2nd Ward alderman vacancy Council approved appointment, 4-3

By MIKE MALLORY mmallory@shawmedia.com MORRIS – Sid Nelson was appointed Monday night by Mayor Richard Kopczick to fill the aldermanic vacancy in the city’s 2nd Ward.

The appointment was approved by the City Council, 4-3.

Aldermen Don Hansen, Randy Larson and Don Matteson voted “no.” Aldermen Julian Houston, Jeff Wachowski and Duane Wolfe voted “yes.” To break the tie, Kopczick voted “yes.” Alderman Bill Martin was absent.

“I’m here to help the city and get involved any way I can,” Nelson said after the meeting.

Nelson cited his experience as a businessman, as a former manager of Morris Municipal Airport – as well

as overseer of its construction – and previous service on the Saratoga School District 60C Board as some of his qualifications for the job.

Nelson is a lifelong resident of Morris who moved from the rural part of the city in 2009 to the 2nd Ward.

After being sworn in Monday night by City Clerk Carol Adair, Nelson took his seat in the council chambers and participated in discussion and voting.

Kopczick said he spoke to six quality candidates in the last seven weeks. He declined to make the names public. Kopczick said Nelson was the best fit because of his experience as a small businessman, service on the Saratoga board and other committees in aeronautics and agriculture.

“I think he will bring a lot

of energy and new thought to the table,” Kopczick said.

Matthew M. Brooks, who was announced Nov. 24 by the Grundy County Republican Central Committee as its nomination for the position, was present at the meeting.

The seven-week vacancy was created when former Alderman Doug Hayse resigned Nov. 2, citing work commitments and a need for more family time as reasons for stepping down. Nelson will serve the remainder of the term, which ends April 2017.

According to state statute, a mayor has 60 days from creation of the vacancy to appoint a replacement. The City Council is allowed to vote whether to approve or deny the two appointments a mayor makes, but if council denies both, a mayor can then appoint an individual to be sworn in without a vote.

ed Julian Houston to fill the seat of former Alderman Ken Sereno, who retired after 34 years. But council voted it down. Kopczick then appointed Nelson with his second choice in July to fill the vacancy, but it too was voted down by council. Houston was then appointed and sworn in according to the state statute.

In other news, council approved, 7-0, the city’s purchase of liability insurance through Northern Insurance Group. Kopczick said the rate is about a 5 percent increase over the previous contract.

Coal City on road to recovery 6 months after devastating tornado

By HEIDI LITCHFIELD hlitchfield@shawmedia.com COAL CITY – It’s been six months since an EF3 tornado ravaged the village of Coal City, causing millions of dollars in damage.

Village Administrator Matt Fritz said the municipality and community is moving strongly forward with the rebuilding of their town.

“A lot of residents are bouncing back. We are seeing

a lot of work in the building department,” Fritz said.

He said since June 22, the village has issued 227 permits and 61 certificates of demolition.

“You have to remember, we don’t require permits for siding or roofs, so the number of homes that required work is much higher,” he said.

He also said the 61 certificates don’t take into account the 15 homes that were demolished in the path of the torna-

do.

Initially, the village started the process to destroy 14 homes that showed no signs of work after the tornado, but will end up only demolishing three at a cost to the city. Fritz said the other homes have been addressed without the city having to step in and take legal action.

The work the village was responsible for came at a cost of $1.3 million. However, Fritz said, the actual cost is much

higher.

The village refinanced $4.85 million in bonds while taking out an additional $3 million in bonds that will ultimately cost taxpayers $6.3 million in extra payments and interest to cover the needed work.

Fritz said the village took out the additional bonds because state and federal governments did not approve help to the community.

“At the end of it, we are all doing really well,” Coal

City Mayor Terry Halliday said. “There is still help for those that need it and we still have some cleanup to do, but we’ve come a long way in six months.”

The Coal City Fire Protection District still has a long way to go, with an estimated 242 workdays until Station 2 is repaired to pre-tornado standards.

Illinois schools to switch to SAT Morris, Plainfield schools make ACT plans according to contracts

By ANNA SCHIER aschier@shawmedia.com Illinois will stop giving the ACT college entrance exam and instead has contracted to administer high school juniors the rival SAT, according to state records, but some area districts are planning to continue giving the long-administered ACT – at least for now.

The company that offers the ACT has filed a protest with the state seeking to cancel Illinois’ new contract with the College Board, which offers the SAT, the Chicago Tribune reported. The three-year contract is worth $14.3 million, state records show. Illinois has for 15 years given the ACT for free to 11th graders.

High School District 101, the decision to have students take the ACT was made about nine months ago, Superintendent Pat Halloran said. The district has approved a contract for $12,000 to $15,000 to give the exam, depending on how many students take it.

Halloran said the district has seen steady score improvement since the ACT was introduced.

“Our results have been positive from our preparation efforts,” he said.

However, Halloran added, he has been told the SAT better aligns with the widely implemented Common Core curriculum and said the district will need to assess moving forward which test is right long-term. For now, he said,

it’s too early to tell.

Plainfield School District 202 is investigating the cost of administering the ACT as well, spokesman Tom Hernandez said, although the school board has not yet discussed it formally. There is no estimated price tag for the district to offer the exam at this point, but Hernandez said the pay model could mean a nominal fee for parents or the district covering the full cost.

Hernandez said the state’s switch to the SAT will have no effect on the district’s curriculum, which is aligned to the Common Core.

“We want to do whatever’s most beneficial for our students,” he said.

A new law took effect in Illinois this past summer requiring a college entrance exam be included in the state testing cycle. The state’s ACT contract ended by that time, and the state launched a competitive process for a new con-

tract. State records show the SAT won with a proposal that was $1.37 million less than the ACT over three years.

In response to the SAT contract, the ACT filed a protest Dec. 15 with state procurement officials. Those officials said several outcomes of the protest are possible, including the state restarting the competitive process.

Meanwhile, a state budget impasse means there is no budget for statewide college testing. That led to dozens of districts, including Morris District 101, signing up for ACT testing earlier this school year. The College Board also has been working with some Illinois districts that would like to give the SAT this spring. That means schools across Illinois could be offering the SAT, the ACT or both.

McGreal was the only post-secondary educator on the team.

This is the first time, McGreal said, that the government has looked at nutritional guidelines for schools since the 1970s, and the reasons for doing so were much different.

“Back then, kids were too skinny to be drafted,” McGreal said, “So they said, ‘In order to get kids healthy, let’s give them free and reduced meals.

Maybe their only chance to get the nutrients they need is at schools.’ ” Today, McGreal said, many kids have diseases formerly associated with middle age, such as hypertension and diabetes. He attributes this partly to frequent consumption of soda, potato chips, candy bars and fast food.

“This is the first generation in a long time where the

He understands change won’t be easy, especially in school kitchens with deep fryers instead of stoves or schools working with tiny budgets – $1 a student a meal in some cases, McGreal said.

“I couldn’t operate a restaurant on that,” he said.

He also hopes to include JJC culinary students in the demoing process, especially when demos occur at the students’ former schools.

Another possibility is starting a national contest in which kids would create and submit a healthy recipe, with the winning entry appearing in school lunches.

McGreal feels this would boost kid appeal. During the black bean salsa demo for the grade school kids, McGreal appointed an assistant chef, who tasted the salsa and liked it, which encouraged the other kids to try it, too.

It reminded McGreal of the old Life cereal commercial where two kids shunned the unfamiliar brand until picky eater Mikey wolfed it down. McGreal hopes creating healthy eating patterns in today’s kids will influence generations to come.

“This will make a healthier, happier society, I think,” McGreal said.

The new USDA guidelines for school lunches, McGreal said, emphasize whole grains instead of white flour – even for pizza crust and tortillas – brown rice as opposed to white and dried legumes in place of lard-laden canned refried beans, as well as replacing extra sodium with herbs.

“This isn’t the old days where you took the box of spinach and threw it in the steamer so it tasted like seaweed,” McGreal said.

Part of McGreal’s role as a USDA food consultant is training school food service staff on meal preparation using the updated guidelines, along with presenting ideas to positively spin the new recipes so kids will want to eat them. In today’s global society, McGreal believes this is not impossible.

parents might outlive the kids,” McGreal said. “At least we came from the generation where we ate a lot of fruits and veggies and ran through the parks until the streetlights came on.”

This wasn’t McGreal’s first trip to the White House. In 2010, McGreal and Kyle Richardson – another JJC chef – went to Washington, D.C., also as part of the “Chefs Move to Schools” program, which had just begun then.

The initiative matched chefs with interested schools in their communities to educate students on good nutrition and to demonstrate techniques for healthy food preparation.

However, the downside in those early years was there was no unification and no listing on the White House website, so no one could measure the program’s effectiveness, McGreal said. Still, McGreal felt good results came from those efforts, such as the American Culinary Federation’s “Chef & Child” initiative.

Locally, the JJC culinary arts department used “Bring Your Kids to Work Day” to teach the children of the other JJC staff – about 60 kids – how to prepare whole grain vegetable pizza using low-fat cheese.

Land Use Director Heidi Miller said the Gently Used Toy Drive was better than ever this year, which saw the donation of 20 large bags of stuffed animals, 100 boxes of games, toys, puzzles, books and DVDs, as well as seven bicycles.

“The 2015 Gently Used Toy Drive was another success this year based on the generous hearts of the residents and the cooperation from collections sites that we had in the county,” Miller said in a news release.

She said donations sites were at the Morris Library, Fossil Ridge Library in Braidwood, Three Rivers Library in Minooka and Channahon,

“All of the toys are in the hands of children who may not receive gifts otherwise.”

Because of a large number of stuffed animals this year, county employees Karen Campbell, Cheryl Wardell, and Miller herself helped in the washing and sanitizing of the animals so they were ready to go home with a new boy or girl.

Pazely then helped to deliver 16 boxes of donations to Toys for Joy in Mazon, which provides free toys – new and gently used – to families in need each December. The remainder of the items collected were given to Rotary Club of Chicago, which provides toys to local churches and parents to deliver to children in need.

“All of the toys are in the hands of children who may not receive gifts otherwise,” Miller said Monday. “It also promotes our office’s motto of reuse.”

The department has participated in the toy donation and giveaway for eight years and Miller said it intends continue the program as a way to keep things out of the landfills.

“Just like the homes, there was a lot of damage inside in addition to structural damage,” Doerfler said.

Devan Gagliardo, program manager at the Community Foundation of Grundy County, said the Long Term Recovery Committee has already given out more than $350,000 in aid to those affected by the tornado.

“We ended up with 525 families registered,” Gagliardo said. “The vast majority of them have told us they are fine and no longer need our help.”

She said one example of the improvement is one case manager group initially had 150 cases active and now is down to eight open and active cases.

Bill was a faith filled man and a current member of Sacred Heart Church in Kinsman and a former member of St. Patrick’s Catholic Church in Ransom. Over the years, he was a member of the Lion’s Club, Ransom Fire Department, and was President of the Kinsman Telephone Company. In addition to farming, he also was a Pride Seed Corn salesman and worked for the Rodowski Meat Locker.

During his final weeks, he was assisted by wonderful caretakers who made his final days easier.

Bill Kruger Sr. will be missed dearly by those who knew and loved him.

Defense leads Seneca win over LaMoille-Ohio

By ROB OESTERLE roesterle@shawmedia.com PERU – After losing several close games Saturday to open the St. Bede Academy Lady Bruins Christmas Classic, the Seneca girls basketball team was in need of a win Tuesday against pool opponent LaMoille-Ohio.

A swarming defense was the Seneca trademark throughout the game, and it was enough to life the Irish (5-10) to a 4541 win and bring their record to 1-2 in the tourney. They will take on either Fieldcrest or Princeton at 3:30 p.m. Wednesday to wrap up their play in the tournament.

Even with the Seneca defense moving quickly to the player with the ball, LaMoille-Ohio proved to be a tough out, as the Lions kept Seneca from pulling away in the second half. Despite sporting solid defenses, both teams shot the ball on target early on. Seneca went 7 of 10 from the floor in the first quarter to LaMoille’s 6 of 11 showing and the Irish took a 15-14 lead at the first break. The Irish widened the lead slightly in the second quarter, taking it to 29-26 in halftime.

In the second quarter, LaMoille-Ohio grabbed a 19-17 lead on a 3-pointer by Lexi Loftus, who led all scorers with 18 points. Seneca answered with a basket from the block by Shanna Goins to tie the score before Loftus scored on a drive to put the Lions ahead, 21-19.

Seneca, however, had a counterattack ready and scored six straight points, capped when Lyda Robinson took a rebound coast to coast for a layup. Also scoring in the quick run were Claudia Paulson, who led Seneca with 10 points, and Karlie Cade (eight points). LaMoille got a 3-pointer from Cassie Martin to get to within 25-24, but a steal and layup by Robinson put Seneca ahead, 27-24, and the teams traded baskets before halftime.

“We lost a couple of close ones Saturday,” Seneca coach Barb Beck said. “It’s nice to get some shots to fall and get a ‘W’ under our belts here.

No one benefited more from the ball movement than Paulson, who was able to find holes in the LaMoille defense at the

high post and made her first five field-goal attempts of the game.

Later, in the fourth quarter, she corralled rebounds on three straight LaMoille missed shots with Seneca holding a two-point lead, preventing any chance of an easy putback to tie the score. She then got an offensive rebound and gave the ball up to Goins for an easy bucket that put Seneca ahead, 45-39, with more than a minute to play.

“Claudia has been coming up pretty big for us lately,” Beck said. “She’s had a few double-doubles and she is a very good communicator on the court. That’s something you really need when you want to play help defense like we do.”

Early in the third quarter, Seneca led, 29-28, but Paulson sandwiched a pair of baskets around one by teammate Paige Hacker for a 35-28 lead. LaMoille was able to get to within 3634 at the end of the third quarter and 39-38 midway through the fourth, but couldn’t steal the lead back from Seneca.

By NATE ATKINS natkins@chicagofootball.com LAKE FOREST – Willie Young’s second year with the Bears is turning out to be a lot like the first: He’s having a good year on a losing team.

Sunday’s 38-17 loss at Minnesota brought the perfect snapshot: Another game, another sack, another fishing dance and another loss.

He now has a sack in five straight games, but the Bears are just 1-4 in that span.

He’s bothered by it.

But he also has something to take away from his climb back to this point – from ruptured Achilles to position switch to low snap counts to now leading the Bears with 6.5 sacks.

“I’m always out to make a statement since Day 1 [as a] seventh-round draft pick. So I’m not granted with many opportunities besides the ones that I had to go out and take,” said Young, who also led the Bears with 10 sacks last season.

“But with that being said, once again, it’s not about my individual performance right

now. It’s mostly about trying to stay positive and keeping all the young guys on the same page and doing whatever it takes to get this thing rolling again.”

To do that, Young can pull from the lesson John Fox shared Monday, the one Young said he gives the team all the time.

It includes four principles: focus, intensity, preparation and mental toughness.

“I think truthfully it’s something that every individual, whether it’s football or life in general, you go down that list and you ask yourself are you staying true to those principles?” Young said. “If your answer is yes to every one of them, then you’re doing the right thing. You’ll come out on top.”

Since the four terms come up in “every team meeting, every position meeting,” as Young said, they can serve to evaluate a performance and pinpoint what went wrong.

The Bears have plenty to diagnose in this 5-9 campaign that includes three straight losses, and perhaps the most work will come in reviewing

Sunday’s loss to the Vikings.

In that game, the defense allowed Teddy Bridgewater to accumulate the highest opposing passer rating (154.4) in Bears history and suffered a number of breakdowns, from uncovered routes to missed tackles to jumping offsides four different times.

Young knows that being the leader he wants to be means walking the fine line between accountability and support.

“We all make mistakes.

None of us are perfect,” Young said. “At the end of the day, I don’t care what happens, I’m always gonna pull for my teammates. It doesn’t matter. I’m gonna pull for them. Now, once we get back to the locker room, I’ll be sure to.

“I know those guys are better than that. I know that no one’s jumping offsides to hurt the team. Like I said, one of those thought processes could be, I need to make a play right here. So it’s a thin line, man.

It’s a matter of, right now it’s about us staying together as a team and not allowing anything to break us apart.”

LAKE FOREST – Alshon Jeffery was limited to 30 of the Bears’ 64 snaps in Sunday’s loss to the Vikings because of a hamstring injury.

He had one catch, a 10-yard touchdown.

It’s not a new situation for John Fox and the Bears’ training staff, as Jeffery has battled calf, hamstring and groin injuries this season.

“I think we’ve had some practice. I don’t know if that’s a good thing, but we’ll evaluate him. He got treatment today,” Fox said Monday. “I’m sure [Jeffery] will get treatment tomorrow, and we’ll evaluate him and see what his availability is Wednesday.”

Jeffery has 807 receiving yards but has played in only nine games in the final year of his rookie contract.

Fox also said Shea McClellin experienced concussion symptoms after Sunday’s game and is now in the league’s concussion protocol.

McClellin played all 62 snaps on defense and had eight tackles, including one for a loss, but also missed his share of tackles on a bad day

Positive returns: Deonte Thompson opened the game Sunday with a 49-yard kickoff return, and he has been a bright spot during the Bears’ slide. Thompson’s 32.0-yard average on kickoff returns leads the league among players with at least 10 returns.

Thompson played eight snaps on offense and said his goal is to get more opportunities at wide receiver in the final two games.

Moderate exercise can help prevent sudden cardiac arrest Dear Dr. K: My wife saw something on the news about a man who died of sudden cardiac arrest while jogging.

Now she doesn’t want me to exercise. I’d really love to get my running shoes back on.

What can I tell her to ease her worries?

Dear Reader: I read your letter as I was cooling off after exercising. So your question is timely. Your wife’s concerns are understandable, but probably misguided.

I spoke to my colleague Dr. Aaron L. Baggish, the associate director of the Cardiovascular Performance Program at Harvard-affiliated Massachusetts General Hospital. He confirmed what I thought I knew.

Sudden cardiac arrest

ASK DOCTOR K Anthony L. Komaroff is caused by a lethal type of irregular heart rhythm called ventricular fibrillation. The lethal rhythm causes the heart to stop pumping blood – it just sort of quivers. If that rhythm is not immediately reversed – such as by a defibrillator machine – it results in death.

Sudden cardiac arrest can occur in a person with or without known heart disease.

Probably the most common cause is atherosclerosis of the arteries of the heart, which reduces the blood supply to some of the heart muscle.

The most important point

to make is regular, moderate-intensity exercise is actually the best way to prevent sudden cardiac arrest. There is solid scientific evidence people who exercise regularly are less likely to develop cardiac arrest. Even people with heart disease who go through a carefully supervised exercise program are less likely to have a cardiac arrest.

Here’s what can be confusing: In all people, a cardiac arrest is more likely to occur when the heart is working hard than when it’s not. So, suppose you exercise for 30 minutes each day. That means you don’t exercise for the remaining 1,410 minutes in that day. Your risk of cardiac arrest per minute is greater while you exercise.

Nevertheless, a recent study found exercise-related heart deaths are quite rare; they account for just 5 percent of sudden cardiac arrest cases.

In the study, researchers reviewed 1,247 cases of sudden cardiac arrest in middle-aged men and women over a period of 11 years. Of these, only 63 cases occurred during exercise. Most occurred in men, and most of these men were jogging, playing basketball or cycling.

In the majority of cases, the cardiac arrest didn’t come out of nowhere. Two-thirds of the people who had cardiac arrest had known heart disease. And nearly one-third of them had experienced typical cardiovascular symptoms during the week before the sudden

cardiac arrest, including chest pain and breathlessness.

This study offers two points of reassurance. First, exercise-related cardiac arrest is rare. The second important message is heart disease often gives warning signs. Heed this message. If you feel any chest pain during exercise, have difficulty breathing or even feel more drained than usual, stop and call a doctor for advice.

So if your doctor, who knows your medical condition, agrees, tell your wife regular exercise will reduce your risk of sudden death during your remaining years together.
