Land Use staff make a great team MORRIS – At the Grundy County Land Use Department, we strive to provide services for our residents, and the industrial and commercial entities of Grundy County.

The department consists of building, planning, zoning, and the environmental and resource conservation offices.

We are happy to provide to the residents service and information that will enhance their community with safety and good planning.

Our Land Use Department consists of four employees: Cheryl Wardell (Land Use assistant), Karen Campbell (ERCO assistant), Bob Pazely (building inspector) and myself (director). I am honored to have a great team to work with and would like to introduce you to each of them: Cheryl Wardell is the friendly face that you meet as you come in to the office and she provides assistance to all residents by providing and processing applications for permits, setting inspections

for our building inspector, and listening and responding to any property maintenance and zoning complaints that our office may receive. She also provides a general overview of any events that the Environmental Office may be hosting.

Karen Campbell is the ERCO assistant and has provided countless ideas for the incorporation of the 4Rs to our events planning for the county.

She is tireless when it comes to brainstorming and is an asset to the county in helping set up events, and researching different companies that we may partner with in the future for events. Her networking abilities always keep the Environmental Office well known in the county.

Bob Pazely is our building inspector and as a certified inspector checks the construction phases of all permitted buildings in unincorporated Grundy County to ensure code compliance.

violations that are submitted to the office. Pazely is a helpful person who has provided insight to the contractors and especially to the residents who may need additional help with their construction projects.

I am the director of the department, and I oversee plan review, permit issuance, investigates zoning violations, planning, and work with all petitions.

Checking to make sure that each construction project meets the code is paramount for safety. Looking forward to the future of Grundy County means using good planning practices and incorporating the comprehensive plan approved by the county board for all development.

I cooperatively assist developers and petitioners through our petition procedures and engineering review in a seamless and efficient fashion.

Out of the many goals that our department has, recycling is the biggest outreach that our office accomplishes through

book drives, toy collection, battery collection, electronic waste collection, and paint disposal. Some totals for recycling and permits in the 2014 fiscal year include: • 1,584 pounds of batteries recycled • 214,712 pounds of electronic waste recycled • 203 building permits issued We are happy to serve the residents of Grundy County and look forward to helping you with any construction project or recycling question that you may have.

By ALLISON SELK Shaw Media Correspondent MORRIS – It was hot and balmy Saturday night under the lights at McKinley Field.

Twenty boys, ages 9 to 11 years old, took to the field to battle it out in the annual all-star game.

This year was different, however.

Instead of playing for personal glory, these Mustang All-Stars raised money to help their friends to the east during the Morris Mustang Charity All-Star Game.

“We want to help rebuild the Coal City baseball fields and buildings so the kids can get help and be happy,” said Zachary Berman, first baseman for the White Sox All-Star Team.

And that’s just what this game was all about. Jeffrey Hoffman, head coach of one of the Morris Mustangs youth baseball teams and co-coordinator of the event, said the annual game was going to happen anyway, and he thought raising money to help Coal City rebuild its baseball fields after the June 22 tornado would be a good plan.

“I knew Coal City had damage to their fields and that could have easily been us that were hit. The youth programs need to help each other when in need,” Hoffman said.

The six coaches then chose four players from their teams to represent the all-stars in the game. The teams were split into two small ones, dubbed the White Sox and the Cubs. At game time, each team only had 10 players available because of vacations and injuries.

Eleven-year-old Carter Hoffman of the White Sox was on the injured list, having broken his wrist three days before after falling off his skateboard.

He still came to the game dressed and ready.

“I hope we dominate and hit a lot of home runs. I can’t play, but I’ll be watching and cheering them on from the dugout,” he said.

Fundraising was the next hurdle. Hoffman decided to have each boy and coach pay a $10 fee for playing. Cubs player Charlie Wright, 11, paid his $10 fee out of his own money, his father Mike Wright said.

“I’m excited to fundraise for Coal City to get their field back.

I know a couple of kids who live there and one of their houses got destroyed by the tornado,” Charlie said.

COOL IN THE POOL MORRIS – Residents spent the weekend trying to escape from the hot weather.

The City of Morris’ pool was a popular place with more than 600 people on Friday alone. It was expected to be another packed day Sunday because it would be the Morris Lion’s Club free pool day.

The pool has not had its full use this summer with closures because of flooding that began June 13 of the East Fork Nettle Creek, which is behind the pool.

Happy Hour to make a return Advocacy groups not immediately opposed; local police are concerned

By BRIAN STANLEY bstanley@shawmedia.com Some local bar and grill owners are happy for the return of Happy Hour, but law enforcement has concerns about those driving under the influence.

On Wednesday, Gov. Bruce Rauner removed the ban on drink specials that had been in place since the late 1980s. The new law now allows discounts on alcohol purchases for up to four hours a day and up to 15 hours a week.

Two-for-one and “mega” drink specials still are prohibited, and Happy Hour must end by 10 p.m. Proponents hope increased alcohol sales will produce more tax revenue.

“That’s great that it’s coming back,” said Melissa Butler, bar manager at Honest Abe’s Tap & Grill in Morris.

“There’s an interest in [Happy Hour]. Even though it’s been [illegal] for so long, we still get a lot of questions from customers about it.”

“I was a [Joliet] patrol officer involved in DUI enforcement before Happy Hour was banned, and there was a direct correlation between increased arrests and Happy Hour,” Hayes said.

Hayes said at the time, Joliet had the most DUI arrests shortly after evening Happy Hours ended and in the early morning after bars closed.

“When Happy Hour was abolished, the busiest times [for DUI] shifted later to that closing time. Several chiefs have discussed its return, and we think it’s reasonable that will change back,” Hayes said.

Statistics from the Secretary of State’s Office indicate that arrests for driving under the influence have declined with the Happy Hour restrictions. In 1989, more than 49,000 DUI arrests were made in Illinois.

By 2011, the figure was below 39,000. In 2013, the most recent year data is available, there were fewer than 35,000.

“The summer reading program keeps kids ready through the summer to go back to school in the fall,” children’s librarian Carol Hutchings said.

Their hard work paid off Friday, because they were invited to see Andy Head perform his juggling comedy routine before being treated to ice cream sundaes to cool off from the hot summer temperatures.

“I see he has feathers, he might tickle someone,” Lilly Pfiefer, 7, of Mazon said as Head warmed up on stage.

Before long, the comedian was juggling his hat, a handkerchief and anything else he could get his hands on, much to the delight and giggles of the children.

Head has been performing for 31 years and said he likes coming to events like the one hosted by the Morris Library because it gives him the chance to make people laugh.

The first time Head performed at the library was in 1986, also for a summer reading program.

Several children said they have seen a person juggle before, but Gael Sandoval, 9, of Morris said it has been a long time so he was excited to be able to attend the show.

Others, like Anna Bibly, 8, of Morris said she’s never seen a juggler and she giggled as he began the performance.

Blake Wallin, 9, of Minooka said he enjoys spending his summer reading chapter books, and the program just added to the fun. His favorite book was “Cracker,” the story of a German Shepherd who was a drug sniffing dog in Vietnam.

“It’s about a dog who loved his owner, and got taken away for the military,” Wallin said.

His sister, 7-year-old Payton, prefers the “Magic Treehouse” books, an entire collection surrounding Jack and Annie and their adventures.

Her favorite one so far is “Winter of the Ice Wizard.”

Hutchings said while she would like to see more participation, she was thrilled so many came in each week.

When they did, they got an attendance sticker mounted on the musical note with their name, all of which decorated the children’s library. Each child also received a different colored plastic guitar charm to place on a chain.

Mallory Meyer of Morris and Jonah Barla of Seneca both receive a $1,000 Carol Harrington Endowed Scholarship, an award named in honor of the former vice president of patient care services who retired in 2008 after 43 years of service to Morris Hospital, according to a news release from the hos-

pital. Meyer will be attending St. Louis University in the fall to pursue her bachelor of science in nursing degree. Barla is completing the nursing program at Joliet Junior College and will be attending the University of St. Francis to pursue his bachelor’s of science in nursing in the future.

Born April 14, 1924, in Morris, he was the of son Jacob and Nora(Enger)Jacobson. He graduated from Morris High School with the class of 1943. He was a lifelong member of West Lisbon Lutheran Church where he was confirmed.

For all of his life he farmed in Saratoga Township and later moved to Morris in 1998.

Survivors include one niece, Sherry (Steve) Eppler of Brentwood, CA; one nephew, Robert Thompson of Glendale, AZ; two great nephews, Brent and Darren Portman; and numerous cousins.

Preceded in death by his parents; two sisters, Alma Thompson in 2000 and Doris Jacobson in 2012.

Songwriter ‘Buddy’ Buie dies at 74

By JEFF MARTIN The Associated Press EUFAULA, Alabama – Perry “Buddy” Buie, a songwriter and producer who helped form the Atlanta Rhythm Section and then fuel its success with the lyrics he wrote for the band, has died.

He was 74.

Buie died Saturday, said Chip Chapman, owner of Chapman Funeral Home in Eufaula, Alabama, which is handling arrangements. Details of the funeral still were being planned Sunday, Chapman said.

Singer Rodney Justo, one of the band’s original members, remembers how Buie brought him and other musicians together to form the Atlanta Rhythm Section in the early 1970s.

“He calls me one day, and

he says, ‘I have an idea Rodney, and I’d like you to be a part of it,’ ” Justo recalled Sunday. “He said, ‘I want to get all the top musicians in the South, put them together and build a super group.’ ” “Atlanta Rhythm Section was Buddy’s dream,” Justo added. “He wanted a band that he could produce, manage, write songs for and to be a vehicle for his songs.”

The band had wide influence, and “they helped define the Southern Rock genre with other bands like Lynyrd Skynyrd,” according to Buie’s biography in the Alabama Music Hall of Fame.

Although Buie is known for his work with the Atlanta Rhythm Section, he also has written or co-written numerous hits performed by artists such as Carlos Santana (the song “Stormy”); Gloria Es-

tefan (“Traces”); and Garth Brooks (“Mr. Midnight”), according to the Alabama Music Hall of Fame.

Buie, a native of Dothan, Alabama, once was Roy Orbison’s road manager, Justo said.

Over the years, Buie created many of his songs in a small fishing trailer on a creek in the Eufaula area, according to the biography, which credits him with writing or co-writing hundreds of songs.

Eddie Owen, a longtime music promoter in the Atlanta area, said, “I don’t think there are many ‘native’ Atlantans over 40 that weren’t influenced by his songs and work.”

Although he was involved in many aspects of the music business, “Buddy wanted to be a songwriter – that’s his thing,” said Justo, 70, who

first met him more than 50 years ago.

He also was an intensely loyal person who built and nurtured lasting relationships in the music industry, Justo said.

“Buddy was a very loyal kind of guy and loved loyalty,” Justo added. “He used to tell me that people forget their beginnings.”

Whether it was in Georgia or Alabama, or in New York City, “you could mention Buddy’s name and people responded so well because they loved him,” Justo recalled.

“He was a character. He was one of a kind.”

He also loved to travel, he loved to eat and he loved music, Justo said.

“A full life is a gift, a long life is a bonus ... and we should all live the full life that Buddy lived,” he said.

Actor who played Moe Greene in ‘The Godfather’ dies The ASSOCIATED PRESS NEW YORK – The Emmy-winning character actor best known for playing the bespectacled Las Vegas mobster Moe Greene in “The Godfather” has died.

The festivities began at 7:30 p.m. with the home run derby. After running through the hitting roster and not having a home run, Stroup changed gears and made the event into a longest ball competition.

Anthony Xydakis of the Cubs team was the 2015 longest ball champion. The game began at 8 p.m. with Morris 2nd Ward Alderman Doug Hayse throwing out the first pitch to grandson Aidan Hayse. It was a back and forth struggle between the White Sox home team and the visiting Cubs. The game ended in a 16-all tie. A check for $1,970 was given to Bill Gill, president of Coal City Youth Baseball.

“I played in this game last year as an all-star, but this time is different. We are fundraising for Coal City to help their field.

Defense shining for Morris in 7-on-7 competition “We showed glimpses of looking really good,” he said.

“We need to get some more consistency, but that will come.

We are still repping in everybody, and that’s good for us.

You never know what might happen with injuries, so everyone needs to be ready to come in and perform when they’re needed. These kids know what to do. They know a majority of the plays we are going to run, so if they get put in there, they will know what to do.

“Also, our dropped balls have been cut way down, which is good to see. We still don’t know who the quarterback is going to be. That’s nothing against any one of the three guys [Guth, Del Favero and Nate Halcomb]. They are all showing us good things. This is the first time in my 11 years in this program that the competition is this open.

“Coming to this competition does nothing but help us. The reason we come to this is to show our kids that we can play with teams at this level. If we can cover some of the kids that are here, it will help us out in the regular season.”

Morris continues its summer 7-on-7 slate Friday at home against Plainfield South on Friday, most likely on the practice field near Shabbona School.

BOLINGBROOK – Much of the focus during 7-on-7 competitions is on a football team’s offense.

The drill was designed as a way for teams to work on their passing games.

With the passing games becoming more complex and efficient on the high school level, it also is an opportunity for a team to figure out how it is going to defend the pass.

To that end, the Morris football team has a strong start this summer, Morris coach Alan Thorson said.

“I have been real happy with our defense,” Thorson said during a 32-team 7-on-7 competition at Bolingbrook on Saturday morning. “Everyone has looked real good and they are in the right spots.”

The numbers back up that claim.

“We had 11 interceptions against Joliet West and eight or nine against Wilmington,” Thorson said. “When guys are in the right spots, it leads to interceptions.”

The starters on defense this summer include Payton Bruyn and Jake Webb at cornerback, Nathan Guth and Michael Cryder as safeties, Keagan Sobol and Will Ringer at inside linebacker and Kyle Overton and Michael Feeney at outside linebacker.

On Saturday, the Redskins were in a four-team pool in the morning with York, Waubonsie Valley and Warren Township.

All three schools have enrollments of more than 2,500, while Morris’ is 884.

The teams played a round-robin, each playing each other once.

Each offense ran 25 plays, broken up into series of 10, 10 and 5.

Against York, the Redskins scored six touchdowns and threw one interception while giving up three touchdowns and getting one interception themselves.

Against Warren, Morris

scored one touchdown and threw two interceptions but did not give up a TD or record a pick.

Against Waubonsie Valle, Morris threw four touchdowns and three interceptions while allowing two touchdowns and nabbing one pick. The offense was efficient in its opening series against York, as quarterbacks Nathan Guth and Ricky DelFavero each went 4 for 5 with touchdown. Feeney caught Guth’s TD pass, while DelFavero’s went to Delaney Stutzki. Meanwhile, the defense did a solid job of coverage and rarely allowed a receiver to get free behind them.

“The defense has really been coming together,” Thorson said. “Coach [John] Courter, our defensive coordinator, has done a good job with them.

They are really communicating well on the field and they are in the right spots most of the time.

“We played some real good teams. These are all big schools, which we like to play against.

That Warren team has three guys [who] are getting Division I offers and we did a good job against them. They completed some passes, but they didn’t get anything big against us.”

The offense pleased Thorson, as well.

Morris senior Nick McPherson and recent Minooka graduate Sam Smolkivich tied for second in the tourney.

McPherson bounced back from a 79 on Tuesday to post a round of 72 in the finale.

“My first day wasn’t what I was hoping for and I didn’t putt very well,” McPherson said. “So [Tuesday] night, I worked on some putting drills and got the putter better. I’ve played in a lot of tournaments this summer so hopefully things should go pretty good this year. I’m getting ready to hopefully have a great senior year. So I’ll just go out and try to have fun.”

Smolkovich, a Minooka graduate who will continue

his education and career at the University of St. Francis, shot a 74 on Wednesday, three strokes better than his firstday effort. “[Tuesday], I had a pretty solid round but I couldn’t get the putter going,” Smolkovich said. “Today [Wednesday], I got putts rolling in and that really helped and I shot a 74.

Playing for Minooka was really fun, but I’m really looking forward to playing for St. Francis. I’ve really been working on my game and I’m getting better, so I think I’m ready.”

A decade of containment

The historic agreement between Iran and six nations led by the United States, announced by President Barack Obama early Tuesday morning, sets the stage for containing the threat of a nuclear-armed Iran for more than a decade.

That significant step – long a goal of the Obama administration – was the result of two years of ground-breaking negotiations, which concluded with 18 consecutive days of intense talks that included Secretary of State John Kerry.

The 109-page accord contains specific restraints on Tehran that include: reducing its stockpile of low-enriched uranium by 98 percent; phasing out its centrifuges, used to enrich uranium, by about twothirds; and giving monitors extensive and regular access to nuclear sites for the next 25 years.

cases, access will be permanent.

Ultimately and more broadly, the goal is to bring Iran back into the international community and end decades of isolationism and antagonism with the United States and many of its neighbors in the Middle East.

That’s where the promise of lifting oil and financial sanctions comes in, international controls that have hurt Iran’s economy and the nation of 80 million people.

World leaders including David Cameron of Britain, Vladimir V. Putin of Russia and Pope Francis praised the agreement, while Israeli and Republican leaders wasted no time in condemning it.

The ball actually will be in the court of Democrats.

Once Congress has the accord in writing, it has 60 days to review it.

Obama has promised to veto any measure that would scuttle the deal, so persuad-

ing his fellow Democrats to go along will be key in preventing an override. The response so far has been cautious.

Even a rejection by the United States, however, would not necessarily mean the entire agreement would be scrapped.

China, France, Germany, Russia and the United Kingdom all are parties to it, so the Iranian market could be opened to their companies and investors even without the United States.

United Nations Secretary-General Ban Ki-moon praised the accord, and the U.N. Security Council is expected to vote as early as next Tuesday on a resolution that spells out the steps toward lifting sanctions.

Is the agreement perfect?

Certainly not, but it is far better than allowing Iran to fester in dangerous isolation.

Then, when he gets in with the club ace, he leads a low spade to his partner and receives the diamond ruff to defeat the contract.

Try physical therapy instead of surgery for stenosis pain Dear Dr. K: I have painful spinal stenosis in my lower back. My doctor wants me to have surgery, but that seems extreme. Is surgery really my best option?

Dear Reader: Lumbar (low back) spinal stenosis is a common problem, particularly in older people. Spinal stenosis is a condition that affects the bones of the spine -- the vertebrae. The vertebrae are stacked on top of each other like a roll of dimes. Each of the vertebrae has a hole in the center of it, the spinal canal, through which the spinal cord travels. The spinal cord carries the nerves that connect the brain to the rest of the body.

Stenosis means that the space inside the spinal canal has narrowed. This puts pressure on the spinal nerves, caus-

Doctors usually recommend so-called “conservative” treatments first. These include pain relievers, anti-inflammatory medicines and physical therapy. Corticosteroid injections into the spine can also help. If symptoms don’t improve, doctors often recommend surgery.

Most previous studies have shown that, at first, symptoms improve faster with surgery than with conservative treatments, including physical therapy. But after six to 10 years, symptoms are no different for

people who have had conservative therapy only and those who have had surgery.

A recent study in the Annals of Internal Medicine suggests that physical therapy may relieve spinal stenosis as effectively as surgery does.

The study included 170 people in their late 60s with lumbar spinal stenosis. They all had severe back pain and problems with movement.

The study participants were randomly assigned to receive either surgery or physical therapy. The surgery removed areas of bone that were narrowing the spine and pressing on nerves. The physical therapy program lasted six weeks, and the longer-term results were based on that six weeks.

People in both groups had tests of movement at 10 weeks,

six months and one year after surgery or physical therapy.

They also were asked about pain. After two years, they filled out a survey to assess overall results.

At the two-year mark, the two groups had similar outcomes for pain relief, better movement and improved quality of life. Not everyone showed improvement.

There was one hitch with this study. More than half of the patients assigned to receive physical therapy decided they wanted surgery, instead. (The study noted that the symptoms of people who chose to have surgery were no different than the symptoms of those who stuck with physical therapy alone.) And a few of the patients assigned to receive surgery decided they wanted

physical therapy instead. So the study was not a perfect comparison of physical therapy to surgery.

The researchers used statistical tests to evaluate the impact on the study results of people having a treatment that they weren’t assigned to. They concluded that the results of physical therapy and surgery were comparable. I’m a little dubious.

Given these results, I think it’s worth giving physical therapy a try before surgery. If your symptoms don’t improve, then talk with your doctor about whether and when to have surgery.
