RONALD W. BOGART Ronald W. Bogart passed away February 11, 2015, at Joliet Area Community Hospice Home.

Survived by his brother, Michael (Jan) Bogart; sister Nancy (James) Clark; numerous nieces and nephews; good friend Marge Hobbs and life-long friend and cousin Glenn (Lynne) Smith.

Preceded in death by his parents Ronald H. Bogart and Shirley M. Putzler.

Born in Joliet and a lifelong resident. Graduate of Joliet Township High School, East Campus and was last employed by O.L. Thompson Transport Service, Inc. Visitation will be held at Blackburn-Giegerich-Sonntag Funeral Home on Sunday, February 15, 2015, from 1:00 p.m. until 5:00 p.m. As per Ronald’s wishes, cremation rites will be accorded with interment at Elmhurst Cemetery at a later time.

LYLE A. TAMBLING

Born: Jan. 8, 1926; in Gardner, IL Died: Feb. 11, 2015 Lyle A. Tambling, age 89, of rural Dwight, passed away Wednesday morning, February 11, 2015.

Born January 8, 1926, on the family farm in rural Gardner, Lyle Allen was a son of the late Villeroy and Elsie (Buehler) Tambling. He was educated in the Maher and Monson country schools and was a 1942 graduate of Gardner South Wilmington High School. On February 19, 1949, Lyle

CORRECTIONS married Norma Olson in the Cabery Presbyterian Church.

Retiring in 2001, Lyle farmed for over 50 years, along with trucking, custom combining and custom spraying. He was a seed representative for F.S. and Moew’s and also worked at RR Donnelley for several years during the winter months.

Lyle was an active member of Church of Hope in Gardner, where he was a former elder and deacon.

He taught Sunday school, sang in the choir and was on the start-up dart ball team for the church.

Lyle served on the Livingston County Farm Service Board, The Livingston County Farm Bureau Board and the Livingston Service Company Board of Directors for 18 years. He was a Round Grove Township Cemetery Trustee and led the Campus Reddick 4-H for several years.

Lyle truly enjoyed dancing and sang in a Barbershop Quartet. He was a member of the Barbershop Harmony Society and formerly belonged to the Morris Chapter. Lyle enjoyed being social, always had a joke to share, and never knew a stranger.

He took pleasure in supporting the local communities and will be remembered for his love of watching his children and grandchildren participate in their school activities.

Survivors include his eight children, Terrance (Carrie) Tambling of Morris, Peggy Tambling of Olympia Fields, Pamela Latta of Palm Coast, Florida, Patricia (Cary) Rosenbaum of Dwight, Phyllis (Cate Lavey) Tambling of Boise, Idaho, Pauline (Bill) Hoffman of Gardner, Michael (Shari) Tambling of Dwight and Chris Tambling of Florence, Kentucky; (17) grandchildren, Nicole (Scott) Logan, Rachel (Mark) Kemple, Linsay Tambling, Bradford and Brenton Latta, Joshua (Sherri) and Jason (Kady) Sassenger, Chenoa (Donnie) Tolan, Dale (Bridget), Nolan and Lane Hoffman, Colton, Chaney, Jordan and Grant Tambling, John (Jenny) Lavey and Brooke (Jade Riley) Seidl; (27) great grandchildren, Carli, Sam, Zack, Erin, Seth, Hannah, Ethan, Grace, Alauralyn, Quenton, Alex, Adam, Gavin, Cayden, Wesley, Desmond, Tessa, Emalyn, Miley, Jackson, George, Elsie, Audrey, Evalyn, Samuel, Olivia and Eleanor; two sisters-in-law, Janice Tambling of Morris and Ann (the late Wesley) Olson of Bourbonnais; nieces and nephews, Bonnie Grieff, Betty

Burial will be in Round Grove Cemetery in rural Dwight, where Lyle will be laid to rest with his late wife, Norma.

Lyle’s grandchildren will act as pallbearers and honorary pallbearers.

Money to be used for tech upgrades, programming

hlitchfield@shawmedia.com MORRIS – Local libraries will invest in technology improvements thanks to grant funding awarded by the state.

The money comes from the Illinois Public Library Per Capita and Equalization Aid Grants, according to a news release from Secretary of State and State Librarian Jesse White.

The grants total $15.2 million and were awarded to 635 public libraries serving almost 12 million patrons.

Locally, the Three Rivers Library District received $33,250 through the per-capita grant, which is based on population.

Executive Director Lauren Offerman said the state bases the grant on $1.25 per capita to come up with the amount each district receives.

This is the second year the district, which has branches in Channahon and Minooka, has received the full amount.

Offerman said prior to last year, the grant was not fully funded and the library only received a portion of the grant.

“This is the second year the grant is fully funded, which is very helpful for us,” Offerman said.

Three Rivers Library will split the grant to the district’s areas of need, including upgrading some of its public computers with faster and better working ones, Offerman said.

The district also will use

funds for programming offered at its two locations, which provide activities to patrons of all ages.

“This allows us to do more programming and offer more variety,” Offerman said.

She said while the district is well supported, it takes a lot of capital to run two buildings.

The district would need to be more frugal and perhaps try to get another year out of some outdated computers without the grant.

Morris Area Public Library is receiving $23,126. Library Director Lorene Kennard could not be immediately

reached Thursday to discuss how the Morris library will use the dollars.

The Coal City Public Library District plans to use its money toward technology.

“The grant is very important to us,” Coal City Library Director Jolene Franciskovich said.

She said the $14,071 the library was awarded will purchase databases, a new computer and help with 24/7 access to the library via its website.

“For the last several years, we’ve used the money to purchase a computer and to help with online databases,” Franciskovich said. “It is significant.”

According to the news release from White, the per-capita grant funding is authorized

under Illinois library law and helps ensure public libraries have some of the resources they need for expenses such as free Internet access, audiobooks and e-books, materials, book clubs, and after-school and summer programs for kids.

Equalization aid grants help qualifying public libraries with a low library tax base ensure a minimum level of funding for library services.

“I am extremely proud of the outstanding service Illinois’ public libraries provide to our communities,” White said in the news release. “Our libraries are the best and most reliable information resource available to citizens, and I am pleased to be able to provide these grants each year.”

Mental Health Court gets funds Grant application approved; first participant to be before court within a couple weeks

hlitchfield@shawmedia.com MORRIS – After a nearly yearlong battle for funding, the Grundy County Mental Health Court is up and running.

“Even though we don’t have anyone ready to plea, we held a staffing on Tuesday,” Judge Lance Peterson said Thursday. “It’s coming together and we are ready to get started.”

Originally, organizers submitted a $100,000 application for a full year of funding and hoped to begin last year. But they were told money was not available and to resubmit a grant application for six months.

The group received word in December that the resubmitted application was approved for $51,380.

But in January, an executive order by Gov. Bruce Rauner halted the grant money, again putting the start date on hold. The state funding is administered through Illinois Adult Redeploy, an organization sponsoring state programs aimed at reducing prison overcrowding, disrupting the incarceration cycle and saving taxpayer money.

The county received notification Feb. 4 from Rauner’s office that it received funding for six months, Grundy County State’s Attorney Jason Helland said.

Peterson said four of the Mental Health Court start dates came and went, so he was thrilled it could start this week.

The program has had start dates of July 1, 2014; Sept. 1,

2014; Jan. 1, 2015; and Feb. 1, 2015.

“We were confident once Gov. Rauner had a chance to look at the information we’d get the money. We just didn’t know how long it would take,” Peterson said.

Court dates are held each Tuesday, with a 10 a.m. staffing followed by 11 a.m. court.

“No one has formally entered,” Helland said. “In the next week or two, we will see the first person enter.”

Mental Health Court is designed to divert nonviolent, mentally ill offenders away from prisons and into rehabilitation programs.

Helland said Mental Health Court is available to some defendants who fit the criteria, which includes having committed a felony, and having an axis 1 disorder, which includes a diagnosis of bipolar disorder, schizophrenia, post-traumatic stress disorder or anxiety disorder.

In 2006, the Bureau of Justice reported nearly 1.3 million mentally ill adults were incarcerated in U.S. prisons and jails.

Helland said he foresees eight to 12 Grundy County defendants taking part in the program once it is up and running.

Grundy County Mental Health Court organizers and advocates include Peterson, Helland, the public defender’s office, the probation department, Grundy County Sheriff Kevin Callahan’s office, the Grundy County Health Department and Susie Galloway with Morris Hospital & Healthcare Centers.

LOCAL BRIEF Corps sets meeting on Marseilles Dam repairs

MARSEILLES – The U.S. Army Corps of Engineers, Rock Island District, will host a public meeting Feb. 24 at the Marseilles Fire Station to discuss ongoing repairs to the Marseilles Dam. The meeting will start at 6 p.m. at the station, at 205 Lincoln St. in Marseilles, and all are welcome to attend, ac-

cording to a news release from the Army Corps of Engineers.

Subject matter experts from the Rock Island District will be on hand to answer questions and provide information.

A $20 million contract was awarded in September to begin construction on the permanent repairs to the dam. Construction work should begin in March. The repair work will be staged to reduce flooding risk

to the city of Marseilles and local areas and is expected to be complete in early 2017.

The Marseilles Dam, which is part of the Rock Island District’s Marseilles Lock and Dam project on the Illinois Waterway, sustained substantial damage following a barge accident in April 2013. Five of the eight dam gates sustained significant damage.

County residents learn to spot unfriendly skies EMA holds weather-spotting class

Shaw Media Correspondent MORRIS – The National Weather Service depends on trained spotters to verify developing weather conditions identified by radar and also to report dangerous weather situations radar cannot detect.

That’s why the Grundy County Emergency Management Agency sponsored a meteorologist from the National Weather Service to hold a severe weather spotting class Tuesday evening.

Joe Schroeder, Grundy County EMA director, said the agency holds classes regularly.

“We do it to increase public awareness and to acquire more spotters and to refresh spotters,” Schroeder said.

“It’s good to have troops on the ground validating or discounting what we’re seeing on radar.”

Eighty-five people attended the class in the auditorium of Morris Community High School. Schroeder said some of the agency’s 25 volunteers attended as a refresher. Police and firefighters also receive training.

Several who attended Tuesday were community members interested in learning how to identify dangerous storm systems, including Bill and Jacqueline Sage of Goose Lake.

“I think weather’s interesting,” Bill Sage said. “It was interesting seeing the updrafts and the downdrafts.”

“I learned a lot, like the difference between a shelf cloud and a wall cloud,” Jacqueline Sage said.

Jacqueline Sage said she is a little more apprehensive about storms than Bill. While living in Lockport, she experienced a tornado that hit a neighboring farm.

“I’m the one in the shelter, and he’s the one outside,” she said with a laugh.

The presentation focused on tornadoes, hail, straight-line winds and flash floods.

National Weather Service meteorologist Jamie Enderlen explained severe thunderstorms begin with warm, moist air rising up and forming rain clouds. That’s the updraft, she said. As rain drops become larger, the rain and cool air fall, creating a downdraft.

Sometimes, a long shelf cloud forms with the downdraft. It can be very large, going from one horizon to another. But people need to watch for a wall cloud, Enderlen said.

Wall clouds are a small section of a storm cloud that dips down from the larger clouds, forming from updrafts.

“Sometimes they kind of look like a UFO coming down from the cloud,” she said.

“Look to see how close to the ground it is and if it is rotating.”

Grundy Housing Authority to receive construction money

bokon@shawmedia.com MORRIS – Grundy County’s housing agency will receive more than $75,000 in federal money for construction and renovations, the U.S. Department of Housing and Urban Development announced Thursday.

The Grundy County Housing Authority is receiving $79,000. The money is part of HUD’s annual Capital Fund Program, which will provide $116 million to Illinois public housing authorities.

The Grundy County Housing Authority is allowed to use its Capital Fund Program allocation for operations because it is a smaller agency, Chief Executive Officer Brent

But GCHA does have building and maintenance needs. The agency has raised about $20,000 of the $24,000 it needs to replace a hot water tank that began leaking last year at Saratoga Tower.

“I’m sure we’ll use part of the capital funds that we get to complete that,” Newman said. “It’s a 45-year-old building, so there are a lot of things we can do.”

Newman said Capital Fund Programs have increased in the last two years after going down in previous years. Newman said some of the Capital Fund Program money is needed for operations at GCHA because of cuts made in previous years as HUD funding declined.

Several other weather conditions can resemble tornadoes, Enderlen said, such as smoke or dust being pulled up by an updraft. A column of rain can also resemble a tornado.

Enderlen encouraged those present to report potentially dangerous weather conditions to the National Weather Service. But she suggested people not call until they’re out of danger.

The weather service wants to hear about hail larger than quarter-size, winds greater than 55 mph, tornadoes, flash flooding, wall and funnel clouds, and damage-causing lightning. Reports can be made to the National Weather Service by calling 1-800-681-2972.

“Julie didn’t play in the last game against them,” Carey said of Jurasits, who finished with four points. “She didn’t score a lot for us tonight, but she was very active on the boards and on defense for us.

“It was nice to see us have a balanced game like this coming down the stretch.”

Sycamore then scored the final six points of the third quarter to take a 46-31 lead into the fourth.

The closest Morris got in the final period was 47-35 after a basket by Shannon.

“Sycamore is a very good team and we hung right in there with them,” Carey said.

“There’s a lot of positives for us to take out of this game. Everyone who got on the court contributed positively for us.”

Minooka, MVK boys headed to state basketball finals STAFF REPORTS

A pair of local eighthgrade boys basketball teams – Minooka and Mazon-Verona-Kinsman – have advanced to the IESA state finals in their respective classes.

Minooka defeated Joliet Hufford, 30-23, in the Class 8-4A Joliet Washington Sectional on Wednesday.

Adrian Gutierrez scored 17 points to lead the Indians (196), while Carlos Hernandez, Jaedon Johnson, Zach Stoner, A.J. Lewis and Noah Sustaita all scored as well. Hernandez led the team with eight rebounds.

Minooka will play Cahokia Wirth in the quarterfinals at 2:30 p.m. Saturday at Urbana Middle School.

It is the first appearance in the quarterfinals for Minooka since 1993.

In Class 8-2A, Mazon-Verona-Kinsman handed Ford Heights Cottage Grove a 47-37 defeat Wednesday in the MVK Sectional. Sam Grushkin had a team-leading 17 points for the Mavericks (17-3), while Zakk Gonnam had nine points, seven assists and four steals.

Isaac Brockman had eight points and nine rebounds and Riley Punke and Brody Baudino added seven and six points,

respectively.

MVK, which last had an eighth-grade team in the quarterfinals in 1999, will play Champaign St. Matthews at 1 p.m. Saturday at Downs Tri-Valley High School.

MORRIS – The last time the Morris and Sycamore girls basketball teams played each other, the Redskins lost by 50 points.

Thursday night, the two teams met again, and although the victor was the same, the final score was decidedly different. Sycamore still came away with the win on the Redskins’ home floor, but Morris kept the powerful Spartans within shouting distance the whole way in a 53-38 loss.

“It was absolutely a moral victory for our girls,” Morris coach Kate Carey said. “They beat us by 50 last time and we had it within 10 a couple of times in the second half tonight. We played a good allaround game and this was another one of those games when everyone contributed.”

It didn’t start out that way, as Sycamore threatened to run the Redskins out of their own gym. The Spartans owned a 13-0 lead before Morris’ Jessica Ponce knocked down a 3-pointer. Sycamore ended the first quarter with a 21-7 lead.

In the final three quarters, however, Sycamore outscored Morris by just one point, 32-31.

New director, same great direction for C.A.S.T. There are many worthwhile nonprofit organizations involved with the outdoors.

Many of them impact the sports we love through habitat purchase, reclamation, and establishment. Still other groups spend most of their efforts making difference at the individual level.

I wanted to talk about one such group this week, especially since this organization just announced that a new executive director will be taking the helm.

C.A.S.T., or Catch a Special Thrill foundation, has been doing just that for many years. In 1991, a man by the name of Jim Owens, decided he wanted to help people with special needs enjoy fishing.

Since that fateful day, Owens has run the organization and turned it into the amazing program that we witness today.

The Mission of C.A.S.T reads as follows: To provide special needs populations the

Since their founding, they also have included helping out returning soldiers who need assistance acclimating back to civilian life. This branch of their services is called Take a Warrior Fishing.

C.A.S.T. strives to pair individuals who love to fish with special needs kids and returning soldiers to provide a wonderful day on the water.

According to the organization’s website, castforkids. org, the group hosts more than 50 events each year.

These events take place in about half the states so far.

Jim Owens has devoted his life to this organization, and in his own words, “I thought I’d continue doing this until I dropped dead. I love everything about the job.”

Things change, though.

According to bassfan.com, Owens just doesn’t have the energy he used to. He finds that getting a second wind is more difficult than it used to be. That, coupled with watching the failing health of his friends, inspired him to hand the reins over to someone younger. That person is former Bassmaster Classic winner Jay Yelas.

“I am thrilled to be the new Executive Director of C.A.S.T.” Yelas said. “I have been a member of the Board

NASCAR, NPR at prayer brunch In terms of the worldviews that drive American life, the 2015 National Prayer Breakfast was a head-on collision between NASCAR and NPR. President Barack Obama and NASCAR legend Darrell Waltrip were the speakers, and both were sure the world would be a better place if many sinners climbed down off their high horses and ate some humble pie.

First, Waltrip bared his own soul and described how he found what he believes is the one true path to eternal salvation.

Then, moments later, the president told the same flock that religious believers who embrace precisely that kind of religious certainty are threatening the peace and harmony of the modern world.

This was, in other words, a morning for red religion and blue religion. Looking back on his Hall of Fame career, Waltrip confessed that, early on, he was an egotistical competitor who was often as out-of-control in his private life as he was when driving his No. 17 Chevrolet. “Whatever felt good to me, I did it,” he said. “I didn’t give it a second thought.”

Then he slammed into the wall at the 1983 Daytona 500 and experienced a near-death epiphany.

“When I finally came to ... I realized that wreck had knocked me conscious,” said Waltrip. “It scared the hell out of me. I mean that literally.

I realized I could have been killed that day. What if I had lost my life right there that day at Daytona? Would I have gone to heaven or would I have gone to hell? I thought I was a pretty good guy, but

Just cancel medical drama

Illinois has a new spin-off from the hit TV series “The Walking Dead.”

No, it’s not the “Driving Dead” commercials and advertisements you might have seen, starring a former “The Walking Dead” character.

Welcome to “The Insured Dead.”

Not as catchy, we realize. But, give us a minute to pitch it. This is more of a whodunit than an action plot.

Time: Early February.

Setting: The Illinois state auditor’s office.

Starring: Maybe someone you knew?

Plot: A report from state Auditor General William Holland released last week found $3.7 million was paid for medical care for about 1,100 people who died.

The report found nearly 6,000 people still were marked as eligible for medical services despite being listed as dead elsewhere in state or federal records.

The Associated Press reported in April the state’s Medicaid program overpaid $12.3 million for services to dead people in 2013.

The vast majority of overpayments went

to managed care contracts with insurance companies, who then pay for health care for the poor and disabled.

OK, we aren’t either. In fact, this is a terrible show that should be canceled. Immediately.

Holland told The Associated Press, “The payments are troubling.”

He said he expects the problem to subside as the state works out glitches in its expansion of managed care.

Those are some pretty big “glitches,” and this isn’t the first report about Illinois making these kinds of payments.

A 2013 audit found a person who died in 1989 had payments of nearly $30,000 made to providers from 2005 to 2013.

The problem was taken care of once it was discovered.

But, for a lack of a better term, how were zombie payments like this allowed to fester at all?

The state can’t afford to waste a penny, and this specific kind of wasteful spending can’t keep coming back from the dead.

Two new techniques can make pill swallowing easier Dear Dr. K: I have a hard time swallowing pills. Do you have any suggestions?

Dear Reader: Swallowing pills can be difficult and downright unpleasant. It causes many people to gag, vomit or choke. This can keep people from sticking to their medication routines.

A new study published in the Annals of Family Medicine may help. In the article, researchers suggest two techniques to help people improve their ability to swallow pills.

The Pop-Bottle Method:

• Fill a plastic water or soda bottle with water.

• Put the tablet on your tongue and close your lips tightly around the bottle

• Take a drink, keeping contact between the bottle and your lips and using a sucking motion to swallow the water and pill. Don’t let air get into the bottle.

This method resulted in a 60 percent improvement in swallowing over the usual method of taking a sip of water from a cup and trying to swallow. I’m not sure why this should work, but it clearly does.

The Lean-Forward Method:

• Put a capsule on your tongue.

• Take a sip of water but don’t swallow.

• Tilt your chin toward your chest.

• Swallow the capsule and water while your head is bent.

This technique showed an improvement of 89 percent over the usual method. Again, I’m not sure why this should work, but it does.

The people conducting this study also are not clear why these techniques work.

They didn’t really study what was happening in the mouth or esophagus (the swallowing tube that connects the mouth to the stomach).

In other words, the study

determined only if people felt it was easier for them to swallow pills, not why it might be easier with these two techniques.

But what matters most is whether it’s easier, not why.

Maybe you’re not quite ready to try these methods.

Or maybe you will try them and they won’t work for you. If so, here are a few other tips I have suggested to my patients: • Put a pill in applesauce or pudding. The texture can make it easier to swallow a whole pill.

• Grind a pill into a powder and add it to applesauce or pudding.

• Cut a pill with a pill splitter and swallow the smaller

pieces one by one.

Make sure you ask your pharmacist if it’s OK to cut or grind a medication.

Certain medicines, particularly capsules, shouldn’t be broken apart. It also might be possible to get your medicine in another form, such as a powder, cream or liquid.

Finally, if your pill swallowing trouble is new, consider asking your doctor if you should have a swallowing evaluation.

Difficulty swallowing can be caused by problems with nerves or muscles.
