SHAW MEDIA The Grundy County Health Department recently collected mosquitoes in Braceville and Diamond that have tested positive for West Nile virus.

In August, positive pools of mosquitoes also were collected in Minooka and Morris, according to a department news release.

West Nile virus is transmitted through the bite of a mosquito that has picked up the virus by feeding on an infected bird.

Most people with the virus have no clinical symptoms of illness, but some may become ill three to 14 days after the bite of an infected mosquito, according to the release. Only about two people out of 10 who are bitten by an infected mosquito will experience any illness.

Illness from West Nile is usually mild and includes fever, headache and body aches, but serious illness, such as encephalitis and meningitis, and death are possible.

Those age 50 and older have the highest risk of severe disease.

The department anticipates increased frequency of positive mosquito pools being detected, which raises the

risk of disease transmission to the public.

The department continues to encourage everyone to take steps to avoid becoming a victim of mosquito-borne viruses.

The best way to prevent this is to reduce the number of mosquitoes around your home and to take personal precautions to avoid mosquito bites such as avoiding being outdoors when mosquitoes are most active.

When outdoors, wear shoes and socks, long pants and a long-sleeved shirt, and apply insect repellent that includes DEET, picaridin or oil of lemon eucalyptus according to label instructions. Consult a physician before using repellents on infants.

Make sure doors and windows have tight-fitting screens. Repair or replace screens that have tears or other openings.

Try to keep doors and windows shut, especially at night.

Change water in birdbaths weekly.

Properly maintain wading pools and stock ornamental ponds with fish. Cover rain barrels with tight mesh wire screen.

BRIEF IBEW Local Union 21 assists tornado victims

COAL CITY – Members of the International Brotherhood of Electrical Workers Local Union 21 are assisting families affected by the Coal City tornado.

During their IBEW 21 Days of Giving – Back to School fundraiser, the union collected school supplies and donations to help the local families. IBEW 21 recording secretary Bob Przybylinski coordinated their efforts

with Coal City Community Unit School District 1 Superintendent Kent Bugg. Their goal was to provide backpacks filled with school supplies for each family that lost their home.

The union represents mostly telecommunications workers throughout Illinois and Northwest Indiana, county employees, nursing home and Chicago and Lake County, Indiana, emergency call center workers.

lleonecross@shawmedia.com The Illinois Department of Human Services has suspended its expedited payment program for social services agencies because of the state’s budget impasse, according to a letter from the department sent Thursday to an agency that serves Grundy County residents.

The letter, addressed to Frank Di Bartolomeo, president and CEO for Services of Will, Grundy and Kankakee Counties Inc., states the department’s expedited payment program has been suspended, noting that the state’s comptroller’s office is current in processing expedited vouchers for fiscal 2015.

Department spokeswoman Veronica Vera confirmed the letter’s legitimacy Thursday afternoon, and said the state agency cannot “pay for anything for [fiscal 2016] without a budget.”

The letter states the program will be re-evaluated for restarting expedited payments after the 2016 budget impasse has been resolved.

The program, in effect since 2005, was designed to alleviate financial hardships for local social services

agencies because of delays in receiving payment from the state. It allows qualified agencies to be moved to the head of the payment list for vouchers.

Di Bartolomeo said Services was reapproved for the department’s expedited payment program in July, but he received a letter Thursday stating the program had instead been suspended. Social services agencies are up for renewal every six months.

Di Bartolomeo said the suspended program places local agencies like Services – which are already dipping into cash reserves and surviving on a line of credit – in a more dire situation.

The Joliet-based agency – also known as Child and Family Connections – serves thousands of residents of Will, Grundy and Kankakee counties by providing early intervention programs for children with disabilities and other services for adults with developmental disabilities.

“Right now, if I have to wait 90 days to receive money I’m owed, our finances will not get past Sept. 15,” Di Bartolomeo said. “If I have to wait even longer, I’m going to max out my line of credit.

“I thought it was cool,” Mullaney said. “They’re so well-trained. There’s no stick or leash. He just says ‘turn’ and they turn.”

Matthew Lang, a firefighter and emergency medical technician, said he and the department were glad to help out.

“I’ve never had a chance to do that before,” Lang said.

“It was an interesting experience.”

Committee seeks estimate for Deer Ridge Park

By MIKE MALLORY mmallory@shawmedia.com MORRIS – After considerable discussion Thursday morning, the Morris Parks and Annexation Committee chose to request a quote for the purchase and installation of more playground equipment at Deer Ridge Park.

A meeting is scheduled for Sept. 3 to discuss the potential expenditure. City Engineer Guy Christensen will calculate an estimate for the work.

The city would then put the project out for bid and possibly have Public Works do the installation to save money.

The city plans to have Public Works put in a sidewalk along Locust Road, which borders the property.

The concern Debbie Donato from Deer Ridge Homes raised is whether the park equipment will be installed by winter. She said it would probably take four to six weeks to get the equipment on hand if the price is approved in September. Donato asked what would happen to the equipment if the project didn’t materialize before winter. Christensen said because the project will be bid out, the

The city was planning on building this year what Donato described as an exercise hill, but Kopczick suggested that waiting until next year for the possibility of donated dirt from industrial developments might be a better option. The committee figured the hill portion of the project would cost about $25,000.

“If we can save $25,000, that’s money we can use in another park,” Kopczick said.

Independent living center to hold fundraiser

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – The Will-Grundy Center for Independent Living is less than two weeks away from its annual fundraising event.

But the nonprofit is still counting on the community to step up and buy tickets or sponsorships before the big event to help reach this year’s fundraising goal, said Pam Heavens, the center’s executive director.

For $50, guests can partake in dinner, dancing, a silent auction and raffles from 5:30 to 10 p.m. Aug. 29 at Harrah’s Joliet, 151 N. Joliet St., with live music from the Teddy Lee Orchestra.

“Don’t be intimidated by the big band music. [The Teddy Lee Orchestra] plays other music, too,” Heavens said. “My father is 92 and he’s even brushing off his dancing shoes.”

It isn’t the celebration of the harvesting of crops however; it’s a celebration and fundraiser to harvest eyeglasses for the poorest of the poor, according to Dr. Phil Ortiz, co-founder of I Care International.

“We take between 6,000 and 8,000 pairs of glasses with us on our mission trips,” Ortiz said. “A lot of the patients we see have never been to a doctor, eye or medical. We take care of the poorest of poor.”

I Care International was started in 1989 by local optometrists, Ortiz and the late Dr. Charles Cools, as a nonprofit organization with a mission to provide eye care services around the world.

Volunteers have served in Costa Rica, Ecuador, Guatemala, Honduras, Mexico, Peru, Arizona, Florida, Illinois and California.

When actor Walt Willey met Ortiz during a recent radio interview in Ottawa, he knew immediately that he wanted to help and offered to attend Saturday’s fundraiser to help in any way he could.

Willey, who was born in Ottawa, starred on the TV soap opera “All My Children” from 1987 to 2011. Recently, he has returned to his first love, art, and has been working on illustrating a children’s book which he said causes his eyes to get tired.

“Now that I’m back illustrating, my eyes get tired. I can’t imagine being my age and never having seen a doctor, let alone an eye doctor,” Willey said. “I can’t imagine living and not being able to see the beauty around you.”

Ortiz said he hopes that people will take the opportunity to come meet Willey while supporting I Care International.

“We end up taking about 15 raffle extra bags, and that gets expensive,” Ortiz said.

Those who volunteer with the mission pay their own way to go on the trip and volunteer, but other costs are absorbed by the agency.

They are scheduled to return in March to Guanajuato, Mexico, an area the organization visited when it was just starting out.

Harvest Night fundraiser for I Care begins Saturday

Law enforcement reforms signed into law MORRIS HERALD–NEWS SPRINGFIELD – State Rep. John Anthony, R-Plainfield, Sen. Kwame Raoul, D-Chicago 13th, State Rep. Elgie Sims, D-Chicago 34th, announced as a group that a landmark law enforcement reform package they negotiated has become law.

The bipartisan measure includes standards for the use of officer-worn body cameras and makes Illinois one of the first states to codify recommendations issued this year by President Obama’s Task Force on 21st Century Policing, according to a news release.

“It was a privilege to work with law enforcement as well

as community groups to negotiate this trailblazing piece of legislation,” Anthony said in the release. “Most law enforcement officers have a genuine desire to serve and protect all residents of their communities fairly, and they welcome tools, such as body cameras and the officer misconduct database, that can help them do their jobs more effectively.”

SB 1304 also creates a competitive grant program for departments to obtain money toward buying the cameras.

The grants, as well as the legislation’s additional training requirements, will be funded by a $5 increase in fines for traffic violations.

But art therapy, often combined with more conventional therapies and medications, can facilitate healing, especially when people are uncomfortable discussing their emotions.

Or, as Morris art therapist Amy Davis said, “It’s another tool in the toolbox.”

“It can be the very thing to stop them from being distracted and to get them to focus on what they need to help themselves,” said Davis, a licensed counselor with a master’s degree in art therapy.

Blackburn said her bereavement therapy helps people through grief and loss.

“Many times, they are not sure how their life will change after the death of a loved one,” Blackburn said.

With grief, Blackburn said, some people initially might be in shock for long periods.

When the emotional pain starts, that’s when they come in.

To help clients decide what to make and which materials to use, Blackburn might ask about the memories they want to capture and then talk while they create.

“Sometimes, people are afraid they’re going to forget them,” Blackburn said. “We might draw a picture of a memory. That process connects the mind and body.”

Blackburn uses various media, such as drawing, painting, collage, crayons, oil pastels, watercolors, decoupage and 3-D art forms with wood, stone, cardboard, yarn and beads.

Hydraulic fracturing, commonly known as “fracking,” is the process of using sand, water and sometimes gas mixtures to break into the underground rock formations hitting new oil and natural gas fields.

Signed into law Aug. 18 by Gov. Bruce Rauner, Senate Bill 1803 directs the Illinois Department of Transportation to conduct a study on the effects of agricultural, manufacturing, mining and other industrial operations in LaSalle, DeKalb, Kendall, Grundy, Livingston, Woodford, Marshall, Putnam, Bu-

reau and Lee counties. IDOT then would submit a report to lawmakers by Jan. 1, 2017, that includes: • The impact of road usage and traffic pattern disruptions by sand mine trucking companies.

• The potential road improvement plans to alleviate the additional highway traffic caused by sand mine operations.

• The potential for adding new railway traffic caused by sand mine operations.

• The estimates of current and future tourism trends for the state parks and tourism areas in LaSalle County and the effects of sand mine operations on visitors to those parks and tourism areas.

• Recommendations to the General Assembly as to whether further legislation or rulemaking is needed to regulate.

Jamaican leader Frank Lumsden dies at age 73

By DAVID McFADDEN The Associated Press KINGSTON, Jamaica – Frank Lumsden, a Jamaican who worked as a commodities trader in Chicago before returning to his homeland to focus on reviving the Caribbean island’s Maroon culture in a backwoods community, has died. He was 73.

For the last decade, Lumsden was the “colonel” of the Windward Maroon community of Charles Town, one of Jamaica’s four semi-autonomous Maroon tracts.

Born on Jan. 28, 1942, he was a descendant of 18th century escaped slaves called Maroons who won their freedom by raiding planters’ estates and repelling invasions of their forest retreats with a mastery of guerrilla warfare. Elected leaders were called colonels, a title bestowed on Maroon chiefs since their battles with the British army.

Before he was elected leader in 2005, Charles Town was a moribund Maroon settlement that seemed destined to lose its traditions as young people left for jobs elsewhere. But Lumsden, who left Jamaica as a young man to study business administration at Southern Illinois University, fought to preserve rich traditions with heritage tourism and cultural conferences in the town’s fenced “Asafu Yard.”

He and a Maroon council also encouraged cottage industries such as beekeeping, wicker craft and herbal medicine to stem the flow of young people migrating to cities.

Newspaperman Bernie Beglane dies

By JIM O’CONNELL The Associated Press NEW YORK – Bernie Beglane was a multitasker decades before the word was invented.

“Mr. B.” was a sports writer for 25 years, a freelancer for The Associated Press for almost 60 years, and an academic dean who founded the Athletic Administration program at St. John’s. He could be interviewing one person while finishing a different story and dialing – yes, dialing – a phone to get more information, the correct information.

Beglane died Wednesday at his home in Hampton Bays after a long illness. He was 88.

Bernard Beglane was born in New York City on Jan. 12, 1927. He was in Fairfield University’s second graduating class in 1952. He started his sports writing career at the Long Island Star-Journal later that year. He moved to the Long Island Press and was with the paper until it closed in 1977.

He started the program at St. John’s in 1977 and through internships and career guidance, he was responsible for

“We used to ref games together down at the Brooklyn Navy Yard. Maybe two, three dollars a game,” Carnesecca said. “We were together again

as writer and coach, both at St. John’s and the years I was with the (ABA’s) Nets.

“Loyal?” Carnesecca asked before answering his own question. “There was nobody in the world as loyal, as good a friend as Bernie. He was one of a kind.”

German pioneer Egon Bahr dies at 93 The ASSOCIATED PRESS BERLIN – Egon Bahr, the German statesman who helped pioneer the “Ostpolitik” policy of improving relations with the communist East under West German Chancellor Willy Brandt, has died. He was 93.

Social Democratic party leader Sigmar Gabriel said Thursday that Bahr died overnight.

“Egon Bahr’s work for Germany and Europe achieved historic significance even during his lifetime,” said Gabriel, adding that Bahr’s greatest reward was seeing the Berlin Wall come down in November 1989. “(Bahr) put his trust in the might of freedom and the power of dialogue, that was the basis for ‘change through rapprochement,’ ” said Gabriel.

Beglane was a freelancer for the AP at the 1976 Olympics in Montreal, and through his 58 years with the wire service covered everything from World Series to equestrian to championship boxing.

In state politics, ‘nothing happens, twice’ The absurd facade of this long-running state government impasse might be summed up best with two brief statements.

1) Gov. Bruce Rauner to Democrats: “Just support my plans to eviscerate organized labor, and I’ll give you the rare privilege of voting to raise everybody’s income taxes.”

2) Democrats to Rauner: “Just accept our piddly little workers’ compensation reforms, and we’ll let you put all Republican legislators on an income tax hike bill, which you can then, of course, gleefully sign into law.”

Those two statements bring to mind a long-ago description of the absurdist theatrical “Waiting for Godot.” It was, the reviewer wrote, a play in which “nothing happens, twice.”

Ain’t that the truth. I also have heard some portray this standoff as something like a religious war, where each side is so wedded to its own core

belief structures, particularly when it comes to labor unions (Rauner against, Democrats for), that all rapprochement is impossible.

Really, as absurd and hardline as the summer most certainly has appeared, I am becoming increasingly convinced this overtime session cannot be accurately described as either one of those things.

The governor has railed against unions, but negotiated a state contract with the Teamsters, which even includes collecting “fair share” fees he believes are unconstitutional.

He has made innumerable cuts that quickly were restored, whether through executive fiat, legislation he supports or court cases he backs.

House Speaker Michael Madigan likewise talks a very good game about “protecting the middle class,” but he hasn’t always been such a white knight for his core constituency groups, either. He

The speaker made a deal that undercut trade unions at McCormick Place, when asked to by Chicago’s mayor.

He muscled through a Tier 2 pension plan for state workers and teachers, which resulted in their boycott of him in the 2010 campaign, which then led to the 2011 legislative education reforms (also pushed by the mayor and people such as Rauner), aimed mostly at teachers and their unions, and legislation to cut back the number of state workers represented by AFSCME, along with pension reform Part 2.

To me, the key here is Mayor Rahm Emanuel. If he really

is asking privately for some legislative limits on teachers’ union collective bargaining powers, as the governor has been telling reporters and anyone else who will listen, then you can expect the speaker and the Senate president will eventually go along.

Why would they go along?

Well, because that’s what Democratic leaders from Chicago usually do when their mayor needs them. Not every time, but it’s a pretty safe bet.

And because Emanuel has not yet as of this writing actually denied the governor’s claim about what he really wants, I’m guessing the governor is probably telling the truth. Or at least a close enough version of reality in order to finally smoke out the mayor and have him prod his two leaders to start moving on a resolution that can be applied statewide. As you know, Rauner refuses even to talk about a budget until he gets some of his “Turnaround

Agenda” passed, and keeping the teachers’ unions in check could go a long way toward that goal.

As long as Rauner can keep most of government functioning, I don’t think he is prepared to make any major deals, either.

So, the Democrats and the mayor and the governor all could choose to wait until the stuff really hits the fan later this month and into next month, when the state government’s rapidly deteriorating condition could very well excuse an ugly deal in the minds of their respective constituencies.

Or, they could just stick their necks out, act like statesmen and hammer out a compromise before the pain really begins.

Nah.

Help with college affordability College is expensive.

Getting all your academic ducks in a row for college is exhausting.

So anything that can be done to make college more affordable and alleviate headaches that arise in the process of enrolling is welcomed.

A new law signed by Gov. Bruce Rauner last week does just that. It requires public universities and colleges to give college credit to students who receive scores of 3 or better on a 5-point scale on College Board Advanced Placement exams.

Current score acceptance policies vary by school and, in some cases, department.

THE FIRST

AMENDMENT

For example, a student applying to McHenry County College would need to score a 4 or higher on the AP exam to receive credit in political science, but would need only a 3 or higher to receive credit for the same subject at Northern Illinois University.

Knowing whether a qualifying AP test score will receive credit regardless of Illinois college helps put a student’s mind at ease during the stressful time of selecting a college and wondering whether test scores will transfer.

It also helps students save money. Having to take fewer credit hours in college means having to spend fewer

dollars to get a diploma.

Students who excel in AP classes are prepared for college.

Allowing an AP class taken in high school to take the place of an introductory course in college does not lessen a college education or make it less challenging to graduate from college.

As long as AP classes are challenging, educational and preparing high school students for college, they should be allowed to count in college.

Easing financial and academic stress is worthwhile.

We applaud state lawmakers on adopting this policy regarding AP classes.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

Morris to hold practice for public Friday night

By ROB OESTERLE roesterle@shawmedia.com MORRIS – It’s a full week before the Morris football team plays its season opener against Chicago Austin Polytechnic on Aug. 28.

For those fans who need to satisfy their football fix, Friday is the night to do it. The Redskins will hold their annual scrimmage under the lights on the MCHS field, with the sophomores playing four 15-minute, running-clock quarters starting at 5:15 p.m. and the varsity to afterward.

Morris coach Alan Thorson said the varsity will start off with special teams work, then switch to first-team defense against a scout offense

and then the first-team offense against a scout defense.

“The biggest thing for us is that there will be officials there,” Thorson said. “It will be a lot like a normal practice for us, but with the officials there, we will be able to make sure we have certain things in order.

Things like lining up correctly on special teams, receivers checking to be sure they are either on the line of scrimmage or off, depending on where they need to be in our formations.

“We want to be able to have stuff like that cleaned up and ready to go so we aren’t having a bunch of penalties in our first game.”

The Friday night event also will give the Morris players a chance to get into a game-night

be out there in front of a crowd on Friday night. For the guys on the sophomore team, it will be their first time in front of a decent-sized crowd on a Friday night, and for the juniors on the varsity, it’s a chance to play in front of a varsity crowd for the first time.

“It might help them get over some of the butterflies that they will have when the first game comes.”

So far in practice, Thorson likes what he sees from his team, which hopes to build off the momentum from a run last year that included five straight wins before a Class 5A quarterfinal loss to Peoria.

His captains for this season are seniors Jackson Shannon, Nathan Guth and Ryan Niewinski

and junior Keagan Sobol.

“We were playing well at the end of the year last year,” Thorson said. “These guys didn’t like losing to Peoria, and a lot of them were in the weight room that next Monday.

It’s been a long time since then, and they have worked awfully hard.

“We have had a good summer with our camps and 7-on7s and in the weight room and with conditioning. It’s time to put that all together and show everyone how it looks on the field. Our kids like to get out there and hit, but they are really anxious to start hitting guys on other teams. Before that, though, we have to get through Friday night and all next week without hurting each other.”

Each time my family walks into a giant outdoors store, such as Bass Pro Shops, there is a ritual we follow. My wife breaks off to the left and disappears amongst the racks of clothing. The boys and I take a hard right and peruse the boats.

We open lids, run our hands along the sleek fiberglass, and marvel at the monstrous motors hanging off the transom. Once we carefully have looked at the console and hawked over the mighty electronics, we stroll to the nearby kiosk, holding all the newest graphs and locators.

My, how these things have changed in the last decade.

I remember, as a kid, marveling at the first fish locator my dad bought. I’m not even sure I fished much that evening. I couldn’t take my eyes off of the pixels dancing across the screen. Water temperature, depth and other pertinent information fed our

angling minds. How cool.

Then the questioning kicked in. Is that a fish? Is that another fish? Wow, that’s a big fish? I think I drove dad crazy asking that question.

But wasn’t that the point of a fish finder? As time passed, it became clear that those first fish locators were more useful for depth contours as opposed to actually locating fish. That is no longer the case.

The major manufacturers have each created units that are jaw-dropping. The detail, user functions, and information that is available to each angler is now a game-changer.

You may wonder how a good locator can change the way you fish. Let me give you an example.

An event I was fishing on Lake Champlain in New York will provide you with a clear cut picture. One angler had his trolling motor on high and zipped down the shoreline and rocky points. After a while,

He dropped a line down right below the locator’s transducer, which was mounted on the bottom of his trolling motor. A few seconds later, he reeled in a nice smallmouth. Then he zipped away with his trolling motor on high again. This scene repeated itself over the course of three days. He won the event.

Clearly this angler mastered his electronics. But the interesting thing was, he could tell by the density of the fish if it was big enough to be worth his time or not. A three-pound average would only mire an angler in the middle of the pack. Bigger fish had to be found, and find them

he did.

That was nine years ago. A lot has transpired since then.

The high-end graphs today boast side-imaging capabilities to provide unprecedented clarity and detail to the user. It now is possible to see if a bump on the bottom is a stump, pile of rocks or old tires. You also can see if there are fish relating to those structural features. You can learn so much about what fish are doing on any given day and apply that knowledge to your fishing.

These units, of course, are all tied into GPS units. If you find a dynamite stump or rock pile, you now can mark it without driving directly over it because of the side-imaging technology. It now is possible to idle by a long row of boat docks and see what is under them. If I only had that nine years ago.

The downside is the price.

Greenup wins STARS event:

Channahon’s Brad Greenup won his fourth D’Arcy GMC STARS series feature of the season Saturday night at Grundy County Speedway, but it didn’t come easy.

Billy Hulbert, trying to go back-to-back with his second win of the season, challenged Greenup on the final lap. He took the high side around Greenup at the exit of turn two and the two were even down the backstretch.

Hulbert stayed high with the advantage heading into the final two corners, but a small wiggle in turn four allowed Greenup to pull ahead.

Greenup joins Jimmy Anderson, Kyle Hamilton and Austin Prock as drivers with four wins in a season.

Hamilton has the record with five victories, posted last season.

Greenup’s points is 55 more than Tyler Baran, who finished fourth behind Ryan Probst. Nick Baran rounded out the top five.

Max Pozsgai earned his first win at Grundy in the Illini Racing Series, edging teammate Patrick Bruns.

Ed Ensor won in Classic Modifieds. Amanda Bohn won her second race of the season in CSR SuperCup and Jordan Caskey prevailed in Midwest Legacy.

Is it worth it? Clearly, that answer can only be decided by each angler, how much they fish, and what type of disposable income they have.

Modern electronics on a graph can greatly impact your ability to narrow down where fish are and what depth they are holding on any given day, but the bottom line is, you still have to catch them.

Would I love to have one of these on my boat? You bet.

If you ask my kids, they feel it is well worth it. Of course, they don’t pay the bills. Good fishing.

Bridge experts also read their opponents, during the bidding and play.

As an example, in today’s deal, how should South play in three no-trump?

West leads the club king. South ducks the first two clubs and takes the third.

East follows twice, then discards a low diamond.

North was not expecting his partner to have any problems, but the duplication of values in the red suits has left South with only seven top winners: three hearts, three diamonds and one club. He must take two spade tricks. How should declarer try to accomplish that?

The right start is low to dummy’s queen. If East wins with the ace, South should play a spade to dummy’s 10 on the second round. But if the spade queen wins, declarer returns to his hand in a red suit and leads another spade. If West plays low again, South must hope that he can read his opponents.

If East fumbled on the first round of the suit, declarer should finesse dummy’s 10. East would hesitate only with the ace. Or, if West paused momentarily on either round, South should put up dummy’s king. Similarly, without the ace, West would have had no reason to waver.

If both played low smoothly, declarer must guess – good luck!

All right, I would tend to finesse the 10 because East had to find only one good play; West would have had to make two.
