select new member Joliet attorney Daniel O’Connell joins board; two vacancies still to be filled

ROMEOVILLE – The Joliet Junior College Board of Trustees decided to fill a spot on the board with a familiar face.

Joliet attorney Daniel O’Connell was unanimously approved by trustees at Tuesday’s board meeting to fill the seat left vacant by former Chairman Jeff May, who resigned in July for health reasons.

O’Connell previously was a board trustee from 2007 to 2013.

“I felt there was a need for me to come back,” O’Connell said.

He said he thinks he can provide input on the configuration of the board. One goal for him as trustee is opening the City Center campus building.

The board has two more spots to fill after former Chairwoman Tina Markley and trustee Barb Adams resigned in August. Before resigning, Markley accused board trust-

ees of engaging in internal board politics and not guiding her in the role of board chairwoman.

Adams resigned with her but without explanation.

The deadline for applications was Friday, and trustees plan to examine the candidates at a 6 p.m. Thursday meeting.

Wunderlich said the remaining seats on the board should be filled by an October meeting. The board is meant to have seven elected members, plus an appointed student trustee.

O’Connell owns Daniel F. O’Connell, Attorney at Law in Joliet. He has practiced law in Will County since 1982. He has a J.D. from Northern Illinois University and a bachelor of arts degree from Lewis University.

Wunderlich has said anyone who applied before 5 p.m.

Friday will be in the running for Markley’s and Adams’ seat, including possibly the finalists who were not selected for the seat Tuesday.

By JEANNE MILLSAP Shaw Media Correspondent MORRIS – After more than 44 years of bringing out the best in local senior citizens, Barb Hoffman is retiring this month as activities director at Park Pointe Healthcare & Rehabilitation Center.

“I love my work, and I love the people,” Hoffman said. “It has been very rewarding.”

Park Pointe Administrator Suzanne Day called Hoffman’s contributions “immeasurable.”

“I can honestly say that in the 26 years that I’ve been here,” Day said, “I have never heard Barb say no to anyone or anything that was asked of her in regards to a resident. It didn’t matter if it was early in the morning or late at night, the weekend or holiday, in the middle of a blizzard or heat wave. If there was something that needed to be done for a resident, she was always willing and able.”

The best part of her career, Hoffman said, was when she was able to reach through to a resident and invoke some great memories. It still brings her goose bumps to remember how they fill with joy with the recollections.

“You see a whole different side of them,” she said. “When you see their eyes light up or a smile. ... It’s so incredibly important.”

Hoffman laughed when she recalled how she got into the field. Her sister was a nurse’s aide and told Hoffman she should get a job as an aide for a while. Hoffman was a young married mother and had a particular goal.

“There was this gorgeous furniture set,” she said. “I wanted to work long enough to get my new furniture.”

That was in 1971. The facility back then was the Grundy County Home, a nursing home owned by the county. Hoffman started out as an aide, then

Eventually, Hoffman became the activities director herself. She later followed the home with its new name and owners to its new lo-

cation, a mile west in Morris.

Hoffman has long volunteered her time, as well, to helping people, whether it was in Girl Scouts, her church or the Morris Woman’s Club. It’s a passion for her and also a calling.

“I’ve always had a passion for wanting to help people,” she said. “I feel this [position] is a mission God sent me on.

I realized long ago I was making a difference for the people here.”

Some of her fondest memo-

ries are working with Shabbona Middle School teacher Ken Iverson, now retired, to bring students to the facility. It was great for the kids and for the seniors, she said. One such

Water department finds new, unified home Unanimous vote allows mayor, city clerk to execute purchase contract

By MIKE MALLORY mmallory@shawmedia.com MORRIS – After discussion at several committee meetings, the Morris Water Department soon will be in one building.

The Morris City Council voted, 9-0, Tuesday night to authorize the mayor and city clerk to execute a real estate purchase contract for 1349 East Street, a 6,000-squarefoot building the city intends to house the water depart-

ment equipment and furnishings in.

A two-thirds major vote was required because it involves a property purchase.

Mayor Richard Kopczick voted to meet the requirement.

“It’s a nice piece of property,” Alderman Duane Wolfe told the council.

The council met Tuesday, in observance of Labor Day, and agreed the water department needed to be one place.

The city was looking for sev-

eral years at potential properties for the department to call home, council members said.

The potential purchase was discussed in two August meetings, with the Finance and Administration Committee agreeing the purchase at $312,500 would be contingent on a sound professional inspection of the building, which came back clear on all fronts.

The property is in Morris’ tax increment financing district, and the purchase has been accounted for in this year’s budget with TIF dollars.

A TIF district is an area where assessed property values are frozen at their current

level. The difference in tax revenue generated between the frozen tax value and present-day value goes into a special TIF fund to be used for improvements to properties within the district.

Committee members in August meetings said they had seen the property inside and out and approved of it, but wanted a lower price than the $325,000 list price.

The city offered $300,000, and a handshake agreement was reached at $312,500, contingent on the inspection.

Morris has purchased property with TIF dollars before – a portion of the old paper mill in 2012 and a parking lot at the corner of Jackson

and Franklin streets in June.

The city’s water department currently is scattered across a few cramped cityowned properties, and employees often have to stop at multiple locations before performing a job.

Council also granted, with a 8-0 vote, a transfer of a Class A liquor license from Dianne Breslar of Chapin’s to John Mathias, owner of Big Fish Grille in Wilmington, who plans to reopen the location as Morris Chop Shop, 701 N. Liberty St., by October.

Chapin’s owners Scott and Dianne Breslar announced last week they were closing Chapin’s after 11 years of business.

Board discusses budget Members place budget on file, will vote on it at a later meeting

By HEIDI LITCHFIELD hlitchfield@shawmedia.com MORRIS – An amended 2015 budget shows Grundy County had a nearly $1.3 million revenue decrease.

The Grundy County Board approved placing the 2015 amended budget on file Tuesday evening during its regular board meeting.

The board will vote on the budget at a future meeting.

After learning the county would be losing revenue this year, the board started addressing the budget shortfalls in February and has remained proactive.

County Board Chairman David Welter said the board went to department heads and elected officials and requested they cut 3 percent off the 2015 budget.

“We didn’t want to cut services or jobs,” Welter said after the meeting. “We literally went line by line and went back to the department heads and asked if they really needed to do some of the things they had on their budget.”

Welter said he is proud of the department heads and elected officials who were able to adjust expenditures to fit the budget the county has with the loss of point of sale revenues, which are taxing strategies enticing companies to open small purchasing offices in counties with lower sale tax rates, such as Grundy County.

Welter said the county lost $1.7 to $1.8 million when point of sale purchases were stopped in Channahon.

During the meeting, board member Frank Halpin asked if the county was taxing residents for more than was needed since the county was able to cut its budget by so much.

Welter said the county was forced to change budgeted items when officials saw revenue wasn’t coming in.

Administrator Doug Pryor said the final amended budget leaves the county with a $100,000 surplus after all areas were reviewed.

The projected revenues for the year were $14,728,816, and the amended budget shows revenues at $13,462,148 after the loss of point of sale and the additional revenues in some departments that weren’t expected.

The projected expenditures of $14,728,816 were decreased to $13,326,274 in the amended budget.

Pryor said the county was able to save more than $500,000 in expenditures, both by cutting the new capital project fund and by decreasing expenditures in the health department from the original

By HEIDI LITCHFIELD hlitchfield@shawmedia.com MORRIS – Educators at Morris Elementary School District 54 are addressing safety issues at recess to allow all students a chance to use the playground equipment.

Principal Chris Maier said Tuesday that for one grade with a large number of students at White Oak Elementary School that meant finding a way to separate students so everyone had a chance to play.

“One grade level, due to size, tried to come up with a remedy,” Maier said. “They had boys on the playground equipment, and girls on the blacktop for one recess, and on the next recess they switched places.”

He said they were not segregated by gender and anyone was allowed to leave the playground equipment and play on the blacktop at any time.

Since that time, there have been further conversations with the educators for that

grade level and now the use of equipment is divided by class, not gender.

“We trust our teachers’ sound judgment with student safety,” Superintendent Teri Shaw said. “My office has not received one call or email on the matter.”

Shaw’s and Maier’s responses came after a request for comment from the Morris Herald-News after the newspaper’s receipt of an email about gender separation at recess and during lunch.

Maier said there was never a policy put in place, it was just staff addressing safety issues.

Each grade has two recesses every day and the number of students who can use the playground equipment safely needed to be addressed in one grade level because of its large size.

Administrators did not state which grade level had the issue.

As did Shaw, Maier said he also has not received calls on the matter.

Visitors also will tour the station’s control room simulator, which is where operator training is conducted. Refreshments will be served.

“We look forward to hosting our annual Community Information Night. It gives us the opportunity to provide our neighbors with information about how we provide safe, reliable and clean electricity,” Dresden Site Vice President Shane Marik said in the release. “It’s a great opportunity

for people to get a feel for what goes on at an operating nuclear facility.”

Those attending the open house must bring a state-issued ID. Children without an ID must be accompanied by a parent or guardian.

‘Marmaduke’ comic strip creator dies at age 91 The ASSOCIATED PRESS MONTGOMERY, Texas – Brad Anderson, creator of the “Marmaduke” cartoon strip that for more than 60 years featured the antics of a lovable Great Dane, has died.

He was 91.

Anderson died Aug. 30, according to a Tuesday statement from Universal Uclick, which syndicated the comic strip. Universal Uclick spokeswoman Julie Halper did not immediately provide additional details on the death of Anderson, who lived in Montgomery, Texas, near Houston.

Anderson was born in Jamestown, New York, in 1924, and as a boy expressed an affinity for drawing.

“Brad’s interest in cartooning dates back to his early childhood, when he drew popular cartoon characters to amuse himself,” according to his biography on the Universal Uclick website.

He served in the Navy during World War II before graduating from Syracuse University and doing freelance work for magazines, including the Saturday Evening Post, before creating “Marmaduke” in 1954.

Anderson’s son, Paul, assisted him in later years on the popular comic strip, and a 2010 “Marmaduke” film featured the voice of actor Owen Wilson as the gregarious pooch. At its peak, the comic strip appeared in more than 600 newspapers in 20 countries.

By LUKE MEREDITH The Associated Press IOWA CITY, Iowa – Tyler Sash, a standout safety at Iowa who later won a Super Bowl with the New York Giants, has died, the state medical examiner’s office said Tuesday. He was 27.

John Kraemer, the director of forensic operations for the medical examiner, told The Associated Press his office is investigating Sash’s death along with police in Oskaloosa, Iowa, Sash’s hometown. No cause of death has been determined, he said, and an autopsy was scheduled for Wednesday morning.

Sash started 37 games for the Hawkeyes from 2007-10, earning first-team All-Big Ten honors as a senior. He was fourth all-time in interception return yardage in the Big Ten when he graduated, and his 13 picks were fifth-best in school history.

Sash collected three interceptions in Iowa’s 35-3 win and the Hawkeyes went on to win

11 games and the Orange Bowl that season. Sash played two seasons with the New York Giants, winning a Super Bowl ring in 2011.

He was suspended for four games in 2012 for violating the NFL’s performance-enhancing

substances policy.

“We were all deeply saddened today to hear of the passing of Tyler,” the Giants said in a statement. “Our thoughts and prayers go out to Tyler’s family and friends and all the Hawkeyes he was so proud to represent.”

Former Giants player Antrel Rolle tweeted his condolences to Sash’s family.

“This is heartbreaking,” wrote Rolle, who now plays for Chicago. “Feels like I am dreaming. I am literally hurting right now.”

Sash was arrested in May 2014 in Oskaloosa after police said he led officers on a fourblock chase with a motorized scooter before running into a wooded area. Iowa coach Kirk Ferentz abruptly canceled his weekly press conference Tuesday for what spokesman Steve Roe said was a “a private issue regarding the Iowa football program, unrelated to game preparation.”

Helen Jackson, Jesse Longtime pollster Andrew Jackson’s mother, dies Kohut dies at age 73 The ASSOCIATED PRESS GREENVILLE, S.C. – Helen Burns Jackson, the mother of civil rights leader Jesse Jackson, has died.

She was 92.

The Rev. Jesse Jackson told The Associated Press his mother died Monday morning in her longtime Helen Burns hometown of Jackson Greenville, South Carolina. She had been in failing health for some time, he said.

“She was an incredible woman blessed with a long life,” Jackson said.

Jackson described his mother as a talented musician, active member of her church and big inspiration for much of his community activism. Born in 1923, Helen Burns Jackson “lived under very trying circumstances, but she was so determined

to make a contribution,” her son said.

Jackson said his mother had two scholarships to attend college, but when she became pregnant with him, she chose not to go. She later became a cosmetologist.

“She helped a lot of people,” Jackson told The Greenville News a few days before she died. “That’s mostly what I remember about Mother is some people would call and say ‘I need my hair to be dressed, but I don’t have any money.’ She would say, ‘Come on anyhow.’ ” Jackson also recalled how his mother would help others who couldn’t read or write fill out government paperwork.

One year when they were too poor to buy Christmas gifts, he said, they came home from a pageant to find six bags of groceries on the porch. They learned later the groceries came from an illiterate World War I veteran whom Burns Jackson had once helped.

The ASSOCIATED PRESS WASHINGTON – Andrew Kohut, a leading pollster for more than three decades and founding director of the Pew Research Center, died Tuesday at age 73.

Kohut’s son, Matthew, said his father died from a form of leukemia.

A president of The Gallup Organization from 1979 to 1989, Kohut also founded Princeton Survey Research Associates and later helped start the Washington-based Pew Research Center, a “fact tank” that runs independent surveys of U.S. public opinion on politics, public policy and the press.

“In an era when many numbers, including polling, have become increasingly automated and commodified, Andy always reminded us that the ‘public’ in public opinion is not an indiscriminate force. It is people,” Pew president Michael Dimock said in a statement.

Kohut served as founding

director and president of Pew from 2004 to 2012, providing regular commentary in print, radio and television and in testimony to Congress.

Kohut’s regular public presence led the Washington Examiner to describe him in a 2008 profile as “the man to see when polling questions arise – the public face of public opinion polling.”

Kohut was diagnosed with chronic lymphocytic leukemia in 2009. In a blog post earlier this month to honor his father’s birthday, Matthew Kohut noted that his father was too ill to speak by phone.

The son listed some of the important lessons his father taught him: “It’s all about the question you ask” and “Don’t place too much stock in credentials.”

Kohut was the co-author of four books, including America Against the World. According to his son, Kohut was particularly proud of his international polling work that led to creation of Pew’s Global Attitudes project.

By ROB OESTERLE roesterle@shawmedia.com MORRIS – It definitely was not the best of times Tuesday when the Morris volleyball team took to the court against LaSalle-Peru in a Northern Illinois Big 12 crossover match.

Morris couldn’t catch up with its opponent all night and lost a 25-16, 25-18 decision to the Cavaliers, dropping the Redskins’ record to 3-6.

“It was just one of those nights,” Morris coach Taylor Lafond said. “We made a lot of mental errors that we don’t typically make, and it kind of snowballed from there. We had girls doing things they don’t normally do, or not doing things they normally do well.

We were just off all night.”

The match started well for the Redskins, as Janelle Brehm got things going with an ace. She added another during her four-point run as Morris built a quick, 4-0 lead.

Unfortunately for the Redskins, it was all LaSalle-Peru after that, as the Cavaliers went on a 12-3 run to take a 12-7 lead, scoring a pair of kills from Taylor Gibson and one each from Quince Weber and Alexa Zimbelman to go with a pair of serving errors by the Redskins.

Morris’ Addison Polite led the serve with the Redskins trailing 14-9 and scored four points, including an ace to pull to within 14-13. The teams traded points, and the score stood at 15-14 before L-P closed the first set with a 10-2 streak.

“We had a lot of trouble getting the ball to the setter,” Lafond said. “We got to the ball and brought it up, but the passing wasn’t very good after that. And we struggled receiving serves and with reading their hitters.

“We had a nice run in the first game, but we killed ourselves most of the night. We were really playing on our heels instead of being aggressive.”

When declarer is in trouble, he should try to pull the wool over the opponents’ eyes, in the hope that they will misdefend.

What sheepish play should South try in this deal? He is in three notrump. West leads the spade six, and declarer takes East’s 10 with his king.

This was not, per se, a deal in which using Stayman had a major effect. If North had just raised to three no-trump, West would still have led the spade six.

The only drawback of North’s employing Stayman was that the defenders knew South had started with only two or three spades.

Declarer began with eight top tricks: one spade (trick one), three diamonds and four clubs. He needed to get a heart trick.

South adopted his best line. He played a club to the dummy and called for the heart jack, trying to look like someone about to finesse East for the queen. If a sleepy East had thought that, he would have played second hand low and the contract would have made. But an awake East had applied the Rule of Eleven at trick one. Six from 11 is five.

So there were five spades higher than the six in the North, East and South hands combined, and East had seen them all at trick one. So, West’s spades were ready to run. East grabbed the third trick and returned his spade jack to defeat the contract.

Improved heart health can help treat erectile dysfunction Dear Dr. K: My doctor says my erectile dysfunction is most likely caused by vascular disease. Can you explain the connection?

Dear Reader: Erectile dysfunction (ED) – trouble attaining and sustaining an erection – is quite common in men over age 40. Why, you might ask, would nature (evolution) not preserve something so important to the continued existence of the human race? The average life expectancy throughout most of human history has been less than 50 years. Guys, we were not built to last!

To understand how vascular (blood vessel) disease can cause ED, you need to understand how an erection occurs.

During an erection, arteries

ASK DOCTOR K Anthony L. Komaroff supplying blood to the penis relax and widen. As the arteries relax, blood floods the penis through two central arteries. These arteries run through two flexible cylinders that run the length of the penis. Thousands of tiny spaces inside these cylinders fill with blood.

At the same time, veins carrying blood away from the penis clamp down. As a result, more blood remains inside the penis. With more blood coming in and less going out, the penis swells and becomes firm. (I’ve put

Erections depend on the blood vessels that serve the penis. So it’s not surprising that vascular disease, which affects blood vessels, is the leading cause of ED. The most common type of vascular disease is atherosclerosis, which occurs when fatty deposits build up on artery walls. This narrows and clogs artery walls and limits blood flow through them. Atherosclerosis can occur not only in the arteries of the heart and brain, but also in arteries throughout the body – including those leading to the penis.

Another common cause of ED is diabetes. Men with diabetes are two to three times

more likely to experience ED than men without the disease.

Diabetes can cause ED in at least two ways. It can harm the nerves that instruct the arteries in the penis to widen and send more blood. And it can increase a person’s tendency to develop vascular disease, which also restricts blood flow to the penis. High blood pressure and high cholesterol also increase a person’s tendency to develop diseased blood vessels and reduced blood flow.

If your ED is due to vascular disease, taking steps to improve your heart health might also help your ED. These steps include not smoking, exercising regularly, eating a healthy diet and maintaining a healthy

weight. Carefully controlling blood sugar, blood pressure and blood cholesterol levels all can help prevent ED. We have more powerful medicines today to control these conditions than were available when I was a medical student. Yes, some of the blood pressure medicines sometimes can also cause ED. However, making adjustments in these medicines often improves the problem.

Finally, we now also have treatments for ED, such as sildenafil (Viagra), tadalafil (Cialis) and vardenafil (Levitra).

NOTICE OF REVIEW AND OPPORTUNITY FOR PUBLIC HEARING AND WRITTEN COMMENT In accordance with the requirements of the Illinois Health Facilities Planning Act, notice is given of receipt to establish an End Stage Renal Dialysis (ESRD) facility. Project 15042, Affiliated Dialysis of Joliet, LLC d/b/a Morris Community Dialysis. Applicant: Affiliated Dialysis of Joliet, LLC. The applicant proposes to establish a 10-station ESRD facility in 3,000 GSF of leased space, located at 1401 Lakewood Drive, Morris. Project cost: $704,500.

The application contained a Safety Net Impact Statement and was declared complete on September 1, 2015. A copy of the application may be viewed at the Illinois Health Facilities and Services Review Board Office, at the address below.
