad had.

Lots of memories, but for someone with dementia like my dad, daily tasks were overwhelming enough without the need to thumb through the past.

My experience with dad was no different than millions of others who have cared for loved ones suffering memory loss disease. A valuable tip given me was spelled out in one simple word - patience. How true.

Last week, we watched Forreston’s softball team play at Rochelle.

Whenever he asked who was playing and what the score was, I repeatedly answered with that watchword of patience in mind.

Though there was confusion on who, what and where, there remained an acute mind on the fundamentals of the game.

Sheriff Brian VanVickle also emphasized the extensive planning that has gone into the new jail.

“Four years ago today we moved into the new sheriff’s department, “ he said. “We started the next day on this facility. What it will be able to provide is a much safer and cleaner

environment for our employees to come to work in.”

Officials have said the new jail is designed to provide improved efficiency, security, and public safety, making for better conditions not only for corrections officers, but also for inmates.

It will enable the county to provide more and better services for prisoners, VanVickle said.

“Hopefully they won’t be repeat customers,” he said.

The 152-bed facility will be con-

nected to the judicial center across the street by a sally port that will accommodate several vehicles for transporting prisoners and an enclosed corridor for walking them from the jail to court appearances.

The 100 block of South Sixth Street will be closed to allow the buildings to connect.

The facility will be all on one floor and will have a state-of-the-art surveillance system.

Besides housing units for men and women, the building will include

public waiting and visitation areas, exercise areas, a prisoner intake area near the sally port, administrative offices, kitchen and laundry areas, and medical facilities.

The current jail, built in 1967 and connected to the courthouse, is no longer adequate to meet state regulations.

It is slated for demolition once the new facility is completed in an estimated 20 months.

Aspiring entrepreneurs at Oregon High School will get an up-close experience dealing in business.

How close? The school’s Social Entrepreneurship Program is moving into a 1,000-square-foot space inside Conover Square Mall downtown, and plans to open its Pop Up Shop in mid- to late May. The shop, on the lower level of the mall, consists of a lobby, a showroom and an employee area. It’s a way for students to get a hands-on experience in dealing with customers and operating their business, program adviser Aaron Sitze said.

“Students have actual customers, create actual products, and have the income and expenses of actual businesses, so an incubator retail space was the next logical step in helping grow student independence,” Sitze said.

Oregon’s Social Entrepreneurship Program focuses on businesses that provide a social benefit, either by donating a portion of their revenue to charity or by serving the community through their business practices.

As far as Sitze knows, its the only high school program in the state to have students run socially minded businesses.

“All student businesses must be centered around creating a positive social impact,” Sitze said. “Their businesses don’t have a bottom line to measure success, they have a triple bottom line: profit, social impact and environmental sustainability.”

Abi Hopkins’ photography business has her taking photos with her phone and editing them for resale.

She didn’t have to look far to find some potential customers; She’s already worked with Isabelle Nelson’s cupcake company, Le Fou Gateau – French for “the crazy cake” – and The Lotus Company, a clothing line run by Jasmine Herbst and Makenna Mongan to help combat domestic violence.

“I go around to small local businesses and help them with visual marketing,” said Hopkins, a senior.

“I make their social media posts look more appealing to the eye, so to catch the attention of more customers.”

Construction work on Illinois 2 in Byron was slated to begin on April 15, weather permitting.

According to a press release from the Illinois Department of Transportation, Martin & Co. Excavating, Oregon, will complete the $149,652 maintenance project from Chestnut Street to twotenths mile north.

Daily lane closures with flaggers will be utilized. Drivers should be prepared to stop for flaggers who will be directing traffic through the work areas.

Work is expected to be completed by May 31. Motorists can expect delays and should allow extra time for trips through this area.

To avoid the work area, when feasible use alternate routes.

Drivers are urged to pay close attention to changed conditions and signs in the work zones, obey the posted speed limits, refrain from using mobile devices, and be alert for workers and equipment.

ACCIDENT UPDATE

A Stockton man has been charged in the death of an Illinois State Trooper last month on U.S. 20 north of Freeport.

Craig Dittmar, 55, the driver of the semi tractor-trailer that struck and killed Brooke Story-Jones on March 28, has been charged with two counts of reckless homicide and one count of operating a commercial motor vehicle while fatigued.

The charges, all felonies, were filed by the Stephenson County State’s Attorney

on April 11.

Dittmar’s bond was originally set at $250,000, but was reduced to $100,000 during a court appearance April 12..

Jones-Story, 34, also of Stockton, was killed on westbound U.S. 20 just west of Illinois 75 while she was inspecting another semi tractor-trailer on the side of the road.

She was outside of her squad car when she was struck and fatally injured by the semi tractor-trailer Dittmar was driv-

ing. It also struck her squad car and the semi she was inspecting.

Both trucks caught fire after the crash.

Jones-Story, 34, was the wife of former Mt. Morris police officer Robert Story Jr., who is a retired master sergeant with the Illinois State Police.

She was a 12-year veteran of the ISP District 16, headquartered in Pecatonica and serving Boone, Jo Daviess, Stephenson, and Winnebago Counties.

Illegal dumping increasing at soon-to-close recycling sites

Remember that recycling is to reclaim materials for new product.

The more waste that is placed in with recycling stock complicates the sorting procedures and can ruin some of the stock material, usually paper and cardboard that is soiled with food waste residues or other liquid contamination.

Broken glass, shredded paper, Styrofoam, plastic bags, and loose bottle caps are also examples of items that do not get recycled and have to be hauled to a landfill instead.

If enough waste is placed in with recycling stock, the entire load can be sent to the landfill.

All of this contamination causes recycling to be a very expensive process, resulting in the current nationwide problems with recycling programs.

Items accepted in local curbside and drop-off recycling programs include all paper, newsprint, magazines, junk mail, catalogs, phone books, calendars, greeting cards, paper gift wrap, paperboard boxes,

beverage cartons, flattened cardboard boxes, aluminum and steel food and beverage cans, glass bottles and jars, and plastic bottles and jugs, No. 1-5 and 7.

Be sure to remove product from food and beverage containers and gently rinse them, and flatten cardboard boxes and plastic jugs, then replace caps.

Just because something is plastic or metal does not mean that it can be put into the recycling bin.

Read and follow the recycling guidelines posted at the sites and on-line.

The OCSWMD will continue to monitor markets and seek solutions to replace the drop-off recycling program.

Respect the property owners and others and avoid dumping waste in and around these bins.

The Ogle County Solid Waste Management Department has observed a dramatic increase in illegal dumping in and around the five recycling drop-off bins the past few weeks.

These five bins will be removed and these sites close in late May. The bins being removed are located in Byron, Rochelle, Oregon, Monroe Center, and Forreston.

Recent illegal dumping in and around these bins have highlighted an on-going, and worsening problem, with recycling in our area and the nation as a whole.

These bins are not staffed and surveillance is conducted, but limited, at some bins due to their location and county resources.

The OCSWMD does rely on an honest effort of residents to use the bins responsibly and not dump waste at these sites.

The OCSWMD does not own these locations, and has received permission from property owners to con-

duct the recycling drop-off program since the early 1990’s.

In recent weeks, county staff have removed pipes, windows, metal door hinges, metal shelving, gas fireplace piping and logs, a backyard fire pit, an animal cage, dead mice in traps, a car tire rim, metal cage material, two barrels filled with food waste and trash, pillows, lamp shades, six large tarps, and sheet metal.

This is in addition to two, 55 gallon drums dumped at the Rochelle site which spilled unknown liquid onto the ground.

County staff, along with assistance from the local fire department and a hazardous materials contractor, contained and cleaned up this incident.

The expense to respond to this incident will be paid for by the OCSWMD and the taxpayers of Ogle County.

These items are in addition to the normal contamination commonly seen in the recycling stream, such as Styrofoam, paper plates, pizza boxes, plastic bags, and food and beverage containers placed into the bins with

OGLE COUNTY SHERIFF Ogle County Sheriff Brian VanVickle reports the following arrests.

April 10 Dana Williams, 38, of Rockford, was arrested on an Ogle County warrant for failure to appear. He had a $668 full cash bond and was held in the Ogle County Jail pending a court appearance.

Christian Rivas, 31, of Rochelle, was arrested on an Ogle County warrant for failure to appear. He had a $342 full cash bond and was held in the Ogle County Jail pending a court appearance.

Bryan Myers, 63, of Leaf River, was arrested for driving while license sus-

pended and no valid Illinois driver’s license after a traffic stop at 2:01 p.m. in the 15,000 block of West Lanark Road.

Myers was transported to the Ogle County Jail where he was held in lieu of bond.

April 11 Jay Moore, 45, of Rockford, was arrested on an Ogle County warrant for failure to appear. He appeared in court and was released on a $1,000 recognizance bond. He is scheduled to appear in court on May 20.

Robin Weatherall, 30, of Rockford, was arrested on an Ogle County war-

rant for failure to appear. He appeared in court and was released on a $1,000 recognizance bond. He is scheduled to appear in court on May 20.

Jose Deleon, 38, of Rochelle, was arrested on an Ogle County warrant for failure to appear. Deleon posted the $50 full cash bond and was released with a return court date of May 20.

April 15 Deputies responded to I-39 mile marker 113 at 4:25 a.m. for a two-vehicle crash. Gregory Fort, 25, of Rockford, was arrested for driving under the influence of alcohol and improper lane usage.

He was taken to the Ogle County jail where he was held in lieu of bond. No one was injured.

April 13 Tayjuss Johnson, 22, of Rockford, was arrested for driving while license suspended on Illinois 64 near I-39 after being stopped for speeding. He was held in lieu of bond at the Ogle County Jail.

Amanda N. Meyer, 23, of Byron, was arrested on an outstanding the Ogle County warrant for failure to appear.

She was held in the Ogle County Jail in lieu of $200 bond pending a court appearance.

Michelle was a 1979 graduate of Oregon High School and following that, worked with her mother at Schoening Title in Oregon.

She also owned several apartment properties in Oregon at one time.

Michelle was a foster parent to many children over the years.

John B. “Jay” Franklin, 69, lifelong area resident, died on Wednesday April 10, 2019 in his own bed in his own home with his children by his side.

He was born on Oct. 24, 1949 in Oregon, the son of John W. and Patricia (Hilger) Franklin.

Jay was a graduate of Oregon High School and Carthage College in Kenosha, Wisconsin.

He was associated with Bemis Motor Company in Oregon and Byron for nearly 50 years, lastly as owner and operator and he continued dealing with cars after retiring.

Jay enjoyed hiking, nature and learning history, and had a passion for travel, especially to Arizona.

Pre-cut melon linked to salmonella outbreak The Illinois Department of Public Health (IDPH) is working with local health departments, the Centers for Disease Control and Prevention (CDC), and the Food and Drug Administration (FDA) to investigate a multistate outbreak of Salmonella Carrau linked to pre-cut melon.

Caito Foods, LLC recalled pre-cut watermelon, honeydew melon, cantaloupe, and pre-cut fruit medley.

For a full list of where the recalled fruit was sold, check the FDA’s website.

The recalled pre-cut melons were packaged in clear, plastic clamshell containers and distributed to multiple stores, including independent retailers, so it is important to look at the label and brand information to identify the recalled product.

According to the CDC, 93 cases in nine states have been reported. Illnesses started on dates ranging from March, 4, to March, 31.

In Illinois, five cases have been reported in the northeastern and eastern part of the state.

12 to 72 hours after eating pre-cut melon, contact a health care provider and let them know you have recently eaten melon.

• Do not eat recalled pre-cut melon products. Even if you do not develop symptoms after eating the recalled melon, you should still throw it away.

• If you cannot determine if precut melon you purchased was produced by Caito Foods, LLC, do not eat it and throw it away.

• Retailers and restaurants should not sell or serve recalled pre-cut melon products supplied by Caito Foods, LLC. However, IDPH is still tracing where the melons were distributed in Illinois so people could potentially be exposed across the state.

Cases in Illinois have reported eating melon and becoming ill from mid- to late-March. IDPH is working with local health departments to

identify additional cases and to perform laboratory testing.

Symptoms of illness caused by Salmonella may include headache, muscle aches, diarrhea, vomiting, abdominal cramping, chills, fever, nausea, and dehydration.

• Check your refrigerator and freezer for recalled products and throw them away or return them to the place of purchase for a refund.
