MORRIS – The Grundy County Board has rejected an offer by board member Frank Halpin to resolve the civil case the county has against him since September 2013.

According to Grundy County Chairman David Welter, who spoke during open session of Tuesday’s board meeting, the county was looking for no less than a $40,000 reimbursement for funds overpaid to Halpin. He said Halpin’s attorney spoke to the board during executive session two months ago and had made an offer that did not include repayment of funds, but would require a self-audit of other board members and would not require the county to pay his attorney fees.

“In September 2013, we filed a lawsuit for not less than $40,000,” Welter said. “The

vote was 12 to 3 to file the civil lawsuit.”

Grundy County filed a civil case against Halpin for the money he is accused of misappropriating from the county, as well as for the recoupment of all wages and benefits Halpin received during his alleged breach of duties as chairman and as a board member from 2008 to 2013 – a total of more than $200,000.

by Welter who accused Halpin of receiving reimbursements for meetings he either did not attend or never took place.

Appellate prosecutor Charles Colburn found no criminal charges were discovered.

Colburn also reported that at least one or more board members had received funds in excess of those that should have been received.

Board member Debra Jo Kinsella said several board members who are now on the board were not at the time these acts occurred. She asked if the rules then included sign-in sheets. Sheriff’s department investigating Diamond armed robbery

By HEIDI LITCHFIELD hlitchfield@shawmedia.com DIAMOND – Grundy County sheriff’s deputies responded to a call of an armed robbery Tuesday evening at a Diamond tobacco store at 2565 E. Division St. in Diamond, Sheriff Kevin Callahan said.

Callahan said they received a call around 5:30 p.m.

telling of two male subjects, one male black and one male white, stole an undisclosed amount of cash and cartons of cigarettes and fled the scene across Division Street.

He said they received a second call at about 6:30 p.m. from a resident of a mobile home park who stated there were two unknown subjects in his back yard.

He said there were others who occasionally turned theirs in directly to the treasurer, as well. Board member Mike Onorato said he was going to vote to reject the offer but he was not comfortable.

“I have concerns,” Onorato said. “We are not the judge and jury. It’s unfair to rush to judgment.”

Halpin did not speak during the meeting. He said after the meeting there is pending litigation and lawyers in place.

“We need to let the lawyers do their job,” Halpin said.

Halpin’s attorney was not at Tuesday night’s meeting.

Callahan said the subjects are in custody and his office would have more information Wednesday. The names of the suspects and possible charges were not available as of press time.

MORRIS – About 40 children from Grundy and Will counties gathered Tuesday morning near a cornfield behind the University of Illinois Extension-Grundy Office.

Grundy County Chief Deputy Coroner Christina Hintz-Symoniak walked the group toward a mannequin, which was portraying a dead body that had been resting in the summer heat for about a month.

As part of the annual “Mystery Camp” held by the Extension office, local youths experienced the closest thing to a real investigation.

“We do things like this to spark interest,” Youth Development Educator John Davis said.

Hintz-Symoniak used chicken and hot dogs that had been rotting in the sun for a month to duplicate the smell of a dead body, if it were placed in similar conditions.

Drug paraphernalia was found around the mannequin, which was lying between pine trees.

Each year, the Extension office plans a slight twist to the camp, with the ultimate goal of separating what is seen on TV shows such as “CSI” from what happens in real life.

With the camp in its 10th year, a dog was incorporated for the first time, Davis said.

Coal City Fire Protection District search-and-rescue and cadaver dog Rikki searched the property for scents at the direction of her handler, Lt. Nick Doerfler, to show the type of assistance a dog can provide in a death investigation.

“When that vest is on, she knows it’s time to go to work,” Doerfler said to group. “When it’s off, she’s getting petted by everyone in the department.”

The group then headed indoors to learn about evidence collection and forms of DNA. Campers made DNA models

Librarian looks forward to returning to work

By HEIDI LITCHFIELD hlitchfield@shawmedia.com MORRIS – Now that she has been reinstated by the Morris Library Board, children’s librarian Carol Hutchings plans to jump right back into her job and move forward with a grant the library received for 1,000 books to encourage literacy in babies and toddlers.

The program was what Hutchings was working on when she was terminated July 27 from her job at the Morris Area Public Library. The reason for Hutchings’ termination has not been publicly released.

More than 100 community members attended Monday’s board meeting to question her termination. After a lengthy executive session, the board voted 4-3 to reinstate Hutchings. Board President Steven Larson voted against her reinstatement, as did board members Michelle Pruim and

At least 127 members of the community came out to support Carol Hutchings at the Morris Library Board meeting Monday night.

“A representative of the board will meet with the director and Mrs. Hutchings to create a plan to move forward,” Pryor said Tuesday.

Hutchings said she was thrilled to be able to go back to work doing a job she loves and has been doing for 37 years.

difficult for her.

“I like the direction and discussions Lorene has had in regards to the library,” Hutchings said. “I can listen to her and take direction.”

At least 127 attendees were at the meeting in support of Hutchings, according to a community member who circulated a sign-in sheet Monday, which Hutchings said surprised her. A petition had been circulating on Facebook, as well, created on Change. org, asking for Hutchings to remain in her position. It had more than 1,500 signatures.

She said one of the people who spoke in favor of her reinstatement was someone she hasn’t seen in years – a young man who was in her first chil-

dren’s program at the library in the 1970s.

“It was most exciting when he got up to speak. He was in my first class,” she said. “I didn’t think he remembered me. I didn’t think he cared.”

She said she would like to see the library move forward and doesn’t want people to dwell on what happened. She wants to return to work fresh and continue to put the children first – and she hopes the community can do the same.

“The library is the community,” Hutchings said. “I’m not the library, I’m just the children’s librarian.”

Kennard said she had no comment after the meeting Monday and did not speak publicly on the matter.

Airport committee talks second private hangar Applegate remains hopeful project will be approved as soon as possible

By MIKE MALLORY mmallory@shawmedia.com MORRIS – If all goes well in the next three weeks, plans to construct a second private corporate hangar at Morris Municipal Airport could get approved.

The Morris Airport Committee met Tuesday with Tim Applegate, who along with two partners comprise ATS hangar, to discuss plans for a hangar at the airport.

Applegate said the group has been working on plans for its private hangar for about six months.

The group submitted earlier this summer plans to the city without electrical, HVAC and plumbing designs.

As of Tuesday, the firm contracted by Applegate is in the process of submitting plans that include those three elements. Applegate said construction can begin as soon as they receive approval.

Applegate asked for a timetable on when the plans could get approved. Morris City Engineer Guy Christensen said he’ll have the boundary lines for the land parcel submitted to the city by the end of the week. If that happens, Morris

Mayor Richard Kopczick said he hopes to have an appraisal of the property set up for next week.

It could be fairly similar to an appraisal done last month on the parcel of land designated for Rolf Helland’s potential hangar, but it still needs to follow the required order of operations, Kopczick said.

Helland’s project is considered a spearheading project by the city because it’s the first private hangar built at the air-

port in decades.

The land-lease agreement with Helland also is being drafted by the Morris City Attorney’s Office and may wind up looking similar to the Applegate project.

When the appraisal is completed, a request for a draft of a land-lease agreement would be sent to the city attorney.

Assistant City Attorney Brad Nolden said another committee meeting as early as three weeks from now is possible,

but a notice of proposed construction or alternation has to be submitted to the Federal Aviation Authority.

It can take three months for written approval, but airport manager Jeff Vogen said it’s OK to proceed with a verbal go-ahead.

In other news, Vogen said the foundation work for the extension of the runway is near competition and asphalt could be poured as early as next week.

Construction set to begin on Dwight high-speed rail station

By LAUREN LEONE–CROSS lleonecross@shawmedia.com DWIGHT – Village President Jared Anderson said it’s only fitting Dwight – a town founded by railroad engineers – is the first town in Illinois to break ground on a new depot that will serve passengers on a high-speed rail network linking Chicago and St. Louis.

Anderson joined U.S. Sen. Dick Durbin, D-Ill., Amtrak officials and others in Dwight on Tuesday for a groundbreaking ceremony for the $3.26 million depot.

The 800-square-foot structure is expected to be complete within a year, providing shelter, restrooms and other amenities for Amtrak passengers.

The new depot aims to be a complement to Dwight’s historic 1891 train depot – one of the few remaining stations between Chicago and St. Louis featuring 19th century architectural design.

Anderson said Dwight’s inclusion on the high-speed rail corridor will be an economic driver for the community.

“With the advent of highspeed rail, we need to be talking about growing our passenger rail network in Illinois and keeping Illinois in the forefront of leading the Midwest in investment,” Anderson said.

The Lincoln Service line – which runs from Chicago to St. Louis and through Joliet – ferried 633,531 passengers in last federal fiscal year, a 25 percent increase from five years ago, according to an Amtrak news release.

However, Durbin pointed to the ongoing budget battle in Springfield and what it may mean for Amtrak funding.

He said Gov. Bruce Rauner’s proposed cuts to Amtrak are a “disastrous decision” and fly in the face of the federal investments in improvements to Amtrak rail lines.

Downstate towns have plans to construct new depots or upgrade existing structures to accommodate passengers for high-speed rail. Joliet is in the midst of constructing its own new train station down-

town. Amtrak’s Lincoln Service began operating in 2012 at a maximum speed of 110 mph along the 15-mile stretch of track between Dwight and Pontiac. As the high-speed rail is completed, speeds along other portions of rail will increase from the top speed of 79 mph to 110 mph. The high-speed rail project includes track, crossing, bridge and safety upgrades. Durbin said the project will mean good things for small communities along the corridor.

“When you get outside the Chicago area, a lot of communities depend on certain things for their identity,” Durbin said. “Amtrak services (are) an important part of the identity for Dwight … and this commitment for a new station is a commitment to the future that all these folks are here to celebrate,” Durbin said.

The news agency said he died Tuesday after battling an unspecified long illness.

El-Sherif’s big break was in the late 1960s when he played a supporting role in “The Palace of Desire,” the screen adaptation of one of the novels in a trilogy by

Egyptian Nobel Prize laureate Naguib Mahfouz.

He went on to become one of the Arab world’s top male actors for much of the 1970s and 1980s in the heydays of Egyptian cinema.

One of his later roles was a part in “The Yacoubian Building,” a 2006 adaptation of a best-selling novel about Egyptian society and politics.

He was a favorite of Egyptian director Youssef Chahine.

The law, sponsored by state Rep. Robert W. Pritchard, R-Hinckley, aims to reduce the unemployment rate for the more than 800,000 veterans in Illinois. By amending the Illinois Human Rights Act, it allows an employer to voluntarily establish

FAMILY TABLE Quesadillas are a quick meal from leftovers

By ALISON LADMAN The Associated Press Weeknight cooks love the versatility and ease of quesadillas.

Construction is simple – two flour tortillas sandwiched around a bunch of fillings, then skillet-toasted – and they can be made with just about any ingredients you have on hand.

In fact, quesadillas are a great way to use up an abundance of produce or any leftovers you have kicking around. The trick is to make sure that none of the ingredients are watery.

Leftover roasted vegetables, for example, should be drained in a mesh strainer before being added to a quesadilla.

Watery raw vegetables, such as tomatoes or the zucchini used in this recipe, should be lightly salted and briefly drained.

GARBANZO, ZUCCHINI AND CHICKEN QUESADILLA

1 small zucchini Kosher salt 1 tablespoon cumin seeds 1 tablespoon vegetable oil 1 teaspoon smoked paprika 1 teaspoon chili powder 1 cup canned chickpeas, drained Four 10-inch (burrito-size) flour tortillas 1 cup shredded cheddar cheese ½ cup pitted black olives 1 cup shredded cooked chicken Salsa, to serve Guacamole or sour cream, to serve

with half of the zucchini, half the seasoned chickpeas, then half the olives and half the chicken. Sprinkle with another quarter of the cheese, then top with another tortilla. Cook until the bottom tortilla is lightly toasted and the cheese is beginning to melt, about 6 minutes.

Place a dinner plate on the quesadilla and flip the whole pan upside down. Remove the pan and slide the quesadilla off the plate and back into the pan, with the toasted side up. Cook for another 5 minutes, or until all the cheese is melted, everything is hot, and the second tortilla is toasted. It’s difficult to talk about Coal City without mentioning the devastating tornado that tore through the town in June.

The town still is recovering and everyone has been affected.

NFL draft is returning to Chicago While the Bears were hard at work Tuesday in Bourbonnais in their final tuneup for the first preseason game of the year against the Miami Dolphins, the owners of the 32 NFL teams were gathered in Schaumburg and they made news that will make most Chicago pro football fans happy.

The 2016 NFL Draft will be in Chicago for the second straight year and the focus will be on the things that most folks enjoyed so much this past spring.

In making the announcement NFL commissioner Roger Goodell said, “We’re coming back to Chicago for the draft in May of 2016.

They’ve earned it. They did an absolutely extraordinary job.

We are thrilled to be back.”

According to a study conducted at Temple University, this year’s draft generated an economic impact of $81.6 million for the city.

A huge chunk of that came

from the 31,000 hotel nights visitors are reported to have used and another 5,600 hotel nights from NFL staff and the league’s sponsors.

Appearing with Goodell mayor Rahm Emanuel said there are “ideas on how to make it even a bigger event.”

Emanuel hopes to tie the James Beard Foundation dinner, which takes place in town the weekend before the draft to a “Taste of the NFL Event” featuring top chefs from all 31 league cities.

Chicago actually was promised to host the event at least twice when it earned the bid to host the last draft, but it was not guaranteed it would be in consecutive years.

The owners were in town primarily to discuss the future of a franchise in Los Angeles and consider progress toward the building of a stadium and the cases for the Rams, Chargers or Raiders or possibly Chargers and Raiders

BEARS INSIDER Hub Arkush moving to L.A. Los Angeles also was Chicago’s prime competition to host the draft this year and there was speculation it would be awarded to 2016 draft as incentive to move more quickly on stadium plans and a commitment to the NFL returning a franchise to the city.

A league spokesman also indicated that it is quite possible Chicago could be awarded future drafts beyond the initial two-year commitment.

Chicago previously hosted NFL drafts in 1938, 1942-44, 1951 and 1962-64.

Interestingly TV ratings for the 2015 Draft were actually down 29 percent for Round 1, but it is worth noting the 2014 day one ratings included an all-time record 9.43 million

viewers. It would appear that what the league values more right now is the “Draft Town” held across from the Auditorium Theatre in Grant Park, which was considered a huge success and reportedly attracted near 250,000 visitors.

How does all this affect the Bears? It really doesn’t at all, but for those of you who can’t get enough of NFL merchandising and the league getting its hands in your pockets, it’s a big win. There were no announcements and little information leaked out of the owners conversations about the future of a franchise in Los Angeles, but things do appear bleak for Oakland’s Raiders fans. NFL executive vice president Eric Grubman reported that the city hasn’t given the Raiders a “viable proposal” yet to stay.

According to Grubman, “We’ve said one thing consistently to any of the markets and it really rests on a couple

of pillars. One of them the proposal has to be specific. The second is it has to be attractive to a team. And the third is it has to be actionable.

Grubman said, “Thus far those sorts of tests have not been met in Oakland.”

The mood surrounding these meetings was reportedly tempered by the fact that Goodell would be leaving Tuesday evening to appear Wednesday in federal court mandated settlement talks with Tom Brady and his representatives in New York.

U.S. District Court Judge Richard Berman has ordered Tom Brady and Roger Goodell to “engage in good faith settlement talks” but as of today it appeared there has been no progress on that front at all.

Bears LT Jermon Bushrod ‘feels stronger’ after missing time

By ARTHUR ARKUSH aarkush@chicagofootball.com BOURBONNAIS – Perhaps you’ve wondered about the physical toll on an NFL offensive lineman in his ninth NFL training camp, coming off his first injury-shortened season in years.

Bears starting left tackle Jermon Bushrod says let your imagination soar.

“I feel like an offensive lineman that’s about to turn 31 in a week-and-a-half, so you can use your imagination,” joked Bushrod on Tuesday after the Bears’ 11th practice of camp.

After knee and ankle injuries cost Bushrod two starts in 2014, halting his streak of 80

consecutive games played, the new regime has been careful with him.

Bushrod has been held out of two camp practices (coaches decision) and missed the majority of the spring practices with a back ailment.

Bushrod explained Tuesday he’d rather battle through practices with his brothers at less than 100 percent than be a bystander, but he appreciates John Fox’s prudent approach.

“For me not to be a part of it is tough, but I understand the situation,” he said.

Ultimately, of course, the reason for holding out Bushrod now is to avoid another situation as tough as 2014, when injuries forced Chicago to use

eight different starting O-line combinations after being only one of three NFL clubs in 2013 to use the same one in every game.

The Bears have mostly resisted the urge to experiment with Kyle Long outside, and with just 2014 seventh-rounder Charles Leno behind Bushrod, they know a healthy Bushrod is vital. He had a down year two years removed from a Pro Bowl invitation in 2013, but Bushrod, Chicago’s third-highest paid player in 2015, showed signs that when healthy, he can have a resurgent 2015.

From injuries to negative plays, though, last season’s tumult is in the past, according to Bushrod. He’s focused

on the future, which he’s confident will be brighter namely because Fox, Adam Gase and the staff are committed to positioning the club for success.

“We’ve just got to continue to stick to the plan and I think our coaches will do a good job of that – I think they’re going to put us in good positions – and honestly it’s up to us to do the rest,” he said. “Coaches can’t play. We have to go out there and execute our assignments, detail our techniques and finish.”

Moreover, Bushrod thinks his offseason regimen, combined with the extra time off, should help come September.

“My strength is going to be there. … It’s not about trying to kill it in the weight room,” he said. “It’s about working on the smaller muscles, working on the stabilizing muscles, working on everything you can to try and have a stronger core, and then as an offensive lineman, you can be better.

Honestly I feel like it’s been paying off.”

Cognitive behavioral therapy can overcome fear of flying Dear Dr. K: When I am forced to fly, I sweat and shake and feel like I’m going to faint.

I’ve been avoiding work-related travel, and I’m holding my family back from taking long-distance vacations. What can I do to get over my fear?

Dear Reader: You suffer from a type of anxiety disorder called flight phobia or, in medicalese, “aviophobia.” A phobia is an extreme fear of something that poses little or no real danger.

Fear of flying, heights, animals, insects and the like are all phobias.

Fear of flying is actually pretty common -- and it can affect quite powerful people. For example, the founding dictator of North Korea, Kim Il-sung, allegedly suffered from flight phobia, as does the son to

Of course, the isolation of their country from the world didn’t require them to fly to many other places. Indeed, flying to many countries would have been quite inadvisable.

Even the most powerful person in the world for eight years, President Ronald Reagan, allegedly had flight phobia. Before becoming a politician, he traveled by train whenever possible. After entering politics, he just gritted his teeth and accepted the inevitable.

It sounds as though your

phobia triggers a panic attack.

If so, you may also have other symptoms, such as chest discomfort, shortness of breath or palpitations. You may feel that you are losing control.

Cognitive behavioral therapy (CBT) is the leading form of therapy for anxiety.

It aims to correct ingrained patterns of negative thoughts and behaviors. As the name suggests, it has two parts. Cognitive therapy helps people change patterns of thinking that prevent them from overcoming their fears. Behavioral therapy works to change their reactions in situations that trigger anxiety.

A form of CBT called desensitization (also called exposure) can be particularly effective for phobias and panic disorders.

Exposure therapy involves having people face their fears directly. This can be done in several ways. One is through role-playing. Another is by having a person imagine frightening situations and describing them.

Yet another strategy is to actually put people in real-life situations that spark anxiety.

The reasoning is that avoiding anxiety-causing situations reinforces fears or false beliefs. In real-life situations, people can recognize inaccurate or negative thoughts and substitute realistic ones.

With repeated exposure, people eventually become desensitized to fear-provoking situations.

You may not need ongoing treatment if you encounter the thing you are afraid of only

occasionally and predictably, as it tends to be with air travel. In such a case, anti-anxiety drugs such as lorazepam and clonazepam can help. You can take them only when needed.

The goal is to find a dose that reduces symptoms enough so that you can get on the plane and stay calm enough while en route.

Given the intensity you describe, it is probably a good idea for you to explore therapy and medication. Most people find that anti-anxiety medicine plus a simple relaxation technique, such as deep breathing, is enough to make air travel bearable.
