Finance committee recommends council approve 2015 tax levy Proposal would feature a 65 cent multiplier for the 15th straight year

By MIKE MALLORY mmallory@shawmedia.com MORRIS – The city of Morris is looking to maintain its 65-cent multiplier on property taxes for the 15th consecutive year.

The Morris Finance and Administration Committee made a recommendation Tuesday morning to City Council that it approve the city’s 2015 tax levy at about $1.7 million, to be dispersed among all necessary city funds.

The levy increase would be close to a 5 percent increase over last year, Mayor Richard Kopczick said. This is because of an anticipated 5 percent increase in property values, based on indications from the Grundy County Tax Assessor’s Office, he said.

The multiplier, also known as an equalization factor, ensures that property owners pay the same rate relative to their property’s assessed value.

While many taxing bodies adjust their multipliers from year to year to make up for drops in property values and get a larger levy in down years, the city has voted to keep its the same year after year.

“When the [equalized assessed value] rose in the early 2000s, the city received a larger levy,” Kopczick said. “When the recession hit and the EAV

Because it kept the multiplier the same, the city’s levy went down six years in a row as the economy took a hit, he said.

Kopczick noted a levy increase of 5 percent or more would require a truth in taxation public hearing, where residents could ask specific

years, which is the expected mortality rate used to calculate the required fund total.

The Morris Police Pension Board also recommended continuing the 40-year plan after some discussion of a 30-year, 90 percent plan, Kopczick said.

“The 100 percent plan is working, it’s not broken,” alderman Julian Houston said.

The item is expected to be on the Dec. 7 council agenda.

For Minooka family, holiday traditions are sweet as candy

By HEIDI LITCHFIELD hlitchfield@shawmedia.com MINOOKA – On the stove, the contents of two pans bubble and churn as a candy thermometer reads the rising temperature.

At a large kitchen table in the home of Beth McDonald, marble slabs are buttered lightly by Mindy Collins in preparation of the boiling liquid.

Another member of the group reads off the rising temperature, “250, 270, 280.”

As it reaches 292 degrees, flavor and color are added to the clear liquid, and it becomes candy.

The Collins family – McDonald was born Beth Collins – team up every year to make flavor-filled hard candy.

“I love for all of us, family and friends, to be together,” McDonald said. “I enjoyed it when I was little and I hope the next generation will continue it.”

Four generations gathered Sunday for the annual tradition.

Beth’s brother, Bill Collins, and sister, Mary Ann Collins, were joined this year, like most years, by their mother’s first cousin, Ann Burgess of Morris, their children and their grandchildren.

“I started making candy in the 1960s with friends in Joliet,” Burgess said. “We made it when Beth, Bill and Mary Ann were little. Their mother, Mary Pat, made it too.”

Burgess even has photos of the tradition to prove it. Several years ago she took candy making photos from more than 30 years and created a book to share with each of the family members who come together to make candy and memories alike.

“I think every family needs a tradition to pass down,” Burgess said.

Coal City baseball, softball fields last to be repaired Construction crews work last week on replacing fencing after the Coal City High School baseball and softball fields were damaged in the June tornado.

By HEIDI LITCHFIELD hlitchfield@shawmedia.com COAL CITY – Coal City Community Unit School District 1 is finishing work on some of the last of its tornado-damaged areas.

When the F3 tornado hit Coal City on June 22 it caused damage to the Coal City High School roof, auxiliary gym, football field, tennis courts, soccer field, baseball and softball fields, as well as the Coal City Middle School baseball and softball fields.

“Right after the tornado hit there were emergency things that had to be done,” Superintendent Kent Bugg said Tuesday.

He said priorities fell in the order of the extent the damaged areas would need to be used.

The district was able to initiate an emergency response and get to work immediately without going out to bid on the roof, gym, football field, soccer field and tennis courts.

Bugg said in addition to replacing the goalposts and scoreboards, the district also had to get glass and debris off the field, making it safe for athletes to play.

Because those sports take place in the fall, they took priority over the baseball and softball fields at the high school where students wouldn’t need to use the facilities until spring.

Work on the baseball and softball fields is underway and Bugg said the district is making great progress.

“Currently, the fencing is being completed and we still need to work on the dugouts, bleachers and press boxes,” Bugg said.

Bugg said once the work on the baseball and softball fields is complete, the physical indicators that a tornado hit the high school campus should be completely erased.

The district will have one more project to complete but at this time plans haven’t been made.

Two storage barns on property owned by the district on Spring Road were also damaged. The farmland is rented to a local farmer who used the larger of the two sheds that were on-site. The district committed to rebuilding the larger building on the same site, but the replacement of the smaller storage building won’t take place on the farmland.

Instead, Bugg said, the district will erect the smaller building on the campus of one of its schools. Once it is determined where they will put it, the project will go out to bid.

Holiday Hurrah Craft Fair returns 33rd year proceeds to benefit Morris Community High School poms program

By MIKE MALLORY mmallory@shawmedia.com MORRIS – Whether you’re shopping for home decor or a gift for someone, the 33rd annual Morris Community High School Holiday Hurrah Craft Fair and poms fundraiser scheduled for Saturday may have what you’re looking for.

There will be 121 booths set up in the school field house, which makes for a lot of variety, poms coach Becky Bernardi said. The vendor list includes well known names such as Avon, Tupperware and Tastefully Simple, as well as those specializing in handmade crafts.

“You could find anything you’re looking for in a variety of price ranges,” Bernardi said.

Proceeds from the fundraiser will help pay for costs of the poms program’s competitions, wardrobe, music and more.

“Funds will go to just about anything you can think of associated with poms competition,” Bernardi said. “This is our biggest fundraiser.”

Bernardi, who is in her sixth year at the helm of the program, said each year there are more than 100 booths set up in the field house. In recent years, there has been an average attendance of about 1,000.

The only exception, she said, was when a bad snowstorm hit one year and attendance dropped to about 700, along with cancellations by some vendors.

“But we fought through it and still had a good turnout,” Bernardi said.

She said 40 to 50 percent of the vendors are the same from one year to the next. Poms staff start contacting vendors in August and after adding up the immediate responses, they begin to scout and advertise to vendors to fill out the remaining booths.

Often, Bernardi said, people are shopping for both home decor and gifts at the event.

“You could find anything you’re looking for in a variety of price ranges. ... Funds will go to just about anything you can think of associated with poms competition. This is our biggest fundraiser.”

There also will be several raffles, Bernardi said. All vendors are required to submit an item in the $10 value range.

Poms parent boosters compile the items and place them in 25 to 30 baskets that are awarded, one each, to raffle winners.

“You don’t need to be present to win, either,” she said.

“Just make sure we get your contact information when you buy a raffle ticket.”

Bernardi said people should come out to not only support the poms program, but to shop and celebrate the holiday season. The event provides a chance for the poms team to be involved in serving the community, too, she said.

There will be a free coat check included. Strollers are allowed and the event is accessible to people with disabilities, according to an event news release.

Admission is $2.

Festival of Trees to be held in Dwight SUBMITTED REPORT DWIGHT – Dwight’s annual Festival of Trees will be held from 9 a.m. to 3 p.m. Saturday and 11 a.m. to 3 p.m. Sunday at the Emmanuel Lutheran Church, at Routes 47 and 17.

Christmas trees, wreaths and decorations will be raffled or auctioned with proceeds donated to a variety of charities and nonprofit organizations, including Futures Unlimited, St. Jude’s Cancer Research, Prairie Creek Library, Livingston County Veteran’s Assistance, Guardian Angel Bassett Rescue, Dwight’s Christmas for Kids, Under His Wings Ministry in Morris and Toys for Tots.

Gardner resident named Fire Starter of the Month SUBMITTED REPORT MORRIS – Michele Opyd of Gardner was selected Fire Starter of the Month for October at Morris Hospital & Healthcare Centers. An occupational medicine liaison, Opyd is described as a loyal Morris Hospital employee who goes above and beyond in everything she does, always with a smile.

“Michelle is a valuable resource to our Occupational Medicine team due to her experience and knowledge in so many areas,” said Morris Hospital marketing liaison Robert Alaimo in nominating Opyd as Fire Starter. “Her dedication to helping make the occupational medicine program efficient and successful has greatly contributed to our wonderful reputation and stellar employer satisfaction. Opyd began her career at Morris Hospital in 2000 as a unit secretary on 2 South and later became a telemetry tech on ICU and cardiac rehab. From there, she took a full-time opportunity in registration and scheduling, where she worked at the Diagnostic & Rehabilitative Center and assisted the occupational medicine team.

In her current role as occupational medicine liaison, Opyd assists with billing and paperwork related to worker’s compensation, schedules services

for clients, on boards new clients and problem solves issues.

Clients know they can reach out to Opyd for any of their needs, and she will help get an answer.

“Michelle has built great relationship s with all of our clients – old and new,” says Sue Brooks, an occupational medicine licensed practical nurse.

“She is great at trouble shooting any problems and is always willing to learn new tasks.”

For Opyd, being part of the occupational medicine team is a true pleasure.

“I really enjoy the people I work with,” says Opyd. “They make coming to work fun. We really enjoy what we’re doing.”

Along with working alongside her teammates, Opyd says she thoroughly enjoys arranging services for the Occupational Medicine clients, which can range from pre-employment physicals, to drug testing, work related injury treatment and follow-up care, to arranging onsite employer services such as flu shots.

“I really try to focus on listening to what our clients are saying and always getting back to them with a solution,” she adds.

In early civilizations, fire starters were the individuals who had the important job of keeping the flame alive. As Fire Starter of the Month, Opyd received a Grundy County Chamber of Commerce gift certificate, a Morris Hospital clothing item of her choice with a logo, a “Fire Starter” lapel pin and a designated parking spot for the month.

MADD announces 2015 Legislators of the Year John Anthony recognized by group for work involving new DUI law

Barbara Wheeler, R-Crystal Lake and Ron Sandack, R-Downers Grove – were recognized in November by Mothers Against Drunk Driving for their work on a new law that requires the use of ignition interlocks for five years for all repeat State Rep. offenders.

John House Bill Anthony, 3533 was signed R-Joliet in August by Gov. Bruce Rauner and is set to go into effect Jan. 1. It amends the Illinois Vehicle Code to require the use of ignition interlock devices for a period not less than five years on all vehicles owned by a person

who has been convicted of a second or subsequent offense of driving under the influence of alcohol, other drugs, intoxicating compounds, or any combination of those offenses.

“As you know, there are many DUI arrests throughout Illinois. When Rep. Barbara Wheeler asked me to join her on the bill she authored, I contacted police agencies and MADD to hear their thoughts on the matter,” Anthony said. “I felt we could get this law passed and protect citizens through the legislation.”

In addition to Anthony, Wheeler and Sandack, MADD also recognized other “2015 Legislators of the Year” and Secretary of State Jesse White for their leadership in Illinois to stop drunk driving.

as a priority going into 2015, and the legislators passed three laws to strengthen Illinois’ ignition interlock laws for drunk driving offenders.

Also recognized were state Rep. Elaine Nekritz, D-Northbrook, for authoring House Bill 1446, requiring fourth-time offenders to use an interlock for the rest of their lives, which also goes into effect Jan. 1; state Sen. Steve Stadelman, D-Rockford, for authoring Senate Bill 627, which allows any first-time offender to get an interlock right after revocation, as opposed to waiting 30 days; and Rep. John D’Amico, D-Chicago, for his support of the three bills.

Morris Hospital to administer flu shots MORRIS – Clinicians from Morris Hospital will be administering flu vaccines to the community from 10 a.m. to 12:30 p.m. Saturday at the Morris Community YMCA, 320 Wauponsee St., Morris.

Adult flu vaccines will be available for individuals age 18 and older. The cost is $30, with cash or check accepted. You do not have to be a YMCA member to receive the vaccine.

Flu, or influenza, is a serious contagious disease that causes an average 36,000 deaths in the United States each year.

According to the Centers for Disease Control an annual flu vaccine is the best way to reduce the chances of getting the flu. It takes about two weeks after getting the vaccination for antibodies that provide protection to develop in the body.

Since everyone is at risk for seasonal influenza, the CDC recommends the vaccine for individuals age 6 months and older. Certain people should not be vaccinated before talking to their doctor.

This includes people who have a severe allergy to chicken eggs, people who have had a severe reaction to an influenza vaccination in the past, and people who developed Guillian-Barre syndrome within 6

weeks of getting an influenza vaccine previously.

The influenza vaccine is not approved for use in children younger than 6 months.

Channahon Police cadets get protective vest grant

By SHAW MEDIA CHANNAHON – The Community Foundation of Grundy County provided a grant to the Channahon Police Cadet Program to allow the department to purchase five “unmarked” bullet resistant vests.

“The vests have no police markings to help prevent the cadets from being mistaken as sworn police officers,” Police Chief Jeff Wold said in a news release.

The Channahon Police Cadets take formal classes taught by sworn police officers. They are required to ride along with

officers in a squad car to get a firsthand experience of the officer’s day-to-day activities.

Without the vests, the cadets would not be able to ride with the officers.

“The cadets have become a valuable asset to our department and during recent years they have assisted with the Three Rivers Festival, the 4th of July Celebration, Warrior Dash Traffic Control, and the Channahon Christmas Tree Lighting,” Wold said in the news release.

1st-term Belleville alderwoman Schmidt dies The ASSOCIATED PRESS BELLEVILLE, Ill. – Firstterm Belleville Alderwoman Janet Schmidt has died at 56.

Belleville Mayor Mark Eckert said Tuesday that Schmidt died Monday night at St. Elizabeth’s Hospital after calling in sick to a special City Council meeting.

A cause of death has not been publicly released.

Schmidt was elected to office in April 2013. Eckert said his colleague “jumped right in” to city business.

Survivors include her husband, two adult sons, a daughter and granddaughter.

The mayor said he doesn’t yet know whom he will recommend the council appoint as Schmidt’s replacement to complete the remainder of a fouryear term that expires in 2017.

A visitation is planned for Thursday from 5:30 p.m. to 7:30 p.m. at George Renner and Sons Funeral Home in Belleville, with a memorial service to immediately follow.

Marcus Klingberg, Soviet spy in Israel, dies

By TIA GOLDENBERG The Associated Press JERUSALEM – Marcus Klingberg, an Israeli scientist jailed for passing information on biological warfare to the Soviet Union, has died.

He was 97.

Klingberg, who served in a senior position at a secretive Israeli biological research institute when he was arrested for spying, died in Paris on Monday, according to his grandson, Ian Brossat.

Klingberg’s case, including his arrest and trial, was for years shrouded in secrecy. One Israeli newspaper once described Klingberg as the spy who caused the greatest damage to Israel.

“This is the type of story they write TV series or movies or captivating books about,” Avigdor Feldman, a lawyer who once represented Klingberg, told Israeli Army Radio on Tuesday. “There aren’t many people like him.”

Polish-born Klingberg fled to the Soviet Union during World War II, escaping the clutches of Nazi death camps where the remainder of his family perished. He served as a colonel in the Red Army and developed a “visceral attachment” to the USSR, “the country that saved him,” according to Brossat.

He moved to Israel after the war, where he served as the deputy director of the Institute for Biological Research, a top-secret facility that reportedly develops chemical and biological weapons and their antidotes.

Klingberg allegedly began spying for the Soviet Union in 1957, when he was already working at the institute.

After a double agent allegedly exposed him, Klingberg was arrested and secretly sentenced to 20 years in 1983. His case was made public by the British media in 1987 and again in German reports in 1989 amid unsuc-

cessful efforts to arrange an East-West spy swap. An Israeli news blackout was lifted in 1993. Brossat said his grandfather had been held in custody for a decade under a fake name and in solitary confinement.

Klingberg served nearly 16 years of his sentence in prison before being released to house arrest for health reasons, where he remained under round-the-clock surveillance. When his sentence ended in 2003, he moved to Paris to be near his family.

In an interview with Israeli Channel 2 TV following his arrival in Paris, Klingberg told of how he met a Soviet agent he knew only as “Victor” in alleys and cars, starting in the 1950s. He said that the meetings with “Victor” started innocently, but he understood quickly that he was being asked to spy on Israel for the Soviet Union. Asked if there was a point when he made up his mind to cooper-

ate, he said, “Yes, yes.”

However, he insisted that he never harmed Israel’s security. “To this day I don’t consider myself a spy. I handed over some information,” he said.

Feldman, who remained in touch with Klingberg, said he never expressed any regrets.

“He thought his spying contributed to world peace,” he said.

Brossat, a member of a communist group in Paris’ city hall, said his grandfather’s life was about more than just his espionage.

“I have never been a big fan of spy stories. What interests me is his resilience, which is absolutely extraordinary. He survived everything, and he died at a very old age.

“The second thing I admire is his loyalty toward the people who saved him. He remained a communist until the end, and faithful to communists and Russia.”

During the month since the last Fill the Pantry, We Care has helped 273 families from its food pantry. We Care receives a monthly delivery of food for its pantry from the Northern Illinois Food Bank.

The NIFB is able to provide food, cleaning, and personal hygiene products to food pantries at prices that are unattainable in grocery stores, such as 5.5 ounce cartons of skillet dinners

part of the Emergency Food Program.

The EFP provided spaghetti sauce, peanut butter, beef stew, instant mashed potatoes, grape juice, chicken leg quarters, whole chickens, russet potatoes, cereal and canned peaches.

Lockport pressure too much for Morris girls

By ROB OESTERLE roesterle@shawmedia.com MORRIS – During the first half of Tuesday’s home opener against Lockport, the Morris girls basketball team more than held its own against the pressure Lockport’s defense applied.

That was no easy feat, considering the Redskins’ two main ball-handlers entering the season – Mya Shannon and Rylee Harr – were both on the bench with injuries.

In the second half, however, the Redskins eventually buckled under the weight of their opponent, and Lockport came away with a 50-35 nonconference win.

“We have been working on our pressure defense,” Lockport coach Dan Kelly said.

“Both the extended pressure in the diamond and our soft pressure in the 2-2-1. We want to play at a fast pace and get some easy shots.

“In the first half, we did a good job of creating turnovers, but we didn’t finish very well.

A lot of that had to do with Morris being able to get back in transition. In the second half, they got a little tired and we were able to get some easier baskets.”

Behind 13 of her game-high 19 points, Morris’ Meghan Smith led Morris to a 23-22 halftime lead. Morris (1-4) jumped to a 9-2 lead early, but Lockport rallied to tie it at 11 at the end of the first quarter.

The Redskins’ Meghan Jurak (seven points) sandwiched a pair of baskets around a putback by Smith to start the second quarter to give Morris a 17-11 lead before Lockport (32) rallied to tie it at 17 behind four points from Emily Dybas and two from Taylor Hopkins (10 points).

Morris got the lead back, getting consecutive 3-pointers from Smith and Alissa Bojovic, for a 23-17 lead, but Lockport scored the final five points of the first half on a free throw by Elana Wolfe, a basket by Kayla Isom and a hoop by Kianna Campbell at the buzzer.

STAFF REPORTS MINOOKA – Minooka Community High School girls cross country team head coach Kevin Gummerson has been named the ITCCCA (Illinois Track and Cross Country Coaches Association) 2015 North Division Coach of the Year in Class 3A Girls Cross Country.

The award comes just after the conclusion of the most successful girls cross country season in school history, which included five major invitational titles, a conference title, a regional title, a sectional title and a state championship.

“This is an incredible honor,” Gummerson said. “However, this award really should go to the entire Minooka cross country program. I have been extremely fortunate to work with some talented, dedicated, and enthusiastic, student-athletes that put together an unforgettable season. On top of that, there is an outstanding group of coaches that have worked tirelessly to help these girls accomplish their goals. I see this award as a reflection of the efforts of so many people affiliated with Minooka cross country. It is awesome to see the Minooka program acknowledged by the Illinois Track and Cross Country Coaches Association for the 2015 season.”

Gummerson points to the squad’s “team before self” mentality as one of the factors that led to its success this season.

“Running a three-mile race is a very challenging thing to do,” Gummerson said. “Run-

ners have different motivating forces that will push them to run their best.

“One thing that stood out with this 2015 girls team was their ability to place the interests of the team ahead of anything else. Every race has a moment of truth, a point when you have to overcome the pain, and fight for your goal.

“Each one of these girls battled through those rough times because they needed to help their teammates get the win. They ran harder because they knew their teammates were counting on them. That is a force that is extremely powerful and is a huge reason why these girls were able to win a state championship.”

“Our cross country teams have been remarkable yearin and year-out, and Kevin’s leadership certainly has a lot to do with that,” MCHS athletic director Bob Tyrell said.

“He is a passionate coach that is able to motivate student-athletes with a positive approach. We are proud of the program he and his coaches have developed, as well as for the outstanding example they set for their teams year after year.”

Gummerson will receive the award at an ITCCCA social event on Jan. 8, 2016, in Oak Park.

Noah still working bench, team balance

By JOE COWLEY jcowley@suntimes.com The balancing act continues for Bulls big man Joakim Noah.

Noah admittedly is frustrated with his role as a bench player, but he prides himself on being a “team guy.”

He acts like the business end of basketball is secondary, but he knows his value on the free-agent market is about to be weighed when his contract is up after this season.

He’s saying the right things, but he’s letting it be known that his sacrifice should be acknowledged.

When asked how he blocks out the idea that his reduced playing time might hurt him on the market, Noah responded: “How do you? Right now, I don’t have a choice. I’m just focused on my improvement; it’s all I can do right now. I think the team’s in the right place.

I’ve always been a team player.

I’m not gonna change now.”

Asked whether there was a positive side to the reduction in minutes for a guy who has had knee issues and is getting older, Noah said: “No, I feel great.

I feel like I’m moving well and I feel healthy.”

Noah played one of his better games of the season in the Bulls’ 92-89 victory Monday against the San Antonio Spurs. He had eight points, 11 rebounds and seven assists in 23 minutes, about three more than his season average. Afterward, however, he obviously was frustrated with his reduced role.

“I’m not going to lie and say there hasn’t been a lot going on this year,” Noah said. “There’s been a lot of adversity for me. I have to be better at being a good leader for this team.”

That’s easy to say now that the Bulls are 10-5. Coach Fred Hoiberg is hoping that won’t be an issue, but he also has shown he’s not afraid to make tough decisions. Hoiberg said the idea of switching Noah to the bench didn’t just occur to him during training camp; it went back to when he watched game film and analyzed things after he was hired.

“You think a lot about that when you watch the film,” Hoiberg said. “We watched all the games from last year, watched all the different combinations, looked at the numbers for all the different combinations that were out there.”
