WEEK IN REVIEW DeKalb City Clerk absent from meetings

kfinlon@shawmedia.com DeKALB – DeKalb City Clerk Sasha Cohen has missed almost half of all council meetings that have occurred since he first took office in May 2021, records show.

According to documents provided to the Daily Chronicle, Cohen has been absent for nine out of the 21 City Council meetings since he was sworn into office eight months ago. The clerk’s continued absence was brought up by members of the council during its most recent meeting Jan. 24 and comes amid months of public scrutiny he’s received since taking up the elected post related to the duties required by the job, including record-keeping.

Cohen said Tuesday he was absent from the June 1, July 26 and Aug. 9 City Council meetings due to working with a carnival company over the summer, with

carnival season running May through October in Illinois. “[It was] exhaustion from finishing work at between 5 and 7 a.m. the morning of, having started at noon the day before,” Cohen said.

According to city documents, Cohen cited illness as the reason for being absent from the Oct. 11 council meeting, did not immediately recall the reason why he was absent during the Nov. 15 meeting and cited work as the reason for being absent from the Dec. 2 meeting. He said he missed the Dec. 13 and Jan. 10 meetings because of COVID-19 exposures and missed the Jan. 24 meeting because of technology issues.

Third Ward Alderman Tracy Smith said Tuesday he was one on the council who asked about Cohen’s meeting attendance. Smith also cited issues of minutes not being completed in timely fashion as required by law.

“It’s just a recurring issue,” Smith

said. “Taxpayers are due what they pay for – somebody to come in and do their job.”

The part-time DeKalb clerk’s position, which is a four-year term with an $8,000 annual salary, is largely administrative.

Duties include administering elections, keeping minutes at city meetings and authenticating documents using the city seal.

In response to questions regarding his performance and council response, Cohen reiterated previous comments about his belief that city officials are targeting his office. Cohen called the city’s changes to the clerk’s office “death by a thousand cuts.”

“The push to marginalize the clerk’s office predates my holding of the seat and, without a change in senior city staff, will likely continue after my term of office and the seat is held by someone else,” Cohen said.

Home delivery of alcohol here to stay – for now

The DeKalb City Council voted, 6-0, to approve the permanent change in city liquor code during the council’s recent meeting. Sixth Ward Alderman Mike Verbic and 7th Ward Alderman Tony Faivre were absent from the meeting.

well as local governments within the state, were looking for ways to help businesses – namely bars and restaurants – stay afloat during the COVID-19 pandemic. He said one of the things the state commission and the city of DeKalb agreed on was allowing some provisions for the home delivery of alcohol.

Nicklas said the city previously allowed for the delivery of mixed cocktail drinks, provided they’re properly sealed, in 2020.

“Examples of this might be growlers from a pub or margaritas from a restaurant – and these have to be sealed,” Nicklas said. “There has to be some way so that an adult, police officer, anybody, can

know that this was sealed at the source and can’t be reopened until it’s delivered.”

The amendment will be in effect until January 2024, unless the council take further action at that time, according to city officials. Since DeKalb is a home rule community, the City Council could choose to extend the term of the liquor code change on its own.

According to city documents, the code change prohibits liquor license holders from delivering alcohol to any person younger than 21 years old or to any intoxicated person. Deliveries also are to require a signature at the time of delivery by an adult that is at least 21 years old.

ON THE RECORD ... with David Galica Who would you like to see go on the record? Let us know at readit@midweeknews.com DeKALB – David Galica is a local expert on currency – not dollars and cents – but a different kind of currency in a different kind of wallet: cryptocurrency.

Galica is the owner and CEO of Armor, 105 W. Lincoln Highway in DeKalb. At Armor, people can purchase cryptocurrency through LibertyX, America’s largest network of Bitcoin ATMs, cashiers and kiosks.

Galica met with MidWeek reporter Katrina Milton to discuss cryptocurrency and how it’s used, traded and valued.

Milton: What is cryptocurrency?

Galica: It is a form of currency. What is a dollar bill? It’s money. It has the value the U.S. government says it has.

It’s closely tied to the economy and market trade. Cryptocurrency is a form of decentralized money. Its value is based on current market trade that operates on a blockchain [database].

Milton: What do you need to purchase cryptocurrency?

Galica: You need a wallet, which can be an app or website like CoinBase. com, and the internet. Without the internet, you wouldn’t be able to use cryptocurrency. The wallet has keys associated with it on the blockchain.

The blockchain resides in a network of global miners. Each cryptocurrency has a limited amount of coins available on the chain. For instance, Bitcoin has about 21 million coins. That’s the maximum amount that can be mined, and it’s not fully mined yet. When you’re purchasing Bitcoin, it’s a very small percentage of a coin, almost like cents of a dollar. The smaller coin of Bitcoin is a Satoshi, named after one of the original people who started Bitcoin.

Milton: What is a miner?

Galica: Cryptocurrency relies on miners to process blocks of data. Coins attach themselves to block chains, and some coins operate off of other blockchains. Miners carry a lot of the data.

To authenticate transactions, miners reach out to other databases to verify information.

Milton: What is cryptocurrency worth?

Galica: What makes it secure is that multiple blockchain sources are needed to store data and transactions.

There are six or more locations where the information is stored and mined.

The miners are randomly chosen, and there are millions of miners globally.

Those miners are almost like data centers. You can have one or two or hundreds and thousands. However, it takes a lot of energy and money to keep them running.

Milton: What happens if you lose your wallet’s password?

Galica: Because your wallet is encrypted, if you lose your password, you lose everything. Some people have lost fortunes, millions of dollars, because they forgot or lost their password.

Galica: Bitcoin is worth about $40,000 per coin. When I first started getting interested in cryptocurrency, I mined 10 coins and sold each for about $700.

Milton: What makes cryptocurrency so secure?

Milton: How do you cash out cryptocurrency?

Galica: It’s all through your wallet.

You can transfer it to Apple Pay, Samsung Pay or Google Pay. There’s also cash apps or Venmo. Most of the commerce is digital, not really using a bank or check. A lot of people use it as a way to send money to family overseas or in other countries.

Milton: How is cryptocurrency used?

Galica: Right now, it’s mainly used as an investment platform. It’s not mainstream enough yet to be used like most currencies to purchase items at the grocery store. Cryptocurrency is a great way to invest because it’s very secure. The value of cryptocurrency is tied into the market value and trade. If too many people sell, its value dips, acts almost like a stock.

Milton: Is cryptocurrency used for nefarious purposes?

Galica: Because it is decentralized currency, not tied to any one country, it’s sometimes easier to use cryptocurrency. Cryptocurrency is more convenient and outside of the banking world, which is why it might be used for illegal purposes. However, blockchain and trade is traceable. Your data

G-K students make cards for ‘Valentines for Seniors’ project

S

tudents in Genoa-Kingston High School’s Impact Club recently gathered in the library after school to use their creativity for good.

As a club, the students made valentines using paper, markers and small decorations. The handmade valentines will be distributed to older adults in the community.

State Rep. Jeff Keicher, R-Sycamore, and state Sen. Dave Syverson, R-Rockford, partnered for the second year to sponsor the “Valentines for Seniors” card drive to benefit people living in local residential care facilities.

Tara Wilkins, the club’s faculty adviser, said that projects like the valentine’s card drive are what the group is all about.

“We do any type of community service, from raising money to help a family that lost their house in a fire, anti-bullying, Feed My Starving Children and teacher appreciation,” Wilkins said.

Impact Club member Ava Wells, a freshman at Genoa-Kingston High School, said she took part in the card-making event as a way to help others.

“I like being creative, and I’ve never made valentines before,” she said. “It’s an easy way to make others happy and spread some cheer.”

Junior Amina Music was there with her two sisters, sophomore Medina and freshman Mirela.

“It sounded like fun, and we’re able to help make a difference in other people’s lives,” she said.

The G-K High School Impact Club made about 50 valentines after meeting a few times after school.

Last year the inaugural card drive collected nearly 10,000 valentines.

Syverson said his favorite part of last year’s event was receiving photos from recipients.

“We received photos where the valentines were taped to mirrors and doors and hanging in hallways,” he said. “It shows that the valentines were very much appreciated by the recipients.”

Keicher said he was shocked at how many people participated last year.

“I was blown away at the level of participation,” he said. “It was a way to let seniors in our community know that they are cared about and they are not forgotten.”

Elizabeth Hoppenworth, resident services administrator at Oak CrestDeKalb Area Retirement Center in DeKalb, said residents greatly appreciate the gesture of being

given valentines.

“It reminds them that people are thinking of them,” Hoppenworth said.

“It lets them know that others care, they’re being thought of and that they’re not forgotten.”

Hoppenworth said that residents always enjoy receiving mail and that any card or letter would be appreciated.

“This is a generation that went to the mailbox to receive a card, they didn’t email or use Twitter or Facebook,” she said. “It’s always a good idea to reach out to a facility independently and ask what you can do.

Little things can make such a difference and a positive impact. Just ask, ‘What would be meaningful and what would help?’

“Les Misérables,” is an epic tale of passion and redemption in the throes of revolution based on Victor Hugo’s novel. It features one of the most memorable scores of all time, including “I Dreamed a Dream,” “On My Own” and “One Day More.”

In 19th century France, Jean Valjean, portrayed by Cara Davis of Somonauk, is released from 19 years of imprisonment, but finds nothing in store for him but mistrust and mistreatment. After a life-changing encounter with the Bishop of Digne, portrayed by Hannah Barngrover of Somonauk, he breaks his parole in hopes of starting a new life, initiating a lifelong struggle for redemption as he is relentlessly pursued by police inspector Javert, portrayed by Daniel Maller of Sandwich.

As part of Valjean’s redeemed life, he honors the request of the dying Fantine, portrayed by Amber Pilkinton of DeKalb, and saves her orphaned daughter Cosette, portrayed by Isabella Vancil of Sandwich as a child and Paige Penman of Sandwich as an adult, from the clutches of Monsieur and Madame Thenardier, portrayed by Matthew Brockway of Somonauk and

Grace Turk of Elburn, and leaders of a thief gang, portrayed by Grace Anderson and Payton DeWitt of Sandwich.

In order to also save Cosette’s love interest, Marius, portrayed by Isaac Ortega of Sandwich, Valjean becomes involved in the Paris student uprising of 1832, led by Enjolras, portrayed by Jackson Heilemeier of Sandwich, and championed by the street urchin Gavroche, portrayed by Sophia Bode of Sandwich. Tragically, Marius is also pursued by the Thenardier’s daughter, Eponine, portrayed by Charlotte Davenport of Sycamore as a child and Kendel Graham of Somonauk as an adult, and understudied by Cadee Goldstein of Sandwich.

The musical will be performed in a round stage setting at Somonauk Baptist Church, 315 E. North St. in Somonauk. Showtimes will be at 7 p.m.

Feb. 17-18, noon and 7 p.m. Feb. 19, and 2 p.m. and 6 p.m. Feb. 20.

Chamber names 94.9 WDKB Business of the Year

DeKALB – Feb. 3 was a big night for entertainment in DeKalb, as both radio station 94.9 WDKB and the historic Egyptian Theatre were recognized for contributions to the community.

During the DeKalb Chamber of Commerce’s annual Celebration Dinner, the chamber named 94.9 WDKB the 2021 Business of the Year. The Egyptian Theatre earned the 2022 Nonprofit Organization Award at the event, which was held at Northern Illinois University’s Barsema Alumni & Visitor’s Center in DeKalb.

WDKB was recognized for what supporters said was its hands-on approach to helping local businesses through the COVID-19 pandemic offering free marketing and business webinars and live on-air interviews. The radio station also honors community members that are making DeKalb County a better place with its weekly Hometown Hero Award, offers 260 spots for guest DJs throughout the year, holds the Feed the Need Food Drive to help feed people and pets and a fundraiser 0.1K race.

9 Members of the Kishwaukee Community Health Services Center (KCHSC) Board voted last night at a special meeting to approve a resolution recommending a merger of the DeKalb and Sycamore Hospital Boards and the KCHSC Board. In addition to providing acute hospital care, developing a plan for the use of present hospital facilities, the resolution recommends developing a plan for merging the two organizations and the KCHSC Board into a single organization to operate the new facility.

Anton Nelson, a native of Sweden, came to DeKalb this week, and has spent several days at the John Anderson home on Haish Avenue. Mr. Nelson remarks about the number of automobiles in evidence in DeKalb and states that Malmo, Sweden, with a population of 120,000 people, the third largest city in the country, has fewer automobiles than DeKalb.

Henry Ford has evidently invaded Sweden as Mr. Nelson says that most gasoline driven vehicles in his country are of the “Henry” type.

The sight of a happy care-free Ford truck sauntering down College Avenue electrified the inhabitants of that neighborhood this morning. The Fliv ambled from side to side of the street, finally stopping of its own volition at the corner of John Street after having gone nearly a block without hitting a thing or doing any damage. The machine was left by the driver near Park Avenue while he delivered a package. Shortly thereafter the machine started off “on its own” and after sliding along the curbing a way, went across the street. There its course was deflected just as it was about to hit a tree and it angled over to the other side; here the same process was repeated. When it reached John Street the force of gravity brought it to a halt and it waited for the return of its owner.

With the weather ideal for the small children, especially the babies, Miss Rachel Jackson, steel company nurse, and in charge of the baby clinic, had a splendid attendance this afternoon. The hour was advanced so that it might be possible for the company physician, S. L. Anderson to be present. There are nearly 100 babies on the clinic roster and it is the intention of the nurse to go above the mark, if possible.

Headed by the officer’s enclosed car, seven big army trucks which were at Camp Grant, securing supplies that have been there since the close of the camp, stopped here this morning en route to Fort Sheridan. The trucks have made several trips during the last few months and by this time, practically all the movable stuff at the Rockford camp has been transferred to the military city near Chicago. The trucks arrived here this morning shortly after eight o’clock and the drivers and others with the detachment, stopped for breakfast before continuing the cold ride to Chicago.

1947 – 75 YEARS AGO

Yesterday afternoon the DeKalb police were notified by the sheriff’s office to be on the lookout for a man driving a 1939 blue Ford sedan who is alleged to have been passing split bills in this area. The man irons and splits $10 and $1 bills and then paste the bills of different denominations together and passes them off as $10 bills. According to the report from the sheriff’s office, the car in which the man was traveling had Arkansas license plates. Several of the phony bills were said to have been passed in the Sycamore vicinity.

A modern piece of equipment, the Leach refuse-getter, was placed in operation by the DeKalb Street Department this morning, the new truck being used for garbage collections. The equipment will be of valuable assistance in the collection of refuse as it will make possible speedier collections with a minimum of effort on the part of the workers. High loading facilities on the former equipment made the loading a difficult chore.

With the new refuse-getter, the workmen load into a bucket at the rear at about hip level. When the bucket is filled, the workmen simply pull a lever at the curb side of the unit and the bucket travels to the top, empties its contents and returns to a loading position.

The snow plow crews have been doing some efficient work in keeping the highways cleared for the high school students and others living in Clare but working in nearby towns.

Starting cars in this sub-zero weather is proving most troublesome to many motorists at this time and many stranded cars are noted. Garages are doing a rushing business and towing or pushing cars is quite common. A warning was issued by the motor club to motorists advising them not to use their cars over the weekend period unless absolutely necessary and the continued sub-zero weather, which is forecast, will immobilize many more cars in this area.

A record number of emergency road service calls have been received in this territory the past few days and this record pace is expected to continue.

The Paw Paw fire department is busy these days drilling with the new equipment which has arrived and is now in commission. The main equipment is a new truck which is ready for business.

Two smoke masks are also on the order and will be here shortly.

1972 – 50 YEARS AGO

Life in grandma’s kitchen wasn’t easy, a guest speaker told the DeKalb Woman’s Club. The preparation of food was an arduous, time-consuming task that could even be dangerous. Ingenuity made up for the lack of manufactured goods, but some manufactured goods weren’t reliable; for example, the cherry pitter that shot pits all over the kitchen.

Furthermore, Mrs. Robert S. Everetts said in her talk, many persons in days gone by had a light case of lead poisoning all their lives, for lead was added to pewter between 1750-1850.

Boasting the largest attendance ever at an annual meeting, the DeKalb County Farm Bureau yesterday met to observe its 60th anniversary and to hear Illinois Agricultural Association (State Farm Bureau) president Harold B. Steele talk on the history and future of agriculture. More than 2,300 members and friends were in attendance. Special recognition was given Mrs. William Geckhardt, widow of the first farm adviser employed by the farm bureau in this country beginning in 1912.

1997 – 25 YEARS AGO

Negotiations between the City of DeKalb and the developer of a proposed regional mall have concluded with an apparent agreement on what it will take to build the 600,000-square-foot shopping center. Regional mall developer Joseph Freed and Associates first announced its desire to build in DeKalb in early August, and contracted to purchase the 160-acre site at the northwest corner of Peace Road and Fairview Drive.

The developer and the city have been discussing a development agreement, infrastructure needs and a financial incentive package.

Sandwich historian Ronald Wallis understands that development and expansion are inevitable, even if he doesn’t always agree with the costs involved, especially when it means sacrificing historical landmarks. If it’s any consolation, officials at the Illinois Historical Preservation Agency appear to share his view. Thanks to a new archival program, old buildings falling victim to ”progress” or even natural disasters, could now end up being more than just memories. A former Sandwich building, most recently known as Steve’s Bicycle Shop, became the first in DeKalb County to find its way into the state’s new collection of demolished or substantially altered historical properties.

THE MIDWEEK SYCAMORE – DeKalb County government officials said they plan to use a $1 million award from the state to improve the home base of Voluntary Action Center in Sycamore.

The money was recently awarded

by Gov. JB Pritzker’s Rebuild Illinois program and will be funneled to the county through the Illinois Department of Transportation. The funds are meant to improve infrastructure across the state, and county officials said they’ll use it to revamp the TransVAC facility. It houses the Voluntary Action Center of DeKalb County, which oversees public and medical transportation throughout the county’s rural areas and the county’s Meals on Wheels program.

“With the age of the current TransVAC facility, this will help TransVAC expand and modernize its workspace to help improve our service delivery,”

DeKalb County Board Chairman John Frieders said in a news release.

The TransVAC facility, 1606 Bethany Road in Sycamore, has been operating out of the same building since 1988. Officials said that throughout the past 30 years, need for space has grown with the addition of new vehicles, staff and technology to help execute route trips.

Mike Neuenkirchen, vice president of operations at VAC, said the planning discussions for the development of the project are in the beginning stages.

Next steps include talks between TransVAC and county government officials, he said.

“We are looking into several options around how to configure our current site to accommodate additional square footage or repurpose existing space,” Neuenkirchen said in the release.

Any work planned for the facility will need to be approved by the DeKalb County Board.

Just for Kix dancers perform at Outback Bowl

DeKALB – Over their winter break from school, 11 dancers from DeKalb Just for Kix visited Florida.

Not only did they travel to theme parks and the beach, but they also performed in the pregame and halftime shows at the Outback Bowl in Tampa Bay, Florida. The game, held Jan. 1, was between the Penn State Nittany Lions and the Arkansas Razorbacks.

The Razorbacks won, 24-10.

The 11 DeKalb Just for Kix dancers were among the 500 dancers who performed before a crowd of 46,577 fans at Raymond James Stadium, home of the Tampa Bay Buccaneers.

“Although this is my third time attending, it gets better every time,” April Mapes, DeKalb Just for Kix director, said. “I always get goosebumps watching them perform. It’s amazing to see them join the other dancers on the field and to see them part of something so large.”

The Soul Banana-themed pregame show featured all of the performers using black and white poms to celebrate the 36th anniversary of the Outback Bowl. Dancers spanned the entire field as they performed a 3-minute routine.

This was the third time dancers from DeKalb Just for Kix performed at the Outback Bowl.

Mapes said the group worked hard to learn choreography before heading to Florida, where they worked on precision and routine.

Clough said that 300 of the 500 dancers were associated with Just for Kix. The Just for Kix dancers were from about 200 youth dance programs in 14 states.

“It’s important to thank and recognize the people that helped get the dancers to the game: parents and guardians, friends and the local community,” Clough said. “Without the fundraising efforts, hard work and sacrifices made, the event would not have happened.”

krettke@shawmedia.com DeKALB – Kaki Johnson, mom of Jefferson Elementary School fifth grader Charlie, said her son came home from school this week adorned in a new hand-knitted scarf and gushed about the kindness of Deena Kerwin, the woman who made it.

Kerwin dropped off tables full of the handmade creations for the elementary school children this week, something her daughter, Jefferson thirdgrade teacher Kate Farris, said she’s made a habit of. The handmade items are her mother’s way of lifting spirits during these COVID-19 pandemic times, Farris said.

Charlie picks a burgundy colored scarf every year, his mom said.

“Charlie loves to be a part of the scarf picking because everyone is always excited to do it,” Johnson. “It’s an event he and his friends look forward to. They talk about the scarves for days! It means the world to him. His teachers at school talk about the importance of kindness. So Charlie sees this as an ultimate act of kindness.”

Farris said her mother is not one for attention, and spoke on her behalf, saying the winter weather wear is her

“My mom is an amazing woman, who has the attitude if you can help, then do,” Farris said. “My mother grew up with very little, but made much of herself when she grew up. She has never forgotten her own struggles with living without and has always given in many ways.”

The knitting started a few years ago,

Farris said, when Kerwin made 52 adult scarves and 52 child-sized scarves for Hope Haven homeless shelter in DeKalb. She decided it would be a nice idea to extend that act of giving to Jefferson Elementary, where her daughter works.

It’s become somewhat of an annual tradition, which started about five years ago.

“Then when [COVID-19] hit, she simply had nothing to do so she thought she would do it again,” Farris said of her mom’s creative plans.

Jefferson Principal Melanie Bickley said folks such as Kerwin make a world of difference, especially in times like these.

“We have many kids who don’t have enough winter weather gear, but everyone gets to pick out a scarf,” Bickley said. “It reminds them that we are a part of a larger community, and we all need to look out for one another. The kids take great pride in selecting a scarf that matches their style and personality, and many students wear them all day, every day throughout the winter.”

It’s a reminder that the DeKalb community is one that takes care of its neighbors, Bickley said, expressing her gratitude.

It’s a lesson that students like Charlie take home with them, mom Johnson said.

Gallagher Chami appointed judge THE MIDWEEK SYCAMORE – A former assistant state’s attorney in DeKalb County has been appointed to the judicial bench to fill an associate judge vacancy left by a recent promotion.

Sarah J. Gallagher Chami of Sycamore, who’s been an attorney for 18 years and most recently has worked in private practice, will take up the bench Feb. 7, according to a news release from the 23rd Judicial Circuit Court, which covers DeKalb and Kendall counties.

“We are excited to have Sarah join the ranks of the judiciary of the 23rd Judicial Court,” Chief Judge Bradley Waller said in a statement. “She’s a hard worker with an excellent reputation. She will be a great addition to the judiciary.”

Gallagher Chami was chosen out of a group of 22 individuals to serve a four-year term left by the vacancy created when Judge Joseph Pedersen was appointed to the circuit court earlier this month. Pedersen was appointed to the post after the retirement of Judge Ronald Matekaitis.

A formal investiture ceremony will take place Feb. 7 at the DeKalb County Courthouse, and Gallagher Chami will take up her judicial post that day.

Gallagher Chami is a graduate of the Chicago-Kent College of Law and DePaul University, according to the release. She lives in Sycamore, along with her husband and children.

DeKALB – DeKalb County high school seniors have an opportunity to receive a $500 scholarship through a new program by the Kishwaukee Symphony Orchestra.

The award will be given to seniors who have played in an instrumental music ensemble in a high school orchestra, band or other musical group, and intend to perform in an instrumental music ensemble in college this fall.

To apply for the scholarship, students must submit a completed application form accompanied with an essay and arrange two letters of recommendation.

Applications are available at high school counselors and guidance offices, and are available to view and download on the orchestra’s website at kishorchestra.org.

The application deadline is April 1.

Scholarship recipients will be announced at the orchestra’s May 7 concert and at each high schooler’s Awards Night, according to a news release.

THE MIDWEEK SYCAMORE – The Liam P. Sullivan Memorial Scholarship Fund has been established through the DeKalb County Community Foundation and Sycamore Education Foundation.

The fund is a tribute to the life of Liam Sullivan and awards an annual scholarship to a graduating student at Sycamore High School.

Sullivan graduated from Sycamore High School in 2015. His passion for sports was evident on the football field, wrestling mat, and the rugby pitch. He embodied the motto, “Once a Spartan, Always a Spartan,” as an SHS athlete and a fan, according to a news release.

After high school, Sullivan attended the College of DuPage before becoming a Marine (2016-2020). While active, he completed certification at the Heavy Construction Academy in New Hampshire. His love for rugby continued as a member of the Men’s Fox Valley Rugby Club in St. Charles. The principles he learned through sports, including determination and commitment, allowed him to apply himself and achieve his goals.

“Liam would be the first one smiling after a team win and the first one to console others after a loss,” his mother, Susan, said in the release. “He was always there to cheer on or cheer up his teammates, whatever the outcome.

The memorial scholarship honors his legacy and the values he exhibited.”

Staylor@shawmedia.com DeKALB – DeKalb city officials said they’re planning to use $17 million awarded through the state’s Rebuild Illinois program to construct a new facility to house public transit buses.

Most of that money came to the city recently, as Gov. JB Pritzker’s office announced Jan. 26 that the city of DeKalb had been awarded $12 million.

That’s in addition to a $5 million grant awarded in 2020, said Marcus Cox, transit manager for the city. DeKalb’s allotment came at the request of city officials and was announced a week ago as part of Pritzker’s latest round of funding. The funds are distributed through the Illinois Department of Transportation.

“We were fortunate,” Cox said.

“This year we asked for the $12 million, which we didn’t expect to get it all, so it was a pleasant surprise to see that we did.”

No official location has yet been determined for the new transit maintenance and operations facility, which officials said will improve rider experiences, according to a news release posted on the city’s social media.

According to the post, the DeKalb City

Council appointed a seven-member committee tasked with recommending locations for the building.

The city’s fleet of 50 buses are serviced and operated through Transdev Services Inc., the same company that provides buses for the Huskie Line used

by Northern Illinois University. Transdev, an international company that operates in 20 countries on five continents, became the city’s sole transit contractor in September 2020 after being awarded the city’s paratransit bid, ousting longtime paratransit provider Voluntary Action Center of DeKalb County.

Transdev’s facility at 1825 Pleasant St. houses all the transit system’s 50 buses, which Cox said isn’t ideal in the long term. The city owns 25 transit vehicles and leases another 25 from Transdev. The storing and maintenance of the vehicles is done at Transdev’s facility because the city doesn’t have its own designated center.

Officials have said a new center would allow for better storage for the vehicles and save money from costly maintenance that would be limited if the buses had proper shelter away from the elements.

tecture Inc. for $1 million was shot down by the City Council after aldermen voiced concerns over environmental impact to surrounding areas of the proposed location.

The architect had chosen a 30-acre piece of city-owned land on Dresser Road between the DeKalb County Health Department and DeKalb High School. The location had about 15 usable acres for a transit facility, according to city documents. The council opposed the proposal, but invited Stantec to return with a different location in mind that would still be close to Northern Illinois University.

Since that time, the city’s request for state funding will help the eventuality of a new center take shape, Cox said.

“What this funding is set up for is the intended maintenance and operations facility that we are trying to construct to support the system, because right now all vehicles associated with public transit are housed through our provider Transdev,” Cox said. “The shop size is inadequate for what we need, the shop being used now was built back in the early 1990s.”

Although nothing is final as of now, Cox said the city remains in conversation with Stantec.

“We are going through the very early stages of trying to figure how large of a facility we need given our size and to find a location that would be suitable to eventually construct this facility that we envision,” Cox said.

The $17 million isn’t all DeKalb will need to build a new transit facility, however. Cox said it’s hard to estimate total costs because a location hasn’t been chosen.

“It could be $25 million or $30 million to construct the facility,” he said.

Part of the grant award process requires the city of DeKalb to select a location for the build, which will then need to be approved by the federal government through the National Environmental Policy Act, Cox said. The act requires federal agencies to assess environmental effects of a construction prior to any final decision.

That means the building plans can’t move forward until those steps are taken. Cox said he anticipates seeking additional funding at the federal level to pay for the project, through the Federal Transit Administration.

“The big thing the Federal Transit Administration wants to see before they are going to give anyone any supplemental funding is that progress is being made. Which we have,” Cox said.
