MORRIS – After the approval of an annexation agreement Monday night between the city of Morris and Costco to bring 140 acres of land into the city for a meat processing plant, the City Council also voted to approve an agreement for engineering services with Chamlin & Associates.

The agreement concerns the east side wastewater treatment plant expansion project necessary because of the need to properly treat the fats, oil and grease that will be discharged from the meat processing plant. The city will compensate the firm as various milestones in the project are passed, Mayor Richard Kopczick said Tuesday.

Some of the phases include design, submitting for permits from the Environmental Protection Agency, meetings for updates on the project and overseeing the construction work.

The improvements are estimated to cost about $2.2 million.

The design and engineering will cost about $150,000, plus a percentage of the total bid on the project, Kopczick said.

Costco will cover about $1 million in improvements through water and sewer per acreage fees. The city will pay the rest through the water and sewer capital improvement fund and a tax increment financing district.

Kopczick said that because water mains were installed years ago along Brisbin Road and east on Route 6 – where the city expects the next phase of in-

dustrial development – the city will not have to pay for future improvements after the project.

“Future developers that come in will still pay water and sewer per acreage fees,” Kopczick said.

The target time of completion for the treatment plant upgrades is June 2017, he said.

That is in conjunction with Costco’s target operational start time for the meat processing plant, which will produce hot dogs, sausages and meatballs.

The facility expects to use at least 250,000 gallons of water a day in the nearly 257,000-squarefoot building.

However, the amount of water handled is not what the upgrades are for – they are needed because of what the plant will discharge, even after going through the on-site lift station Costco will build and operate privately.

Negotiations on the meat processing plant have taken about two years.

“When you think of the volume of the project, in this economic time, with two years of negotiations, it’s a pretty substantial relief,” Kopczick said.

“I think it’s a terrific project for the city.”

The council also voted to authorize the sale of surplus Morris Police Department vehicles, Public Works vehicles and equipment owned by the city.

There are eight squad cars, three trucks from Public Works, a dump truck and a wood chipper going to Ritchie Brothers Auctions. The city will put the sale proceeds back in its general fund.

Officials remind residents the threat of severe weather in Grundy County is not over

By MIKE MALLORY mmallory@shawmedia.com MORRIS – Even though the calendar is nearing October and some leaves have begun to fall, it doesn’t mean the threat for severe weather – such as tornadoes and flooding – is over.

The November 2013 tornado in Diamond is evidence of that, according to Grundy County Emergency Management Agency Director Joe Schroeder.

“It was a warm time period when the tornado hit, but two weeks later we had snow on the ground,” Schroeder said.

“That’s Illinois for you.”

As part of National Preparedness Month in September, the Illinois Emergency Management Agency and local EMAs throughout the state

are joining federal agencies in a push to encourage personal preparedness. The theme for this year’s campaign is “Don’t wait. Communicate. Make your emergency plan today.”

To that end, Schroeder said it’s important in Grundy County to be aware of threats that affect the area. Throughout the year, the county is susceptible to extreme heat or cold, excessive flooding and snow and tornadoes.

The destruction path of the November 2013 Diamond tornado was small compared to the path of the June EF3 tornado in Coal City and Braidwood that damaged more than 800 properties.

Nevertheless, two tornadoes in the county in less than two years should be an adequate reminder of how prepared residents should be,

Grundy County to ask Anthony files bill to found Sheriff for alternate auditors Terry Marketti Memorial Highway

By HEIDI LITCHFIELD hlitchfield@shawmedia.com MORRIS – The Grundy County Finance Committee voted unanimously Monday night to issue a request for proposal for audit services for 2016.

County Board Chairman David Welter said he believes it is owed to the taxpayers to seek proposals for the services.

“I think it’s always good when possible to have a second set of eyes on things,” Welter said Tuesday. “Mack & Associates have been outstanding, I just want to look at moving to a different auditor for a year.”

Welter said his stance since being elected to the Grundy County Board is to have a different auditing firm for at least one year.

The move to issue the request for proposal came at the same time the 2016 audit contract came up at the finance committee for recommendation to the board.

Mack & Associates is under contract until Nov. 30 and will be performing the 2015 audit.

Tawnya Mack, a partner at Mack & Associates, said there is a strict set of guidelines in place, and she doesn’t believe another set of eyes will make a difference to the county budget.

“I think it’s always good when possible to have a second set of eyes on things.”

David Welter Grundy County Board chairman She said there are some municipalities that go to another auditor every three, six or seven years – whatever their policy states – and there are others who feel the continuity of a single auditor is more valuable. She said there is no right or wrong answer.

Mack & Associates’ audit proposal for 2016 came in at $44,500, the same amount as 2015.

The firm’s proposal for budget preparation has gone down $5,000 because of the hiring of County Administrator Doug Pryor, Mack said.

She said with the addition of Pryor, she is certain the county won’t need the same number of hours during the budget process as it has in the past.

“My goal was to not have to attend budget meetings to make sure the audit is independent of the budget process,” Mack said. “With Doug (Pryor) in place, that has happened.”

John Anthony, R-Plainfield, filed legislation Monday to designate the section of Illinois Route 47 from Spring Road to DuPont Road in Grundy County as the “Sheriff Terry Marketti Memorial Highway” in honor of the longtime law enforcement leader who died in 2012. The proposal to honor Marketti was suggested by Grundy County Sheriff Kevin Callahan and Morris Police Chief Brent Dite, according to a news release from Anthony’s office.

“Throughout his life and career, Terry Marketti put people first, setting a fine example of what public service is all about,” Anthony said in a news release. “As a former sheriff’s deputy myself, I admire and respect Sheriff Marketti’s lifetime dedication

dear friend. I know firsthand that everything he did during his 35 years with the Grundy County Sheriff’s office was for the safety of every citizen of Grundy County,” Callahan said in the news release.

Dite also fondly recalled his friend and colleague.

“Grundy County Sheriff Terry Marketti was one of the most dedicated public servants I’ve ever known,” Dite said in the news release.

“His leadership as chairman of the Grundy County ETSB spearheaded the consolidation of 911 services in Grundy County and the subsequent building of the state-of-the-art Grundy County Consolidated 911 Center.”

Anthony intends to move for the adoption of the joint resolution at the earliest possible date. The Illinois House of Representatives is scheduled to reconvene Thursday.

Saratoga board OKs new budget D-54 in budget deficit

By ALLISON SELK Shaw Media Correspondent MORRIS – Superintendent Kathy Perry presented Monday the 2015-16 budget for Saratoga School District 60C, and the board unanimously approved it. The main budgetary concern for Perry is the education fund deficit. She said she wants people to be aware that since tax year 2009, the tax base has declined 20 percent, dropping the district’s revenue by nearly $1 million.

“The biggest part of the school’s budget is people. We are operating on a staff of three administrators and as tight as we can elsewhere,” Perry said.

Perry said a finance committee meets to discuss the budget deficit and provide projections of future funds.

“Hopefully, Senate Bill 318 will not pass and property values will rise. If this does pass, the only way to increase tax revenue is on new growth that one year, and then that will even be frozen for the next two years,” Perry said.

PTELL allows a taxing district to receive a limited inflationary increase in tax extensions on existing property, plus an additional amount for new construction. Illinois Senate Bill 318 amends the PTELL in the property tax code by making “changes concerning the definitions of ‘taxing district’ and ‘extension limitation’ to provide that, for the 2016 and 2017 levy years, the law applies to all home rule and non-home rule taxing districts outside of Cook County, and the extension limitation for those districts in those levy years is 0 percent.”

Perry said final action on the bill is scheduled to be considered Sept. 30, but it is “impossible to know what will happen.”

The entire 2015-16 budget will be online in a few days at sd60c.org under “About SD60C” and “financial information.”

In other district news, Perry said the asphalt project will be finished Friday, and the building has a problem causing leaks, which will have to be fixed immediately. With Monday’s meeting being the first since the new school year started, a character assembly was held and students who were nominated by teachers were given Saratoga’s Character Award for Confidence.

Superintendent Teri Shaw said Tuesday that historically the education fund deficit has been closed by the issuance of working cash bonds.

“There have been years we’ve levied less in working cash bonds so there is no surplus or deficit,” Shaw said.

“Our biggest expense is salary and benefits. At the end of the day, we are going to have to make some major decisions in the 2016-17 and 2017-18 school years.”

The district continues to operate on a deficit budget, just as it has since 1988. In 1989, it issued working cash bonds and cut programs to make up the difference when the first of 11 failed referendums did not pass.

For 2016, the district’s has overall budgeted revenue for

just under $16.2 million and its expenditures are about $17 million, creating a total deficit for the district of $857,490. That includes the $549,667 in the education fund.

Shaw said the education fund deficit can be accounted for in two areas: state funding and a health insurance trust fund collective with the Grundy County Special Education Co-operative that required a $250,000 one-time payment to sever ties with the co-op.

“If the state fulfilled their obligations we’d be in a better place,” Shaw said.

The health insurance trust fund was formed in 2001, before Shaw became superintendent. She said a forensic audit showed that in 2003 the district had a half-million dollar deficit with the fund. The remaining balance on this fund was $250,000, and had to be paid this year. The trust fund covered certified staff of both District 54 and the co-op.

District 54 started pulling services out of the co-op in 2010 and two years ago submitted its intentions to remove itself completely, transferring all special education services back in-house as of the 2015-16 school year.

By JEANNE MILLSAP Shaw Media Correspondent CHANNAHON – Channahon’s village president said she intends to start a program that will teach youth the importance of civic responsibility.

During Monday’s Village Board meeting, Village President Missey Schumacher proclaimed Sept. 17 to 23 as Constitution Week in Channahon in honor of the 228th anniversary of the drafting of the Constitution of the United States of America.

After the meeting, Schumacher said it was important for her to teach youth about how vital civic responsibility is.

She said she wants students to learn more about how their local government works by starting a program that allows them to serve as trustees for a day.

Although the program is still in its conceptual stage, Schumacher said the students might shadow a village staff member during an afternoon, then sit at the Village Board dais and issue their own proclamations at an evening board meeting.

She also plans to start a program for local student art to be displayed at the Village Hall, and she will visit elementary classrooms and read to students.

“I want to start including kids and involve them in local government and civic responsibility,” she said.

Also at the meeting, trustee Scott Slocum said letters are going out to four village business owners who have lighting in the windows of their commercial properties that is too bright or in other ways does not conform to village code.

pro-business, Slocum said after the meeting, but its sign ordinances are specific and are there for a reason.

“They are really bright LED lights in the windows of the businesses,” he said, “and

they are too bright. They take away from other businesses, and they don’t fit the character of our architecture.”

Slocum said the village will post the relevant ordinances on its website.

Also at Monday’s meeting: • Detective Dan Kostal was promoted to sergeant and given the oath of office by Schumacher. Officer Dustin Carlson was recognized for receiving a Mothers Against Drunk Driving Hero Award for his achievements in village DUI enforcement.

Steffes agree that technology is of great importance these days. Steffes said he encourages residents to make use of weather- and disaster-related phone apps – but to not always rely on them.

“We need to be able to carry on when technology breaks,” Steffes said. “We resort to our training when our computers break down or if our thermal image cameras didn’t work.”

With cold weather coming, Schroeder said people soon will be using space heaters in garages and in their homes.

They should not be near structures, and Steffes said they should be away from combustibles such as clothing and furniture.

Space heaters should never be plugged into electrical outlet multipliers or power strips, and should not be powered through extension cords, he said.

“Space heaters should re-

By LINDA BASSETT More Content Now The last hot dog of summer has come off the grill. The last ice-cream cone licked down to the fingers. The last s’more melted over the fire. But we will not to let summer slip away so easily.

We will refuse to see the first few orange leaves on the trees, refuse to buy a pot of mums for the front porch.

We shiver refusing to admit the reality of the first sweater day.

But we still might wake up to find warmer-than-usual temperatures for a day or two.

In that case, I’m glad I put a few cooked chicken breasts into the freezer earlier in the week.

I marinated and cooked these on the grill, but chicken breasts are just as good broiled, or poached, or cooked in a skillet, then held in escrow. This is one of my usual early September practices so that sudden hot weather doesn’t slap me upside the head.

I can fill sandwiches or the last tomatoes of the season, hollowed out. I often slice the chicken and put a cold rice salad on the side.

I make the rice ahead, hedging my bets on the weather, knowing the rice will last a few days.

The chicken salads here are based on ones I found in an old cookbook, “The Silver Palate Cookbook.” The recipes are still stylish and delicious.

And if the kids object to some of the vegetables, keep them on the side on a serving plate so anyone can add them as they please.

3 whole cooked boneless chicken breasts, about 2½pounds, skin on 1⁄3 cup olive oil 1½ teaspoons dried Greek oregano juice of 1 lemon, 4 tablespoons ¼ cup pitted black olives, cut in halves 2 tablespoons brined capers, drained 8 cherry tomatoes, cut into halves ¼ pound cooked green beans, cut in halves, optional salt, and ground black pepper, to taste 1. Pull the skin off the chicken and discard. Cut meat into pieces, large or small as preferred.

Toss in a bowl with the olive oil and oregano. Cover and allow the flavors to blend, refrigerated, for 30 to 60 minutes.

2. Take the bowl from the refrigerator and add the remaining ingredients.

Season to taste with salt and pepper. Serve right away, still cool.

Makes 6 to 8 servings

I’ve started substituting Greek yogurt for sour cream in many recipes, especially if they are cold.

Pull the skin off the chicken and discard. Cut into pieces.

2. Whisk together the yogurt, mayonnaise in a bowl and pour over the chicken pieces.

3. Add celery, walnuts, tarragon, lemon zest, salt and pepper, to taste. Refrigerate for 4 hours before serving on lettuce leaves, stuffed into a hollowed out tomato, or on a baguette.

By ROB OESTERLE roesterle@shawmedia.com MORRIS – For the fourth time in its four years of existence, the Chief trophy that Morris and Sandwich cross country teams fought over will be housed in Morris.

The Redskins won the trophy Tuesday in a meet run differently from ordinary cross country events. There were no divisions between boys and girls; varsity and junior varsity; or freshman and sophomore teams.

It was one big race, with everyone running at the same time.

The times for each school were added up at the end, and divided by the number of team members to determine the best average time and therefore the champion.

Morris finished with an average time of 21:40.37 on its 3.0mile home course, while Sandwich averaged 22:19.18.

Morris had four boys finish in the top five, as Zach Guzman edged Jordan Olson at the finish line and both ended with times of 17:02. Al Alvarez finished third in 17:06, with Zach Chapman taking fifth in 17:18. Other boys from Morris, as their times were Nick Bartolomei (18:44), Wes Diaz (19:56), Gage Eisenbeis (19:59), Craig Watson (22:03) and Eli Jameson (22:50).

On the girls side, Morris’ Mya Shannon was the second to finish, covering the course in 20:02. Madi Mayberry and Meghan Smith sprinted it out to the finish, with Mayberry crossing just ahead of Smith, but both showed times of 21:22.

Sabrina Baftiri was next for Morris with a time of 21:38, followed closely by Bridget Landers in 21:41.

Other runners for the Morris girls were Sophie Tibbott (22:19), Maria Blanco (22:38), Summer Shaw (22:59), Olivia Thorson (23:53), Lindsey Schmidt (24:08), Kayli Olson (25:13), Amanda Schmidt (25:18), Avery Norris (26:52) and Claire Gugerty (27:09).

“We wanted a format where everyone mattered,” Morris coach Joe Blumberg said. “Not just the best. Everyone. This is

pleasant surprise this year,” he said. “Jordan Olson and Zach Guzman are best friends, but they are also ultra competitive. You saw that when they were sprinting to the end.

They really push each other, but they don’t want to get beat by their friend, either. At the start of the year, we didn’t know if either one would be on our team, but having both of them has really helped.

“The girls are getting better as far as running in a pack.

Our two through five runners were within 20 seconds of each other, which is pretty good.

That’s been tough, because we have some girls with different race strategies. Some like to start a little slower and some like to get out quick. We have been working on trying to be close to each other at the onemile mark and go from there.

I thought Maria Blanco did a nice job. She has really been pushing herself and I am proud of the her effort the last two to three weeks.

Bulls have to face the music, with or without Rose

By JOW COWLEY jcowley@suntimes.com CHICAGO – Derrick Rose has two seasons left on his contract. It’s a $42 million black hole from which the Bulls can’t escape.

That’s why, with the start of training camp less than a week away, it’s time for them to begin the process of shaping the team without Rose after the 2016-17 season.

Forget the many off-thecourt missteps, including his refusal to come back during the second half of the 2012-13 season despite team doctors having cleared him; the infamous ‘‘meetings and graduation’’ comment of last season; and a lawsuit filed this summer by a woman who alleges Rose and two of his friends drugged and gang-raped her.

No, the Bulls need to start to separate from Rose from a basketball standpoint.

Through no fault of his own in many ways, Rose’s best basketball likely is behind him.

His body simply has betrayed him. He’s not the first NBA player to go through it. Ask Tracy McGrady.

But in the bigger picture, the NBA isn’t a point-guard-

driven league – at least if the ultimate goal is holding up the Larry O’Brien Trophy.

Now before Bulls fans start saying, ‘‘What about the Warriors’ Stephen Curry? He’s a point guard with a ring,’’ Rose is no Curry.

If the three-pointer is the new kingdom of the NBA, Curry wears the crown. A 6-3 marksman who has shot 47.1 percent from three-point range in his career, Curry is in a class of his own.

Rose is a career 30.4 percent shooter from three-point range and is coming off a season in which he shot 28 percent from behind the arc. Meanwhile, his assists have been down and his turnovers have been up the last two seasons.

By GORDON WITTENMYER gwittenmyer@suntimes.com As the Cubs roll this week toward clinching their first playoff berth in seven seasons, a look back at how they got here – at least a year earlier than internal expectations and with the best record in baseball since the end of June – reveals more than the fortunate health, sudden-impact rookie development and new on-field management that went into this season.

At least 10 significant front office moves made since Theo Epstein took over baseball operations 47 months ago led to this moment for these Cubs.

In order of significance: 1. Hiring Joe Maddon. The Plan was humming along, with the Cubs churning the bigleague roster to stock the farm system, graduating a few players to the majors and reaching the point of refocusing on the big-league team. And then one of the top two managers in the game (the other: Bruce Bochy) became a sudden free agent.

2. Trading Andrew Cashner for Anthony Rizzo. Barely two months into the job, the Boston/San Diego-centric brass acquired Rizzo into a third organization since the Epstein-Jed Hoyer-Jason McLeod trinity drafted him while in Boston. Cashner is a frontline-quality starter when he’s healthy, but Rizzo has been at least equally valuable – and consistently healthier – as an elite left-handed power/onbase bat and the key building block for a playoff lineup.

3. Trading flip-guy pitcher

was a great-stuff, high-upside under-performer who clashed within a one-size-fits-all pitching culture in Baltimore.

4. Opening a savings account. In the best-conceived, outcome-assured move to date, Epstein’s front office engineered short-term payroll flexibility ahead of promised future revenue increases by striking an agreement with ownership to create a firewalled baseball operations account that allows Epstein to

protect unused budget for future use and against year-end redistribution – contrary to industry norms and past team practices.

The result: When the 2014 money earmarked for a failed run at free agent Masahiro Tanaka went unused, the Cubs carried it over, ultimately using it to pay the front end of Jon Lester’s $155 million deal this year (off-setting his $15 million salary and half of his $30 million bonus).

5. Making Kris Bryant (No. 2 in

2013) and Kyle Schwarber (No. 4 in 2014) the top hitters selected in back-to-back seasons. Of

course, it took an average of 98½ losses during the first two seasons of a three-year tanking process to secure the lofty picks. And it took passing on much-needed pitching. But the organizational philosophy of the safer-bet college hitter has given the Cubs a quickto-the-majors pair of right-left young sluggers under club control at least another six years each after this season – Bryant the likely Rookie of the Year in 2015, Schwarber the second-half charge that has helped result in a run more per game since his All-Star break callup.

6. Hiring Dale Sveum as the

regime’s first manager for 2012.

Why? Forget the fact he was fired after just two seasons (after pressure and promises from the business side that back-channel overtures were assured of landing Yankees free agent manager Joe Girardi). Sveum brought in former teammate and longtime friend Chris Bosio as his pitching coach.

And keeping Bosio – whose post-playing experience spans two decades as a minor-league instructor, scout and major-league coach – has been perhaps the biggest key in keeping the Cubs’ flawed, revolving-door pitching staffs solvent and competitive for four seasons. “A force of nature,” Epstein said.

7. Trading for Addison Russell.

The Cubs cast a wide net for pitching when they shopped starters Jeff Samardzija and Jason Hammel during the 2014 trading season, expecting to

make separate trades for the pair. But when Billy Beane made his top prospect available, “There was no package of players available that made us think twice about passing on this opportunity,” Epstein said at the time.

Mouth guard offers promise in treatment of sleep apnea Dear Dr. K: I have sleep apnea, and I don’t particularly like the CPAP treatment.

I’ve heard that night guards might be an effective alternative. What can you tell me?

Dear Reader: One way or another, getting treatment for sleep apnea is really important. Untreated, sleep apnea increases your risk for high blood pressure, stroke and early death.

The airways of people with obstructive sleep apnea narrow as they sleep, and air struggles to get through.

People with this condition may breathe shallowly or stop breathing several times an hour. Each time that happens, the amount of oxygen in their blood drops. As a result, all the organs of the body that

The most-tested treatment for sleep apnea is a breathing machine known as “continuous positive airway pressure” (CPAP). CPAP keeps airways open by increasing the pressure at which air travels through them. It’s effective, but it requires a pump to generate pressurized air, a conduction tube and a mask that must be worn over the nose.

Many people who try

CPAP don’t stick with it.

Those who abandon CPAP often say that the mask is claustrophobic, the tubing gets in their way as they sleep, or the hum from the machine is hard to tolerate.

For that reason, a number of alternative devices have been proposed. These are used inside the mouth and are designed to keep the airway open -- without involving a compressor machine or tubing. A report published in JAMA Internal Medicine describes one such device, which is similar to a mouth guard. It positions the lower jaw slightly forward and down. This opens the airway.

The device is simple, portable and silent.

For the study, researchers

recruited 96 men and women with sleep apnea. Half used a custom-fitted oral device as they slept. The other half used a placebo night guard – one that didn’t correctly reposition the lower jaw. At the end of the four-month study, people who used the custom appliance had greater improvements in sleep apnea and snoring than those using the placebo device. Both groups had a little improvement in daytime sleepiness.

Interestingly, more than half of the people who used the placebo device found it so effective that they wanted to keep using it.

This was a study of a single device, and it lasted just for four months. So it is difficult to draw definite con-

clusions about the device’s value. And it is not possible to draw conclusions about other oral appliances. Yet, the report is encouraging for those who have trouble using CPAP. If you have sleep apnea, try the following to counter the problem. First, sleep on your side. Though you’ll inevitably change position during the night, starting off on your side may help keep your airways open. Second, lose a few pounds if you are overweight.

WHEREAS , the City of Morris has considered the terms and conditions of the Real Estate Sales Contract between the City of Morris and Marie Villanueva for the purchase of the property commonly known as 1349 East Street, within the City of Morris, Grundy County, Illinois; and WHEREAS, the Morris City Council has determined that it is reasonable, necessary and in the best interests of the City of Morris to approve and execute the attached Real Estate Sales Contract between the City of Morris and Marie Villanueva for the purchase of the property commonly known as 1349 East Street, within the City of Morris, Grundy County, Illinois; WHEREAS, the Morris City Council finds that the execution of the same will promote the health, safety and welfare of the residents of the City of Morris; WHEREAS, the Corporate Authorities of the City of Morris are authorized to purchase said real property pursuant to 65 ILCS 5/2-2-12.

NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF MORRIS, GRUNDY COUNTY, ILLINOIS, AS FOLLOWS: 1. The Real Estate Sales Contract between the City of Morris and Marie Villanueva for the purchase of the property commonly known as 1349 East Street, within the City of Morris, Grundy County, Illinois, attached hereto as Exhibit A and incorporated herein, is hereby approved and ratified in all respects. (Exhibit A is available for public inspection at the City Clerk's office in the Morris Municipal Building, 700 N. Division St., Morris, Illinois, during regular business hours, Monday-Friday, 8:00 a.m. To 4:30 p.m.)

2. That the Mayor of the City of Morris is hereby authorized and directed to execute said attached Real Estate Sales Contract between the City of Morris and Marie Villanueva for the purchase of the property commonly known as 1349 East Street, within the City of Morris, Grundy County, Illinois, and to execute such further documents as may be deemed reasonable and/or necessary to carry out the intent and purposes of this Ordinance and said Real Estate Sales Contract between the City of Morris and Marie Villanueva for the purchase of the prope1iy commonly known as 1349 East Street, within the City of Morris, Grundy County, Illinois.

3. This Ordinance shall be effective from and following its passage and approval as required by law.

4. Any Ordinances inconsistent with the terms and provisions hereof are hereby repealed and revoked to the extent of any such inconsistency.
