Taxing bodies will lose an estimated $2.6M due to new nuke assessment

Board of Review lowered assessment from $546M to $503M

BY VINDE WELLS vwells@oglecountynews.com Preliminary numbers indicate that 11 local taxing bodies will lose a total of $2.6 million in real estate tax revenues this year due to the decrease in the assessment of the Byron Generating Station.

The Ogle County Board of Review lowered the plant’s assessment from $546 million to $503 million, a seven percent decrease, on Jan. 17 after they heard Exelon Generation’s assessment appeal and arguments against it from attorneys for the Byron School District.

Exelon asked for the assessment to be set at $188 million, while the school district requested a value of $625 million.

Ogle County Treasurer Linda Beck said Tuesday that she cannot yet make exact calculations on how much less the taxing bodies will receive.

She does not yet have the tax rates from each taxing affected body or the township equalization factors (multipliers) from the Illinois Department of Revenue.

Last year, Exelon paid $36.8 million in real estate taxes for the Byron plant while this year the amount looks to be $35.2 million based on the seven percent decrease in the assessment.

The Byron School District will feel the largest loss — an estimated $1.5 million.

Ogle County Board Chairman Kim Gouker, of Byron, said the county will feel the reduction in several areas, at least $100,000 in the $14 million General Fund, another $100,000 to $150,000 in the Road & Bridge Fund, as well as lesser amounts in other funds.

“Although the impact is not as great as the Byron School District’s, it will ripple across our budget,” he said.

The Highway Department will have to scale down or postpone some of its planned projects as a result, he said.

Oregon Park District Executive Director Erin Folk said decisions have already been made to deal with the estimated $178,000 reduction in district tax revenues.

“We have a plan in place,” she said.

The Operating Fund will be scaled back to absorb a $78,000 loss, while the $100,000 reduction in the Bond Fund will be made up by an increase in the rate for

Oregon School Superintendent Tom Mahoney said he anticipates a $60,000 loss of revenue from its $14 million budget in a district already facing financial challenges.

He said the school board will discuss the issues and decide whether to make more cuts or dip into its dwindling reserves.

The board has already made staff cuts, he said.

Since real estate tax revenues are factored into how much a school district receives in state aid, Mahoney said a possible increase in state funding could make up for the decrease.

“That would make it neutral, which is never good, but at least it wouldn’t be a

loss,” he said.

Exelon’s taxes also go to Rockvale Township, Byron Fire District, Rock Valley College, Byron Public Library District, Byron Museum District, Byron Forest Preserve District, and Kishwaukee Community College.

Gouker said the BOR did not give sufficient reasons for its decision, which he said may result in higher property tax for other taxpayers.

“The nuclear plant is by far the most important part of not only our tax base, but also our industrial base,” he said.

“When a significant piece of real estate is arbitrarily reduced in value it shifts the tax burden to other taxpayers, primarily individuals and small businesses. That’s the unfortunate part.”

City clerk Charlene Ruthe said she has received several complaints from residents who have had visits from the solicitors in the evening and on weekends, when the city hall is closed.

The solicitors are trying to persuade the residents to change providers for electricity and, in some cases, natural gas.

The $546 million assessment of the Byron plant was set last fall by Supervisor of Assessments Jim Harrison, who retired Dec. 31.

That assessment had been set annually since 2016.

Board reschedules meeting due to snowstorm

BY VINDE WELLS vwells@oglecountynews.com Due to a snowstorm, last week’s Mt. Morris Village Board meeting was rescheduled to Tuesday.

The Jan. 22 agenda was carried over to Jan. 29 with the board expected to approve the part-time employment of retired Water and Sewer Department Superintendent Gene Ashton.

Ashton retired Dec. 31 after 39 years working for the village, but agreed to work part-time because of his experience and because no one currently working in the department is licensed to do the testing required by the Illinois Environmental Protection Agency.

His hiring was originally slated for approval on Jan. 8, but was tabled for further discussion.

According to the terms of a pro-

posed agreement between Ashton and the board presented then, he would be paid $300 per week to stop in daily, be on call 24 hours a day, answer questions, take the samples for testing, and sign the required IEPA paperwork.

If called in for an emergency after hours, Ashton would be paid an additional $40 per hour after the first two hours.

Ashton estimated that normally,

he would work four to five hours per week.

Finance Committee Chairman Phil Labash, however, wanted a more definite estimate of the hours Ashton would be working for the $300 per week.

The Jan. 29 agenda also included a closed session to discuss employee salary schedules.

Vintage collectors offer treasures at February Finds Shop for that special item this Saturday at Moose Family Center

BY VINDE WELLS vwells@oglecountynews.com An interest in vintage furniture and other items has turned into a hobby and retirement business for a Polo couple.

“We do antiques and collectibles and we refurbish and rework things before we sell them,” Marla Buskohl said. “It was basically going to be our retirement job but it started earlier than we intended.”

She retired a few years ago but her husband Tom still works full-time.

The couple will offer their treasures at the seventh annual February Finds Antiques an Collectibles Market on Saturday, Feb. 2 at the Mt. Morris Moose Family Center.

The event is open from 9 a.m. to 4 p.m.

Buskohl said they started going to auctions about 15 years ago and buying some things they liked as a hobby.

“Friends who were already dealers suggested we go into selling,” she said. “It took off from there.”

They were soon setting up at flea markets, including the Pec Thing, and expanded from there.

“Once people see what you have and your style they invite you to other places,” Buskohl said. “We’ve met a lot of people and made good friends doing this.”

Now they also have their collectibles for sale at Split Decisions at Conover Square in Oregon, Road-

house Antiques in Creston, Waterfront Antiques in Dixon, and Great River Road Antiques in Fulton.

Buskohl said she goes to several auctions per week to maintain their inventory. She looks for items of different styles and time periods.

“We do a little of every decade because trends change, colors change. You have to do your homework and keep up,” she said.

The Buskohls have participated in February Finds for four to five years.

“It’s well run and has good vendors,” Buskohl said. “It’s a nice mix [of merchandise], and it’s easy to access.”

Merchandise offered at the event includes antique furniture, antique tools, primitives, tins, lamps, vintage clothing and jewelry, tin toys, quilts and linens, artwork, stamps, postcards, local advertising memorabilia, Depression glass, Tea Leaf and Majolica pottery, enamelware, Fiesta Ware, vintage holiday and numerous other collectibles.

All displayed antiques, vintage collectibles, and artwork are for sale.

Admittance to this event is $3 per person.

Children 12 and under will be admitted free and must be accompanied by an adult.

Parking is free and the building is handicapped accessible.

A bake sale will be held in conjunction with the market, with all proceeds benefiting Let Freedom Ring.

Food and beverages, prepared by the Moose, will be available for purchase.

Quilts are a symbol of peace and comfort at Serenity Hospice & Home, Oregon.

Serenity had the privilege in 2016 of serving the family of Don Bruce, a 40- year resident of Polo.

He came into Serenity Home to spend his final days.

If you knew Don, you knew he was kind and generous and a hard worker. He died young at the age of 69.

He was also tall. Very tall.

After his death, his wife Jane expressed an interest in helping Serenity obtain a bariatric bed for larger patients.

Her generosity along with a grant from Woodward Governor, Rockford, allowed Serenity to turn one of their patient rooms into a bariatric room.

If you have ever visited Serenity, you know that quilts are symbolic of the comfort and peace found within our hospice home.

Serenity’s collection of quilts are made with love by various artists and they serve to remind us of all the people and families we have served.

Jane noticed that a larger bed would require a larger quilt.

This is when she approached her friend of more than 25 years, Nina

County board chairman Kim Gouker, of Byron, told the board Jan. 15 that before leaving office earlier this month, Gov. Bruce Rauner granted the county’s request to stay in the LWIA that includes JoDaviess, Carroll, Whiteside, Lee, Bureau, LaSalle, and Putnam Counties, instead of being forced to join one with Winnebago, Stephenson,

“It means we get to stay with the counties we’re aligned with. It means less disruption,” he said.

Gouker was contacted last May

by Illinois Workforce Innovation Board officials who informed him that the county was out of compliance because the LWIA of which it is a member does not match its Economic Development District.

Gouker voiced concern last summer that the change could adversely affect local job seekers.

The purpose of the LWIA is to retrain displaced workers and pro-

vide other services for individuals, including youths, looking for work.

LWIAs are part of the Workforce Innovation and Opportunity Act, which is under the authority of the U.S. Department of Labor, which provides the funding through grants.

The state governor has the responsibility to designate and re-designate LWIAs that administer public workforce programs.

Ogle was one of five Illinois counties determined by Department of Labor officials to be out of compliance.

In 2010, Gouker said Ogle County rejected the LWIA that included Winnebago, Stephenson, and Boone Counties. and instead chose to join the current one.

The law was revised in the last couple of years, he said, to require LWIAs to match the Economic Development Districts.

“The crux of it was we didn’t want to get thrown in with these [Winnebago, Stephenson, and Boone] counties because they aren’t the same as we are,” Gouker said. “They

After church, Charlotte and I went to lunch to catch up on all the happenings of the past couple of weeks.

The lunch started out as a dinner and was postponed more than once because of the weather. It was nice to relax and have time to chat.

This past week was pretty quiet as many of our activities were canceled for the weather.

Council of Churches, trivia night, and a dinner for our area wrestlers will all need to be done at a later time. This coming week may be the same situation.

This past Saturday afternoon, I had a couple phone conversations with Matt and Clint.

Ema was already at work when I called. It was so good to catch up with both of the boys.

They continue to make me so very proud.

This Friday evening, our church

has sponsored the performance of the Luther Nordic Choir at 7 p.m. at St. Paul Lutheran Church in Sterling.

The concert is free and there will be a free will offering to benefit Lutheran camps and ministries.

Come and join us for a beautiful night of music.

As I drove to work and to church this weekend, I couldn’t help but take in the beauty of the snow covered ground.

The way the snow stays balanced on every tree branch, only God could have put it there.

On Saturday, early in the morning, I drove to Lanark.

With the fresh fallen snow and the sun rising behind me, it was hard to watch only the road. I wanted to gaze at the trees and homes on my way.

Even more beautiful was Sunday morning on my drive to church.

The frosty morning was decorated with once bare trees now perfectly dressed in white.

Frost clinging to every surface made for an incredible winter landscape.

Such beauty from the storms is

what God is all about. Only God can bring about beauty from the imperfect.

The magnificent landscape after the snowstorm, the strength and love of family and friends after grief, and especially, a new beautiful life after we have sinned.

We are imperfect people, making mistakes, saying the wrong things, hurting each other and God can take those imperfections and make them clean.

His mercy can make us new. His grace can make us beautiful to Him and others.

Accepting the love of Christ brings out the best in us.

We want to love more. We want to show kindness to others. We are forgiven and we want to forgive others.

No matter the past, God is ready to meet us. It is never too late to know the One that loves you the most.

I hope to see you next week in our church where you will be surrounded by God’s love.

You will be greeted with warm fellowship, you will be prayed for, and you will be invited to join us in praise and worship.

Hinkle one of first to graduate from NIU program Oregon native one of first to receive Ph.D in Health Sciences An Oregon native is one of the first two graduates of the Ph.D. in Health Sciences program at Northern Illinois University, DeKalb.

Hana Hinkle-Peterson and Steven Hinojosa, of Texas, both successfully defended their doctoral dissertations this fall, and became the first to receive their doctorates through the program which accepted its first cohort in 2015.

“I give credit to them as part of our first class, as we opened the pro-

gram and they began their journey toward a doctoral degree,” said Beverly Henry, NIU associate dean, College of Health and Human Sciences.

“It is gratifying to see their achievements from early class discussions to seeing dissertation defenses. We are very proud of them.”

Hinkle’s dissertation, “Cultural Competence Training Model for the Public Health Workforce: Public Health Cares,” investigates public health workforce bias and lower outcomes in racial areas, and ways to better train workers to mitigate reasons for disparity.

Hinkle was working in academic medicine and rural health, and Hinojosa was working in public health roles while they pursued their degrees. Both chose the NIU program in part because of its mul-

tidisciplinary approach.

Hinkle pursued a doctorate degree to prepare for career advancement.

She recently became a research assistant professor in the Department of Family and Community Medicine-UIC College of Medicine, and said combining her Ph.D. and on-the-job knowledge has set her up to pursue top leadership positions in her field.

She currently works as the Associate Director for the National Center for Rural Health Professions, UIC College of Medicine Rockford and the Associate Director of the Illinois Area Health Education Network Program.

“Having a Ph.D. can help to broaden the impact of your research and discoveries,” Hinkle said.

COLLEGE & SERVICE NEWS Mattelyn R. Cancilliere U.S. Air Force Airman Mattelyn R. Cancilliere graduated from basic military training at Joint Base San Antonio-Lackland, San Antonio, Texas.

The airman completed an intensive, eightweek program that included training in military discipline and studies, Air Force core values, physical fitness, and basic warfare principles and skills.

Airmen who complete basic training also earn four credits toward an associate in applied science degree through the Community College of the Air Force.

Cancilliere is the daughter of Ryan J. Felske and Betty J. Cancilliere, of Byron, and is a 2018 graduate of Byron High

She is majoring in Communication Sciences and Disorders.

To be named to the dean’s list, a fulltime undergraduate must earn a grade point average of at least 3.5 on a scale of 4.0.

Alexis Howey Alexis Howey, of Mt. Morris, graduated during the Dec. 13 winter commencement at the University of Evansville, Evansville, Indiana.

Howey graduated with a bachelor of music degree in Music Therapy.

Western Illinois University Several area students have been named to the fall dean’s list at Western

Illinois University, with campuses at Macomb and Moline.

To receive this award, an undergraduate student must earn at least a 3.6 grade point average on a scale of 4.0.

The Byron Forest Preserve District has cross country skis for rent and miles of trails at the Jarrett Prairie Nature Preserve, located at 7993 North River Road in Byron.

Cross country skis can be rented at the Jarrett Prairie Center for $5 per person per hour for drop in use.

The district’s Education Department will also offer guided cross country skiing outings on Feb. 7, 21 & 28 from 1 to 3 p.m. for $5 per person.

Friday guided cross country ski outings will be offered Feb. 1, 8 & 22 from 9 a.m. to 12 noon for $5 per person.

Guided Winter night skiing will

be offered on Saturday, Feb. 23 from 6 to 9 p.m. for $5 per person.

Lady Hawks win at North Boone

Sophomores from Stillman Valley came into the Blackhawk Center Jan. 25 to steal the thunder of the Lady Hawks’ senior night.

Starting four sophomores and a junior, the Cardinals (8-14, 4-3) took control early and never let up in a 58-48 BNC win.

“It’s a talented group of sophomores, but it comes with its ups and downs,” SV coach Bobby Mellon said. “As the season comes to an end, we’re starting to come along. It’s a unique experience to return all five starters next year.”

Oregon (6-20, 0-7) did not score until freshman Jenae Bothe came off the bench midway through the first quarter. She quickly scored a basket and put in a buzzer-beater off her own rebound to keep the Hawks within 12-6.

SV put some distance between the two teams with seven scores on eight possessions in the second quarter, with Georgia Ballard, Lexi Lichty and Payton Barger doing the damage.

Senior night did not work out well for the Hawk wrestlers on Jan. 24 at the Blackhawk Center.

Oregon took a 40-38 loss to the Polo Marcos in the opening meet and made a run at the ninth ranked Byron Tigers but ran out of bodies and fell short 40-28.

Both teams were penalized a team point in the contest. Oregon closes out the regular season with a 15-11 dual meet record, 21-14 counting the dual meets at the Abe’s Rumble Tournament.

Senior wrestlers Noah Paul and Chase Clark and senior statisticians Jessica Brink and Izzy Bergstrom were introduced with their parents before the meet.

A line of junior high wrestlers that stretched from one end of the gym to the other were also introduced and the number of wrestlers coming up shows a bright future for the Hawk program.

It spelled doom for the Hawks.

They still had their chances but let a couple of matches get away and it was loss number 15 for the season.

Oregon forfeited 106 to start the meet, and the score was quickly tied when Andrew Herbst pinned in a cradle in 24 seconds.

Connor Eubanks gave second ranked Jacob Milliman a battle at 120. Leading by just two in the third, Milliman stepped over for a reverse and caught a half nelson for three points on a stand up but ran out of time for the pin to take a 7-0 decision.

At 126 Dre Smith had a cradle for three points in the first and two reverses to the back, the second for a fall at 3:52.

Jared Glendenning lost two reverses to his back to lose a 14-3 major decision at 132.

At 138, Paul had three takedowns, one to the back in a half nelson, and a reverse to the back in a Saturday night for three points to complete an 18-3 technical fall at 4:32.

Oregon forfeited 145 to get the Marcos within four points but Austin Ebert put the Hawk lead back to ten with a pin. He was tied at two after a lost reverse in the second, but Ebert

OHS grapplers compete in two tournaments

BY RANDY HOLLAND The Oregon wrestlers competed in two tournaments over the weekend.

Eight varsity wrestlers competed in Rockford Lutheran Midnight Ramble on the evening of Jan. 25 to make up for the LeRoy Tournament that was cancelled the previous weekend.

The younger wrestlers were entered in the annual Oregon/KSB Fresh-Soph Tournament at the Blackhawk Center on Jan. 26.

The fresh-soph tournament attracts wrestler from all over northern Illinois and is an individual tournament and no team score are kept.

Dre Smith and Jokiah Sewell both pinned to take first place at 126 and 145.

Austin Ebert won the 160 pound third place match by injury default, and Jared and Adam Glendenning were both pinned in their third place matches to take fourth.

Daniel Dominguez won a 2-1 decision to finish fifth.

Ethan George, Elizza Easly, Westin Hughes, Wade Reimer, and Miguel Vasquez also competed in the tournament.

Herbst, Milliman, Paul, Clark, and Crandall were top seeds and had byes in the quarterfinal round. Minnis, Smith and Sewell had matches.

Minnis countered and stepped over for the first takedown but

taken down in a single and turned with a half nelson at 1:02 and the Hawks forfeited 285 to give the Marcos a rare victory over Oregon.

On the JV mat, Wade Reimer lost two sets of backpoints before he was turned in a power half and pinned in a half nelson at 3:40.

In a second match, he scored twice with a half nelson before he took a chicken win over at 1:43.

The Hawks started strong against the Tigers were up 33-6 at one point, and nearly 39-0.

At 113, Sam Flores-Minnis had two cradles and a two point half nelson before he hit a double to the back for four points to finish a 15-0 technical fall at 6:00.

Herbst bumped up to 120 and had a cradle for two points in the second period on his way to a 10-0 major decision.

Up at 126, Milliman nearly pinned with a half nelson at the end of the first and pulled a chicken wing back and worked into a half nelson at 3:02.

Smith looked like he had a sure pin when he scored a takedown in a cradle at the start of the 132 pound match, but the official saw it differently and Smith was eventually pinned in a half nelson at 2:48, a 12 point swing that would have given Oregon the team win.

Paul had a three point nearfall before he pinned in a cradle at 1:38, and Clark worked the ball and chain for three points in the first period and started with it again in the second, adjusting to a half nelson to pin with a tenth of a second on the clock.

At 182, Crandall was down 3-0 when he just missed a heel pick at the end of the second. He scored a reverse to start the third and let honorable mention Blake Eder up midway through the period, but Crandall could not get a takedown to tie and he lost a counter with ten seconds left to go down 6-2.

Adam Glendenning gave up a three point chicken wing and was turned with an arm bar at 1:55 to end the wrestling on the mat. The Hawks forfeited 220, 285, and 106.

BY ANDY COLBERT acolbert@oglecountynews.com Friday morning’s round at the IHSA bowling championships couldn’t have started much better for Oregon senior Austin Strite.

His first game netted a 266, fourth best of the 115 bowlers at St. Clair Lanes in O’Fallon.

“The shots in the first game were blasting the pockets and pins going where they were supposed,” Oregon coach Eric Carlson said.

He kept up the hot streak with a 227 on game two, slightly dropping him two spots, of which the Oregon athletic website proudly tweeted as the live scoring came in.

Unfortunately, he couldn’t keep that pace up, falling to 33rd after a 183 in game three.

“In the second game, he started to lose his pin carry,” Carlson said.

“He kept plugging away, but the pins weren’t cooperating.”

By the time the afternoon session (173, 194, 194) was over, he sat in 59th place with a 6-game total of 1,237. He wasn’t alone in that scenario.

Ethan Gardner from Collinsville, had a 783 in the morning to take second. By the end of the day, he fell to 47th on a 476 in the afternoon.

“Bowling can be a funny game with the pin carry,” Carlson said.

“The biggest problem both days for Austin was lack of pin carry.

“They changed it to make it easier because of complaints from coaches,” explained Carlson. “For Austin, it was more of an adjustment because of the way he throws.”

For the fifth time in six years, it was the NIC-10 claiming team honors. Harlem scored 12,851 to best second-place Minooka by 137 pins.

Interestingly, Lake Zurich, who barely nipped Oregon for the final sectional-qualifying spot, took fifth with a 12,340. That was one place ahead of Hononegah, part of the five top 10 state-placing teams that came from the sectional Oregon was in.

“The last 6-7 years I’ve been a part of it, AJ Nordman was phenomenal and Derek Poole was also pretty good.” Carlson said. “But, in my opinion, Austin never let anything get to him. AJ and Derek put the bar up and Austin surpassed it.”

Riley Kavanaugh led the Duchesses with a six-game total of 1,124. She was followed by Alyssa Bonnette (1,093), Allie Bay (1,085), Tori Baker (1,007) and Kyrie Payne (956).

Oregon Wins at North Boone On Jan. 25, Oregon traveled to North Boone in a match-up of winless BNC teams. It was the Hawks (1-7) getting their first conference win 54-49.

The game was close throughout, with sophomore Brenna Noon coming up big with 10 fourth quarter points to help Oregon outscore the Vikings 24-20.

Lambrigtsen (20 points) was a perfect 12-for-12 from the charity stripe, including 6-for-6 in the key fourth quarter. Counting the SV game, she is 22-for-25 for a sparkling 88 percent.

Martin hit a 3-pointer in each quarter to add 12 points.

Oregon closes out regular-season play at Kewanee on Friday.

They earned a No. 9 seed in the sub-sectional and will play No. 11 seed Elgin Harvest Christian on Monday at 6:00 pm in the Winnebago regional.

The winner plays No. 1 seed ‘Bago the next day, also at 6 p.m.

Former coach’s funeral provides time for reflection

I

t was only appropriate that I found myself in the heart of winter headed to Dubuque for the funeral of a basketball coach.

Traversing the slippery roads, I thought of how many road trips my uncle Ed Colbert, the deceased, made during a long tenure as coach at Dubuque Wahlert high school and Clarke College.

And also, what a haven school gyms are during winter. Like an oasis providing a spring of water in a desert, a basketball game offers protection from the cold.

Any of the high-school gyms in the many small towns we drove through looked to be an inviting respite from the rigors of a snowy drive.

Being a basketball coach is a tough job, but there is something comforting about being an integral part of the fabric of life. How powerful is this?

During the visitation and services at Church of the Nativity in downtown Dubuque, I felt the presence of basketball everywhere, from former players giving tributes to the priest referring to my uncle as “Coach Ed”.

It wasn’t the flowers that stood out in the receiving line, but amidst the school colors of royal blue and gold was the 1980 Iowa state championship trophy, Uncle Ed’s only title after 11 trips downstate with

Wahlert.

His hunger for that coveted state title was as strong as his desire to play the game.

As a poor kid growing up, he and my other uncles played with a coffee can nailed to a post, using an old tennis ball. That’s all they could afford, but it started a love affair that did not need high-fallutin’ travel ball, name-brand shoes or specialized training.

Eddie appreciated basketball for its pure essence and loved coaching it.

It showed in how those former players told of being influenced by a 91-year old man they still called “coach”.

Wanting to visit more, the snow told me it was time to get mom and dad back to Rochelle.

Then, as I made the turn from highway 84 to 64 in Savanna and headed east, the thought came to me – it was more than a celebration of life that I attended.

It was also a reaffirmation of the

impact a coach can have on a young person’s life and the importance of basketball.

Soon, we passed by the Eastland gym and outside of it was jammed with cars and a school bus from neighboring Pecatonica.

With the snow still coming down, it was a winter haven indeed.

Believe it or not, basketball season for the girls is about over. That is usually a barometer for me in determining spring is just around the corner.

Maybe not this year.

Regionals Next Week Regional play begins next week, with Oregon and Byron at Winnebago and Polo and Forreston at Polo.

Polo is stacked with No. 2 seed Dakota and No. 3 AFC. Forreston (8-14) will have its hands full with AFC on Tuesday. If Polo (5-15) gets

by Pecatonica, they face Dakota.

The NUIC south division will end up with Aquin, Dakota, Amboy and AFC all having 20 or more wins.

At Winnebago (18-7), the hosts are going for their fourth straight regional title and are big favorites as the only team with a winning record. It appears as Rock Falls will win the BNC crown, as they have a 2-game lead over everyone else.

That should make it a dual boysgirls title in basketball for the Rockets.

Wrestling regionals are on tap and the following week is one of my favorite events of the year – sectionals. Talk about cream of crop in 1A at the Byron sectional.

How about eight of the top nine teams in the state feeding into Byron, including No. Aurora Christian, No. 2 Le-Win and No. 3 Dakota?

This sectional has been tops in 1A for the last couple of decades and with Aurora Christian suddenly developing into a powerhouse, it only got stronger.

Lots of sporting events have been cancelled because of inclement weather, causing some grumbling for old-timers unaccustomed to schools being closed for snow and cold.

I asked an area superintendent if schools are getting too soft these days.

His response made sense when he said schools have much more liability than they did in the old days before the era of lawsuit mentality took hold.

Additionally, there is a shortage of bus drivers in many districts that affect flexibility in scheduling and when it is brutally cold, some children do not dress properly.

The deadline for submittal of applications for the first round of grants is 4 p.m. on Thursday, March 7.

The application for the grants is simple and flexible.

Businesses could use grant funds to help purchase waste reduction and recycling materials and equipment such as collection bins, carts, balers, and storage containers.

Equipment needed to switch from disposable packaging to reusable

packaging for products and supplies could also be considered.

Businesses are encouraged to consider projects to reduce food waste or implement food waste recycling programs.

Schools may seek funds for special projects that will further a student’s understanding of how to reduce the amount of trash sent to the landfill.

The requests may be for materials and equipment, such as recycling bins or carts, videos, books, worm (vermicomposting) bins, composters, or other waste reduction equipment.

Municipalities seeking to improve

commercial, curbside, or multifamily recycling programs are encouraged to apply.

Grant applications for equipment and materials needed to improve electronics recycling options in Ogle County are also encouraged since most electronics have been banned from landfills since January of 2012.

These examples are not all inclusive and applicants are encouraged to find innovative ways to reduce waste and increase what is recycled.

The grants may not be used to pay for ongoing expenses such as staffing, collection, and hauling costs.

Priority given to new applicants.

The Ogle County Solid Waste Management Department announced last week that limited funds are again available for Waste Reduction and Recycling Grants for the 2019 fiscal year.

The grants of up to $2,000 are available to Ogle County businesses, schools, churches, and non-profit organizations wishing to establish or improve on waste reduction and recycling programs and services.

Applicants must provide a minimum 20 percent match of the total project cost.

Because total grant funds available this year are limited to $6,000,

OGLE COUNTY SHERIFF Ogle County Sheriff Brian VanVickle reports the following arrests.

Jan. 22 Deputies along with Oregon EMS and Fire Department responded to a two-vehicle crash with injuries at 12:44 p.m. in the 1000 block of East Ill. 64.

A van driven by Amanda Somers, 31, of Rock Island, was eastbound when Somers lost control of the vehicle on the slightly slush-covered road. Her vehicle then went into the westbound lane and struck a westbound van head on, which was driven by John Heng, 84, of Oregon.

Heng and his passenger, Cordelia Heng, 82, of Oregon, were transported to KSB Hospital, Dixon, by Oregon EMS for minor injuries.

Somers was issued a citation for failure to reduce speed to avoid an accident Deputies responded to a two vehicle accident at 4:59 p.m. in the 6,000 block of North Ill. 2.

A northbound vehicle driven by Amy Orsted, 29, of Mt. Morris, went out of control on the snow-covered roadway, crossed into the oncoming lane, and struck a southbound vehicle driven by Matthew Hey, 40, of Dixon.

Orsted was issued citations for driving too fast for conditions and operating an uninsured motor vehicle.

Jan. 24 John Roberts, 42, of Rockford, was arrested on an outstanding Ogle County warrant for driving while license suspended. He was held at the Ogle County Jail in lieu of a $10,000 (10%) bond pending a court appearance.

Tadd Schaible, 30, of Rockford, was arrested on an outstanding Ogle County warrant for contempt of court. He was held at the Ogle County Jail in lieu of a $1,500 bond pending a court appearance.

Kaleb Harrolle, 19, of Freeport, was arrested on an outstanding Ogle County warrant for failure to appear. He was held at the Ogle County Jail in lieu of a $1,117 bond pending a court appearance.

Candace Collins, 26, of Belvidere, was arrested on an outstanding Ogle County warrant for failure to appear. She was held at the Ogle County Jail in lieu of a $1,404 bond pending a court appearance.

Joseph Lewis, 40, of Oregon, was arrested on an outstanding Ogle County warrant for domestic battery. He was held at the Ogle County Jail in lieu of a $1,000 bond pending a court appearance.

Jan. 25 Michelle Donoho, 23, of Dixon, was arrested on an outstanding Ogle County warrant for failure to appear. She was held at the Ogle County Jail in lieu of a $343 bond pending a court appearance.

Lori Simpson, 19, of Rockford, was arrested on an outstanding Ogle County warrant for failure to appear. She was held at the Ogle County Jail in lieu of a $732 bond pending a court appearance.

Deputies along with Forreston Fire and EMS responded at 3:32 p.m. to the intersection of Ill. 26 and Montague Road for a two vehicle accident with injuries.

A car driven by Sarah Kraai, 26, of Freeport, was southbound on Ill. 26 approaching the intersection with Montague Road when a westbound sports utility vehicle driven by Randy Zielinski, 66, of Chicago, was traveling westbound was unable to stop at the stop sign on Montague Road and slid into the intersection on the snow-covered road.

Kraai’s car then struck Zielinski’s vehicle on the passenger side causing heavy damage to both vehicles before they ended up a short distance of off the southwest side of the roadway.

Zielinski, Kraai, and a 3-year-old child in Kraai’s vehicle were all transported to Freeport Memorial Hospital for minor

injuries.

Zielinski was later issued a citation for failure to yield the right of way at an intersection, and Kraai was issued a citation for no valid license, expired less than a year.

Freeport Rural EMS and the Stephenson County Sheriff’s Department assisted at the scene.

Jan. 26 Deputies investigated a one-vehicle roll-over accident at 4:24 a.m. on I-39 at Mile Marker 98.

Joshua R. Lampe, 25, of Byron, was driving southbound when he lost control of his vehicle due to icy road conditions.

The vehicle slid into the median where it struck a guardrail and overturned prior to coming to rest.

Lampe suffered several non-life-threatening injuries and was transported to the Rochelle Community Hospital by Rochelle ambulance.

No citations were issued. Rochelle police assisted at the scene.

Jan. 27 John L. Gray, 79, of Milwaukee, Wisconsin, was arrested for driving on a revoked license at 3:42 a.m. on 1-39 at Mile Marker 112 after deputies responded to a report of a vehicle in the ditch.

Gray was transported to the Ogle County Jail where he was held in lieu of bond.

Jan. 20 Laurie J. Giese, 61, of Oregon, was issued a citation at 9:41 p.m. for use of a cell phone while driving. This violation occurred in the 100 block of North Fourth Street.

Jan. 24 Duane A. Deuth, 59, of Chana, was arrested at 1:20 p.m. for driving while under the influence of alcohol. Deuth was also issued citations for improper lane usage and illegal transportation of alcohol as a driver. He was transported to the Ogle County Jail. These violations occurred in the 100 block of East Washington Street.

Jan. 21 Karissa C. Call, 24, of Polo, was issued a citation at 3:15 p.m. for operating an uninsured motor vehicle.This violation occurred in the 400 block of Adams Street.

Jan. 23 Carlos Sotelo-Espindola, 34, of Mt. Morris, was issued a citation at 3:24 p.m. for having an unlawful tint window.

Troy W. O’Brien, 43, of Oregon, was issued a citation at 4:45 p.m. for use of a cell phone while driving. This violation occurred in the 100 block of North 14th Street.

Jan. 27

Jacob L. Payne, 34, of Dixon, was issued a citation at 12:04 a.m. for not having a valid driver’s license. This violation occurred in the 300 block of South Fouth Street.

Willie Singleton, 63, of Decatur, was issued a citation at 5:15 p.m. for speeding, 47 mph in a 30 mph zone. This violation occurred in the 600 block of North Fourth Street.

At 9:28 p.m., police responded to a domestic disturbance in the 400 block of North Fourth Street resulting in the arrest of Devin S. Bailey, 35, of Oregon, for two counts of domestic battery and violation of bond conditions. Bailey was transported to the Ogle County Jail.

ILLINOIS STATE POLICE Illinois State Police District 1 Commander Captain Matthew Hodgdon recently announced activity and enforcement figures for 2018.

Troopers in District 1, which includes Ogle, Carroll, Lee, and Whiteside Counties, recorded 12,261 incidents during the year.

In addition, enforcement figures totaled 5,350 citations and 5,905 written warnings, including 2,948 speeding citations, 49 driving under the influ-

ence of alcohol arrests, 464 occupant restraint citations, 267 distracted driving citations, 1,828 written warnings for speeding, and 240 criminal arrests.

Troopers assisted 1,246 motorists and conducted 1,567 Motor Carrier Safety Inspections.

District 1 handled 251 traffic crashes.

During the year, 3,728 citations were issued for “Fatal Four” violations.

These violations are most associated with fatal traffic crashes and include speeding, DUI, failure to wear a seat belt, and distracted driving.

BARBARA J. BARNES Barbara J. Barnes, 89, longtime Oregon resident, died after a long illness on Saturday, Jan. 26, 2019 at Serenity Hospice Home, Oregon, surrounded by her family.

She was born on Aug. 1, 1929, with her twin brother Bradley, to William and Nina (Hardesty) Taft.

Barbara married her one true love, James Barnes, on March 20, 1947 in Decatur.

She was the mother of four, James Barnes, Virginia (Robert) Pearson, Alan Barnes, and Penny (William) Stoughton.

She was preceded in death by her parents; son, Alan; grandson, James Pearson; daughter-in-law, Diane Barnes; and numerous brothers and sisters.

Michael Lynn Wethington, 64, of Stillman Valley, died on Monday, Jan. 21, 2019 in Polo.

Mike was born on June 27, 1954 to Ira O. and Matra (Overstreet) Wethington in Delavan Township.

He married Jeri Lee Honeg on June 6, 1975 in East Peoria.

Mike worked for the Plumbers & Pipefitters Locals 63, 501 and 597 for many years before retiring.

Mike was devoted to his family and friends.

He was right hand man for many horse and goat shows, for his daughters.

He was involved in helping at St. Paul Lutheran Church and School, church baseball, Ogle County 4-H activities, club volleyball, and the Norman Skare Museum in Rochelle.

Coaching Boys Club basketball and many adult softball teams in Pekin was especially enjoyable to him.

He loved being outdoors, shed parties, playing his guitar, watching sports, golfing, fishing at Rochelle Conservation Club, and horseback riding.

Mike is survived by his wife of 43 years, Jeri, of Stillman Valley; two daughters, Cori (John) Lamberson, of Chicago, and Amy Wethington, of Oregon; brother, Marshall Wethington, of

operated Bill’s Shoe Service in Oregon for 30 years and she was an accomplished shoe repair person.

Barbara volunteered at numerous organizations including the senior center, Oregon ambulance, and Lifeline Food Pantry and was noted for her pie baking ability.

She and Jim were also members of Black Hawk Twirlers Square Dance Club for 25 years.

Cremation rites have been accorded.

A celebration of life will be held on Saturday, Feb. 2 at 10:30 a.m. at Farrell-Holland-Gale Funeral Home, Oregon, with Pastor Michael Hoffman of Oregon Church of God officiating.

Visitation will be held on Thursday, Jan. 31 from 5 to 7 p.m. at the funeral home.

Private burial will be at a later date.

Internment will be held on Saturday, Feb. 23 at 11 a.m. at the Lakeside Cemetery, 1917 N. Eighth St., Pekin, with lunch to follow.

ANN M. PROUD Ann May Proud, 93, of Mt. Morris, beloved wife, mother, grandmother, great-grandmother, sister, and aunt died on Thursday, Jan. 24, 2019 at Pinecrest Manor Nursing Home, Mt. Morris.

Ann was born on May 22, 1925 in Chicago, the daughter of Kasper E. and Barbara A. (Heckler) Lung.

She grew up in Michigan and graduated from Allegan (Michigan) High School in 1943.

She attended business school in Santa Barbara, California, and worked for Western Union in various places in Michigan.

While working for Western Union, Ann married David E. Proud on June 27, 1947 in Kalamazoo, Michigan. He preceded her in death on Jan. 28, 2017.

They lived in Kalamazoo and Grand Rapids before moving to Lisle, where they resided for 31 years and raised four children.

After retiring, the Prouds moved to Mt. Morris in 1993.

Aside from raising her four children, Ann worked in a creamery and a factory, taught preschool, worked retail for Marshall Field and Company and Sears, and was an administrative assistant at the Lisle Street Department.

Never one to hide her light under a bushel, Ann shared her many talents, including working with Cub Scouts, Campfire Girls, Girl Scouts, Lisle Heritage Society, Friends of the Lisle Library, Lisle Parents-Teacher Organization, Laubach Literacy ESL program,

Meals on Wheels, First Congregational Church in Lisle, and the Lumen Christi Presbyterian Church in Naperville, Christian Women’s Association, Lisle Doll Club, and the Welcome Wagon.

During her years in Mt. Morris, Ann was involved in senior center activities, Geriatric Jubilee, Christian Women’s Club, Home Extension, First Presbyterian Church women’s group, mission trips, such as the one to St. Colletta’s in Wisconsin, and other activities too numerous to mention.

A devoted mother and master craftswoman and artist, Ann will be sorely missed by her four children, son, Danny (Robin) Proud, of Madison, Wisconsin, daughters, Kathryn (Kit) Reynolds, of Mt. Morris, Cynthia (John) McDonald, of Broken Arrow, Oklahoma, and Margaret “Peggy” (Tim Edwards) Proud-Edwards, of Aurora; seven grandchildren, four great-grandchildren; brother, F.N. (Sharon) Lung; and numerous nieces and nephews.

Ann was preceded in death by her parents; husband, David; brother, Casper Lung; sisters, Caroline Lung, Barbara Banks, Helen Lung, Catherine Lung, and Betty Schoen.

A service celebrating the life of Ann will be held in the spring.

Memorials have been established to Lisle Heritage Society and the Mt. Morris Public Library.

Finch Funeral Home, 405 E. Hitt St., Mt. Morris, is assisting the family with the services.
