By HEIDI LITCHFIELD hlitchfield@shawmedia.com MORRIS – A Coal City homeowner asked the Grundy County Finance Committee on Monday to honor the word of former committee members to provide aid in the cleanup of a waste treatment plant.

Scott Currin is one of 38 homeowners who lives in Coal City’s Prairie Oaks subdivision. The county board’s committee previously had said it would support giving $30,000 after the Prairie Oaks subdivision was annexed into Coal City nearly a year ago to connect to the village’s sewer sanitation plant. The neighborhood’s septic system was under an Illinois Environmental Protection Agency mandate to resolve its sewer issues.

“The committee thought money would be freed up if the money was received from Coal City,” Currin said. “I know since then, the money has been paid to the county.”

The money Currin is referring to is from an agreement with Coal City in which Grundy County was to collect $32,168.83 from the village for improvements made to South Broadway Street in Coal City in 2010. The settlement was reached in July.

When the subdivision was built, it was a requirement by the county to install a waste treatment plant despite many homeowners wanting to install separate septic systems, according to Grundy County Board Chairman David Welter.

Currin said the connection

to Coal City’s sewer system is complete and the homeowner’s association now has to cleanup and remove the existing plant to stay in compliance with IEPA, and to avoid fines.

At the time the association approached the city for annexation, the cost to decommission the plant was $105,000.

Currin said homeowners have not sought an updated bid because the water and sewer board only has about $26,000, with nothing set aside specifically for the decommissioning.

The cost burden for that falls solely on the homeowners.

Welter said initially he was the only member of the finance committee last year to vote against the donation, but after researching the issue further he feels giving the $30,000 to start cleanup at the plant is the

right thing to do.

“The county is the one who made them install the plant,” Welter said. “From what we have learned, the plant has never worked right since it was put in, and the company who built it went out of business, so no liability can fall back on them.”

He said the job of the county is to help keep residents safe from hazards and the current nonworking plant is a health and safety issue to residents of the county.

Board members asked Currin where the rest of the money for the removal of the plant would come from, which he didn’t have an answer for.

He said the association’s initial concern is cleaning the plant to remove the safety concerns addressed by IEPA.

Patrick Murphy, Jack’s father, attended Talking Hands, a sign language class Friday at the Minooka Branch of Three Rivers Library and said therapists recommended the family teach Jack to use sign language as his speech develops.

“He has Down syndrome and, to help develop speech, therapists suggested sign language to help him,” Murphy said. “We bought him a baby sign video, and Jack has modified some of the words, but he can say ‘please’ and ‘thank you.’ ” He also can sign “bugs,” something he does often when he’s out on a walk with his family, according to his dad.

He also uses sign language to let his parents know he has to go to the bathroom or wants to eat.

Annie Meyers of Minooka took her 13-month-old son, Logan, to the class because she felt it would be interesting as well as helpful.

“I took sign language in college, but I don’t remember much of it,” she said. “This is our second class and I think it will be helpful to teach Logan words.”

Laura Conboy, a Channahon resident who has a hearing loss, is teaching the free class every Friday.

“It seems like a new trend for the last five to 10 years,” Conboy said. “People want to communicate with their children.”

She said in her home, American Sign Language is how her family discusses their day over dinner. Her husband, Jess, is deaf, and their youngest son, Lincoln, who is 14 months old, wears a hearing

“For us, you have to know sign language to be able to communicate,” she said.

The class is open to babies and toddlers from 6 months to 24 months old.

Conboy said while children can learn to sign at younger ages, at one year they really start to understand and make the connection of the sign to the word. She has found a way to turn learning into fun. As each class meets, they study 12 signs each week using books

and song as a way to learn.

The 45-minute class is held with parents and children sitting together on the floor in a circle as Conboy reads a book going over the signs as she reads. They also learn the signs to popular children’s songs.

According to the Ameri-

can Society for Deaf Children, learning sign language is beneficial to both hearing and non-hearing children. It states that early language learning experiences affect other areas of development and that sign language provides the earliest possible mode for children to learn language.

“Study after study has shown that early development of language skills brings many advantages,” the American Society for Deaf Children website, deafchildren.org, states.

“For instance, those who learn their first language early, have an easier time acquiring skills in a second language. Also, children with strong language skills consistently outperform their peers on tests of intelligence and other measures of success.”

One killed in fatal collision on I-55 in Grundy

By MIKE MALLORY mmallory@shawmedia.com GRUNDY COUNTY – A Missouri man was killed Monday night after being involved in a crash where two semitrailers caught fire on Interstate 55 between Braceville and Gardner.

The crash occurred at 8:03 p.m., according to a news release from Illinois State Police District 5. David Lee Conway, 37, of Warrenton, Missouri, was pronounced dead at the scene at 8:55 p.m. by Grundy County Coroner John Callahan.

Gardner Fire Protection District Chief Terry Jensen said Tuesday afternoon the crash occurred between mile markers 229 and 230, and the district received assistance from 18 agencies as far north as Troy, east as Manhattan and south as Pontiac. Jensen said the Gardner district left its station at 8:06 p.m. and was at the scene until 12:35 a.m.

A crash involving two semitrailers occurred at 8:03 p.m. Monday on Interstate 55 between Gardner and Braceville. and accident reconstruction.

The preliminary investigation indicated that after being stopped on the right shoulder of I-55 southbound, the first truck attempted to merge back into traffic. At the same time, the second truck was traveling in the right lane approaching the location. The front of the

second truck struck the rear of the first, causing both vehicles to lose control and become engulfed in flames as the units came to their final rest, according to the news release.

The driver of the first truck, Gregory Horne, 59, of Morton was taken to an area hospital, and the driver of the second

truck was pronounced dead on the scene by Callahan. The Illinois State Police Traffic Crash Reconstruction Unit is continuing to investigate. Horne was cited for failure to yield while merging into traffic.

Jensen said upon arrival, 40- to 50-foot flames were coming from the trucks. At that point the fire was elevated to a 211 alarm, Jensen said, which brought aid from other agencies. There were 15 fire apparatuses and three ambulances on the scene.

Jensen estimated 10,000 to 15,000 gallons of water were used and responders successfully kept the flames from reaching nearby trees. The Elwood Tanker Task Force was on the scene to make sure there were no explosives, he said.

One semi was carrying food products and the other was carrying car parts, Jensen said.

The northbound lanes were reopened at 12:15 a.m., and the southbound lanes remained closed for hours before they were reopened later, he said.

Jensen did not know when the highway was fully reopened. “[Conway’s] tractor came apart and the driver was ejected while still seat belted in,” Callahan said in a news release from his office. “The remaining part of his tractor-trailer continued into the west ditch.”

Conway was found in his seat among the wreckage. He was a driver for 5 Star Logistics. Callahan said an examination will take place Tuesday, and he will have further information Wednesday.

Slattery announced last week she will not seek re-election in 2016. Her term ends Nov. 30, 2016.

Channahon Board approves zoning change CHANNAHON – In a specially scheduled meeting, the Channahon Village Board this week unanimously agreed to rezone a residential property to bring it into compliance with village ordinance despite objection from a neighbor.

The 5-acre property at 24545 S. Ford Road has had a detached garage for some time although it was zoned Residential-1, a single-family residence, which does not allow detached garages.

The property was rezoned Monday evening to Agricultural-2, rural residence, which does allow the structure.

It was a decision several weeks in the making, with dissent from the landowners to the south, Jeffrey and Tina Dames.

Monday, Tina Dames argued the property, owned by Dennis Bubinas, was in a flood plain and that state law did not allow buildings that contained hazardous chemicals on flood plains. She also said the garage never had a permit to begin with.

The week prior, Jeffrey Dames told trustees the property should not be rezoned to A-2, because it would open the way for the owner to increase the size of the garage or even start raising farm animals on the land.

Bubinas said he didn’t have any hazardous chemicals in his garage and was not planning to raise farm animals or increase the footprint of the structure.

The zoning change was not initiated by Bubinas, village staff said after the meeting, but was the result of the village rezoning a string of properties with nonconforming detached garages. Nine other properties have been rezoned in the past year, said Director of Community Development Mike Petrick, although they were rezoned R-1 to R-2.

Channahon administrators said rezoning the Bubinas property to A-2 is appropriate to the site.

Village Administrator Tom Durkin said an A-2 designation

is fitting for a larger property.

The land is immediately south of an A-1 zoned parcel known as Lake Shokakana.

Zoning it as R-2, Durkin said, would leave it open to the option to subdivide and add more houses.

The Dameses said the rezoning of the property was brought up just after Village President Missey Schumacher was elected in April and that she is living on the site.

Schumacher recused herself from discussion on the matter and allowed Trustee Sam Greco to preside over the vote. After the meeting, she said the issue was not a personal one and she had not

Two Joliet Junior College trustees resign

By FELIX SARVER fsarver@shawmedia.com JOLIET – Joliet Junior College may have to fill three seats on its board after two JJC board trustees resigned at Tuesday’s workshop meeting.

Board Chairwoman Tina Markley and trustee Barb Adams decided to resign from the board at the start of a workshop meeting Tuesday. They both then walked out of the meeting, leaving three other board members – Robert Wunderlich, Andy Mihelich and Michael O’Connell – stunned into silence.

Markley, who was vice chairwoman before Jeff May resigned in July because of health reasons, said she was surprised by the last board meeting, where she thought other board members made attempts to remove her from her position on the board.

“Was I humiliated at the meeting? Absolutely not,” she said.

She said she was also “absolutely appalled” that internal board politics superseded

the needs of the students. She said she had no desire to sit on a board that lacks integrity or decency.

After she announced her resignation, Trustee Adams said she wanted to resign as well. They then both walked out of the meeting.

After some silence, JJC Board Attorney Todd Hayden said trustees were in a “unique spot” because the board lacked a quorum.

Only Wunderlich, O’Connell and Mihelich were present. The board is meant to have seven elected members, plus an appointed student trustee.

After more silence, the trustees decided to hear reports from other college officials before deciding what to do next.

JJC Board trustees have been accepting applications to fill a vacancy since May resigned in July. But now the board has two more vacancies.

Former Virginia Tech football coach Charlie Coffey dies The ASSOCIATED PRESS BLACKSBURG, Va. – Charlie Coffey, who brought a potent passing attack to Virginia Tech during three seasons as the Hokies’ coach in the early 1970s, has died at age 81.

Coffey died at home Monday night in Shelbyville, Tennessee, the school said. He died after a long battle with cancer, according to the University of Tennessee, where Coffey was a three-year letterman and later an assistant coach.

Hokies, Coffey led them to a 12-20-1 record, including a 6-41 record in 1972. That team was led by quarterback Don Strock, who led the nation in passing and set several school passing records that still stand, and tight end Mike Burnop, who caught a then-record 46 passes for 558 yards.

“Charlie was really an innovator as a football coach during that time. He and his staff were sharp minds, and they installed a style of play that really brought the excitement and energy back to Lane Stadium,” Burnop, a mem-

ber of the Hokies’ broadcast team for nearly 30 years, said in a release provided by the school.

“Charlie also did some cutting edge stuff in terms of marketing, like with the checkerboard end zones and the orange jerseys. Those were his ideas. Today, that type of stuff is common, but back then, it was a really advanced way of marketing.”

Coffey spent five years as the defensive coordinator under Frank Broyles at the University of Arkansas before taking the Hokies job. Before

that, he served as an assistant coach from 1963-65 at Tennessee.

His other coaching stops included George Washington and Southeastern Louisiana State.

Coffey played offensive guard and defensive tackle at Tennessee. In 2010, he was inducted into the Tennessee Sports Hall of Fame, and in 2013, he was honored with Honorary Member status by the University of Tennessee Lettermen’s “T’’ Club – the highest honor bestowed by the organization.

Redskins cruise to win over Streator

By ROB OESTERLE roesterle@shawmedia.com MORRIS – There are big shoes to fill nearly everywhere in the Morris girls tennis program in 2015. The Redskins lost seniors Monica Davy, Leah Lines and Sarah Roth from last year’s team, as well as head coach Becky Ortega.

But the program seems to be in good hands.

Longtime assistant coach Samantha Shannon took over as head coach, with another former head coach, Luke Windy, now acting as her assistant.

Meanwhile, on the court, everything was well in hand Tuesday in a 5-0 nonconference win over Streator.

No. 1 singles player Megan Davy, a junior, returned for the Redskins after having qualified for state last season.

She won her match Tuesday, 6-1, 6-0, over Hannah Warwick.

No. 2 singles player Emma Dingbaum, a senior, remained unbeaten – she was the lone winner in Thursday’s 6-1 loss to Plainfield North with her 6-0, 6-1 win over Maggie Granado.

“We’re pretty good at singles,” Shannon said. “Megan is a very good player, and Emma is a tough competitor and very consistent. The two of them really set an example for the rest of the team, both in their skills and their sportsmanship.”

Those skills were more evident Tuesday, as both Davy and Dingbaum used strong first serves and strong ball placement on volleys to win easily.

In doubles action, Morris’ No. 1 team of senior Autumn See and junior Alyssa Larsen scored a 6-1, 6-0 win over Kylie Tasler and Rebekah Drysdale; senior Regan DeGrush and junior Emily Lamaze beat Emma Gonzales and Cheyenne Coon, 6-0, 6-0 at No. 2 doubles, and junior Paulie Stevens and freshman Abbie Borgstrom beat Lani Cates and Ann Swiskowski, 2-6, 6-2, 10-4 at No. 3 doubles.

In the auction, I agree with South’s opening bid. Despite the lack of a club stopper, the hand contains 20 prime points with eight control points (counting two for each ace and one for each king).

A typical two-no-trump opening has only seven control points.

North made a transfer bid, over which South’s four-diamond rebid (a superaccept) indicated at least fourcard spade support and the diamond ace while denying the club ace. North repeated the transfer to make South the declarer, then bid what he thought his partner could make.

Mirror distribution – each partner having the same hand shape – is usually troublesome.

This deal is no exception. With an unavoidable club loser, it looks as though declarer must work out which opponent has the diamond queen – but not if he knows about elimination and endplay.

South wins with dummy’s club ace, draws trumps, cashes his heart winners, and exits with his last club.

Whichever opponent takes the trick must either lead a diamond, finding the queen, or concede a ruff-and-sluff.

Finally, back to the coin-toss question. In theory, it is still 50-50, but you should bet tails. It is highly likely that the coin is imperfect and more likely to land tails.

Hybrid heart surgery means less invasion, faster recovery Dear Readers: In yesterday’s column, a reader asked why a friend had undergone both bypass surgery and an angioplasty to restore blood flow to the heart. The reader had thought that a person had either one or the other, but not both. I replied that this has been the case until recently: When one or more blocked arteries were discovered, cardiologists and cardiac surgeons had traditionally decided whether to do one procedure or the other.

However, a new hybrid approach is gaining favor. It makes sense only for some patients – and it sounds as if the reader’s friend is one of those patients. In yesterday’s column, I explained both angioplasty with stenting and

With that groundwork, let me explain the thinking behind the new hybrid approach: Angioplasty cannot reach and open all blockages of the heart’s arteries. For example, it can’t open blockages that extend a long distance in the artery or that are located at a fork of the artery. Significant blockages that can’t be opened by angioplasty need bypass surgery.

However, when arteries can be opened by an angio-

plasty using the latest types of stents (called drug-eluting stents), the long-term results are very good. And angioplasty is far easier to endure than CABG: It doesn’t require general anesthesia, causes fewer complications and has a shorter recovery time.

Traditionally, in people with multiple blocked arteries, if CABG had to be done for one artery, the surgeons often performed bypass surgery on the other blocked arteries as well, while the chest was opened.

Yet performing surgery on arteries that could be opened just as well by angioplasty prolonged the time of surgery, and the potential for complications from surgery and anesthesia.

The new hybrid procedure

seeks to achieve the best of both angioplasty and surgery: It uses surgery when a blockage occurs in the biggest artery that supplies blood to the heart, the left anterior descending (LAD) artery.

The surgery on that artery is minimally invasive. It requires only a small incision in the chest (not cutting through the breastbone). The heart is left beating; no heart-lung machine (with its potential complications) is needed.

The artery used for the bypass is an artery in the chest called the left internal mammary artery (LIMA). This restores blood flow to the LAD for many years, longer than when veins are used or when angioplasty opens the LAD

blockage.

The other blocked arteries are then opened via angioplasty, either immediately following the bypass or within the next day or two. (I’ve put an illustration of the hybrid procedure on my website, askdoctork.com.)

The new hybrid approach has not been proven to be superior in any way to traditional CABG. However, several good studies have found that it is not inferior. And since it involves less surgery and allows a faster recovery, this may make it preferable.
