WATERMAN – The long-awaited final phase of reconstruction for Waterman Road is expected to be completed ahead of schedule this year, announced Illinois Gov. JB Pritzker during a visit to Waterman March 11.

As trains and road vehicles passed nearby, Pritzker announced during a news conference at agricultural seed company Bayer, 450 E. Adams St., the state will distribute a total of $250 million in grants for municipalities, townships and counties for infrastructure improvements through the state’s Rebuild Illinois program.

But he came to Waterman specifically to announce the Waterman Road project, a $1.9 million initiative.

“I’m so excited to be here in DeKalb County, which begins the last mile here of the long-awaited Waterman Road reconstruction, which will be completed ahead of schedule,” Pritzker said. “[Rebuild Illinois] allows places like DeKalb to reallocate precious local dollars or other parts of the community and with the strain on local budgets because of the pandemic, that means critical savings for local governments and taxpayers.”

Pritzker’s announcement is the next initiative attached to the bipartisan-backed Rebuild Illinois plan, the largest infrastructure program in the history of the state. In 2020, the initiative improved 1,700 miles of highway, completed 600 highway projects and more than 120 bridges. In the first half of 2021, Pritzker said the state has already improved 1,300

miles of highway, along with more local projects, including bridges, bike paths and storm drains.

“Longtime residents remember the days when two cars would meet in the middle of what was then a one-lane road, each having to drive on the shoulder in order to fit, not to mention the crumbling asphalt, poor drainage, weight limits that were so low that Bayer seed research facility here in Waterman had to break up its shipments just to get things to the front door,” Pritzker said.

DeKalb County Highway Engineer Nathan Schwartz said the project to renovate the 5-mile county road, from downtown Waterman to Perry Road is expected to cost $1.9 million. The project will be funded with state money as part of the state’s Rebuild Illinois infrastructure plan.

Sycamore schools could return full-time in April

SYCAMORE – Superintendent Steve Wilder said that a full return-to-learn plan will be able to be implemented “fairly early in April,” after the Illinois Department of Public Health and the Illinois State Board of Education issued new guidance for in-person school on March 9.

Wilder’s comments came during the March 9 school board meeting.

The new guidance defines social distancing as “3 to 6 feet for students and vaccinated staff.” Wilder described the guidance as “a game changer for all schools, including ours.”

step closer to normal,” he said. “We’ve been planning for a full return to normal … assuming that would hopefully come in the fall, hoping that it might come sooner than that, and this new guidance gives us the opportunity to consider doing that a lot sooner.”

Wilder said that full in-person learning four days a week could be an option as early as the first week of April.

“We need a little bit more time to finalize everything, and again, I think we owe it to parents to give them an opportunity first to see what the full return plan looks like and then give them an opportunity to decide whether or not they want to move their student from remote to hybrid or hybrid to remote,” he said.

Wilder said “the ideal situation for fall would be full, in-person school five days a week.”

Board Member Julienne Davey raised her concern about a possible COVID-19 outbreak after spring break.

“I’m really excited, I want everything to get back [to normal], but we have to remember … that any positive case in our school could have broad implications,” Davey said. “I think we all need to understand that it’s not going to be smooth sailing from now on. … It’s not a perfect plan, but it’s going in the right direction and there are going to be bumps in the road.”

krettke@shawmedia.com It’s been a year since the COVID-19 pandemic swept across the world and into the DeKalb County community, shuttering businesses, forcing schools and offices into virtual settings, impacting life as we know it, and taking lives and loved ones in its wake.

Over the past year, 113 DeKalb County residents died due to complications from the viral respiratory disease. More than 8,570 residents have contracted the disease over the course of the pandemic, according to the DeKalb County Health Department, while 7,705 have fully recovered.

What follows is a timeline of the COVID-19 pandemic in DeKalb County, and a look back at significant dates throughout the past 365 days.

Pandemic timeline Jan. 24, 2020: The first case of the

disease in Illinois is reported in a woman who’d just traveled from Wuhan, China, to Chicago.

Jan. 31, 2020: The World Health Organization declares a public health emergency, as cases are now found in the U.S., Germany, Japan and other countries.

Feb. 3, 2020: The Trump administration declares a public health emergency.

March 9, 2020: The stock market takes its worst tumble since the Wall Street crash in 2008, with Dow Jones plummeting by 7.8% March 11, 2020: WHO declares COVID-19 a pandemic.

March 13, 2020: Gov. JB Pritzker orders all Illinois schools closed until March 30.

March 16, 2020: Per Pritzker’s executive order, restaurants and bars must close at 5 p.m.

June 26, 2020: All regions in Illinois move into Phase 4 of the plan, allowing indoor dining. Gyms, theaters, museums, zoos and more reopen, all with capacity limits. Gatherings of up to 50 people are permitted.

July 3, 2020: Corn Fest is canceled, the first time in its 42-year history.

July 28, 2020: Sycamore Pumpkin Festival is canceled.

Oct. 2, 2020: Fighting Pritzker’s an-

nouncement that regional mitigations would be imposed on DeKalb County businesses due to a viral resurgence, including banning indoor dining, seven DeKalb County restaurant and bar owners filed a lawsuit against the governor and Illinois Department of Public Health, asking officials to delay mitigations until further information could be provided. The delay is denied by DeKalb County Judge Bradley Waller, and the lawsuit heads to Springfield.

Oct. 3, 2020: As a result of a second surge of virus cases, Region 1, which includes DeKalb County, moves back into Tier 1 mitigations, prohibiting indoor dining once again, but permitting outdoor dining.

Oct. 8, 2020: Three more DeKalb County business owners join the lawsuit fighting indoor dining restrictions.

Oct. 23, 2020: The DeKalb County Health Department begins publishing a weekly list of local bars and restaurants not complying with the ban on indoor dining.

Nov. 10-16, 2020: DeKalb County reports its highest number of COVID-19 cases in a week with 615 cases in a seven-day period. (The month of November also marks a new pandemic peak, with 2,373 cases reported in the month, according to the DeKalb County Health

Department, more cases than all previous months combined, from March through October).

Nov. 20, 2020: DeKalb County and the entire state of Illinois move into Tier 3 mitigations, the most restrictive phase since early spring, due to a spike in cases and hospitalizations.

Dec. 10, 2020: DeKalb County has seven COVID-19 deaths in six days reported the week ending Dec. 12, the highest number of deaths in a week to date.

Dec. 29, 2020: The DeKalb County Health Department receives its first COVID-19 vaccine shipment. The 800 Moderna doses are distributed to Northwestern Medicine Kishwaukee and Valley West hospitals to administer to front-line health care workers.

Jan. 15, 2020: The COVID-19 vaccine begins to arrive in local long-term care facilities, an urgent need to elderly communities throughout DeKalb County who during this past years have suffered the most deaths.

Jan. 18, 2020: After nearly four months without indoor dining, DeKalb County’s health region returns to Phase 4 of the Restore Illinois plan following a drop in positivity rates, hospitalizations and ICU bed usage, and indoor dining resumes with limited capacity.

Black raspberry and butter pecan are also staples and are very popular flavors. We will offer rum raisin, another of our most-popular flavors, three times this year. I think the variety brings more customers out. They want to try new flavors. … We don’t have any sugar-free options, but our Dole Whip and Italian ice are gluten and dairy free.

Milton: What is your role at Ollie’s?

Cranden: I’m the owner. The pre-

vious owner, Bill Jamison, sold the business to me in 2000. I worked for him for about 10 years prior. I started working at Ollie’s in high school. It was a job I really enjoyed. I love establishing friendships with customers and employees through the years. It’s a job I enjoy getting up for every day. It’s a lot of work, but it’s also a lot of fun.

Milton: Why the name “Ollie’s?”

kfinlon@shawmedia.com DeKALB – Police reform, affordable housing and backyard chickens were hot topics during a virtual DeKalb mayor candidates forum on March 6.

When asked about how either candidate would address the need for affordable housing in DeKalb, mayoral candidate Cohen Barnes – who owns Sundog IT in DeKalb – said he believes living wage jobs are a big component to that.

“We need to make sure that people have the ability to be able to afford the kind of quality affordable housing that they want to have themselves and for their family,” Barnes said.

Barnes said he believes economic development helps to drive initiatives to address the lack of affordable housing in the city. One recent example was the city bringing in the Facebook data center and Ferrara Candy Co. distribution center, he said.

“The 1,100 jobs that are going to be available in this community for people of all skill levels [is what will help residents] to be able to have that living wage job and be able to find the kind of housing they would want to have,” Barnes said.

DeKalb First Ward Alderwoman Carolyn Morris, who also is running for the mayoral seat, acknowledged the city has an affordable housing shortage and issues with public safety. She said the city needs more cooperative and collaborative solutions in addressing that problem.

“I think we need to dig into different methods in pursing public safety in some of these areas that are of concern,” Morris said.

issues the city has had and continues to have with irresponsible landlords.

“We need to make some cooperative engagements where we pool money together for these resources,” Morris said. “Just in the same way that Facebook and Ferrara were recruited to come here to be businesses in our community and to provide jobs, we need to be doing the same thing with housing ownership companies. And we have begun some of those initiatives since I’ve asked the city manager to do so.”

Morris agrees that living wage jobs are a big part of helping people out of poverty. However, she said the city desperately needs more daycares and she believes that’s one element the city needs to invest in.

“They don’t have the opportunity to go work because there’s nowhere to send their children,” Morris said.

Both candidates also said they would support the establishment of a citizen review board to help investigate public complaints of police misconduct.

Morris said she has heard widespread support for that in the community and that has been made abundantly clear by residents.

An audience member watching the live stream asked where each candi-

date stands on DeKalb allowing backyard chickens.

Morris said she supports allowing city residents to keep their own backyard chickens, though she doesn’t believe she could handle having her own chickens. She said she doesn’t think it’s fair to tell people what they should or should not do on their own property.

Barnes said he’s seen the issue resurface before among residents, and he recently received materials from a resident not in support of backyard chickens being allowed in the city. He said he hadn’t given it enough thought to give an opinion one way or the other yet.

“Because there are so many priorities going on in the city right now – large priorities that take time to understand, time to work with people to build those relationships to be able to figure out how to move the needle forward,” Barnes said.

There is an advisory backyard chicken referendum set for the April 6 ballot. It is not binding.

‘SMALL STEP TOWARD NORMALCY’ St. Patrick’s Day celebration raises money for Lurie Children’s Hospital

DeKALB – Every year for St. Patrick’s Day, Kim Poff of DeKalb eats corned beef, wears green and meets up with friends to celebrate her Irish heritage.

This year, Poff celebrated the holiday at 94.9 WDKB’s third annual St. Patrick’s Day 0.1K race on Saturday, March 13. The event, held at Fatty’s Pub & Grille in DeKalb, raised approximately $1,000 for Lurie Children’s Hospital. About 150 people attended the fundraiser.

“It’s nice to be outside again, among friends and celebrating,” she said. “I’m happy things are returning a bit more to normal and we’re heading in the right direction. It’s great to be celebrating St. Patrick’s Day with others this year.”

Participants could walk or run the 0.1K, or 328 feet, in a course marked with green cones in Fatty’s parking lot. At the halfway point, every participant received a shot of Jameson Irish whiskey as they were serenaded by a bagpiper.

The race ended at Fatty’s entrance, where participants could celebrate with green beer, corned beef and cabbage and live entertainment inside or sit outside on the patio. Participants also received a goodie bag.

“The event’s a great way for people to get together outside while socially distanced and celebrate St. Patty’s Day safely,” said 94.9 WDKB program director Shawn Lowe.

Last year, the fundraiser was canceled because of the COVID-19 pandemic.

“We had no idea what was happening with the pandemic last year, and we had to cancel the event the day of,” said Fatty’s owner Jeff Dobie. “We’re happy to be able to hold the event this year. It’s a small step toward normalcy.”

Tracie Grimes of DeKalb took part in the fundraiser with Kishwaukee Family YMCA co-workers Mike Coulter of DeKalb and Kristin Lenschow of Sycamore. Grimes joked that the 328-foot race “just may be the start of our running careers.”

“The event was so much fun,” Grimes said. “It’s also a fundraiser for a great cause. I really liked that the distance wasn’t too far. It’s some-

New Rosati’s Pizza opens in DeKalb

Instead of cutting a ribbon on March 9, DeKalb Mayor Jerry Smith cut a pizza to celebrate the opening of DeKalb’s newest restaurant, Rosati’s Pizza.

The restaurant at 456 E. Lincoln Highway in DeKalb is located in the site previously occupied by Marco’s Pizza, between Dunkin’ and Subway.

Smith said he is excited to welcome Rosati’s back to town. Rosati’s Pizza Sports Pub, located at 930 Pappas Drive in DeKalb, closed in 2019.

“Rosati’s is well-known and a favorite of many in DeKalb and Sycamore,” Smith said. “We’re glad to welcome Rosati’s back to DeKalb as we revitalize our downtown.”

The owner of the new pizzeria is Brian O’Kelly, who grew up eating Rosati’s deep dish in his hometown of Arlington Heights, where one of the original restaurants is located. For O’Kelly, running his own eatery has been a lifelong dream. He is proud to open his second franchise after customers embraced his first Rosati’s Pizza location in Oak Park.

In a news release, O’Kelly said Rosati’s commitment to sourcing fresh ingredients sets it apart from other pizzerias.

“Growing up, it was always a special treat when someone brought home a warm, delicious pizza from Rosati’s,” O’Kelly said in the release. “I hope to bring that same comfort and authentic Italian flavor to the families in DeKalb.”

In addition to serving up great pizza, O’Kelly said he looks forward to building lasting relationships with community members.

During its opening day, Rosati’s donated 15% of its sales to the DeKalb County Community Foundation’s DeKalb County COVID-19 Response Fund, which supports local organizations that are helping people in need during the pandemic.

Rosati’s Pizza is open for delivery, carryout and catering, with contactless curbside pickup available.

The pizzeria is open from 11 a.m. to 10 p.m. Sunday through Thursday and 11 a.m. to 11 p.m. Friday and Saturday.

Reports are current today that Chauncey Broughton driving his big car was another victim of the soft mud on Sycamore road, and it was one occasion that he wished that he was driving the little ol’ Lizzie. It is stated that Broughton secured the services of a tractor to get his machine out of the mud as it was buried to the hubs on one side, while on the other the machine was in the soft mire above the running board. The McGirr man says no more Sycamore road travel for a few days, especially with the big car.

Freight trains going through this city westbound generally have one empty box car in which the fellows that are “riding the rattlers” congregate, in case of bad weather. One train going west yesterday afternoon about four o’clock contained a car in which about 12 or 13 fellows were riding and the old grain car provided to be a mighty good protection from the cool March wind. During the last few days the crowd of Knights of the Ties seems to have increased, due probably to the lack of employment in many of the larger cities.

Several of the residents of the Ellwood addition are quite peeved today on account of the fact that a lot of tender shoots of tulips which are just beginning to peep through ground are being nipped off by the annual springtime nuisance, marauding chicken. The general opinion of those who suffer from the depredating of the offending poultry is that owners ought to “know better.”

Two Chicago & North Western railroad wreckers from the Chicago area arrived in DeKalb at mid-morning to clear away four freight cars derailed at 4:51 p.m. yesterday just west of the South First Street crossing. The derailment came at the height of rush hour traffic in downtown DeKalb and city police were stationed at crossings to reroute traffic either to the Seventh, Tenth or Pearl Street crossings.

1946 – 75 YEARS AGO Letters are being sent out to parents of the city grade school children calling attention to the diphtheria and smallpox immunization program which has been arranged. The public schools with the cooperation of the DeKalb doctors will conduct a program of immunization against these two diseases.

The 1945-1946 “DeKalb County in Color” series is being shown at a number of organization meeting, being shown twice last evening and will be a part of two programs this evening. The series is made up of pictures taken by W. H. Edwards, Chronicle photographer. The program is free to clubs, lodges, schools, and service clubs in DeKalb County.

J.B. Lindstrom, DeKalb businessman and former mayor of this city, was elected president of the DeKalb County group of winter residents at St. Petersburg, Fla. The group met on March 6 for a picnic dinner held at the Municipal Pier in St. Petersburg. Walter M. Hay was named president, Mrs. Tillie McCollough, the

secretary and treasurer, Mrs. Jessie Evans the publicity chairman, Mrs. Eunice Snyder chairman of the picnic committee and L. A. Foster registrar. For more than ten years DeKalb county residents have held the membership record in the Illinois society for having the most members in proportion to population present at the regular meetings. The newly formed DeKalb County group is planning summer meetings in DeKalb County and winter meeting at St. Petersburg.

Kenneth Nelson of North Tenth Street reported to the DeKalb police that his auto had been taken for a “joy ride” on Sunday night and then returned. This was the second report of the past few days of cars having been taken for joy rides.

A 12-year-old rural Sycamore boy was accidentally shot Saturday afternoon when he and his brother were having target practice by the river nears their home on the Brickville Road. Neither of the boys, who were using .22 rifles, know from which gun the shot came, but it is thought that a bullet glancing off a large rock was the cause of the accident.

1971 – 50 YEARS AGO A school bus carrying seven elementary students, and one high school student slipped off the side of the road and went into a ditch this morning on the Shabbona Blacktop, two miles north of Shabbona. No one was injured.

Extensive damage was incurred last night to buildings and property in northwest DeKalb County resulting from high winds, and what County Sheriff Wilbur Scott said this morning, may well have been a tornado. The Franklin Township building was almost completely demolished, several gas tanks were ruptured, and three roads were washed out from the accompanying rain.

1996 – 25 YEARS AGO The DeKalb Park District is discussing the present condition of the bike paths that encompass the city and surrounding areas, identifying areas in need of work.

One area targeted as in poor shape at last night’s park board meeting was the path through Northern Illinois University, between Lucinda Avenue and Lincoln Highway.

DeKalb police have recovered the body from the parking lot of a local grocery store and a car, which may be linked to a missing Palos Heights woman. The car and the body of a woman were apparently found in the parking lot of the Eagle Food store on South Fourth Street.

The DeKalb School Board seems poised to swing the hammer to expand Clinton Rosette Middle School to house 70 to 100 new students next semester.

The school board could approve an 8,400-square-foot expansion as early as Monday. If approved, the addition could be complete for next school year. The plan calls for creating four new classes in the “black hole” area of Rosette, an unbuilt, partially excavated area of the school off the existing commons area.

DeKalb County Community Gardens will host its annual flashlight Easter egg hunt on March 26 at Walnut Grove Vocational Farm in Kirkland.

DCCG to host adult egg hunt fundraiser THE MIDWEEK KIRKLAND – Adults are invited to grab their own Easter baskets, flashlights, face masks and running shoes and get ready to search for Easter eggs after the sun goes down for DeKalb County Community Gardens’ annual flashlight Easter egg hunt.

The fundraising event will be held Friday, March 26, at Walnut Grove Vocational Farm, 33600 Pearl St. in Kirkland. There will be four groups of 25 egg hunters, with the first starting at 8 p.m.

Tickets cost $20 per person and can be purchased online. Only 100 tickets will be sold.

Egg hunters will be restricted to groups of 25 and can choose from four different times and fields. Each group of 25 will start at staggered times to search for 100 Easter eggs in their field.

Lucky eggs containing a $50 cash prize

and a variety of other prizes will be hidden in all four fields.

The Easter egg hunt is an outdoor event that will occur rain or dark; dress accordingly. No one younger than 18 will be allowed on the premise during the event. Easter baskets and flashlights are not provided. Face masks and social distancing will be strictly enforced.

Parking information and participant waivers will be emailed four days prior to the event. No tickets will be mailed or emailed. The email confirmation is proof of purchase.

Upon arrival at the event, check in at the registration table to receive a wristband and to hand in your participant waiver.

City Council OKs TIF funds for wheelchair lift at Egyptian Theatre

kfinlon@shawmedia.com DeKALB – DeKalb city officials gave the green light for funds going to an emergency wheelchair access project at a local historic theater.

DeKalb City Manager Bill Nicklas said during the March 8 City Council meeting the Egyptian Theater, 135 N. Second St., applied for $4,314 in tax increment financing funds through the city’s Architectural Improvement Program. He said that comes after an Illinois Fire Marshall’s Office inspector on Dec. 10 condemned the existing wheelchair lift that rises approximately 4 feet from the main floor to the stage.

“That presents an urgent need to get a replacement and the Egyptian is closed for the year, for all intents and purposes,” Nicklas said. “It’s exhausting a lot of resources that they had and they’ve come back to us to see if we could help a little bit with the purchase of a pretty pricey lift for that kind of a small area.”

The DeKalb City Council voted, 8-0, to approve the funds to help bring the venue into compliance with Americans with Disabilities Act regulations.

Second Ward Alderman Bill Finucane attended the meeting remotely.

Egyptian Theatre Alex Nerad applied for the funds to help pay half of the $8,628 project to replace the wheelchair lift, which provided access to both performers and patrons, according to city documents. Multiple companies said the lift, which has provided wheelchair access for the theater since 1998, could not be modified to meet the code and it left the theater with two options: Either have it replaced, or keep it out of commission for a year.

“Despite being registered with the State of Illinois as required and passing previous inspections, the inspector condemned the lift and tagged it out of service,” Nerad wrote in a Feb. 18 letter to city officials. “His reasoning was because he said this lift no longer meets the commercial building code requirements for wheelchair lifts. After multiple attempts of asking for it to be grandfathered or to request a variance, no flexibility was provided.”

Theater staff solicited competitive bids up to $30,998.50, according to city documents.

The Egyptian recently underwent a $5.5 million, 4,200-square-foot construction and renovation project, bolstered by $2.5 million in TIF money from the city, in part to install air conditioning, bathrooms and new carpeting among other renovations and expansion.

Kish offering 4 short-term training programs in summer THE MIDWEEK The Kishwaukee College Continuing Education department is offering four Short-Term Training programs during the summer semester. Short-term training programs range from 11 to 20 weeks. Some include an externship. The programs prepare students to work in their field

and pass their national certification exam, if available. Completion of a short-term training program provides an entrance into a career path that begins with a skilled, entry-level position with the opportunity for further career advancement.

The Short-Term Training programs offered this summer are: Pharmacy Technician, May 9-Aug. 21 (online); Sterile Processing Technician, May 9-Aug. 14 (online); Dental Assistant, May 9-July 31 (hybrid); and Phlebotomy Technician, June 13-Sept. 3 (hybrid).

SUMC virtual choir, Refresh event planned THE MIDWEEK SYCAMORE – While music and worship are very different than pre-pandemic times, praise continues at Sycamore United Methodist. One of the pandemic projects has been a virtual choir.

Intern Cory Nordine, assisted by staff member Jim McCue, accomplished the technical work for the first virtual choir “One Flame,” which debuted Feb. 14, Transfiguration Sunday. Four lead singers and pianist Craig Fritz did the initial recording, and then the voice parts were distributed to the 25 singers to practice. Later, the singers came individually and recorded their parts.

The final video also featured Chanette Oeser on flute, Becca Rome on trumpet, Ashley Fitzwater on violin and Jessica Ondracek on cello. The recording was well received and is available on the church’s Facebook and YouTube pages.

The second virtual choir, “Song of the Lamb,” will premiere on Palm Sunday weekend, at 5 p.m. March 27 and 8:30 and 10 a.m. March 28. Those interested can sign up for in-person worship at 815-899-7023, or watch on the church’s Facebook or YouTube page.

Candidates talk importance of township government

kfinlon@shawmedia.com DeKALB – With most Illinois township elections comes the question of whether they really are necessary or should be absorbed, and both DeKalb Township Supervisor candidates emphatically agree township government will be more important than ever coming out of the COVID-19 pandemic.

Mary Hess, who is a current DeKalb Township trustee, said during a March 11 virtual candidate forum her main focus as township supervisor, should she be elected, would be to make data driven decisions while using the money available in the most efficient way possible, especially for low-income resident general assistance. She said the township may even need to conduct a new assessment because of the COVID-19 pandemic, considering economic experts have been reporting the economy won’t fully stabilize until 2024.

“And so we’re going to have a lot of people in our community that are going to be needing the assistance,” Hess said. “And I want to be the face of the township and get out there and help people to improve the quality of life of my neighbors around me.”

He said he could always look to expand those, should he be elected, and he would rely on community leaders to see where that money is most needed in the township.

Luebke pointed out related U.S. Census data should be coming out soon.

“That will give us a lot of information about where we stand on various ... portions of the township,” Luebke said.

“That will be the key thing, to reach out

… and publicize as much as is possible about our general assistance programs.”

The main purposes for township government are general assistance for low-income residents, property assessments for taxing purposes and road and bridge maintenance that don’t fall under municipal, state or federal oversight, the candidates explained.

Townships also provide at-risk youth service programs, senior citizens services and cemetery maintenance.

Hess said she’s the most qualified candidate for the office because of her

extensive background in social service and efficiently developing those types of programs from the ground up, including Camp Power for children within University Village.

“That’s what we’re going to need in the supervisor’s office as the makeup of our community changes due to the fallout of the pandemic,” Hess said.

Luebke, who chaired the DeKalb County Democratic Party until recently, said he’s the best candidate for township supervisor because he has held elected office on the DeKalb County Board and served as a DeKalb Township trustee in 2009. He said he would do everything in his power to get the word out about what township government does for residents and why people should participate in it more.

Luebke also said there is a lack of transparency within DeKalb Township, especially amid controversy surrounding the township supervisor race. He said he would help further address that transparency concern by being a friendly face, should he be elected.

Hess did not explicitly address Luebke’s claims of a lack of transparency during the virtual forum, which was hosted by the League of Women Voters of DeKalb County, Northern Public Radio and DeKalb Public Library.

DeKalb Legion supports St. Mary’s THE MIDWEEK DeKALB – DeKalb American Legion Post 66 recently made a $500 donation to the St. Mary’s Lancer Legacy Ball project.

The Legacy Ball is an adult-only fundraiser to support St. Mary’s Catholic School in DeKalb.

The 2021 Lancer Legacy Ball will be held May 22. St. Mary’s is planning on a hybrid event, giving attendees an option to attend in person or virtually.

Funds and donations raised by the fundraiser will help continue the educational efforts of the school.

City of DeKalb names next police chief

kfinlon@shawmedia.com DeKALB – The City of DeKalb has named its next top cop who will be the first full-time police chief in nearly two years: Illinois State Police Col. David Byrd, who currently serves as the deputy director for the state police agency.

DeKalb City Manager Bill Nicklas said during the March 8 City Council meeting that he strongly supports the city’s citizen-led search committee’s recommendation to appoint Byrd, who has three decades of law enforcement experience with state police under his belt. He said the city already sent an offer of employment letter to Byrd, who accepted. He’ll start his position in the spring.

Nicklas said he believes Byrd is the right fit for the position, as Byrd is well known in the Chicago area and has proved to be a dynamic, hands-on leader who prefers to meet and engage the communities he serves face-toface and meet residents where they are most comfortable.

“He’s a pretty remarkable person and has a remarkable career,” Nicklas said. “We’re looking forward to having him on board.”

During his introduction of Byrd, Nicklas said following a “robust social justice movement” this past summer, the city attempted to reorient the police chief search with a citizen-led search committee to help pick a candidate who met the qualifications for the new direction of the department.

The search was whittled down from 27 candidates, and Nicklas said Byrd was the committee’s unanimous recommendation.

“Wow, thank you,” Byrd said to a standing ovation, expressing gratitude to the city for taking a chance on him. “This is an extremely important position to hold. The responsibility and the power that you have at your fingertips as a law enforcement officer is extremely great. And I don’t take that lightly.”

The City Council also gave its unanimous blessing for Byrd’s appointment during the meeting, though no vote was required, Nicklas said.

“I patrolled aggressively,” Byrd wrote in the application letter. “However, I was impartial to the inadvertent violator, and I never used my position of power outside of the perimeters set by my department.”

While he considers himself “a cop’s cop,” Byrd, 54, said he is accepting of all cultures and sexual orientations and expects officers working for him to follow suit, to go beyond just tolerance for those groups.

“We’re not looking for tolerance – we’re looking for accepting,” Byrd said. “And that’s what we need, accep-

tance, and I think DeKalb is doing an amazing job with the programs that they have in place to engage the community and I’m here to act as a force multiplier for that.”

According to his resume, Byrd began his career with the state police in 1989, and throughout the next 31 years moved up in ranks from state trooper to district commander in Chicago, then as a major commander to the Northern Region overseeing 600 personnel, and was promoted to deputy director Aug. 1, overseeing more than 1,200 law enforcement personnel.

The DeKalb Police Department has a sworn staff of about 65, according to city budget documents, and is undergoing a restructure to prioritize community-led policing.

he led a team of 16. A father of three, whom he counts as his “greatest accomplishment,” according to his cover letter, Byrd also credited his childhood and mother as critical to his personal and professional mindset.

Nicklas confirmed that Byrd will be the city’s first police chief of color.

Byrd’s listed address is in Bolingbrook. According to a March 6 offer letter to Byrd from the city, also obtained by the Daily Chronicle, Byrd would have 15 months to move within the city’s corporate limits and the city will pay for moving expenses directly to the moving company.

Byrd will undergo performance evaluations after six months and a year of employment to assess job performance, according to the offer letter.

The offered pay rate was $150,000 and the city manager would be Byrd’s immediate supervisor.
