State Senator Rezin honored for flood preparation work MORRIS DAILY HERALD BLOOMINGTON – State Sen. Sue Rezin, R-Morris, has been honored by a statewide group for her work to help Illinois residents plan for and protect themselves from flooding, and for her support of legislation addressing floodplain issues.

The 38 th District Senator received the Illinois Association for Floodplain and Stormwater Management (IAFSM) Legislation Award at the organization’s annual conference Friday in Bloomington, according to a news release.

The award honors an Illinois lawmaker or local official for his or her efforts in floodplain issues.

“I am so honored and humbled to receive this recognition,” Rezin said in the release.

“I can’t stress enough that it’s a team effort to prevent flood losses. I want to thank everyone around the 38th Senate District who is taking a proactive approach so we are better prepared when waters start to rise along our rivers and streams.”

In 2014, Rezin took a leading role, establishing the Illinois Valley Flood Resiliency Alliance (IVFRA) to get communities together to learn more about how to prevent flooding, how to coordinate people and materials during a flood, and the best practices of cleanup and recovery.

It also educates communities in floodplain management by joining established state and federal organizations, cer-

tifying key people as floodplain managers, and adopting higher regulatory standards. The IVFRA also is working on securing grant funding right now for flood-fighting materials.

Rezin was nominated for the award by Mary Lou Kalsted, who chairs the Community Rating System Users Group for the Illinois Association of Floodplain and Stormwater Managers.

“Without the strong encouragement and political support from Sen. Rezin, the coalition would not have come to be,” Kalsted wrote in her nomination letter. “She was able to look at flooding across her district, and bring together the numerous municipalities and counties who deal with it repeatedly.

“Her efforts on behalf of her district have made a huge difference for life along the rivers. Participating communities now understand that their own actions have a direct impact on sister communities up and down stream.”

Rezin took a proactive regional approach to flood fighting after the flood in 2013 cost LaSalle and Grundy counties more than $150 million.

“The state of Illinois has the largest collection of inland bodies of water and rivers in the continental United States,” Rezin said. “Twelve percent of surface in Illinois is mapped as a floodplain. It’s not a matter of if we will have another flood, but when we will have another flood.”

Visitation will be held on Tuesday, March 17, 2015, from 9:00 a.m. to 10:00 a.m. at Victory Church Chapel of Lights, Lakeland, Florida with funeral services following at 10:00 a.m.

Interment to follow at 2:00 p.m. at Florida National Cemetery, Bushnell, Florida.

The family is being served by Gentry-Morrison Funeral Home, Lakeland, Florida.

Officials hope work begins by May; funding for some bridges budgeted

By HEIDI LITCHFIELD hlitchfield@shawmedia.com MORRIS – Grundy County is looking at four bridge rebuilds this year after one became a danger and was closed last year, and another is showing serious signs of deterioration on the pilings holding it in place.

Grundy County engineer Craig Cassem said the first project will be a bridge on Dwight Road, between Lowery and Dupont roads that crosses the Waupecan Creek.

“The timber pilings are deteriorating severely,” Cassem said. “We have a consultant from Springfield check our older bridges every two years and this bridge got bad quickly.”

The bridge, which was built in 1969 and widened in the 1980s, was constructed with timber pilings like most of the bridges in the county at that time – a practice that is no longer used.

Cassem said engineering has come a long way since most of the bridges were built, many as a two-span bridge

with timbers that go into the water and erode over time. Today, engineers are able to replace many bridges with one span and use materials that have advanced over the years.

Last year, Cassem announced a four-year highway plan that would include the replacement of the bridges.

These projects are slated to start as soon as weather allows.

The Dwight Road bridge at Waupecan Creek also has been known to flood on the north side of the creek, creating a road hazard that Cassem said could keep emergency personnel from reaching an area by the most direct route.

The $500,000 project also will include making a wider approach to the bridge and building up to hopefully eliminate the flooding issues that take place primarily in the spring. The most recent traffic numbers show that 200 vehicles utilize that road each day, including grain trucks and tractor equipment as farmers move from field to field.

mmallory@shawmedia.com MORRIS – The Morris City Council is set to consider Monday whether to take action against the business license of Osaka Spa after its owner pleaded guilty to violating the city’s code by having unlicensed individuals conducting massage therapy.

In December, the city took J&B Corporation, which owns Osaka Spa at 1836 N. Division St., to court on an ordinance complaint, according to court documents.

The complaint stated the business violated the Morris Municipal Code, interfered with a license inspection by

concealing customers or employees, contracted employees who are not licensed for massage in a manner as a nuisance to life and health, and used the business location as a residence.

The company pleaded guilty to having unlicensed individuals and for interfering with the inspection, according to the documents.

The other counts were dismissed. The business was fined about $500 and now the City Council has scheduled a public hearing for Monday to decide whether the business license should be suspended or revoked for the violations.

The council also could decide to take no further action.

Morris High School’s Gile scores perfect 36 on ACT

By MIKE MALLORY mmallory@shawmedia.com MORRIS – Brian and Mary Gile of Morris knew their daughter was a smart kid at age 2 or 3.

Bridget Gile, now a senior at Morris Community High School, would let her parents know she was awake by opening and closing dresser drawers to pick out her clothes for the day. To her parents, it came as no surprise when Bridget scored a perfect 36 on the ACT in spring 2014.

“We’re very proud and thrilled with what she’s accomplished so far,” Brian said.

“She’s always been very organized and self-sufficient.”

Gile had a standard to live up to. Her older brother Tim, now a student at Vanderbilt, etched his name in the record books as the second student of Morris’ four consecutive years with a perfect ACT score.

“It’s one of those lightning never strikes in the same place twice kind of things,” Brian said. “But it did.”

Gile said carrying the fami-

ly tradition added a bit of pressure, but said there’s no greater pressure than the amount she puts on herself.

“It’s just who I am,” she said. “I’m internally motivated. I know what needs to be done. Even when somebody tells me to do something, I might say ‘no,’ just because I already know I have to do it and then I’ll just go do it myself.”

One might think Gile spends every waking hour studying for school, but she said that’s not the case.

“I sort of morph athletics and school clubs into my social life,” she said. “I may not go out with friends some weeks, but I keep myself busy with those things, which amount to my social life.”

She spends one period a day tutoring in the school’s Academic Resource Center and said the many congratulations from friends and classmates often come with a request for homework help.

Long before Gile could have a choice to attend just about any university in the world, there were many teachers involved in her evolution as a student. On hand in Morris High School’s main gym Thursday evening were teach-

Morris math teacher Craig Ortiz said Gile scored the highest grade possible on an AP statistics exam, and hasn’t missed a point the entire school year.

“She’s very competitive, but not nasty competitive,” Ortiz said. “Some kids can be competitive in a nasty way. She’s humble but helpful to others.”

Morris Principal Kelly Hussey said Gile wants to be the best in any group she’s in, just like the three perfect ACT score students who came before her.

“Other students are happy for her,” Hussey said.

“We have more kids that are certainly capable of a perfect score coming, but four straight years is unheard of. Bridget and the students before her have set a benchmark for our kids to strive for, but I have to imagine anyone with an above 30 score has to be pretty happy.”

Hussey said Morris High School’s composite yearly ACT scores have risen from about 20.2 a decade ago to 21.5 in the last five years.

“We design our classes to set students up for success on the ACT,” Hussey said. “With each yearly class, we try to have students meet the pace of their predecessors or even pass it. It’s gotten to a point where a slight drop in the composite score might seem like a disappointment to some, but it wouldn’t be.”

He said the county hopes to see work started on the bridge

by May. Other bridges slated for construction this year are a bridge on Spring Road near Coal City, a bridge on Nettle School Road, and a bridge on North Prairie in Goose Lake Township, which has been closed since last year due to deterioration of the pilings.

“This year is a bigger bridge-building year than we’ve seen. Last year we did a couple of bridges, one on Indian Trail and one on Kinsman Road,” Cassem said.

He said the county typically does two to three a year, but with the emergency closing

of the bridge in Goose Lake Township, officials slated four to be completed this year.

Grundy County Board Chairman David Welter said the county’s infrastructure is important and the county has budgeted for the work.

“The infrastructure of not just the county, but the state and the country as a whole needs work,” Welter said. “The county has done a great job of making it a priority and budgeting appropriately to take action as we need to. We’ve stayed ahead of the game.”

NEIGHBORS Nettle Creek hosts heart-healthy events for youths Eighth-grade students help mentor, coach young athletes in fundraiser for AHA MORRIS DAILY HERALD MORRIS – Nettle Creek students were all heart on Feb. 20 as they jumped, ran, scrambled, took part in relays and shot hoops. All for heart – “Jump Rope for Heart and Hoops” has been a school-wide endeavor for the past 12 years at Nettle Creek School.

The school had 100 percent participation of all students present that day, according to a news release from the school.

The eighth-grade students acted as coaches and mentors for the first two morning sessions as they helped the kindergarten through second-graders maneuver through all the moves to get their hearts pumping.

They then worked with the third- through fifth-grade students on relays and activities, finishing up the workout with a hoops competition.

After each group worked out for 50 minutes, they were

Transparency more important than ever Transparency in government has always been important.

But these days, in Illinois, it’s vital. The state’s fiscal problems have filtered down to local governments.

Area and state elected officials are making tough decisions on what programs and services to fund, and which to eliminate.

There might be no more important time for the state’s citizens to be informed about the decision-making process at all levels of government so they might participate by monitoring official actions and offering comment and feedback to public officials.

Sunday starts a week where we celebrate that we live in a country where being able to freely ask for information about what our governments are doing is a right.

Next week is Sunshine Week, a national initiative that aims to educate the public about the importance

of open government and freedom of information.

Participants include news media, civic groups, libraries, nonprofits, schools and others interested in the public’s right to know.

We as journalists are committed to playing a role in holding public officials accountable.

It’s why we attend city council and school board meetings. It’s why we file Freedom of Information requests for documents about how taxpayer money is spent or that we believe will detail the inner workings of local governments.

But we cannot be alone in making sure the sun is bright when it’s over governments. Local residents can access many public documents.

They can ask questions and demand answers from elected officials.

We also hope elected officials are partners committed to transparency. There is no

need to take an adversarial position when it comes to openness – indeed, the public likely would embrace a politician who is consistently transparent.

Officials can embrace laws about open meetings and records.

They can not grumble when FOIA requests are submitted, and realize the effort and time it takes to comply is worth the public trust doing so builds.

We often need to force open the curtains of governmental entities in order to let in the light so we can see what is rightfully ours to view.

We hope to one day be able to realistically envision a time when we don’t need a special week to remind citizens and elected officials that open government is a right in our country.

We aren’t there yet. But together, we can commit to letting the sunshine in, and hope for a brighter future.

News that Hillary Clinton exclusively used a private email account to keep secret her communications as Secretary of State should surprise no one. She came to Washington more than 20 years ago determined to keep secrets, and she’s still at it.

In 1993, the newly inaugurated President Bill Clinton chose his wife to head his administration’s most important domestic initiative: health care reform. Hillary Clinton proceeded to create a task force that seemed more determined to keep secrets than to restructure health care.

“The culture of secrecy is such that the White House refuses to provide a full list of consultants brought in to aid in the effort,” the New York Times reported in February 1993, just after the first lady got started. Clinton later went to court rather than reveal the most basic details of the effort.

Story after story about her work used phrases like “wall of secrecy” and “shrouded in secrecy” and “frantic, secretive process.”

By the end of the Clintons’ first year in Washington, the new White House became ensnared in the first of the scandals that would last through Bill Clinton’s presidency. Hillary Clinton was deeply involved, sometimes in the original offense, like Travelgate, and sometimes in the legal and political pushback, like the Lewinsky scandal.

Given that, Clinton’s email secrecy today sounds familiar to the investigators who spent the 1990s trying to pry information out of her office.

“This sort of behavior is all fully consistent with what we dealt with a few years ago,” says Jackie Bennett, a prosecutor who served in the independent counsel’s office

“There was almost always a delay or some insufficient production of some document or discovery request.”

As the Clinton White House years progressed, the first lady became a pro at confounding investigators. A veil of secrecy covered much of what she did, from responding to criticism to dealing with subpoenas – even to organizing her own thoughts about events. In May 1996, when Clinton appeared on the NewsHour with Jim Lehrer, she was asked if she planned to write a book someday about her experiences in the White House. “Are you keeping a diary?” Lehrer asked. “Are you keeping good notes on what’s happened to you?”

“Heavens, no!” Clinton responded with a laugh. “It would get subpoenaed. I can’t write anything down.”

In more recent years, Hillary Clinton created an atmosphere of secrecy around her presidential campaign.

By late 2007, her Democratic rivals were “attacking her as overly secretive,” according to a Times report. So now, as prosecutor Jackie Bennett suggested, Clinton’s obsession with secrecy as secretary of state, whether it broke any law or not, is entirely consistent with her performance in public office for decades.

And that leads to one obvious lesson: If Hillary Clinton is elected president, the patterns of a lifetime won’t change.

Morris junior running better after procedures, has future plans

By ROB OESTERLE roesterle@shawmedia.com MORRIS – Jacob Wantland of Morris had surgery on one of his hips on each his sophomore and junior years of high school.

He had a condition that caused the ball and socket of his hip joint to rub bone on bone. In each instance, his surgeons went in and shaved bone off of the ball portion. The first thing he said after waking up from his second surgery was, “Eighty-four days until I can run again.”

“I don’t know where I got that number from,” Wantland said. “But, on the 84th day, I was on the treadmill at physical therapy.”

After missing the better part of two seasons, Wantland ran for the Morris cross country team this fall and is competing for the Redskins’ track team in indoor meets before the outdoor season starts.

He has run in three indoor meets this season, two hosted

by Lockport and one by Proviso East. One of the Lockport meets was at the campus of Olivet Nazarene University in Bourbonnais.

“I did pretty well at Olivet,” he said. “That’s a real good meet. I just had a game plan going in and stuck to it. It wasn’t real important to me what place I got. I wanted to finish with a good time.”

So far in the indoor season, he has set unofficial indoor school records in the 3,200-meter run (10:08), 1,600 (4:49) and 800 (2:03). The 3,200 and 800 times are good enough to qualify him for the Illinois Top Times meet at the end of the month at Illinois Wesleyan University.

He had a meet in Batavia on Friday night and next Friday will be the Northern Illinois Big 12 Conference meet in Sterling.

He hopes one of those meets will produce a 1,600 time good

“This conference is very strong,” said Derek Babson, who coaches the distance events for the Morris track team. “With teams like Yorkville, Sycamore, Kaneland, DeKalb, they really let you know where you’re at and what you need to improve.”

“I didn’t know I had the

school records,” Wantland said. “I just go out there and run. After I had my surgeries, my hips have felt better and I haven’t had any problems.

“I never did track in middle school, but I went out for cross country my freshman year. About halfway through my sophomore year, my hips were bothering me pretty bad, so I had the first surgery. Then

I had surgery after my junior year. Being able to come back and help the team in cross country my senior year really gave me something to look forward to. I pushed to do well in my physical therapy and have kept progressing.”

With his senior outdoor season still ahead of him, Wantland also is looking a little further ahead. He plans to

attend North Central College in Naperville and run track and cross country there.

Mazon-Verona-Kinsman’s eighth-grade team defeated top seed Seneca, 25-22, 25-23, to win the Class 8-2A Seneca Regional title.

The Mavericks (17-4) play Grant Park (6-11) at 6p.m.

Monday in the Seneca Sectional, with the winner advancing to the state quarterfinals next Saturday in Auburn.

Friday,itpaidoff. Olaledthe Bears in performance-based pay with $266,554.96, according to the NFL Management Council. He appeared in 13 games and made 12 starts, filling in for guards Kyle Long and Matt Slauson and tackles Jermon Bushrod and Jordan Mills.

Each team received a pool of $3.633 million to divide among players based on salary and overall playing time.

Linebacker Christian Jones ($222,364.96), Mills ($204,711.83), safety Brock Vereen ($190,471.64) and nickelback Demontre Hurst ($159,572.19) earned the most performance-based pay.

Other notables included: quarterback Cutler ($6,808.79), defensive end Jared Allen ($42,613.69) and receiver Brandon Marshall ($10,457.62).

Eddie Royal’s best season was his rookie year. In 2008, he had 91 receptions for 980 yards and five touchdowns with the Broncos.

The slot receiver never forgot who was throwing him the ball then: Jay Cutler.

“We had been kinda itching to play with each other again,” he said Friday on SiriusXM NFL Radio with hosts Bruce Murray and James Lofton.

“And now we get that opportunity.”

Cutler encouraged Royal to reunite with him; they did Wednesday night, when Royal signed a three-year, $15 million contract with $10 million guaranteed.

“He was one of the first people to reach out and talk to me,” Royal said. “That meant a lot. Just as a receiver, you want the quarterback to be on the same page as you, on and off the field. You want that connection and that bond.

South is in seven spades, and West leads the diamond queen to dummy’s ace.

When South learns of spade support opposite, he plunges into Blackwood.

South starts with 12 top tricks: eight spades, one heart, two diamonds and one club. The obvious extra winner will come from a successful club finesse. But is there another possibility?

Yes, if the missing hearts are splitting 4-3, dummy’s heart six can be established -- if declarer has four dummy entries: three to ruff low hearts and one to get back to the dummy to cash that 13th heart.

What are those entries?

South plays a spade to his king, leads a heart to dummy’s ace, ruffs a heart, returns to dummy with a spade to the jack, ruffs another heart, plays a spade to dummy’s ace, and ruffs a third heart. What now?

Declarer must trump his winning diamond king in the dummy! Then he discards his club queen on the heart six and claims.

Note that if hearts had split 5-2, South would have fallen back on the club finesse.
