• Robert Foster, 62, of Morris, pleaded guilty to possession of a controlled substance, a Class four felony, and was placed on 30 months of probation and ordered to serve 56 days in the county jail. Foster must complete substance abuse counseling and submit to random drug testing.

• Whitney Goodman, 26, of Waynesville, Missouri, pleaded guilty to possession of a controlled substance, a Class four felony, and was sentenced to 18 days in the county jail. Goodman was placed on conditional discharge for 30 months.

• Matthew Linder, 29, of Dwight, pleaded guilty to possession of a controlled substance, a Class four felony, and was sentenced to two years in the Illinois Department of Corrections.

• Tabitha Lobb, 27, of Ottawa, pleaded guilty to retail theft, a Class four felony, and was sentenced to 18 months

in the Illinois Department of Corrections.

• Darren Meyjes, 47, of Morris, pleaded guilty to theft, a Class four felony, and was sentenced to one year in the Illinois Department of Corrections. Meyjes was ordered to pay restitution in the amount of $6,200.

• Heather Mosher-Dvorak, 39, of Bolingbrook, pleaded guilty to possession of a controlled substance, a Class four felony, and was placed on probation for a period of 24 months. Mosher-Dvorak must complete 30 hours of community service, submit to random drug testing and complete substance abuse counseling.

• Neil Olds, 24, of Morris, pleaded guilty to two counts of forgery, both Class three felonies, and was sentenced to four years in the Illinois Department of Corrections.

The sentence is stayed pending Olds’ successful completion of the Grundy County Drug Court Program.

• Mitchell Ortelli, 20, of Minooka, pleaded guilty to possession of a controlled substance, a Class four felony, and was placed on probation for a period of 24 months. Ortelli must perform 30 hours of

community service, submit to random drug testing and complete substance abuse counseling.

• Dustin Ralls, 21, of Morris, pleaded guilty to aggravated fleeing and attempting to elude a police officer and criminal defacement of property, both Class four felonies, and was sentenced to 180 days in the county jail.

• Robert Scott III, 20, of Kankakee, pleaded guilty to possession of more than 30 but less than 500 grams of cannabis, a Class four felony, and was sentenced to 30 months of conditional discharge.

• Erin Taylor, 28, of Diamond, pleaded guilty to possession of a controlled substance, a Class four felony, and was sentenced to one year in the Illinois Department of Corrections.

• Dennis Waldrop, 55, of Braceville, pleaded guilty to possession of weapon by a felon, a Class three felony, and was sentenced to two years in the Illinois Department of Corrections.

• Travis Wheeler, 25, of Bloomington, pleaded guilty to theft, a Class three felony, and was sentenced to four years in the Illinois Department of Corrections.

MORRIS – Grundy County State’s Attorney Jason Helland released the following felony dispositions. The State’s Attorney’s Office often reaches plea agreements in cases after consideration of the nature of the charges, the facts of the case, a consultation with the crime victim, a review of the offender’s criminal history, and weighing aggravating and mitigating factors that exist, according to a news release from Helland’s office.

Neighbors fear home’s effects despite owner reassurances

hlitchfield@shawmedia.com MORRIS – Despite objections from neighbors, property owned by Chris and Stacey Hutchcraft in rural Morris has been rezoned by the Grundy County Board. The approval allows Hutchcraft to construct an additional house on his property.

The Grundy County Board voted 10 to 2, with Don Neushwander Jr. and Harold Vota voting no, at Tuesday’s meeting to rezone the land from Agricultural to Agricultural-Residential. Neushwander and Vota did not immediately return calls Wednesday seeking comment on why they voted against it.

The Hutchcrafts own 30 acres in rural Morris on Conley Road, which they claim is not farmable land and therefore should be zoned A-R. “The LESA [Land Evaluation and Site Assessment] score of the land is 154 out of 300. It is not able to provide for family. I grow about $100 worth of hay, which doesn’t even cover the taxes,” Hutchcraft said during the public comments portion of the meeting.

Changing the zoning to A-R will allow the owners to potentially build up to three homes, each on a 3.33 acre lot.

However Hutchcraft said he intends to build only one home for his parents when they retire.

Hutchcraft does not live on the property.

“I want to make it very clear to the board and to my neighbors that I am not putting in a subdivision,” Hutchcraft said at the meeting. “I want to build one home for my parents.”

Ted Chally and Joe Conley, who each own property adjacent to Hutchcraft’s, asked board members to vote against the zoning change.

Chris Hutchcraft asked Grundy County to rezone the front 10 acres of his property to Agricultural-Residential so he could build a home for his parents. The request has the neighbors who live above the property on a ridge concerned about flooding issues that may arise from the change in topography. to their property and what this would do to their septic systems. “[Board member] Deb Warning said she was out here and it won’t affect my house because my house is built up on the ridge,” Conley said Wednesday.

“But I have a beehive, a chicken coop, and my pond is all on the same level as his property.”

Conley said another concern is if Hutchcraft begins excavating and making the land suitable to build, and then vacates the property, leaving neighbors with an eyesore or a health hazard from standing water that could breed mosquitoes.

Hutchcraft said Wednesday he already has fill needed to build up the area, and has no intention of excavating the property any lower or digging for a basement, so the concerns are unfounded.

The property previously went through the county zoning board and to the full Grundy County Board in 2006 when a previous owner, Bob Strange, tried to rezone the property to

At that time, eight neighbors filed objections and the zoning was not passed before Strange sold the property. Matt Mueller, Hutchcraft’s attorney, said his client was seeking the rezoning before spending the money necessary to hire experts to see if the land is buildable.

“He’s asking permission to spend money,” Mueller said. “If there are water issues, they have to be resolved by experts and engineers. If we spend the money and you say no, then it was

money wasted. This is just the first 10 meters of a 100 meter dash.”

Mueller said he and his client are happy with the board’s decision and feel it was the legal decision based on the county’s definitions for the zoning, which state they only need to meet two criteria to be able to change the zoning.

One of which is the land is not suitable for agriculture, and it won’t harm other agricultural land, which it will not, he said.

Conley’s biggest issue with the decision was a change in ordinance that has taken place since the last rezoning effort in 2006. Now, neighbors only have 30 days to file an objection, which would require a two-thirds majority vote to pass the rezoning.

In 2006 the neighbors were able to file almost two months later and won the right to the super majority vote.

Conley and Chally didn’t file their objection until 35 days, when they say they became aware of the need to file the objection, which already was five days too late.

Board fails to hold required hearing Skipping tax meeting will result in less money levied for county

hlitchfield@shawmedia.com MORRIS – The Grundy County Board neglected to hold a truth in taxation hearing when members passed the levy for fiscal 2015 on Dec. 9, which could potentially cost the county dollars.

“We failed to have a truth in taxation meeting when we did the levy,” board member Frank Halpin said to the County Board at the meeting Tuesday night. “I guess we’ll just give up that money.”

Halpin said Wednesday he himself voted to approve the levy, but was not told it would be over the threshold requiring a hearing and didn’t realize until later that the county

needed it.

When the levy is 5 percent or more over the previous year’s taxes, a truth in taxation hearing is required.

The 2013-14 levy was for $12,352,000, but the county only received $11,330,714.25.

The 2014-15 levy passed in December was for $12,213,000, which is about 7.7 percent more than the previous year’s taxes, requiring the county to hold a public hearing prior to the levy being voted on.

Finance committee chairman John Galloway said the truth in taxation hearing is normally coordinated by the county administrator, a position that has not been filled yet for the county.

“Since we didn’t have an

administrator this time, it fell through,” Galloway said on Wednesday. “The administrator’s job is primarily leading us through the budgeting process.”

Once a hearing is held, proof of it is sent to the Grundy County Clerk’s Office so the additional money can be levied. Without the truth in taxation hearing, the county clerk must adjust the amount levied down to 105 percent of the previous year, or $11,897,249.96 for the 20142015 levy. This is a difference of $315,750.

Board Chairman David Welter said Wednesday because it can only extend up to 105 percent of the prior year’s extension, the county will have to allocate dollars differently.

“We should be able to allocate dollars differently once they send out the levy sheet – meaning lowering general

This amount should be able to be adjusted off of general and highway.”

Welter was not at Tuesday’s meeting.

He said by making those adjustments, it should allow

the county to leave the other levies alone.

Welter and Galloway both said this mistake shows the need for a county administrator, a position which they are working on filling.

The County Board files tax levies to make sure it captures all available property tax dollars once the actual equalized assessed value, or property value, is determined. Once the actual EAV is in, taxing bodies usually receive less money than they request in the levy.

The tax rate is the cost per each $100 of equalized assessed valuation property owners must pay to cover the tax levy, which is the amount of property taxes a taxing body believes it will need to operate in a given fiscal year.

The tax levy is calculated with the EAV of all taxable property within a taxing district to determine the rate that appears on property tax bills.

GEDC, Chamber plan awards dinner Some award nominations accepted until Friday

Shaw Media Correspondent MORRIS – Many Grundy County businesses, leaders and organizations work daily to grow the community in ways local residents may not always recognize.

Knowing that, the Grundy County Chamber of Commerce and Industry and the Grundy Economic Development Council ensure those outstanding leaders are celebrated for their efforts at an annual awards dinner.

This year’s dinner is still a month away, but according to Nancy Norton Ammer, CEO of the GEDC, there is still time to send in last-minute nominations for the Business of the Year, Welcome to Grundy County and Partnership awards.

Nominations are due by Friday morning and should be submitted to the GEDC office.

“A lot of times, those businesses don’t seek out any recognition, but it’s nice to at least acknowledge them for all of the work that they do,” Ammer said.

A handful of businesses took home the Business of the Year award at last year’s dinner, including Rezin Orthopedic Centers, Grainco FS and Illinois Truck and Equipment. For this award, Ammer said they seek a business with a continued positive impact on the community in areas such as job creation and economic stimulation.

“It’s someone who is located here; who has invested in our community; who takes care of their employees; and who is a good community leader and participant,” Ammer said of the Business of the Year winners.

The Partnership Award is reserved for entities that work together in creating economic growth. In years past, taxing bodies that negotiated to establish the county’s Economic Development Project Areas were given the Partnership Award.

“This is something that we started because economic development is really not a oneman show,” Ammer said.

New businesses are eligible to win the Welcome to Grundy County Award. The business must have opened its doors within the last three years and demonstrate a positive economic impact to be nominated. Other awards given at the event will include Entrepreneur of the Year and Organization of the Year, said Caroline Portlock, chamber executive director.

The nomination period for the Chamber of Commerce awards has closed, Portlock said. The GEDC Executive Committee will decide its winners Friday, once all nominations are collected.

“We just really want to celebrate those businesses, organizations and individuals that make this area such a great place,” Portlock said.

The dinner is a decades-long tradition for the GEDC and chamber, which try to hold the event in a different part of the county every few years, Portlock said.

This year’s dinner will be held March 11 in Minooka at Chapin’s East Banquets. Anyone – including nonmembers of the GEDC and chamber – can purchase a ticket for the awards show and meal. Tickets are $50, or $500 for a table sponsorship. To purchase tickets, call the chamber at 815-942-0113 by March 4.

Child care providers plead for funding fix

MORRIS – Stephanie Spanbauer, owner of Step-By-Step Child Care Center in Morris, fears what could happen to her business and the families she serves if state lawmakers don’t quickly address a $300 million shortfall for a widely used state-subsidized day care program.

“We probably serve 500, 600 kids between the five centers. I have over 80 employees. It’s definitely a business.

[We have a] $1 million payroll. It’s big,” Spanbauer said.

“It’s going to be devastating for the community. These parents cannot afford it. We see their check stubs. They cannot pay.”

Spanbauer, with other centers in Braidwood, Diamond and Ottawa, was among a dozen or so child care center owners and providers who on Wednesday attended a child care funding forum hosted by state Rep. Natalie Manley, D-Joliet. Other area lawmakers also attended.

If nothing is done, Spanbauer’s 80 employees would be out of a job and the hundreds of children enrolled at the centers would be without services.

The budget shortage is a result of the state spending plan approved in May. The Illinois Department of Human Services announced last month it won’t be able to fully fund the Child Care Assistance Program, known as

CCAP, through June.

Day care owner Jackie Nussbaumer said about 90 percent of children served at Prairieland Kids Daycare and Learning Center in Morris rely on the state subsidy – an increase from 10 percent

when she and her husband first started the day care business years ago.

“It’s not like we tried to be dedicated to poverty-stricken people. It’s just sort of evolved into this,” Nussbaumer said.

Child care providers are

now dealing with late state payments – a catastrophic domino effect that could leave parents and day care center employees jobless.

Katie Moore, owner of Kiddie Academy in Bolingbrook, said her center would, at best, last a couple of months and then be forced to shut its doors. About 65 percent of her clients rely on CCAP funding.

“It’s very real to them. It’s very real to me as a business owner that we could go out of business,” Moore said.

Lawmakers attending included Manley, state Sen. Pat McGuire, D-Joliet, state Rep. Larry Walsh Jr., D-Elwood, state Sen. Jennifer Bertino-Tarrant, D-Plainfield, state Rep. Mark Batinick, R-Plainfield, and state Rep. Emily McAsey, D-Lockport.

Several said they are waiting for answers from party caucus leaders and Gov. Bruce Rauner, who are in the midst of negotiations.

Options to fix the funding issue include granting Rauner wider authority to reallocate money from other budget areas or shifting $300 million to the program from surplus funds within the state budget.

An agreed-upon solution has yet to emerge.

Seneca 6th-graders tour world at Geography Fair MORRIS DAILY HERALD SENECA – From pita bread and churros to kringla and schnitzel, Seneca Grade School’s sixth-grade class had a plethora of treats for sampling at their annual Geography Fair. More than 60 countries were represented by an enthusiastic group of students who shared the customs and cultures of their selected country, according to a news release from the school.

The students spent five weeks researching and preparing their projects. Included in their research was information on the history, government, culture, currency and climate of their region. The students each created a presentation for their country,

wrote an informative speech, created a visual display and presented the information to their peers.

The Geography Fair served as a culminating activity.

Each student was given a passport to fill out as he or she visited several countries. The fair gave the students an opportunity to not only share what they learned, but to explore other countries while learning from their classmates, according to the release. There was an outpouring of support from parents and community members visiting the fair, the release said.

The sixth-grade teaching team is proud of the students’ dedication to this project and the academic progress made, the release said.

You don’t have to be a longtime critic of the president to see that his deflecting attention away from modern-day evil during a rare occasion to focus on it was a missed opportunity.

It’s one that continues our cultural avoidance of tough questions about faith and

Besides the Crusades, President Barack Obama mentioned slavery as something that often was justified in the name of Christ, which did a disservice to the abolitionists who were men and women of faith.

The president’s words also were a slap in the face to Christians in the Middle East – including those displaced from Iraq and Syria on account of the Islamic State’s attempts to eradicate their

existence in that part of the world.

People being killed for blasphemy and Christians being killed for refusing to renounce their faith is not a thing of the past, which is why the president’s loaded history lesson wasn’t the best use of his platform.

But Obama’s most controversial comments at the prayer breakfast weren’t his most alarming.

During that same speech, he said: “No grievance justifies the taking of innocent lives, or the oppression of those who are weaker or fewer in number.”

As the president said this and directed those listening to “Put on love,” I couldn’t help but hear the echoes of Mother Teresa’s speech at a 1994 prayer breakfast: “Any

country that accepts abortion is not teaching its people to love, but to use any violence to get what they want. This is why the greatest destroyer of love and peace is abortion.”

This is why we can’t see clearly. Our national conscience is too clouded, too complicit, too bogged down by false claims of love and choice and freedom.

Obama also stressed the importance of humility, which he curiously linked to a “suspicion of government getting between us and our faiths, or trying to dictate our faiths, or elevate one faith over another.”

We’re a country that uses God’s name in many ways but also increasingly privatizes the practice of religion, shunts it off to the side and keeps it cordoned off from the public

sphere that so needs its influence. The Hobby Lobby health care case before the Supreme Court last summer was about the Obama administration insisting that religious liberty doesn’t extent to people pursuing commercial activity and providing jobs.

It’s a posture that religious believers have contributed to and are now falling victim to.

Humility is needed to see that humility itself has become its own religion, mandating compliance with a tyrannical impulse.

More power, higher ‘standards’ enhance Dodge 2015 lineup The Chicago Auto show always has “wow,” and the Dodge display will be no exception.

Center stage, according to Dodge, will be given to the 2015 Charger Hellcat and Challenger Hellcat, vastly upgraded versions of the “basic” models, and with 707-horsepower monster 6.2-liter Hemi engines that Dodge says can rocket either from 0 to 60 miles per hour in under four seconds.

After the wow, however, the “real” stars emerge. These are the mainstays of the 2015 lineup, the vehicles you can sit in, examine thoroughly, ask about, collect materials on ... or do all that and take yours home from your local dealership.

The Dodge lineup includes the Challenger, Charger, Durango SUV, iconic Grand Caravan minivan, Dart, Journey and Viper. This review looks at Charger and Challenger, the “original” but always improved Grand Caravan, and everyone’s favorite fourdoor sedan, the Dart.

First, the “retro” Challenger gets a 1971-inspired exterior and new interior design features. Also new is a segment-first eight-speed automatic transmission, delivering up to 11 percent better fuel economy. Upgrades include an all-new Uconnect Access system with standard touchscreen, standard new 7-inch multi-view gauge cluster, new performance electronic shifter, and Keyless Enter ‘n Go with push-button start.

Power comes from a stellar trio: the base 305-horsepower, 3.6-liter Pentastar V-6, the 5.7-liter Hemi V-8 with 375 hp, and the 6.4-liter Hemi with 485 hp. Both V-8s use Fuel Saver Technol-

ogy that deactivates four cylinders when eight are not needed.

Charger and Challenger both offer SRT models, of which the Hellcats are the apex, but with more the “more manageable” 392-cubic inch (6.4-liter) Hemi V-8 with 485-horsepower (up from 470). Linked to a segment-first eight-speed automatic, the Hemi comes standard with fuel saver technology that allows the engine to operate in four-cylinder mode. New Performance Packages allow drivers to tailor the driving experience by controlling horsepower, transmission shift speeds, paddle shifters, traction and suspension. Also standard is the largest frontbrake package ever offered in a Dodge.

A new, driver-focused 2+3 cockpit is designed for true performance enthusiasts, and the trunk offers a respectable 16.2 cubic feet of cargo room.

Dodge re-sculpted the already sleek five-passenger Charger, adding LED lighting both front and rear. Upgraded rear-wheel-drive architecture offers new driver-selectable steering modes and improved suspension tuning. All models are standard with the eightspeed automatic.

roesterle@shawmedia.com SOMONAUK – It took a little while for the Newark girls basketball team to get going Wednesday night. But when they hit their stride, the Norsemen zoomed past Gardner-South Wilmington, claiming a 54-20 win in the semifinals of the Class 1A Somonauk Regional.

Newark (19-7), the top seed in the regional, got out to a 7-0 lead, but fourth-seeded Gardner-South Wilmington (18-12) closed the gap to 11-7 by the end of the first quarter.

That’s when Mozelle Kempiak took over for Newark.

The 6-foot junior displayed her all-around game in the second quarter, draining a pair of 3-pointers and scoring three buckets underneath to finish the quarter with 12 points.

Newark outscored G-SW 16-2 in the second to take a 27-9 halftime lead. Kempiak finished with a game-high 22 points.

Kempiak’s first two baskets of the second quarter were putbacks after offensive rebounds, then she sprinted the length of the floor to score on a layup after a steal by teammate Kelsea Zitt. She then stepped outside and hit two straight 3-pointers to give the Norse a 23-7 lead.

“Mozelle really got her rhythm in the second quarter,” Newark coach Dale Skelton said. “That second quarter was the key for us.

We hadn’t played in almost two weeks, so we were a little rusty in the first quarter.

Once we got going, we played well.

“Mozelle found her element tonight. She has the talent and really found her confidence tonight. She runs the floor very well for a big, and she can step outside and shoot the 3. She’s a tough matchup.”

The Newark 2-3 zone was a tough matchup for Gardner-South Wilmington all night, as the Norsemen forced the Panthers into 24 turnovers. Besides the turnovers, the Panthers offense was

“It always starts with defense,” Skelton said. “There are too many variables on

offense to always count on it.

Sometimes you have nights when the shots don’t go in.

But, you can always play defense, and that’s what we like to do.”

After holding G-SW to just

two points in the second quarter, Newark’s defense did the same thing in the third, taking a 44-11 lead into the fourth.

Gardner-South Wilmington’s Maranda Residori,

scoreless through three quarters, scored six in the fourth to finish as the Panthers’ leading scorer. Jenni Price and Marlana Ferrari each scored three.

Besides Kempiak’s 22 points, Newark got 10 from Megan DiClementi and eight from Jasmine Mitchell, their 6-3 sophomore center. DiClementi hit a pair of 3-pointers in the third quarter. After her first, she was poked in the eye, but stayed in the game and drained another soon after.

“Megan is a tough girl,” Skelton said with a laugh.

“She comes from a big family, so I guess she has to be tough.

She did a real nice job for us and gave us a nice spark off the bench. That’s why I like her coming off the bench. We know we are going to get a lot of energy out of her.”

The Norsemen take on the winner of Serena and Somonauk at 7 p.m. Friday.

It will be the ninth straight regional title game for Newark and its 14th in the last 16 years.

“We need to have our ‘A’ game from everyone Friday,” Skelton said. “We’ve played in a few of these regional finals, so we know what we have to do. It’s nice when you have the talent these girls have, and we’re excited to be playing for a regional title again.”

When allegations first surfaced last year that the Jackie Robinson West All-Stars baseball team cheated its way to a national championship, Little League International officials investigated from afar.

They made phone calls.

They looked at a boundary map dated May 1 to make sure members of the team that stole Chicago’s heart met residency requirements making them eligible to play. Everything looked in order.

But the whispers wouldn’t go away. So Little League President and CEO Stephen Keener said his organization decided to visit Chicago. And in a series of face-to-face meetings Jan. 31, new information surfaced that led to the organization’s announcement Wednesday that it was stripping Jackie Robinson West of

its national championship.

Now, months after Jackie Robinson West brought together people of all races, Little League’s decision has prompted fresh and divisive allegations of discrimination around Chicago.

Little League officials learned Illinois District 4 Administrator Michael Kelly didn’t follow proper procedure when Jackie Robinson West’s boundary map was redrawn and approved, Keener said. The new map allegedly stole territory from three neighboring leagues – the Roseland, Rosemoor and South Side little leagues.

That map was sent to Little League this fall to rebut allegations of cheating, Keener said. But officials learned Kelly back-dated it to make it “legitimate for the 2014 season.”

The Chicago team’s crown will now go to the Las Vegas team they beat in the national championship.

GARDNER – If you aren’t going to lead a basketball game for very long, it’s best to lead it late.

That’s what happened to the Gardner-South Wilmington boys team Tuesday night on senior night en route to a 46-43 victory.

The Panthers grabbed a 2-0 lead over Illinois Lutheran, but didn’t lead again until 44 seconds remained in the game, when they took a 43-41 lead. That was part of a fourth quarter that saw G-SW (16-8, 8-2) outscore its River Valley Conference rival 20-6.

After G-SW took the lead, Illinois Lutheran tied the score.

With just two seconds remaining, Brendan Elens connected on a long 3-pointer to give the Panthers the win.

Communication in bridge is twofold. During the bidding, each player is trying to describe his hand to his partner. In the play, it is the ability to get from one hand to another.

How does South communicate to make three no-trump in today’s deal after West leads the spade queen and East signals enthusiastically with his seven? (Given that declarer is known not to have four spades, there is a strong case for East’s playing his king at trick one.)

Declarer has only six top tricks: one spade, one diamond and four clubs. If he plays on hearts, here he will lose four spades and one heart.

Instead, South should try to gain four diamond tricks. This requires not only finding East with the diamond king, but also perhaps having to take that finesse three times. If so, what are the three dummy entries?

After winning the first or second spade trick, declarer should cash his club ace, then lead the club seven over to dummy’s queen. On the board for the first time, South takes a diamond finesse. Next, since the clubs broke 3-2, declarer must overtake his club jack with dummy’s king and repeat the diamond finesse. Finally, he leads his carefully conserved club two to dummy’s four and takes the third diamond finesse to bring home the contract.

Couple tries to pretend all is well for young daughter’s sake Dear Abby: My husband, “Mason,” and I have been married for 10 years. We have a beautiful 7-year-old daughter and have just found out we are having another girl. The day we learned her gender, Mason dropped a bomb on me.

He said he’s not in love with me anymore, and it has been eating at him for a while. He said he was too scared to tell me sooner.

He won’t talk to anyone and doesn’t seem to want to fix it.

We both came from broken homes and had always agreed not to do that to our kids. But I can’t act as if everything is normal under the same roof.
