kfinlon@shawmedia.com SYCAMORE – Almost nine months of stalemated negotiations and threats of a teachers’ strike later, the Sycamore school board and teachers union approved a long-awaited five-year labor contract. The Sycamore Community Unit School District 427 school board voted, 5-0, to ratify the contract during its Feb. 22 meeting in the Sycamore High School auditorium. After the vote, board president Jim Dombek said he appreciated the work of the administration to get to an agreedupon contract and get through the negotiation process. “I know you spent a lot of time, a lot of long nights and long days getting this to go forward,” Dombek said. “So thank you
very much.” Board vice president Steve Nelson and member Michael DeVito Jr. abstained from the vote. They both have spouses who work as teachers in the school district, according to district directory and DeKalb County property records. Contract details haven’t been released yet publicly. The contract approval had for months been held up on disagreements related to salaries for teachers amid the district’s history of financial constraints and wage freezes, district officials and union members previously said. Lynnae Ihm, Sycamore Education Association union president and a special education teacher at West Elementary School, said the Sycamore Education Association voted to ratify the contract
Feb. 15. She said the union and district now have 30 days to formalize the agreement in writing and have the union and school board presidents sign it. Ihm said the union’s main goals for the new contract included base salary increases beginning during the 2022-23 school year. Although the agreed-upon scheduled salary increases are lower than previous ones, teachers will get retroactive pay increases on their current salaries based on their experience levels, she said. Ihm said the union’s main goals were for the district to have a new salary schedule and to implement the new salary schedule, and to have health insurance premiums low enough that they wouldn’t be negated by the increases. “And we got all three,” Ihm said.

krettke@shawmedia.com DeKALB – Days after DeKalb schools made face masks optional, the DeKalb school board Feb. 22 voted to give Superintendent Minerva Garcia-Sanchez authority to develop the district’s own mitigation plan in the absence of state mandates amid the COVID-19 pandemic. The 4-2 vote was held during a DeKalb School District 428 special board meeting. Members Jeromy Olson and Amanda Harness voted no on a resolution similar to one the school board passed last year which will allow the superintendent to formulate DeKalb-specific COVID-19 mitigations to implement in the event the district determines virus spread requires additional

measures to keep students and staff safe. Masks will still remain optional but highly recommended. The board also unanimously approved Garcia-Sanchez to develop a mitigation plan and implement it at the district’s discretion. “The superintendent [and designees] are authorized and directed to make changes to the COVID-19 mitigation plan as appropriate,” according to the resolution. “Upon making changes, the superintendent will notify the board president. It is understood that changes to the COVID19 mitigation plan may require a return to measures which had previously been relaxed, modified or otherwise removed.” District 428, the largest in DeKalb County, was the only one left as of Feb. 18 still requiring face masks. ments were lifted in neighboring districts over the past two weeks, as mandates from Gov. JB Pritzker and the Illinois Department of Public Health faced legal challenges almost two years into the COVID-19 pandemic. In a letter emailed to district families on Feb. 19, Garcia-Sanchez said the district would highly recommend masks be worn for students, staff and visitors, though all other mitigations would remain in place. Masks still are required on school buses and when in a school building health office. In her letter, Garcia-Sanchez cited a downward trend of COVID-19 cases and hospitalizations following a record-breaking surge after the holidays fueled by the omicron variant of the coronavirus.

Gaelic Storm back at the Egyptian March 4 THE MIDWEEK DeKALB – After a two-year hiatus, Gaelic Storm is returning to the Egyptian Theatre to celebrate St. Patrick’s Day a little early. The Celtic band will bring its “We Missed You” tour to the Egyptian stage at 8 p.m. Friday, March 4. Gaelic Storm was the final performance at the theater before the COVID-19 shutdown in March 2020. The five-member multi-national band, founded in California in 1996, has performed thousands of shows in the United States and internationally. CREATURE COMFORT Family Service Agency welcomes Laddie the service dog By SHANE TAYLOR

eKALB – Feb. 21 was the first day on the job for Laddie, a 2-year-old black Labrador retriever, who was welcomed by the Family Service Agency of DeKalb County to provide on-site comfort for kids in the Children’s Advocacy Center. The Children’s Advocacy Center is a branch of the DeKalb-based nonprofit that provides support and resources for children and families who may have suffered trauma or abuse. The center provides counseling, confidential trauma assessments and medical evaluations and court advocacy for families in need. It’s a tough environment for any child to navigate, and staff at the Family Service Agency say Laddie’s arrival has been long anticipated. The agency has been on a waiting list for two years. Staff traveled to St. Louis to retrieve Laddie, who’s been trained to help comfort children and families when they seek help from the center. “He’s so good, he loves kids, and he is great with his commands,” said Holly Peifer, director of the Children’s Advocacy Center. Peifer said Laddie will live with her when they both aren’t working at the facility helping children ease their surroundings. Laddie spent the first year of his life being trained by special volunteers who worth with Duo Dogs, a St. Louis-based nonprofit national organization that trains dogs to offer a range of physical, emotional and social support to their human companions. When Laddie turned 1 year old, he underwent advanced training for six more months to learn how to best help young children in environments such as the advocacy center in DeKalb. Peifer said Laddie’s personality and behavior was a match for the culture and environment of the Family Service Agency, which brought them together. “We were on the wait list for two years and couldn’t be more pleased to have Laddie with us,” Peifer said. The Family Service Agency of DeKalb County oversees five community programs, including youth mentoring, the Children’s Advocacy Center, the Center for Counseling, the Community Action program which provides services to empower low-income families to become self sufficient and community-based senior services. Laddie’s training was specially tailored to ensure he would fit into DeKalb County and the Family Service Agency’s atmosphere, Peifer said. “They want to make sure they match the right dog with the right setting,” Peifer said. “DeKalb County is a small rural community compared with Cook and DuPage County. He is more of a very laid back slowpoke compared to dogs that would be doing a lot more work in a bigger city.” Among the services offered through the Chil-

The center works closely with local partners, including the DeKalb County State’s Attorney’s Office, the Illinois Department of Children and Family Services, area law enforcement, medical and trauma teams, advocates and
forensic interviewers. The center’s work can be taxing on both children, families and those tasked with their care, so Laddie’s presence will be of comfort to all. “Laddie is not just for the kids, he is for staff and our partners,” Peifer said. “The work can be very stressful, we get sad, too.”

Memorial scholarship established for Sycamore High School class of 2022 THE MIDWEEK SYCAMORE – A new scholarship has been established for Sycamore High School 2022 graduates to honor the memory of Beckam North Fillipp, who died Feb. 3, 2020, at 5 months old. According to a news release from the Sycamore Education Foundation and DeKalb Community Foundation, the Beckam North Fillipp Memorial Scholarship is to award seniors who’ve made a positive impact on others. As predicted in The Chronicle of last night, the DeKalb Elks club is going to buy the handsome home of Mrs. Harriet Mayo, at the corner of First Street and Lincoln Highway, as the club home. There seems to be general satisfaction today over the action of the club in buying the Mayo home. It is ideally located and has everything that the club will need to give it a modern, comfortable home. Construction on the new DeKalb High School addition has not been hindered greatly by the snow, although certain phases of the work must be left until better weather. During the past week, a great deal of cement has been laid and the foundation work is now several feet above the ground level. The large mixer has not been used. All cement is being mixed by hand. The contractors expect to have the large machine in operation within the next week. The A. & U. F. of N. W. H., or the Ancient and United Fraternity of Never Work Hobos or some such an aggregation as that, has announced a meeting for this evening at the Reliable boot shop at eight o’clock. It is understood that officers will be elected at tonight’s meeting and the several committees named to go ahead with the permanent organization of the club. E.L. Wright, who has been Station agent in Rollo for the past 28 years, left for River Forest where he and his family will make their home. Mr. Sheffler of McGirr is to be the new agent for the railroad here. Extensive alterations have been begun today on the Lewis homestead at the corner of College and Park avenues. It is understood that Mayor James E. Lewis will occupy the house and in order to house this family, there will have to be certain changes made. It is probable that the mayor will dispose of his beautiful residence on Augusta Avenue. Police authorities here yesterday received word that a small boy had made his escape from the St. Charles school for boys and had not been found. The little lad was leading a white dog, evidently taking the dog for protection. The police department here was asked to notify parties at Kaneville if the boy and dog were seen in these parts. The

1947 – 75 YEARS AGO
Two young women who escaped from the Dixon State Hospital were apprehended by the DeKalb police early this morning. They were held at the police station until authorities from Dixon came to return them to the state institution. The two women were age 21 and 17, and they were picked up by the police here about 4:15 o’clock this morning. One of the women had called her mother in Chicago, using the phone at the NorthWestern depot here. A fire yesterday afternoon destroyed the farm home owned by Mr. Holdridge living on the Malta Road. Mr. and Mrs. VanDeusen, who reside at the home, were away at work when the blaze was discovered. The Sycamore Fire Department answered the call, which was received at 1:05 o’clock. Upon reaching the scene, which is 4 miles north of DeKalb, neighbors were already carrying out the furniture. The blaze had a good start when the department had arrived. The fire was put under control and was almost out, when the water supply was exhausted. There have been several changes made in business places in Malta recently. A. A. E. Jacobs and son store. The Brown and Pease Hardware store is moving to the north side of the street in the building they own. Mrs. Millie Montgomery has sold the building occupied by Garnet Reid’s barber shop to Charles Reinert, who is planning an enlargement to his meat market and grocery store. A group of paintings, produced by soldier artists on the spot by sketches, which were later reproduced on canvas in this country, will be exhibited at the Rockford Public Library. The paintings show scenes in Normandy, Germany, France, Africa, Korea, Japan, China and the Southwest Pacific. The purpose of the exhibit is to show the people at home the wartime life of the fighting men. A service man will be on hand to explain each painting and answer questions. The exhibit, sponsored by the Rockford Recruiting Office, is most worthwhile and residents of DeKalb and surrounding communities are invited to attend. Police Chief William Brennan said today that a girls bicycle was picked up in the business district on Tuesday evening. Up until this morning no one had claimed it. It is a new bike and in good condition.The owner may have it by simply reporting to the police station and identifying the same.

NetDay is becoming a regular occurrence in the DeKalb School District. Tyler Elementary School recently followed Chesebro School’s lead, becoming the district’s second school to gain Internet access in all of its classrooms. More than 40 teachers, parents and community members volunteered their weekends wiring the school for the service, saving the school district both time and money. Now, students from kindergarten through fourth grade can tell their buddies they have the opportunity to “surf the net” every day. After more than a year’s worth of tests and the removal of 63 truckloads of contaminated soil, some of it stained bright blue after exposure to a potentially harmful industrial chemical, new long-term cleanup efforts are being prepared for use at the former Leich Electric site on Genoa’s north side. The DeKalb Plan Commission last night approved the development agreement for the proposed regional mall at Peace and Fairview Drive. The commission also approved a second large piece of southeast side development by passing an annexation agreement for the 175-acre Algus Industrial Park, adjacent to the northwest corner of the mall site. – Compiled by Sue Breese

DeKalb pastor raising funds to help Kyiv sister church; NIU grad speaks with family in Ukraine By KELSEY RETTKE
krettke@shawmedia.com Karina Maksimova spoke by Skype with members of her family, huddled in a basement back home in Ukraine, as they relayed how they’d woken about 5 a.m. Feb. 24 to bombs and missiles going off. A U.S. citizen born in Ukraine, Maksimova’s uncle on her mother’s side and cousins still live in the western portion of Ukraine. She also has some cousins on the country’s east side, which on Thursday was barraged by military bombardment as Russian troops entered the country through Belarus. News of Russian’s invasion of Ukraine was devastating to her family, she said. “Me and my family have been crying all morning,” Maksimova said. “I’m all cried out. I actually took today off from work. I’ve been sick to my stomach. Most people are saying it’s a conflict. It’s not a conflict. It’s a war.” Russia launched a full-scale invasion of Ukraine on Feb. 24, an attack that included air and missile strikes on Ukrainian military facilities before troops and tanks rolled across the borders from the north, east and south.
Maksimova, 32 – a Northern Illinois University graduate who now lives in Algonquin and works in Elgin – immigrated to Sacramento, California, with her parents and siblings from Vinnitsya, a 340,000 populous nestled along a river in the west-central part of Ukraine, when she was 2. Her father’s family stayed in California while her mother’s side moved to Chicago when she was 5. A graduate of Huntley High School, Maksimova grew with a fervent Ukrainian-centric life and speaks Ukrainian, Russian and English, she said. She called the invasion unprovoked and said she wrote letters to congress and President Joe Biden Thursday urging America to send military aid to help Ukraine. Russian President Vladimir Putin deflected global condemnation and new sanctions – and referred to his country’s nuclear arsenal as he threatened any foreign country trying to interfere with “consequences you have never seen.” Biden announced new sanctions Thursday targeting Russian banks, oligarchs and high-tech sectors. Biden also said the U.S. will be deploying additional forces to Germany to bolster NATO after the invasion of Ukraine, which is not a member of the defense organization. Maksimova recounted her video conversation with her family and said they were hoping for help that have more immediate results. “I wish American could do more for Ukraine right now,” she said. “We understand why nobody wants to get involved but we just pray that somebody does step up.” Maksimova said her family, which is Christian, came to the U.S. three decades ago to escape religious persecution. Her family that remains in Ukraine can’t leave easily, including her cousin who lives in eastern Ukraine where the Russian occupation is heaviest, and her almost 80-year-old uncle. “Some of them have been driving, but it’s gridlocked. Everyone’s trying to get to Poland,” she said. “But the older people, where are they going to go? They’re staying put.” She likened Ukraine’s relationship to Russia with the U.S. and England. “We respect the Russian language, we love the Russian culture too, it’s kind of like a cousin to us,” Maksimova said. “But it’s not us. The language that people speak in Kyiv is Russian but that doesn’t mean anything.” Meanwhile, Pastor Phil Perez, of the DeKalb Church of Christ, spent the morning trying to figure out how to help some of his religious counterparts in Ukraine. Perez visited Ukraine’s capital city, Kyiv, in December 2019, right before the COVID-19 pandemic hit. His congregation is part of the larger Chicago Church of Christ network that sends missionaries and developers partnerships with churches in the
eastern European country. Perez said he’s trying to raise money to send to Kyiv so that their sister church with a congregation of about 2,000 people can find safe shelter for their families. He said a hotel in Moldova, also of the former Soviet Union and borders Ukraine to the southeast, has agreed to hold rooms for church congregants if they can make their way out of the country. “Right now, our church is figuring out how to raise $50,000 to give 265 people a chance to flee if they need to flee and then feed them for a month,” Perez said. “But nothing’s organized yet. You can’t just throw money there when the country’s in chaos. I was told today they gave us a deal on the hotel rooms but the bus ride to get there is now $3,000. That’s not great.” For years, the Chicago Church of Christ network has donated money to its sister congregation in Kyiv and other Baltic eastern European churches in Estonia, Latvia and Moldova, Perez said. In 2021, Perez’s own congregation raised $14,000 to donate. The Chicago-area network raised $750,000 in total last year, he said. The money goes primarily to fund staff in the European churches, he said. “There’s so much need over there that it hardly seems to cover as much as you want,” Perez said. In 2019, Perez preached at a smaller church on the outskirts north of Kyiv in English, with a translator to relay the message to the congregation in Russian. His son spent a year in Kyiv on a mission trip before he arrived. Perez was welcomed into Ukrainian homes nightly for meals and to spend time learning the culture, he said. Perez recalled visiting the Holodomor museum, which memorializes those the 3.5 million Ukrainians who died during a man-made famine almost a century ago from 1932 to 1933 under Soviet-occupied Ukraine under Joseph Stalin’s administration. “It just reminds you that Russia has been doing this to Ukraine for a long time,” Perez said.

KC Library uses grant to expand services during pandemic THE MIDWEEK MALTA – Through the assistance of a grant from the American Library Association, the Kishwaukee College Library has maintained its dedicated service to students and the community through the ongoing challenges of the COVID-19 pandemic. In July, the Kish Library was awarded $40,000 in ALA COVID Library Relief Funds to help support library services. Over the past several months, the Kish Library has used those funds to adapt operations to meet student needs, including transitioning
to provide a blend of remote and in-person services. “The ALA grant truly helped the library sustain the services our students both expect and need during this challenging time,” Frances Whaley, director of Library and Academic Support Services, said in a news release. “Through resourceful spending, we were able to expand our operations to help meet the changing needs of our community.” Among the efforts, the library: • Hired and trained four temporary, part-time employees to maintain in-person and online services after COVID-related budget constraints.

Catron, 60, of DeKalb, boldly went to explore the Final Frontier on Friday, February 18, 2022, at Kishwaukee Hospital. She was born March 16, 1961, in DeKalb, the daughter of Donald and Grace (Houghtby) Catron. Susan graduated from Shabbona High School in 1979. She earned her associate degree in math from Kishwaukee College in 1981. She spent most of her professional career as a secretary for the Byron nuclear power plant, NIU, and Kishwaukee Special Recreation Association. Susan was a fan of science fiction, especially Star Trek and Lord of the Rings. She loved music and worked with the DeKalb Municipal Band in numerous capacities, including as a percussionist and
in their social media department. She was a loving and caring daughter, sister, and aunt as well as a devoted and loyal friend. Susan is survived by her mother, Grace Catron, of Shabbona; her fur baby, DJ; five siblings, Sandy (Steve) Jakes of Paducah, KY, Sharon (Jerry) Bergfeld of Leland, Scott Catron of Sycamore, Steven (Jeannette Gall) Catron of Dixon, and Stacy (Gregg) Gunderson of Leland; and numerous nieces and nephews. Susan is preceded in death by her father, Donald Catron; maternal grandparents, John and Myrtie Houghtby; and paternal grandparents Clyde and Esther Catron. Cremation care has been provided by the Jacobson-Torman Funeral Home in Shabbona. A celebration of life will be at 12:00 noon on Saturday, March 12, 2022, at the Shabbona Community Church with Pastor Peter Kolb officiating. Visitation will be from 10:00 A.M. until the time of the service at the church. Private interment will be held at a later date. Loretta is survived by her husband James of DeKalb; three daughters, LuAnn (Stuart) Parkinson of Smithfield, UT, Janis Hipple of Galesburg, and Sandra (Gary) Scott of Sycamore; four grandchildren, Ryan (Rebecca) Parkinson of South Jordan, UT, Kyle (Jaelise) Parkinson of Logan, UT, Savannah Barry (Stone Fisher) of Vallejo, CA, and Matthew Barry of Sycamore; two great grandchildren, Isla and Cal Parkinson; one sister Dolores Charlesworth, two brothers Donald and Richard (Sandy) Moudy, sister-in-law Jane Moudy, and numerous nephews and nieces.
She was preceded in death by her parents and brother Robert Moudy, brother-in-law Duane Charlesworth, sisters-in-law Bonnie and Sandy Moudy, and nephews Tim and Brian Moudy. Cremation has been accorded. A private graveside service will be held at a later date at North Clinton Township Cemetery, Waterman. Memorials may be made to the Sycamore United Methodist Church Music Department, or the James and Loretta Hipple Community Fund at the DeKalb County Community Foundation, www.dekalbccf.org.
