Good people stop bullying We approve of a new state law requiring school districts to have bullying and prevention plans in place, although it’s disappointing if any Illinois school needed to be told to do that.

Fortunately, most local school districts do have a plan in place and have been taking bullying seriously for several years to foster a safe learning environment for all students.

It’s unrealistic to expect schools to be able to control every individual incident of bad behavior, but we can and should expect them to protect students and make sure there are consequences for students threatening, intimidating or physically injuring other students.

But it’s also a community effort, and we’re pleased to see State’s Attorney Jason Helland and the Grundy County No Tolerance Task Force organizing a forum in October on cyberbullying.

The forum is for parents and adults, as well as school faculty and administrators. Participants will learn how bullying and teasing can cause depression and, in some instances, result in suicide.

An anti-bullying assembly for students is scheduled for Oct. 8 at Morris Community High School.

The parent forum, Helland said, is a proactive approach to prevent bullying with the hopes of educating parents to see the signs of being the bully or the victim.

Even the most well-adjusted, confident students could face bullying, and we shouldn’t blame victims.

Showing kids that bullying isn’t acceptable, while also teaching them how to build their confidence, character, attitude and wit, will go a long way toward deflating the power of verbal taunts and emotional abuse.

These are valuable lessons that these teens will carry into adulthood, and we applaud teachers, community members and many others for taking a stance against this problem – and for making sure it’s an issue that is publicly discussed.

THE FIRST AMENDMENT

Now and at the hour of our death When a believer is immersed in the rosary, the familiar phrases of the Lord’s Prayer, the Hail Mary and the Doxology find a soft rhythm, as clicking beads mix with steady breaths and the human heart.

While meditating on each great mystery of the faith, the final words of the Hail Mary prayers are particularly sobering: “Holy Mary, Mother of God, pray for us sinners now and at the hour of our death. Amen.”

The prayers are “like a pulse that sinks deep inside and goes on and on as you meditate on how these mysteries are connected to your life,” said writer Elizabeth Scalia, known as “The Anchoress” among Catholic bloggers.

“I think all the mysteries would have offered inspiration and consolation to James Foley” while in captivity, she said, as he “faced the fact that his life was truly in danger.”

It’s hard not to ask: Was Foley, the journalist captured in Syria in 2012 and recently

After Foley’s death this month, beheaded by an Islamic State guard, his parents faced reporters and said they were proud of his calling to “bear witness” to truth and thankful, once again, for their family’s ties of faith.

“Jim was very loved, very proud to be a journalist,” Diane Foley told reporters outside their New Hampshire home. She added, “How do you make sense out of someone as good as Jim meeting such a fate? There’s so much evil in this world.”

John Foley said he believed his son “was a martyr – a martyr for freedom.”

In commentaries online, some Catholics have begun asking if the 40-year-old journalist may have been a mar-

tyr – period. In an interview with NBC, Foley’s siblings, Michael and Katie, claimed that Pope Francis had called Foley “a martyr” during a telephone call to the family.

A key fact in this discussion is that Islamic State fighters have consistently offered their victims a chance to save their own lives – by converting to Islam. In an online essay, theologian Pia de Solenni, a former staffer at Vatican newspaper L’Osservatore Romano, noted that it was also likely that Foley’s social media-savvy guards were aware that he was a Catholic, as well as a U.S. citizen.

“Martyrdom is not something that happened a long time ago in ancient Rome. ... It’s something that’s happening a lot, most – if not all – of the time,” she wrote.

“If it takes the death of James Foley for us to realize that people are dying because of their faith every day, then that makes him even more of a witness to the truth.”

It’s almost impossible to

believe, noted Scalia, that Foley was not pressed to convert during his captivity and, thus, to abandon his Christian faith. This may have happened, again, as he faced the immediate threat of execution.

“You know that they tried to get James Foley to do that,” she said. “Clearly, he refused to do it.”

If so, it’s hard not to think about the rosary prayers once again, she said. It’s easy to see the relevance of meditating on the First Sorrowful Mystery, when Jesus knows that he is facing his own death. Thus, in the Gospel of Luke, Jesus prays, “Father, if thou be willing, remove this cup from me: nevertheless not my will, but thine, be done.”

COAL CITY – Ever since the first day of practice, when the Morris girls varsity volleyball team began practice with six players, the club has been a work in progress. On Thursday, the Redskins got to see just how much the work has progressed when they opened the season on the road against Coal City.

Since the day’s opening practice, sophomores Jenelle Brehm and Destiny Cano were added to the roster permanently, joining seniors Taya Torkelson, Emma Thomas and Amber Misek and juniors Kaylin Korte, Addison Polite and Maren Bashor. Three other sophomores also donned varsity jerseys after the Morris sophomores lost the opening match in three games, but did not see action.

As she figures to be most of the season, the 6-foot Korte, an outside hitter who has already committed to play in college for University of Illinois, was the focal point for the Redskins.

But, even though Korte was set often, the Redskins are determined to let teams know they are more than a one-woman show. In fact, out of Morris; first six kills of the match, Korte had only one.

Brehm opened strong, recording a kll and a block kill, then Emma Thomas got a kill to pue Morris ahead, 4-1.

“We have to spread it around,” Morris coach Jackie Litwiller said. “We do have a good offense, and everyone played well tonight. I thought Jenelle Brehm and Destiny Cano did a good job in their first varsity matches.”

The Redskins builit a 9-4 lead before Coal City called a timeout, and Korte took over. She pounded down two straight kills to start a fourpoint run that also included an ace by Taya Torkelson and a kill by Cano. Korte finished with five kills in the first game, which Morris won, 2517.

Korte added five more kills in the second game to finish the match with 10, but the

Two kills by Korte gave Morris a 21-14 lead and it looked like it would end much like the first.

It didn’t.

Coal City refused to back down, and behind some strong serving from Taylor Rice and Rebecca Cash, stormed back to take a 24-23 lead. Unfortunately for the Coalers (1-1), the comeback stopped there, as Brehm recorded a pair of kills and Coal City committed a four-hit error to end the game and match.

“Our kids are athletic, and they are competitors,” Coal City coach Mike Lanoue said.

“You can’t coach either of those things, but if you have them, you are in every match.

It would have been easy for our girls to give up late in the second game, but we didn’t.

“I thought Rebecca Cash played well for us all night,

and so did Ryanne Ehrman.

There’s no quit in these kids, and we are going to a tournament in Willowbrook this weekend where we will see teams with similar height to Morris. Hopefully some of the adjustments we made tonight will help us.”

Morris’ two-setter system worked to near perfection, as the assists were split 13 for Taya Torkelson and nine for Addison Polite. Brehm finished with four kills, while Cano had three.

“I was glad the girls were able to regroup at the end of the second game and get it done in two,” Litwiller said.

“Emotions were high and we were a little nervous, which I think led to a few of our serving errors early. We also had seven blocking errors, which will get cleaned up the more the girls play together.

“All in all, it was a good first match.”

Hunting season is near, but who’s got time?

I just received several hunting magazines in the mail this last week. All of them had features talking about the upcoming hunting seasons. They specifically were focused on the hopefully-to-be-amazing 2014 deer season.

I casually flipped through them. The more I read ,the more I became depressed.

These articles seemed to be written for the hunter that has nothing else to do but hunt.

Apparently the guys who wrote these articles assume that none of us have jobs, must not have any family obligations, and have unlimited funds. Yeah, whatever.

I don’t know about you, but I have a job, have loads of family obligations, which by the way I am happy to meet, and very limited financial resources. I think most of us fall into this category.

These articles were talking

about how we should have our scouting done weeks ago, our stand repairs and checks should have been finished by now, and of course our food plots are all in pristine shape so we can leave the woods completely alone for sixty days before opening morning. Oh, and we should also have all of our gear ready, located and in top condition.

Are you kidding me? First of all, it is difficult to find time to go scouting. Thank goodness for trail cameras. The days of sitting idly in the cab of a pickup truck with a spotting scope jabbering to your hunting buddy are long gone for me. All of those evenings were before kids. Maybe someday I will have that time again, but not now. I have to rely on hunting areas that I’ve had success in from seasons past. That might sum up my scouting for this year.

INTO THE OUTDOORS Steve Rogers I will be lucky to check my stands a month before the season, let alone sixty days.

Besides, what if some squirrel eats through my ratchet straps between July 31 and the first day of October? I am a big fan of checking those stands as close to opening day as you can, within reason of course.

The food plot I normally use has all gone to weeds because I didn’t have any time to take care of it this summer. I know, I should have made the time for it, but sometimes something has got to give. Next year, I hope to have it back in shape again. Unfortunately, this summer gotten by me too quickly.

This last one makes me laugh. I am supposed to have all of my gear in order by now.

Hah! If I’m lucky enough to go sit on a stand opening morning, I will be still looking for my stuff five minutes before I walk out the door. If you are anything like me, you have accumulated so much stuff over the years you don’t know what you have and where it is. The end result is I usually go out and buy the same thing over again. That way, next season I can own six of the same item that I still won’t find when I need it.

I know. I should be better than this. But, life just gets in the way. Or does it? All of the things that have slipped by me this summer were for good reasons. First, I try to never miss anything that my kids are in. I’m proud to say, that I have seen or been in attendance at just about everything they have done since they started getting real active in school. I wouldn’t trade that for any-

thing.

Someday all too soon I will have time back on my side. My oldest is already talking about college and it freaks me out.

How did he grow up so quickly?

The youngest won’t be that far behind him. Instead of sitting at school events, I guess I’ll be logging many more hours back in the tree stand. Many more than I am getting to do now. I used to be the person that these articles talk about.

Until then, I will cherish the time I do get outdoors. And if I have to go hunting with mismatched gloves, a halfdead flashlight, in a stand full of raccoon poop over a weedy food plot, that is exactly what I will do.

Fan Appreciation Night, Night of Features at Grundy Speedway STAFF REPORTS MORRIS – Labor Day Weekend will be full throttle and wide open at the Grundy County Speedway. The weekend starts tonight, with Fan Appreciation Night, a salute to the speedway’s loyal fans, featuring $2 off admission from 5:30 to 7 p.m., free popcorn for kids 12 and under, $2 pizza slices from Sam’s Pizza plus an HD television and 2015 season pass giveaways.

A full exciting four-division stock car program is on tap for the final Friday night of the year plus spectator drags.

Saturday’s festivities start at noon with the annual Racers Reunion featuring thousands of old pictures and memorabilia plus inductions in to the Hall of Fame, and a full program of Stars Promotion open wheel Midgets that evening, with race time at 6:30 p.m.

The 38th annual Night of Features takes place Sunday with a special start time of

6:30 p.m., featuring six division features – Illini Midgets, INEX Legends, Illiinois Truck & Equipment Late Models, McMahon Transport Group MidAm Sportsman, Street Stocks and STARS Promotion Four Cylinders. The night will be highlighted by a 61-lap Lee Schuler Memorial Late Model feature, and fireworks by the Mad Bomber.

The gates open at 5:30 p.m. today, with time trials set for 6:45 and the first race getting the green flag at 8 p.m. Four division feature races will highlight the program, including Super Late Model, MidAm Sportsman, Street Stocks, and 4 Cylinders. Tickets are $12 for adults, $10 for seniors, and children 11 and younger are free.

There is also free parking.

For the Sunday Night of Features plus fireworks, the gates open at 3:30 p.m. with time trials set for 5 p.m. and the first race getting the green flag at 6:30 pm. The rain date

is Monday. Tickets are $15 for adults, $12 for seniors, and children 11 and under are free.

By ANN HORNADAY The Washington Post A common adage about great screen acting is that it’s less about doing than being.

Alfred Molina and John Lithgow provide a master class in that subtle, sublime endeavor in “Love Is Strange,” a delicate, superbly crafted and deeply moving portrait of family in its many forms and emotional permutations.

Ben (Lithgow) and George (Molina) have been together for almost 40 years when they are finally able to get married.

“Love Is Strange” opens on their wedding day, during which they’re toasted by, among others, Ben’s nephew’s wife, Kate (Marisa Tomei), who raises a glass to the inspiration of their commitment to each other and to how much they’ve taught her and her husband, Elliot (Darren E. Burrows), about staying together over the long haul.

It’s a moving encomium, but it will be put to the test once “Love Is Strange” gets

underway. Throughout this quiet but acutely observed drama – gently spiked with moments of warm, knowing humor – Ben and George will not only find their nascent union somewhat challenged, but will confront the very limits of their loving extended clan, genetic and chosen.

It’s not fair to go into much more detail about the plot of “Love Is Strange”; suffice it to say that it deals with many of the same themes and problems – with similar astuteness and sensitivity – as “Please Give,” Nicole Holofcener’s wise and funny comedy of manners set against the bemusing backdrop of Manhattan real estate. (One of the funniest running gags in “Love Is Strange” is the way Ben and George’s Manhattan friends disdainfully say the word “Poughkeepsie” when someone brings it up as a living option, as if it’s simply too outre to contemplate.)

Much as his characters do, Ira Sachs, who has directed the film from a script he wrote

with Mauricio Zacharias, makes New York something of its own character here, filming affectionate shots of the city’s skyline with the same subdued tones that Ben uses in the painting he’s working on from Kate and Elliot’s rooftop.

Sachs, who made the observant romantic drama “Keep the Lights On” two years ago, has both upped and deepened his game with “Love Is Strange,” somehow managing to capture life at its most quotidian, irritating and endearing while injecting the film with a subtle sense of outrage and impending unease. Although Ben and George seem rock-solid – an impression bolstered by Lithgow and Molina’s utterly convincing, two-spoons-in-adrawer physicality with one another – viewers may well wonder where this small but pivotal chapter in their lives will lead them. The same questions surround Kate and Elliot’s son, Joey (Charlie Tahan), whose adolescent

preoccupations don’t always jibe with having Uncle Ben in such close proximity.

Filmed in a series of beautifully arranged vignettes, set to a gorgeous classic soundtrack of mostly Chopin piano pieces, “Love Is Strange” wends its way to a shattering final moment, all the more stunning for the film’s most important events having happened off screen.

“Love Is Strange” turns out to be a subtle, sidelong coming-of-age and letting-goof-age story, a lyrical ode to longing and passion that were there all along, had we only noticed. Attention is duly paid in this tender and touching film; the strangest thing about “Love Is Strange” is how completely un-strange it is, from its familiar family dynamics to its exquisite honesty and compassion.

• “Love Is Strange” received three stars out of four. The film is rated R and contains profanity. It runs 94 minutes.

Stick with ‘good’ carbs as part of a healthy diet Dear Doctor K: In your column you often distinguish between “good” and “bad” carbohydrates.

What makes a carb good or bad?

Dear Reader: Carbohydrates – carbs – occur naturally in a variety of foods, from fruits, vegetables and milk, to breads, cereals and legumes. Carbs are also added to many foods, often in the form of sugar. Your digestive system transforms carbs into glucose (blood sugar). They are your body’s main source of energy.

Whether a carb is “good” or “bad” depends on several factors.

Some of the most important are: • Whether they are refined or whole; • Their effect on your blood sugar level; • Their fiber content.

Refined versus whole. Refined carbs include white flour, white rice, soda, fruit drinks and sweets.

The refinement process strips away many of the original carbohydrate’s valuable nutrients, fiber and vitamins.

Good carbs, on the other hand, are intact, or minimally processed.

They include whole grains, which lower the risk of heart disease, diabetes and possibly stroke.

Other minimally processed carbs include brown rice, oats, whole wheat flour, fruits and vegetables.

Good carbs take longer to digest.

Fiber content. There are two types of fiber: insoluble and soluble. Insoluble fiber is found in the skin, peels and husks of fruits, vegetables and whole grains. It passes through your digestive tract without breaking down and helps prevent constipation.

For many years, people were told that low-fat diets were healthy. That’s wrong. Just as there are good and bad carbs, there are good and bad fats. Unfortunately, the low-fat diet craze led many people to substitute carbs for fat as an energy source. Even more unfortunately, the carbs people chose were bad carbs. So stick with the good carbs and eat a balanced diet.

As a result, blood sugar and insulin rise slowly and peak at lower levels. Fruits, vegetables and whole grains tend to keep blood sugar levels steady. The pancreas isn’t overworked, and the risk of

Effect on blood sugar. Your body digests refined carbs and sugars quickly. This causes blood sugar levels to rise rapidly following a meal. When the pancreas – an organ in your abdomen – senses high levels of blood sugar, it produces bursts of insulin. Insulin lowers blood sugar levels by driving the sugar from the blood into the cells.

The cells need it for energy.

So far, so good. The problem is that if your pancreas has to keep responding to sudden surges of blood sugar, many times a day, day after day, it gets pooped. After many years, the overworked pancreas can’t make insulin as well as it used to. That can lead to Type 2 diabetes.

Her parents wanted her to continue, hoping that one day she would love to play and continue playing the rest of her life. But she was tired of taking lessons and said they were a waste of money.

If you do not love the instrument and, after two years, consider your lessons a waste of money, something’s wrong, and you should be allowed to stop. Music, like athletic competition, is a serious and demanding discipline, but it should never be drudgery. Parents are right to expose their children to it, but at a certain point whether to continue or not must be the child’s choice.

In my experience, the better you play, the luckier you will be.

And when you are being lucky, press the accelerator to the floor.

This week we are looking at active and passive defense; whether the defenders should try hard to win tricks or should wait for declarer to give them winners.

Often the auction will provide clear evidence of which way to turn. But sometimes it will not help. Then the defenders should study the dummy for guidance – as in this deal.

South is in four hearts. West leads the diamond two. After winning with his ace, what should East do next?

The dummy is threatening because that spade suit is surely going to provide declarer with a source of tricks, on which he can discard his losers. East must defend actively by shifting to the club 10. Here, this garners three tricks in the suit to defeat the contract.

Then East should congratulate West on his lead. If he had chosen, say, a trump, declarer would have taken at least 11 tricks.

Finally, defense can be affected by the form of the game.

When you are playing Chicago or Swiss teams or knockout teams, when overtricks are relatively unimportant, follow this week’s guidelines. But when you are competing in a pair event, where overtricks can be like gold-dust, you must be more careful if your active defense is likely to blow a trick.

Vallas claims Rauner’s plan includes education cuts

By VIKAAS SHANKER vshanker@shawmedia.com JOLIET – Democratic nominee for lieutenant governor Paul Vallas said Bruce Rauner’s tax plan will cut more than $12 million from Grundy County schools and $170 million from Will County schools.

“This is by far the most important issue,” Vallas said.

Vallas came Thursday to Joliet and released his analysis on the Republican gubernatorial candidate’s tax plan, which calls for the state tax rate to be sunset and lowered to 3 percent. Gov. Pat Quinn, his Democratic opponent, wants to stay the current tax rate at 5 percent. The legislation regarding the hike, when approved a few years ago, intended the increase to be temporary.

Vallas said the tax cut would create an $8 billion hole in the state’s discretionary fund, of which half usually goes to education.

He listed what the impact could be to every school district in the state. Minooka Community Consolidated School District 201, for in-

But the stakes are higher in Will County, where the district with the largest loss would be Plainfield Community Consolidated School District 202. The district would stand to lose $53 million.

Sheriff’s office accepting applications for program Becoming a Police Explorer allows young adults ages 14 to 20 an inside look at law enforcement, and to discover what policing is really like.

Grundy County Sheriff Kevin Callahan’s office will accept applications through this week for the position of “Sheriff’s Police Explorer.” The explorer positions are open to young men and women between the ages 14-20 who have an interest in law enforcement as a profession, according to a news release from the sheriff’s office Explorers have a hands-on, closeup chance to learn how the law works. Law enforcement exploring provides educational training programs for young adults on the purposes, mission and objectives of law enforcement.

The program provides career orientation, leadership opportunities and community service activities.

Its goals are to help young adults choose a career path within law enforcement and to challenge them to become responsible citizens.

The Explorer Program is the young adult version of the Boy Scouts of America. While the program is part of BSA, the explorer program is different than scouting.

The explorer program is co-educational, developed and supervised by local community organizations, and provides members with opportunities to explore particular career fields.

district. “To take a $50 million hit would be devastating.”

Some other school districts that would lose money in Grundy County include Morris School District 54 at $1.6 million and Morris Community High School District at $1 million.

But Vallas said the hardest hit under Rauner’s tax plan could be the smaller districts, like Braceville School District 75, which he said would lose $580,853 under the new plan.

“Those are the districts that are really going to feel the pinch,” he said.

But a response from the Rauner campaign contends that Vallas’ numbers are made up, and that Quinn has a track record of raising taxes and cutting education funding.

“Unlike Pat Quinn, whose education cuts led to teacher layoffs and larger class sizes, Bruce will make education a top priority and fully fund our schools,” the emailed response read, adding that the jobs and growth plan will help Illinois recover. “The answer to our long-term problems is to expand Illinois’ economy and invest in the future.”

Add a cowbell and you’ve got Morris Redskins fan Tricia “Tee Tee” Shannon.

“She’s always been there,” Morris football quad-captain Jake Walker said. “She’s the loudest, craziest fan. As an athlete, it’s a great feeling. It makes me push harder so she can cheer louder.”

Shannon was diagnosed with breast cancer in July, and one of her main concerns was missing the opening football game. “Who will ring the cowbell?” she asked several friends.

So friends Kris Torkelson, Shelly Cole and Beth Walker created custom pink T-shirts, complete with an image of Shannon’s cowbell. The shirts read “Ring Cancer’s Bell” followed by “#FightlikeaRedskin.”

“We knew there was no way this wouldn’t put a burden on the family,” Torkelson said.

“We had to do something for football because Tee Tee is the epitome of football.”

Not until she first donned a Morris Redskins softball uniform did she really understand the pride that came with being a Redskin.

Shannon graduated Morris Community High School in 1987, but her love of the maroon and white has only grown since. She’s often found on the sidelines of youth football games, Saratoga basketball games, dance competitions, or anywhere a child can be found participating in a sport.

“Every child needs someone to cheer them on,” she said. “I want to be the person to do that.”

Man suing agencies asks State awards $1.1 million to Morris for recusal of another judge airport for runway extension project

By JESSICA BOURQUE jbourque@shawmedia.com MORRIS – A Will County judge’s suspension following his use of a work computer to browse pornographic websites has Grundy County plaintiff Elton Monson asking for his removal.

Monson – the former Grundy County Veteran’s Assistance Commissioner suing various Grundy County officials – is calling for the recusal of Will County Judge Joe Polito, citing Polito’s 60-day suspension, handed down after the judge looked at pornography in his courtroom chambers.

“I don’t want to be around a person like that,” Monson said Thursday, after making a motion to recuse Polito during a status hearing Wednesday at the Grundy County Courthouse.

In his motion, Monson states Polito lacks respect and obedience of the law and judicial system.

According to the official court order entered February 2013, while Polito’s behavior was considered highly inappropriate, it did not affect his ability to perform his judicial duties. Therefore, the judge received a 60-day suspension without pay.

This is the third Will County judge Monson has requested be removed from the case – a

wrongful termination lawsuit filed by Monson and Kathleen Doran against Grundy County, the veteran’s commission, all three Grundy County judges and others last December.

The two judges recused before Polito had past relationships with the law firm of Rathbun, Cservenyak & Kozol, which is representing several defendants in the case.

Attorney Mike Mattingly is representing Grundy County and all Grundy County Board members in the case and said his defendants have no issue with Polito presiding over the lawsuit.

“I can only speak for myself and the county, but we have no objections to Judge Polito hearing the case,” Mattingly said Thursday.

Polito cannot rule on the matter, so a new Will County judge must be assigned to decide whether to grant Monson’s recusal request. That hearing is scheduled for Sept.

19, adding another month to the case.

Since all three Grundy County judges are named as defendants in the case, Will County judges must preside.

The two plaintiffs are representing themselves in the lawsuit and are asking for lost wages, benefits and reimbursements of $247,884.49.

In addition, they are asking for $100 million in punitive damages.

The award was the largest of $9.4 million presented to Illinois airports in 18 counties.

The grants were announced Thursday by Gov. Pat Quinn.

Morris’ airport will use the money for a runway extension project that will add another 500 feet to the existing landing strip.

“This is an important airport in an important part of the state,” Illinois Department of Transportation spokesman Guy Tridgell said Thursday.

“So, certainly, this is a very deserving project. It’s only going to help the airport fulfill its important role in the state and

local economy.”

The runway extension is the first of many improvement projects scheduled in the next five years aimed at making the airport more compatible for corporate jets.

When completed, the runway will be 5,500 feet in length, have a new surface and include precision lights to make landings easier.

Morris Mayor Richard Kopczick said the airport has the potential to become a highly successful corporate airport, and is already experiencing heavy traffic.

“We do have tens of thousands of operations here, annually, at the airport, including jet operations,” Kopczick said.

Airport manager Jeff Vogen said Morris’ location makes it worthy of large state investments.

“We’ve been very fortunate, but our location is one of the main reasons we get funding,” Vogen said. “We are on the perimeter of all the busy airports.

With growth rapidly going to the west, from Chicago, we’re in that next growth ring.”

The projects address critical infrastructure needs while creating construction jobs, according to a release form Quinn’s office.

The Illinois Department of Transportation Division of Aeronautics will manage the project, but federal, state and local dollars will go toward the $1.1 million project.

Morris’ share of the cost comes to about $55,000, about $25,000 lower than the city originally anticipated, Kopczick said.

Trucker in I-55 crash indicted for reckless homicide

Francisco Espinal-Quiroz, of Leesburg, Indiana, was indicted Wednesday morning on 15 counts of reckless homicide.

The indictments became public after they were returned Thursday morning.

Espinal-Quiroz is accused of causing the multi-vehicle collision July 21 that led to the deaths of five people, including one child.

One of those physical conditions is a complete loss of vision in his right eye due to a 1984 injury.

Reckless homicide is a Class 2 felony. The defendant could face between six and 28 years in prison if convicted.

By VIKAAS SHANKER vshanker@shawmedia.com CHANNAHON – The husband of one of the victims in the July 21 crash on Interstate 55 has filed a lawsuit against the truck driver as well as the driver’s company.

“It was a very hard decision for the family,” said

“These are very difficult times for them. They want to know why (Espinal-Quiroz) was on the road.”

The accident occurred the afternoon of July 21, killing Ulrike Blopleh of Channahon and three other victims that day: Kimberly K. Britton, 43, and Piper Britton, 11, of Urbana; and Vicky L. Palaciocs, 54, of Coal City. Timothy Osburn, 64, of Urbana, also was involved in the first collision and was pronounced dead Aug. 6.

Police said Espinal-Quiroz was driving a semitrailer on I-55 and switched lanes as cars were stopped due to construction at the Des Plaines River bridge. He hit cars, leading to a chain reaction accident that resulted in the deaths.

Ulrike Blopleh and her two sons were in the passenger seats of a car that her daugh-

ter was driving. Her children suffered injuries in the crash.

The lawsuit claims that Espinal-Quiroz was speeding, failed to reduce speed and didn’t safely change lanes.

The lawsuit points out that Espinal-Quiroz appeared to have impaired vision, suggesting he was not fit to operate the truck he was driving.

The suit also claims Espinal-Quiroz drove more hours than allowed by federal law and was exhausted to the point that he was a safety hazard.

The suit is the second civil suit filed against Espinal-Quiroz in relation to the crash. The first was filed earlier this month by Palaciocs’ son.

Also Thursday, upgraded criminal charges were filed against Espinal-Quiroz in Will County Circuit Court. He was indicted on 15 counts of reckless homicide.

According to data from GasBuddy.com, the average price of gasoline in Illinois has dropped from about $3.95 a gallon on June 17 to nearly $3.50 per gallon Thursday.

Mosher said gas prices don’t tend to have an influence on travel decisions, but it affects the way people travel.

“They have been the lowest for Labor Day since 2010,” she said. “The residual effect is people go to more places, eat more and spend more money.”
