Finance committee recommends council approval of TIF-fund loan

By MIKE MALLORY mmallory@shawmedia.com MORRIS – Greenway Automotive is looking to upgrade its dealership, with some help from the city of Morris.

The Morris Finance and Administration Committee recommended Tuesday that the City Council approve the dealership’s application for a tax increment financing loan from the city to help finance remodeling of the business at 300 Bedford Road.

With the remodel estimated at a cost of about $1 million, Greenway Automotive has proposed 45 acres of land south of Route 6 and east of China Buffet as collateral for the loan, Mayor Richard Kopczick said Thursday.

City Attorney Scott Belt said he doesn’t see a problem with the proposal from a col-

lateral standpoint.

Though no specific remodeling plans have been presented yet, the remodel will include upgraded facades and other additions, Kopczick said.

Greenway is requesting a loan of $600,000 out of the city’s TIF fund, which would be paid back in a balloon loan format.

This means Greenway would pay back the loan with monthly payments until the city’s current TIF agreement expires in 2022, at which point Greenway would be required to pay whatever amount is left on the loan.

“This would allow us to make further improvements than we would maybe on our own,” said Tom Greenway, general manager of the Ford/ Chrysler dealership.

because its business is growing. The year-over-year sales of Chrysler and GMC models are up significantly, Greenway said, adding that the remodel is a win for all parties.

He said as the business continues to grow it will provide the city more sales tax and more jobs.

Greenway has hired five new people in the last month and intends to hire more, he said.

“We’ve recently invested into an ad firm to help us market Morris as a car-buying destination,” Greenway said.

Kopczick said one key requirement for a TIF loan is that the property be within the TIF district, which Greenway is.

A TIF district is an area in which assessed property values are frozen at the level they are at when the district is established. The difference in tax revenue generated between the frozen tax value and present-day value goes into a special TIF fund to be used for improvements to properties

If approved by the council Monday, it would not be the first time the city has agreed to a TIF loan, Kopczick said.

The city has approved them in the past for Big R and Talty Auto.

In a separate meeting Thursday afternoon, the committee heard a presentation

by The Horton Group regarding the city’s insurance plan.

It was one in a series of presentations by different companies hoping to reach an agreement for future insurance services.

Gas prices in Grundy County continue to fall

By HEIDI LITCHFIELD hlitchfield@shawmedia.com MORRIS – Bob Mitchell stood Thursday filling up one of his family’s two cars at a Shell station in Morris. Twenty minutes earlier, he had been at the pump filling up the other car.

Like many residents, Mitchell has been watching the gas prices as they inch downward and said the savings at the pump gives him more money to spend elsewhere.

“I fill up both cars once a week,” he said. “There is a lot of savings. People now have more money to spend.”

Beth Mosher, director of public affairs at AAA Chicago, said she sees no reason why those prices would go up any time soon.

“Illinois as a whole has dropped in the last month,” she said. “The average in Morris right now is $1.84, last month it was $2.18 and six months ago it was $2.71.”

The 87-cent price difference per gallon adds up.

According to the U.S. Department of Transportation Federal Highway Administration, the average driver in the U.S. drives 13,476 miles per year. The FHA also stated the average car in 2013 got 23 mpg.

Using these statistics, the average gasoline use for passenger cars per month is just under 49 gallons. At today’s Morris average of $1.84 mpg, that equals $90.16 in gas for the month. Six months ago, that same person would have spent $132.79 for gas for the month.

For some drivers, the savings are greater.

Dr. Ahmad Agha, who was putting gas in his car at BP at the Travel Center of America truck stop, said he typically buys about $500 in gas each month for his travel, due to his work as a pulmonologist.

“It’s not hurting as bad, but it’s still expensive,” Agha said.

The last time America saw gas prices near $1 was in 1998 when gas could be found for $1.03 a gallon, according to statista.com, which gathers various statistics.

When asked whether he notices the savings from what he was spending six months ago, Agha joked that he doesn’t see the savings but his wife does.

Mosher said the savings aren’t just being seen in Illinois, though.

Across the nation, prices have dropped, with some states in the West still experiencing higher prices than consumers are seeing locally.

Grundy County assessor position remains open County looking to fill 2 positions in assessor’s office after resignation

The Grundy County Tax Committee heard Wednesday night from County Board Chairman David Welter that he’s optimistic the position will be filled soon.

“Several good candidates have applied and I feel pretty sure that if we don’t have a candidate for the board to approve in January, we will in February,” Welter said Thursday. “We’ve reached out to qualified individuals to see if they are interested in the po-

Welter said the county has held two testing dates and at one point offered a candidate the position, but the candidate declined to take it.

Welter said the county is looking for a person to fill the position long term, so the county is being careful to make the right choice.

Welter said Kennedy has come back and helped the county at no cost to make sure everything that needs to be done is done in a timely manner.

The county also is looking to fill a field appraiser position that has recently opened, and it is changing the position from part time to full time.

County Administrator Doug Pryor said the county has decided to replace the position with a full-time employee because the position requires more time.

The field appraiser is responsible for travel within the county and appraising properties, Welter said.

“We need more coverage in terms of hours,” Welter said.

She said by coupling lower oil prices with the area switching from its summer blend to winter blend – which is cheaper to make – in October, the decrease in cost becomes more apparent because it happens quickly.

She said the national average cost of gasoline has dropped 24 of the last 31 days.

“Americans as a whole have seen $265 million in savings from fuel price. That’s real savings this year,” Mosher said.

With the falling prices also come questions, though.

Mitchell said he typically fills up at BP stations to take advantage of his BP rewards card, but with a price difference of 14 cents a gallon locally, he is now shopping where

He said he realizes local owners don’t have a say in the price of their gasoline, that the price comes from corporate offices, but he can’t figure out any reason for the difference.

Minooka girl competing in NFL’s Punt, Pass & Kick

By MIKE MALLORY mmallory@shawmedia.com MINOOKA – Addison Cailteux, a 7-year-old from Minooka, will be competing in the National Football League’s Punt, Pass & Kick competition Saturday at Halas Hall in Lake Forest.

The program is a national skills competition for boys and girls between the ages of 6 and 15 to compete separately against their peers. Established in 1961, the PP&K program is the oldest NFL youth football program, according to the PP&K website.

Addison won the Channahon Park District’s local competition in September.

She then moved on to sectional competition Oct. 11 in Woodridge, where her first-place finish allowed her to continue to the regional competition Saturday.

“In Woodridge, she doubled the second-place finisher’s score, which was really surprising,” said her father, Chad Cailteux.

“She’s a short girl with small hands, but she loves soccer and has very strong legs,” Chad said. “Her kicking makes up for the lack of arm strength.”

The Cailteuxs may not know if they’re traveling for the national championships until about Christmas, when judging is completed. Regardless, they’re excited about Addison’s performance so far.

“As a football freak myself, with two daughters, I was a bit disappointed we didn’t have a boy,” Chad said. “But Addison has an ambition of kicking in the NFL and I will help her any way possible.”

Culinary pioneer, TV cook Phila Hach dead The ASSOCIATED PRESS NASHVILLE, Tenn. – Phila Hach, a culinary pioneer from Tennessee who had the first televised cooking show in the South, has died.

Her son, Joe Hach, said she died Wednesday at age 89.

The Tennessean reports Hach starred on WSM-TVs “Kitchen Kollege” from 1950 to 1956. Later, she worked as a restaurateur, caterer and innkeeper in Clarksville and the rural Nashville suburb of Joelton.

Phila Rawlings Hach famously smuggled mint juleps to a 1976 luncheon she catered for 1,700 United Nations members and dignitaries at Nashville’s Centennial Park, where alcohol isn’t permitted.

Hach used state troopers to ferry Jack Daniel’s whiskey from Lynchburg to Nashville, then mixed the drinks at the Coca-Cola bottling plant in the middle of the night, storing them in the freezer.

In October, Hach was honored by the Southern Foodways Alliance with the Ruth Fertel Keeper of the Flame award.

In a short film made for the group, Hach talks about the luncheon, saying she prepared barbecue, turnip greens and corn on the cob.

“It was just like cooking for my family, except that I was cooking for 1,700 people, and their bodyguards,” she said.

She had only ever used a hand mixer. She turned the electric mixer on and put it in a bowl of egg whites.

“There were egg whites all over the kitchen,” she said. “It was just funny. They thought it was supposed to be funny.”

Hach started her inn in Clarksville with her now-deceased husband, Adolph Hach, out of necessity after they spent all of his money on

a yearlong honeymoon. She later sold the inn but continued operating a retreat center in Joelton with her son until her death.

In 2012, she partnered with Nashville’s International Center for Empowerment to help Kurdish refugees from Iran and Iraq learn the food business. Hach later said that the experience was “the most powerful summer I’ve ever spent in my life.”

Hach published 17 cookbooks, including the first books for the Cracker Barrel

restaurant chain, “Kounty Kooking” for the Opryland USA theme park and the official cookbook of the 1982 World’s Fair in Knoxville.

“Phila Hach was among the most dynamic people I’ve ever met,” Southern Foodways Director John T. Edge said. “Her long life was a showcase of the South’s better instincts.”

In a 2008 interview, Hach said of herself, “I’m just intoxicated with life. I believe in Santa Claus. I believe in life, and goodness, and everything.”

Professor who created Peace Corps language method dies The ASSOCIATED PRESS HANOVER, N.H. – John Rassias, a Dartmouth College professor who created a unique method to teach languages that was adopted by the Peace Corps, has died. He was 90.

Rassias died Wednesday at his home in Norwich, Vermont, according to a statement from college President Philip Hanlon.

Rassias was a consultant and developer with the Peace Corps in 1966 when he directed a pilot program to teach languages in Africa.

The Rassias Method, featur-

ing rapid-fire drills, cultural immersion and a touch of theater, was later adopted by the Peace Corps.

He studied French at the University of Bridgeport and then went to the Universite de Dijon in France as a Fulbright Scholar, earning his Ph.D. From there, he moved to Paris, where he studied French drama, a skill that would serve him well when he developed his teaching method, which relied on a dramatic style designed to break down students’ inhibitions.

He joined Dartmouth in

1965, founded its Language Study Abroad programs and directed the foreign study programs for several years.

At Dartmouth, he founded the Rassias Center for World Languages and Cultures and became one of the founding partners of the Inter-American Partnership for Education, a Clinton Global Initiative.

His daughter, Helene Rassias-Miles, brought the method to Mexico and in the past few years it’s been taught to more than 2,000 English language public school teachers who have instructed hundreds of thousands of Mexi-

can students.

The method was also shared with the People’s Republic of China, Bulgaria, France, Japan, Greece, Turkey and the city of Baltimore school system, according to Dartmouth.

Rassias grew up in Manchester, New Hampshire, and served in the U.S. Marines, piloting an amphibious tank during the Battle of Okinawa.

His wife, Mary Evanstock Rassias, died in 2012. He is survived by three children and nine grandchildren.

Funeral arrangements are pending.

Middle weights prove Morris’ strong suit

By ROB OESTERLE roesterle@shawmedia.com MORRIS – A word to the wise when facing the Morris wrestling team in the 2015-16 season. Opponents need to score some points when they can at lower weights, because it won’t be easy at the higher levels.

The strength of the Redskins’ team, at least at the start of the season, seems to be the weight classes between 138 and 195.

That was the case Tuesday night when Morris beat Rich Central, 48-26, in their home opener as well as Toys For Tots fundraiser.

With a box for spectators to drop off toys for needy youngsters at the door, the Redskins (3-0) didn’t play around early in the match, which started with the 138-pound bout.

In that one, Ethan Elleson got Morris off to a strong start by defeating Jay Thompkins, 6-4, to give Morris a 3-0 lead.

Jacob Barkley followed that with a pin of James Fleming in 1:32 of the 145-pound match before the Redskins forfeited the 152-pound bout to make it 9-6.

Weighing in at 160, Morris’ Merrick Hairapatian got a quick takedown of Courtney Floyd and three near-fall points before finally finishing him off with a pin in 1:45 to put the Redskins ahead, 15-6.

Shain Hennessy followed with a pin to Tyler King in 2:39 of the 170-pound bout and Cody Baldridge appeared to be well on his way to a pin at 182 against Devon McGee before McGee bowed out with an injury to put Morris ahead, 27-6.

That set the stage for probably the most thrilling match of the night, with R.J. Roderick of Morris doing battle with Marcus Villanueva at 195.

The match was tight throughout, with Villanueva getting a takedown in the first period, only to see Roderick escape and then get a takedown of his own to go ahead, 3-2.

Villanueva then got a reversal to take a 4-3 lead after one period. Roderick started the second period in the down position and escaped to tie the score. After going out of

Roderick escaped again to start the third period, but Villanueva got a takedown to take a 7-5 lead. Roderick escaped to pull to within 7-6 and, with just :08 left in the match, took down Villanueva to come away with an 8-7 win.

“That win by R.J. was great,” Morris coach Jon Lanning said. “That’s why we want everyone to go until the buzzer sounds. To win in the final 10 seconds after a hard match like that says a lot for R.J. and not giving up.

“Shain [Hennessy] and Cody [Baldridge] are going to be our two main guys this year, and I thought Merrick [Hairapatian] wrestled much better tonight than he did Tuesday. Ethan Elleson got us off to a good start, and he had a big win for us against Princeton the night before. Our middle to upper weights are pretty

strong right now.”

Colby Eschenbaum got a pin in 4:20 against Victor Johnson at 220 to put Morris ahead 36-6 before Bobby Stubinger got pinned by Eric Henzee in 2:22 at 285.

At 106, Morris’ Abby Eisenbeis came tantalizingly close to getting a pin against Dave Lang, scoring a reversal and three near-fall points in the first period. In the second, she started in the top position, but

got reversed and lost by fall in 2:52.

“Abby was so close,” Lanning said. “She still struggles a little when she gets on her back, but she’s pretty good when she has an advantage.

We’ll get her there.”

Morris’ Michael Milton scored a win by forfeit at 113 before Zach Sater won by disqualification against Trevon Neely at 120.

Dakota Sater then lost a 9-7 decision to Pierre Bush at 126 before Tyler Matteson was pinned by Andre Jones in 2:47 of the 132-pound bout to end the match.

“This was a pretty good home opener for us,” Lanning said. “We had some pretty solid wins, we collected some toys. We have some guys still up a weight from where they will probably end the season, so our lineup isn’t set in stone yet. I really thought Jacob Barkley had a good match at 145 for us, too.”

The day before Thanksgiving my family loaded into the SUV and fired up the GPS. Luggage spewed forth from every possible crevice.

Every other year my wife’s side of the family converges from all corners of the Midwest and East Coast.

Relatives that haven’t seen each other for months quickly pick up where they last left off.

The kid cousins mingle and have a blast together while the adults hash over all the latest news in their lives.

One by one, everyone arrives.

It is possible that we could meet in any variety of places.

But we don’t. Lake Cumberland offers something that we all enjoy the outdoors.

The location is remote enough to keep everyone away from those Black Friday temptations.

The cell service is sketchy, helping to secure the electronic devices in pockets and not in our hands.

The weather has been historically perfect for outdoor activities, and we don’t have to cook the big meal since we eat at the lodge.

On the way down, the boys asked about the activities. Are we going to play disc golf again?

What about exploring the woods? Do you think we will find a bunch of geodes this time?

The list of fun things we’ve done in the past is almost endless.

The first evening after arrival was spent around a campfire.

Every few minutes someone else would join the circle and soon multiple generations were laughing and carrying on.

Even as the sun set and darkness encroached. The fire kept burning and the stories kept coming.

We talked of past trips to the park.

The conversation turned toward a raucous game of capture the flag that pitted a father and daughter against each other.

The competition ended with the family members arguing over who won or cheated.

Years passing by have turned the story into one of exaggerated details and deep belly laughs that will be retold for years to come.

The next morning, before our Thanksgiving feast, we took a long walk through the gorgeous wooded paths of the park.

The rolling hills in this part of Kentucky are breathtaking.

INTO THE OUTDOORS Steve Rogers swept away sometime earlier, but the vast assortment of browns and earth tones provided a splendid backdrop for a stroll.

Time slips by so easily when surrounded by such beautiful conditions.

Once the time to fill our stomachs with all the Thanksgiving trimmings arrived, we converged upon the great dining hall of the lodge and admired the beauty below us.

Down the hill, glistening

in the giant windows, was Lake Cumberland itself.

This highland reservoir is the largest manmade impoundment east of the Mississippi River.

It is known as the houseboat capital of the eastern United States. The lake is a mile across at its widest point and winds and curves for 100 miles. Yes, it is a jewel.

An economic savior for the area.

Eyes from those eating kept looking at the lake in awe.

When the Thanksgiving feast was over, we all clambered out the patio and set up for some family photos.

Of course, the lake was our backdrop.

I question the thought process here since we just crammed ourselves with food, but it is a tradition.

The rest of the weekend was laced with other outdoor activities, laughter, and lots of future memories.

Getting family together is always a challenge, but when the outdoors is involved, everything tends to turn out just fine.

Plans have already been made for 2017, and everyone is looking forward to it.

OPINION Failure at every level for Chicago teen shot by cop Here’s what the Chicago Police Department told the media after Laquan McDonald was killed by a police officer 13 months ago: A drug-addled black kid lunged at a cop with a knife and then was shot in the chest. Six months later, and a week after Chicago’s mayoral election, the City Council rushed through approval of a $5 million settlement with McDonald’s family, even though no lawsuit had been filed. Seven months after that, the city finally released the dashboard video from a Chicago police car that clearly showed McDonald walking away from the police when he was shot 16 times – and almost all of those shots were fired as he lay bleeding to death on the pavement.

In addition to the officer who shot him, everybody failed that kid, from his own mother, who lost custody of Laquan after her boyfriend savagely beat him; to the state’s Department of Children and Family Services, which was supposed to protect him and help him as its legal ward; to the city’s mayor, who covered up the gruesome manner of McDonald’s death by fighting the release of the dashboard video; to the City Council for not demanding answers before approving such a huge settlement; to the mainstream media for not following up on their denied Freedom of Information Act requests with a lawsuit; to the Cook County state’s attorney for her all-too-usual slow-walking of investigations of alleged police misconduct; to the Illinois attorney general, who waited until the day before a judge finally acted to claim that the city had violated the state’s Freedom of Information Act by sitting on the video.

Other states take much better care of their young wards.

VIEWS Rich Miller if caring for the kids nobody else wants isn’t one of the state’s most important responsibilities, I don’t know what the heck is. According to the Chicago Sun-Times, Laquan was sexually molested in two different foster homes that were chosen, vetted and paid for by the state. Two. Cops have an almost impossible job, particularly in Chicago. Between Jan. 1 and Nov. 23, there have been 2,712 Chicago shooting victims, according to the Chicago Tribune. I wouldn’t want to be a Chicago cop for any amount of money.

The number of fatal shootings by police (70 in five years) pales in comparison to the total of all shootings. For most, our first instinct is to back the police. It’s a natural reaction. They’re our protectors, so we want to believe they are just and good people, and they most definitely are.

But more citizens, particularly in high-crime areas, have more contact with the police than they do with any other government employees. And, of course, cops carry guns and are allowed to use them.

In Chicago, official discipline of bad cops is so rare as to be almost nonexistent. It’s a problem that screams for a remedy from above.

Our Freedom of Information Act should no longer be a freedom-from-information law.

And we as a state should revisit the police licensing issue, since Chicago apparently can’t seem to take care of this very real problem on its own.

LETTERS TO THE EDITOR From the Grundy County Board chairman, on one last year

To Grundy County taxpayers: I will not seek re-election to represent District 1 on the County Board. My term is scheduled to end in December 2016.

When my term ends, I will have served a total of six years on the board, with two years as vice chairman and the past two years as chairman.

I ran for the County Board because I saw the opportunity to bring a fresh approach to local government at the county level, and because I believed I could positively impact the county while also providing long-run savings for taxpayers.

During the last five years we cut unnecessary spending, including pensions and health care for part-time County Board members. We also put large county building projects in the hands of the voters, and we froze board member’s salaries.

One of the things I’m most proud of and would like to see continue to expand is our Web transparency. The amount of information available to our citizens continues to grow.

Grundy County is among the highest-rated counties in the state when it comes to Web transparency.

While I know that Grundy County will continue

to face challenges in the future, I feel confident that I have made a positive impact, and I look forward to spending the final year of my term to do all I can to serve the county and make the transition to new leadership as seamless as possible.

I was the youngest person ever elected to the Grundy County Board at age 19, and I’m currently the youngest County Board chairman in the state at 24.

My exit after the November 2016 election will complete two terms on the board. Board members select the chairman for a two-year term at the first meeting after an election. I had the honor of initially being appointed as chairman in 2014.

My departure from the board does not mean that I will be going away. I will take a step back from the demands of the chairmanship to allow more time to focus on my personal, professional and academic pursuits.

I will continue to be actively involved with local organizations and would be excited and grateful to have the opportunity to serve the community again in the future.
