Morris Police officers responded at 1:22 a.m. Monday to a residence in the 1200 block of Price Street for a report of possible gunshots fired.

and officers investigated the incident, which included a search of a vehicle, a residence and a garage in the 400 block of East High Street where a handgun was recovered.

Salvador Mijares, 44, of Morris was arrested later Monday on a charge of reckless discharge of a firearm, a Class 4 felony, for allegedly shooting from inside his ve-

hicle in the direction of the residence.

There were no injuries.

“It appears the suspect knew the people who lived there,” Police Chief Brent Dite said Tuesday morning.

Dite said the matter remains under investigation and additional charges may be forthcoming.

Mijares was transported to the Grundy County Jail.

MAZON – If Jason “Champ” Clearwater wasn’t playing sports or watching sports, he was making friends throughout Grundy County and his hometown of Mazon.

His mom, Linda Clearwater, said he never had a bad day.

“He was a happy person,” she said. “He created friends from all the surrounding towns. It amazed me.”

Clearwater started his love for sports by playing T-ball in Ransom, to middle and high school teams in Mazon and Seneca, to intramural sports as an adult.

But Clearwater was taken suddenly in August 2013 from his family and friends after suffering a fall that resulted in an irreversible brain injury. He was 35, and lived in Minooka for roughly his last 15 years.

The Clearwater family – along with brother-in-law, Nate Olson, and friends Todd Cade and Jeramy Sherwood – immediately thought of ways to honor him.

The Jason Clearwater Memorial Fund, with a mission of benefiting local youth sports, was launched.

To raise money, family and friends decided on a golf outing, but knew it was too late in the year to hold, so they planned the Inaugural Champ Classic Golf Tournament for August 2014.

To date, proceeds from the outing have benefited several entities. The largest donation and most recently completed project, Olson said, was adding fences and dugouts for the Mazon T-ball field.

Tom Morris, president of the Mazon-Verona-Kinsman Youth Athletic Association, said Olson contacted him about adding dugouts to the field with donation money last year. Morris said they went

Grundy VAC will continue to be paid by general fund Superintendent Ken Buck proposes resolution to create a tax levy to fund the VAC in future

By HEIDI LITCHFIELD hlitchfield@shawmedia.com MORRIS – Despite the Grundy County Veterans Assistance Commission presenting a resolution to levy a tax to pay for its services via state statute, the county’s Legislative and VAC committee decided Tuesday to continue to fund the VAC the way it has been – with money from the general fund.

Ken Buck, superintendent of Grundy County VAC, said staff have heard from the

county board to raise revenue or cut expenditures.

The VAC isn’t allowed to charge for services but can levy taxes to pay for what is provided to Grundy County veterans.

“According to state statute the VAC can be funded three ways. Currently the county funds the VAC, but we are seeking a resolution to have a dedicated tax levy to fund the VAC,” Buck said.

He said that the third way to fund is through public aid, but it is a more difficult way

an alternate representative from every veterans group in Grundy County. Committee Chairwoman Deb Warning said she is hesitant to agree to a new tax because once a new tax is created it doesn’t go away – and often is added to.

Board Vice Chairman David Nelson said he sees it the same way Welter does – that it is not the appropriate time to make a change with the legality of the VAC up in the air.

“I agree we should take care of veterans in the county,” Nelson said.

He said the way the VAC currently is funded, the services and veterans are being taken care of.

Morris police recognized at city council meeting MORRIS – A full house gathered Monday night at the Morris City Council meeting.

Although many present disagreed with each other and some city officials, one topic brought them back together.

Residents and officials alike applauded the efforts of Morris police officers who were recognized in a positive letter from the FBI for their assistance in the May 15 arrest of Jeffery M. Lazier, 43, of Coal City.

Mayor Richard Kopczick read a statement highlighting the investigation and thanking the officers for their service. Morris Police Chief Brent Dite presented the officers to a round of applause.

Lazier was wanted on a warrant on charges of armed robbery, kidnapping, felony armed criminal action, felony sodomy and aggravated criminal sexual assault. The charges stem from an alleged incident three days prior in Missouri, in which an adult female told authorities she was abducted for hours before escaping her captor, according to a news release from the FBI. The letter from the FBI to Dite stated the safe arrest and subsequent exceptional support during evidence collection and the interview led to quick resolution of a high-profile, interstate kidnapping.

By JEANNE MILLSAP Shaw Media Correspondent CHANNAHON – The Channahon Village Board heard Monday several presentations, including from two state senators who offered differing views on the state’s budget woes.

State Sen. Patrick McGuire, D-Joliet, presented a certificate of recognition to former Village President Joe Cook on behalf of the Illinois Legislature, saying Cook was “a great mayor and a really, really good guy” who had an “encyclopedic knowledge of government” at the local and state level.

“You never wavered because you had a vision for this community,” McGuire said to Cook.

Cook thanked the senator and said his knowledge of how government works was due to good mentors over the years. He added that he appreciated McGuire for his openness and the time he spent on Channahon issues.

McGuire also updated the board on state politics, saying it was shameful the Legislature hasn’t enacted a budget for 2016 when the fiscal year began July 1. The delay has left many in a lurch, he said, including the foster care system and substance abuse programs.

A measure passed last week by the Senate would have provided a one-month budget and allowed core services to operate, he said, but a similar bill was not approved by the House. McGuire said his hope is the budget impasse will break if lawmakers approve a proposal to enact a statewide, two-year property tax freeze and give pension parity to Chicago schools.

“I imagine this bill will give the governor what he wants,” McGuire said.

State Sen. Sue Rezin, R-Morris, who also attended the meeting, said while her “friends across the aisle” asked for a one-month budget, Republicans “want a year. An unbalanced budget is unconstitutional.”

Rezin said the state is in uncharted territory working without a budget, and the governor is asking for approval on four things – a reduction in workers’ compensation costs, a property tax freeze, term limits and redistricting reform – before he will consider a new budget.

“After these bills are passed,” Rezin said, “he will look at the budget.”

The enterprise zone program was created in 1982 to stimulate economic growth, according to the Illinois Department of Commerce & Economic Opportunity. The zones guarantee sales tax abatements, and local taxing districts can negotiate further incentives.

With a change in state law, all of Illinois’ 97 enterprise zones must be replaced instead of renewed or extended.

Ammer said she expects to learn about its future in September.

Ammer also said the Grundy County unemployment rate was at 6.7 percent in May, compared to 8.2 percent in May 2014, and the industrial vacancy rate is almost zero.

“I think that bodes well for new development,” she said.

The council approved an ordinance granting preliminary and final plat approval of a planned unit development for Deer Park Retirement Community.

Residential units there will become known as Deer Park Retirement Community and be separate from the existing assisted living business previously known as Walnut Grove Village.

Units previously were leased but now can be owned and belong to an estate.

The building will have a homeowner’s association and a clubhouse or commons type of area.

The council approved an ordinance granting the conditional permitted use request of Elizabeth Brownewell to allow a two-family detached residence on West Jefferson Street in a single-family lot.

A living unit above the garage has existed for more than 50 years, but Brownewell had elected not to rent the apartment in recent years.

A healthy twist on french fries

By MELISSA D’ARABIAN The Associated Press I’ve been watching the “zoodle” craze from the sidelines. Admittedly, I’ve been tempted to jump in. Noodles made from healthy zucchini using a super-cool spiral cutter? Yes, please!

But truthfully, I’ve harbored fears that the fad (and my interest) would quickly fade, leaving me with one more gadget to add to the donation pile.

If you haven’t seen a spiral cutter, it is a small piece of kitchen equipment (several companies offer different models and styles) that cuts vegetables into (very) long, curly noodle shapes. You push the vegetable into the blade area, turning it, hence the “spiral.”

One of my favorite dishes is the zoodles, which can be eaten raw (toss with lemon juice, black pepper and Parmesan cheese) or can be softened by sauteing for 2 to 3 minutes in a bit of olive oil before tossing with your favorite pasta sauce for a low-carb dish. But I’m also spiral cutting sweet potatoes, cucumbers, radishes, turnips, carrots and even apples.

The spiral hit of the summer, though, has to be these baked curly fries. Oven fries are a great healthy alternative to the usual deep-fried french fries. But oven fries have always left us feeling a bit deprived, unsure whether the french fry itch has been adequately scratched.

Until now. We truly love these oven fries! And with only 1 teaspoon of oil per recipe, these oven fries alone are worth the price of the spiral cutter.

1 tablespoon finely chopped fresh thyme 1 teaspoon kosher salt, divided 1 teaspoon garlic powder, divided 1 tablespoon finely chopped fresh parsley Heat the oven to 425 F. Line 2 baking sheets with kitchen parchment.

Using a spiral cutter, cut the potatoes into curly slices using the coarsest/widest blade setting.

Depending on the model of spiral cutter you use, you may need to cut the potatoes to fit into it.

Transfer the sliced potatoes to a large bowl and toss with the olive oil, thyme, 1⁄2 teaspoon salt and 1⁄2 teaspoon garlic powder. Divide the potatoes between the 2 baking sheets, spreading them evenly.

Bake for 15 to 20 minutes, or until they are visibly browning and crunchy in places. Flip and bake for another 15 to 20 minutes.

OPINION Supreme Court worries unions SPRINGFIELD – The U.S. Supreme Court agreed to hear a case last week that has union bosses worried. Very worried.

In the case, Rebecca Friedrichs, along with nine other California public school teachers, don’t want to pay mandatory “fair share” fees to a union. They argue that being forced to pay these fees, even those that only go toward bargaining and contract administration, is a violation of their right to free speech under the U.S. Constitution.

Why? Because they don’t agree with political views of the union that wants their money. The union counters that none of the “fair share” fees are funneled into political activities such as campaign contributions to legislative candidates.

But here’s the rub: Just about everything a union representing government workers does is political.

VIEWS Scott Reeder Who said so? U.S. Supreme Court Justice Anthony Kennedy. Last year, I was in Washington covering an Illinois case being heard by the high court, and Kennedy noted that collective bargaining for government workers affects the size of government – something that has political implications “in an era where government is getting bigger and bigger, and this is becoming more and more of an important issue to more people.”

Sure enough, on June 30, the U.S. Supreme Court agreed to hear Friedrichs’ case, which could do that.

In the business world, unions have shrunk. But local government remains a stronghold for Big Labor.

In fact, between 2002 and 2014, government worker unions combined pumped $47.5 million in the war chests of various Illinois state elected officials. How much of that money came from workers who really don’t want to belong to a union is hard to say.

But one thing is certain – not everyone who is paying money to a union wants to.

They pay because they want to keep their jobs. No one should be subjected to funding an organization they don’t agree with just to provide for their family. But many are forced to anyway. Whether that remains the case, the Supreme Court will tell us next year.

Did Obama just give 5 million workers a raise?

President Barack Obama has plans to expand workers’ entitlement to overtime pay.

The move might be good politics – putting Republicans in an awkward position and making nice with Democrats opposed to his free-trade agenda. But it isn’t going to do workers much good.

At the moment, salaried workers making more than $455 a week don’t qualify for mandatory overtime pay if they’re deemed to be an executive, administrator or professional.

The administration plans to require overtime pay for workers making up to $970, even if they fall into that category. It says that about 5 million more workers will be entitled to time-and-a-half pay

for any hours in excess of 40 a week.

There are two main problems. The first is that the change, according to economists who’ve advocated it, won’t do much to raise incomes. Employers will cut wage rates to keep their outlay fixed.

“The costs of increased coverage would ultimately be borne by workers as employers set base wages taking expected overtime pay into account,” wrote Jared Bernstein, a former White House adviser, and Ross Eisenbrey of the Economic Policy Institute.

The good news, as Bernstein and Eisenbrey point out, is if wage costs don’t rise, there’ll be no reduction

in the demand for labor, so employment won’t suffer. The bad news is: Then what’s the point? After a careful reading of their 7,000-word paper, the answer to that question remains rather vague.

The policy’s real purpose, they suggest, is to reinforce the norm of a standard 40hour week.

Perhaps that is a valuable thing to do – although the benefit is less clear-cut than the wage increase Obama claims to be summoning by executive command.

But this worthy advance in norms needs to be weighed against the costs, which is where the second problem arises.

The change imposes a new compliance burden (including

the risk of litigation) on affected employers – a significant cost in its own right. Work schedules will have to be changed, job responsibilities altered.

In addition, cuts in base wages aren’t the only way to avoid a higher payroll.

Instead of hiring more people for 40-hour weeks, companies may employ more part-timers, or try to classify workers as contractors rather than employees – leaving them with fewer protections, not more.

All these adjustments, and the further interventions they’ll call forth, are a waste of resources. The steady accretion of regulatory burdens on employers has accelerated in recent years and is one of the things holding American

enterprise back.

Obama should be looking for ways to help businesses succeed, rather than for ways to distract them from that task.

Wage stagnation is a pressing issue. But it cannot be solved by White House fiat.

Fiscal and monetary policies that restore full employment are crucial. Increasing the supply of well-educated workers, and promoting innovation and competitiveness will push up incomes, too.

Under the heading of “middle-class economics,” there’s a long list of smart measures the government can adopt to help working people prosper.

Micromanaging the labor market isn’t on it.

Another year brings back good memories VIEWS Rob Oesterle Today is my birthday.

When you have had as many as I have, it’s not a big deal. The milestone dates are reserved for when your age ends in a 0, and this isn’t one of those years for me.

Sometimes, however, you look back at your time on this Earth and you get nostalgic.

For me, remembering my long-gone youth generally involves sports, specifically baseball.

I spent a couple days last week covering the Channahon 12U Fireworks Tournament.

Watching those kids from Minooka, Braidwood and Somonauk out there having fun playing a game brought back a flood of memories.

When I was that age, I lived south of the Illinois River, just off Pine Bluff Road. That meant I played baseball for Opdyke.

Back then, those of us south of the river didn’t come into Morris to play. We had our own organization and we had a field that was a little like the current Field of Dreams, but we didn’t have corn in the outfield. We had cows grazing beyond the outfield fence.

It’s funny now when I hear about “travel” teams. We traveled all the time. We were members of what was called the Tri-County Little League, and we played against teams from Mazon, Gardner, South Wilmington, Reddick, Essex and Braceville. For away games, we met at the field and piled into a few parents’ cars, one of which was, more often than not, coach Bob Patnode’s van.

At the end of one of our seasons, we entered a tournament in Channahon. The field there has greatly improved since then, but it was in the same location, on the corner of Tryon and Bluff streets.

There’s a Subway near the park where the Dairy Castle used to be. Given my love of ice cream, that makes me sad.

We practiced our defense against this quite a bit. Pickoffs at first were up to the pitcher – me. I remember one runner taking his lead by jumping rather than sliding his feet. I watched, and when he left the ground, turned and fired to first. Got him.

Pickoffs at second were a little more tricky. Those required a signal from the bench so everyone knew it was coming.

Of course, every time someone got on second, we wanted to try it. Finally, Mr. Patnode relented and gave the signal.

He took off his hat and rubbed his hair. I got set, counted to three, turned and threw to second. Shortstop Bud Harney

timed his break perfectly and was there when the ball got there, well ahead of the surprised runner. It was the third out of the inning, and I don’t think I ever have been on a team so excited when we came into the bench.

Unfortunately, you have to score to win a baseball game.

The other team had a good pitcher and we lost.

I’ve played a lot of baseball games in my life, but that one will always be one that I remember. One reason is because we played it in a town we didn’t normally go to.

Another was because it was the first time we played with leadoffs.

Every game I played after that involved leadoffs, but

that one was the first, Most of all, it was because of how fun it was. In a normal year, our season would have been over already.

This was a bonus game, and it meant we got to keep playing baseball. Yes, we lost, but I bet if I ran into anyone

that was on that team for that game, if I asked about the game in Channahon, they would remember it.

By CURT HERRON cherron@shawmedia.com When Matt Hagan showed up to compete in last year’s Route 66 NHRA Nationals Funny Cars competition at Route 66 Raceway in Joliet, he still was seeking his first victory of the season.

But his third career victory at Joliet provided a spark that changed Hagan’s season.

The 2011 world champion not only better positioned himself for a top 10 finish heading into the final six races, but went on to claim his second title in the division.

As Hagan heads to this weekend’s race, he needs no such boost. He already has won four times and owns a 120-point lead over Don Schumacher Racing teammate Ron Capps atop the standings at the midway mark of the 24race schedule.

Entering last year’s competition at Route 66, Hagan was in 10th place in the standings, but he moved up to seventh heading into the six-race Countdown to the Championship and went on to win races at Dallas and Reading to take the points lead. He wrapped up the title with a semifinal win in the final event at Auto Club Raceway in Pomona, California, which he also won.

So unlike a year ago, Hagan looks to be the one to beat as he goes after a third straight title in Joliet, despite a disappointing showing last weekend at Summit Motorsports Park at Norwalk, Ohio, when he was the top qualifier but lost in the quarterfinals to Courtney Force.

The qualifying at Route 66 is different from some because there are four sessions in the late afternoon or early evening Friday and Saturday, when temperatures are cooler than when they figure to be during the finals Sunday afternoon, which will be shown on ESPN2.

“This qualifying format is definitely tough on crew chiefs that have to make calls on Sunday in conditions they hadn’t raced in qualifying,” Hagan said. “We’ve got a good track record at Chicago, and I wouldn’t want anyone else

Capps, who lost in the semifinals to Hagan a year ago at Joliet, again will display the colors and insignia for the Intrepid Fallen Heroes Fund on his NAPA Auto Parts Dodge Charger R/T car.

to this country, as well as those who were injured severely while serving in Afghanistan and Iraq.

“Our NAPA team pushes even harder when we can help NAPA help the Intrepid Fallen Heroes,” said Capps, who won at Route 66 in 2005. “The better we run in qualifying and the more runs we can make on Sunday in eliminations means the more we can do to teach fans about the Intrepid Fallen Heroes Fund.”

Don Schumacher Racing team sits third in the points standing heading into this weekend’s race. Jack Beckman moved past Del Worsham, a three-time winner at Joliet, by a 781-779 margin for third place after he captured the title at Norwalk.

The 2012 world champion, who drives the Infinite Hero Dodge Charger T/T, picked up his third win of the season last weekend. Before a win in March at zMAX Dragway in Charlotte, North Carolina,

Beckman hadn’t won any races since his championship season, a drought of 55 races.

But the addition of new crew chief Jimmy Prock, who had been with John Force Racing, has helped change Beckman’s fortunes, and he’s won three of the past nine races.

“If you went to every Funny Car driver out there and said give me your top two picks for crew chief, who do you want to have in your corner, he may not be first on everybody’s list, but Jimmy Prock will be on everybody’s list,” Beckman said.

“After going over two years without a win, I’d love to quote all of the sports psychology clichés, but sometimes you wonder: Was that the last win we are ever going to get? Now, I have three wins so far this year. I have never won more than three in a year. We may never win another one again, and we may win the next three. Either way, it is comforting to know that we have a car that is capable of winning every week.”

And no discussion of NHRA Funny Cars can take place without mentioning John Force, the 2013 world champion who has won a record 16 division titles and captured three wins at Route 66. He sits in fifth place in the standings with 748 points.

At the bridge table, we sometimes get only one chance to make or break a contract, but occasionally a second opportunity comes along. It would be irksome to miss both.

In this deal, South was in four hearts. West led the spade two. What happened after that?

South’s three-heart rebid was game-invitational. This was a tad cautious, but his singleton diamond rated to be a minus. North, though, with a suitable-looking maximum, had no hesitation in raising to four hearts.

An opening lead of the club eight would have defeated the contract quickly.

However, West started with his lowest spade, a sensible choice.

South saw 10 tricks: three spades, five hearts and two diamonds. Not wishing to risk suffering a ruff, he won with his spade jack, cashed the heart ace, and led another heart. But West took his second chance: He won with his king and, in answer to his partner’s club-10 discard, shifted to that suit. He ruffed the third round for down one.

Meniere’s disease can’t be cured but can be treated Dear Dr. K: I’ve been feeling dizzy and have had a constant ringing in my ears. My doctor has diagnosed me with Meniere’s disease. What is this, and what can be done to treat it?

Dear Reader: In Meniere’s disease, fluid collects in the inner ear. The inner ear is a complex system that is critical to both hearing and balance.

Sound waves hit a membrane (the “eardrum”) in the middle ear. The vibrations of the membrane are transmitted to tiny bones in the middle ear, and then to another membrane that starts the inner ear. Inside the inner ear is a snail-shaped structure called the cochlea. The cochlea transforms sound waves into nerve impulses that the brain can interpret. That’s how we

The vestibular system, which regulates balance, is also part of the inner ear.

Pressure from the fluid buildup of Meniere’s and damage to delicate structures in the inner ear can cause a variety of symptoms. On my website, AskDoctorK.com, I’ve put an illustration showing the difference between a healthy inner ear and one affected by Meniere’s disease.

A person with Meniere’s disease may experience: • Severe vertigo (a sensation that the room is spinning) and dizziness.

• Nausea and vomiting during vertigo.

• Trouble with balance.

• A feeling of pressure or fullness in the affected ear.

• Tinnitus • a ringing, buzzing or other noise in the affected ear.

• Hearing loss that gets worse over time.

Meniere’s is a lifelong disease in which bouts of hearing loss, vertigo and tinnitus come and go. With each repeated attack, lasting tinnitus and hearing loss become more likely. There is no cure for Meniere’s disease, and no treatment can prevent the permanent hearing loss associated with it. Instead, treatment focuses on managing symptoms.

Medications may be used to control vertigo, dizziness,

nausea and vomiting. Diuretic medications may help reduce the amount of fluid that builds in the inner ear. Avoiding caffeine, alcohol, salt and nicotine may also help to reduce the frequency or severity of attacks.

In severe cases, your doctor may recommend injections of a strong antibiotic, called gentamicin, into the middle ear.

A side effect of gentamicin is damage to the balance mechanism inside the ear. Selectively destroying the balance part of the ear may actually improve symptoms. That’s because the sick balance center in the inner ear keeps sending confusing signals to the brain.

By destroying that part of one ear, the confusing signals are eliminated.

Your doctor may recom-

mend surgery if your symptoms of vertigo are severe or frequent. Different surgical procedures are available, each with pros and cons. Some types of surgery require your doctor to destroy parts of the inner ear, which can cause permanent hearing loss. If you are considering surgery, talk to your doctor about the possible risks and benefits to you.

Any time the treatment of a diseased organ involves destroying a part of that organ, you know that doctors and scientists have a poor understanding of the disease. Hopefully, with more research, that will change.
