Volunteers from Mt. Morris and Leaf River helped distribute food at the mobile food pantry at the Mt. Morris Family Center on Jan. 29. The event was held by the Loaves and Fish Food Pantry in Mt. Morris in conjunction with the Northern Illinois Food Bank. Volunteers gave out 126 meals.

MT MORRIS SENIOR CENTER Cards Are Back!

Weekly card games are set again at the Mt. Morris Senior Center. The Senior Center in Mt. Morris has been basically shut down for months, but they are happy to welcome seniors back in the building again.

They will be opening like a sunrise starting with cards in February and bringing back a few meals in March and even more as we get further into spring.

Come down to the center right in downtown Mt. Morris to play Hand and Foot on Mondays at 12:30 p.m. and Bridge on Wednesdays at 1 p.m. The address is 9 E. Front Street and the players are happy

to teach if you’ve never played the game before.

Also, if you have a group or would like to create one to play cards, dominoes, dice, or any other game the Senior Center is excited to provide you with a safe place to play.

Masks and as much distance as possible will be required for every game, and the center is disinfected often.

Exercise Class

There are other things on the horizon too!

The new Highland Community College sponsored exercise class starts on Wednesday, Feb. 10 and is open to everyone.

The class costs just $40 for 30 sessions and meets Mondays, Wednesdays, and Fridays at 9 a.m.

In March, the center will bring back its delicious biscuits and gravy on Wednesday mornings from 8 to 10 a.m., its popular birthday lunch featuring free bingo, and the wonderful Jam Sessions with local musicians.

POLO CITY COUNCIL

City approves purchase of CedarStone building

jhelfrich@shawmedia.com The Polo City Council approved accepting the bank’s counteroffer of $215,000 on the CedarStone building at 610 S. Division Ave. by a vote of 4-2 at a special meeting on Jan. 28. The city plans to use the building as a new city hall.

The city was under contract to purchase the property for $229,000 late last year before the deal expired due to the building being tied up in bankruptcy proceedings. At recent meetings the city made an offer of $175,000 which was countered by an offer of $225,000. The city then offered $185,000 which led to the $215,000 counteroffer, which the bank said was its last and final.

Aldermen Keith Chesnut, Troy Boothe, Justin Grobe and Jim Busser voted in favor of the move while Randy Schoon and Donald Sanders Jr. voted no.

Boothe’s vote of yes was due to the high cost of other options like building a new city hall or costly renovations to another building in town.

“Why are we fighting over $15,000 when a new one could cost $1.2 million?”

Boothe said. “Do we have our feelings hurt or what? What would plan B even be? It’s whether we want the building or not. If we do, I don’t have a problem with $215,000. If not, we’ll look at other things.

We’d be saving hundreds of thousands of dollars. And it’s $15,000 off our original offer. I think this is our last chance.”

Busser agreed and said the $15,000 saved from the original offer could be put towards renovations that would include getting the building up to Americans with Disabilities Act codes.

es to parking, lowering countertops and work on a walkway outside.

Schoon was against paying $215,000 and said he was under the impression that the city’s $185,000 offer would be its last. He also said he was put off by the bank not being able to meet the original sale last year after title issues.

“They’ve tried to undercut and undermine us,” Schoon said. “I’m not a $215,000 guy. And they don’t want to talk anymore. It was their mistake to not get $229,000. I say we go back at $200,000 and we’re done. It upsets me we’re back in here again. It was supposed to be $185,000 and we’re done.”

City Attorney Tom Suits said it is possible the sale could go back to bankruptcy court and another 14-day appeal period like it did in the original sale contract.

That’s why the closing date for the latest contract was moved out to May rather than in the next month or two.

Beer brewing has started in Oregon

jhelfrich@shawmedia.com One of the final steps of opening a brewery is, of course, brewing the beer.

That’s what Ogle County Brewery owners Joshua Skinner and Brian Wynn are working on this week ahead of their opening within the next two months. They, along with their third business partner, Mike Basciak, haven’t yet set a concrete date for their downtown Oregon location.

Before getting into the old National Clothing building on the corner of Illinois 64 and Illinois 2, beer was brewed in Skinner’s garage.

“We have the same system in my garage,” Skinner said. “It’s just on a bigger scale. It’s not that difficult moving up. Getting larger mill and pumps, but it’s the same. It will be easier to brew here when it’s all set up and it’s less-cluttered. We’ve brought in light beer, a stout, brown ale, maple brown ale, IPA and a seltzer. Just brewing some stuff having fun and letting the guys test it out and give us feedback.”

The brewery will have at least 11-12 beers on tap after opening. Nine will be exclusive to the location and three or four others will be imported from Hilsenbeck Bier, a brewery partner in South Germany.

Skinner got connected with Hilsenbeck through his accountant, who knew a relative of the brewery that lives in Naperville. Some seasonal beers may be on tap in Oregon from the foreign brewery as well.

“Really good beer, a solid company,” Skinner said. “It’s just been great to work with them and bring in more products. Having them in collaboration with us will be fun and we’ll do collaboration beers with them at some point when the master brewer can come here.”

Ogle County Brewery will have a full food menu including mini pizzas, sandwiches and wings.

“Pretty much all the food will be unique to our place,” Wynn said.

“There’s nothing on our menu you can get at another restaurant or bar here locally besides wings. Our sauces you can’t get elsewhere.”

The brewery will have video gambling as well when it opens. Later this year there are plans to expand downstairs, where there will be bags, darts and video games.

to source ingredients and resources locally.

“Our yeast comes from Chicago,” Skinner said. “Our hops come from Amboy. We used local spec cranes.

Haven’t found a local grain source yet. We’d like to.”

Building owners Mark Gale and Kevin Wiegmann renovated and transformed the historic building to pave the way for the building.

Wynn’s favorite part is the floorto-ceiling front window, which also functions as a garage door for warmer weather.

“The aesthetic of the old building is very welcoming,” Wynn said. “It

feels like home. It’s been pretty cool seeing it transform especially these front windows. We saw pictures of what it used to look like. It’s completely different and opens it up.”

Wynn is most excited to get into a rhythm and see people come in and enjoy the beers they make. He believes Ogle County Brewery will be a good compliment to other places in town, not a competitor.

He imagines someone going kayaking with White Pelican on the river and coming to get a craft beer afterwards.

“A great place for the community

to come and gather and have something unique to this community,” Wynn said. “Just a lot of unique things coming alive here in Oregon.

It’ll be fun.”

Skinner told patrons to keep an eye on the Ogle County Brewery Facebook page for an open dates. He wants to take things slow and make sure everything is completely ready beforehand.

“We’ll just pick a day,” Skinner said. “I’m not sure we’ll let too many people know until we’re actually ready. Whenever we flip the sign on, that will be the opening day. I really want to be ready. Everyone asks.”

COVID-19 UPDATE

Ogle has administered 4,319 vaccines as of Feb. 1 1,050 county residents have received both doses so far

jhelfrich@shawmedia.com As of Monday, Feb. 1, Ogle County has administered 4,319 total COVID vaccines with 1,050 people receiving their first and second dose with 2.06 percent of the population fully vaccinated, the Ogle County Health Department said on its Facebook page.

The OCHD said it continues to vaccinate as quickly as allocations from the state allow.

“There is much more demand than there is supply right now so we understand some of you have been registered waiting on a call for an appointment for a couple of weeks,” the OCHD post said.

“Do not get discouraged, we will get to everyone, it will just take longer than we would all like.

The OCHD announced Jan. 27 that it will no longer be posting daily COVID-19 case numbers and will now post them weekly. The last post on Jan. 27 said there are 4,648 cases, 4,118 recoveries and 67 deaths.

A week prior to that, the county reported 4,532 cases, 3,973 recoveries and 64 deaths.

The Illinois Department of Public Health site said Tuesday that there are 1,530 cases in the zip code that includes Rochelle, Creston and White Rock.

Stillman Valley has 251 cases, Byron has 861 cases and Davis Junction has 293 cases.

Oregon and Mt. Morris have 602 and 250 cases,

respectively.

Polo has 297 cases, Leaf River has 138 cases and Forreston has 189 cases.

OCHD Public Administrator Kyle Auman spoke with the Oregon Public Library Monday about what his department is currently doing and his experience during the panKyle Auman demic.

Auman said he’s spent 10 years studying and training for situations similar to this, but he never expected he’d see a pandemic in his lifetime.

The OCHD’s pandemic responsibilities have included recommendations, enforcement, public information, tracing, case investigation, coordinating with local hospitals, doing testing, tracking data and trends, ensuring local entities have PPE and surveillance on and advising long-term care.

“It really has been a monumental task for the 13 normal full-time staff at the OCHD,” Auman said.

“And now we’re moving into vaccination which we’re responsible for locally.”

Auman said keeping up with changes and guidance, and sometimes the lack thereof, from federal institutions has been one of the biggest challenges.

“The mitigations from the state are ever-changing,” Auman said. “We watch and look for those changes and try to report valid information to the public when we can.”

Misinformation and the politicization of the pandemic have been big challenges as well, Auman said. He believes public health should

not be a political issue and he’s seen people not trusting science or the mitigations.

“There’s been a lot of misinformation, some mistaken and some intentional,” Auman said.

“That makes it difficult for the general public. It feels at some times there’s more misinformation than appropriate information.”

Auman said at the beginning of the pandemic, he’d have calls with the Center for Disease Control several times a week. That ceased in March.

He believes without that information, it leaves room for people to make up their own.

When asked about where to point people for accurate pandemic information, Auman said the IDPH and CDC sites along with the OCHD’s would be the best places to start.

“Anything you’re reading on social media, you have to take with a grain of salt,” Auman said.

“Fact-check it against the IDPH or your local health department.”

Auman doesn’t believe the full picture of COVID-19’s impact will be seen until it’s largely over. Looking at the death and attack rates at any point in the pandemic so far can be misleading, he said.

Auman believes there are many months left to go in the pandemic and thinks we’ll see many more lives lost and people contracting COVID19. Each time it finds a new host, the virus has a chance to mutate and become one of the new strains that have popped up across the world.

“We need to be concerned because we don’t know what the future holds,” Auman said. “It could become something that’s more deadly.

There’s a much bigger picture and things to worry about than just those base-level statistics.”

Oregon, Polo ADs prepped for return of sports ‘It’s going to be tough for small schools like us’ — Mike Lawton

jhelfrich@shawmedia.com Jan. 27 was the moment Mike Lawton had been waiting for since March 13. The return of high school sports to Illinois.

“Ten months of sitting around wondering,” The Oregon High School Activities Director said. “A roller coaster ride. September and October were a glimmer of hope with cross country and golf. It was a downer after that. This is great news for the kids.”

The IHSA announced boys and

girls basketball and lower-risk winter sports can start immediately.

Previously-postponed fall sports and upcoming spring sports will take place starting in March and April with some running into June.

The revamped schedule comes with some complications for county schools like Oregon and Polo. Many of the sports overlap with each other, and as a result, will make it tough for multi-sport athletes that are relied upon by smaller schools.

Lawton said local conferences will likely remedy that by ending sports a week earlier or delaying the start of the following sport so there’s no overlap.

“The IHSA had an incredibly difficult job to put humpty dumpty back together,” Lawton said. “It’s going to be tough for small schools like us. We’re meeting as a conference to see if we can tweak it. It would be

almost impossible to compete for us the way it is.”

Lawton said it’s important that kids have the chance to do every sport they want and not have to choose. The actual scheduling of times, dates and opponents will be hammered out once season dates are nailed down.

Polo Athletic Director Ted Alston said he plans to make sure kids are safely-prepared to do each of their sports, especially football, which is slated to run March 3 through April 24.

Alston said it’s been tough to throw out schedules and start over so many times.

“We’ve dealt with so much, we’ve become good at getting things done last second,” Alston said. “My concern is officials. Some are hesitant with COVID-19. There may be some two man crews instead of three.

Maybe some freshman and sophomore refs will be used.”

Freshman and sophomore games will take place as well in the upcoming months.

Alston called football being pushed back one of the positives in the IHSA’s plan with weather being bad at the moment. He is concerned about kids being ready in March and again in August when the next season starts, but some football is better than none, he said.

Lawton said lines were painted on the football and soccer fields this past winter for this very purpose.

“The number one question I get is how are we going to play football with snow on the ground?” Lawton said. “We’d start in the snow and end in 60 degree weather. Hopefully it’s as nice as can be.”

According to the IHSA’s plan, everyone in attendance at each sporting event including players must wear masks. Officials are the only exception. There will be different spectator limits depending on which COVID-19 tier each home area is in. Lawton hopes to get limited family in to watch at home events and may rotate those who can come.

“Someone asked the executive director of the IHSA how you play football and wrestle with a mask,” Lawton said. “He more or less said it is what it is. It’s that or don’t play.

We’ve got some time until then for that to maybe change, though.”

As far as COVID-19 protocols, no extra work will have to be done for athletics due to systems already in place for kids to attend school each day. If an athlete has to quarantine or is positive, they won’t be able to play. The IHSA won’t be using the term forfeit this season. Games that teams have to cancel due to COVID19 will be called “no contests.”

Athletic directors plan a year in advance, so the past 10 months have still been business as usual for Lawton and Alston during regular school hours. What’s been strange for them is going home and staying there on for nights and weekends

“It hasn’t been easy for us, the coaches or the kids,” Alston said.

“You get used to a certain way of life. It’s been weird to come home at a normal time. My wife can’t catch up on her shows that she wants to

watch without me. You get antsy.

It’s a challenge to stay occupied.”

The part of the next few months that Alston is looking forward to most is seeing players finally get the chance to shine, after it looked like they wouldn’t for many months.

A short summary of Frank O. Lowden’s life

Editor’s note: Otto Dick, Oregon has researched the people, places and events important in the Oregon area’s history for the Ogle County Historical Society. The following is one of a series of the articles he has written.

BY OTTO DICK In the late 1860’s Frank Lowden, age 7, walked behind a covered wagon from Minnesota to Iowa.

His father farmed and his son Frank helped.

During this time of helping his father he attended country schools.

When he was 15 he got a job teaching school. He taught for five years and earned enough money to attend the University of Iowa.

Following his college career which he paid for from his teaching income he attended the Northwestern Law School in Chicago.

At age 26 he graduated and practiced law in Chicago. His law practice and his intellectual skills gave him a comfortable living and social position in Chicago.

Political Career - Three Fairly Distinct Period (Time Period One-1899-1900) Lowden’s father was a member of the Democratic Party. Frank switched to the Republican Party after he moved to Chicago. This is interesting because Chicago was a Democratic stronghold.

He entered the presidential campaign and devoted his speaking ability to supporting William McKinley for President of the United States.

President McKinley offered him a position in Washington D. C., but Lowden was not ready to leave his law profession.

In 1903 friends urged him to seek the nomination for Governor of Illinois.

At the Republican Convention lasting twenty-one days he was defeated by Charles S. Deneen.

After the Convention Lowden devoted his time to the election of Deneen for the governorship.

During this time he served a twelve year apprenticeship working on reforms of Chicago’s City Hall.

While working on the City Hall reforms Lowden married Florence Pullman and in 1896 purchased a farm in Ogle County.

(Time Period Two 1906-1911) He represented the Thirteenth District of this area as a member of the U. S. House of Representatives serving two terms. He retired for health reasons and turned his efforts to the Sinnissippi Farm.

He voted for the bill limiting the hours of labor on train crews and legislation regulating child labor.

(Time Period Three 1916-1921) On Nov. 6, 1916, Lowden was elected Governor of Illinois by a majority of 149,824 votes.

He served as Chief Executive of Illinois during WWI and two years after the Armistice.

Upon assuming the duties of his office, Jan. 8, 1917, he turned his attention to reducing taxes in

Illinois by $4,000,000. He did this by consolidation of 125 commissions, boards and bureaus into nine major departments with a director at the head of each department who was required to live in

Springfield and give his entire time to the state.

Frank Lowden cast his vote for this election at the Daysville polling place. This was probably at the Daysville School.

‘Membership is declining overall and this is an example’ - Heinekamp

jhelfrich@shawmedia.com Oregon’s Presbyterian Church was recently sold and will become a daycare facility.

The church, at 200, S. Fifth St. was sold for $53,000 to Kandu LLC. The church held its last service in March and closed due to declining members and was transferred to and sold by the Blackhawk Presbytery. General Presbyter and Stated Clerk Eric Heinekamp said.

“The church has been there quite some time and has gotten smaller and smaller,” Heinekamp said. “We used a local realtor. People took tours and we sold it for close to listing price. We’re seeing this more and more in our congregation unfortunately.”

The church was built in 1874 and went under a “big” renovation in 1980. It’s size is 14,300 square feet.

“It’s beautiful with the pipe organ and stained glass,” Heinekamp said. “Churches run their course, unfortunately.

Heinekamp said everything is staying with the building with the exception of some religious items like the communion table, crosses, candlesticks and wall banners.

The money from the sale will go into a fund used to support other existing congregations and new church development to support other churches, Heinekamp said.

The church’s decision to close came largely before COVID-19, which has impacted attendance at places of worship in general, Heinekamp said.

“Membership is declining in more churches overall,” Heinekamp said. “Some are doing all online and some a hybrid. Membership is declining overall and this is an example.”

Oregon does not have another Presbyterian church. Heinekamp said he’s seeing displaced church members find other churches and the presbytery tries to follow up with members.

“We closed another in Freeport,” Heinekamp said. “Members may try to find another Presbyterian church close by or another denomination.

We find they’re not dropping out of church completely, it’s more consolidation.

Heinekamp believes the largest contingent from the church will attend the Lutheran church across the street.

Byron Forest Preserve to offer lecture about invasive feral swine in Illinois

The Byron Forest Preserve District will be offering a free Winter Lecture on Sunday, Feb. 14 starting at 2 p.m. via Zoom.

Peggy Doty, Environmental and Energy Educator, University of Illinois Extension will talk about feral swine, also known as Eurasian boar or feral hogs.

These invasive animals are not native to North America and pose a huge threat to native ecosystems and agriculture operations.

While there are no known feral hog populations currently in Illinois, increasing feral swine populations in neighboring states and climate change is making their appearance in Illinois more and more likely in the future.

Winter weather calls for potato soup, games on TV A s we watched the weather predictions for the weekend we decided it was a good time for watching basketball and eating homemade potato soup.

We started out with the game Friday night with Illinois and Iowa. I miss the kids and the orange crush. Somehow canned sound and cardboard people do not seem quite the same.

I keep wondering what are all these kids doing since they cannot be at the games? This will be a season to remember as years go by. But Illinois won and it was a good game to watch so our weekend was off to a good start.

I remember when our grandkids were part of the orange crush and we would watch for them at the games. I have a picture of them with Dick Vitale all painted up and ready to jump up and down. It is in a box somewhere.

Saturday we started out after a late breakfast with our first game of the day. I kept an eye on the score as I made homemade potato soup for lunch later on. This is our favorite soup and with homemade bread, it is wonderful. But they keep telling me bread makers are a thing of the past

and I have trouble finding box mixes anymore.

I hate it when things change and favorite foods are gone. I am still trying to perfect my own recipe.

By late afternoon, after Wisconsin had lost, we started watching the weather. We also kept an eye on the ice sculptures in Rockford through the news since we had found those interesting this year.

This was a perfect year for the making of those and some of the high school kids had gotten involved. The news media had showed how this was done and it was nice to know the steps involved.

It was not long before we saw rain on the win-

dows and this means ice. I went out and put a bit of salt by the door so no one will fall. Someone in the family has already fallen on the ice and has broken an arm so I know I cannot venture too far out.

As we were watching another game, the lights dimmed, the TV went out, and with that, we headed to the kitchen for another bowl of soup. The last time the electricity went out we were without power for more than 24 hours.

We wanted to make certain we had something to eat before this happened again. Two times we have been without power for more than 24 hours and this is difficult when you are older.

By the time the last game was over, the snow had started to fall and the world was all white and clean again.

There is something about snow falling and the world all white again that is beautiful as one watches it. Some of us are thankful to be staying in and watching from the windows.

We can also go to the kitchen for another bowl of warm soup.

Time is not on the side of 2021 basketball seasons T he Rolling Stones once sang, “Time, time, time, is on my side, yes it is”.

In a recent newspaper article, Genoa-Kingston Athletic Director Phil Jerbi had a much different refrain. Commenting on the sudden announcement that sports could be played, Jerbi stated, “Time is not on our side”.

Planning that would normally take 10 months now must be done in 10 days he said. A real logistical nightmare has been created with finding space for practice/games, transportation, sanitation protocols, scheduling and policy of fan attendance.

That’s just for starters. There will be a myriad of other chores to accomplish in navigating athletics and activities in a pandemic.

For example, finding officials before the pandemic was hard enough. It has to be more difficult now.

It’s like athletic directors have been waiting several months for a storm to hit and this one is coming in like a Category 5 hurricane.

A major problem for smaller schools is being spread too thin with sports over-lapping. Not only is there difficulty in finding space for everything, but also having enough athletes to go around.

With its facilities, Oregon is in enviable shape.

But, they will struggle like everyone else in filling rosters.

There is also concern that kids may not get

sufficient time off between sports. Remember, a whole year worth of sports are being condensed into about four months.

By the time you read this, many games will have already been played. In what were believed to be the first varsity basketball games, Flanagan hosted Midland and further south, Tuscola and Arthur-Lovington met on Jan. 29.

The day before, a bowler from Rockford Christian had a perfect game in a dual against Oregon.

Prior to this, the last sanctioned event was IHSA cross country sectionals on Oct. 31. It’s been a long time coming and Tuscola boys coach Justin Bozarth said the return to competition is “as enjoyable as you’ve dreamed about”.

Afterwards, he spoke of the ongoing excitement the town would have the next day when the girls played. Indeed, the state of Illinois is enamored with high-school sports and are so hungry for it.

Similar to golf and cross country, it sounds like most contests will be smaller in scope, such

a one team against another instead of large-scale tournaments, of which Oregon has traditionally hosted many.

But, you have to abide by the IHSA and IDPH guidelines.

Look for much of the action to occur within the conference. That makes sense in maintaining consistency, but there will be creative twists.

Here’s a unique idea the Little 10 is doing. This group of small schools south of DeKalb has run a boys basketball conference tournament for over 100 years and girls for 40.

They decided to kick off the season with their tournament instead of ending it or playing in midstream. Each game will be played at the higher-seeded school. After that, they will get into their regular-season games against each other.

Basically, they are reversing their schedule and hopefully other conferences will adapt creative concepts. The NIC-10 is dividing up into two divisions for basketball and then having a championship at season end.

Though sports like basketball, football, soccer and volleyball won’t have a state series, the IHSA hasn’t ruled that out for spring sports.

Besides being entertained by the competition on the courts and fields, we may also be entertained by novel approaches to doing sports by schools.

After all, lost time is never found again.

bweidman@shawmedia.com For more than four decades, Sweeny’s Outfitters has been a successful western-themed business in the Manitowoc, Wisconsin area.

Owner Gary Barnes had a store there from 1981 to 2001, then he moved it to a family farm he purchased in nearby Valders, Wisconsin, in 2002. There also was a mobile unit he would take to rodeos, county fairs and music festivals.

That all changed last spring when the COVID-19 pandemic took hold.

Business dried up.

Barnes’ girlfriend, Oregon resident Pam Wright, had a potential solution.

“COVID canceled all of our events last year,” Barnes said. “This farm location is on a little blacktop road, and we were getting absolutely no traffic down there.

Pam and I have known each other for quite a few years, and she understands this industry. She’s got horses, and she was telling us about how this store could do pretty well down here [in Oregon]. There’s no store like this in the area. Why don’t you

come down here and try it?”

After scouting out some different locations, Barnes set up shop at 111 S. Fourth St. He opened for business Dec. 9, with just a few social media posts to spread the word. Almost immediately, the store was a hit.

“My experience has been when you open up a new location somewhere, you have to spend thousands of dollars to tell the community, and then you’ve got to wait weeks or months for the community to come in,” Barnes said. “It was literally days after we opened that door, we had a stream of people coming in. They’re going home and telling others, so we’re getting that second wave now that’s rolling in.

“January is a very slow month.

Traditionally, a free-standing store does a very small percent of what they do in December. We are going to be much higher than that. The way I forecast it, this has nothing but an upside here.”

His store has wider appeal than to just horse enthusiasts, however, Barnes noted.

“The biker crowd likes our inventory. If we’re here in the spring when the bikes start coming out, we’re going to go after that crowd a little bit more.

Right now I don’t have all of the inventory I’d want for that. It’s kind of a general group right now.

“We’ve got people coming in buying our southwestern housewares. We’ve got seven or eight different artists that have things in here. There are people that have craft items. It gets to be quite a broad spectrum that we can attract.”

Indeed, the question is how long will Sweeny’s Outfitters remain in the downtown: Barnes’s lease is literally day-by-day. His plan is to go back to Valders, where he has three children, grandchildren and lifelong friends, once COVID-19 slows down and business gets back to normal.

Ideally, he’ll find someone capable of running the business in Oregon.

“Now you’re talking about two locations, and now you’re talking about trying to find somebody that can, part-time at least, run this store,” Barnes said. “That’s the biggest challenge, finding a qualified person that you can count on to make this thing work when I’m not here. There’s business here to be had.”

Brubaker Charitable Trust donates $6,000

Oregon High School Senior As many of you know, the Oregon Girls Soccer Team is a Self-funded Organization. This team has been around for 5 years now, but we are still struggling to earn the funds needed in order to have a season.

So far, we have organized a Penalty Kick Challenge, asked businesses for donations, collaborated with Hector’s Cocina, and have placed 20 donation jars in local businesses.

After the collaboration with Hector’s Cocina, they donated over half of the weekend’s earnings to support the Girls Soccer Team, and they also donated drinks for our team to sell at a school event.

We have been pretty successful with these fundraising efforts, but we were still in need of some money to have a season.

That all changed when our team earned an exceptionally generous donation of $6,000 from “Brubaker Charitable Trust” in part of Sue Brubaker.

Our team was so blown away when we found out about this donation, it truly lifted a lot of weight off of our shoulders and we cannot thank her enough.

Currently, our team now has the funds needed to have a season this year, but we still need to continue our efforts in order to continue having future seasons.

As a team, we want to thank everyone for your continued support and donations!

Without these donations, we would have never been able to have a season, so we are extremely grateful for your generosity.

High school teams to hit the hardcourt this week

bweidman@shawmedia.com It’s a case of better late than never for boys and girls basketball teams in Oregon, Polo and Forreston.

COVID-19 paused the season that was slated to begin back in early November, but dropping positivity rates and a recent move to Phase 4 by the Illinois Department of Public Health has resulted in a truncated hoops season.

That was announced by the Illinois High School Association at its monthly board meeting on Jan. 27.

Games can be played once teams have seven practices. There will be no state series, and the season ends on March 13.

Oregon will host a doubleheader on Saturday.

The boys will take on Belvidere North for a 1 p.m. scheduled varsity start, while the girls take on Newman at about 7 p.m.

This will mark the head coaching debut of Oregon boys coach Nate Green. He was a player at Rockford Lutheran, then an assistant coach at Belvidere North, Rockford Jefferson and Lutheran.

Wendy Lambrigtsen is back for her third season guiding the Oregon girls.

As far as attendance, players in the Oregon program will receive two season passes for family members. There are no visiting fans allowed, which is a Big Northern Conference rule for this season.

The Cardinals open up Saturday against Stillman Valley, with the varsity tip slated for about 2:30 p.m.

Forreston’s girls team, under fourth-year head coach Brian Rahn, opens up on the road Saturday against Stillman Valley, with a 2:30 p.m. start.

Regional spelling bee scheduled for Feb. 18 in Dixon

Melinda Charbonneau, Ag in the Classroom Coordinator for Ogle and Carroll counties, has been recognized by the Illinois Leadership Council for Agricultural Education for outstanding effort, dedication, and support for quality education programs in agriculture.

Charbonneau received an Advocacy Award in recognition of the agricultural programming she provides for youth in kindergarten through 8th grades.

Charbonneau’s passion resonates in her presentation as she brings hands-on learning into the classroom showing students where their food and fiber originates.

She is always looking for new ways to keep students engaged and interested in agriculture.

Stillman senior receives VOP’s Cacciatore scholarship For 23 years the Village of Progress Foundation has presented educational scholarships to folks in Ogle County.

Applicants must be a resident of Ogle County and a high school senior or fulltime college student who either has a disability of is majoring in an area that serves those with disabilities.

One of the scholarships, in the amount of $1,000, is made through the generosity of the Pete and Wanda Cacciatore Family.

The Cacciatores have been long time supporters of the Village of Progress.

Wanda was a member of the Village of Progress Board of Directors for 10 years beginning in 1988 and has served on the Foundation’s Board for over 24 years.

Her husband, Pete was also an enthusiastic supporter of the Village.

Larry Young & Friends Charities Scholarship given

Pete passed away in the fall of 2014, leaving behind a legacy of commitment to the Village and its mission.

This year a scholarship through the Cacciatore Family was given to Payton Barger.

HENDERSON, Nevada – Melvin “Mel” Paul Witmer Sr., 80, of Henderson, Nevada, formerly of Dixon, passed away Tuesday, January 26, 2021, at Sunrise Hospital and Medical Center in Las Vegas, Nevada.

He worked for Schwack at his retirement, and spent 42 years in graphic arts.

Mel was born May 18, 1940, in Polo, the son of H. Emerson and Mildred (Smith) Witmer. He married Theresa Long on March 14, 1959, in Chicago.

Mel was a member of St. Patrick Catholic Church, Dixon, and the Elks Lodge.

Mel had a passion for coaching at St. John of the Cross and had a competitive approach to making his basketball players great.

He loved the excitement of working in the city of Chicago and the beauty of the farm soil that was his heritage. Mel built his life on friendships and never passed the opportunity to make a new one. He

enjoyed being the host of a party.

He loved seeing his family, especially grandchildren and great-grandson.

He loved talking to his friends and family on the phone. His greatest gift was the love and laughter he shared with others.

He is survived by his wife of 61 years Theresa Witmer; two sons, Steven (Phyllis) Witmer and Melvin Paul (Deborah) Witmer Jr.; six grandchildren, Brandon Witmer, Drake Witmer, Chanell Witmer, Chase Witmer, Lance Witmer, and Morgan Witmer; one great-grandchild, Mason Freeman Witmer; and one sister,

El Louise (Keith) Heitz.

Mel was preceded in death by his parents and both his brothers.

A funeral Mass was held on Monday, Feb. 1, at St. Patrick Catholic Church in Dixon.

Burial followed at Chapel Hill Memorial Gardens in Dixon.

Memorials may be directed to the family.

Arrangements were completed by Preston-Schilling Funeral Home in Dixon.

OGLE COUNTY SHERIFF Ogle County Sheriff Brian VanVickle reports the following activity Jan. 27 Mario Galeas-Flores, 30, of Cleveland, Texas was arrested at 9:27 p.m. for not having a valid driver’s license after deputies conducted a traffic stop on Interstate 39 at Twombly Road for a traffic offense. Galeas-Flores was released on scene with a return court date of Feb. 10 at 9 a.m.

At approximately 11:03 p.m., deputies responded to a one-vehicle rollover accident with suspected injuries in the 11,000 block of North Illinois 2.

After an investigation, deputies learned Angie Forgione, 42, of Crystal Lake, was traveling southbound on North Illinois 2 and swerved to avoid a deer. Forgione lost control of her vehicle, traveling into the east side ditch where she overturned.

Forgione was transported to a nearby hospital for her injuries by Byron EMS. Deputies were assisted on scene by

Byron Fire and ambulance personnel.

Antonio Escatel, 44, of Mendota was arrested for domestic battery. Escatel was released on a $3,000 or 10 percent bond and will appear in court on Feb. 26 at 9 a.m.

Jan. 30 Raul Amador Jr., 32, of Rockford was arrested at 4 a.m. for criminal damage to property after deputies responded to an address in Stillman Valley in reference to a disturbance.

Amador Jr. was transported to the Ogle County Jail where he was released to correctional staff and held in lieu of bond.

Feb. 1 At 10:48 a.m. deputies responded to a one vehicle accident in the 17,000 block of East Ritchie Road. After an investigation, deputies cited a 16-yearold juvenile male for driving without a license. The male was not injured due to the accident and was given an I-bond for his citation.

Jan. 25 Melissa A. Kidder, 35, of Oregon, was issued a citation at 3:39 p.m. for disobeying a traffic control device. This violation occurred at the intersection of 10th and Webster Streets.

Jan. 26 At 9:48 a.m., police investigated a one-vehicle traffic crash in the 900 block of W. Washington Street involving a 2007 Lexus driven by Vikram N. Pandya, 29, of Chicago. No citations were

issued.

Jan. 27 At 5:24 p.m., police responded to a two-vehicle traffic crash at the intersection of Illinois 64 and South Daysville Road involving a 2013 Ford driven by Michael A. Olson, 65, of Oregon, and a 2002 Ford driven by Matthew S. Elsasser, 27, of Freeport. Olson was issued a citation for improper backing.

Jan. 28 At 2:30 p.m., a 14-year-old female juvenile of Mt. Morris, was issued a city citation for the offense of violating the Tobacco Products and Alternative Nico-

tine Products Ordinance by possessing a vape pen. The juvenile was released into her parents’ custody.

Jan. 29 At 5:54 p.m., police responded to a disturbance call in the 100 block of Moring Court resulting in the arrest of Oscar Hernandez, 41, of Oregon, for domestic battery, and the arrest of Fred L. McCarty, age 32, of Oregon, for domestic battery. Both Hernandez and McCarty were transported to the Ogle County Jail.

NOTICE OF INTENT TO ISSUE BONDS AND RIGHT TO FILE PETITION and hearing on proposed issuance Notice is hereby given that pursuant to Ordinance No. 2021-104, adopted January 26, 2021 (the "Ordinance"), the City of Oregon, Ogle County, Illinois (the "City"), intends to issue its Sewer Revenue Refunding Bonds (the "Sewer Revenue Refunding Bonds") or, in lieu thereof, its General Obligation Bonds (Alternate Revenue Source) (the "Alternate Bonds"), in the principal amount of not to exceed $1,835,000, and bearing interest per annum at not to exceed the maximum rate authorized by law at the time of the sale thereof, for the purpose of (1) currently refunding certain outstanding obligations of the City which were issued to (a) finance and refinance the acquisition, construction and installation of certain sewer repairs, rehabilitation and improvements and sewerage system replacements, and related facilities improvements, and (b) refinance the City's outstanding Illinois Environmental Protection Agency Loan (L17-283200) which was used for the construction of new storm sewers and conversion of then existing combined sewers, and (2) paying certain costs related to the issuance thereof. The Alternate Bonds would be payable from (i) Net Revenues of the City's Sewerage System (generally, Net Revenues means gross revenues minus operation and maintenance expenses), (ii) all collections distributed to the City from all collections distributed to the City from Retailer"s Occupation Taxes, Service Occupation Taxes, Use Taxes and Service Use Taxes, and (iii) ad valorem taxes of the City for which its full faith and credit have been irrevocably pledged, unlimited as to rate or amount to pay the principal of and interest on the Alternate Bonds. WHEREAS, the City of Oregon, Ogle County, Illinois (the "City"), is a duly organized and existing municipality created under the provisions of the laws of the State of Illinois (the "State"), and is now operating under the provisions of the Illinois Municipal Code, as amended (the "Municipal Code"), and, having the powers, objects and purposes provided by said Municipal Code, has for many years owned and operated a sewerage system as set forth in Division 141 of Article 11 of the Municipal Code (the "Sewerage System"); and WHEREAS, the Mayor and Council of the City (the "Corporate Authorities") have determined that it is advisable, necessary and in the best interests of the City to (i) advance refund the City's outstanding General Obligation Bonds (Alternate Revenue Source), Series 2013, dated May 2, 2013 (the "Refunding"), originally issued to (a) finance and refinance the acquisition, construction and installation of certain sewer repairs, rehabilitation and improvements and sewerage system replacements, and related facilities improvements, and (b) refinance the City's outstanding Illinois Environmental Protection Agency Loan (L17-283200) which was used for the construction of new storm sewers and conversion of then existing combined sewers, and (ii) pay certain costs of issuance of the Bonds (as such term is hereinafter defined), all for the benefit of the inhabitants of the City; and WHEREAS, the estimated cost of the Refunding, including legal, financial, bond discount, if any, printing and publication costs, capitalized interest, if any, and other expenses (collectively, the "Costs"), will not exceed $1,835,000, and the City has insufficient funds on hand and lawfully available to pay such Costs; and WHEREAS, the Corporate Authorities have further determined that it is advisable, necessary and in the best interests of the City that the Refunding be completed and, in order to finance the cost of the Refunding, it will be necessary for the City to issue bonds payable from the net revenues derived from the operation by the City of its Sewerage System as authorized to be issued at this time pursuant to Division 141 of Article 11 of the Code (the "Sewer Revenue Refunding Bonds") or, in lieu thereof, alternate bonds (the "Alternate Bonds"), being general obligation bonds payable from (i) Net Revenues of the City"s Sewerage System (generally, Net Revenues means gross revenues minus operation and maintenance expenses), and (ii) all collections distributed to the City from Retailer"s Occupation Taxes, Service Occupation Taxes, Use Taxes and Service Use Taxes (collectively, (i) and (ii) are referred to herein as the "Pledged Revenues"), in an amount not to exceed $1,835,000, as authorized to be issued at this time pursuant to the Act; and WHEREAS, if the Pledged Revenues are insufficient to pay the Alternate Bonds, ad valorem taxes of the City for which its full faith and credit have been irrevocably pledged, unlimited as to rate or amount (the "Pledged Taxes") are authorized to be extended to pay the principal of and interest on the alternate bonds; and WHEREAS, up to $1,835,000 of alternate bonds need to be issued at this time pursuant to the Local Government Debt Reform Act of the State, 30 ILCS 350/1 to 350/18 (the "Act"); and WHEREAS, pursuant to and in accordance with the provisions of Section 15 of the Act, the City is authorized to issue alternate bonds, in one or more series, on a taxable or tax"exempt basis, in an aggregate principal amount not to exceed $1,835,000 for the purpose of providing funds for the Refunding and to pay the Costs; NOW THEREFORE, Be It Ordained by the Mayor and Council of the City of Oregon, Ogle County, Illinois, as follows: Section 1. Incorporation of Preambles. The Corporate Authorities hereby find that all of the recitals contained in the preambles to this Ordinance are full, true and correct and do incorporate them into this Ordinance by this reference.

Section 2. Determination to Issue Bonds. It is advisable, necessary and in the best interests of the City to complete the Refunding in accordance with the estimate of costs as hereinabove described, and that for such purpose, there are hereby authorized to be issued and sold the Sewer Revenue Refunding Bonds or, in lieu thereof, the Alternate Bonds, in an aggregate principal amount not to exceed $1,835,000.

Section 3. Publication. Within ten (10) days after the adoption of this Ordinance, this Ordinance, together with a notice in the statutory form, shall be published once by the Corporate Authorities in the Oregon Republican Reporter, being a newspaper of general circulation within the City, and if a petition, signed by 218 electors (said number being 10% of the registered voters in the City), is filed with the City Clerk within thirty (30) days after the date of the publication, asking that the question of the issuance of the Sewer Revenue Refunding Bonds (the "Sewer Revenue Refunding Bond Proposition") be submitted to referendum, then the Sewer Revenue Refunding Bond Proposition shall be submitted to the electors of the City at the general primary election to be held on the 15th day of March, 2022, unless there are no voters scheduled to cast votes for any candidates for nomination for, election to or retention in public office, in which case the Proposition shall be submitted to the electors of the County at the general election to be held on the 8th day of November, 2022. If no petition is filed with the City Clerk within said 30-day period, then this Ordinance shall be in full force and effect and the Sewer Revenue Refunding Bonds shall be authorized to be issued. A petition form shall be provided by the City Clerk at the prinrd cipal office of the City, located at 115 North 3 Street, Oregon, Illinois, to any individual requesting one.

This Ordinance, together with a notice in the statutory form, shall be published once by the Corporate Authorities in the Oregon Republican Reporter, being a newspaper of general circulation in the City, and if a petition, signed by 200 electors (said number being the greater of (i) seven and one-half percent (7½%) of the registered voters in the City or (ii) the lesser of 200 registered voters or 15% of registered voters), asking that the question of the issuance of the Bonds (the "Alternate Bond Proposition") be submitted to the electors of the City, is filed with the City Clerk within thirty (30) days after the date of the publication, then the Alternate Bond Proposition shall be submitted to the electors of the City at the general primary election to be held on the 15th day of March, 2022, unless there are no voters scheduled to cast votes for any candidates for nomination for, election to or retention in public office, in which case the Proposition shall be submitted to the electors of the County at the general election to be held on the 8th day of November, 2022. If no petition is filed with the City Clerk within said 30-day period, then this Ordinance shall be in full force and effect and the Alternate Bonds shall be authorized to be issued. A petition form shall be provided by the City Clerk at the principal office of the City, located at 115 North 3rd Street, Oregon, Illinois, to any individual requesting one.

It is expressly provided that in the event that there shall be filed with the City Clerk in a timely manner a petition, asking that the issuance of the Sewer Revenue Refunding Bonds be submitted to referendum, the Alternate Bonds, payable from Net Sewer Revenues, shall not be authorized to be issued until such time as the issuance of the Sewer Revenue Refunding Bonds shall have been submitted to the electors of the City and a majority of the votes cast on such question shall have been in favor thereof.

Section 4. Additional Ordinances. If no petition with respect to the issue of the Sewer Revenue Refunding Bonds or, in lieu thereof, the Alternate Bonds, and meeting the requirements of applicable law is filed during the petition period hereinabove referred to, then the Corporate Authorities may adopt additional ordinances or proceedings supplementing or amending this Ordinance providing for the issuance and sale of the Sewer Revenue Refunding Bonds or, in lieu thereof, the Alternate Bonds, and prescribing all the details of the Sewer Revenue Refunding Bonds or, in lieu thereof, the Alternate Bonds, so long as the maximum aggregate principal amount of the Sewer Revenue Refunding Bonds or, in lieu thereof, the Alternate Bonds, as set forth in this Ordinance is not exceeded and there is no material change in the Refunding. Such additional ordinances or proceedings shall in all instances become effective in accordance with applicable law.

This Ordinance, together with such additional ordinances or proceedings, shall constitute complete authority for the issuance of the Sewer Revenue Refunding Bonds or, in lieu thereof, the Alternate Bonds, under applicable law.

Section 5. Additional Proceedings. If no petition meeting the requirement of applicable law is filed during the petition period hereinabove referred to, then the preparation and distribution of a preliminary official statement relating to the Bonds is hereby approved, and the Mayor is hereby authorized to deem the preliminary official statement nearly final.

Section 6. Severability. If any section, paragraph, clause or provision of this Ordinance shall be held invalid or unenforceable, the invalidity or unenforceability of such section, paragraph, clause or provision shall not affect any of the other provisions of this Ordinance.

Section 7. Repealer. All ordinances, resolutions or orders, or parts thereof, in conflict with the provisions of this Ordinance are to the extent of such conflict hereby repealed.

Section 8. Effective Date. This Ordinance shall be in full force and effect from and after its passage and approval in the manner provided by law.
