Greg was a loving father, and a member retired from the Marseilles Labor Local 393.

USDA extends deadlines MORRIS DAILY HERALD WASHINGTON, – Agriculture Secretary Tom Vilsack on Friday provided farm owners and producers one additional week, until April 7, to choose between Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC), the safety-net programs established by the 2014 Farm Bill. The final day to update yield history or reallocate base acres also will be April 7.

If no changes are made to yield history or base acres by the deadline, the farm’s current yield and base acres will be used. If a program choice of ARC or PLC is not made, there will be no 2014 crop year payments for the farm and the farm will default to PLC coverage for the 2015 through 2018 crop years. Producers who have an appointment at their local FSA offices

scheduled by April 7 will be able to make an election between ARC and PLC, even if their actual appointment is after April 7. These safety-net programs provide important financial protection against unexpected changes in the marketplace.

Covered commodities under ARC and PLC include barley, canola, large and small chickpeas, corn, crambe, flaxseed, grain sorghum, lentils, mustard seed, oats, peanuts, dry peas, rapeseed, long grain rice, medium grain rice (which includes short grain and sweet rice), safflower seed, sesame, soybeans, sunflower seed and wheat. Upland cotton is no longer a covered commodity.

BRIEFS Crimestoppers seeks information on burglary

MORRIS – Crimestoppers of Grundy County is seeking information regarding a recent burglary in Morris.

The incident occurred between the hours of 4 p.m. and 5:30 p.m. March 12 and March 13 in the 100 block of East Southmor Road.

The suspect(s) stole several tools. Callers providing information to the Crimestoppers Line at 815-942-9667 will remain anonymous and rewards of up to $5,000 are eligible

for information that leads to an arrest and filing of criminal charges on crime occurring in Grundy County.

Weather causes delay in closure to mid-April

By MIKE MALLORY mmallory@shawmedia.com MORRIS – Closure of the Lisbon Road bridge for reconstruction has been pushed back about a week, to midApril, Illinois Department of Transportation construction field engineer Joe Spika said Friday. The project still has a target completion date of Nov. 25, but recent snowfall delayed the original bridge closure date of April 6.

Once completed, a wider and safer bridge will be in place, as well as having an addition of sidewalks for pedestrians.

Spika said workers began this week prepping Interstate 80 for demolition of the bridge that goes over the highway by arranging crossover points on the interstate.

Weather is always a threat to any construction project, but Spika said he doesn’t foresee any complications.

“In terms of bridge construction, it’s a pretty straightforward project,” Spika said.

“The contract is set up, so if there are weather delays the schedule will be adjusted to get it done on time.”

Markers can be found along Lisbon Road indicating where construction will begin and end on the bridge over Interstate 80. The bridge will be closed starting in mid-April through most of November for the work.

IDOT is the regulating authority of the Lisbon Road bridge and is charged with paying for the entire project.

The contract states the project was awarded to “D” Construction of Coal City at $3.09 million and the project has a final

completion date of spring 2016 for weather-dependent items.

Spika said permanent striping of the bridge may have to wait because of November weather. Lane closures on I-80 will be done from 6 p.m. to 10 a.m. to minimize traffic

delays. But the contract states some daytime lane closures may be necessary. Spika said no detour signs will be posted in the area for local traffic.

The current bridge structure dates back to 1958, Spika said, and it was determined

through IDOT’s periodic review and inspection process that the Lisbon Road bridge needed to be replaced.

Clearance for I-80 drivers under the new Lisbon Road bridge will be 17 feet, 3 inches, while the two lanes on the bridge will be 15 feet, increased from the current 11 feet. Spika said wider lanes allow for safer travel, especially on a bridge.

In addition, a sidewalk will be added to the east side of the bridge, which has been a concern for those who travel across the bridge frequently.

“I’ve always noticed people walking or biking across the bridge and felt sorry for them, because it is dangerous,” said Tom Pedersen, resident of nearby Fields of Saratoga subdivision. “I just wish the

By JEANNE MILLSAP Shaw Media correspondent MINOOKA – Five candidates are now competing for three seats on the Minooka Community High School District 111 school board this election.

Four-year terms are up for current board members Karen Buchanan, Mark French and Jennifer Miney, who are not seeking re-election.

A two-year unexpired seat also is up for election. Current board member Wendi Arlis is running for that seat in an uncontested race.

School board members in this district will be facing financial issues, as the school struggles to cope with declining revenues from the state and from property taxes.

Teacher and staff layoffs were made in the board’s March meeting, and reductions have been made in other areas in the past two years.

“I reside in Shorewood with Bill, my husband of 20 Lori Lakota years, and our two children.

Erik is a freshman at Minooka High School, and Lexie is in first grade at Walnut Trails Elementary School. I graduated from the University of Illinois with a bachelor’s degree in Business Administration and Marketing. Upon graduating, my occupations included management, sales and marketing positions. When my son was born, I made the decision to be a stay-at-home mom. As my children grew, I became involved with their schools as

a substitute teacher and president and vice president of the PTO, taught religious education at St. Mary’s in Minooka for 12 years, and served on the board of Three Rivers Soccer Club. Currently my responsibilities include marketing for a local company and substitute teaching.”

Why are you running?

“I am running for the school board because my belief is that each decision made requires an analysis of all angles of an issue. In making decisions, I will tirelessly analyze all information available from every side of the issue. My decisions will be that of a student, parent, teacher and taxpayer.

Our students need to know that hard work will be rewarded. Our parents need to know that each student deserves the opportunity to succeed. Our teachers need to know that we have their backs. Our taxpayers need to know that we are spending within our means and looking at the bottom line, while moving our community forward.”

What changes would you like to see the board make?

“I believe our district is moving in the right direction, and I would like to contribute to my community by representing you on the school board.”

OUR VIEW

These races matter If you’re one of those people who gets annoyed every election cycle at the admonishments to go out and vote because you don’t care, you’re never going to vote and you don’t see why everyone keeps harping on it, then fear not – this message is not for you.

This message is for the people who vote sometimes, or the people who know they should vote but can’t seem to get around to it. This is for the people who are most likely to vote when there’s a presidential or gubernatorial race at the top of the ballot.

This is for the people who’d vote if it was an app on their smartphones, but don’t want to go to the trouble of seeking out a polling place.

If you fit into any of those categories, then you need to vote between now and April

AMENDMENT

7, because this is the election where your vote matters most (early voting concludes April 4, and April 7 is Election Day, so don’t try to vote on the 5th or 6th).

Municipal elections combine small constituencies with extremely low turnout, meaning races for positions that control tens of millions or even hundreds of millions of tax dollars often turn on a few hundred votes … or a few dozen votes … sometimes even one vote.

If you’re not happy with your local schools, or local services, or the park district, or the library in your town, check and see if there’s anyone up for election on one of those boards.

We have been this past week and will continue next week to profile many of the local races. You can find the

full Grundy County ballot at http://www.grundyco.org/ election-information. Many candidates also have their own websites, or Facebook pages, or other information out there. Seek it out and educate yourself on who they are and where they stand.

If the importance of your vote isn’t enough to convince you, consider that it’s easier than ever to vote. Sure, a smartphone app would be great (if potentially insecure), but thanks to early voting you don’t necessarily need to wait until Election Day. Pick a day and time during the early voting period, and you can walk in and cast your ballot.

Then you can sit back and watch everyone else hyperventilate knowing you’ve already done your civic duty.

Eric Schmidt, CEO of Google, believes passionately that the United States needs more skilled foreign workers. He has long advocated increasing the number of socalled H-1B visas, which allow those workers to come to the U.S. for several years and, in many cases, work for lower wages than current employees. Schmidt is frustrated that Congress hasn’t done as he and other tech moguls want.

“In the long list of stupid policies of the U.S. government, I think our attitude toward immigration has got to be near the top,” Schmidt said during a recent appearance at the American Enterprise Institute in Washington. “Everyone actually agrees that there should be more H-1B visas in order to create more tech, more science, more analytical jobs. Everyone agrees, in both parties.”

The Eric Schmidt pleading for more foreign workers is the same Eric Schmidt who boasts of turning away thousands upon thousands of job seekers who apply for a few prized positions at Google. For example, at an appearance in Cleveland last October to promote his book, “How Google Works,” Schmidt explained that his company receives at least 1,000 applications for every job opening.

Other tech leaders join Schmidt in calling for more foreign workers. Some companies are actually lobbying for more H-1Bs and laying off American staff at the same time. For example, last year Microsoft announced the layoff of 18,000 people at the very moment it was pushing Congress for more guest worker visas.

Given all that, there’s not quite the unanimous agreement on the need for more foreign workers that Schmidt

VIEWS Byron York claims. At a recent hearing before the Senate Judiciary Committee, a number of experts testified that the H-1B program, so sought-after by CEOs, is being abused to harm American workers.

Ron Hira, a Howard University professor and author of the book “Outsourcing America,” told the story of Southern California Edison, which recently got rid of 500 IT employees and replaced them with a smaller force of lower-paid workers brought in from overseas through the H-1B program. The original employees were making an average of about $110,000 a year, Hira testified; the replacements were brought to Southern California Edison by outsourcing firms that pay an average of between $65,000 and $75,000.

Hira testified that such situations are not unusual. And on the larger issue of whether there is, as many tech executives claim, a critical shortage of labor in what are called the STEM fields – science, technology, engineering and math – another professor, Hal Salzman of Rutgers, testified that the shortage simply does not exist.

“Congress and multiple administrations have inadvertently created a highly lucrative business model of bringing in cheaper H-1B workers to substitute for Americans,” Hira told the committee. “Simply put, the H-1B program has become a cheap labor program.”

Shaw Media correspondent COAL CITY – When he thinks about the number 2,671, Coal City’s football coach Lenny Onsen has to pause a moment to let its significance sink in.

It is a hefty number on its own, but when Onsen considers the two ACL surgeries overcome and the Class 4A semifinal run the number fueled, it’s easy to see why he is at a loss for words.

2,671 – that’s how many yards Coal City running back Jack Dibble ran for in 2014, making him one of the top running backs in the state and one of the great Coaler ball-carriers of all time. Last week, Dibble vowed to continue his football career this fall at North Central College in Naperville.

“When I say the number, ‘2,671 yards,’ it’s hard to fathom at times,” Onsen said of Dibble’s incredible senior year. “He’s such a great example we can use for the future.

He never quit and he just kept working his tail off and he came back (from injuries) and had a fantastic year.”

Dibble eventually triumphed over his own pair of knee injuries that cost him the bulk of both his sophomore and junior seasons.

In his first game in nearly two full years, Dibble found the end zone less than three minutes into the season-opener against Reed-Custer. It was the start of what would be a special senior year.

“Obviously, I could have never expected over 2,600 yards,” Dibble said. “I had worked really hard, so I was prepared, but if you’d have told me that it’d go like that, I’m not sure I’d have believed you.”

championship, and then, when the Coalers got a rematch in the state quarterfinals, he was even better, rushing for 283 yards and four touchdowns in

a thrilling last-minute victory.

Because of the gaudy numbers Dibble put up throughout the year in one of the state’s best 4A conferences and then in the playoffs, Dibble started getting some looks from colleges. However, it wasn’t until an overnight visit to North Central that he made his collegiate intentions known.

“I met a lot of the players (on the overnight visit) and I just really liked the guys there,” Dibble said. “All the coaches were really professional and I just got a really good feel for them. It really had almost like a family feel, and they win a lot of games, too, so it will be a lot of fun to play there.”

Dibble said North Central plans to keep him at running back with Oshayne Brown (their top returning rusher from last year’s 8-2 team) entering his senior season and Ryan Kent graduating. That was certainly a selling point with others schools recruiting him to play slot, but he now looks forward to helping out however he can next fall.

“I’m very, very willing to play special teams if that’s what they ask. Whatever it takes to get me on the field,” Dibble said. “I returned punts and held as a sophomore, so I’d be willing to jump in anywhere they need me.”

As Dibble’s career continues against the odds, he’ll likely never achieve the same numbers he had last fall. But if there’s anything that Jack Dibble proves after returning from two knee injuries in a spectacular senior year and earning a spot to play in college, it’s that there’s more to yards than a number – no matter how large that number is.

This week, we have looked at pairs of deals in which a minor change in the cards results in a major variation in the right declarer-play or defense.

Here is the last one. What should happen in four spades after West leads the heart ace?

East raises one heart to four hearts because he knows that his side has at least a 10-card fit and does not have the normal high-card values for game.

There is a saying that a pre-emptive four-heart bid by one side is a transfer to four spades for the other side – hence South’s overcall.

Yesterday, the defenders’ clubs were 3-2 and spades 4-1. Then, after West began with two rounds of hearts, the only way home against best defense was to discard a low diamond from the South hand, a loser-on-loser play. Here, though, South must ruff the second heart, draw trumps, and knock out the club ace.

If he makes the loser-on-loser play, West can cash his club ace and give East a club ruff. But how would West know to do that?

On the second heart, East will play his lowest as a suit-preference signal.

(East, with a desire for a diamond shift, would play his highest heart.

With no preference, he would drop a middle card.)

East should also try to steer his partner that way at trick one, playing his heart three. West, if confident that East has five hearts for his game-raise, should realize that playing a second heart cannot help. Reading the three as a suit-preference signal, he will cash the club ace at trick two and lead another club. In both of these scenarios, the later defensive diamond trick defeats the contract.

Teenager’s troubled friend on path to self-destruction Dear Abby: I am a 14-year-old girl, and my friend “Leah” is out of control. She has been going down the wrong path since sixth grade. She is what people call “emo.”

She has attempted to end her life more than once. She has sex with lots of boys older than her and has issues with drugs and cutting. She was abused until she was 5 and then adopted. She doesn’t seem to have any morals.

She says she wants to become a serial killer and a prostitute when she grows up. She also wants to have a baby in the near future. Leah has borderline personality disorder and probably some others. I have tried talking to her about what she’s doing to herself, but she sees nothing

Then make it clear that you do not intend to foot the bill for Sissy and her boyfriend because that isn’t fair to you.

And if he doesn’t agree, cancel the trip because you wouldn’t enjoy it anyway.
