hlitchfield@shawmedia.com MORRIS – Morris Community High School’s 2016 winter guard members learn far more than how to twirl a flag or a rifle.

They learn social skills, confidence and who Alfred Hitchcock was.

The team is performing “Hitch” this year as they pay homage to Alfred Hitchcock and the iconic music that fans have grown to love.

“Last spring when I told the team we would be doing an Alfred Hitchcock-themed show this year, most of them didn’t know who he was,” coach Laura Zomboracz said.

“I told them to go home and ask their parents.”

Winter guard is the sport of indoor color guard. Modern color guard is a combination of the use of flags, sabers, mock rifles and other equipment, as well as dance and other interpretive movement.

She said one of the students rented some Hitchcock movies and had the team over to learn about the “Master of Suspense.”

The 18 girls on this year’s team are performing to music from “Psycho,” “North by Northwest” and the theme to the TV series “Alfred Hitchcock Presents,” as well as music from the album “Alfred Hitchcock Presents Music to Be Murdered By.” In gray dresses with yellow trim, the team twirls bright yellow flags with the famous outline of Hitchcock on it and another flag with a “No Vacancy” image inspired by “Psycho.”

The team is competing this year in the Midwest Color Guard Circuit and will compete in nine competitions, the first of which was held Sunday at Naperville North High School, where the team took

It isn’t all twirling and tossing, however, senior team captain Mariela Guzman said. Guzman has been with the team since it started competing three years ago.

“It teaches you social skills and confidence,” Guzman said. “Coach Z teaches us how to be a better person, not just a better flag or rifle twirler.”

Zomboracz said the Morris program has grown leaps and bounds in the three years, and she’s surprised how quickly it became successful.

“Kind and hardworking girls makes it easier,” she said.

$1 billion electrical generating facility planned

mmallory@shawmedia.com GRUNDY COUNTY – Competitive Power Ventures announced Thursday its intention to open a state-of-the-art electric generating facility in the Three Rivers area of unincorporated Grundy County.

The CPV Three Rivers Energy Center is a nearly $1 billion privately funded project designed to meet the future electricity demands of Illinois.

The 1,100-megawatt natural gas-powered 2-by-1 combined cycle facility will provide enough electricity to power about 1.1 million homes.

With a lengthy permit process ahead for the facility, Three Rivers project director Michael Bruno said the company has set a goal of beginning construction in 2018 and supplying electricity by 2021.

The 21⁄2-year construction process is expected to create 300 to 500 locally sourced union jobs.

“Grundy County has an amazing, ready-made union workforce,” Bruno said.

“That’s huge for us. We see unions as an essential partner.”

Once open, the facility is expected to have 25 full-time operational jobs with more than $3 million in payroll and benefits. There will be significant indirect job creation as well, when factoring in landscaping, janitorial work and other jobs, Bruno said.

“This is a huge economic investment to Grundy County,” Grundy Economic Development Council Executive Director Nancy Norton Ammer said.

The 80-acre project site is just south of Exelon’s Dresden Generating Station in Goose Lake Township. The building, which will sit southwest of the mouth of the Kankakee River, will occupy 30 acres. Bruno said an obvious concern for residents would be how the fa-

Rezin to host flood management meet

mmallory@shawmedia.com MORRIS – Grundy County residents who have concerns about living in a floodplain may receive some assistance at an upcoming event.

State Sen. Sue Rezin, R-Morris, along with Grundy County Board Chairman David Welter, will host from 7 to 9 State Sen. p.m. Wednesday Sue Rezin a flood preven- R-Morris tion town hall forum at the Grundy County Administration Building, 1320 Union St., Morris. The meeting will take place in the County Board room and feature input from flood management experts.

“This is an opportunity for anybody in Morris or Grundy County with issues or concerns associated with flood management to come out and get information about it,” Rezin said. “I know a lot of people are frustrated with floodplain

issues and not sure where to go.”

The meeting will have three purposes, Rezin said. First, if you live in a designated floodplain and you believe your property should be removed from the floodplain, you can learn how to potentially remove your property from the floodplain map.

Second, if you are in a designated floodplain, you can learn how to reduce your flood insurance rates. Third, If you are interested in flood insurance, you can learn where to go for lower rates.

“This will be flood management 101,” Rezin said.

When a home is in a floodplain, the owner has to pay for flood insurance. This brings property values down. Rezin said she’s spoken to several real estate agents on the subject and has seen how it works.

“For example, a $1,500 flood insurance premium on a $100,000 house is very significant,” Rezin said. “Additionally, it’s very important

She said with the release of updated FEMA floodplain maps, more people could be affected by the issue.

“We’ve noticed with new FEMA flood maps, a lot of people are in a floodplain that weren’t in one before,” Rezin said.

Flood management is an issue Rezin has been working on during many of her terms.

She teamed up with officials from several communities along the Illinois and Fox rivers to join forces and create the Illinois Valley Flood Resiliency Alliance.

JJC to consider tuition increase idea

fsarver@shawmedia.com JOLIET – The Joliet Junior College Board of Trustees will be weighing options to increase student tuition.

The college administration presented two options to the board this week for fiscal 2017 to cover projected deficits in the budget, depending on which initiatives the trustees want to fund.

JJC President Debra Daniels said declining enrollment, the Consumer Price Index – which is factored into the tax levy – and state funding have contributed to the budget deficit. Close to $11 million in state funding currently is owed to JJC. In a presentation at Tuesday’s board workshop meeting, Judy Mitchell, administrative services vice president, showed the board two options for fiscal 2017 to cover a projected $1.15 million deficit in the operating budget through a tuition increase. The deficit would increase from four initiatives the college would need to fund. If the board chose to forgo funding priorities under a Title III federal grant, operating and staffing costs for the new City Center building and marketing expenses, it could cover the deficit with a tuition increase of $4.44 a credit hour.

The cost of all four initia-

tives is an additional $1.4 million added to the projected fiscal 2017 budget.

But under one of two options presented, if the board chose to sacrifice the marketing expenses and stick with funding Title III, and City Center operating and staffing costs, the tuition increase would be $8.82 a credit hour.

For funding all four initiatives under the second option, the tuition increase would be $9.98 a credit hour.

Daniels said the administration supports the latter option.

“We want to fund these initiatives,” she said.

The fiscal 2016 tuition and fee rate is $115 at JJC, which college officials said is the third lowest among 16 other community colleges, with Morton College and McHenry County College ranking lower.

The last time tuition was raised was for the fall 2014 semester at $4 a credit hour.

Between fiscal 2013 and fiscal 2014, the tuition, student fee and technology fee remained the same, but the capital assessment fee increased from $17 to $21.

The capital assessment fee funds debt service on bonds related to construction and capital projects, according to JJC. According to a timeline presented to the board, a proposed tuition increase would

be presented at a Feb. 23 meeting, and the college would act upon a recommendation on March 8. Board Vice Chair-

Minooka District 201 approves support professionals contract MINOOKA – Several items were up for action, with two in executive session, at the Minooka School District 201 board meeting Wednesday.

After executive session, the board approved, 5-1, with board member Doug Martin opposed and board member Curt Jebens absent, a three-year contract with the Minooka Educational Support Professionals Association, which runs from the 201516 through the 2017-18 school years.

Superintendent Kris Monn said Thursday the board worked through the language of the agreement to clarify work conditions.

Monn said the compensation package was 4 percent more a year for all three years with a slight increase in the starting rates for the cafeteria workers and teacher aides to make the positions more competitive.

Monn said the total new salary money in year one of the contract is $136,480 – 4.86 percent more than the prior year – with a total of $376,784 over the three-year agreement. Also, a few benefits were adjusted to keep the employee group consistent with other groups in terms of health care coverage.

According to the MESP contract, positions under the contract include secretaries, clerical employees, custodians, aides, teacher associates, technology associates, nurses and food service providers who work full time, or more than 37.5 hours a week.

The second action item in executive session was administrative and exempt salary increases. Monn said after

market adjustments the overall increase looks to be 2.19 percent more than the district spent on administrative salaries in 2014-15. The increase was approved, 5-1, with Martin opposed.

“Our budget for 2015-16 had assumed salary increases in line with what the board approved last night, so no budget adjustments are necessary,” Monn said. “In fact, we project that we should be well under our budgeted numbers even after we implement these to actions.”

In regular session it was brought to the board’s attention that Minooka Elementary School has reached more than 40 percent in free and reduced lunch students.

Forty percent is a benchmark number for the state of Illinois to require said school to offer a free breakfast program to those children the next school year. However, if the district can prove that doing so would add to the district deficit, it can apply for an exemption. Monn said Wednesday the breakfast would raise the budget for salaries of food service workers and insurance costs, and he questioned the practicality because most of the students on free and reduced lunch are bus riders, who arrive only five to 10 minutes before school starts. The board voted 6-0 to file an exemption, which is not guaranteed.

The friendship and closeness is what brought freshman Grace Zackavec to try out for the team.

“I went to competitions with my sister, who was on the team last year,” she said.

“I saw they were more than just teammates, they’re a family and I wanted to experience that, too.”

Zomboracz knows a lot about the sport and the bonds formed. She’s competed or coached for 22 years total, competing as a student in

high school and college.

In March, the team will travel to St. Louis to compete at a national level at the Winter Guard International regional competition.

“This will be the first time ever for Morris Community High School to be represented at a national level competition,” she said.

Zomboracz said she would like to see the sport grown in Morris to be able to compete in world level competitions in the future.

Department says it’s ‘not too late to vaccinate’ SUBMITTED REPORT

MORRIS – Grundy County Health Department would like to remind everyone that it is “Not too late to vaccinate” for the current flu season.

November usually marks the beginning of the flu season which normally peaks in February. The flu season continues through February and sometimes later into the spring. Getting vaccinated is the single best way for people to protect not only themselves against flu, but also their loved ones, health officials said.

Both adult high dose flu vaccine for people 65 years and older and regular flu vaccines are available. Medicare and Medicaid are accepted.

Please bring your card with you to your appointment. For those who do not have Medicare or Medicaid, the cost of regular flu vaccine is $35 and high dose vaccine is $60. The health department accepts cash, check or credit cards. No debit cards please.

Participants don’t have to be a resident of Grundy County to receive the adult vaccine.

The Illinois Department of Public Health’s Vaccine for Children program will provide the vaccine for children 6 months to 18 years of age who meet these requirements: children must reside in Grundy County, be an American Indian or Alaskan Native, have been enrolled in Medicaid or do not have health insurance that covers the cost of vaccines. People who have insurance that pays for immunizations are not eligible to participate in this program. A $20 donation is requested for children receiving vaccines under the program but they will not be turned away because of inability to pay. Cash, check or credit cards are accepted, but not debit cards.

Walt ‘No Neck’ Williams dies of heart attack at 72

LUBBOCK, Texas – Walt Williams, an outfielder who played for four major league teams in the 1960s and ’70s and was best known for his nickname “No Neck,” has died.

His wife, Ester, said her husband died of a heart attack Saturday in Abilene.

He was 72.

A contact hitter who rarely walked or struck out, Williams made it to the big leagues with the Houston Colt .45s in 1964, was sent back to the minors and returned in 1967 with the White Sox. He spent six seasons in Chicago, moved to Cleveland for 1973 and closed his big league career with two New York Yankee seasons.

ICS begins Catholic Schools Coal City United Methodist Week with open houses to hold ‘Hallelujah’ supper

MORRIS – Immaculate Conception School will kick-off Catholic Schools Week with an Open House in the school from 6 to 7 p.m. Saturday and from 8 a.m. to 3:30 p.m. Sunday.

School and parish families as well as nonparishioners wishing to learn more about the school are invited to the Open House.

Student work from all grades and in all academic areas will be on display. The school’s annual appeal will take place in the form of a second collection at the weekend Masses. The income derived from the collection will be used to help the school make needed purchases during the current school year.

Contributions also may be delivered to the school office or sent through the mail. An envelope for the annual appeal is contained in your church envelope packet.

COAL CITY – Coal City United Methodist Church, 6805 E. McArdle Road in Coal City, invites the community to a “Hallelujah” Soup Supper from 4 to 7 p.m. Feb. 6.

Homemade broccoli cheese and chicken noodle soups will be served. Cost is $8 for adults and children ages 13 and older; $4 for children ages 6 to 12; $2 for children ages 3 to 5; and children ages 2 and younger eat free. All proceeds will go to the church’s building fund. Tickets will be sold at the door. Each meal includes your choice of soup, a sandwich, crackers, a beverage, ice cream and dessert. Carryouts are available.

Peace Lutheran to hold trivia benefiting We Care

MORRIS – The Youth of Peace Lutheran Church are holding the

annual “Trivia Night” event to raise funds for We Care of Grundy County. Join MC’s Jen and Stan Knudson for an evening of fun, food, fellowship and fundraising, with all proceeds going to We Care. The event starts at 6 p.m.

Feb. 6 with a soup cook-off in which participants can bring in a crockpot of soup if they wish to be judged. The youth will do the tasting and judging. The soups will be sold be sold by the bowl to guests to warm them up and raise money for We Care.

The youth group and their youth leaders, Rose and Ray Grossi, are active in several local and outreaching mission projects during the year. The pancake and sausage supper is the group’s only fundraiser for the year, and it helps to fund their mission work.

Night at the Races to be held in Coal City

Fourth-quarter rally lifts Coal City boys past Wilmington COAL CITY – It’s definitely better to have the lead at the right time than for a long time.

The Coal City boys basketball team proved that true Thursday night in the 11thplace game at the Interstate Eight Conference tournament.

The Coalers (4-16) trailed their neighborhood rival, Wilmington, for much of the game.

But then the Coalers staged a fourth-quarter rally that stunned the Wildcats with a

62-52 turnaround victory to end the tourney on a positive note.

The Coalers, returning from tight tournament losses to Streator and Seneca, fell behind, 13-10, at the end of the first quarter and trailed, 26-21, at halftime. When Wilmington opened the third quarter on an 8-3 run, the Wildcats led, 34-24, with 4 minutes left in the period.

That’s when the Coal City

defense stepped up its game.

For the second half of the third quarter, the Coalers’ increased pressure limited Wilmington’s offense and kickstarted the Coalers offense. Coal City outscored Wilmington, 12-2, in the final four minutes of the third to tie the score at 36 entering the fourth quarter.

“The defense was what did it for us,” Coal City coach Keith Kiper said. “We took

[Wilmington] out of what they wanted to do and it got our juices flowing for some baskets on the other end.”

Even with Coal City’s defensive revival, Wilmington’s Steve Smock was a tough player to stop. Smock, who led all scorers with 22 points, keyed a 12-0 Wildcats spree early in the fourth that moved Wilmington ahead, 50-40, with just less than 5 minutes to play.

The Mazon-Verona-Kinsman seventh-grade boys basketball team won the IESA 7-2A MVK Regional championship Wednesday night, defeating Gardner, 36-28. In front of a packed house at MVK, the Mavericks (15-6) outscored the Tigers, 18-8 in the fourth quarter to break open a competitive game. MVK’s Chase Hauch scored a game-high 14 points to go with six rebounds and five steals, while teammates Brayden Roe and Cole Hintze each contributed seven points and Trey Hauch added six.

“Collin is one of our quicker guards and he was able to get some turnovers for us,” Kiper said. “This was one of the better games Christian Johnson has had all-around all year. He rebounded well and he didn’t force a lot of shots. Sometimes he does force things, but he let the

game come to him tonight and he did a nice job.”

Smock then tied the score with a free throw before Hundley scored to put Coal City ahead, 53-51, with 1:54 to go.

At the 1:40 mark, Johnson, who led Coal City with 15 points, drained a 3-pointer, and 35 seconds later, Nick Micetich came in off the bench for an injured Harseim and made the first of two free throws for a 57-51 advantage. In the final 56 seconds, Keegan Clampitt (13 points) and Hundley (nine points) each made two free throws to secure the victory.

“We were getting good shots early, but we just

couldn’t get any to fall,” Kiper said. “You have nights like that, but these kids just kept battling. It’s nice to finish off the tournament with a win at home, especially after being very close in our last two games. Plus, for our kids, it’s always an extra to beat Wilmington since they know the guys on the other team so well.”

Johnson had a team-high nine rebounds for Coal City, while Micetich had seven and Harseim added five. After Smock’s 22, R.J. Van Duyne led Wilmington with 11 points, with Tyler Fox chipping in with nine.

Are there lots of coyotes?

Yes. Are they adept at living in and around humans? Yes. Can they survive even in the most urban of locales?

You bet.

The difference is, the rest of the year we rarely hear them.

They sneak down our alleys, they travel our railroads, they cut across our farm fields and through fence rows, but they do it with the stealth of a master predator. We don’t notice or pay them much attention the other nine months.

Along with the increased vocalizations, be prepared to see more of them.

As groups form and young males looks for mates, your odds of seeing coyotes increases.

You will see them during the day in places you might not expect. I can’t even tell you how many times I have watched them cut through my yard in the middle of a winter afternoon. It gets your attention.

Although they can be a nuisance and cause plenty of problems, I can’t help but admire this critter. How many wild animals could survive in the middle of Chicago?

That takes amazing adaptation skills to pull that off. Yes, they scavenge the garbage and feast on rodents, but think about where they make their dens. Think about the stealth required to make it past thousands of

impressive when you think of everything they have pulled off.

Their interactions with humans give them such a bad rap. I have lost a cat to coyotes and almost lost a dog to one bold specimen that charged my pup while I was standing right there.

They have caused farmers and ranchers anxiety for centuries. As long as we coexist, these problems will persist.

But, with that said, they are doing what they do well – survive.

The next time you hear their spine-tingling sounds, realize they soon will be silent again. They will melt back into the mysterious place that keeps them such a secretive species and master survivalist.

In the past couple of weeks, I have seen lots of chatter across social media about howling coyotes. I even have heard plenty of vocal activity around my house.

The comments I have seen range from concern about the number of coyotes, to why are we hearing them howl so often?

The answer is simple. We are in the middle of coyote breeding season.

Around here, these prevalent canines become interested in each other in late December. The season runs into February and even as late as March.

When unpaired males look for receptive females, there can be howling and even squabbling. These chilling sounds cut through winter nights and leave anyone who hears the sounds wondering.

The yelps and howls seem to swell from complete silence and then take over everything. Then, just as suddenly, all will be quiet.

Depending where you are in proximity to the coyotes the noise might even rouse you from a deep sleep. I know that my slumber has been cut short by their racket on more than one occasion.

If you never have experienced a group of howling coyotes, trust me, it is something that can both fascinate and send a chill through you.

A look at Illinois’ forfeiture law abuse

SPRINGFIELD – “It’s not the job of a police department to make money – it’s our job to enforce the law.”

I occasionally heard those words grumbled by cops when I was a young police reporter years ago, when the War on Drugs was just beginning.

That’s when state legislatures across the country began arming police with something called civil forfeiture laws.

Civil forfeiture is basically a money grab by government.

Under these laws, cops can seize property that they say is being used to commit a crime or was purchased with money they say came from doing something illegal.

The problem: The person doesn’t even have to be convicted of a crime in order for the government to confiscate the property. Instead of seizing the yachts of drug kingpins, too often cops are nabbing cars from little old ladies. Don’t think so?

Ask Judy Wiese of Moline. She is a 70-year-old woman who lives on $730 a month.

As first reported by the The Dispatch and Rock Island Argus, she lent her 2009 Jeep Compass to a grandson so he could drive to work. The car was seized by police because the grandson’s driver’s license was revoked. She told the newspaper that her grandson had told her otherwise.

Regardless, Judy hadn’t broken any laws. She was just a grandma helping out a grandson. That was back in August.

And this month she still was fighting to get the car back.

It seems that even though she did not commit a crime, she had to go to court and prove that her car was not connected to a crime nor was it the proceeds of crime.

She couldn’t afford a lawyer, struggled to write legal motions and was scolded by a judge for not having something notarized.

VIEWS Scott Reeder When her case ended up in the newspaper, a lawyer volunteered his services and her car was returned after being held for months. Most people aren’t so fortunate or so persistent. Unable to afford an attorney, they often just walk away from what is theirs.

Abuses of forfeiture laws have been reported throughout the U.S. The Washington Post recently wrote about a college student who had spent years saving $11,000 for tuition only to have it confiscated in a Cincinnati airport because the cops thought it was suspicious that he was traveling with that much cash. It may not be particularly smart to travel with that much dough, but it isn’t criminal.

Cops and prosecutors have a profit motive because their departments often get to keep the cash and property they seize. And anyone who has ever seen a speed trap in a small town knows revenue can be a powerful incentive for police departments.

Government has an insatiable appetite for money, and civil forfeiture is just one symptom of this pervasive appetite.

Cops need to be enforcing laws, not seizing money and property from law-abiding citizens. Folks ought to be able to keep what they own unless they are convicted of a crime.

That’s not just common sense. It’s basic decency. And it’s an issue the Illinois General Assembly needs to address.

Remembering a tragic loss Until the morning of Jan. 28, 1986, America had never lost an astronaut during a space flight.

On that day, 30 years ago, we lost seven: Michael Smith, Dick Scobee, Judith Resnik, Ronald McNair, Ellison Onizuka, Gregory Jarvis and Christa McAuliffe, a teacher from Concord, New Hampshire, who was selected from more than 11,000 applicants to be America’s first teacher in space.

When the space shuttle Challenger broke apart 73 seconds after liftoff from Cape Canaveral, Florida, those seven astronauts were killed in a disaster that seared itself into the national consciousness.

It became a pivotal moment vividly remembered by people years later if ever asked: Where were you when the Challenger exploded?

It was hard to find the appropriate words to eulogize the seven Americans killed in the tragic explosion. Perhaps so, but President Ronald Reagan came as close as anyone to making sense of it all.

In a nationally broadcast

speech that evening from the Oval Office, Reagan praised the astronauts’ bravery, consoled their families and expressed confidence in NASA. Addressing America’s schoolchildren, some of whom watched the liftoff live, Reagan said “painful things” such as the Challenger disaster sometimes happen, but they are “part of the process of exploration and discovery.”

“The Challenger crew was pulling us into the future, and we’ll continue to follow them,” Reagan said.

He closed the speech with words from the poem “High Flight” by John Magee Jr. about how the astronauts had “slipped the surly bonds of Earth” to “touch the face of God.” We mourned the loss and prayed such a tragedy never would happen again. That was not to be, as 17 years later, the space shuttle Columbia broke apart upon re-entry, killing all aboard.

What good can come from such times of disbelief, shock and sadness?

Believe it or not, according to an Associated Press story, quite a few youngsters were inspired to become teachers.

McAuliffe’s motto – “I touch the future. I teach.” – became their motto.

Others, encouraged to “Reach for the stars,” dared to dream big dreams and pursue them.

The Challenger Center for Space Science Education, founded by families of the Challenger astronauts, today reaches more than 40 schools, universities and museums.

As for NASA, its shuttle program ended five years ago, and the focus is on the International Space Station and exploration through unmanned space probes. Meanwhile, commercial rocket companies handle much of the nation’s satellite launches.

The hollow, chilling feeling experienced by those who viewed the tragedy has long been remembered. But we can take solace from the fact that “touching the future” and “reaching for the stars” continue to inspire Americans of all ages.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

When one is writing up bridge deals, one can get so involved in a particular theme that one can miss an alternative line of play or defense that is either worthwhile or better.

For example, in this deal from a world team championship, South played in two spades after making (by partnership agreement) a game-invitational jump guaranteeing at least a six-card suit.

West started the defense with his two top diamonds and, being an observant fellow who saw his partner’s high-low, led the diamond jack. East ruffed, but what did he do next, and has anything else struck you?

When one defender gives his partner a ruff, the card he leads sends a suit-preference signal to tell partner which suit to return after ruffing. Here, the diamond jack was West’s highest remaining diamond, so he was asking for a heart shift. If East had obeyed and led a low heart, the contract would have failed. South could have ruffed, but he would have run out of trumps before the clubs were established.

He would have won only six spades and one club. (East erred by leading a trump.)

Did you notice that West had an easier defense? At trick three, he could have cashed the club ace, then led the diamond three. If East had ruffed and returned a club for West to ruff, later East would have scored the club queen for down one.

However, this defense would have been fatal if declarer had 6-2-3-2 shape with king-queen-10-sixth of spades and ace-doubleton of hearts. Yes, that was unlikely, but West’s original defense was right because it accommodated both layouts.
