Sycamore Democrat seeks state’s attorney’s office in 2024 election

krettke@shawmedia.com SYCAMORE – A Sycamore lawyer and former cop whose law office specializes in representing people with disabilities has thrown his hat into the ring as a Democrat for DeKalb County state’s attorney in the 2024 election.

Charles “Chuck” Rose of Sycamore has a law office on 1958 Aberdeen Court, Sycamore that opened in 2004. He also has a background as a law enforcement officer in the county that he said brings with him a combined 32 years of experience in criminal and governmental law, according to a news release from his campaign. Rose has lived in DeKalb County since 1979. His private private is dedicated to estate planning and represents children and adults with disabilities, according to its website.

Rose previously worked as deputy sheriff for the DeKalb County Sheriff’s Office, a part-time police officer in the Village of Waterman and for one year with the Genoa Police Department on the North Central Narcotics Task Force. He also has worked as first assistant state’s attorney and ran for state’s attorney in Jo Daviess County in the early 2000s, he said.

“My extensive experience as a prosecutor taught me that victims of crime deserve respect from the criminal justice system and they deserve their day in court, in other words to be heard. If elected, I plan to continue that approach in every case,” Rose said in the release. “As a result of my extensive experience in law enforcement and as a prosecutor I learned that law enforcement and the State’s Attorney’s Office are equal partners in investigating and prosecuting criminal offenses.”

attorney’s race likely will be contested.

Republican Riley Oncken, also a Sycamore-based lawyer, announced in September his plans to seek the office.

Outgoing State’s Attorney Rick Amato, also a Repub- Charles “Chuck” lican, announced earlier Rose this fall he won’t seek a third term.

The candidate filing period doesn’t open until Nov. 27, according to the Illinois State Board of Elections. However, petitions to collect voter signatures began circulating Sept. 5.

While serving as a police officer with the sheriff’s office from 1981 to 1985, Rose said he often frequented the DeKalb County Courthouse in Sycamore to testify as a witness in cases. He said he worked with now retired judge Bill Brady, who at the time served as a prosecutor in the state’s attorney’s office.

“We did cases together obviously and I would testify, and I would always kid him that I could do a better job,” Rose said in an interview Wednesday. “Over the years he encouraged me to go to law school and become a prosecutor. It seemed like a natural thing because I did enjoy my time.”

Rose said if elected, he plans to bring with him attorneys who have experience in both criminal prosecution and defending government agencies, since DeKalb County government also is represented by the state’s attorney’s office.

It’s been a month and a half since cashless bail went into effect in Illinois, bringing with it significant changes to the way pretrial hearings are conducted. In DeKalb County, pretrial hearings now focus on whether judges, prosecutors and defense

attorneys can determine a person’s eligibility for release based on a set of new criteria outlined under the controversial SAFE-T Act. Rose said, if elected, he’ll continue to uphold Riley Oncken the law.

“Currently cashless bail is in the law in Illinois,” Rose said.

“And as you know, the state’s attorney swears an oath to follow the law. So I will do exactly that: follow the law and work with the system, with the judges and probation department to follow that law,.

From what I’ve heard, I would say it’s [cashless bail] working in DeKalb County.

But like any new law, it will probably be fine tuned. And I will be a part of it in any way I can, of fine tuning that so it works better for DeKalb County.”

Rose earned his undergraduate degree at the University of Colorado and his law degree from Northern Illinois University, according to the news release. He taught criminal justice classes at Kishwaukee College for more than 20 years and also serves on the college’s criminal justice advisory board.

In other arenas, Rose has served on the boards for RAMP, Youth Services Bureau, The Gracie Center, Elder Care Services, the DeKalb County Mental Health Board, and the Estate Planning Advisory Committee for the DeKalb County Community Foundation, according to the release.

He’s also volunteered backstage for the Penguin Project, a local theater group that empowers children and adolescents with special needs.

Opportunities abound 6 decades in, client independence leads way at Opportunity House

clazenby@shawmedia.com SYCAMORE – Connie Brickwell, 73, said she’s still enjoying her time at Opportunity House, where she’s spent the past 40 years taking part in the nonprofit’s vocational and residential living programs.

While at Opportunity House, Brickwell enjoys working on arithmetics.

Staff said she’d likely have been an accountant in another life. Now, she’s helping the organization celebrate 60 years of service to the community.

Opportunity House, a Sycamore-based nonprofit, will ring in 60 years of serving people with developmental disabilities at its upcoming gala at 5 p.m. Thursday, Nov. 9, at Faranda’s Banquet Hall, 302 Grove St. in DeKalb. Cocktail attired is required for the gala – which will feature food, music and a brief program – and is open to public. Tickets are $75.

Brickwell said Thursday she thinks the staff at Opportunity House are nice and kind.

“I think it’s good. I think they do everything they’re supposed to do, and everything like that,” Brickwell said.

“I like to be with people. I like these

people, I work with them each day.”

Some of the families of current and former clients will be in attendance, as well as current and former organization staff members.

Carol Parsons, program director who has been with Opportunity House for more than 30 years, is one of those who plan to attend. Since 1991, Parsons has worked in direct support roles, fostering relationships with Opportunity House clients and their families.

She said she’s seen the organization grow by “leaps and bounds.”

“Most of our services have more than doubled over the last 30 years, just the number of clients, the number of homes, the opportunities and stuff, it doubled,” Parsons said.

Earlier this year, the organization acquired two new homes for 24-hour residential care services. The homes help fulfill clients’ needs through individualized plans that can include medical appointments as well as medication and budget management help.

Tom Matya, executive director of Opportunity House, said he hopes the two new residences in Genoa will be ready to open soon, which will allow them to bring in four new clients.

Harris said she and her department’s staff focus on giving clients a sense of belonging and accomplishment.

“I think that’s what we’re all about in residential, just making sure they accomplish the things they want to accomplish in life,” Harris said. “Just making sure they’re happy, whether it’s doing a small task in the home, or just the simplest things, making sure they’re happy, they’re safe, they’re healthy.”

About 100 clients – up to about 60 a day – are served between Opportunity House’s two main programs, residential and day services. And while establishing independence and building skills is always an objective at Opportunity House, creating spaces for fun also is a significant focus, staff said.

Johanna Blocker, day services director, has lead clients in Tai Chi martial arts classes. Emily Kvasnicka, recreation coordinator, has orchestrated field trips into the community, about four times per month.

Recently, the pair led Opportunity House clients on several adventures, including dinner and bowling, a trip to The Morton Arboretum in Lisle, Cave of the Mounds in Wisconsin and to Galena for a ghost tour in October.

Johnissha Harris, Opportunity House residential director “We are out to do everything,” Kvasnicka said. “Personally, one of my favorite accomplishments of what we’ve done is our fun and fair fitness group. It started off as just an opportunity to take a dance class with a local studio and spiraled into our group learning, memorizing a two-minutelong dance routine in which we got to perform on stage with their company in front of like 100 people.”

Opportunities like what Kvasnicka created didn’t exist 60 years ago, but they happen today because of the expansion of Opportunity House services.

Out of respect, individuals who receive services from Opportunity House are called clients – even though they don’t pay to receive the services – but that hasn’t always been the case, staff said.

The genesis for Opportunity House came when four families created the DeKalb County Association for the

Mentally Retarded in 1957. At the time, resources for children and adults dealing with cognitive disabilities in DeKalb County were scant.

Six years after the four DeKalb County families banded together another resource was formed, when Opportunity House, Inc. began hosting workshops in a Sycamore school house.

Although Opportunity House had a separate board of directors from the initial program, the people being helped were still commonly called “mentally retarded.” The dated terminology that in the modern era carries derogatory implications has fallen out of vernacular use these days, and for good reason, Matya said.

Matya said many things have changed since the organization was created, predominately the language used toward and about their clients.

“I think that was the culture of the time. I think that was the general way that people were referred to. And then,

I think people realized overtime that put a stigma on those individuals,” Matya said. “A better way of positioning it is they’re regular people just like we are. It’s just the fact that they have intellectual and developmental disabilities, but they live normal lives, they have their choices.”

Today, Opportunity House clients are given independence through choice. Each day clients are given a variety of educational or hands-on activity options to fill their time, but they aren’t pigeonholed into doing something they’d prefer to not take part in.

There are Special Olympic sports teams that are organized though Opportunity House, and there’s a room for older clients who would prefer to be around their peers.

The nonprofit has seen near continuous growth over the past few decades, but Matya and Parsons said they’ve also seen a paradigm shift in the services they provide.

“Now, the focus is a lot more on individualized rights, whereas probably in the beginning stages it was still a lot more group mentality, you know, support and care, where now it’s promoting independence by the individual,” Parsons said. “So everything is individually driven, instead of just problematically driven. So each person is asked by all of us, all of the time, ‘What do you want to do?’ ”

Eleanor’s unexpected entrance Baby girl born in GenoaKingston ambulance doing well, says happy parents

clazenby@shawmedia.com GENOA – Genoa-Kingston paramedics and parents of newborn Eleanor Lee Altepeter-Knotts are celebrating good health and happiness after emergency responders helped Eleanor come into the world unexpectedly fast in the back of an ambulance.

A week ago, the new parents stopped by the fire station – with newborn in tow – to thank those, including student paramedic Haley Stevenson, who helped birth their baby.

Within minutes of being in labor, Sammie Altepeter gave birth to her first child, Eleanor Lee Altepeter-Knotts, at 6:20 p.m. Sept. 29 in an ambulance on the side of Five Points Road inside Sycamore township. Altepeter-Knotts, now one-month old, was five and a half pounds, and seventeen and half inches long when she was born.

“I was told I was very spicy, swearing and screaming and yelling at everybody, but I honestly couldn’t have asked for better people to help me out, because at the moment that I was supposed to push the rest of her out I panicked,” Altepeter said. “I was holding [Stevenson] hand and I looked up at her, and just told her, ‘I can’t do this. Brodie’s not here, my mom’s not here,’ and she just held my hand and was like, ‘You’ve got this,’ and that’s kind of what got me to feel less alone.”

Brodie Knotts, the father and Altepeter’s fiancé, hopped in Altepeter’s car when she was taken in the ambulance from their Kingston home toward Northwestern Medicine Kishwaukee Hospital in DeKalb. The gas light in his car was on, however.

Not wanting to miss anything, he decided to risk it. He missed the delivery of his son.

Knotts was following the ambulance down Five Points Road when he saw the vehicle pull over just north of Old State Road in Sycamore township.

He parked a few car lengths behind and talked with Altepeter’s parents over the phone, giving them a play-byplay of what was happening with their daughter.

Minutes later the ambulance driver, Chase Akers, got out and walked the 10 meters along the side of the road to Knotts, devliering news that would forever change Knotts’ life.

Just instantly tunnel vision. ... It felt like the slowest walk of my life, up to that ambulance, and I got to the door.

I wasn’t even sad or anything, I just, tears started rolling down my face.”

The last time he’d seen his fiancée she was screaming in pain. When Knotts entered the ambulance, she introduced him to their daughter.

Alicia Dimova, a firefighter and paramedic; Daniel Barrett, an EMT and paramedic; and Stevenson were in the back of the ambulance with Altepeter for the birth. It was the first time any of them had ever delivered a baby.

Barrett said they instructed the driver to pull over when he saw Altepeter-Knotts’ head crowing.

“I told her to push until the head delivered, Alicia grabbed the shoulder, kind of angled her so the baby could finish delivering. I clamped the

cord, we suctioned the nose and mouth so it started crying and breathing, and cut the cord and gave the baby to the mom so she could stay warm,” Barrett said.

Dimova said she’d had two close calls with mothers going into labor.

“Honestly I think we’re just conditioned to fall back on our training when things get really intense, so that’s what we did. But once the baby was out we were just flooded with ‘This is the coolest thing,’ type of emotion,” Dimova said. “Everybody did great, mom and baby were awesome, so it was a good experience.”

Stevenson said she’s never had a close call, so it was her first experience in a situation of the sort.

“You do what you’re trained to do.

And yeah, once the baby was delivered it was just emotions. It was very exciting and the mom was ecstatic,” Stevenson said.

On Nov. 1, Genoa-Kingston Fire Chief Bruce Kozlowski presented the parents, and first responders on the call, with plaques commemorating the ordeal. He said this was the third

writings and world view, and the U.S. challenges. The lecture also includes a moderated question-and-answer session.

Glaude earned a master’s in African American studies from Temple University and a religion doctorate from Princeton University. He is the author of the books “Democracy in Black: How Race Still Enslaves the American Soul,” “In a Shade of Blue: Pragmatism and the Politics of Black America” and the New York Times bestseller “Begin Again: James Baldwin’s America and Its Urgent Lessons for our Own.” Glaude is a James S. McDonnell Distinguished University professor and Princeton University’s department of African American studies chair. He also is a Morehouse College board of trustees member.

Stage Coach Players to collect Thanksgiving dinner items

DeKALB – The Stage Coach Players and The Salvation Army will collect dinner box items to provide local families a Thanksgiving dinner.

The collection will be held from 4 to 6 p.m. Nov. 14 at the Stage Coach Theatre, 126 S. Fifth St., DeKalb, according to a new release.

The dinner boxes include enough food for six to eight people and a $20 gift card for the following items:

turkey, canned cranberry sauce, canned or jarred gravy, green beans, diced pears, stuffing mix, pinto beans, white rice, two whole kernel corn cans, brownie mix and hot chocolate mix.

The Stage Coach Players Outreach Committee will be in the back to the theater to welcome and thank donors.

DeKALB – The next Northern Illinois University STEM Cafe will explore fusion energy’s possibilities and limitations.

The STEM Cafe will be at 6:30 p.m.

Nov. 15 at Fatty’s Pub and Grille, 1312 W. Lincoln Highway, DeKalb, according to a news release.

Admission to the event is free and open to the public. Registration is required to Xueying Lu attend.

During the STEM Cafe, attendees can learn about the fusion process and its different approaches, pros and cons, recent breakthroughs and impact. Fusion energy could offer near-limitless

energy without greenhouse gases and less radioactive waste. The energy faces challenges from the immense heat and pressure needed and the use of rare hydrogen isotopes. Food and beverages are available to buy from Fatty’s.

The event’s featured speakers include Xueying Lu, Ph.D., NIU and Argonne National Laboratory assistant professor of physics, and David Hedin, Ph.D., NIU professor of experimental particle physics.

DeKalb county dairymen and their families have been asked to attend a free motion picture showing that will be given next Friday evening by the Quaker Oats Company in order to make more clear several matters relative to better dairying. It is to be hoped that a large crowd will be in attendance at the picture which will be shown at the Townsend theatre in Sycamore.

Sheriff E. E. Crawford and his squad of deputies last evening raided the home of W.F. at Sandwich, confiscating about 55 gallons of intoxicating liquors. W.F. returned with the raiding squad, and is now lodged in the county jail. Complaints have been received by the sheriff that W. F. has been selling intoxicating liquor in Sandwich.

Enough evidence was secured yesterday to cause the arrest of the Sandwich man. The evidence was also taken by the sheriff and put in safe keeping.

Several of the locomotives of the Chicago and Northwestern have been noticed during the past few days as being equipped with a new type of electric headlight. The new type is much smaller in the main portion than the type in general use, is more of a box shape but has a large flaring lens.

One of the large tank cars on a freight east bound yesterday, sprung a leak in some manner and the contents of the large car were scattered over the North Western right of way for several miles. When the train pulled into DeKalb the car was leaking and it is probable that by the time it reached the Chicago yards there was little oil remaining in the car.

Reports are current today that the paving work in Eleventh and Thirteenth streets in DeKalb has been completed and the streets open to traffic. Thirteenth street has been completed but the work of the DeKalb, Sycamore & Interurban Traction Company of laying bricks between the cement has not been completed.

1948 – 75 YEARS AGO

Sycamore’s smoke eaters of the fire department have a brand-new kitchen down in the fire barn. And many a Sycamore housewife would be envious of the boys if she could but see the shiny new kitchen all cleaned up and painted light green and white. The boys took over an old storage room in the rear of the police station which had been used as the place to store oil barrels for years. They talked the city council into buying enough materials, plywood, paint, nails and other stuff to fix up the place into a kitchen.

Fire, gaining such a tremendous headway that the roof had fallen through before help arrived, destroyed the huge barn, a large shed and the filled silo on the Farley Brothers place, north-east of Leland early Sunday morning. The farm is located on the county line road and is occupied by the Robert Charlier family. The fire was discovered by a Mr. Sherman, who lives near Rollo, and who was returning home after going to a barn fire near Plano. He roused the Charlier family and the Leland fire department was summoned.

About 12:30 o’clock Sunday noon, Nov. 7, a fitting ceremony will be held in connection with the retiring of the World War II Honor Roll at East Lincoln Highway and Fourth Street. Participating in ceremony will be the DeKalb Post of the American Legion and Veterans of Foreign Wars, the program to be held immediately following the Armistice Day Sunday services. Arrangements have been made by the city to secure a light tank which will replace the honor roll.

Light rains which have fallen this week have not supplied enough water to start the Kishwaukee River flowing again. The river was dried up except for a few lonely pools in the stretches south of DeKalb and had been for several weeks. The rains this week stretched the pools until they almost touched each other today, but there still was not enough water to start flowing downstream. Residents along the stream have been hoping for a good hard rain to flush the stagnant water from the pools.

Repairs to the Sycamore station of the North Western railways are planned next year. The funds are in the company’s budget, general agent R. E. Williams told the Rotary Club at the regular weekly meeting yesterday noon. Williams did not say what would be done to the aged station but did say that it would be made to “look more presentable.” This has been on the planned repairs of the company for two or three years, but now is expected to be completed in 1949.

1973 – 50 YEARS AGO

“You never know when this will come in handy,” said Hilda Schmidt of Schmidt’s General Store in Cortland.

The Schmidt’s have had the potbellied stove in their store for many years, but lately have used it only to burn paper. The stove was made by the Station National Excelsior Stove Co. in Quincy, Ill, in 1902. And before the year is out, it might be used as it originally

was intended.

Gas prices have gone up, again. With the Cost-of-Living Council permitting gas stations to pass on increases they receive from their suppliers; gas prices have risen steadily. Mason’s Deep Rock on W. Lincoln Highway raised prices a penny yesterday to 40.9 for regular and 44.9 for premium.

DeKalb residents would very likely be driving the by-pass-access road today if it were not for a June 23, 1969 decision of the DeKalb City Council to scrap the city’s airport project. The city had a site, 168 acres southeast of the city and it had commitments of $365,000 from the federal government and $200,000 from the state. But Jesse Chamberlain defeated Clifford Hunt for mayor of DeKalb that April in a council election in which the airport was a major issue. By a 4-3 vote, the Council that June voted to drop the condemnation suite.

1998 - 25 YEARS AGO

For humans, there is a bite in the air this time of year that makes us want to run inside for warmth. For deer, this time of year is a whole different story. Love and the instinctual urges that accompany it are in the air, making deer do some very strange things. The lousy part is that it sometimes means they run out in front of oncoming traffic without a second thought. This week alone, DeKalb County sheriff’s police reported seven car-deer accidents in the county.

Julia Mattera, the only female firefighter in the DeKalb Fire Department, is also the only woman in Illinois to qualify for the grueling national Firefighter Combat Challenge, held in Orlando, Fla. The challenge is a series of trials designed to test a firefighter’s physical skills.

Mattera and Capt. Kevin Tjelle from DeKalb are set to compete tomorrow.

DeKALB – The Northern University Art Museum will host a public opening reception for its “Food for Thought: Customs, Issues and Concerns” exhibition suite.

The reception will be held from 5 to 7 p.m. Nov. 17 at the NIU Art Museum, according to a news release.

The exhibition includes three

food-related art exhibits. The exhibits are “Food for the Soul: Belief and Healing in Burma,” “Unsurpassed in Quality: Vintage Food Labels from the Collection of Peter B. Olson” and “What is for Supper? What is a Meal?”

“What is for Supper? What is a Meal?” explores food health, sustainability, socialization and nurturing aspects. The exhibit examines shared foods importance as a hospitality linchpin and a social dialogue component.

SYCAMORE – Applications are open for Kindergarten Readiness Toolkit Grants.

Schools and school districts in DeKalb County, are highly encouraged to apply, according to a news release.

Eligible applicants include kindergarten teachers or other school professionals representing the entire kindergarten program. The application deadline is Dec. 1.

Toolkit grants support public and private kindergarten programs located within the county. The Kindergarten Readiness Toolkit Grant program is made possible through generous donors who contribute to CommunityWorks Funds at the DeKalb County Community Foundation.

Each toolkit box includes a dryerase board and marker, a book, crayons, scissors, a Farm Matching Game, Play-Doh, dice and sidewalk chalk.

These boxes provide opportunities for families to to actively engage in preparing for young learners for the transition to kindergarten.

Parent surveys indicate that the whiteboard and markers are the most used items. Whiteboards are great for practicing writing letters and drawing shapes. The Farm Matching Game also is a popular item in the toolkit.

Local community partners actively participate in the toolkit’s contents and distribution. School Tool Box (DeKalb) sources materials, assembles and assists with distribution. The DeKalb County Farm Bureau generously donates the Farm Matching Game to promote agriculture literacy and community engagement.

DeAKLB – Illinois JusticeCorps Fellow Nick DeMarco recently was assigned to the DeKalb County Courthouse.

DeMarco will work in the courthouse’s first-floor Self-Help Legal Center, according to a news release.

He recently graduated from the University of Illinois. DeMarco will provide services to people in the courthouse to address their civil legal needs. DeKalb County is one of 15 Illinois counties to have an IJCF assigned to the county’s courthouse.

The history center, 1730 N. Main St., Sycamore, will hold the program at 6:30 p.m. Nov. 9, according to a news release.

Admission to the program is free and open to the public.

The program explores the novel “A Fever in the Heartland” by Timothy Egan.

Attendees can learn about Illinois’ sundown towns and the book as it relates to the Klan in the Midwest. The program will be led by Stan Arnold, Ph.D., NIU professor of history, and Amy Levin, Ph.D., NIU English department and Center for the Study of Women, Gender and Sexuality member.

The novel tells the story of the Ku Klux Klan’s 1920s expansion. The book also includes the story of D.C. Stephenson, who became the Grand Dragon of Indiana.

However, Madge Oberholtzer’s deathbed testimony brought the Klan to its knees.

The Arts in Action project is a partnership through the DeKalb County History Center and Ellwood House Museum funded by Illinois Humanities and the DeKalb County Community Mental Health Board.

Volunteer craft sessions begin Nov. 9 in DeKalb

DeKALB – The DeKalb Public Library will partner with Jackson’s Outstanding Young (JOY) Volunteers to host craft sessions to make placemats for Meals on Wheels.

The library, 309 Oak St., DeKalb, will hold the sessions from 4:30 to 6:30 p.m. Nov. 9, 2 to 4 p.m. Nov. 20 and 4:30 to 6:30 p.m.

The sessions are free and intended for children ages 6 to 14.

SYCAMORE – Northern Rehab Physical Therapy Specialists and the Kishwaukee Family YMCA will host a “Barbell Lifts and Modifications for Training with Pain” presentation as part of their Evening Coffee by Lunch and Learn Educational Series.

The event will be held at 6 p.m. Nov. 16 at the Kishwaukee Family YMCA, 2500 Bethany Road, Sycamore, according to a news release.

Admission to the event is free.

The event will be led by physical therapist Lauren Pinnow. Attendees can learn about injury prevention, popular barbell-based exercises lifting techniques and ways to modify movement patterns when dealing with pain. Refreshments will be provided
