Mobile food pantry popular

A long line of vehicles wove around the Mt. Morris Church of the Brethren on Monday for the Loaves & Fish Food Pantry’s mobile food drive.

One hundred and 47 Ogle County households (391 individuals) received boxed meals during the 90-minute event that was co-hosted by the Northern Illinois Food Bank.

“Your agency did awesome with marketing the Mobile and as always your volunteers were exceptional,” Yvette Sellers, Agency Relation’s Area Leader with the Northern Illinois Food Bank wrote in an email to pantry officials.

The mobile pantry was an “extra” food distribution for families and individuals in need of food items. Boxes filled with produce and large hams were part of the items distributed.

The Loaves & Fish Food Pantry is open on the first and third Thursdays from 4:30 – 7 p.m. and the second and fourth Mondays from 2-4:30 p.m.

Anyone needing food items do not need a referral and no proof of income is required.

The pantry is located in the lower level of the Mt. Morris Church of the Brethren, 409 W. Brayton Road, Mt. Morris.

The Ogle County Clerk’s Office was unable to post final election results on Tuesday as scheduled due to a retabulation that had to be done of votes in the 90th Representative District, County Clerk Laura Cook said.

The retabulation of election day votes is complete, Cook said, but final results won’t be posted on the county site until sometime Thursday. Last Friday, Cook said her employees were still retabulating about 12,000 early voting and mail-in ballots.

The retabulation issue in the 90th Representative District was due to a programming error that shifted oval positions and impacted 40 of 52 districts, Cook said.

“On election night we got calls that things looked unusual for that race,” Cook said. “I explained to the republican and democratic chairpeople and said we’d look into it. The ovals weren’t reading correctly.”

Cook said she’s heard of issues like it happening in other counties, but it hadn’t occurred in Ogle County before. She said her office learned from the experience and plans to test and be more prepared in future elections.

“If it was going to happen, it was going to be during this election,” Cook said. “It put us under some extra stress. We were a little disappointed because we want everything to go smooth.”

Ogle County experienced a record voter turnout in this month’s election of 83 percent. It broke the record that was set in 2016.

“I thought it was phenomenal,” Cook said. “I knew we’d surpass 2016, but I didn’t think we would by 10 percent.” Earleen Hinton/Shaw Media

The Lee-Ogle Transportation System won a $2.8 million state grant to expand services and create a satellite office in Ogle County.

The Illinois Department of Transportation announced $112 million in grants last Friday to 31 downstate transit providers as part of Gov. JB Pritzker’s Rebuild Illinois capital program.

The bulk of the grant will go toward acquiring property, designing, constructing and equipping a new satellite maintenance and administration location in Ogle County.

It’s been a goal for the agency for the past couple of years, and will allow routes to begin directly from Ogle County, LOTS executive director Greg Gates said.

“There will be more efficiency overall,” Gates said. “The goal is to serve even more individuals in Ogle County and enhance public transportation in the area.” Alex T. Paschal/apaschal@saukvalley.com

The Lee-Ogle Transportation System won a $2.8 million state grant to expand services and create a satellite office in Ogle County. The bulk of the grant will go toward acquiring property, and designing and building the office, the location for which has yet to be announced.

They’re not able to release where the office will be, but it will be in a “central location,” and they’ve been in talks with communities about available property, Gates said.

The site will be a smaller scale than the Reagan Transit Center, 210 E. Progress Drive in Dixon, and it likely will be 18 months to 2 years before it comes to fruition, he said.

The grant also will fund three new transit buses that will be handicapped-accessible and video cameras for the LOTS fleet.

“We’re very excited for the potential of the project and appreciative we were awarded the grant,” Gates said.

The state grants will help to expand and improve service, providing more transportation options and promoting an enhanced quality of life in communities throughout the state.

“Transit in our downstate communities can be a lifeline for getting to work or school, a doctor’s appointment or a trip to the grocery store,” Acting Transportation Secretary Omer Osman said.

“This funding through Rebuild Illinois means these providers finally will have the resources they need to improve service in communities that have not seen this type of investment for many years.”

‘I think if we all had a magic wand, but it’s as polarizing as anything’ - Darin DeHaan

BY JEFF HELFRICH jhelfrich@shawmedia.com

Gov. JB Pritzker has used his daily COVID-19 press conferences to call out local officials for not enforcing mitigations and guidelines in their communities.

“The fact is that local officials who are not doing the right thing are the ones who are going to be responsible for the rates of infection going through the roof, and our hospitals getting overrun and people are dying if they don’t enforce the rules,” Pritzker said earlier this week. “That is why those rules exist.”

Ogle County Sheriff Brian VanVickle has long taken the stance that his office won’t be enforcing guidelines or mitigations, due to concerns of how and if prosecution would work.

VanVickle said his office follows “whatever the laws are,” but said there’s some question about the executive order and how Pritzker didn’t move it through state legislation to use it.

“We’ve had the conversations. As far as going out and doing true enforcement, legal people say it can’t be done. We’ll have conversations with violators, but we won’t punish them.”

Ogle County Health Department Public Administrator Kyle Auman and his office have carried the load of enforcement since the start of the pandemic, investigating complaints of businesses and issuing notices of noncompliance, notices to disperse and closure orders.

Auman said recently that his department has a lot on its plate and that it’s been a struggle.

“Having local law enforcement would help,” Auman said last month. “I don’t want to comment on whether it disappoints me that they won’t do it.”

VanVickle said the OCHD hasn’t asked his office to enforce the guidelines and mitigations, and believes he has a good relationship with the OCHD.

Oregon City Administrator and former Police Chief Darin DeHaan believes rules have been enforced in his community, despite Oregon Police not enforcing guidelines or mitigations with citations or other measures.

“The OCHD has been taking a strong stance and educating,” DeHaan said. “Oregon has always taken the stance that it’s a health issue. We feel the OCHD is the correct enforcement agency.”

DeHaan said the biggest struggle as a city has been balancing the prosperity of businesses with the health of citizens. The city has weekly conversations looking at what appropriate responses to COVID-19 situations should be. Those discussions will continue to be had, he said.

Oregon has been supportive of the OCHD and hasn’t come out against mitigations or guidelines, DeHaan said. He called it a “precarious relationship and said the issue with enforcement is how polarizing the issue is.

“I think if we all had a magic wand, but it’s as polarizing as anything,” DeHaan said. “It’s very difficult and serious.”

DeHaan believes the OCHD and state have given cities and Illinois residents the tools to fight COVID-19, like masks and guidelines, but “COVID-19 exhaustion” has left individuals discouraged.

Forreston Village President Mark Metzger said conversations with his Police Chief, Mike Boomgarden, ended with the stance that tickets, fines and arrests will be thrown out in court at the end of the day. The village decided not to try any enforcement.

If Forreston officials become aware of businesses not complying with mitigations, they speak with the businesses personally. Police personnel have moderated and resolved disputes such as patrons not wanting to wear masks that are required at the Dollar General in town.

“We understand they have to stay open,” Metzger said of businesses. “We also want them to do it the right way. We’re not out trying to be all over people. We talk to the business and tell them if we see something is wrong. We support the health department and we’ve told businesses that.”

There has been some dispute as to whether or not the Ogle County Board or local municipalities would preside over an ordinance if enforcement was put into place.

Multiple calls to Ogle County State’s Attorney Eric Morrow for clarification on enforcement legalities and possibilities were not returned at the time of publication.

VanVickle said since city courts are nonexistent in the county outside of Rochelle, prosecution would end up in county courts.

“If they don’t have a city court and don’t have contact with the county for prosecution of a city ordinance, they can’t do much,” VanVickle said. “A city could pass an ordinance and issue citations, but they’d have to come to court. I think only Rochelle has a city court. It’d be difficult without that.”

COVID-19 & BUSINESS Pinecrest staff member tests positive for COVID-19

BY JEFF HELFRICH jhelfrich@shawmedia.com

A Pinecrest staff member has tested positive for COVID-19, a Nov. 10 press release said.

The staff member was retested with a PCR test that was sent to the lab. Results should come back in 2-3 days, Chief Executive Officer Ferol Labash said.

Labash said Pinecrest conducted rapid tests for COVID-19 for all residents.

“I am pleased to share that all resident tests were negative. Further testing of residents is not necessary unless another staff tests positive during our twice weekly screening of staff or if a resident were to develop symptoms,” she said on Pincrest’s website.

“I am grateful for the diligence of our staff in following established infection prevention practices. Their attentiveness to infection prevention measures is helping to keep our residents safe.

Pinecrest has been testing staff members twice per week since Oct. 26. The staff member was sent home immediately and will not return until the Ogle County Health Department clears them.

The staff member worked on the west side and laundry area. Due to patient privacy laws, no more specific information about the confirmed case in the facility can be shared, Labash said.

The OCHD and other Pinecrest staff have been notified of the potential exposure. Pinecrest said it plans to test all residents using rapid tests. If all resident tests are negative, no further testing will be required unless someone develops symptoms.

“After careful consideration, we have decided to close all Driver Services facilities until Dec. 7, due to the worsening COVID-19 pandemic,” White said. “The health and safety of employees and the public remains paramount and face-to-face transactions potentially increase the further spread of the virus. We have extended expiration dates to assist people during this difficult time. I am also encouraging customers to consider using online services which are available for many office transactions.”

Many transactions with the Secretary of State’s office may be conducted online at www.cyberdriveillinois.com, some of which include: Renewing a license plate sticker; Renewing a valid driver’s license for qualifying drivers; Renewing a valid ID card for those age 22-64 (seniors 65 and older have free, non-expiring IDs); Obtaining a driver record abstract; Filing Business Services documents, such as incorporations and annual reports; and Customers with issues involving administrative hearings may contact adminhearings@ ilsos.gov.
