Next Generation 911 shared with board House at 507 Jefferson Street in Oregon to be demolished

BY JEFF HELFRICH jhelfrich@oglecountynews.com Ogle County 911 Coordinator Sandy Beitel made a presentation on Next Generation 911 at Tuesday’s Ogle County Board meeting.

Ogle County has joined forces with eight other counties to make a Northern Illinois 911 system that will be based on new technology. The Northern Illinois Next Generation Alliance (NINGA) includes Boone, Bureau, Carroll, DeKalb, JoDaviess, Ogle, Stephenson, Whiteside and Winnebago Counties.

Beitel has been working on the 911 system in Ogle County since 1991. This project started shortly after the NIU shooting on Feb. 14, 2008.

“In our current 911 system we always thought that we backed up DeKalb County and they were our backup,” Beitel said. “The day of the shooting, we weren’t getting any calls and I couldn’t believe it. We found the telephone company changed our routing and we didn’t know about it.”

Ogle and DeKalb Counties began working together on a new system and decided to ask other entities since they were already sharing equipment.

All of the 911 traffic will be moved to an internet protocol basis. The calls are answered at public safety answering points (PSAP) at the Sheriff’s Office and a secondary one in Rochelle.

“We are so fortunate in this county that we have a very strong GIS department,” Beitel said.

Beitel said Next Generation 911 will meet the needs of today’s current wireless mobile society. The system will accept new different forms of inputs including text messages, images, video, telematics, sensors and enhanced sub-

“We have 32 million Americans that are deaf, hard of hearing, speech-impaired and currently they have to rely on old technology to reach emergency services,” Beitel said. “And that’s not the way it should be. That’s one of the biggest promises for Next Generation 911.”

Sharing the equipment with neighboring counties will help to lower costs of 911 services. There will also be portable 911 stations where calls can be answered anywhere with internet service.

This house at 507 Jefferson Street is slated for demolition by Ogle County. The Ogle County Board purchased the building for $65,000 in May 2016.

The board voted unanimously to demolish and remove the house it owns at 507 Jefferson St. in Oregon.

The county board purchased the property in May 2016 for $65,000. It was one of the first that was purchased with the county’s 50-year plan in mind.

In June of 2017 asbestos removal was finished in the house. Since then, it has been used in training exercises for various first responders including the Sheriff’s Office and fire departments.

“Its useful life has now been exhausted,” Board Member Zach Oltmanns said.

“It would be a good time to take this building down.”

The work would be completed by the Ogle County Highway Department. The cost would not exceed $15,000, Oltmanns said.

FORRESTON ARREST

BY JEFF HELFRICH jhelfrich@oglecountynews.com A Forreston man has been arrested for sexual abuse and child pornography following an investigation

by Forreston police.

Devan R. Joens, 19, was arrested on Feb. 12 for having sexual contact with a 13-year-old female minor, Forreston Police Chief Michael Boomgarden said in a Feb. 17 press release.

“After an investigation an arrest warrant was issued for the following charges: one count of criminal sexual abuse, a class A misdemeanor, and three counts of possession of child pornography, each a class three felony,” Boomgarden said.

Joens was taken into custody with out incident and transported to the Ogle County jail where he was held in lieu of bond. Joens’ bond was $10,000, and he posted it immediately.

Joens will be required to register as a sex offender if convicted on any of the charges against him, Forreston Police Officer Chris Thiel said at Monday’s Village Board meeting.

The criminal sexual abuse charge is a misdemeanor due to the fact that Joens and the victim were within five years of each other in age (18 and 13) when the alleged crime occurred, Thiel said.

The investigation into Joens started in November 2019.

OREGON CITY COUNCIL

Coliseum vote delayed

The Oregon City Council did not vote on a potential lease of the Oregon Coliseum to a group that wants to turn it into a museum at its Feb. 11 meeting.

The council did enter a closed session at the tail end of the meeting to discuss it, after originally anticipating that it would vote on Tuesday.

The council held a town hall meeting regarding the lease last week at the coliseum and approximately 75 area residents attended.

The vote was delayed until the next meeting due to Commissioner Terry Schuster being absent on Tuesday.

“Not all council members are able to attend,” Oregon Mayor Ken Williams said in an email. “Such a critical vote should be by all elected members of the council. It is now scheduled for the Feb. 25 meeting.”

Spencer Sworn In The council unanimously approved the hiring of Greg Spencer as a patrol officer at Tuesday’s meeting.

The Oregon Police Department hasn’t been at full force since Kristine Tesnow resigned back in December to take a job at the Rockford Police Department. Spencer has five years experience with the Roscoe Police Department.

Spencer currently works as a TSA officer in Rockford and Wisconsin.

He has a bachelor’s degree in criminology and is a Capt. in the Air Force

Oregon High School hosted voter registration day

BY JEFF HELFRICH jhelfrich@oglecountynews.com Twenty two Oregon High School students registered to vote on Feb. 13 when Ogle County Clerk Laura Cook came to the school’s library for a registration drive.

Some who registered were only 17, as Illinois is one of 17 states that permits 17-year-olds to vote in primary elections and caucuses if they will be 18 by Election Day. “We need to get the next generation involved,” Cook said.

Around 60 students were eligible to register. Last year, the school hosted its first registration drive to encourage students to be civic-minded and active in their community.

This year saw twice as many students register compared to last year.

“I don’t know that they knew how to register if they didn’t do it here,” Oregon High School Counselor/Dean of Students Shannon Cremeens said. “But they are very interested in voting in this upcoming primary and the general election in November. Most of them as soon as we said we were having this and gave out invitations, they were all about it.”

Some Oregon students are also involved in the election process besides just registering to vote.

Cook is happy to get the help, with many of her election judges getting older and retiring. She enjoys getting students involved and showing them how things work behind the

scenes.

Senior Elizabeth Villarreal is one of the students that will be working as an election judge.

“It’s honestly fun,” Villarreal said. “A lot of people think it’s boring to sit there for 14 hours, but you get to meet a lot of people. And it’s nice to see how the process of voting

works and what goes into voting and who helps with the process.”

She’s looking forward to voting, and says she and her fellow students have one less thing to worry about now as the elections approach.

Villarreal said she’s read a few articles recently about how only approximately 30 percent of people in the United States vote right now and was disappointed by it.

“I feel like it’s very important to get more people to vote just so the person who’s picked for any type of office in either state or federal government is what everyone wants,” Villarreal said. “If it’s only a small population voting, it’s not exactly accurate. Kind of like with sample sizes. The more people you have, the more accurate your information is going to be.”

“He’s also currently doing part-time work in Pecatonica, so he’s had some experience in small towns.”

Following the approval, Williams swore Spencer in.

“We’re glad to have you here,” Williams said. “And so are the rest of the officers who have been doubling up.”

Illinois 2 Improvements The council unanimously approved a resolution to amend an earlier agreement between the state and the city regarding road improvements to Illinois 2.

A section of Illinois 2 is being resurfaced and manholes and street sewers will need to be adjusted during the work.

The amendment ensures that the sewer and manhole adjustment costs will be covered.

Public works staff reduction The board voted unanimously to reduce full-time staff in the city’s public works department from five to four, effective May. 1.

Public Works Director Kendall Kyker said his department could save $45,000 in salary by downsizing a full-time $52,000 position and hiring on a part-time worker for the summer that makes $7,000.

“That part-time helper should be able to do what our fifth man has been doing all along,” Kyker said. “I

think it’s just the best move for the city at this time.”

Kyker added that there isn’t enough work to go around during

the winters when outside work is limited. During the last snow, four employees had the entire town plowed in three hours.

The Polo City Council voted unanimously on Tuesday to hire Tim Rockwood as chief of the Polo Police Department.

Rockwood is replacing Jon Mandrell, who will officially depart on Feb. 24 for a position at Sauk Valley Community College as vice president for academics and student services.

Rockwood has three years of experience with the Polo Police Department and previously worked with the city’s street department before the city sent him to the state police academy.

“You want someone committed to the community,” Polo Mayor Doug Knapp said. “He’s a natural leader.

He bleeds blue and gold. We wanted somebody we knew was going to be there for a while.”

The council had to make a change to its employee handbook to pave the way for the hiring of Rockwood.

The handbook previously required at least five years of police experience for a chief. They understood Rockwood’s lack of experience, but Mandrell has been working with him to become chief.

“Tim is a great officer and ideal for the position and has his family settled here,” Mandrell said. “Age and experience for a chief varies.

It has to do with background. He’s very versatile and has become a great investigator. That’s a lot of what being a chief is about.”

Oregon progressed from trails to automobiles Editor’s note: Otto Dick, Oregon has researched the people, places and events important in the Oregon area’s history for the Ogle County Historical Society. The following is one of a series of the articles he has written.

BY OTTO DICK For nearly 250 years Illinois has progressed from a wilderness into a major agricultural and industrial state founded in 1818.

The 2010 census reported 12,830,632 people live in the state of Illinois. The secret of Illinois’ progress can be told in one word, transportation.

The buffalo were the first to form and travel beaten trails. These buffalo paths were used by the Illinois Indians. The Indians also used many trails of their own making to travel between villages and to different rivers and streams.

Later the hunters, trappers and fur traders traveled these buffalo and Indian trails. On some less-used trails the hunters and trappers traveled them with the aid of an Indian guide. Some of these trails developed into important routes of pioneer travel.

The Indians usually located their villages on or near the banks of rivers or streams so they could use them to travel from place to place. The light bark canoe was a luxury among the Illinois tribes. The more common canoe was the hollow log canoe or “dugout” that was heavier and slower than the bark canoe.

Blackhawk’s Sac Village was located on the southern tip of Rock River. The French traders and trappers transported their furs and merchandise with the waterways using boats capable of carrying three tons of cargo.

The French, like the Indians, also used the Illinois waterways to travel between French settlements and forts. In 1817, one year before statehood, the first successful steamboat traveled from New Orleans to St. Louis.

Next, many of Northern Illinois’ early settlers from the New England states rode horses or wagons pulled by mules, oxen or horses. Many of these traveled the Erie Canal. An old team of oxen named Moses and Nebuchadnezzar transported their surplus wheat from Oregon to Chicago.

After six or seven days round trip, their receipts were forty five cents a bushel. In 1837, a stagecoach route was established from St. Charles to Oregon.

By 1851, the Ogle County Gazette published weekly at Oregon by R.C. Burchell reported the arrival and departure of three stage coaches in Oregon. Horse drawn wagons were the main method of travel.

The first railroad through Ogle County was the Illinois Central. Abraham Lincoln traveled on the IC from Dixon to Polo and then to Oregon by horse and buggy. The Memorial Stone on North Fourth Street marks the spot where Lincoln spoke and is engraved “Lincoln Spoke Here, Aug. 16, 1856.”

This railroad was a big improvement in Ogle County. However, Lincoln and his companions still had to travel from Polo to Oregon drawn by horses.

The Ogle and Carroll Railroad came through Oregon in 1872. This impacted every person living in Oregon. The first wood sidewalk was built from the Sinnissippi Hotel to the depot. At Christ-

mas, the depot was packed with people going to shop in Chicago and college students coming home for the holidays.

Many soldiers left Oregon for duty on the train.

People wanting to see their son play basketball at Dixon took the Ogle and Carroll to Polo, then the Illinois Central from Polo to Dixon to see the game.

The Arrival of the Automobile in Oregon The Republican newspaper announced September 13, 1900, the first automobile “that traveled the sacred streets of Oregon” was in town. Eighteen months later, W.L. Taylor became the first citizen of Oregon to own an automobile.

In 1904, the Republican reported that there were “six autos which Oregon can boast of.” By 1909, the Republican reported that “the automobile traffic through Oregon on Sunday was tremendous.”

Farmers and people living in small communities near Oregon came to Oregon on Saturdays for entertainment and shopping. With the arrival of automobiles, this changed.

Forreston native authors book about Don Fager ‘He taught me a dozen or 15 different lessons’

Part of his book was written technically. It contained detailed information about his family and how it came to be. The other part was emotional, recalling conversations with Don Fager, his mentor and the ultimate subject of the book.

This was because Dunkel was diagnosed with leukemia mid-way through writing it. He put the book down for a year. When he picked it back up, he had a feeling of urgency to get it done.

He cut out a lot of the technical stuff.

His wife noticed him changing, but he didn’t.

“She said, ‘You’re softer. You’re not as hard in your conversations. You’re not as critical. You’re more supportive. You recognize people more than you did before,’” Dunkel said. “I hadn’t even realized I was doing it, but I obviously had been.”

Jan. 30 was the four-year anniversary of Dunkel’s transplant. He is now 100 percent healthy.

And he’s released his book.

“Don’s Strength,” self published by Dunkel, details Norb’s time spent as a child in Forreston with Don Fager. Fager had multiple sclerosis and could not move from the neck down, but answered Forreston’s 911 calls.

Dunkel met Fager after delivering his paper as part of his route. The 11-year-old soon started to spend two hours each Saturday with Fager while his wife, Evelyn, left to go to the store and laundromat.

Forreston doesn’t have an abundance of emergency calls, but about 10 times Dunkel held the phone to Don’s ear while Don made arrangements and told Norb who to call. When Dunkel heard the special phone ring he’d start to get nervous and his blood would rush. But he noticed Don was different.

“Because he was very, very calm,” Dunkel said.

“I learned how to remain in control and be calm.”

That wasn’t the only lesson Dunkel learned from Fager. There is a small chapter in “Don’s Strength” dedicated to each lesson he learned from Fager.

“We were pleased to have Chris Martin and another Oregon alumni, Dick Fiebel of Rockford come meet the group and share their Nash automobile stories and some

other tales of Oregon’s car history,” said Michal Burnett. “They talked about Oregon’s own Etnyre Car Manufacturing Company which produced 3 Horseless Carriages and nine or 10 four-passenger and seven-passenger touring cars from 1906-1912.”

Burnett led a tour of the Nash home and members Kris Gilbert and

Marlene Hobbs also helped with this group.

The Ogle County Historical Society is open every Thursday from 9 a.m. to 12 p.m. and every Wednesday from 1-6 p.m.

Starting in May, it will be open every Saturday from 1-4 p.m.

The Search for the Rusty Patched Bumble Bee: How a Team of Researchers Scientifically Established a Species’ Decline is the lecture topic on Sunday, Feb. 23 is the topic at the Byron Forest Preserve District’s 2020 Winter Lecture Series.

The program will start at 2 p.m. at the Jarrett Prairie Center Museum, 7993 North River Road, Byron.

Isaac Stewart, instructor of biology at Black Hawk College, will discuss how the work of a dedicated group of researchers put the rusty patched bumble bee (Bombus affinis) on the U.S. Fish and Wildlife Service’s Endangered Species List in January 2017.

This was the first bee species from the continental United States that had ever been added to the list.

He will explore how it was shown that the rusty patched bumble bee abundance has declined 96% in the last 20 years and the implications for pollinator diversity in the future.

Domestic honey bees have dominated the news regarding the pollinator crisis, but native bees remain vital to Illinois’ ecosystems and agriculture.

As pollinators, rusty patched bumble bees contribute to our food security and the healthy functioning of our ecosystems.

Bumble bees are keystone species in most ecosystems that are necessary not only for native wildflowers reproduction, but also for creating seeds and fruit that feed wildlife. They are often better agricultural pollinators for certain crops than domestic honey bees.

answer questions. New seed will also be available. Local gardeners will meet, share gardening tips, and have the opportunity to diversify their seed supply,” Green said.

This free event is being offered by the club to create interest and excitement in gardening, encourage becoming more self sufficient in ornamental, fruit and vegetable gardening, and to encourage preservation of natural heirlooms (protecting rare species and seed genetics).

Sixth, seventh and eighth grade band members along with seventh and eighth grade choir members participated in the Rt. 72 Solo/ Ensemble Contest at Winnebago Middle School on Feb. 8.

In all, 108 sixth, seventh, and eighth grade band and choir students participated in a total of 93 performances.

These performances included vocal and instrumental solos, duets, trios, quartets, and a few larger groups.

All the events were performed in front of a judge that gave verbal and written feedback.

Of the 93 total events, Oregon students received 65 first place ratings, 25 second place ratings, and three third place ratings.

“There were many outstanding performances throughout the day including seven performances that the judges felt were deserving of a perfect score,” said Miles Beske, band director.

Rotary Governor spoke in Oregon Bobbi Burke of Rochelle who is District 6420 Rotary Governor was guest speaker at the Oregon Rotary Club meeting held at the Blackhawk Steak Pit two weeks ago.

Burke spoke about membership requirements and how it has changed during the past 30 years she has been a member of the Rochelle Rotary.

“The way and the time we hold meetings is important in securing new members,” she said, suggesting current members “introduce new

members by inviting them to come to meetings to see first hand what we do”.

She cited the many “great service projects” supported by Rotary.

The Polio Plus campaign, initiated in the early 1980s to eradicate polio in the world, is one of the great examples of Rotary International programs that are and continue to be effective and have touched the lives of many people in communities all around the world, she said.

READING MATTERS

Last month’s columns addressed some of the ways our children and grandchildren might differ in relation to reading interests, places to read, and in motivation.

In January this column will explore various reading difficulties and possible ways to support struggling readers.

For this month, we will look at a basic need for all ages and all readers.

Access to books, or reading materials, is a basic need if we are going to develop lifelong readers who enjoy reading.

What if we consider access to books when we buy gifts for our children and grandchildren during the holidays and for birthdays?

First, we might want to expand our definition of “books”. Let’s think in broader terms of access to reading materials. That includes many options for even the most reluctant readers.

Consider magazines, almanacs, catalogs, or blogs and websites. We can also consider the possibilities of e-readers and electronic books.

Within that list there are several potential ideas for gift giving.

There are books about popular video games

like Minecraft that will appeal to those who enjoy playing those games. There is built-in motivation to read these books because they give tips and insights into playing the games.

Children’s cookbooks are also plentiful. These also have built-in motivation for reading.

They can also help build a bond as we read in order to bake or cook something together with our children and grandchildren.

The librarians at your local public library would be happy to suggest books based on your child’s interests. They can also tell you the most popular books for your children’s ages.

Many times, classroom teachers can offer suggestions as well.

Speaking of libraries, if you don’t already have

a library card, you might want to stop in your local library to see about getting one. That can be a gift for the whole family.

We do want our children and grandchildren to have access to all kinds of reading materials. We also want to encourage them to read. Positive attitudes and motivation for reading are also basic needs if we want them to be lifelong readers who can and do read.

We can show that reading is important by including reading in our gift giving. If we search for materials that match their interests, we increase the chance that they will want to read.

We can spend time reading to and with them as well which will also increase motivation.

Reading is a necessary skill in the world in which we live. Information comes at us continually from all sources. Some of it is in print that we must be able to read and understand.

Being able to read can and will make a difference for our children and grandchildren in their lives both in and out of school now and in the future.

We should do anything we can do to help them value the gift of reading.

Harlem won the sectional title with a 6,438.

“We improved by almost 300 pins from last week,” Oregon coach Eric Carlson said. “The girls were spot-on. They really have come together over the last 3 weeks and improved every week.

We shot 5,899 to set the school record at regionals. We shot a 6,182 to really shoot a school record today. All of them did outstanding across the board.”

The top four teams and top five individuals not on those teams advance to the state meet.

“I’m not sure what to make of that,” Virgil said. “Sometimes we play like a No. 10, and other times like a No. 4.”

Byron led 19-16 after one quarter, but West Carroll rallied in the second to tie the game 29-29 at halftime. It was also tied 46-46 after three.

It was a scoring battle between Dixon’s Jacob Gaither and Oregon’s Trey Woolsey on Feb. 13 in a Big Northern Conference clash at the Blackhawk Center.

It turned out to be a Gaither’s 38 points besting the 34 by Woolsey, but the Hawks prevailed 74-63.

“It was two really good players going at it,” Dixon coach Chris Harmann said. “Oregon had other guys knocking it down, though.”

The Hawks were stunned early, with Gaither going off for 16 of the Dukes’ first 18 points as they grabbed an 18-2 lead.

“I told our guys before the game we needed to key on him and help out,” Oregon coach Quinn Virgil said.

The Hawks eventually righted the ship, with Eli Rufer starting a rally with a basket. That started after Riley Abell and Nathan Long scored for Dixon to make it 25-14 Dukes early in the second quarter.

Woolsey banked in a 25-footer, then Dixon (5-20, 4-5) missed its next 16 shots. Meanwhile, defensive mavens Riley Birnbaum and Josh Sitze put pressure at the top of the key and disrupted the Dukes offense, forcing 13 turnovers in the final 25 minutes.

By the time the half ended, Oregon was up 35-28, as Sitze scored five points at the end of the second quarter.

It wasn’t until the 4:46 mark of the third quarter before Dixon scored another basket.

“We can’t have a scoring drought like that,” Harmann said.

Polo’s McKenna is headed to state wrestling finals For the first time since Ethan Cain in 2016, the Polo co-op will have a wrestling state qualifier. Marcus McKenna earned fourth place at the Oregon 1A sectional on Feb. 15.

McKenna, a 36-6 senior from Milledgeville, advanced to the 160pound semifinals before losing 10-0 to eventual champion Bryce Faworski of Winnebago (35-1).

Coming through the wrestlebacks, McKenna assured his berth at Assembly Hall with a pin over Jackson Murphy of Sandwich in the so-called “blood round”.

That set him up for the third-place match against Michael D’Orazio of Wheaton St. Francis, with both wrestlers moving on to state.

Pronounced difference in wrestling sectionals W

hat a day of wrestling at the Oregon 1A sectional. It never fails to disappoint even the casual fan.

I had the chance to cover both 1A and 2A and there is a pronounced difference in crowd size and atmosphere.

Rochelle hosted what could be the toughest 2A meet in the state, similar to Oregon hosting the best 1A competition.

After being at Oregon Friday night and for most of Saturday morning, it felt like walking into a morgue at Rochelle on Saturday.

Don’t get me wrong. There was a nice crowd of several hundred people at Rochelle, but the intensity level wasn’t there like is for the 1,000-plus jam-packed into the Blackhawk Center.

The best performance at Oregon came from Lena-Winslow, who qualified a staggering eight wrestlers for state. This from a team that isn’t even eligible to compete for a state dual title, because they lost to Dakota at the regional. Something is wrong with that equation.

I’d put the fan base of Dakota and Le-Win alone against everybody at Rochelle. They are hardcore.

One fan that did not make it in time for Saturday morning’s round was a former star wrestler for Le-Win. Rahveon Valentine, who is a student at NIU, programmed Oregon into his GPS as he left DeKalb.

Upon arriving in Oregon, Valentine finally realized he was no longer in Illinois. He ended up in Oregon, Wisconsin, located just south of Madison.

Hopefully, he eventually made it back to the right Oregon to cheer on his alma mater. In covering Le-Win sports, I remember Rahveon always as a genuinely nice kid.

Marah Blake, Becca Wagner and Lindee Poper are effective near the post and Alex Dusing can go anywhere. With so much emphasis on 3-point shooting, someone like Patterson is a very valuable commodity.

Girls Basketball Even with a loss to state power Eastland, the Polo girls basketball team ended their season on a high note with a signature win over Newman.

That’s what the Marcos were looking for, as they demonstrated their legitimacy.

They showed glimpses of that in a close loss to Riverdale, a ranked 2A team. With nearly everyone returning for their senior year, with a nice mix of size and athleticism, 2020-21 promises to be special for Polo.

These girls will have been playing varsity since their freshman year and will be as seasoned as any team around. The only problem is how good 1A basketball is in northwest Illinois.

Can Polo contend with the big dogs next year?

It will be quite interesting seeing how the season unfolds.

What was nice about the Newman game was four players with nine or more rebounds and four players with six to 13 points. That’s balance.

Of course, it helps when Mallory Patterson makes 7-of-11, 3-point shots. Both teams attempted 25 shots form beyond the arc, with Polo making 12 and Newman 4.

That’s how games are won and lost. With Patterson on the court, teams have to adjust their defenses, freeing up the bigger girls in the post.

Oregon got kind of bad break in IHSA pairings.

No. 6 seed Hall Township was sent up to Winnebago instead of Chillicothe, giving that regional seven teams instead of six.

That forces No. 8 Oregon to play No. 9 Stillman Valley, with the winner meeting Winnebago. Had Hall been sent to Chillicothe, the Hawks would have had No. 13 seed Mendota, with the winner getting El-Paso instead of Winnebago.

Princeton and Bureau Valley (both close to Hall) were sent to Chillicothe, so why not Hall?

Strangely, Oregon faces Stillman Friday in the regular-season finale, before meeting again on Monday. It promises to be close.

The positive in all this is that Winnebago is not as strong as they have been in the past. Both Stillman and Oregon are capable of beating them, if everything goes right.

For fans headed to watch Polo at home Monday in their regional, don’t be surprised when you walk in and see a huge mismatch between No. 2 seed Dakota and No. 16 Leland in the first game.

Leland, who is 0-24, is losing games by 95-11, 79-13 and 61-8.

The only potentially bigger blowout would be at the Christian Life regional, where 28-0 powerhouse Indian Creek plays Our Lady of Sacred Heart of Rockford, the No. 15 seed.

Open houses offered on gypsy moth treatments Planned spraying treatments over area will be explained The Illinois Department of Agriculture will hold nine open houses to explain the proposed gypsy moth treatment plans for northern Illinois.

The gypsy moth is a non-native pest that feasts on more than 250 species of trees and shrubs, but its preferred food source is oak leaves.

Large populations are capable of stripping plants bare, leaving them vulnerable to secondary insect and disease attacks.

Severe defoliation can also cause tree death.

Infested sites will be treated with applications of either BtK (Bacillus thuringiensis var. Kurstaki), a naturally-occurring bacteria used by gardeners as an environmentally-friendly alternative to chemical pesticides, or mating disruption (MD), a gypsy moth-specific pher-

The Oregon Park District’s Mother-Son Date Night and Daddy-Daughter Dance are being dubbed a success.

It was a step back in time to the 50s with a “Sock Hop Theme” and the gym was full of poodle skirts, leather jackets, scarves, cat-eye glasses, and letterman jackets.

Weather spotter training class Feb. 24 at SVCC The Lee County Office of Emergency Management and Ogle County Emergency Management Agency will host a weather spotter training presented by the National Weather Service on Feb. 20 at Sauk Valley Community College, 173 IL Rte. 2, Dixon in room 1K04.

The class begins at 6:30 p.m. and will last approximately one and one half hours. The training consists of a slide and video program,

which teaches about severe storm structure, and how to identify cloud features and other environmental clues to identify severe storms and tornadoes.

“This is a great opportunity for local industry safety team representatives, who are task with the job of

“We were the youngest ones there with a bunch of adults who have been to many of these events,” she said. “To have that experience at such a young age puts a point of view on life. Next time, when we’re 20 or so, we’ll know how it’s going to go.”

The group’s 13 students are divided into groups and work as planners, community liaisons who contact local businesses and ask to make appearances, public speakers and writers, along with floaters who do a little of everything. Their work gets formulated into a persuasion plan for presenters to inform people with during outreach.

Doing this is a chance for the students to see that they are making real change, Sitze said.

“They have the ability to speak to groups that others don’t,” he said.

“These students will be able to hit high school students, middle school students, elementary school students with activities and language that is recognizable. If we convince

the students that this is important, they can convince the parents, and then we have a better chance.”

The students are enjoying their work: Oregon High is unique in that students need 80 community service hours in order to graduate.

Special graduation honors are awarded to those who eclipse 400 hours.

“It’s fun to have the freedom, and to get to decide what the project is and help the community,” Taylar Rufer said.

Paige Beauchem has learned a lot about time management with her participation in it.

“We do a lot of work on our own, so we get to teach ourselves,” she said. “It puts a lot of responsibility on you.”

The first official call to residents begins March 12 with the first of four letters sent to residences providing information about it. Paper forms come with the final letters, and census takers will go door-to-

door to places that have not had residents complete any type of form.

Forms also can be done online or by phone; more information about those methods are addressed in the initial letter.

Money is a big reason why census forms should be completed, Nadia Thiesen said.

“It gets used for a lot of things,” she said.

“School programs, childc a r e programs, health programs, pretty much anything to do with the community. Park buildings, and things like that. We don’t get the right amount if we don’t count all of the people.”

“This happens once every 10 years, so if anyone is missed we lose funding for them for the next 10 years,” Abby Duke added. “Even with one person, that is a lot of money.”

People have a price when it comes to government spending, and it’s about $1,800 per person.

For every person Riley Crichton and Avery Sellers talked to at Pinecrest Grove Community Center’s McKendrie Cafe, it may lead to more federal funding.

Numbers matter, and Riley and Avery are Oregon High School sophomores who are part of a Complete Count Committee that wants to make sure every person is accounted for in the 2020 United States Census.

“People don’t actually realize how much money is involved,” Riley said.

The Census, done every 10 years, assures that programs based on population distribution get as much money as possible. Complete Count Committees educate residents on the importance of the Census, and the high school group is coordinating with similar ones from the City of Oregon and the Ogle County Board to plan events, target hard to reach populations and spread awareness.

The undercount of Illinois residents in the 2010 Census had a great financial effect: Nearly $122 million could have gone to the state for every 1% of the population not counted, according to a report from the George Washington Institute for Public Policy.

Nearly 16% of Illinois residents live in “hard-to-count” areas that require greater resources for census organizers to account for, census records show. Most remain undercounted, and it adds up to over $1 billion in possible revenue for the state.

Riley uses that as a point of emphasis to persuade people to assure they are counted.

“People are usually polite enough to listen,” she said. “If we say the right things, it’ll catch their attention.”

The committee is part of the high school’s open program class for sophomores, coordinated by teachers Aaron Sitze, Cole Davidson and Kim Radostits. It started after a call for community service projects for students to undertake was answered

by Northern Illinois University’s Center for Governmental Studies.

Enough students were interested to form a group, and they attended seminars and workshops at NIU in DeKalb and Malcolm X College in Chicago to be trained in the census process.

State Police director backs FOID fingerprinting Outlines increased enforcement efforts, needed for resources

BY JERRY NOWICKI Capitol News Illinois SPRINGFIELD — The Illinois State Police director said last week that his department has stepped up illegal firearm ownership enforcement methods, but it needs greater resources to continue the job — including fingerprints of Firearm Owner Identification Card applicants.

During a news conference Thursday, ISP Director Brendan Kelly gave an update about enforcement efforts and announced support for Senate Bill 1966, a measure that would increase FOID card fees and mandate fingerprinting of applicants.

The House passed the bill in May, but a Senate measure to agree with that final language stalled before a vote. It remains in the Senate assignments committee but could be taken up this legislative session.

Under the bill, sponsored in the House by Rep. Kathleen Willis, D-Addison, new applications for FOID cards and renewals — which would be required every five years — would cost $20, up from the current cost of $10. The fees would fund law enforcement revocation efforts for those not legally allowed to own FOID cards or guns.

Gun advocacy groups such as the Federal Firearms Licensees of Illinois and the Illinois State Rifle Association oppose the bill, and have argued fingerprinting and increased fees hinder Second Amendment rights.

While Kelly was questioned about the constitutionality of fingerprinting gun owners at the news conference, he said ISP’s main consideration is public safety — lawmakers and judges will decide constitutionality.

“We will be able to do a much more thorough, effective and quicker background check, even for law-abiding citizens, if we have that fingerprint,” he said.

Kelly’s briefing came one year after a shooting at an Aurora warehouse left five people dead and others injured. That shooter, Kelly said,

should not have had a gun because there was a 1995 felony aggravated battery conviction on his record.

The ISP director also said there are several instances similar to this one in which criminal background information is not included in key national databases. There are “over 7 million firearms ownership-prohibiting records in this country which are not readily available in background check databases,” he said.

The information does show up when a person is fingerprinted — and it did when the Aurora shooter was fingerprinted for a concealed carry permit in 2014 — but he had already purchased the gun used in the shooting by that time because he lied on his FOID card application, Kelly said.

At the time, police only sent a letter to the shooter demanding he turn in his guns, but took no other action.

“Because a form letter sent only at the time of revocation is not enough,

Kelly said before the Aurora shooting, ISP was “only incidentally” confiscating guns from those who were not legally allowed to own them as part of “other types of investigations.” There was no concerted, coordinated effort.

“Enforcement has improved,” he said, noting the ISP’s criminal investigation division conducted more than 200 revocations since May 2019 that resulted in retrieved guns.

Kelly said the fund supporting police background checks has “been affected by budget crisis after budget crisis,” but recent stability from the current administration has been beneficial, “allowing the ISP to build out multi-year hiring and service plans.”

While 90 percent of about 300,000 new FOID applications in the past year were processed within the mandated 30 days, Kelly said, it took police a total of 13,877 hours of overtime. Gun rights advocates have sued over alleged FOID and concealed carry permit delays, however.

“Even with the incredibly hard work of the men and women in justice services, and with the incredibly hard and sometimes dangerous work of the men and women serving in the division of criminal investigations, there is still much more to be done,” Kelly said in backing SB 1966.

“Without additional resources for both state and local law enforcement to ensure illegal firearms are not possessed by potentially dangerous individuals, the odds still remain too high that more tragedies will occur.”

Feb. 12 At 9:23 a.m., Ogle County sheriff’s deputies, the Polo Police Department, the Polo Fire Department and the Polo Ambulance responded to a one vehicle rollover accident on Cavanaugh Road at Illinois 26.

A grey Toyota Avalon driven by Einar S. Dahl, 90, of Prospect Heights was southbound on Cavanaugh Road when the vehicle left the right side of the road.

The Toyota then crossed back over the roadway striking an embankment causing it to roll over in the field.

Dahl was transported to KSB Hospital with minor injuries by the Polo Ambulance.

Larry Barnes, 30, of Oregon was arrested at 9:13 p.m. for driving while under the influence and unlawful possession of cannabis-improper container after responding to Illinois 64 and Mongan Drive for a one-vehicle crash. Barnes

also received citations for no insurance, improper lane use and no valid driver’s license.

Barnes was transported to the Ogle County Jail where he was released on an I-bond and will appear in court on March 6 at 9 a.m.

Feb. 13 Michael O’Brien, 21, of Rockford was arrested at 9:43 p.m. for driving while under the influence of alcohol after deputies, along with Byron Fire, responded to the 10000 block of Illinois 2 for a one vehicle crash.

O’Brien was also cited for improper lane use, driving on the shoulder, unlawful transportation of alcohol, and failure to reduce speed to avoid an accident.

O’Brien was transported to a Rockford hospital for minor injuries.
