Honor our national anthem Besides maybe baseball and apple pie is there anything more infused with America’s values and patriotism than “The Star-Spangled Banner”?

The country’s national anthem turns 200 this weekend. The song – notoriously hard to sing because it spans one and a half octaves – is considered sacred by many.

Just consider how proud we feel when we hear it, say, during the Olympics after an American has received a gold medal. It’s hard to not tear up when you see an American at the top of the medal platform and hear the familiar first notes start to play. Or consider the reaction listeners have when someone bungles the anthem (sadly, there are too many examples of this to pick just one awful version).

It was written in 1814 by Georgetown lawyer Francis Scott Key, who “witnessed the 25-hour bombardment of Fort McHenry from a British troopship anchored some four miles away,” according to the Smithsonian’s website. “He had boarded the ship to negotiate the release of an American civilian imprisoned by the British, and had been detained aboard as the bombardment began.”

After being “inspired by the sight of the American flag flying over Fort McHenry the morning after the bombardment, he scribbled the initial verse of his song on the back of a letter,” according to the Smithsonian’s website.

It didn’t become the national anthem until 1931, when signed into law by President Herbert Hoover.

There actually are four verses to “The Star-Spangled Banner,” although most likely only know the first – which is unfortunate,

Now it catches the gleam of the morning’s first beam, In full glory reflected now shines in the stream, ’Tis the star-spangled banner – O long may it wave O’er the land of the free and the home of the brave!

And where is that band who so vauntingly swore, That the havoc of war and the battle’s confusion A home and a Country should leave us no more?

Their blood has wash’d out their foul footstep’s pollution.

No refuge could save the hireling and slave From the terror of flight or the gloom of the grave, And the star-spangled banner in triumph doth wave O’er the land of the free and the home of the brave.

O thus be it ever when freemen shall stand Between their lov’d home and the war’s desolation!

Blest with vict’ry and peace may the heav’n rescued land Praise the power that hath made and preserv’d us a nation!

Then conquer we must, when our cause it is just, And this be our motto - “In God is our trust,” And the star-spangled banner in triumph shall wave O’er the land of the free and the home of the brave. as it ends in a question as to whether the flag is still waiving “O’er the land of the free and the home of the brave.”

Although, on the other hand, maybe only singing the first verse, with the flag’s future left in doubt, is a form of encouragement to constantly force citizens to answer that question for themselves.

A reading of the remaining three stanzas show the flag was still flying despite the bombardments, and extol the joy the writer felt

at seeing the star-spangled banner waving through the smoke and confusion war brings.

Two hundreds years later, we are still engaged in wars, although far from our shores and land. And despite two centuries, our flag remains the symbol of a country that, above all, prizes freedom, bravery and independence.

So this weekend, we encourage readers to put their hands over theirs hearts and honor our flag and anthem, and remember what it means to be an American.

Will Senate Democrats embrace the filibuster?

During Harry Reid’s tenure as majority leader, there has been no dirtier word in the Senate than “filibuster.” On perhaps a million occasions, Reid and his Democratic colleagues have accused Republicans of using the 60-vote requirement to obstruct the Senate and prevent lawmakers from doing the country’s business.

In November 2013, in a virtual frenzy of anti-filibuster agitation, Reid and most of the Senate’s Democrats exercised the so-called “nuclear option,” an unprecedented procedural maneuver that allowed a bare majority of Democratic senators to kill the filibuster as it was used against the president’s judicial and executive branch nominations.

That was then. Now, there is a very real possibility the GOP might win control of the Senate in November. For the first time in eight years, Democrats would find themselves in the minority.

Meanwhile, Senate Republicans will face a serious temptation. The GOP will have a legislative agenda. The filibuster would be the Democrats’ only real power to stop, slow or shape it. And Reid already set the precedent for changing the Senate’s rules

VIEWS Byron York to do away with filibusters on nominations. Should Republicans do the same for the legislative filibuster? The Senate could face a turning point; it’s not clear what the GOP would do.

Until then, if Republicans do take the Senate this November, Democrats will have to decide what to do when they want to stop legislation favored by the majority. Will they remember all those terrible things they said about the 60-vote requirement?

“That’s always been the unasked question when Democrats were complaining about filibusters,” said a high-ranking GOP aide. “Will they just wave everything through that Republicans want to pass?”

Not a chance in the world.

“I bet if you ask any one of them if they’ll give up the right to debate, they’d all say no,” the aide continued.

“Makes you wonder why anyone took them seriously.”

Redskins shut out Chargers at home

By ROB OESTERLE roesterle@shawmedia.com MORRIS – It was nearly a carbon copy of the previous week as far as weather goes Friday night, and despite both finishing in victories, with Morris beating Dundee-Crown, 27-0, the result on the field couldn’t have been more different.

After a heart-pounding, stress-inducing 12-8 come-frombehind win against Metamora last week, the Morris football team had an easier time Friday, taking a 13-0 lead into halftime after holding Dundee-Crown to just eight total yards in the first half.

Morris, which won the sophomore game, 41-7, got on the board in the first quarter when Griffin Sobol scored on a quarterback sneak from a yard out.

A play earier, Tommy Balentine had burst free for 24 yards on a sweep around right end.

After a couple of drives, Morris running back Jake Walker twisted an ankle, and Keagan Sobol took his place. All the sophomore did was run 13 times for 85 yards in the first half before ripping off a 39-yard run to start the third. Soon after that, Griffin Sobol connected with Balentine, who was wide open in the midde of the field, for a 27-yard touchdown pass.

Even with the offensive success, Morris turned the ball over twice in the red zone, once on an interception at the goal line and another on a fumble at the 2.

The turnovers didn’t turn out to matter much, as the Morris defense continued its strong play it displayed last week.

Dundee-Crown had precious little room to maneuer all night, as the Morris front seven filled any hole that might open up.

The Chargers were held without a first down in the first half.

Morris led, 20-0, after three quarters as Keagan Sobol had increased his rushing total to 159 yards on 20 carries, and Matt Feiden had 60 yards on six attempts.

The Redskins opened the fourth quarter with an interception by Tyler Post and Keagan Sobol ran for 23 yards on the first offensive play. However,

Morris was stopped at the Chargers’ 18 with 7:20 to play.

Jacob Webb returned a punt 26 yards to the Dundee-Crown 14, and Joey Webb ran nine

yards for a touchdown and a 27-0 Redskins lead with 4:02 to play.

After the defense forced another three-and-out, the Morris

offense took over with 2:49 remaining to run out the clock.

Sobol finished with 187 yards on the ground, while Feiden had 65 and Joey Webb ran for 42.

Indians score on final drive to top Spartans

By CURT HERRON cherron@shawmedia.com ROMEOVILLE – Friday’s Southwest Prairie Conference opener between Romeoville and Minooka turned into a contest where no lead was safe and whomever had the ball last might prevail.

The Spartans led, 16-7, after one quarter and maintained that lead at the break. But the Indians scored the next 20 points to go up, 27-16, early in the final quarter.

After Romeoville answered with two scores to go up, 30-27, with 1:56 left, Minooka had one more chance, and made the most of it.

John Carnagio tossed a 21yard pass to Alex Roop with 12 seconds left as the Indians rallied to claim a wild 33-30 victory.

After the Spartans (0-3, 0-1) turned the ball over on downs at the Indian 14-yard line on their first series, Minooka (2-1, 0-1-0) went 86 yards in nine plays to grab the early lead.

Nathan Gunn (35 carries, 215 rushing) gained 59 yards on six carries on the drive, going five yards over the left side to cap things with 3:48 left in the opening quarter.

But Romeoville answered that score quickly with one of its own on its first play when Kelvin Jones tossed a 48-yard pass down the left side to Charles Hunter. Gill Whitaker ran in for the two-point conversion to put the hosts up, 8-7, with 3:35 left in the first.

On the next series, the Spartans blocked a punt and Evan Stingily scooped up the loose ball and went in from 12 yards out with 2:32 left in the opening period. Whitaker ran in for two to make it a 16-7 game.

Minooka was stymied on its next five possessions, as the Spartans forced a pair of punts and received interceptions from Anthony Kopel, Manuel Nartey and Anthony Hernandez.

Romeoville didn’t enjoy much more success during the second quarter, settling for four

punts and giving the ball up once on downs.

As rains picked up during the intermission, the sides went to the ground game in the second half, with 14 straight rushes before the first pass.

The Indians needed six plays to go 51 yards on their first series after the break, all runs by Gunn, who went 25 yards over the left side just 1:18 into the second half to make it a 16-13 game.

After forcing the Spartans to punt, the Indians needed only two plays to go 76 yards to move in front. Victor Turpin burst up the middle for 70 yards for the score, and after Gunn ran in for the two-point conversion, the Indians were up, 21-16, with 5:20 left in the third quarter.

The Indians went with runs on the initial 20 plays of the final half and the result was three touchdowns for a 27-16 lead. On its third series, Minooka went 51 yards on 12 plays, with Gunn carrying on the final 10 plays, capping things by going three yards over the right side with

Romeoville finally got back on the scoreboard with 9:07 remaining when Jones tossed a short pass to D’lante Dawson, who grabbed it and took it 69 yards. Whitaker ran in the two-pointer to make it 27-24.

The Spartans moved in front at 30-27 with 1:56 left when Jones snuck in from a yard out on a fourth down play. That capped a 10-play, 76-yard drive that featured a 45-yard run on a trap by Ryan Fitzpatrick that placed the ball at the five.

Other than two missed extra points by the Comets, the only Irish highlight of the first quarter was a late 27-yard Casey Pifer run that netted the team’s only first down. Their final two plays of the quarter promptly went for negative yardage.

The game changed dramatically when the Irish recovered a Reed-Custer fumble at the Comets’ 31 with 10:01 left

in the second quarter. Seven plays later, Thornley punched the ball in from the 1 on third down to halve the deficit.

Reed-Custer went threeand-out on its next turn, and a 44-yard gain on the game’s first pass attempt, which went from Zach Russell to Hunter Simon, put the Irish in a second straight scoring situation.

They found the end zone on third down, with Russell faking a handoff and rolling left for an easy score from two yards away.

Seneca had won three straight games in its series with the Comets before Friday, outscoring them, 106-27, in annual meetings between 2011 and 2013.

Before that, the Comets were winners of four straight over the Irish.

Seneca has not lost to ReedCuster and gone on to make the playoffs since at least 1996. The Irish also never have started 3-0 and failed to qualify in at least the past 18 years.

BRAIDWOOD – Seneca’s chances of starting 3-0 in varsity football fluctuated wildly Friday night as the Fighting Irish overcame a poor start to win, 14-12, at Reed-Custer.

A personal foul penalty stalled Seneca on the opening drive of its first Interstate Eight Conference Small Division game of 2014, and nothing stalled Reed-Custer senior Don Vercelote on the Comets’ first series.

Vercelote had runs of 13 and 48 yards, the second a gallop to the end zone. Vercelote took a pitch right, juked one defender in his path in the backfield and found open space down the sideline.

Seneca’s second drive also failed to produce a first down, even though it included a 22yard Alex Thornley run. It made up for prior loss of 14 yards, after a fumble.

Del Toro leads Morris soccer past Streator STAFF REPORTS STREATOR – A hat trick

by Ricardo Del Toro led the Morris boys soccer team to a 4-2 win over Streator on Thursday at the Streator Tournament.

Del Toro was able to catch the Streator keeper out of position early in the game, as he hit a 30-yard kick over the keeper that made him backpedal and slip for a 1-0 Morris lead. However, Streator was able to counter with a breakaway goal. Streator kept momentum and was able to score again and take a 2-1 lead as the Bulldogs passed through the Morris defense once more.

However, minutes before the halftime buzzer, Morris’ Brian Haldorson had a breakaway and beat the defense on a long pass, went left of the keeper to score. The third Morris goal came from a penalty kick by Del Toro. The

final goal came in the last six minutes on a corner kick from Jorge Gutierrez, which was headed in by Del Toro for his third goal of the match.

“This was a tough match as Streator is always tough to play,” Morris coach David Valdivia said. “The game is physical and very passionate.

“It’s very good to see players be so competitive, and it was good to see some of our juniors (Chris Chaidez, Konner Wilhelm and Brian Haldorson) step up when players were injured. However, the huge playmaker of the game has to go to our keeper, Matt Borgstrom, as once again he has made huge saves in critical times of the game.”

Morris (4-1-1) goes to back to Streator today, as the JV plays at 9 a.m. and the varsity at 11 a.m. against Ottawa for the final game of the tournament.

A Kennedy stays behind the camera

By STEPHANIE MERRY The Washington Post WASHINGTON – Rory Kennedy has been making the rounds lately. Last week, she sat down with Jon Stewart to discuss her new movie, “Last Days in Vietnam,” and she’s done question-and-answer sessions with audiences after screenings. All that on top of rounds of media interviews about the film, which premieres in theaters Friday and next April on PBS. For any number of her siblings and cousins, this kind of press circuit would be routine, but it isn’t the norm for the 11th and youngest child of Ethel and Robert Kennedy.

Instead, Rory Kennedy, 45, usually keeps a low profile.

She may be from one of the most scrutinized American families, but her work has been dedicated to observing others. She makes documentaries, many about complex social issues. Yet all zoom in on individuals, putting faces on everything from the AIDS crisis to poverty in Appalachia.

It was this attention to intimate details – plus, no doubt, the accolades she’s won for her films – that led producer Mark Samels to put Kennedy on his list of “people to entice to work for ‘American Experience,’” the PBS history program for which Samels is executive producer.

“I just liked the human touch that she has, that human dimension, and I think she puts a lot of feeling into her films,” he said. “She’s done a wide range of subjects, which I think indicates a kind of curiosity and a breadth of intelligence.”

Kennedy’s intelligence may be the most obvious thing about her, after perhaps her striking blond hair and her father’s toothy smile.

Her speech is polished and interview-ready, and she can crystallize abstract ideas about capturing emotion in film editing as well as she can recount historical events. She has that familiar Kennedy

Filmmaker Rory Kennedy has made political and historical documentaries during her career. Her latest movie is “Last Days in Vietnam.” cadence, the drawn-out vowels that sound so northeastern, even though she grew up at Hickory Hill in McLean, Virginia, before heading to Brown University for college.

When Samels approached her about chronicling the fall of South Vietnam in 1975 – when, as Saigon was about to be overtaken by North Vietnamese troops, every American hightailed it out of the country – Kennedy thought she had a grasp on the story.

But she soon realized how little she knew beyond a famous black-and-white photograph of a helicopter landing on the roof of 22 Gia Long St. in Saigon, where a group of people lined up to evacuate.

She found that during this dark period in American history, tales of heroism stood out, as Americans, going against U.S. policy, helped their Vietnamese friends, colleagues, family members, cooks and tailors escape from Saigon.

“It’s not our proudest moment as a country, and I think to then see these acts of heroism and courage from our soldiers, as well as the Vietnamese who were on the front lines, is enlightening and inspiring, really,” Kennedy said.

Like all of Kennedy’s movies, “Last Days in Vietnam” is a very human story. It’s made up of individual accounts, from Richard Armitage, then a naval officer, to Juan Valdez, the last American airlifted from the embassy in Saigon.

The film features the voice of a U.S. Army captain racked with guilt over breaking a promise to a group of 450 waiting at the American Embassy that he wouldn’t leave them behind. It also features the account of a South Vietnamese student, who was among those 450. Henry Kissinger agreed to speak on camera about what was happening policy-wise stateside.

“He was reluctant,” Kenne-

dy said of the former secretary of state. “It took a number of calls. I would call him, I would e-mail him, and he eventually came around and agreed to do it. I think in part it’s because he really loved my father. I think that was why he came around.”

The documentary is like an intricate piece of woodwork.

It’s painstakingly crafted, sturdy and incredible to look at. A pulsing score by Gary Lionelli adds a suspenseful ticking-clock element. Rather than pass judgment on the United States’ entry into the war, the documentary just lets the interviews speak for themselves. It was important to Kennedy that the movie didn’t have a narrator, even though that made the editing process harder.

“A narrator takes you out of that emotionality,” Kennedy said. “It’s kind of the voice of God telling you what to think. So, just going on this journey with people in what feels like real time is part of the power of the film.” She stopped for a moment before continuing with a laugh, “I mean, I don’t want to say the film’s so powerful.”

The timing of the film is particularly apt, in Kennedy’s view, as the United States is winding down military action overseas – while also confronting new threats. “When we entered these wars, I don’t think there was a lot of discussion or debate about what the exit strategy was going to be,” she said. “And I think as we think about other engagements – getting back into Iraq or taking on ISIS – that we really need to be asking those questions.”

Although there’s no direct line drawn from the past to the present in “Last Days in Vietnam,” the parallels are inescapable.

“I don’t want anyone to make connections because of me and my own sense of politics,” Kennedy said. “Because when you think about what a documentary is in its original form and intent, it’s a document.”

We ALL have attractive children, but not all of us feel the need to put others down in order to compliment our offspring. The children in that household are probably too young to read what’s printed on the T-shirts and feel slighted, so simmer down and don’t take it personally.

Manage gout by preventing attacks in the first place Dear Doctor K: What caused my gout? Will avoiding certain foods prevent flare-ups?

Dear Reader: Gout is a painful joint condition. I know, because I’ve suffered from it. I spoke to my Harvard Medical School colleague, rheumatologist Dr. Robert Shmerling, to get the latest information.

Gout attacks come on suddenly, with sharp pain, often in a single joint. The big toe is a common target. (I’ve put an illustration on my website, AskDoctorK. com.) Some people have flare-ups every few weeks; others go years between attacks. Fortunately, I’ve had only two attacks in the past eight years.

Gout flares when the levels of uric acid, a chemical produced in the body, rise in the blood.

Some of the uric acid leaves the blood and enters the joints. There, it forms crystals. The crystals trigger inflammation and severe pain, sometimes with fever and muscle aches. The crystals also can build up in the kidneys and cause kidney stones.

Everyone produces uric acid; some people just make too much.

In other people, the kidneys don’t eliminate enough uric acid in the urine. Certain foods that are rich in a chemical that the body turns

Gout attacks respond well to nonsteroidal anti-inflammatory drugs (NSAIDs). (The exception is aspirin, which can raise uric acid levels.) A drug called colchicine is a mainstay of gout treatment. A brief course of oral corticosteroids can also do the job.

The key to managing gout is to prevent attacks in the first place.

Preventive medication can help if you have frequent attacks, severe attacks, a history of kidney stones or gout that affects several joints.

Three types of medication can help prevent gout attacks: • Medication to help the kidneys excrete uric acid.

• Medication to reduce uric acid production.

• Anti-inflammatory medication.

Avoiding certain foods can help prevent gout attacks. But keep expectations realistic: Only about 10 percent of the body’s uric acid comes from food.

Avoid or limit:

• All meats, especially liver and “sweetbreads” (pancreas, thymus and other organs) • Meat extracts and gravies • Seafood, especially sardines and anchovies • Yeast and yeast extracts • Beans, peas and lentils • Spinach and asparagus • Cauliflower • Mushrooms • Beer or hard liquor • Sugary (fructose-containing) soft drinks Eating and drinking low-fat dairy products and eating cherries have been linked in some studies with lower attack rates of gout.

Finally, losing weight can lower uric acid levels and attacks of gout. And always drink enough water to avoid dehydration.

My last attack of gout occurred during a family party on a hot summer afternoon. I had a fair amount of red meat and beans and a few beers. I probably also was a bit dehydrated. Yes, I admit it: I don’t always follow the advice that I give in this column.

Teen must throw away clothes Dr. Wallace: I’m having a big disagreement with my folks. They do not like my friends or the way I dress. I’m basically a good kid and I get A’s and B’s in school. My friends and I are into baggy pants, oversized shirts and hoodies.

My dad thinks that I don’t have any self-respect when I wear these clothes. He also thinks my friends are losers and that I’ll probably turn out just like them if I hang around with them. My friends do skip school a lot and don’t do much homework, so their grades are not so good. My dad thinks I’ll be talked into joining them, even though I promised him I wouldn’t.

My dad said that he will take me shopping next week and buy me all new clothes. He said I have to get rid of all my hip-hop clothes. I don’t think this is fair because I paid for all of them with my own money.

What do you think about my situation? – Nameless, St. Louis, Missouri Dear Nameless: I don’t blame your folks for being frustrated with your choice of friends. From your letter, it’s hard to tell why you are such close friends with them.

You seem to have little in common with them other than the hip-hop clothes. Unlike them, you are a good student, get excellent grades and have not skipped school.

Is it possible that you’re hanging out with them mostly to push Dad’s buttons?

I agree with your dad.

A change of wardrobe is appropriate. So would a concerted effort to find friends who enjoy school and get good grades. The hip-hop crowd is bound to influence you in a negative direction sooner or

I don’t want my school to be a lemon. – Jenny, Kansas City, Missouri Dear Jenny: Selecting a school that meets your needs is a huge challenge. Making the best choice will take time and lots of family discussion.

But you also need to know that this process is not like buying a car because there are no lemons! However, you still will want to find one that scores high marks in the areas important to you.

Here are a few of the more important questions you should ask yourself: Do you want to attend a state-supported school or a private school? (Private schools are more expensive.)

Do you want to attend a school near your home or one that’s far away – and if so, how far away?

Do you plan to have outside funding (student loans, grants, scholarships) to help defray the costs? Have you decided on a field of study? Will you be more comfortable attending a small liberal arts college or a large state university?

These are just a few of the questions you and your parents need to think about.

All week we have been looking at deals in which the declarer or a defender wanted to make good play choices to maximize the chance of making or breaking a contract. Today’s deal seems to be another – but is it?

Look at the North and East hands. After South opens one spade, he ends in four spades.

West leads the heart ace, under which East encourages with his nine – always signal as high as possible. West cashes his heart king and plays his third heart.

What should East do after winning with his queen?

South, with such a weak sixcard suit, might have raised to three clubs, but four spades would still have been the final contract. It was hard – impossible? – to stop in three no-trump, which cannot be defeated.

It is tempting for East to shift to a club at trick four. However, if East does that, South wins the trick, draws trumps and claims.

East should pause and count up the high-card points. He has seven, there are 13 in the dummy, and West has already produced seven. That leaves 13 unaccounted for, but since South opened the bidding, surely he has the club ace-king, diamond ace and spade queen. So, from where might a fourth defensive trick come?

If the defenders have taken every possible side-suit trick, they must try for a trump trick. Then, giving a ruff-and-sluff cannot cost and might gain. East must lead his last heart. When West ruffs with his spade nine, it effects an uppercut, generating a spade trick for East.

Grundy County

Crest Hill was arrested by Grundy County sheriff’s deputies and booked into the Grundy County Jail on Sept. 10 on a failure-to-appear warrant for unlawful possession of a controlled substance.

Newark was arrested by Morris police Sept. 11 on charges of driving while under the influence of alcohol, aggravated assault to a peace officer, resisting arrest and unlawful consumption or possession of alcohol by a minor.

He was given a Oct. 13 court date.

MORRIS – Candy wrappers, plastic bags, food containers, cardboard boxes – the refuse of daily life can add up quickly.

On average, each Grundy County resident produces 4.5 pounds of waste daily, or about 44,601 tons of garbage annually, according to data from the U.S. Census Bureau and Grundy County waste haulers.

Of that total, only 14 percent is recycled or composted – a ratio Grundy County leaders wish was greater.

“We should be at 25 percent, really,” Grundy County Land Use Director and Administrator Heidi Miller said. “As far as what we’re doing with our conservation efforts, it’s definitely helping, but certainly there needs to be more recycling and composting being done.”

Diverting 25 to 35 percent of Grundy County’s waste from landfills is one of several goals outlined in the county’s newly completed 20-year solid waste management plan, placed on file Tuesday by the Grundy County Board.

A mix of 25 County Board members, residents, waste management leaders, recycling companies, elected officials and others spent more than a year drafting the comprehensive plan.

Processing the county’s waste will prove to be one of the biggest issues facing municipal leaders in years to come, Miller said. It is projected the population will grow 70 percent to more than 85,000

people in the next 30 years.

In creating the plan, a major point of contention was the closure of the current Envirotech Landfill in Morris and the decision to defer any future landfills from developing within Grundy borders, Miller said.

“Our 20-year plan says, how we will have no new landfills or expansions in Grundy County, and that’s active immediately,” Miller said.

Art Hornsby, vice chairman of the county’s Solid Waste Steering Committee, which worked on the plan, said he and others on the committee felt any new landfills would threaten Grundy County’s aquifers.

“We have water, a surplus of water, underneath the surface of the county, unlike the counties to the south of us,” Hornsby said.

According to the waste plan, about 75 percent of Grundy’s waste is hauled outside of the county, while 25 percent is taken to the Envirotech Landfill, which is scheduled to close soon due to capacity limits.

With its closure, all of Grundy’s waste will be hauled outside of the county, which could raise costs, if only slightly, for residents.

“As landfills start to close in Illinois – and more of them are closing than new applications are coming in – that means everything will have to

be shipped somewhere else,” Miller said.

Educating the public Municipal waste, or the garbage of everyday residents, still accounts for the most waste in Grundy County. Reaching those community members was an important focus of the plan, Miller said.

The county will organize new programs to make recycling easier to do and understand.

Events like the free electronic waste collection, held Friday in Morris, have gone over well, Miller said.

Karen Campbell of the Environmental Resource Office facilitated Friday’s event. She said several tons of electronics were collected Friday, proving people will recycle if given an opportunity.

“It can be really hard to get rid of this stuff,” Minooka resident Chad Anderson said Friday as he unloaded broken televisions from the back of his truck.

All of the electronics will be recycled by Vintage Tech, a company based in Plainfield.

Friday’s event lasted only a few hours, but the county aims to construct a permanent e-waste collection facility within the next few years.

“Establishing a cooperative effort is probably the most important thing for us now,” Miller said.

Grundy Bank to celebrate 150 years

By HEIDI LITCHFIELD hlitchfield@shawmedia.com MORRIS – A lot of things have changed in Morris since 1864, but one cornerstone has remained the same. Grundy County National Bank, now called Grundy Bank, is celebrating 150 years of serving the Grundy County community.

“We’re excited to be able to continue the tradition in our community,” said Kevin Olson, current president and CEO of Grundy Bank.

The bank has remained on the corner of Liberty and Washington streets since it moved there in 1867.

The bank had major structural changes in 1905, 1926 and 1964. On Tuesday, Grundy Bank will be celebrating another remodeling to its main branch by hosting a ribbon cutting and grand reopening.

Often, these new rules – from CPR training for students to head injury education for athletic personnel – are handed down to local schools without money, or the extra time, needed to follow through with them.

This year, several schools will have to add CPR training to instruction, while other schools, such as Coal City Unit District 1, have lucked out and already teach CPR. But there’s still confusion over how schools will carry out certain mandates, said Kent Bugg, Coal City Unit District 1’s superintendent.

“Do students have to get CPR training in their freshman year or during their junior or senior year? Because the certification is only good for two years. I don’t really understand how that works yet,” Bugg said. “And for school districts that don’t already do that, the equipment, the training, that’s a significant expense.”

Among the two dozen new rules this year is a requirement that schools provide victims of bullying with information about services available to them, such as counseling, support services and other programs. Another requires each school district to post contact information on its website in a way so that it’s easily accessible to the public.

Spending cuts Compounded with spending cuts, unfunded mandates have placed unnecessary pressure on schools already facing a budget crunch, said Ben Schwarm, deputy executive director for the Illinois Association of School Boards.

“You look at the list, and they’ve just been adding and

adding to it through the years and never once increased funding or minutes in the day [to accomplish these mandates],” Schwarm said. “At the same time, [the state] continues to take funding away. At some point, something will have to drop off.”

Schwarm refers to years of state education spending cuts.

Though Illinois’ spending plan for fiscal 2015 calls for additional funding for general state aid, that boost only maintains funding levels at a prorated 89 percent, the same as last fiscal year. That means schools will continue to get less than what they’re entitled to under the state funding formula.

Money is not always the issue when it comes to mandates. Time is the problem, Bugg said. School districts have faced more than 220 mandates from the state over the past seven years, he said, which all takes time away from the classroom.

Over the past few years, teachers have been trained, or are being trained, in suicide and sexual harassment prevention, diabetes care, and working with students with attention-deficit hyperactive disorder, as well as other matters.

Both Schwarm and Bugg said they’d like to see fewer state and federal mandates, and more local control so policies can reflect each individual school district’s mission.

“The problem is not necessarily the intent but the cookie-cutter approach,” Schwarm said. “Sometimes I think [lawmakers] don’t think through on how these things are going to affect the districts.”

Bugg said local school boards should make policy decisions, not the state.

“Right now, [local school board members] pretty much spend all of their time figuring out how we’re going to implement all of the state mandates and they’re not making local decisions anymore,” Bugg said.

SHERIDAN – Two people were injured Friday when a small airplane crashed into a field near Sheridan.

were called at 3:29 p.m. after a two-passenger Light Sport aircraft had crashed in a bean field west of Cushing Field Airport, 4076 Route 71 in Sheridan, according to a news release from the LaSalle County Sheriff’s Office.

MORRIS – The Morris Police Department is already handling complaints related to burning yard waste.

In a news release sent this week, the police department reminds residents that burning leaves and yard waste is prohibited within Morris city limits.

“There are a lot of health concerns. There’s a lot of people out there with asthma or other conditions, and traditionally we get a lot of complaints when people start burning,” Morris police Chief Brent Dite said Friday. “It creates an offensive odor, and depending on the direction of the wind, that smoke can literally enter someone’s house.”

Dite said the department typically doesn’t begin receiving calls until later in the year, when leaves begin falling, but calls are already coming in.

He also reminded residents to avoid depositing their yard waste onto city streets or into gutters. The leaves and waste materials can block drains and cause roadway flooding when it rains, Dite said.

“When we get big storms, the sewers are pretty much clogged and it causes flooding issues,” he said.

Prohibited landscape materials include: grass, garden clippings, brush, leaves, tree clippings, shrubbery, vines, plants and trees.

Instead of burning the waste or unloading it in the street, residents can have their waste collected through the city’s waste hauler, Republic Services, or through the city once the collection dates are announced.

Fines for violating one of the yard waste ordinances can range from $50 to $750 for each separate offense, according to a news release from the police department.

By FELIX SARVER and LAUREN LEONE–CROSS news@theherald news.com The Illinois Department of Healthcare and Family Services announced this month that it will collect more than $16 million from hospitals in penalties for what the state considers preventable patient readmissions.

Silver Cross Hospital in New Lenox owes $14,245 for not reducing the number of potentially preventable readmissions, according to state data. That is on the low end of penalties issued, but Silver Cross is one of 82 hospitals being penalized.

Morris Hospital and Healthcare Centers, along with Presence Saint Joseph Medical Center in Joliet and Adventist Bolingbrook Hospital, do not have to pay penalties.

The Illinois Department of Healthcare and Family Services said in a news release that the policy “requires hospitals to review their discharge planning and post-discharge care to ensure patients aren’t being discharged too quickly.”

The penalty is part of a state program initiated more than a year ago. The program has recouped $5.6 million in penalties through hospital payment reductions.

The state determined 147 hospitals had “unacceptable” levels of preventable readmissions, while 65 of them enacted measures that lowered that

level to avoid the penalty.

Janet Long, spokeswoman for Morris Hospital, said hospital officials did not have a comment on the state’s policy.

They generally support initiatives that improve care and reduce costs for patients, she said.

At Morris Hospital, teams of medical professionals are working to prepare patients for post-treatment care, she said. The hospital collaborates with nursing homes and other health care agencies to improve a patient’s transition after they complete treatment, she said.

“I’m sure that if you asked other hospitals, they are all doing these same things,” Long said.

In a statement issued by Silver Cross, David Schlappy, vice president for quality and medical staff services at Silver Cross, wrote: “Even before the government mandates our staff has been focusing on our patients needs just not while they are in the hospital but also after discharge.”

“We have implemented a transitional care program and hired additional nurse case managers,” Schlappy wrote.

“Since 2010, we have seen a 28 percent decline in readmissions,” the statement read.

IHA officials want to change the policy to address challenges within certain demographics, Chun said.

He pointed to legislative efforts at the federal level.

Senate Bill 2501 calls for the U.S. Department of Health and Human Services to include certain socioeconomic factors such as education, income levels and poverty rates in the federal government’s own Hospital Readmission Reduction Program’s risk adjustment formula.

Chun said IHA officials hope to achieve similar policy adjustments at the state level, because oftentimes, hospitals hit hardest with penalties serve a higher percentage of low-income individuals or patients with complex medical conditions.
