By MIKE MALLORY mmallory@shawmedia.com MORRIS – City of Morris officials are planning the next steps in the continued improvement of the city’s sanitation system.

The Water and Sewer Committee, in a meeting Tuesday evening, discussed a couple of measures that would make systems more reliable, particularly in emergency situations.

Morris Mayor Richard Kopczick said Wednesday that the committee decided to advertise bid specifications next week, open the bids in a Dec. 16 committee meeting, and hope for a city council vote Dec. 21.

One project discussed involves the installation of emergency generators for two wells and the city’s potable plant.

Spurred on by a windstorm that caused an electrical outage several summers ago, Kopczick said, the generators would power the city’s water flow in case of a major outage.

“In that storm we lost all electrical feeds and scrambled to get generators to keep the water flow going,” he said.

“These generators would hold things over until ComEd fixes everything in the event of an extended power outage.”

The committee also decided to advertise bid specifications on an Ashley Road lift station bypass project. The existing setup is a forced main that moves wastewater with pumps

or compressors. The proposed project would allow for discharge by gravity to the city’s eastside treatment plant. In the event of a prolonged power outage, it was reasoned the addition would come in handy.

“It’s a preventative measure that would keep sanitary sewer backup out of the Ashley Road area,” Kopczick said.

The city has received the necessary Environmental Protection Agency permits, Kopczick said.

In other news, City Engineer Larry Good updated the committee that the design of the treatment plant upgrade project, related to the forthcoming Costco meat-processing plant, is about 20 percent complete.

The committee also discussed updating water and sewer ordinances to ensure companies pay discharge rates most beneficial to the city. The committee wants to prevent effluent overload in the city’s treatment system, Kopczick said.

“The community is growing, and we need to update ordinances to make sure industries now and in the future are paying their fair share,” Kopczick said.

With the probability that the city will continue to see industrial development, Kopczick said the committee wants proper rates in place if, for example, a food industry operation similar to Costco’s wanted to do business in Morris.

Heritage-N-Trak display of model trains is open Thursday through Saturday

By MIKE MALLORY mmallory@shawmedia.com MORRIS – If there’s one thing Heritage-N-Trak Group of Channahon members have in common – besides their shared love for model trains – it is that the modules they build often are inspired by their own lives.

Larry “Dusty” Bennett, for example, is a lifelong entertainer. His module incorporates circus elements, such as a Ferris wheel and a merrygo-round. It’s a work in progress called “Dusty’s Colossal Circus.”

“My display is full of things I remember from childhood,” Bennett said. “I sit up at night and think, ‘I can come up with a design for that.’ ” But the group probably won’t be making any new designs this week.

The group arrived Wednesday afternoon at the Morris Area Public Library and were on track to work until the library closed at 8 p.m. to get this year’s model train display set up. The group has been showcasing its displays at the library since the early 1990s.

Public viewing of this year’s arrangement in the library’s auditorium is scheduled for Thursday, Friday and Saturday of this week.

This year’s display is a little smaller than usual, as a key member of the group is recovering from knee surgery.

The group meets to determine their track arrangement based on which members can make it to an event.

Bennett’s section is evolving. He retired in January from being Dusty The Clown, but now has more time to spend with his wife, his train modules and his new hobby of woodworking.

He’s so committed to perfecting details that as he built modules, he researched the correct pattern of zebra stripes in order to paint them accu-

Member Rob Schiavone was so inspired by Moffat Tunnel in Colorado that he built his own surrounded by Rocky Mountain terrain.

One difference in the model tunnel compared with the real one is there are three tunnels in the model.

Moffat Tunnel has one tunnel, but the group’s arrangement has three sets of tracks that go all the way around.

Channahon officials issue 2015 TIF report

By LAUREN LEONE–CROSS lleonecross@shawmedia.com CHANNAHON – A tax increment financing district in Channahon has generated about $4.25 million for local taxing bodies while a little more than $1.86 million will go back to the gas plant the TIF was created for in the first place.

The TIF district – a public subsidy that shifts property-tax value increases from taxing bodies to companies for redevelopment purposes – was established in 1999 with the creation of Aux Sable Liquid Products, a gas plant.

The 160-acre TIF is more than halfway through its 23year lifespan, Village Administrator Thomas Durkin said during Wednesday’s meeting of the Joint Review Board, composed of the taxing bodies affected by the TIF agreement.

Under the agreement, Channahon guarantees the taxing bodies will receive 60 percent of tax revenue generated by the plant while the company

gets the other 40 percent.

About $702,800 of 2014 tax revenue will go toward bond payments the village authorized for Aux Sable years ago, said Heather Wagonblott, finance director for the village.

About $6.1 million was generated by the TIF district in all in 2014.

By JEANNE MILLSAP Shaw Media Correspondent MINOOKA – In a short meeting Tuesday, the Minooka Community High School Board of Education approved a tentative levy for 2015 of about $21.9 million, which is about $1.3 million higher than last year’s levy.

Even so, Chief School Business Official John Troy said, the tax rate is expected to remain almost identical to last year’s, at just under 2.54, as the equalized assessed valuation of property has risen this year by about 4.5 percent in Will County.

Troy said he has not yet factored in EAV information from Grundy and Kendall counties.

The upward movement of the EAV is a welcome change in direction for the district, which saw a property valuation decline of 22.5 percent from fiscal 2012 to 2015.

The district will hold a public hearing on the levy at its

next regular board meeting, which is scheduled for Dec. 17.

The board on Tuesday also approved the district’s curriculum guide, which outlines several new courses for the 2016-17 school year, including Spanish 5, AP statistics, advanced guitar ensemble, AP psychology, specialty animal sciences, All Things Google and world cuisines.

Troy also reported that the roof of the central campus’s cafetorium still is leaking after repairs. A possibility, he said, is a problem with the embedded flashing, which will require more invasive repairs.

The board also congratulated the girls cross country team for placing first in Class 3A at the state competition earlier this month in Peoria. It is the first time the team has placed first at state.

After a closed session, the board also approved resignations of teacher Linda Hicks and bus driver Larry Engel, as well as the employment of bus driver Kathleen Smith.

Soil, water districts struggle in budget crisis

By LAUREN LEONE–CROSS lleonecross@shawmedia.com NEW LENOX – Leaders of a key agriculture program that promotes soil and water conservation sounded the alarm Wednesday, saying its mission will continue to erode if a state budget deal isn’t reached soon.

“What the public needs to know is that we are one of the very few remaining entities protecting soil and water quality in the state of Illinois,” said Kim Mitchell, district manager for the Will-South Cook Soil and Water Conservation District, one of 97 districts with offices statewide.

After a drop in state-funded health insurance Sept. 30, districts across the state already are covering the costs of premiums for soil and water conservation workers, while some employees have left for other jobs.

The lack of a state budget sparked fears of consolidation and workforce reduction during a meeting Wednesday at the Will-South Cook district office in New Lenox.

Representatives from 18 districts, including Grundy County’s Brooke Baker, attended.

District representatives mulled alternative funding sources at the meeting, while others urged a “call for action” to lawmakers and local farm

bureaus.

Megan Andrews, a conservationist with Kane County’s Soil and Water Conservation District, said key leaders from the Association of Illinois Soil and Water Conservation Districts (AISWCD) advised district staff this week that the governor’s office has indicated a need for districts to consolidate. Andrews said she was told districts must craft a consolidation plan by year’s end or “we are not in the budget.”

“To be candid, we’re not getting any communication from our association, so we’re trying to thread everything together. There’s confusion,” Andrews said.

Lee Bunting, with Livingston County’s district, said he recently reached out to the Illinois Farm Bureau to see whether the organization would support a new tax to fund SWCDs. “And we found out we did not have the support that we thought we had,” Bunting said. “That’s basically it in a nutshell.”

He said the bureau has directed AISWCD to look at ways to consolidate districts.

Gov. Bruce Rauner spokeswoman Catherine Kelly on Wednesday would not confirm any recent conversations between district leaders and

Rauner’s office about consolidation. But she did say Rauner is supportive of consolidation.

“This consolidation will allow them to continue providing services to citizens while driving a better value for the taxpayers,” Kelly said in an email.

Newark High School teacher Bill Blidy and NHS student Tyler Kaufman spent hours using their skills to help produce the brochure, which contains information about Kendall County and the Kendall County Sheriff’s Office, along with several photographs regarding the office.

In addition to being used for

recruiting new employees, the brochure will be handed out at community events to provide information about the Kendall County Sheriff’s Office.

Blidy, who has been teaching for 17 years, is in charge of the visual arts program at Newark High School.

Kaufman is a senior and plans to join the U.S. Army upon graduation.

Kendall County Sheriff Dwight A. Baird presented a certificate of recognition to Blidy and Kaufman for their outstanding community service in assisting with the creation of the brochure.

One of last Tuskegee Airmen instructors dies

By JEFF MARTIN The Associated Press ATLANTA – Milton Pitts Crenchaw, a flight instructor who trained the Tuskegee Airmen – the first African-Americans to fly combat airplanes in World War II – has died in Georgia.

He was 96.

Crenchaw died Tuesday at Piedmont Henry Hospital near Atlanta after battling cardiovascular disease and pneumonia, said his daughter, Dolores Singleton.

A native of Little Rock, Arkansas, Crenchaw was among the last surviving instructors of the Tuskegee Airmen, Singleton said.

He was among the original flight instructors in the program that President Franklin Delano Roosevelt wanted to train black pilots for war, she added.

“He began that whole flying experiment – I really think that’s what it was because they didn’t think it was going to work,” Singleton said Wednesday. “For a black man to be able to fly, that’s just like an astronaut now,” she said.

In an era when black military personnel were fighting segregation and being arrested at installations like Freeman Army Airfield in Indiana, the Tuskegee Airmen were integrating the U.S. war effort at the front lines.

“At the same time that black officers were incarcer-

ated for resisting segregation at Freeman Field, for example, other black officers were earning Distinguished Flying Crosses and aerial victory credits by shooting down enemy airplanes in combat over Europe, while still other black cadets were learning to fly military airplanes,” Daniel Haulman of the Air Force Historical Research Agency wrote in a 2015 chronology of the Tuskegee Airmen.

Crenchaw, who became a pilot while studying at the Tuskegee Institute in eastern

Alabama, trained hundreds of pilots there in the 1940s, according to a biography by the Butler Center for Arkansas Studies.

“Crenchaw became a primary civilian flight instructor and eventually one of the two original supervising squadron commanders under Chief Pilot Charles A. Anderson,” the biography states. “He and Charles Foxx were the first instructors for the first group of student pilot trainees between 1941 and 1946.”

Later, Crenchaw helped establish an aviation program at Philander Smith College in Little Rock, according to the center’s biography.

When the Hollywood film “Red Tails” was released in 2012, bringing the Tuskegee Airmen’s story to a new generation, Crenchaw introduced the film to an audience at a Little Rock theater, Singleton said.

He gave the moviegoers a first-person account of the history they were about to see on the big screen.

Though he received many accolades for his service to the nation and his contributions to aviation, Singleton said her father was always humble.

“He loved people and he loved the United States of America,” Singleton said.

Bert Olmstead, Hall of Fame hockey player, dies at age 89

By THE ASSOCIATED PRESS Bert Olmstead, the Hall of Fame left winger who played on five Stanley Cup championships teams during his 14year NHL career, has died.

He was 89.

The NHL and the Montreal Canadiens said Wednesday that Olmstead died Monday. Olmstead had 181 goals and 421 assists in 848 regular-season games for Chicago, Montreal and Toronto from 1948 to 1962. He had 16 goals and 43 assists in 115 playoff games, winning titles with the Canadiens in 1953, 1956, 1957 and 1958 and the Maple Leafs in 1962.

“The National Hockey League family mourns the passing of Bert Olmstead – a fierce competitor and a fivetime champion who played in the Stanley Cup Final 11 times in his 14-season career with Chicago, Montreal and Toronto,” Commissioner Gary Bettman said in a statement. “Bert’s passion for the game earned unwavering respect from his teammates.”

Inducted into the Hockey Hall of Fame in 1985, Olmstead played on Montreal’s top line with Maurice Richard and Elmer Lach and later Jean Beliveau and Bernie Geoffrion.

Marines help Morris Cub Scouts SUBMITTED REPORT MORRIS – Local Marines Staff Sgt. Smith and Staff Sgt. Estrada joined Cub Scout Pack 480 at the weekly meeting Nov. 13 to teach the Cub Scouts proper care and respect for the U.S. flag.

By ROB OESTERLE roesterle@shawmedia.com MINOOKA – When the winter sports season rolls around, most talk at Minooka Community High School centers on the wrestling team. And for good reason, as the Indians have become one of the most consistent programs in the state in the past decade.

But this year might be different.

The Indians still will be a force on the wrestling mat, but it’s the boys basketball team that might be the talk of the town.

That’s because Minooka coach Scott Tanaka returns six different players who started at one point or another last year on a team that went 1516 and advanced to a Class 4A regional championship game.

That game yielded a victory over Joliet West before Minooka fell to Neuqua Valley in the title game. Along with making the regional title game, a highlight for Minooka last season was traveling to Galesburg in mid-season and defeating the previously unbeaten Silver Streaks on their own floor, a game that served notice that Minooka was a team that could play with anybody.

Heading up the list of returning starters is senior forward Joe Butler, who averaged 18 points a game last year and is a two-time all-Southwest Prairie Conference selection.

Butler, who has committed to play baseball for Illinois State next year, is a scoring machine who plays much bigger than his listed height of 6-foot-3.

Returning along with him are seniors Larry Roberts, Nick Clemmons and Blake Parzych, junior Jonathan Butler and sophomore Keegan Graebner.

While Joe Butler will garner much of the oppositions’ attention, he is far from being a one-man show. Roberts averaged 12 points a game last year and was honorable mention all-SPC, while Jonathan Butler ran the point in the Indians’ potent offense. Parzych, a 6-foot4-inch physical force who starred as a defensive lineman for the football team, provides muscle and surprising agility

The Lady Coalers (0-1) fell behind, 14-2, at the end of the first quarter and could not catch up, as North took a 2812 lead into halftime and led, 50-19, after three quarters.

Feelings hurt in high school linger long after graduation Dear Abby: I loved the letter from “Ready For The Reunion” (July 31), who wondered why some people in her high school graduating class didn’t respond to the notice of the reunion. Some of us would like to completely forget high school and everything associated with it.

I missed my 10th, 20th, 30th and 40th year reunions. I did consider going to the last one, but then I started reading my former classmates’ posts on the reunion website. It seems everyone is retired, wealthy, has numerous grandchildren, at least one retirement home in an exotic locale and spends their time relaxing and jetting around (or so they say). I’m still working, not wealthy, not

High school was a miserable experience for us, and we couldn’t wait to graduate and go off to college. Why would we want to socialize with them now? declaring its intention and determination to issue bonds in the aggregate amount of $1,975,000 for the purpose of increasing the Working Cash Fund of the District, and it is the intention of the Board to avail of the provisions of Article 20 of the School Code of the State of Illinois, and all laws amendatory thereof and supplementary thereto, and to issue said bonds for the purpose of increasing said Working Cash Fund. A petition may be filed with the Secretary of the Board (the “Secretary”) within thirty (30) days after the date of publication of this notice, signed by not less than 693 voters of the District, said number of voters being equal to ten percent (10%) of the registered voters of the District, requesting that the proposition to issue said bonds as authorized by the provisions of said Article 20 be submitted to the voters of the District.
