We’ve heard you, and starting April 20, our print subscribers will find a Monday edition of The Morris Herald-News in their driveways.

April 20 brings several exciting changes for us: It’s the day we’re shifting our delivery days to Monday through Friday, rechristening the publication as the Morris Herald-News and returning to a carrier system of delivery.

All of these changes are aimed at better serving our readers and advertisers. Our goal is to continually improve our products and make them as useful and reader-friendly as possible. We are commit-

Having a Monday edition allows our editorial staff to share with readers what happened during the weekend in news and sports.

Print subscribers will find new features in the Monday edition, as well as the core of what readers expect from us – local news. Of course, readers always can visit the website for the latest in local news as well.

We’ve changed the name

to better reflect our group of publications in this region, which includes Herald Life and The Herald-News.

Going to carrier delivery allows us to get the paper to you sooner. With mail delivery, many readers complained that their paper arrived late in the afternoon.

Others told us they had to go to the post office to pick up their paper. The move to carrier delivery will ensure our home delivery subscribers receive their paper by 6:30 a.m. Monday through Friday.

We also are excited to offer a Sunday edition to our Morris readers, with the debut April 19 of the Sunday Morris Herald-News. It will be a specialized version of The Herald-News, with specific pages dedicated to Grundy County

news while also providing our readers with expanded coverage in regional, state and national news.

About 1,000 residents attended the annual environmental event

By BOB BLACK Shaw Media correspondent MORRIS – A traveling reptile show, service dogs, science experiments, 4-H clubs, and numerous business exhibits were among the highlights at the Earth Expo on Saturday at Saratoga Elementary School.

John Davis, youth development educator for the University of Illinois Extension ,estimated a crowd of 1,000 attended the 24th annual event, which included 41 exhibitors.

Among the crowd was Mazon’s Sarah Biros, who said she enjoys the expo and likes to take her kids to it. “They can see the different industries that are here ... and they have a lot of hands-on stuff for the kids, which is nice,” she said.

A focus of the expo, held in the past at various schools throughout the county, is to showcase area companies many people may not be familiar with.

“We have companies which do a lot of big time, multi-national work in our backyard,” Davis said. “A lot of people who work for them are scientists ...

They come up with products to make things more usable.

And, of course, we want to protect the environment.”

One of those companies is AkzoNobel, one of the expo’s charter members.

“I think it’s a great event,” AkzoNobel environmental engineer Tom Willeford said. “It really showcases a lot of the work that is done in the community, the county and surrounding areas that pertain to the environment, health and safety.”

Diedre Hicks, a 35-year employee with AkzoNobel, said the expo is a good way for people to get to know neighboring companies.

One of the five newcomers was Heartland Service Dogs, based in Mokena.

“We train service dogs for people with disabilities,” Linda Fox, Heartland director, said.

The dogs help with mobility, hearing alerts, seizure alerts and other disabilities.

“We have information about how people can volunteer with us, or become puppy raisers, which is the core of our organization,” she said.

ance. “We do in-home dog boarding and training,” LaVarier said. “Dogs stay in our home. ... They hang out with us and they play outside in our large fenced-in area. We also offer training services.”

LOCAL NEWS Morris council votes to close Osaka Spa Council denies settlement offer by spa to close April 30

By MIKE MALLORY mmallory@shawmedia.com MORRIS – After considerable deliberation, the Morris City Council voted unanimously Monday night to immediately revoke the business license of J&B Fitness Corporation, owner of Osaka Spa for two violations of the Morris Municipal Code.

In December, the city took J&B Fitness Corporation to court on an ordinance complaint, according to court documents. Joong D. Lee, owner of J&B Fitness Corporation, pleaded guilty to two counts of violating the code. Two other counts were dismissed.

The first count he pleaded guilty to charged the company with using unlicensed individuals to conduct massage therapy, which constitutes fraud, misrepresentation or false

statements in the defendant’s April 2013 business license application.

The second count charged that employees of Osaka Spa interfered with an authorized city officer making a license inspection by attempting to conceal customers and employees from the officer. The business was fined $500 for the two violations.

Lee appeared at the hearing before the City Council on Monday night.

“We were mislead and informed there were no employees or customers on premises,” Building and Zoning Officer Bill Cheshareck testified at the hearing of the Nov. 25 inspection. “Not having licensed therapists on site is also a violation.”

during inspection before finding two hidden employees, in addition to what appeared to be living quarters, with a bed and personal items.

An expired massage license was found on the wall, and a “young lady” in the living quarters said she didn’t know she needed a license, Cheshareck testified.

Before the public hearing beginning, the city council was made aware of a proposed settlement by Lee’s counsel in the late afternoon Monday. Lee hoped to operate Osaka Spa

until April 30, but city council members couldn’t come to an agreement on the proposal.

Alderman Brian Feeney said the owners should be aware of all rules and regulations at all times, and motioned for a revoking of Osaka Spa’s business license immediately.

He said the difference between his motion for immediate revoking of the license and Lee’s settlement offer was six weeks of more business it should not be allowed to do.

The full council agreed and

voted 6-0 to revoke the license after Lee testified that he needed until the end of April to pack up and move.

“I thought everything was finished after the $500 fine,” Lee testified. “I was surprised when I saw these papers. No answers had been given to me since the fine in January. We have new employees registered in the State of Illinois.”

Mayor Richard Kopczick said the company will close for business, but matters regarding moving out of the building are between Lee and his landlord.

Before the ruling, two members of the public and Lee’s wife, spoke during the public hearing.

A woman spoke stating an online search of the business shows pictures that imply more than massage was being conducted at the business.

Lee’s wife adamantly denied these allegations.

The Grundy County Personnel Committee approved the job description and pay range for county administrator Thursday and it has been posted online at grundyco.org.

“I’d like to see someone with a great deal of financial experience and budgeting,” Grundy County Board Vice Chairman David Nelson said.

“I’d like the candidate to have government experience, but we’ll have to see what kind of response we get.”

Personnel committee members Ann Gill and Vicki Geiger, who also sit on the finance committee, asked the finance committee last week for guidance in setting the salary for the position.

The finance committee approved going up to $100,000 for the candidate who is selected.

The county has had four administrators since 2011.

Grundy County Board Chairman David Welter said Monday he hopes increasing the salary will pull in the candidate officials are looking for – someone who can help get the county back on track.

Nelson said the audit has shown the same deficiencies year after year and he wants to see someone come into the position who is willing to get his or her hands dirty and get the job done.

Last May, personnel committee members and then-Human Resource Director Debra Johnson started a discussion about switching the county’s insurance brokers because of alleged communication and professionalism issues.

The proposed change caused heated discussions.

In June, Morris-based Northern Insurance Group, which had been the county’s insurance broker for five years, was replaced by Williams-Manny Insurance Group.

Welter said the board has been pleased with the service provided by Williams-Manny, but were going out to bid because of a promise made when they signed the contract in June.

“When we left Northern we told the public and the employees we would go out for a proposal in one year to make sure we are getting a good rate,” Welter said.

Nelson said he is happy with Williams-Manny and he hasn’t heard any complaints.

“They’ve been in contact with us constantly and it appears they are working to save us money,” Nelson said.

Welter said once bids are received, the board will open the bids and score the bids before meeting to decide who the county will go with, whether it’s staying with the current provider or finding a new one.

Hundreds take the plunge for Special Olympics Volunteers from several organizations make a splash on sunny Saturday

By HANNAH KOHUT hkohut@shawmedia.com JOLIET – The weather wasn’t exactly “polar” Saturday afternoon, but the water at Leisure Lake Resort in Joliet was plenty cold enough for more than 300 polar plungers, many dressed in costume.

Together they raised more than $70,000 for the Special Olympics of Illinois, which provides athletic competition opportunities to the mentally and physically disabled.

Rochelle Porspero, who works at the Grundy County Special Ed Co-op, said she took the plunge for the students she teaches. “I teach the blind and visually impaired,” Porspero said. “And this [event] makes a world of difference. And to know what our kids struggle through every day, this is nothing.”

Porspero was certainly happier with Saturday’s 50-degree, sunny weather than last year’s subzero temperatures.

“We were moving ice to get in the water,” Porspero said of the 2014 Polar Plunge. “This is beautiful compared to last year.”

Jennifer Wicevic, who also teaches at the Grundy County co-op, said this was her seventh time taking a polar plunge in support of the Illinois Special Olympics; the past three years in Joliet, and before that in Yorkville.

“We have a bunch of kids at the co-op who are Special Olympians, maybe about 90

MORRIS DAILY HERALD MORRIS – Musicians, dancers, painters and other purveyors of the visual arts are being sought for the first Liberty Arts Festival in downtown Morris this summer.

The three-day Liberty Arts Festival will run June 25 to 27 and is sponsored by The Morris Downtown Development Partnership, according to a news release from the MDDP. The new festival is a spinoff of the former “Liberty Days” and will focus exclusively on art, celebrating both local and regional talent. In addition to artistry, the weekend features food vendors, an ice cream social, kids chalk art and other activities, as well as the popular Liberty 5K Run. The event provides an opportunity for singers, dancers, actors and musicians to showcase their talents at live outdoor performances throughout the weekend.

Time slots are available in 30- and 60-minute increments from 1:30 to 4 p.m. June 26 at two locations and from 10 a.m. to noon and 11 a.m. to 6 p.m.

Saturday afternoon will feature a “Summer Shine Music Jam.” Christian bands, soloists, group of singers and Christian worship dancers are encouraged to share their gifts and talents.

Saturday also will feature an “Art Walk,” where sculptors, painters, photographers, woodworkers, candle makers and other artisans are invited to line Morris’ famed Liberty Street to demonstrate their skills and sell their wares. For $25, selected artists will receive a 10-foot by 10-foot space to set up a workspace or their products.

In order to differentiate the walk from traditional craft fairs, artists are required to submit an application to participate, including photos of their work. Space is limited and applications must be received by June 1.

Throughout the weekend, participating artists will receive exposure to a sizable audience, as previous MDDP events have drawn thousands of attendees.

DIAMOND – The Diamond Village Board last week discussed and approved offering a low-cost service plan for residents that would cover the water and sewer lines between the village’s main lines and the residence.

A program offered by the National League of Cities and serviced by the Service Line Warranty Program will help cover costs to repair or replace water lines when it falls on the homeowner.

Mayor Terry Kernc said Monday the program will pay locally licensed plumbing contractors to repair the lines with no deductible or lifetime limits.

“We’re always looking for things that can benefit the residents,” board member Dave Warner said Monday.

“We weren’t necessarily looking for this insurance, but when it presented itself we felt it made sense.”

The insurance is not mandated. Each resident

will have the option to pay monthly or annually at a cost of about $150 a year to have the insurance. Kernc said if a water line breaks on the homeowner’s portion, the insurance will cover $4,000 toward the repair or replacement of the line, and if sidewalk needs to be removed and replaced as part of the repair, there is an additional $4,000 coverage.

There is no contract, and the resident may stop coverage at any time. Kernc said other municipalities have used the service and she has heard nothing but positive things.

A letter explaining the program will be sent to residents on village of Diamond letterhead. “I, myself, plan on participating,” Warner said.

“We are temporary board members, we live here and just want to benefit others who live here.”

“We saw some other communities have passed it, so we decided to pass it locally,” Kernc said.

Warner said after reading about a young girl who had her lemonade stand shut down because she didn’t have a food handler license in another community, he felt passing the local ordinance was a good move on the part of the village.

“We want to encourage entrepreneurship,” Warner said. “There is a lot of support raised through local bake sales, as well.”

He said if the local ordinance wasn’t passed, it would fall to county law and then to state law, so Diamond officials wanted to make it clear to residents what the rules were for Diamond.

“We want to protect young entrepreneurs and those who help others,” Warner said.

Buried deep within Gov. Bruce Rauner’s proposed budget plan for next fiscal year is yet another claimed “savings” that may not actually save any money, and could easily wind up costing the state more. The governor proposes to save a whopping $108 million by discontinuing child care services provided by relatives in the child’s or relative’s home.

At first glance, that cut might look prudent. Why should the state pay grandma to baby-sit her own grandkid?

Is that some sort of scam?

But, in reality, by pulling those payments, which are designed to help low-income parents go to school and work their way out of poverty, “grandma” could lose her income and may very well have to find a different part-time job, meaning the parent then has to search for another provider and the state saves no money. And because relatives who provide child care are exempt from all state licensing requirements, that child could end up at a licensed day care provider, which costs the state a whole lot more money.

The rate the state pays for relative care, care in the child’s home and for license-exempt day care homes is $16.22 per day. But the rates paid for licensed day care centers varies from $33.53 per day in parts of downstate to $46.49 per day in Chicago and the collar counties.

Licensed-exempt day care centers and licensed day care homes are cheaper, but they’re still substantially more expensive than relative care, ranging from $29.20 per day in parts of downstate all the way up to $40.50 in Chicago and the suburbs.

“Simply by eliminating

Emily Miller with Voices For Illinois Children was far more blunt. “Obviously I can’t speak for the governor, but perhaps the governor thinks that someone else – like a child care [provider] – won’t care for the kid, and the current child care provider will just continue to do it and not get paid. I don’t see why that would happen. But there are a lot of magic assumptions in this budget.”

Yes, there are a whole lot of “magic assumptions” in the governor’s budget proposal. The thing is chock full of wishful thinking, such as the $2.2 billion savings from a pension reform plan that must be implemented by July 1, but also can’t be halted by a lawsuit. Whatever you think about that proposed cut, at least that will produce the savings intended, as well as more future savings as it’s phased in. So kudos for accuracy. Maybe not so much for humanity.

Beecher thwarts Hawks’ hopes for state, inspires future years

By ROB OESTERLE roesterle@shawmedia.com MORRIS – It wasn’t the perfect ending to the season, but the Saratoga eighth-grade girls volleyball team has nothing to hang its head about after losing 26-24, 25-9 to Beecher in the Class 8-3A Shabbona Sectional on Monday night.

“I am very proud of this group of girls,” Saratoga coach Melanie Kunz said after the match. “Maybe it didn’t end the way we wanted it to, but only one team ends its season with a victory. Overall, we had an excellent season.”

That season ended with a 16-7 record, a regional championship on their own floor and a berth in the sectional, one win away from the state finals. Quite a turnaround for a team that was barely .500 last season and lost in its first regional match.

“I asked them, ‘Who thought we’d be here at the start of the season?’ ” Kunz said. “I didn’t raise my hand. I was honest with them. At the beginning of the season, I didn’t think we would get this far. But they kept working hard and they got this far. Now, they have a taste of it. I hope they like it and they keep working hard in high school and when they get to be juniors and seniors, they want to win a regional and get back to a sectional.”

At the start of the match, it seemed as if the sectional would be just a quick bump in the road on the Hawks’ trip to state. Saratoga opened strong, racing out to a 6-1 lead with Megan Gerischer at the service line. Chloee Hansen and Alisson Bojovic each had a kill to get the Saratoga offense going. The lead increased to 15-5 before Beecher got its serve, and its groove, back.

Saratoga didn’t just fold up the tents, however, and the Hawks rallied to take a 23-21 lead. Beecher then went ahead 24-23 before Saratoga tied it at 24. Beecher then scored the final two points of the game to win.

Saratoga had the serve to start Game 2, and Gerischer served three straight points.

Beecher quickly tied it, but Saratoga went ahead 5-3 on an ace by Olivia Schultz. From then on, however, it was all Beecher, as the Bobcats were able to find the open spots on the floor and put the ball just out of reach of the Saratoga defenders. Beecher outscored Saratoga 22-4 the rest of the way and earned a trip to the state finals in Tolono.

“I think we just ran out of gas,” Kunz said. “We had that big game Thursday [a threegame win over Manhattan for the regional title] and fought to the end in the first game tonight.

“Beecher had a nice run in the first game and we came back from that to make it tight, but we just couldn’t do it again in the second game. I think we were a little nervous. This was a big game and the girls wanted it a lot. But, I think that maybe they put too much importance on every point instead of looking at the big picture. But that happens to even Olympic athletes, let alone 13-year-olds. Beecher is a good team. It would have been easy for them to pack it in when we had the big lead in the first game, but they didn’t.”

– Loudon Wainwright III The kid was something special. He was six years older than me and lived next door, up the hill. It was before the days of stupid phrases like, “Our bigs are very long” or “He can really score the ball.”

His driveway was long, narrow and cut into a hill.

It made for a strange shaped basketball court: Shallow, but very wide. So he practiced shooting from the side of the basket and developed a baseline jumper. As he rose up to shoot, the scorer hit the button to put up two points.

The purest shot I ever knew.

He grew to 6-foot-4 and was a star as a receiver/kick returner on our powerful high school football team. He was a high jumper on the track and field squad. And, he was a very good golfer when he had time between track meets.

But, John was born to be a basketball player. In those days, the state of Iowa had only two classes... Big Schools and Small Schools. Although there were less than 600 in our high school, we were a “Big.” I was awed by John and

asked to change the spelling of my name to be more like him. I was never going to be anything like him.

When he practiced at his house, I watched for hours.

When he had a home game, I walked to the gym. And when he had a road game, I rode with his parents or the local newspaper sports reporter (the other neighbor) to the tiny towns in the conference.

He had star power and often drew the ire of opposing fans. One town assaulted the team bus as it pulled up to the gym.

And, I remember two referees who hung four fouls on him in the first quarter at Eagle Grove. His six points that night were a career low... and a crushing blow for me.

His parents handled it better than I did.

But he recovered to become a two year All-State selection.

As a senior, he became the first unanimous All-Stater in Iowa history.

When he took our team to the state finals, I was there.

A sunny day in March that made me feel like I was in the greatest place on earth. And I was. Until we lost that game.

John always treated me like a guy, not like the pesky kid next door. He went on to play basketball at Iowa State, marry his high school girlfriend, become a physician like his father, and remain a life-long good guy. He’s the one who showed me how March can put a smile on your face, but it will probably break your heart. There’s only one team who wins its last game and the odds say it won’t be yours.

John went off to college and I went off to find other basketball adventures. When my town hosted the National Junior College Regional, I bluffed my way out of school, plowed through the deep snow to spend the days watching games.

Later, I caught a ride to Kansas to see a Missouri Valley Conference playoff game.

I flew to New Orleans, drove to Lexington, Kentucky, and St. Louis, and took trains to

Lawrence, Kansas, and Houston for NCAA Tournaments. I found myself in Indianapolis, Chicago, Iowa City, Iowa and Champaign to see the Big Ten. Every one of those March basketball episodes has produced a worthy memory.

March took it’s sweet time coming this year. But it’s here. And it’s got what I’ve been looking for: That feeling of walking toward the arena as the snow melts. The morning papers, the bracket sheets, and the full days in front of the TV. I love the thrill of risking heartbreak by going all in with your team.

Last month, I took my family back to my hometown.

We drove by my old house and past John’s former driveway.

Then we went to the high school. I’d called ahead and asked to visit. It’s still less than 600 kids.

But, they have a new gym with a “walk of fame” gallery.

The old photos are lasered onto the wall. Names and faces I heard about from my parents... kids I idolized in my childhood... and some friends from my prep school days.

There was John in a football uniform. A lanky receiver who looked comfortable in

shoulder pads. Then we came to the basketball gallery.

There was no brighter star in school history. It hadn’t been my imagination. He was THAT good. And, he had the look I remembered. It’s as if Central Casting had sent over the perfect guy to play the part. Tall, angular, flat top haircut and the focus of a champion.

Dr. John was the best basketball player I ever knew.

Best because of who he was.

What he gave our town. And how he taught me to love and appreciate the game and its spring finale. And best because of that sweet baseline jump shot that I can still see when I close my eyes.

The main event of March begins this week. It’ll go quickly and produce some incredible entertainment. It’ll have it’s own sights, sounds, textures, tastes and (as Loudon Wainwright said) it’s own distinct aroma.

Two things I know for sure: 1. I’ll get my heart broken before the month is over and 2. I’ll start thinking about next March on April Fools Day.

David Lloyd George, who was the British prime minister from 1916 to 1922 and is the only Welshman to have held that post, said, “Don’t be afraid to take a big step if one is indicated. You can’t cross a chasm in two small jumps.”

To begin the week, we are looking at replying to partner’s takeout double. As I mentioned yesterday, many inexperienced players bid the suit that they prefer at a minimum level, regardless of hand strength.

But that is wrong. Don’t hope for a second chance to cross the chasm between partscore and game.

By an unpassed hand, a simple bid shows 0-8 points. With 9-11 points (or a very suitable eight), it is right to jump in a suit -- as South does in today’s deal. (With 12-plus points, South would start with a cue-bid of opener’s suit; here, two hearts. Also, a passed hand lowers these ranges by two points.)

Over South’s two-spade advance, North has an easy raise to four spades. However, even a well-bid contract may require careful handling. What should South do after West leads the club jack?

Declarer is missing three aces and is faced with a third-round club loser. If South leads a trump at trick two, he should lose that club trick and go down one. Declarer must eradicate that club loser immediately by playing a diamond honor from the dummy at trick two.

Suppose West takes that trick and perseveres in clubs. Declarer wins in the dummy and cashes the two diamond winners, discarding his last club. Then South draws trumps as quickly as possible.

Treat stress fractures quickly to prevent further damage Dear Doctor K: What is a stress fracture?

Dear Reader: A patient of mine once asked me the same question, but with a twist: “In the emergency room they said I had a stress fracture. That’s ridiculous, right? I mean, they’re blaming stress for causing nearly every symptom these days. But how can stress cause a bone to break?”

It’s not emotional or mental “stress” that the word refers to in a stress fracture. It is stress – unusual physical pressure – placed on a bone that causes it to break. And the break typically does not separate the two ends of the bone. The X-ray, CT scan or MRI scan often shows no abnormality in the shape of the bone. Instead,

In young people, stress fractures can result from overexertion or prolonged high-impact exercise, such as running or tennis. But they also occur in middle-aged or elderly people, especially women, with thinning bones. These people may develop stress fractures even as a result of normal daily activities, such as walking.

In the feet, stress fractures most often occur in the metatarsal bones, the long bones leading to the toes. But they

can also occur in other parts of the body.

All fractures, including stress fractures, require immediate attention. An untreated fracture might not heal properly and could result in deformity, persistent pain or both.

One warning sign of a stress fracture is difficulty walking. Don’t be fooled, however. It’s sometimes possible to walk on a broken foot. Check to see whether you have any pain or tenderness directly over the bone when you touch it lightly. Such focal pain may indicate a fracture, especially if it continues after you’ve rested briefly and followed the RICE (rest, ice, compression, elevation) regimen.

Other symptoms of a stress fracture include bruising and possible redness and swelling.

Whatever you do, don’t continue exercising if you have localized pain over a bone. You might break it completely.

If you suspect that you have a stress fracture, see your doctor. He or she may start by ordering an X-ray. However, it can take two weeks for evidence of a stress fracture to appear on an X-ray, and some stress fractures never show up on one. Your doctor may have to diagnose the condition by feeling the area, or ordering other imaging tests such as a bone scan or an MRI. If you do have a stress fracture, your doctor will probably recommend rest. He or

she will likely also prescribe some type of immobilizing device, such as a special hardsoled shoe or a fracture boot.

Typically, stress fractures heal within four to six weeks.

The best way to prevent a stress fracture is to avoid sudden increases in activity or exercise. Instead, build up your exercise regimen gradually.

Wear well-cushioned shoes to reduce the impact on your feet.

Warm up before you exercise.

Limber muscles allow better joint motion and flexibility, which in turn help cushion the impact on your bones.
