Police received another report Monday from a local Morris store of having a counterfeit $100 bill used that seems to match the bills used at other locations in town, Morris Police Chief Brent Dite said. The bill was believed to be used Nov. 29.

“We are getting the infor-

mation out to businesses, and the banks are well aware of it,” Dite said Tuesday.

The first report was made Nov. 30. Two older style $100 bills with the same serial number were passed in the same store, but in separate transactions.

The offender in this case was captured on surveillance video. He is described as a black male, between 18 and 30 years old, between 5’10” to 6’3” tall, weighing between 170 and 210 pounds, wearing dark clothing and a stocking

nsamuel@shawmedia.com MORRIS – An anonymous donation of three gold coins to We Care of Grundy County and The Salvation Army has fascinated residents, businesses and organizations for more than 11 years.

But, this is no Lepre chaun fairy tale and the coins weren’t found in a pot of gold.

Instead, an anonymous donor wraps each gold coin in plastic and then wraps a $1 bill around each coin before placing his or her donation in a red kettle.

And the secret donor has made his or her contribution again this year.

The donation of the three gold coins contributes to The Salvation Army’s National Red Kettle campaign, which aims to raise money to provide toys for kids, coats for the homeless, food for the hungry and social service programs year-round, according to its website. In Grundy County, We Care facilitates the Red Kettle campaign.

Volunteer ringers will be stationed at the Morris Jewel-Osco and Wal-Mart stores at various times with their red kettles until the week of Christmas.

The identity of the gold coins donor still remains a mystery to volunteers who collect the donations.

That type of anonymous giving is what we’re compelled to do as an act of our Christian faith,” said Denise Gaska, We Care’s executive director. “In this industry, people give because they want credit for their business or for themselves.

This person donating doesn’t get a tax incentive because we don’t know who it is.”

Lori Sandgren, assistant director for We Care, was the first to find the three gold coins this year while searching through the collection buckets.

This is the first time she has found the gold coins since she started participating in the campaign in 2008.

“I started digging like a 2-year-old digging for Halloween candy,” Sandgren said.

“I think it’s pretty exciting someone is that generous. I don’t know if it’s the same person who did it in the past.”

Gaska said she thinks the traditional donation of the three gold coins began a few years before she arrived at We Care 11 years ago. The coins are usually donat ed when volunteers from the First United Methodist Church are bell ringing on a Monday at Jewel, during the first week the church volunteers ring.

“It brings so much joy to our congregation that we are the ones every year who get the gold coins. We’ve come to anticipate it,” said Deb Percell, associate pastor of First United Methodist Church.

Gaska takes the gold coins to the Morris Coin Shop every year.

Phil Anderson, owner of the coin shop, appraises and buys the coins, typically for a higher price than they are worth. He appraised the coins this year to be worth $1,846.80, but offered to buy the coins for $2,000.

Anderson said his initial suspicions as to who the gold coin donor is have faded.

“I think it’s awesome.

They don’t want us to know who they are, and that’s the magic of Christmas,” Anderson said.

Gaska coordinates The Salvation Army Red Kettle Campaign in Grundy County, since the organization doesn’t have an office in the area. In return, 80 percent of all proceeds stay within the county and will be spent by We Care to help low-income families.

We Care is a nonprofit agency that provides emergency assistance to Grundy County residents in the form of food, rent, utility and prescription assistance.

“We get to see their reactions and they’re so touched by the fact that someone is willing to help them,” Gaska said.

We Care collects about $25,000 each year from the Red Kettle Campaign and works with more than 200 volunteers.

Percell said the church has volunteered in the campaign for six years and that the participation has been tremendous.

“That says a lot about who we are as a church. Their love for serving God in the community is a wonderful testimony to their faith in God,” Percell said.

Donations for the campaign in Morris run through Dec. 22.

Morris electoral board hearings continued

By CHRISTINA CHAPMAN-VAN YPEREN cchapman@shawmedia.com MORRIS – The hearings for arguments on the objections to two Morris candidates running for city offices were continued Tuesday to Dec. 17.

A special meeting of the Municipal Officers Electoral Board of the city of Morris was called Tuesday to hear objections against the petitions of Republican Doug Hayse for 2nd Ward alderman and Republican Mary Callahan for city clerk.

Both objections were filed against their nomination papers for the same reason – improper fastening of petition

sheets.

Kristan Smolenski of Morris filed the objection against former Morris and Minooka police chief Hayse, while David Perry of Morris has filed against Callahan, according to the objectors’ petitions. Both are being represented by attorney Michael Olewinski.

Attorney Robert Geiger represented Hayse and Callahan at the hearing.

Hayse is running in the Feb. 24 primary election against 2nd Ward Republican incumbent Julian Houston.

Callahan is running against incumbent City Clerk Carol Adair, also a Republican.

About 20 people attended the hearings. In addition to

family supporting the candidates, many of the audience members were local Republican party members, including past and present aldermen.

Both attorneys agreed to continue the hearings of both cases to 2 p.m. Dec. 17 at the Morris Municipal Services Facility. In addition, for Hayse, Geiger motioned to have Electoral Board member Adair removed from the board for the case since she will likely be called as a witness.

City Attorney Scott Belt said if she was going to be called as a witness, she needed to recuse herself. Once Adair was recused, Belt said he will have to go to Chief Judge H. Chris Ryan Jr. to file a pe-

tition to have a Morris City Council member fill her position on the board. It will likely be Alderman Duane Wolfe, the second senior member of the council.

For the Callahan hearing, Adair was already replaced by Wolfe since the objection is regarding the clerk position.

Board requirements By state statute, the electoral board is made up of the mayor, clerk and the most senior member of the council, which is Alderman Ken Sereno.

A hearing officer also is in place. In this case, Joliet attorney James Harvey was designated by the board. The

hearing officer will hear the arguments, see the evidence and make a recommendation on the objections to the board.

The board then convenes and makes a final decision, Belt said after the meeting.

The last time the Morris Electoral Board was scheduled to meet was in early 2009 when Martha Shugart was running for an aldermanic seat against Randy Larson, and when Kenneth Driskill was running against Mayor Richard Kopczick. Both candidates had their signatures objected to and both ended up withdrawing their petitions for office before the board actually met.

Board approves official offer to candidate for HR position

By NICK SAMUEL nsamuel@shawmedia.com MORRIS – A new face will soon join the Grundy County administration team as its new human resources director.

The full board unanimously approved board member Vicki Geiger to contact the candidate to make an official offer for the position at Tuesday’s Grundy County Board meeting.

As of press time Tuesday, Geiger had left a voice mail for the candidate.

“I [previously] discussed it with her, but I needed the support of the county board. I couldn’t make it official until the County Board voted,” Geiger said after the board meeting. “We unanimously felt this was a good candidate for the position. If she accepts, we’ll

proceed with the paperwork.”

The candidate’s name was not released to the public because the candidate hasn’t informed her current employer, according to David Welter, county board chairman.

“I don’t want to jeopardize her job. It could land on the internet tonight,” Geiger said.

David Nelson, vice-chairman for the County Board, said the board is honoring the candidate’s wishes by not releasing her name and that he’s confident she will accept the offer.

“She’s going to accept it. We wouldn’t have gone this far if we didn’t know she was going to accept,” Nelson said after the board meeting.

start working for the county in late December and that her first day is to be determined.

“We want to get the HR director up and running. She’ll have some input with the hiring of a new HR assistant because they’ll be working together,” Welter said before Tuesday’s meeting.

lieves the new County Board will support the new director and that it feels nice to have a new board that values professional people.

“We’re going to put in place policies that have been needed and enforce those policies,” Welter said. “There’s new leadership at the county. We’re going to move past some of the

disfunction in the past with the HR department and administrator’s position. We’re looking to retain good quality individuals at the county.”

The Finance Committee approved to raise the salary for the human resources director position to not exceed $70,000 at Monday’s committee meeting.

On Nov. 10, the full board officially accepted the resignation of the immediate past human resources director Debra Johnson.

Johnson has been working intermittently as human resources director up until Dec. 1. But she still will help train the new hire on nights and weekends. Johnson resigned from the position because the Personnel Committee wanted a full-time director.

GARDNER – With the state Supreme Court’s latest ruling, the court battle between the village of Gardner and Gardner-South Wilmington High School has ended with the school district coming out on top.

“It’s all done, and that’s the end of it,” Dick Hileman, Gardner village commissioner, said Tuesday.

At the end of November, the Illinois Supreme Court denied the village’s petition for leave to appeal in the case involving tax increment finance dollars.

The village was notified the last week of November, and the mandate of the court is to be issued Dec. 31.

Village Attorney Scott Belt said Tuesday the village could have filed a motion with the Supreme Court to ask it to reconsider its most recent denial, but the village decided against doing so.

Hileman said Dec. 1 the village cut the school district a check for the money it owed the school and another for the interest owed.

“It turned out the school was right and we were wrong. ... I

hope we can move on to the future and that we can get along,” Hileman said.

School district Superintendent Michael Perrott confirmed Tuesday the district has received the money owed, but is still working the calculations for the interest.

“Like a lot of school districts across the state, we are juggling our budget to try and make ends meet,” he said.

“Like we have said all along, for the past so many years we have used the funds from TIF to offset the budget, and now, the courts have agreed with us so we will continue to do that,” Perrott continued.

In the fall the village filed a petition for leave to appeal its decision not to rehear the case.

November’s appeal denial follows the first Supreme Court denial to rehear the case. That denial followed the Third District Court’s decision not to rehear the case and its previous decision to uphold the Grundy County court’s previous decisions in favor of the school.

By JEANNE MILLSAP Shaw Media Correspondent MORRIS – The Morris Community High School board Monday unanimously approved a property tax levy of $6.39 million.

The total includes $3.81 million for educational purposes, $1.03 million for operations and maintenance, $496,668 for transportation, $331,112 for tort immunity, and $206,945 for the working cash fund.

The amount is to be levied on the 2014 equalized assessed value of property in the district, estimated at $413.89 million.

School districts file tax levies to make sure they capture all available property tax dollars once the actual equalized assessed value, or property value, is determined. School district budgets are primarily based on local property taxes.

“The EAV is declining some,” board member Steve Stangland said after the meeting, “but I think we’re seeing the end of that decline. Things are looking better because the economy is looking better.”

Superintendent Pat Halloran said the district is asking for 4.41 percent more than last year’s extension, and he

expects that amount to be reduced by about 2 percent.

“We should be able to retain our tax rate pretty much where it is,” he said.

The tax rate for levy 2014, which is for school year 201516, is expected to be about $1.88 for every $100 of property owned.

One way the district is keeping property tax rates flat, according to Halloran, is to issue two-year term working cash bonds each year for general operating expenses. The board Monday held a public hearing on this year’s issuance. No one from the public commented at the hearing.

A vote was not taken on the bond issuance this week, but the board could vote in January to issue up to $1.45 million in working cash bonds.

My experience with homemade candy before now had been rather limited. I’d made lollipops once or twice and had tried my hand at marshmallows and divinity. But pulled sugar always seemed a bit beyond me.

1. Line a rimmed baking sheet with greased parchment paper or a silicone baking mat.

2. In a large, heavy-bottom saucepan, combine the sugar, honey, corn syrup and water and bring the mixture to a boil over medium-high heat. Continue cooking until a candy thermometer reaches 300 degrees, then slowly whisk in the baking soda (be careful, the mixture will bubble dramatically and increase to approximately 4 times its original volume).

3. Pour the mixture onto the baking sheet and set the sheet aside until the honeycomb is cooled to room temperature, about 30 minutes.

4. While the honeycomb is cooling, melt the chocolate. Place the chocolate in a bowl set over a simmering bowl of water, stirring, until the chocolate is melted; alternatively, melt the

Looming situation a cause for concern House Republicans once again find themselves choosing whether to govern or to make a point. Last year they embarked on a destined-to-fail effort to “defund Obamacare,” leading to a 16-day government shutdown.

Now, some Republicans want to “defund amnesty,” a reference to President Barack Obama’s move to rule out deportation for more than 4 million people who are in the country illegally. Rather than make empty threats with appropriations bills, Republicans should take up Obama’s challenge to develop a coherent, comprehensive overhaul of the country’s badly flawed immigration laws.

You might think that one trip around the hamster wheel would be enough. Yet here we are again, with the government’s current funding measure expiring Thursday and Sen. Ted Cruz (R-Texas) rallying like-minded House members to threaten another shutdown. To fend them off, House Speaker John A. Boehner (R-Ohio), who was no fan of the “defund Obamacare” gambit, had the House vote Dec. 4 on a bill barring the president from deferring deportation of any category of immigrant in the country illegally. That bill passed on a near-partyline vote, but won’t even come to a vote in the Senate, let alone survive a veto.

Boehner also wants his chamber to pass bills providing full-year funding for every federal agency except the Department of Homeland Security, which oversees immigration, disaster assistance, airport and border security, and a variety of domestic anti-terrorism efforts.

That department would be funded only until early next year, allowing the new, Republican-controlled Congress to put its own stamp on the measure.

But the threat to “defund amnesty” by cutting off money for the department is a purely symbolic gesture too. The agency that will carry out Obama’s executive action on immigration is funded by fees that can be spent until lawmakers explicitly revoke them – which Republicans won’t have the votes to do even in the new Congress.

This situation should feel distressingly familiar to Republicans. The public isn’t likely to respond well to shutting down the Department of Homeland Security any more than it did to the idea of shutting down the rest of the federal government. Besides, for all of the rhetoric inside the Beltway about Obama overstepping his authority, this dispute really boils down to whether the president can tell some of the millions of people the government doesn’t have the resources to deport that they can, temporarily, hold a job legally in the United States.

Considering the internal politics of the House, Boehner’s approach might be the best way to protect the country from another federal shutdown. Ultimately, however, Republicans can’t fix immigration policy by taking agencies hostage. They have to legislate.

THE FIRST AMENDMENT

Lame Duck sessions in Illinois should be eliminated SPRINGFIELD – When a tax hike is put in the hands of lame-duck lawmakers, taxpayers should expect to be goosed.

We found that out four years ago, during the final minutes of a lame-duck legislative session when lawmakers shoved through and Gov. Pat Quinn signed a “temporary” 67 percent income tax increase.

And lo and behold many of those outgoing lawmakers landed high-paying jobs within the Quinn administration.

Their very last act as elected officials was to do as Gov. Pat Quinn asked and vote to raise taxes.

The measure passed without a vote to spare. Some folks even campaigned that they wouldn’t vote to raise taxes, but then after they lost the election, they did just that.

Did they have a political epiphany that Illinoisans were under-taxed? Or could it be they heard the siren call of state jobs in the future?

We’ll never know for sure what was going through a particular lawmaker’s mind in the waning minutes of their political careers. But we do know some of these folks the voters took off the state payroll once again were drawing state paychecks.

Just consider:

REEDER REPORT Scott Reeder • Former state Rep. Bob Flider is the now director of the Illinois Department of Agriculture. The job pays $133,273. That’s a pretty sweet gig for someone who has never lived on a farm.

• Former State Rep. Careen Gordon became a lawyer handling real-estate licensing for the state. The job pays $88,200.

Gordon left that job in November after Quinn lost his reelection bid.

• Former State Rep. Mike Smith, who died this year, snagged a job with the Education Labor Relations Board that paid $93,926.

In fact, of the 12 lame-duck legislators who voted for the tax increase, at least half ended up with state jobs.

During their final moments in elected office, were they more concerned about their own employment prospects or serving the voters who just kicked them out of office? We’ll never know for sure what these people were thinking. But sadly, in Illinois politics, situations like these are all too common.

We just finished a quiet lame duck session in Springfield. Pat

Quinn told journalists before the election that he hoped to see lawmakers make the temporary tax hike permanent during the lame duck session. Could it be that lawmakers had little incentive to please a governor heading to the unemployment line?

Well, his lame duck legislative agenda died faster than a mallard pumped full of birdshot. Not only did lawmakers not vote to hike taxes, the House ignored Quinn’s call for raising the minimum wage. If lawmakers are going to vote on issues such as these, it should be when they are most accountable to the voters, not the least.

Four years ago, the temporary tax increase was sold as a way to get the state’s financial house in order. But it hasn’t worked out.

Despite the state’s staggering debt, Quinn and lawmakers upped spending when they received the extra tax dollars. Proof once again, that Illinois has a spending problem, not a revenue one. And the Legislature functions best when voters can hold them accountable.

MORRIS – A cold spell in the second quarter came at the wrong time for the Morris girls basketball team, as it happened right when Yorkville was heating up. But Morris turned the tables in the second half and went on a run in the fourth quarter, which resulted in their 54-52 win.

Yorkville led 51-38 in the fourth quarter, but Morris scored the next 12 points to pull to within 51-50 with 22 seconds left. Yorkville’s Audrey Macciomei made the first of two free throws, but missed the second and Morris’ Emily Burling rebounded.

The Redskins’ Jessica Jurak was fouled shooting a 3-pointer with 15.7 seconds left. She missed the first free throw, then made the second before a Yorkville timeout. She then missed the third and Yorkville rebounded, holding a 52-51 lead.

Julie Jurasits started the Morris rally with a three-point play, then the Redskins got baskets from Leona Burton and Mya Shannon. Shannon then grabbed an offensive rebound and drained a 3-pointer to make it 51-48. A pair of Jurasits free throws made it, 51-50.

Morris was called for an intentional foul after Yorkville inbounded the ball to Nolan, who missed both free throws.

Coal City girls get tough win over Lisle STAFF REPORTS COAL CITY – It wasn’t easy, but the Coal City girls basketball team remained undefeated in Interstate Eight Conference play Monday with a 32-29 win over Lisle.

Nicole Borgetti led the Coalers (7-2, 3-0) with 15 points, while Madison Bunton scored nine and Rebecca Cash added eight. Cash had a team-leading 10 rebounds, as well.

“This was a hard-fought win and a real tough game for both teams,” Coal City coach Brad Schmitt said. “Points were at a premium, and I was glad Borgetti hit some key free throws down the stretch.

Defensively, we did some real good things tonight and now we need to play hard again on Thursday.”

He was pointing out how computer analysis can affect the understanding of a position.

In bridge, hand evaluation changes as an auction proceeds. Ask yourself two questions: How does my hand compare with what partner is expecting? How well does it fit with partner’s hand?

Look at today’s North hand. Your right-hand opponent (West) opens one spade; you pass, East raises to two spades, partner makes a takeout double and West jumps to four spades.

What would you do now, if anything?

How does your hand compare with what partner expects? It is great! You could have nothing, but you actually have 10 points. (You might have made a takeout double over one spade.) How well does your hand fit with partner’s?

Beautifully! All of your points are in the suits he has shown.

You could double, expecting the opponents to fail (and here gain 200 points). But with everything meshing so well, you should be willing to bid five of a minor.

Now comes the hard part. You should not guess the minor. Instead, bid four no-trump. This isn’t Blackwood, because you cannot be strong enough to think about a slam. Instead, it shows at least two places to play and asks partner to suggest the trump suit. Here, he bids five diamonds, which you pass.

Joint support supplements often vary in effectiveness Dear Doctor K: I have osteoarthritis. It’s improved some with physical therapy and weight loss, but not entirely.

Should I give “joint support” supplements a try? Which ones?

Dear Reader: Your question reminds me of two of my patients. “John” was a man in his 50s whose pain from arthritis in his knees made it hard for him to play pickup basketball. Physical therapy and pain medicines helped, but not completely.

“Helen” was a woman in her 60s who loved gardening.

Arthritis in her knees caused pain every time she knelt to dig up or plant something.

Conventional treatments

ASK DOCTOR K Anthony L. Komaroff helped a lot, but she still was in pain.

Many of my patients with osteoarthritis are like these two. They benefit from physical therapy, weight loss and medications to reduce pain and inflammation. But some, despite trying these treatments, still end up with pain, stiffness and limits on their day-to-day functioning. So I understand when they ask about joint support supplements.

Here are some of the more

popular osteoarthritis supplements on the market and the evidence for – or against – giving them a try: • GLUCOSAMINE and CHONDROITIN. A major study of these supplements in The New England Journal of Medicine concluded that they may help relieve pain in people with moderate to severe osteoarthritis pain. If you fall into this category, try the glucosamine-chondroitin combination for two to three months.

If you find it eases your pain, it’s reasonable to keep using it. If not, save your money.

• DIMETHYL SULFOXIDE (DMSO) and METHYL SULFONYL METHANE (MSM). The handful of clinical trials on these substances

show that they are no better than a placebo (sugar pill) when it comes to pain reduction.

• S-ADENOSYLMETHIONINE (SAMe). A 2009 review looked at four clinical trials that compared SAMe against a placebo. The difference between the supplement and sugar pill was small and possibly due to chance.

• BOSWELLIA SERRATA. In one review of this herbal remedy, people who took 100 milligrams (mg) of B. serrata daily for three months said their pain was moderately lower and their functioning slightly better, compared with those who took the placebo.

• AVOCADO SOYBEAN UNSAPON-

IFIABLES (ASU). Results from six studies of ASU, another herbal remedy, found that taking 300 mg daily for three to 12 months slightly improved pain and functioning.

I usually support my patients’ decisions to try glucosamine and chondroitin. But I warn them that just because a supplement is natural doesn’t mean it’s safe. And that supplements, like medications, can cause side effects such as stomach upset, nausea, skin rashes and allergic reactions.
