Landowner unhappy with solar farm decision Freeburg says he stands to lose $1.4 million

BY VINDE WELLS vwells$oglecountynews.com A Stillman Valley landowner whose solar farm application was denied last week voiced his dissatisfaction to the Ogle County Board Tuesday evening.

Curtis Freeburg told the board the denial means he will not get the estimated $1.4 million in revenue he had hoped for over the lifetime of the proposed solar farm.

He said he was disappointed with how his application was handled both at the Zoning Board of Appeals hearing and the county board meeting.

“Nobody has ever told us why it’s a bad solar site,” he said.

Freeburg’s application for a special use permit to allow a solar farm on 153.76 acres in the 6400 block of East Hales Corner Road was one of three denied by the county board at a special meeting on Jan. 10.

The ZBA vote on his application ended in a 2-2 tie, meaning it was not recommended.

The county board voted in line with the ZBA’s recommendations on eight solar farm requests considered that night.

In another matter on Tuesday, the county board met is closed session to consider purchasing property on the same block where the new jail will be built.

“There was no real opposition during the discussion,” said board chairman Kim Gouker, of Byron, after the meeting.

The board could not vote on the purchase of 105 S. Seventh St. because it was not listed on the agenda, Gouker said, but is expected to make it official at its Feb. 19 meeting.

He said under the terms of the tentative agreement, the board will buy the house and its lot from owners Mark Gale annd Kevin Wiegmann for $83,000, the appraised value.

The property, he said, is part of the county board’s 50-year plan to purchase land adjacent to the courthouse and judicial center when it goes on the market.

“We will allow the current owner to keep the building for two years to satisfy any tenant obligations as long as we own the property long term, and can use the east part of the lot for jail construction workers to park their cars during the day,” Gouker said. “We have been very

concerned about the concerns of neighbors during construction and don’t want to fill the streets with our cars. We’re going to use the back [east] half of the property.”

The board recently purchased the property next door at 607 W. Washington St., where the Williams & McCarthy law offices are located, for $60,000. Attorney Kim Krahenbuhl will maintain his office there until he retires.

Gouker said the east half of that property will also be used during jail construction, which is scheduled to begin in April.

The jail will be built in the 100 block of South Sixth Street on the east half of the same block as the two houses.

Jail construction is expected to take approximately 20 months.

In an update on financing the new facility, which will be called the Ogle County Judicial Center Annex, Gouker reported that bonds for the $25.5 million project have been financed through local banks, saving the county money for various related costs.

Seven local banks are participating, he said, including Stillman Bank, Byron Bank, The Harvard State Bank, Sauk Valley Bank, Holcomb State Bank, Central Bank, and First State Bank of Mendota, which has a branch in Rochelle.

The board denied applications from Ronald E. and Carolyn A. Pifkin on 55.3 acres in the 7000 block of East Hales Corner Rd.; Wesley and Kathryn Burandt on 74.02 acres in the 11,000 block of East Big Mound Road; and Curtis R. and Norma L. Freeburg on 153.76 acres in the 6400 block of East Hales Corner Road.

The board also approved a request from Ronald Stocking to withdraw his special use application on 146.78 acres in the 7000 block of East Hales Corner Road.

After voting, board chairman Kim Gouker, of Byron, said he doesn’t agree with the current practice of allowing solar farms as a special use on agricultural land.

Instead, he said, the land should be rezoned.

“This is on agricultural property,” he said. “I don’t think a special use is designed to put an industrial project on top of the ground. This needs to be industrial zoning because this is an industrial use.”

After approving three solar farms

last summer, the board set the moratorium and appointed an ad hoc committee to develop regulations.

The solar farm applications voted on Jan. 10 were filed prior to or during the moratorium.

The new regulations adopted will apply to the just approved applicants as well as any in the future.

Eight amendments, most of them introduced by board member Benjamin Youman, of Davis Junction, were added to the ad hoc committee’s regulations, making the rules more stringent.

The amendments dictate any solar farm developer/operator must contribute $100,000 per megawatt to a decommissioning fund to help cover costs when the solar farm is dismantled.

This is in addition to providing a performance bond of 125 percent of estimated decommissioning costs.

Another $100,000 per megawatt will be charged for a disposal fund.

The money will be returned if the developer/operator lives up to the regulations.

The Ogle County Board lifted its moratorium on solar farms last week just long enough to approve five applications and deny three more.

At a special meeting on Jan. 10 the board adopted new regulations for solar farms and then suspended the moratorium until the end of the meeting while it voted on the applications.

The six-month moratorium set last August will now remain in effect until the end of February, when it can be extended.

Dan Terhark, of rural Polo, was one of the property owners whose project was approved.

“We’re relieved the board made a decision,” he said. “There was a lot of public pressure.”

Meeting rooms have been packed

for many of the recent board meetings and Zoning Board of Appeals hearings where solar farms were on the agenda.

Several people from the Stillman Valley area spoke out against having the projects so close to their rural subdivisions.

Terhark’s proposed solar farm is at 8248 N. Kishwaukee Rd., near Stillman Valley, on 52.68 acres he says has low fertility and only one near neighbor.

“This piece of land is very conducive to this. Not all of it is,” he said.

“In fact, most of my land won’t be included.”

Besides Terhark’s, the board considered eight other special use applications for solar farms on property zone for agricultural use and followed the ZBA recommendations.

By Karen Merlak The snow has made its return to the area. Our thanks for the snowplow drivers who work the late hours to make sure our roads are cleared.

Today, we can take in all the beauty of the trees and land covered in winter white. For all the blessings of today, we are thankful.

This morning in church, we were greeted by Larry and Judy Riffle.

Rev. Charlotte Hoppe led the children’s message for our young friends, Kaitlyn, Laura, and Harper.

The children’s discussion was focused on growing. We are enjoying watching this young family grow.

This past Saturday afternoon, Vicki Hay led the worship commit-

tee in a meeting to plan activities for the upcoming year.

We are planning many opportunities to remember and honor our church building as we make way for a new building in the near future.

Sandra Ford has returned from her holiday travels to visit with family.

The weekend before Christmas, Sandra traveled to Bloomington to stay with her daughter, Crystal Patterson, her husband, Jack, and their children Hannah and Samuel.

On December 22, Sandra’s daughter, Kim Austin, her husband, Ron, and their children, Luke, Claire, and Leah traveled from Wheaton to join the family in Bloomington for their Christmas celebration.

Also joining in the celebration were Crystal and Jack’s daughter, Kaitlyn Kulicke, her husband, Klaus, and their daughters, Liliana and Everleigh, who traveled from Lexington.

Hannah’s fiance, Josh Millmore celebrated with the family at the Christmas get-together.

For Christmas Eve, Sandra attended the evening service at Eastview

Christian Church with the Patterson family.

On Christmas morning, the Patterson family shared their tradition of making and serving aebleskiver, Danish pancake balls.

The excitement of the holidays continued with a wedding to start the year.

On Jan. 5, Sandra attended the ceremony for Hannah Patterson and Josh Millmore at Eastview Church.

The couple had a perfect, unseasonably warm day for their wedding.

Kaitlyn, Klaus, Lilliana, and Everleigh Kulicke, Samuel Patterson, and Claire and Leah Austin all participated in the wedding party.

Sandra had a wonderful time visiting and celebrating with her growing family.

This afternoon, my friend, Amy Sikyta, came over for a visit.

We spent the afternoon trying out my new air fryer. We fried a few snacks, in between long conversations.

Some of our experiments were great and some, we decided, were not so good.

You never know how things will turn out if you don’t try them.

There are so many missed opportunities for those who decide not to try.

We miss job opportunities, social engagements, and even the chance to mend a relationship when we decide not to try and ask for forgiveness.

We won’t always know the outcome of taking a chance.

Putting our trust in God helps us when we need to take a leap of faith.

If we succeed, we can celebrate with God. If we fail, we can find strength and comfort in Him. Just knowing that we have a faithful companion in our endeavors makes it easier to make a life change, mend a relationship, or even visit a new church.

Come and learn more about our faithful Father.

I hope to see you next week in our church.

Jan. 9 Joshua J. Mohr, 41, Dubuque, Iowa, was issued a citation for a traffic sign violation.

Jan. 11 Kenneth Blake Jr., 37, Mt. Morris, was arrested for distribution of harmful

material. He was transported to the Ogle County Jail.

The charges are merely accusations, and defendants are presumed innocent unless proven guilty.

DaVilo previously coordinated the Ogle County Reporting Center.

During her time there, she over-

saw and planned the programming for the Alternatives to Detention Program, the Alternatives to Suspension Program, the GED program and coordinated the completion of public service work for minors involved with the court system.

Bald Hill Prairie Preserve Winter Walking Tour Saturday, Jan. 19 Byron Forest Preserve District Superintendent of Education Mark Herman will lead a winter walking tour of the Bald Hill Prairie Preserve on Saturday, Jan. 19  from 10 am to 12 noon. “We will hike up to the top of Bald Hill for winter views of Byron, Mt. Morris and Leaf River and see the Illinois Big Tree Champion,� Herman said. “We will also take a look at the recent work done by our Restoration Department staff in restoring the gravel hill oak savannas on

History Presentation Otto Dick, Ogle County Historian brings his wealth of knowledge to Rock River Center on Wednesday, Jan. 30, at 10:30 a.m.

He is aware of the many things have happened in Oregon and Ogle County since John Phelps founded Oregon in 1836.

Otto plans to share with us his favorite photos that he has collected over the years.

His recent activities in Oregon include serving as President of the Riverside Cemetery, Past President of the Historical Society and working to establish a museum at the Oregon Depot.

Writing 369 history articles for the Republican Reporter is definitely a challenge for Otto.

He does this with the help of his partner, Marilyn.

Serenity Hospice’s Trivia Night is Jan. 22 in Oregon Serenity Hospice is hosting its first annual Trivia Night on Tuesday, Jan. 22 at 6:30 p.m. at the Cork & Tap in downtown Oregon.

The night of fun is being hosted by local personality and former news anchor Alan Jones.

A cash bar will be open and free hors d’oeuvres and desserts will be served.

The game will be played in teams

of six that participants can arrange or can be arranged.

The trivia will be random questions covering many topics.

The Outstanding Facility & Park Award recognizes public agencies for their exceptional and unique achievements in design and development.

The Byron Forest Preserve District’s nomination scored the highest number of points from any other park, recreation or conservation agency in their division from across the State of Illinois.

The award will be presented to the board of commissioners of the Byron Forest Preserve District at the annual conference of the Illinois Association of Park Districts and Illinois Park & Recreation Association on Friday, January 25, 2019 at the Hyatt Regency Chicago.

Bailey Nelson has been chosen as Oregon High School’s Senior of Distinction for the month of December.

“Bailey has volunteered to paint a mural in one of the classrooms to update the aesthetics. I would also add that her Open Project with the elementary students and painting at the library was a large undertaking, which she has written about in her College Writing class,” said Renae Leamanczyk, OHS English teacher.

“She is a student who knows where she has been and knows where she is going in life and serves as an incredible example for her peers and classmates.”

BY ANDY COLBERT acolbert@oglecountynews.com Despite coming into the IHSA boys bowling tournament with an 18-0 dual record, Oregon had to sweat out the fourth and final qualifying spot at the Freeport regional.

The host Pretzels won at Four Seasons Bowling Center with 6,003 pins, followed by Rockford Auburn with 5,979, Boylan 5,684 and the Hawks with 5,538.

That score was only 30 pins better than fifth-place Dixon, a team they beat by 510 pins earlier in the week in a dual.

“We had beaten every team at the regional at least one time this season,” Oregon coach Eric Carlson said. “We just didn’t bowl well. I was getting extremely nervous” After a disappointing 839 in game five, Oregon trailed the Dukes by 64 pins going into the final game. The Hawks kept their post-season hopes alive with a 948 in the sixth game compared to Dixon’s 854.

“We were still down going into the 9th frame,” Carlson said. “Then we put up almost 200 pins in the last two frames alone. A couple of the Dixon bowlers helped us out by missing the 10 pin.”

The bright spot for Oregon was Austin Strite claiming the individual title with a 1,372 series. As he’s

“Even Austin wasn’t on top of his game, but it was good enough,” Carlson said. “He had a 258 in that last game for us.”

It wasn’t easy either, as the powerful NIC-10 conference had Matt Seigel of Auburn and Ty Collalti of Freeport for Strite to contend with.

Seigel had the high game of 267 with Strite’s 258 next best; and had a 1,306 series to place second indi-

vidually.

Collalti, who took seventh downstate as a freshman, helping the Pretzels to a state runner-up finish to Hononegah in 2018, bowled a 1,298 and was third.

“You get up this way and there are some good bowlers,” Carlson said.

“We will be in the toughest sectional in the state.”

Other series scores for the Oregon coop were Justin Poole (Winnebago) 1,125, Kyle Strite 1,034 and Jacob

Smith 1,065.

Bowling partial series were Eddie Buttens (681), Isaac Kaltenbrun (140) and Charlie Bachman (120).

“Saturday, we didn’t have a second bowler to back up Austin,” Carlson said. “Our guys struggled. They were having trouble hitting targets and when they did, they were leaving 7-10 pins. Hopefully, we’ll get things ironed out this week.”

Up next for the bowlers will be that extremely competitive sectional Carlson mention. It will be at Don Carter Lanes in Rockford on Saturday. Beside state powers Harlem and Hononegah, who each were over 6,600 at the regional, St. Charles East and North come in with regional scores over 6,200.

“When we won the Oregon Invite, we shot almost 6,200 as a team,” Carlson said. “The key for us was going to the Belvidere Invite without Austin and shooting 5,816. We can easily pick up a score of 6,200 if everyone shows up.”

At the sectional, the top six teams advance to the state meet, along with 7-9 individuals not on qualifying teams. Last year, Strite grabbed the final individual spot with a 1,315.

With Hononegah and Harlem virtual locks for two of the spots, it will be wide open for the remaining four state berths, with Oregon right in the mix.

Tale of two halves for Hawks in their loss to Bago

BY ANDY COLBERT acolbert@oglecountynews.com It was a tale of two halves for the Oregon boys basketball team during a Jan. 11 game against perennial 2A power Winnebago.

The Hawks were actually in the game for most of the first half, but ended up losing 75-46.

At the 4-minute mark of the second quarter, Oregon held an 18-10 rebounding advantage and only trailed 23-22. Unfortunately, the Hawks had turnovers on 13 of their next 21 possessions and soon trailed 47-27.

“I think they got a little tired,” Winnebago coach Joe Murphy said.

“We wanted to push the tempo up and hoping they’d get worn out.”

It was a trapping full court press that did most of the damage to Oregon, whether it was bad passes, lost balls and stepping out of bounds.

“We got fatigued, both physically and mentally,” Oregon coach Quinn Virgil said. “An example of the mental errors is when one person doesn’t cut, it screws everything up.”

Winnebago had an 18-9 lead early, but Trey Woolsey and Riley Brinbaum had baskets to close out the first quarter to make it 18-13.

Two more drives to the rim and scores by Woolsey and a 3-pointer by Noah Campos tied the game at 20-20.

“I thought we played hard in the first half,” Virgil said.

In the first quarter, Eli Rufer came up big against 6-8 Nick Lowery, out-rebounding him and scoring

twice in the paint.

“He always plays hard,” Virgil said.

Woolsey, who was harassed all night by tenacious Indian defenders and was hit with the turnover bug, added his eighth point of a 5-minute span to keep the score at 22-22.

“We worked 20-25 minutes on our press last night,” Murphy said. “In the first half, Oregon did a nice job of handling the ball. Casey Nsamba, part of a promising junior class for ‘Bago, hammered down a dunk to close out the second quarter for a 31-25 lead.

With only three players back that saw limited time on the state runner-up team, it is a rebuilding year for the 32-year old coaching veteran.

It was hard to tell with the outside

shooting of Derek Rosenstiel, Cole Seger and Cortavius Reed and inside play of Lowery, Nsamaba and senior Torry Williams.

“We’ve been struggling a lot this year. This was a good win for us,” Murphy said.

Woolsey led Oregon with 13 points and Dalton Hermes added eight.

For Oregon, it was extra difficult with both Ryker Finch and Josh Sitze out with injuries from a car accident.

“Yes, it was tough without having those two,” Virgil said. “We been playing 8-9 most of the year and this week is going to be challenging with seven games from Tuesday until Monday.”

The Hawks travel to South Beloit on Saturday and Monday for their MLK tourney.

Hawk wrestlers win quad meet at home Jan. 12

BY RANDY HOLLAND After two long road trips, the Oregon wrestlers returned to the Blackhawk Center on Jan. 12 for the third of three quadrangular meets in the week.

Oregon swept for the second time in a row, defeating Rockford Lutheran 45-24, Princeton 46-33, and Riverdale 57-21.

That made the Hawks 7-2 for the week and 13-9 for the season, 19-12 overall counting the matches at the Abe’s Rumble Tournament.

Wrestling started at 106 against Lutheran with forfeits to Andrew Herbst, Sam Flores-Minnis, and Jacob Milliman to get the Hawks out to an 18-0 lead.

Elizza Easly got the call at 126 and was working the half nelson through the first period but could not score. She reached back and got reversed to her back and pinned at 3:37.

Dre Smith took a forfeit at 132 and 138 and 145 were double forfeits. Chase Clark had two sets of backpoints before he pinned with a ball and chain/half nelson at 3:50.

Austin Ebert also had two sets of backpoints before he stepped over for a reverse and went out front for a pin at 4:50.

At 170, Daniel Dominguez fought back from an 11-3 deficit with a takedown to the back for five points but was reversed to his back and pinned at 5:26.

Zachary Crandall was scoreless through the first two periods and countered a heel pick for a takedown to the back in the third to win 6-0.

Adam Glendenning stopped a roll and put in a half nelson in 54 seconds. Miguel Vasquez was driven to his back and pinned at the start of the 220 pound match.

Oregon forfeited 285 to end the meet.

The meet against Princeton started with Milliman at 113 scoring backpoints in each of the first two periods and a turk and a half nelson in the third to take an 18-4 major decision.

Ethan George was pinned in a cradle with less than a second on the first period clock. Smith and Jared Glendenning took forfeits at 126 and 132.

Noah Paul had four takedowns and two sets of backpoints before he pinned with a half at 1:25.

Clark just missed pins at the first and second period buzzers and went back to the ball and chain/half nelson combination to pin at 4:18. Jokiah Sewell caught a cradle on his second takedown and pinned at 1:33,

The Riverdale meet started with forfeits to Milliman, Adam Glendenning, and Smith.

Paul made it 24-0 when he went out front with a half nelson at 0:54. Clark had takedowns on a counter and a low single and a reverse to take a 6-2 decision.

Sewell had a takedown to the back in a butcher for three points in the first and swam with a half nelson for a fall at 2:20 to make it 33-0 in favor of the Hawks.

The Rams got six with a forfeit at 160 and three more when Dominguez escaped to tie but lost a takedown seventeen seconds into overtime to go down 6-4.

Crandall took a forfeit and Adam Glendenning was taken down in a body lock and pinned in a half nelson in 47 seconds.

Vasquez took a forfeit at 220 and Oregon gave up six at heavyweight.

Herbst led 13-4 when he pinned with a cradle at 2:44.

The Lady Hawks dropped two games last week.

Oregon fell to Forreston 44-36 on Jan. 10.

The Hawks got eight points from Olivia Lambrigtsen, seven from Breanna DeHaan and six from Hannah Donaldson in the road loss.

Forreston led 11-10 after one quarter, then scored 16 points in the second to take a 27-18 lead at halftime.

On Jan. 11, Oregon fell to Byron 58-39 in a Big Northern Conference contest. Results were not provided.

Down by 20 points, he Hawks made a run from 138 to 152. Noah Paul reversed into a half nelson at 4:28. Chase Clark hooked up a cradle in 40 seconds, and Jokiah Sewell ran a half nelson in 52 seconds.

That cut the lead to two with Ebert and Daniel Dominguez coming up at 160 and 170. They could not get the job done.

Ebert gave up backpoints in the first and the third and went down 13-2. Dominguez lost a takedown in each period and two backpoints to lose 8-0.

Winning for Oregon against Newman were Milliman with a takedown to the back in a Saturday night at 3:26, Crandall in a battle, scoring a two point cradle in the first on the way to an 8-3 win, and Sam Flores-Minnis taking a forfeit.

Glendenning had a rally fall short 7-5, Brooks was pinned in a chicken wing at 1:17, and Smith was tied early but taken over the front in a chicken wing at 3:39.

Paul, up at 138 against sixth ranked

Kyle Tunink lost an 11-2 major decision. Sewell was roughed up by top ranked Brody Ivy in a 17-2 technical fall loss at 3:48. Dominguez was taken to his back in 22 seconds.

Oregon forfeited the two upper weights, 106, 145, and 160 were double forfeits.

In junior varsity action, Jared Glendenning was stacked in 27 seconds and Easly was turned with a half nelson at 0:57. Glendenning rebounded with half nelson at 2:45 in a second match. Hughes was pinned in a chicken wing at 3:51, and Reimer was pinned in a stack at 1:11.

Up in Poplar Grove, Ebert got the Hawks off to a good start against the Cogs with a chicken wing at 4:11.

Dominguez came from behind to tie but he lost a late escape to drop a 6-5 decision. Hughes was caught in a cradle at 3:46.

Adam Glendenning got the points back when he caught a half nelson on the way down for a pin in 49 seconds. Vasquez was pinned in a cradle in 49 seconds.

The Oregon wrestling team took the long trip down I-88 to Sherrard on Jan. 8 for a quad meet against Mendota, 17th ranked Sterling Newman, and the host Tigers, ranked number 16th for the first of three quadrangular meets for the week.

Oregon drew hapless Mendota first and scored three pins and four forfeits to roll 42-12 as coach Kip Crandall rested some of his starters.

The Trojans got crushed by Newman 64-0 and by Sherrard 71-3. The Tigers defeated the Comets 37-26 in a hard fought match.

Traveling to Poplar Grove for their second quad meet of the week, the Hawk wrestlers put up three wins. It took last match, last period heroics to squeak by Genoa-Kingston 39-36, but Oregon came back from a 15 point deficit to beat Stillman Valley 42-31, and crushed host North Boone 76-6, the only loss a forfeit at heavyweight.

The Hawks made a run at Sherrard and were down just two points going into the final two matches but

lost two major decisions to go down 44-34. Newman cranked it up and defeated Oregon 47-14 in the last match of the night.

Winners by forfeit against the Trojans were Wade Reimer, Westin Hughes, Ethan George, and Elizza Easly.

Winning on the mat were Jacob Milliman with a spinning reverse to the back early in the second period, Dre Smith with a double to the back with a half nelson in 43 seconds, and Austin Ebert with a takedown off the head into a cradle at 1:38.

There were four double forfeits.

Facing Sherrard, a half nelson at 1:25 by Zachary Crandall started the Hawks on top but Adam Glendenning was driven to his back at 1:00 and Miguel Vasquez went over the front in a half nelson at 1:46 and there were two forfeits to put the Hawks in a hole.

Forty percent drop in OHS enrollment is a concern

ime to catch up on odds and ends.

Did you know that the enrollment at Oregon is only 398?

Compared to the peak of 658 in the 1999-2000 school year, that’s a 40 percent drop.

I can remember actual conversations around town back then regarding the possibility of Oregon going to AA for all sports. That was when the A/AA cut-off in all sports other than football was 750.

Amazingly, Oregon could possibly be 2A in football. The smallest school in the 3A playoffs this year was 420.

That’s a plus for Oregon dropping down a class, but losing 40 percent of your enrollment in 18 years is a cause for concern.

Taking the combined enrollment of Mt. Morris and Oregon, this is probably the fewest kids in high school since the 1950s.

On any other night, that may have been what stood out most, but Braedon Fyock even surpassed a fancy bathroom. Braedon does not play the part of the most physically gifted player out there, but he gets as much out of his talent as anyone around.

I recently discovered that the Forreston boys basketball tourney is the 11th longest running in the state. Started in 1960, it trails holiday events at Pontiac, Princeville, DeKalb, Centralia, Macomb, Marengo, Kankakee, Waverly, Carlinville and Freeburg.

Pontiac (1926), Princeville (1927) and DeKalb (1928) are nearing the century mark.

The Oregon wrestling team continues to shine at the top, with several wrestlers poised for post-season success.

That’s heady stuff and is good as any other team at the sectional, other than defending state champ Aurora Christian with its nine ranked grapplers.

Nonetheless, the Hawk wrestling

program is in its best position in well over a decade to send kids downstate.

The Oregon bowlers will put it all on the line Saturday at the sectional in Rockford. Surviving one their worst rounds of the season, they moved on from the regional.

If they bowl to their capabilities (18-0 record), they will likely join the 2012 team as state qualifiers in a 1-class system. The only difference between now and then is the way state-qualifying is done.

In 2012, there were numerous sectionals with the top two teams advancing. The advantage for Oregon was avoiding the northwest Chicago schools and murderer’s row of NIC-10 teams.

Now, six teams advance out of fewer sectionals, with Oregon lumped in with the aforementioned powerhouses. In 2016, the Hawks also entered the sectional undefeated in dual meets, but finished well down in the standings.

SV man is charged with sexual assault A Stillman Valley man was arrested last week for having sexual contact with two minors.

Ross A. Ellis, 28, has been charged with for two counts of criminal sexual assault, a Class 1 felony.

Ogle County Sheriff’s Ross Ellis Police said the stems from an investigation which began on Jan. 5.

He appeared in Ogle County Court Jan. 8 and was given a $10,000 recognizance bond.

ILLINOIS STATE POLICE Troopers list enforcement figures for December Illinois State Police District 1 Commander Captain Matthew Hodgdon announced the enforcement figures and activity for December.

One traffic fatality occurred in December in the district, which includes Ogle, Carroll, Lee, and Whiteside Counties.

Troopers issued 323 citations, 452 written warnings, and made 12 criminal arrests.

Speeding accounted for 215 citations, seven citations were issued for occupant restraint violations

and three citations were issued for distracted driving violations.

Troopers investigated nine traffic crashes, assisted 65 motorists, and conducted 124 commercial vehicle inspections, 13 of which were placed out-of-service for safety reasons.

Six arrests were made for driving under the influence of alcohol.

The following activity was also reported in the district.

Jan. 5 Jerry D. Smith, 36, of Chicago, was stopped for speeding at 9:06 p.m. on Interstate 88 eastbound at

milepost 41.5 in Whiteside County and charged with driving while license suspended and speeding.

Jan. 10 Deputies responded to the area of 1997 W. Mud Creek Rd. at 12:30 p.m. for a one vehicle accident.

The vehicle, driven by Robert E. Friemuth, 60, of Oregon, was located approximately a half-mile off of the roadway in a wooded area.

Friemuth was taken to OSF St. Anthony Medical Center, Rockford, by Lifeline helicopter.

It is believed that Friemuth had an unknown medical issue that caused the accident. The vehicle was removed by Maggio’s towing, Rockford.

Lashawn Walton, 34, of Rockford, was arrested on an outstanding Ogle County warrant for failure to appear. He posted the $733 full cash bond and was released with no further court dates.

Jan. 11 Melissa Alumbaugh, 29, of Sterling, was arrested on an outstanding Ogle County warrant for failure to appear.

Deputies and the Franklin Grove Fire Department responded at 6:30 a.m. to a two-vehicle accident with injuries on Lowden Road about a quarter mile south of Stone Barn Road.

A car driven by Michael Chavera, 49, of Dixon, was northbound on Lowden Road and car driven by Frank Castaldo, 28 of Byron was southbound.

The vehicles collided nearly head-on, rolled over at least once, and came to a rest in the east ditch of the roadway.

Chavera was pronounced dead at the scene by the Ogle County Coroner.

Castaldo suffered only minor injuries and declined medical attention.

The accident remains under investigation.

Jan. 12 Deputies responded at 8:21 a.m. to a single vehicle accident with an injury in the 1,000 block of East Ill. 64.

A car driven by Rachel O’Brien, 22, of Rochelle, was eastbound when it went out of control on the snow-covered road and traveled into the north side ditch where it struck an embankment.

She was transported to Rochelle Community Hospital for minor injuries.

James Jaskiewicz, 49, of Mt. Morris, was arrested on an outstanding Ogle County warrant for failure to appear. He was released on a recognizance bond and is scheduled to appear in court on Jan. 28.

Bell was transported to Rochelle Community Hospital for treatment of minor injuries by the Ashton Ambulance. The accident remains under investigation.

At 12:53 a.m. deputies investigated a vehicle found located in the ditch near the intersection of Henry Road and Peek Home Road.

Nathan Linboom, 35, of Polo, was arrested for driving under the influence of alcohol. He was transported to the Ogle County Jail where he was held in lieu of bond.

Deputies along with Rochelle EMS and Hillcrest First Responders responded at 7:34 p.m. to the area of Ill. 251 at Powers Rd. for a three-vehicle crash with unknown injuries.

A 17-year-old male juvenile was attempting to turn his pick-up truck west onto Powers Road from Ill. 251 when it struck a car traveling southbound on Ill. 251.

After being struck, the car was pushed into another pickup truck that was waiting at the stop sign on Powers Road.

The driver of the car was transported

by EMS to Rochelle Community Hospital for non-life-threatening injuries.

The sheriff’s department did not release the names of the drivers.

Deputies responded to a two-vehicle crash with no injuries at 2:05 p.m. at the intersection of Ill. 64 and Chana Road.

A westbound vehicle driven by Jonathan Witthoeft, 32, of Oregon, showed to make a turn onto Chana Road when it was struck in the rear by another westbound vehicle driven by Corey Walen, 62, of Dixon.

Walen was ticketed for failure to reduce speed to avoid an accident.

Both drivers were wearing seat belts.

Jan. 13 Deputies and the Ashton Fire Department responded at 11:38 a.m. to a single-vehicle accident with injuries on Chana Road a half mile south of Flagg Road.

A car driven by Kaitlin Bell, 18, of Ashton, was driving northbound on Chana Road when the vehicle slid off the east side of the roadway, went into the ditch, and struck several trees near a creek.

Dejuan Haslett, 25, of DeKalb, was arrested on outstanding Ogle County warrant for failure to appear. He was held in the Ogle County Jail on a $2,454 bond pending a court appearance.

Lucille Snodgrass, 99, of Mt. Morris, died on Monday, Jan. 14, 2019 at Pinecrest Manor Nursing Home, Mt. Morris.

Lucille was born on Sept. 9, 1919 in Freeport, the daughter of Irvin Roy and Clara (Hartlip) Moore.

She married William A. Snodgrass on Sept. 10, 1938 in Mt. Morris. He preceded her in death on May 19, 1989.

She worked on the family farm. Lucille loved dogs, and she raised and showed Samoyed dogs.

RUSSELL W. JOHNSON Russell W. Johnson, 74, of Forreston, died on Tuesday, Jan. 8, 2019 at his home.

Russell was born Jan. 8, 1945 in Kewanee, the son of Art and Donna (Kemerling) Johnson.

He married Marsha Faye Kober on Feb. 2, 1963 in Sterling. She preceded him in death on April 7, 2015.

He owned and operated RJ’s Auto Body in Forreston for many years.

Survivors include

23 gan, Joseph (Debbie) Mongan, and Mark Snodgrass; great-grandchildren, Trevor Snodgrass, Evan Snodgrass, Jacob Mongan, and Dylan Mongan; great-great-grandchild, Peyton Olivia Mongan.

Lucille was preceded in death by her parents; husband, William; and brother, LaVern E. Moore.

Cremation rites have been accorded with Finch Funeral Home, 405 E. Hitt St., Mt. Morris.

Memorial services will be held at a later date. Burial will be in Oakwood Cemetery, Mt. Morris, IL. Memorials may be made to Trinity Lutheran Church and Pinecrest Manor Nursing Home.
