16.73 percent tax levy increase

By ALLISON SELK Shaw Media Correspondent MINOOKA – With two opposed votes, the Minooka School District 201 Board voted Wednesday to approve its 2015 tax levy, which will add 16.73 percent to the tax bill of those who live in the district.

The state-mandated Truth in Taxation hearing took place at 6:45 p.m. Wednesday just before the regular board meeting.

Superintendent Kris Monn said the district did not receive any inquiries from the public about the tax levy.

During the regular meeting, the motion to approve the levy was passed, with board members Curt Jebens and Doug Martin opposed.

During initial discussion of the levy at the November board meeting, Monn said the finance committee broke down the numbers to give taxpayers an idea of how much their tax bill will rise in the coming year.

He said the committee used a $200,000 home price, which is average for the area and easy

to reconfigure to show the annual tax increase for those in district.

They found that those with a $200,000 home would see an increase from $232 to $282.

The two main areas that caused the tax hike were increased equalized assessed valuation and the need to pay off a debt in the district’s tort liability fund.

The estimated EAV increase for the county is 6 to 7 percent, but those are prelim-

inary numbers obtained from county offices. Monn said what the district wants to do with the EAV levy is a balloon levy, which means the amount levied will be higher than the preliminary amounts in order to cover any unexpected rises.

The final EAV numbers will not be available until March or April.

The other area that caused a significant increase in the levy is the tort liability fund, which has been under-levied in the past.

“Our risk management plan has allowed us to log approximately $1.5 million of expenses in the tort fund, yet traditionally we have only requested around $650,000 of annual taxes. This practice is unsustainable, and in October the finance committee and School board requested a tentative levy that both addressed the annual deficit in the tort fund and also provided additional funds to make up the deficit fund balance already existing,” Monn said.

The tax levy increased the amount levied for the tort fund to $2 million.

Monn said after the tort fund debt is paid off in two years, those levy numbers will decrease. The board also approved the hiring of 12 lunchroom and recess monitors – three for each of the four elementary schools – at the cost of $35,000 for the remainder of the school year.

“We want to get the principals out of the lunchrooms.

They are highly educated individuals, so I would like them to do more in the schools, such as observing, rather than lunch duty,” Monn said.

In the near future, the public will be able to see board information packets before and after board meetings.

The board approved the installation of and subscription to Board Docs software, which will allow all board packets, minutes and information to be available online for the public and board members. This will cost the district $1,000 for a one-time installation and $3,000 for a yearly subscription.

The next board meeting is Jan. 27 at the District 201 office boardroom.

First Christian Church of Morris performs ‘Hope of the Broken World’

But First Christian Church of Morris wants to deliver a message of hope this holiday season to give people a break from the bad news that often surrounds them.

“I listen to a lot of musicals, and I was looking for one with a relevant message,” said Trudy Moore, director of “Hope of the Broken World.”

“We see mass shootings, ISIS persecuting Christians, people suffering abuse, divorce and child abuse,” she said. “We want to tell them there is hope.”

As the lights go out, the audience sees shadows moving across the outside of the room as the choir, dressed in black shirts, files in for the performance.

The stage lights up with an image of Earth in bright blue and green, and then is set.

Moore is onstage discussing the broken world that everyone sees before explaining how free will allows people to choose to create the brokenness – or to create hope.

The Christmas musical was written by Dave Clark, David T. Clydesdale and Clydesdale Music Group, and combines a variety of music styles along with a gripping narrative.

Discipleship Minister Todd Thomson, who performs in the musical, said the show provides encouragement.

“This is a heartwarming, encouraging musical that will help anyone grab a hold of the Christmas spirit this season,” he said. “With all the national tragedies and things going on internationally, we really need hope for the broken world we live in.”

The church has been working on the production since August when it began construction on the set, which

Minooka resident to promote hope in community

By ALLISON SELK Shaw Media Correspondent MINOOKA – Marlee Johnson of Minooka tried to ignore the overwhelming feeling that she needed to host a community fundraiser because Christmas was right around the corner and most people are in a hurried state this time of year.

“This idea just nagged at me over and over, and finally I decided to put the idea out on Facebook and contacted my network of vendors and crafters to see if anyone would be interested, and I had 20 people register,” Johnson said.

Johnson said she wanted to do something to give back to the community where she lives, and she was excited the independent business owners who came to Wednesday’s event had the spirit of giving with their hearts.

Johnson learned the community room at the village was free for events if the users donated part of the profits to a charity. She set up a box for food donations to go to local food pantries and each individual business chose what charity would benefit from half of the evening’s profits. With

Natalie Farmer and her daughter, Haylie Farmer, both of Joliet, just began a new home-based clothing business called LuLaRoe. The pair wanted to come to the event to meet other local vendors, present the clothing to the community and create awareness for their cause.

Natalie Farmer became a SIDS of Illinois educator after she and her husband, John, lost their son, Holden, to SIDS.

SIDS stands for sudden infant death syndrome.

More than 40 people from the community came out to shop the first-time event. Candace Bui-Walston stopped at a craft booth called Collective Love run by Cheri Canchola, of Joliet. Canchola described to Bui-Walston how her family uses their talents of drawing, blacksmithing, jewelry design and woodworking to make a business.

Students have been studying Dickens at school and if they haven’t read the book, they’ve seen the play on the Rialto Square Theatre stage, when the school went on a field trip earlier this year.

The 11 students who make up the Nettle Creek fifthgrade class were tasked with playing multiple roles to be able to perform the show ,and Callahan included a few students from other grades when she saw that a supporting cast was needed to tell the story.

Olivia Cameron looked out at the seats that were filling up Thursday before the play and said she was excited to be the narrator as she couldn’t wait to speak in front of everyone.

Bret said he had worked hard to pull off the part of Scrooge, and despite saying “bah humbug” a lot, it still took him three weeks to

memorize all his lines.

Noah Smith had two roles, one as Tiny Tim and the other as Jacob Marley, Scrooge’s deceased business partner who returns as a chained and tormented ghost.

“The best part about playing Marley is that he’s creepy,” Noah said. “The best part about Tiny Tim is that he is little and has a bunch of injuries and walks with a limp.”

The students took their roles seriously but also had fun as they frantically dressed for their parts and waited for the curtain to rise.

Gage Phillips also had multiple roles, one as Fred, Scrooge’s Christmas-loving nephew, and another as the boy who told Scrooge it was Christmas Day. “I like the part where I get to come on stage and talk to my Uncle Scrooge,” Gage said.

The meaning behind the story wasn’t lost on the young actors. Jada said there is an important lesson to be learned.

WILMINGTON – Former Wilmington resident Alycen Malone is portraying a makeup artist and hairstylist to actress Eva Longoria, who is playing an actress in the new NBC comedy show, “Telenovela.”

The comedy, which aired a one-hour special Dec. 7 and will air weekly beginning Jan. 4, revolves around the backstage lives of the cast and crew of a fictional Hispanic soap opera.

Malone, 33, who’s wanted to act since she was a child and has actively pursed work in the industry since her early teens, said the pilot was filmed in the spring and the 13 episodes were shot from August to November.

She has no speaking parts in the series – yet, Malone said – but she doesn’t care.

Mary was an active member of Bethlehem Lutheran Church and the Delta Kappa Gamma Society International.

Mary and Wilma were both active in many community affairs and this year served as Grand Marshal of the Grundy County Corn Festival. She enjoyed watching all types of sports.

Hastert hospitalized since last month SHAW MEDIA Former U.S. House Speaker Dennis Hastert, R-Plano, has been hospitalized since suffering a stroke last month, the Associated Press reported Thursday afternoon.

Hastert’s attorney, Tom Green, told the AP the former congressman has been treated for sepsis and had two back surgeries while in the hospital.

“We are very hopeful that Mr. Hastert will be released from the hospital in the early part of the new year,” Green told the AP, adding, “The family very much desires that during Mr. Hastert’s continued hospitalization his privacy will be respected.”

In late October Hastert pleaded guilty to evading banking laws in a hush-money scheme.

These awards recognize individual volunteers and highlight the importance of volunteerism and community service in Illinois.

I-55 bridge hole near Channahon repaired

By VIKAAS SHANKER vshanker@shawmedia.com WILMINGTON TWP. – Illinois Department of Transportation crews were able to patch a 6-by-6-foot hole Wednesday evening that developed on southbound Interstate 55 at the BNSF Railroad overpass south of Channahon.

But more work is needed, and additional patching will take place in the spring, IDOT spokeswoman Gianna Urgo said.

Urgo said the hole was reported to IDOT at 9:30 a.m.

Wednesday and a lane was closed, resulting in traffic problems.

It took some time to get the right crew and equipment on the scene, Urgo said. Emergency bridge deck patching started at 11:30 a.m. Repairs were finished, and all lanes were open shortly after 6 p.m.

Urgo said it is not likely the same hole will re-occur before repairs are made in the spring. However, the area will be monitored locally, and emergency repairs will be made if necessary throughout the winter. Repairs in the winter take more time.

The overpass is near the border of Channahon and Wilmington townships, eight miles south of Interstate 80 and about four miles south of the village of Channahon border.

Area teams ready for holiday tourneys WINTER SPORTS Rob Oesterle It’s a week from Christmas, and in the local sports world, that generally means one thing. It is time for basketball tournaments.

This year is no different, as the local boys and girls teams will spread out and take part in tournament all over the place.

Half of the boys teams – Morris, Coal City and Newark – in the Morris Herald-News coverage area will play in the Plano Christmas Classic.

Plano has been a good place for Morris in recent years, with a second and third-place finish the past two seasons.

The road will be a little tougher for the Redskins this season. Morris (4-4) is the 14th seed in the 24-team Plano tournament and will head into a Friday night Northern Illinois Big 12 East matchup at DeKalb. Morris also will play unseeded Sandwich at 5:30 p.m. Wednesday. The winner of that game will advance to play third-seeded Ottawa at 5:30 p.m. Dec. 26. Coal City is unseeded and takes on No. 10 Yorkville at 2 p.m. Wednesday, with the winner moving ahead to play No. 7 Aurora Christian at 2 p.m. Saturday.

Newark, meanwhile, is seeded fourth and doesn’t play until Saturday, when the Norsemen will take on the winner of unseeded Streator and No. 13 Indian Creek at 10:30 a.m.

Both Seneca and Gardner-South Wilmington will play in the 16-team Marseilles Holiday Tournament. G-SW, seeded fifth, will play in the tourney’s first game at 9 a.m.

Dec. 26 against fifth-seeded Spring Valley Hall. Seneca, which picked up the seventh seed, will play 5 p.m. Saturday against Chicago St. Benedict.

Rounding out the boys teams in the area, Minooka will play in the 32-team Jack Tosh Holiday Tournament, hosted by York High School.

On the girls’ side of things, Gardner-South Wilmington has already completed its holiday tournament, finishing the Iroquois West Tournament with a 2-2 record.

Morris begins play Saturday in the Ottawa Tournament with a pair of games, taking on Lincoln-Way West at 9 a.m. and Metamora at 1:30 p.m.

How they fare in those games will determine their schedule and opponents the rest of the tourney, which concludes next week. Also on Saturday, Seneca begins play in the St. Bede Holiday Tournament.

Minooka starts up action in the Lincoln-Way East Tournament playing Mother McAuley at 3 p.m. The Indians play Reavis at 4:30 p.m. Tuesday and then take on Lincoln-Way North at 1:30 p.m. Wednesday.

Finally, both Coal City and Newark’s girls teams will wait until after Christmas to begin play in the Lisle Tournament.

On Dec. 26, Coal City opens up against Illiana Christian, while Newark – which has won its past six games – begins tourney play against the host school at 8 p.m.

It’s shaping up to be a busy week for local basketball junkies, with games spread out over time.

It’s mid-December and there is no ice on the lakes. Amazing.

There have been plenty of days where I gaze out my windows and yearn to be fishing. Yes, this time of year fishes much different than the roasting weather of July and August, but there are lots of fish to be caught.

The approach to capitalizing on this warm winter weather is different from other parts of the year. As anglers it is tempting to launch the boat and hit the same places. We think about the perfect stump. We dream about the lunkers pulled from under Mr. Johnson’s boat dock.

We imagine the great fights of the past on that long rocky point.

Those places have produced in the past. They have produced all spring, summer, and fall.

This is different. The forage is

different. The location of the fish you are seeking is most likely different. Through much of the warmer months gamefish of all species have a variety of menu offerings. The delectable crawdad tops the list. Others get fat on frogs and other terrestrials making their way into the water. And all game fish eventually will eat other fish.

The forage base right now is almost exclusively bait fish.

Depending on the body of water that may mean traditional shad schools. On other lakes that are devoid of shad that means bluegills and other panfish. It doesn’t matter. The predators are going to be eating fish and the presentations you use must change accordingly.

But where do I begin?

OPINION Ex-offenders in need of forgiveness, redemption SPRINGFIELD – Should people be judged for the rest of their lives by the worst things they have ever done?

I don’t think so.

Our society needs to offer some level of forgiveness and redemption, particularly to nonviolent offenders.

If one breaks the law, a price needs to be paid. But at some point, society needs to stop extracting its full measure of vengeance. Employers often are unwilling to hire ex-offenders, but government unnecessarily aggravates the problem.

Here in Illinois, there are at least 118 professions for which government either must or may deny a license to anyone with a felony record.

For example, anyone who aspires to be a barber, boxer, cosmetologist, funeral home director, accountant or roofer can be turned away by the government long after he or she has served time and paid his or her debt to society.

These limitations make little sense for a state seeking to reduce crime and welfare dependency. Those released from prison should be expected to support themselves and their families. But they can’t do this if government makes it even more difficult for them to find work. Too often, folks leave prison and find themselves unable to find a job because of their criminal record.

I was thinking of that the other day when I read a headline that said former state Rep. Connie Howard was going to prison. Howard was a respected member of the Illinois General Assembly who worked tirelessly to help offenders.

I dug around in my files and came up with an interview from July 2000.

“At some point, we have to be able to forgive,’’ she said.

“People need to be able to get jobs and move on with

VIEWS Scott Reeder their lives. Some people really have a hard time getting work if they always have to put on a job application that they have been convicted of a crime,’’ she told me 15 years ago.

Not much has changed since then. Now, after serving 17 years in the General Assembly, Howard finds herself in that group she worked so hard to help – felons. She pleaded guilty to a fraud charge and will report to prison sometime after Christmas to serve a three-month sentence. About $28,000 she raised ostensibly for college scholarships went instead for personal or political use.

It was a stupid, selfish act.

And she should pay a price for that. In fact, she will most likely lose her state pension in addition to serving her time behind bars. But it doesn’t erase all the good she has done, nor should it serve as a permanent impediment to her once again becoming a productive member of society.

But it probably will.

Throughout Illinois, you’ll find felons who have served their time but who now struggle to support themselves and their families.

Illinoisans should hang their head in shame that nearly 45 percent of offenders released from Illinois prisons will return within three years.

Just as Howard told me a decade and a half ago, our society needs to learn to forgive.

by Wladyslaw Izdebski, Dariusz Kardas and Wlodzimierz Krysztofczyk (Weidenfeld & Nicolson). It is subtitled “Bidding Secrets of the Italian Champions.”

The authors point out that Italy has easily the best record in European and world team championships in recent years. They believe that the primary reason is the Italians’ bidding.

The various methods are explained and highlighted with many deals from those tournaments.

The second chapter compares the different meanings for a two-notrump opening. A lot of tournament players have abandoned the strong, balanced interpretation, and the authors argue that this is a mistake, because if you are forced to open at a lower level, you give the opponents an opportunity to disrupt the auction.

In this deal, West’s one-club bid was natural but unlimited. North threw in a very weak one-diamond overcall, and despite West’s powerful one-no-trump rebid and East’s use of Stayman, East-West sold out to three spades. To make matters worse, that contract was unbeatable.

South lost only one spade, two hearts and one club.

At the other table, West opened two no-trump, East used Stayman, West denied a major, and East signed off in three no-trump.

After North led the diamond jack, West won with his king and carefully played the clubs (ace, overtake the 10 with dummy’s king, and cross later to the eight and nine) to end with 11 tricks: one spade, four hearts, one diamond and five clubs.
