Morris City Council approves 3 infrastructure project bids City to move forward with water, sewer, power improvements

By MIKE MALLORY mmallory@shawmedia.com MORRIS – The Morris City Council on Monday night unanimously approved a trio of recommendations from the Water and Sewer Committee.

The first was a change order for Phase I of the city’s combined sewer overflow project, which will give an $11,000 credit back to the city.

The several-year, EPA-mandated project will cost about $4 million, Mayor Richard Kopczick said Tuesday.

Decades ago, the EPA mandated that municipalities upgrade sewer systems to ensure sewage would en-

ter creeks and rivers only after severe flood events.

But the EPA advanced in recent years the mandates to further protect the environment.

Municipalities now are required by the EPA to do further upgrades to prevent sanitary sewer overflow from entering waterways even in extreme circumstances.

Phase I of the project was recently completed, Kop czick said, and started at the foundation – the city’s sewage treatment facility.

The project aims to improve the system as far north as George Street.

The next two items were results of a bid-letting process the city started last month.

Lastly, the committee announced the bid for the Ashley Road lift station overflow project came in at $37,000.

The existing setup is a forced main that moves wastewater with pumps or compressors.

The proposed project would allow for discharge by gravity to the city’s east side treatment plant. It would keep systems running in the Ashley Road area during significant stormwater events, Kopczick said.

A bid came in for the city’s emergency generator project more than $300,000 less than estimated. The bid for five generators – four stationary and one portable – was about $485,000.

Kopczick said it would be ideal to have the generators ready to use by mid- to late-summer 2016.

One generator each will be placed at water wells five and seven, the portable water treatment plant and the booster building on Route 47 near Chase Bank that pumps water north to the water tower along Interstate 80. The portable generator could mobilize at a moment’s notice and provide power where needed.

“It would be boring sitting around the house, watching TV,” he said.

Johnson and nine other Minooka-area students are working together for six afternoons during winter break – Monday, Tuesday and Wednesday of this week and next week – at the Minooka branch of the Three Rivers Public Library District.

They have a special project in mind: to build solar-powered carts.

Jose Espindola, a student at Minooka Junior High School, said he wanted to be a part of the class, called “Scientists for Tomorrow,” as soon as his mom told him about it. He’s using it as a training course to prepare for activities with his school’s robotics club, which starts in January.

“I wanted to do this because I’ve been into robotics and technology for a while,” Espindola said. “I tried to remake a remote control at home, but I got in trouble for that.”

Carmen Bates and Sarah Hetzel, youth services assistants at Three Rivers Library, spent two Saturdays at Columbia College in Chicago building their own solar-powered carts and learning how to teach the class.

The library bought the materials from Columbia. Hetzel said most of the entities represented at the seminars were after-school programs in Chicago. Three Rivers is by far the farthest from the city to implement the program, she said.

“It shows kids a fun way to incorporate STEM [science, technology, engineering and math] all in a combined event,” Bates said.

Former Diocese of Joliet bishop Joseph Imesch dies

By FELIX SARVER fsarver@shawmedia.com JOLIET – Joseph Imesch, who served as bishop of the Diocese of Joliet for 40 percent of its history, died Tuesday morning at age 84.

Imesch left a legacy of supporting women’s and gay rights in the Catholic Church but also criticism of his response to allegations of sex abuse by clergy in the diocese.

Imesch served as bishop of the diocese for 40 percent of its history, diocesan officials said in a statement.

His years of service were marked by what officials called “great change and population growth which he managed well.”

The diocese includes DuPage, Grundy, Kankakee and Will counties.

“Bishop Imesch led with conviction and compassion and used his many talents generously,” Bishop Robert Daniel Conlon said in the statement. “As we celebrate the coming of Christ in this season and, at the same time, commend Bishop Imesch to the love and mercy of God, his episcopal motto seems especially appropriate: The Lord Is

Near. May he be near the Lord for all eternity.”

Imesch was ordained in 1956 in Rome, and became the Joliet Diocese’s third bishop Aug. 28, 1979, after serving as auxiliary bishop of Detroit and regional bishop of the Northwest Region.

Channahon trustees approve This Christmas…

8 percent tax levy increase

By JEANNE MILLSAP Shaw Media Correspondent CHANNAHON – Village trustees Monday set the 2015 property tax levy at $2.166 million – an increase of 8.04 percent over last year’s tax extension for Channahon residents.

The amount would correspond to a tax rate of 0.7529.

The village’s current rate is 0.7208.

Finance Director Heather Wagonblott told trustees owners of a $200,000 home would see an increase of $21.40 on the village’s portion of their property tax bills this coming year.

Wagonblott and Village President Missey Moorman Schumacher said the higher levy is necessary to get finances back to healthy levels post-recession. Schumacher added that with development picking up, more funds also will be needed to improve services.

“We took a $104,000 hit last year,” she said. “We cut staff over the last several years – significantly.”

Channahon kept its tax rate flat in 2014. Village finances also were heavily impacted by an Illinois Department of Revenue decision that led to the village no longer receiving tax revenues from a sales tax loophole that allowed Chicago businesses to route sales through satellite offices in Channahon.

Debbie Militello Village of Channahon trustee Board would bring the village $160,000 more than the extension brought in two years ago.

“We have services to provide,” said trustee Sam Greco, who voted for the levy amount.

Greco said the increase was necessary and will have “minimal impact” on homeowners.

Trustee Scott Slocum also voted for the levy amount, saying it will give residents a better quality of life while keeping taxes “as minimal as possible.”

Two trustees – Debbie Militello and Mark Scaggs – voted against the levy amount, desiring a lower one. Militello had asked for a levy option that did not change the tax rate, but that was not one of the options presented at the meeting.

“I will not raise it,” Militello said. “I think there are still things we can cut. I

think there’s still fluff. ... Can we wait another year for the bike path? Could we have waited another year for the [new electronic] sign? I just want to keep holding the line.”

In other action Tuesday: • The board approved annexing about 21 acres of open land behind Three Rivers School to allow the Channahon Park District to develop a park for fishing and picnicking. Main access to the site will be McGowan Woods Road, with possible eventual secondary access off Timberwood Drive.

• Channahon Police Deputy Chief Adam Bogart was recognized for successfully graduating from the FBI National Academy – a 400-hour course.

He also received the Yellow Brick honor for completing a 6.2-mile U.S. Marines obstacle course.

Church collecting donations for Morris family whose house burned MORRIS – Jake and Krista Offerman did not plan on spending Christmas in a hotel room, but after a fire destroyed their Morris home Friday, the hotel room is where they are staying with their three children.

Krista said that as she was getting their three daughters ready for school Friday morning, Jake went out to start the car and noticed smoke coming from the roof area.

“The firefighters said it was smoldering all night,” she said.

“I kept thinking that our bedroom was below it. What would have happened if we didn’t wake up?”

Morris Fire Protection and Ambulance District Chief Tracey Steffes said firefighters battled the blaze for an hour with assistance from several fire districts, and it was believed to have started from something

electrical.

On Sunday, word got around First Christian Church in Morris that a family who had attended there was the one who lost their home – and church members got to work to help.

Krista said the help has been overwhelming, and the family feels blessed the community cares so much about them.

“There is a girl who works here at the Holiday Inn named Lindsey who went shopping after her night shift and bought the girls swimsuits, clothes and some Christmas decorations,” Krista said.

She said that Heidi Lawless, owner of EVOLVEkids where her girls take tumbling, held a toy drive, and the hotel room is overflowing with piles of new Barbies. Although the family has all the clothes and toys it needs, it continues to need a new home to live in. They are looking for rental homes in the Morris area.

“As of now, nothing is sal-

vageable,” Krista said. “Water went everywhere. The furniture is warped. My pictures are my main concern. I’m going to try to get in and get them.”

Once the family finds housing, they will need to replace all the items lost in the fire. First Christian Church is accepting donations of cash or gift cards for the family, and noted gift cards for food is one of the most-needed items. Krista said the family gets a free breakfast at the hotel, but they need to get lunch and dinner every day.

Donations can be dropped off at the church, which is open from 8:30 a.m. to 4:30 p.m. Monday through Friday. It will close at noon Christmas Eve until Sunday. Saratoga board OKs $5.25M levy

By ALLISON SELK Shaw Media Correspondent MORRIS – The Saratoga Community Consolidated School District 60C Board of Education held a special meeting Monday for a mandatory Truth in Taxation hearing and voted to pass the 2015 levy, with board member Mike Wright absent.

Saratoga Superintendent Kathy Perry said the expected equalized assessed value is $178.3 million and the levy request is based on $190 million.

“We levy a higher number to ensure the revenue that is entitled to the district, because we will not receive the actual assessed values until April,” Perry said.

Perry said the overall tax base increased by about 5.5

percent and this is the first time since 2009 the district has seen an increase in revenue.

The district is levying to obtain $5.25 million, Perry said Tuesday.

Perry on Monday showed a breakdown of the tax increase, and for an average $263,100 home in the district, the increase will be about $129 a year.

However, Perry said on Tuesday that the estimated tax rate of 2.945 percent for the coming year is about the same as the previous year’s rate.

Continued from page 8 which decreased the debt service rate. At that meeting, Perry explained that the district wanted to restructure a building bond to include a working cash fund that allows the district to establish a debt service extension base should the bill pass.

SB 318 amends the Property Tax Extension Limitation Law in the property tax code.

According to the Illinois General Assembly, the bill “makes changes concerning the definitions of ‘taxing district’ and ‘extension limitation’ to provide that, for the 2016 and 2017 levy years, the law applies to all home rule and nonhome-rule taxing districts outside of Cook County, and

the extension limitation for those districts in those levy years is 0 percent.”

According to the Illinois Department of Revenue, the PTELL is designed to limit the increase in property tax extensions for nonhome-rule taxing districts. The PTELL allows a taxing district to receive a limited inflationary increase in tax extensions on existing property, plus an additional amount for new construction.

The new deadline for action on SB 318 is Jan. 29.

PARCC update

Saratoga Elementary School Principal Joe Zweeres updated the board on the PARCC tests that were taken in the spring.

“Scores are out and we are excited how we performed.

Our district performed well

above state average, but we want to shoot a lot higher and not settle for average,” Zweeres said.

Nearly 40 percent of Saratoga students passed the PARCC, according to the Illinois Report Card page for the district. The state average was 33 percent.

Zweeres said he and staff looked at areas where students struggled and want to look into professional development resources to aid the teachers in these areas.

Officials also looked at other top-performing schools to get ideas of what curriculum they are using.

Board member Tracy Lawyer raised concern with the delivery of the PARCC results as they are to be sent home with the students, and those students who did not test well may become upset or discouraged

Next they calculated the measurements needed for the frame. Then, some students took turns sawing the 40-centimeter wooden dowels into pieces while others cut out triangles to later place on the joints for added support. The group will progress through a different activity each day, and if all goes well, each student will leave Dec. 30 with his or her own solar-powered cart. The carts use solar panels that constantly charge the batteries.

“It’s a really good class,” said A.J. Kunkle, a student at Minooka Intermediate School.

Arlin Adams, judge once considered for high court, dies

By KRISTEN DE GROOT The Associated Press PHILADELPHIA – Arlin Adams, a longtime stalwart of the federal bench in Philadelphia and a onetime finalist for the U.S. Supreme Court, has died.

He was 94.

A spokeswoman at Adams’ former law firm, Schnader Harrison Segal & Lewis, said he died Monday night. She did not immediately have any other details.

Adams spent 18 years on the bench of the 3rd U.S. Circuit Court of Appeals in Philadelphia, retiring in 1987.

He told The Associated Press in a 1990 interview that a high point in his career came when President Gerald Ford considered him for the U.S. Supreme Court in 1975.

“I don’t think I was entitled to it,” Adams said.

“There were many other lawyers and judges more qualified, I thought, and just being considered was honor enough.”

This homey pasta casserole with cheese, sausage and mushrooms is just that.

Serve it with a crisp green salad, and you’re all set for an easy evening by the fire with some holiday cheer.

The sausage-mushroom mixture can be made a day ahead and refrigerated in an airtight container. Rewarm over low heat before combining with the pasta.

By ROB OESTERLE roesterle@shawmedia.com OTTAWA – If Morris girls basketball coach Kate Carey and her team could bottle up whatever they do in the first quarter and keep it around for an entire game, they’d like to do it.

For the second time in three games at the Ottawa Lady Pirate Christmas Classic on Tuesday, Morris used a strong defense and patient offense to take the lead in the first quarter against Rockford East.

The Redskins’ height and agility in their 1-3-1 zone frustrated Rockford East into four turnovers in the first quarter and the Redskins (2-10) went on a scoring spree late in the period to hold a 14-7 advantage after the first eight minutes.

In the second quarter, however, Rockford East took a page out of Morris’ book and attacked the ball when on defense, forcing turnovers that led to breakaway points. After Kayla Cryder scored on a putback basket to give Morris a 16-9 lead early in the second, Rockford East held Morris scoreless the rest of the first half and took a 21-16 lead into halftime.

That run continued into the third quarter, as the score reached 29-16 before Meghan Smith ended it with a free throw with 5:37 to play in the third. Rockford East kept applying pressure and eventually claimed a 52-35 victory.

“We started out pretty well,” Carey said. “But it’s a confidence thing. We are still asking a lot of these girls to do things they haven’t had to do before. They are working hard and getting better, but once Rockford East started scoring on our turnovers, it was hard to stop that momentum. That took us away from our strength, which is our half-court defense. If a team is stealing the ball and getting transition baskets, then we can’t get into our half-court defense.”

It started midway through the second quarter, as Rockford East closed the first half on a 12-0 run.

The Rockford East defense continued to feast on Morris turnovers in the first part of the third quarter, as Cross, who led her team with 15 points, started the second half with two quick buckets from steals.

The E-Rab lead reached 3517 before Morris heated up a bit and outscored them, 8-4, the rest of the fourth quarter, getting two baskets each from Meghan Jurak (team-high 15 points) and Smith (9 points).

“Destiny gets in there and battles,” Carey said. “And I thought Paige Valentine did a decent job running the point when she needed to. Meghan Smith has done a tremendous job of stepping up as a leader

with Mya [Shannon] hurt, but it moves her out of the position where we can use her the best.

“We still have some challenges. The good thing is that we looked real good in the first quarter, but after that, we got run pretty ragged. Rockford East is a good team. They had the lead against Yorkville earlier in this tournament and Yorkville is a very good team.

Once we get everyone back to their normal spots in a couple

of weeks, we are looking forward to seeing what we can do.”

Rockford East opened up a 20-point lead in the fourth quarter.

Although eight straight points from Morris narrowed that lead to 47-35, the Redskins didn’t score again in the final three minutes.

Morris closes tourney action by taking on Sandwich at 10:30 a.m. Wednesday.

Bad news Bulls: Noah injured and team fights negativity On a roster void of energy on far too many nights, losing Joakim Noah would seemingly be a hit that the Bulls couldn’t take right now.

Well, those hits just keep on coming.

Bulls coach Fred Hoiberg revealed on Tuesday that they will likely be without Noah for at least two weeks, as he begins a rehabilitation program for a left shoulder sprain he suffered in the third quarter of the 105-102 loss to Brooklyn.

“Jo had an MRI [Tuesday] morning,’’ Hoiberg said. “It’s a sprained shoulder. He’s obviously very sore. That shoulder popped out of joint for a brief second. He’s going to be sore and stiff. So it’s rehabbing for the next couple weeks and then re-evaluating from there.

“The initial diagnosis is a sprain and the initial recovery is two weeks of rehab. And then he’ll be re-evaluated and we’ll kind of go from there.

That’s what I’ve been told.”

Asked if it could be sooner or later, Hoiberg said, “Don’t know. Maybe in two, maybe four. I just don’t know yet.”

Either way, it felt like a punch to the gut for a team al-

ready gasping for air.

“It’s always huge when you lose a player like Jo, just the energy he brings,’’ teammate Derrick Rose said. “It’s devastating. Even though people talk about his scoring [issues], his presence on the floor means a lot to this team.”

Not for a while it won’t.

What that means come Christmas Day in Oklahoma

City is once again Hoiberg tinkering with different lineups and rotations, trying to find something that has staying power for a squad in the midst of a three-game losing streak and now sitting at 15-11.

A bigger picture beyond the Thunder game is Hoiberg making sure that this team is insulated from growing negativity.

He’s already taken care of that department in his own world.

“Well look, we’re in an era right now where social media is such a big part of our society, and you know, you have two choices,’’ Hoiberg said.

“My choice was to get rid of it.

I don’t look at any of it, I don’t look at any of the articles you guys write. I don’t watch the

news, I don’t watch SportsCenter. I watch the news until it gets to sports. It’s something you have to tune it out.”

Hoiberg did reveal that after an informal team meeting about the Jimmy Butler comments on Monday morning, the team again had a Kumbaya talk session while they were watching film on Tuesday.

Suppose the defenders shift to diamonds. South wins, plays a spade to dummy’s ace, ruffs a spade, cashes the club king, and ruffs his last club on the board. Then he leads another spade.

What does East do?

If he discards, South gets his third low ruff. If East ruffs in, South discards one of his diamond losers, effectively making the defense take two of its winners in one trick.

She stays out with them until 3 to 4 a.m. once a month. I think that’s ridiculously late when you have a husband and children at home.

When she’s not here, I can’t sleep and I worry that something is wrong. She rarely calls to check in unless I ask her to. Overall I trust her, but with her drinking heavily and many single guys around, I don’t feel comfortable with the situation.
