info on multiple crimes MORRIS HERALD–NEWS MORRIS – Crimestoppers of Grundy County is seeking information regarding a hitand-run accident and recent burglaries to motor vehicles.

A hit-and-run incident occurred between 7:30 and 9:15 a.m. July 27 at 2380 Old Stage Road, Mt. Carmel Cemetery in Morris, according to a Crimestoppers news release.

The suspect vehicle hit a section of the iron fence and left the scene, leaving pieces of the vehicle behind and damage to the fence.

Crimestoppers also is seeking information about burglar-

ies to motor vehicles that occurred in the area of Old Pine Bluff Road, East North Street and Prairie Lane during the late evening hours of June 17 and early morning hours of June 18.

Numerous items have been reported missing from vehicles in these areas, according to the release.

Anyone with information on any of these incidents is asked to call the Crimestoppers line at 815-942-9667.

Callers may remain anonymous, and rewards of up to $5,000 are offered for information that leads to the arrest of the offenders.

DNA being tested in Grundy cold case Teenager’s murder still unsolved 15 years later; more info sought

By BRIAN STANLEY bstanley@shawmedia.com CHANNAHON – Fifteen years after 17-year-old Nicole L. Bowers was last seen at her Morris home, Channahon investigators now have some DNA evidence tested in her murder case.

“Science changes in 15 years,” Deputy Police Chief Adam Bogart said Monday at a news conference. “Relation- Nicole L. ships change, Bowers too. Someone who may have felt they couldn’t come forward [then] could [contact police] now.”

On the night of Aug. 2, 2000, Bowers was watching TV at her apartment in the 1200 block of Alicia Drive, Morris, when her mother went to bed. But Bowers was not there when her mother woke up the next morning.

Police said at the time, the teen was a “habitual runaway” who regularly spent the night at a boyfriend’s house.

Investigators became suspicious after several days passed and Bowers, who had not taken any personal items, did not contact relatives.

“I remember as a patrolman, for several years her picture was at our station as a missing runaway,” Police Chief Jeff Wold said.

On May 9, 2003, a surveyor found part of Bowers’ skull in a field near Bungalow and Gun Club roads in Channahon while the Utility Concrete facility was being constructed.

The site is about two miles from where Bowers lived, Wold said.

“We found some bones on the surface and ended up searching an area about 50 yards long by 75 yards wide where we brushed down inches below the surface and sifted,” Wold said.

Bowers’ identity was confirmed through dental records, and forensics indicated her bones had been intentionally broken and scattered across the wide area. She died as a result of blunt force trauma to her head.

While attending a homicide conference in February, Grundy County State’s Attorney Jason Helland was inspired to review the cold case and has been meeting every other week with Channahon detectives.

“Evidence collected at the scene [was] recently sent to the crime lab and DNA returned,” Helland said.

Bogart said further analysis is needed to check if the DNA can be matched to anyone in the law enforcement database network.

“Upon review of this particular case, [investigators] pulled out several leads that weren’t followed up on at the time,” Helland said. “We feel someone in the public has relevant information and relationships have changed among those individuals.”

SPRINGFIELD – Gov. Bruce Rauner signed a new initiative into law last week giving courts the discretion to require offenders convicted of making a prank 911 call or other false emergency alerts to reimburse the public for the costs of responding.

The legislation, House Bill 3988, was introduced and sponsored by state Rep. John Anthony, R-Plainfield, according to a news release.

“Swatting” is the act of tricking an emergency service into dispatching an emergency response based on the false report of an ongoing critical

incident; such as an armed robbery, fire or assault, for example.

Prank 911 calls and false reports to police cost emergency response agencies throughout Illinois both in terms of money and, more importantly, in time.

Examples that have taken place include the deployment of bomb squads, SWAT units and other police units and the evacuations of schools and businesses based on prank calls.

response services are diverted to a swatting call, those are precious minutes and resources that aren’t sent to legitimate calls where people’s lives are in jeopardy.”

Under House Bill 3988, those convicted of disorderly conduct for making a prank 911 call or other false report to police can be held responsible by the court to reimburse the reasonable costs incurred by the responding police, fire and/or EMS agencies.

“Emergency response” is defined as any incident requiring a response by a police officer, a firefighter, a State Fire Marshal employee, or an ambulance, according to the release.

Council approves ADM Marina TIF agreement

The Morris City Council voted, 9-0, Monday night to approve an ordinance authorizing the execution of a tax increment financing district redevelopment agreement between the city and ADM. In addition to the aldermen, Mayor Richard Kopczick voted on the agreement.

The parties agreed the city will reimburse ADM with 50 percent of the annual net incremental increase in real estate tax revenues derived from the project until 2038, or until the total reimbursed reaches $6 million, whichever comes first.

“It’s an incentive to develop blighted property,” Kopczick said.

A TIF district is an area in which assessed property values are frozen at their current level.

The difference in tax revenue generated between the frozen tax value and present-day value goes into a special TIF fund to be used for improvements to properties within the district.

The Marina TIF district,

or TIF-II, is on the Southeast corner of the city and includes several riverfront properties.

The city’s first TIF had property values frozen at their assessed value in 1986, when the district was created, but the Marina TIF district is set to run from 2015 to 2037, payable in 2038.

The total estimated TIF eligible project costs amount to $8.9 million. Of that total, land acquisition is estimated at $1 million and site preparation is projected to cost $6 million.

ADM already owns the property and is dredging the water to 10 to 12 feet deep to construct and operate a new barge terminal.

Construction of buildings is not included in this agreement and would come at a later time. If the terminal gets built, ADM envisions about $10 million more in project costs to construct the buildings, Kopczick said.

ADM terminal services director Brett Madison said 10 to 12 people would operate the facility, but the transportation provides other benefits.

“These facilities tend to support other industries in the area,” Madison said.

The remaining 50 percent of Marina TIF funds will be split two ways, with 30 percent sent to taxing bodies and 20 percent remaining in the

fund for infrastructure improvements in TIF-II. Boundaries for the Marina TIF district were agreed upon in July 2014.

In other news, the council voted, 8-0, to approve an amendment of the approved minutes from the July 6 council meeting, adding the words “and Mayor Kopczick” as a “yes” vote regarding the approval of a conditional permitted use permit granted to Greenhouse Group LLC to allow operation of a medical marijuana dispensary at 2400 W. Route 6. Morris City Clerk Carol Adair mistakenly did not put Kopczick’s vote in the July 6 minutes.

Alderman Don Matteson cited a conflict of interest July 6 before abstaining from the vote, and Alderman Bill Martin was absent because of work commitments.

It was interpreted by Morris Assistant City Attorney Brad Nolden that Kopczick was required to vote.

Matteson said in the July 20 council meeting his conflict of interest is that marijuana is illegal federally, which does not fit one of the five justified circumstances, according to the state code.

It was determined later Matteson did not have a legal conflict of interest, City Attorney Scott Belt said last month.

COAL CITY – The Coal City Community Unit School District 1 Board is set to decide Wednesday whether to submit a letter to the Grundy County Special Education Cooperative announcing its intent to leave the group.

Superintendent Kent Bugg said withdrawing from the cooperative takes two years.

“Because of the two-year process, the letter had to be sent prior to July 1, so if they issue it now it would be closer to three years before we would be removed,” Bugg said. “They also have the option of rescinding the notice, so if the board changes their mind they would not have to leave.”

Board member Shawn Hamilton said the discussion came about because the administrative fees for Coal City were four times higher than Saratoga Community Consolidated School District 60C in Morris and eight

times higher than Braceville School District 75 for the same number of children getting services.

The cost to Coal City for administrative fees is $140,000, according to Bugg.

“The administrative fees are based on the total student population of the district,” Bugg said. “We aren’t saying that they aren’t managing their money; this is just how it was set up.”

Coal City, which has a higher student population than Saratoga and Braceville, has 11 students enrolled with the cooperative.

He said when Coal City looks at potential savings from withdrawing from the cooperative, it’s greater than some other districts because the board already has started pulling services back inhouse and several required positions for special education are in place.

“We think we would come out ahead by about $200,000,” Bugg said. “This is just a snapshot in time, though.

Gov. Bruce Rauner has included Grundy County in a disaster proclamation for 23 Illinois counties for a period running from early June to late July.

The proclamation could lead to financial relief for homeowners and government agencies affected by the June 22 tornado in Coal City.

But Coal City has not yet qualified for federal assistance, said Joe Schroeder, director of the Grundy County Emergency Management Agency.

“There’s no guarantee of that,” Schroeder said Monday.

“It’s just one of the steps leading to that.”

Rauner apparently is trying to put enough disasters into one application so that Coal City and other areas across the state would meet the threshold amount needed to qualify for financial assistance from the Federal Emergency Management Agency.

“It’s kind of unprecedented in Illinois,” Schroeder said.

“Other states have done it in the past.”

Coal City Mayor Terry Halliday said officials have been working with state legislators to find a way to seek federal disaster relief.

“Texas and Oklahoma have done something similar,” Halliday said of Rauner’s proclamation. “I would hope that Illinois would qualify, as well.”

Rauner said a series of storms in June and July caused heavy rainfall, flash and river flooding, tornadoes and straight-line winds in 23 counties stretching from Alexander County on the Ohio River to Grundy County, The Associated Press reported.

Damage assessments will start this week in Grundy County and elsewhere, according to Rauner’s office. The governor said officials from FEMA, the Illinois Emergency Management Agency, the U.S. Small Business Administration and local emergency management agencies will assess damages to homes and

They would like to reach more veterans with the mobile unit, according to Kostecki, and are always looking at ways to reach new veterans.

She said there are many reasons why veterans aren’t aware of the services available.

“Veterans are a proud bunch; some don’t feel they need it. Others might have been told at discharge that they are eligible but because they don’t have needs right away they don’t think of it,” she said.

Born July 29, 1926, in Verona, Paul Ellsworth was the son of the late John and Angie (Gard) Lucas. He was raised in Verona and graduated from Mazon High School. Paul went on to serve in the United States Navy, until being honorably discharged. On June 29, 1946, Paul married Dorothy E. McBride in Morris, and together they made their home in Morris.

He was employed by the Morris Federal Paper Board Company until the plant closed, and later retired from Morris School District 54, where he worked as a custodian at Garfield School. He enjoyed gardening, hunting and trap shooting. Paul raised hunting dogs and homing pigeons, and will be remembered for his love of country music, which he enjoyed both singing and playing on the guitar. A true family man, Paul cherished his wife, children and grandchildren.

Forrest Bird, inventor of medical respirators, dies at 94

By KEITH RIDLER The Associated Press BOISE, Idaho – Forrest Bird, an inventor whose medical respirators breathed life back into millions of patients around the world, has died. He was 94.

His wife, Pamela Bird, said he died Sunday morning of natural causes at their northern Idaho home in Sagle, a base from which he traveled extensively around the world and was often recognized due to his 6-foot-4 height and unique, double-framed, flip-up glasses.

“People would say ‘Thank

you for saving my grandson.

Thank you for saving my life,’ ” said Pamela Bird, also noting the many cards and letters that arrived in the mail with similar messages.

Forrest Bird is credited with creating the first lowcost, reliable medical respirators in the 1950s. In 1970 he created the “Babybird” respirator that significantly reduced infant mortality.

“I work as if I were going to be the next person to need a respirator,” Forrest Bird told The Associated Press in a 1981 interview. “I share in the benefits I bestow on others and my work has enriched my life.”

He never stopped inventing, and had patents pending at his death, his wife said. He

was also a keen aviator, and at 92 was still doing spins and flips in his collection of aircraft, and also piloting his 12-passenger Bell helicopter.

“He’s one of my heroes,” said his step-daughter, Rachel Schwam, 31, who herself was saved by the Babybird after being born prematurely and now has two daughters of her own.

“He never liked honors or recognition, but he deserves it.”

He had advanced degrees in science and medicine, and his long list of honors include two that came from presidents.

In 2008, he received the Presidential Citizens Medal from President George W. Bush,

and in 2009 the National Medal of Technology and Innovation from President Barack Obama.

In photos with each president, Bird is wearing double-framed glasses with two sets of lenses, and he has one set flipped up. Pamela Bird said he started wearing the glasses in his 30s to avoid wasting time searching for glasses by having one pair for seeing both close up and far away.

“We were just fortunate to have his influence in our state,” said Jay Larsen of the Idaho Technology Council, which inducted Bird into its hall of fame in 2012.

By ROB OESTERLE roesterle@shawmedia.com MORRIS – Despite having to scramble to find a field, the Morris boys soccer program held its fifth annual Alumni vs. Varsity game Friday.

With repairs underway at Morris Community High School’s field, coach David Valdivia decided to play the game at the field behind the Grundy County building across from Shabbona School.

“This year was a little tough on getting the word out,” Valdivia said. “We weren’t sure if we were going to have the game due to the field maintenance on the main field at the high school.

“However, our athletic director, George Dergo, and the janitorial staff helped out by putting bleachers at the county field. We had 11 alumni players return this year, so we had one full game of two 30-minute halves.”

The first half appeared dominated by alumni possessions. At the 20th minute, Salvador Villanueva, Morris class of 2014 and former soccer player at Iowa Central College, made a perfect pass to Augustin Segura, from Morris class of 2005. Segura used the maneuver to score a goal for a 1-0 alumni lead, which the returning graduates took into halftime.

The second half heated up.

Redskin sophomore Conner McGlynn chested the ball and immediately blasted it into the corner of the net to tie the score at 1. However, the alumni team didn’t let up, and Villanueva once again found Segura for a pass and header. The game ended with the alumni winning, 2-1, against the varsity Redskins. It is the fourth time in five years the alumni have won the game.

“This was great for our team, as it gave me a chance to see how our new formation will work out for the year. This formation is similar to the one I created my first year. I am excited to add to it and to see how the kids will make it work for them against our tough conference.”

MORRIS – A late caution behind the leaders of a restart ended the race Friday night when Eddie Hoffman won his seventh late-model feature of the season at Grundy County Speedway.

Chris Cooling was coasting from the lead position early in the race, but a caution on Lap 18 changed things.

Cooling claimed third place, followed by Larry Schuler, James Gregait and Scott Koerner.

John Ventrello won the 25lap Mid-American feature, followed by Tom Knippenberg,

Chicago defense had to be torn down before being rebuilt

By PATRICK FINLEY pfinley@suntimes.com BOURBONNAIS – The Bears’ once-beloved defense is dead, replaced at training camp by a more modern scheme that promises aggressive pass rushes and coverage.

Few Bears players sound as if they’ll miss the Tampa 2, which Lovie Smith parlayed into a Super Bowl berth and Mel Tucker tried, with little success, to replicate.

They paint the scheme – Cover 2 defense with a middle linebacker dropping deep on pass plays – as a relic, hurdling toward extinction.

“For a long time, it was very effective here,” safety Ryan Mundy said. “I think if you get the right guys and the right coaches all on the same page, it can be effective.

“Or at least, it WAS effective. I don’t know how effective it was in today’s NFL.” Quarterbacks, he said, are getting “so much smarter,” making it easier to pick apart a defense whose goal is to drop back and seek out the ball.

Just ask Tom Brady, who completed 30 of 35 passes – and had four dropped – against the Bears last season. Or the leader of the Bears’ biggest rival.

‘Trying to spot-drop and

break on the ball with Aaron Rodgers back there,” Mundy said, “is not always the easiest task.”

Mundy wanted last year’s staff to make more adjustments when the team struggled, but admitted wholesale midseason changes would have been detrimental, too.

Either way, the optics, he admits, were ugly: a team getting picked apart while dropping back, not blitzing or playing exotic coverage.

“It looks bad,” Mundy said.

“From the outside looking in, you’re like, ‘Why aren’t these guys playing tougher?’ or ‘Why aren’t they playing more aggressive?’

“It can be very frustrating when you see simple route concepts like a slant go for 20 yards: ‘What the hell is going on?’ ”

The Bears’ new defensive coordinator has installed the same 3-4 defense that vaulted the 49ers into the league’s top five in each of Fangio’s previous four seasons.

“Strategy, man,” cornerback Tim Jennings said. “I think he puts guys in position to make plays. We’re looking forward to him putting us in the right position. He’s a very smart coach. So the team that we play is going to be different every week. And he’s going to be able to strategize.”

The coordinator is notorious for a creative pass rush – “Most important thing on the defense, easy,” safety Antrel Rolle said – while his defensive backs try to throw off receivers’ timing.

Unlike last year, the Bears will match opponents’ route concepts, Mundy said.

Coach John Fox said his “familiarity is more a little bit tighter coverage, more on them.” Even the Bears’ zone schemes will look tighter, inside linebacker Jon Bostic said.

“Even when we play our zone, we’re matching a lot more stuff so it looks like manto-man,” Bostic said. “That’s what I’ve been interested in. … I like that aggressive mindset.”

Entering his 11th season, Rolle knows playing man coverage keeps defensive backs mentally engaged.

“It allows you to stay in the game a lot more,” he said.

“You have something going on each and every play as opposed to getting bored on an island. It keeps you in the flow of the game. It lets you go out there and contest a little bit.”

The Bears have build their roster to be able to play that way.

Cornerback Alan Ball, who stands at 6-1, 176 pounds, is bulky enough to battle with receivers at the line opposite Kyle Fuller. That could allow Jennings, at 5-8, 186 pounds, to move inside and play the slot.

“The scenario we want to be in, is, make a situation where we can get our hands on the ball and our front can get a rush,” said Ball, who’s played in a 3-4 most of his career.

“If that’s holding up receivers, interfering with timing, getting underneath routes, all of that. Just confusing the quarterback.”

“We can create that situation for our front to pin their ears back and still get to the quarterback, but also getting some balls in the air where he might want to throw, or getting some errant balls.

“I think it all works handin-hand.”

The Bears have a new scheme, and confidence in those who are teaching it.

“If you look at their coaching history and their coaching pedigree and the guys that they’ve coached,” Mundy said, “Given the success they’ve had on the field and the type of guys they’ve had from a physical standpoint.

Then you see, ‘OK, these guys know what they’re doing and they know how to get guys to play at a high level.’

“I think that’s something that we’re all really excited about. I look out there at our group and I see a lot of playmakers.”

In today’s deal, look at the West hand. South opens one spade, West makes a textbook takeout double, North jumps to four spades, and everyone passes. What should West lead?

Note North’s response, which is weak (below game-invitational strength) and promising at least five-card support. (If North has 5-3-3-2 distribution, perhaps he should pull in one notch and raise only to three spades.)

There are three candidates for West’s opening lead: the spade ace, diamond seven and club two.

If West just has to wait to score tricks with his four honors, he should cash the spade ace, then exit with a diamond.

Here, though, he must lead a low club to have a chance to defeat the contract. What happens after that?

At the first trick, East must table his club jack, the bottom of touching honors when playing third hand high.

South wins with his ace and leads a trump to West’s ace. What now?

Trick one marked East with the club queen.

So West should continue with a low club. Then East, after winning with his queen, shifts to the heart nine, giving the defense four tricks.

I recently returned from visiting my son, his wife and my new grandchild. My son’s wife and I had many disagreements on how to care for my grandchild. Instead of respecting my years of experience as a mother and appreciating my help, she chose to ignore my instructions and advice.

After I returned home, I was told by my son that I was no longer welcome to visit my grandchild unless I apologized to his wife for trying to undermine her parenting. I told him she should apologize to ME for not showing me respect as the grandmother.
