By LAUREN LEONE–CROSS lleonecross@shawmedia.com MORRIS – The Grundy County Health Department has secured a federal grant to support a new program aimed at curbing youth substance abuse and mental health issues by training adults to detect and respond to depression’s early warning signs.

The three-year, $340,000 Project AWARE grant is made available through the Substance Abuse and Mental Health Services Administration.

The goal of the project’s “Now is the Time” initiative is to build and expand the capacity of state and local agencies to increase awareness of mental health and substance abuse issues among school-age youth, according to a department news release.

Over the life of the grant, about 400 teachers, school support staff members, counselors, faith-based leaders, coaches, school administrators and others will be trained to provide mental health first aid with the hope of positively affecting the lives of 8,000 Grundy County youth ages 12 to 18, said Martha Jarmuz, project coordinator for the department.

“Unfortunately, things we may attribute to regular teenage moodiness, maybe a stu-

dent becomes disinterested in activities ... in reality may be symptoms of depression,” Jarmuz said. “Our goal is to reach out to that student.”

The funding will help combat the county’s comparably higher rates of bullying, alcohol use and marijuana use among teenagers. Jarmuz said she used data from the 2014 Illinois Youth Survey to showcase in the grant application the area’s need for awareness of substance abuse and mental health.

About 33 percent of 10th graders and 46 percent of 12th graders reported drinking in the past month, according to the 2014 data. Marijuana use in the last 30 days was reported among 16 percent of 10th graders and 24 percent of 12th graders, while 50 percent of eighth graders and nearly 40 percent of 10th graders reported being bullied at least once in the past year, according to data.

Increased knowledge, combined with community resources and referral sources, will result in Grundy youth being directed to needed services at earlier ages, thereby reducing more serious behavioral health issues later in life, according to the release.

The goal is to have the first set of training classes completed by the end of the 2015, Jarmuz said.

• Dion J. Banks, 23, was arrested by Illinois State Police on Monday on charges of aggravated battery and possession of a controlled substance. He was booked into the Grundy County Jail.

• Michael W. Kirchner, 39, of Essex, was arrested by Minooka police Monday on charges of driving under the influence of drugs and possession of a hypodermic syringe or needle.

He was booked into the Grundy County Jail and given a Nov. 9 court date.

• Abiel A. Razo, 29, of Plainfield, was arrested by Grundy County deputies Saturday on charges of possession more than 2.5 grams but not more than 10 grams of marijuana and possession of a controlled substance. He was booked into the Grundy County Jail.

• Nicholas A. Ventsias, 26, of Minooka, was arrested by Grundy County deputies Saturday on a charge of possession of drug

MAZON – Volunteer firefighters are a special breed, according to two families from Mazon who have served for generations.

The Clavey family just had a fifth-generation firefighter join as a cadet. The Sereno family currently boasts a third-generation firefighter.

“It’s hard to explain,” said Ron Clavey, a second-generation firefighter. “You either have it or you don’t. If you have it, when the tone goes out, you go.”

The stories of these two families are similar. The second, third, fourth and fifth generations all talk about watching their parents run out the door when the siren went off. They talk about their parents and grandparents rushing out of family or school functions to respond to a call.

What may be surprising to some is they don’t care that Dad left during a birthday party or Mom ran out of a band performance. When they watched them leave, their children knew they were going to save a person or property.

“When Mom left my last concert at MVK when I was an eighth-grader, I thought it was amazing she left,” said fifth-generation cadet Hannah Chesko, 15, who is Ron’s granddaughter. “I then thought, ‘Wow, she’s helping someone.’ ” Third-generation firefighter Melissa Sereno Pumphrey said growing up with a firefighter parent and grandparent, she knew that was what she wanted to do. She sat up at night listening to the scanner when they left to respond to a scene.

Thomas Sereno Jr., a second-generation firefighter, said he still can remember going to the Grundy County race track, which used to be in Mazon, in a fire truck.

Council approves water treatment center plans

By MIKE MALLORY mmallory@shawmedia.com MORRIS – The Morris City Council unanimously approved design plans Monday night for improvements to the city’s east side sewage treatment plant.

The Morris Water and Sewer Committee considered four options, and ultimately decided between two.

The option city council chose, based on a recommendation by the committee, is estimated at $2.9 million.

The other option, considered more technical and modern, Mayor Richard Kopczick said, was considered because there might have been less of a concrete cost.

But when the financial estimates came back from City Engineer Larry Good, the cost was estimated at $3.8 million and more annual costs.

“The option chosen tonight will still get the job done just as well,” Kopczick said.

Alderman Randy Larson cautioned council that it would be a huge blow if the city began designing and

building the improvements and if Costco were to back out.

“It’s a significant thing,” Larson said. “I’d like to see them break ground.”

Kopczick said bids for the

project won’t be entertained until March or April of 2016 and Costco has signed a check for $50,000 to get the project started. In the meantime, Larson said Costco should be paying the $150,000 engineering

fee, not the city.

Alderman Duane Wolfe said Costco will be writing a $1 million check when the building permit is approved.

Morris City Attorney Scott Belt suggested that if the $50,000 is burned through faster than expected, the city can always go to Costco and tell it where it is at financially. City Engineer Guy Christensen said he’ll keep track of spending on the project and notify the city when it’s about to reach $50,000.

Kopczick pointed out that Costco’s one meat processing plant in California is at full capacity, operating 24 hours a day and seven days a week.

“I don’t want to build something to where we’re going to make revisions,” Larson said.

Kopczick said that’s what the city took into consideration.

The plan the city chose will be to handle a larger quantity of waste than Costco alone.

Kopczick said the plant will be able to handle waste from an additional 1,500-2,000 homes on top of Costco’s full build-out maximum of 400,000 gallons a day.

6 Dobbs sworn in as Grundy

County public defender

MORRIS – After 22 years of hanging around the office, Gary Dobbs made it legal on Monday. The longtime assistant was sworn in as the Grundy County public defender.

Dobbs replaces J.D. Flood, who retired last week after serving as public defender since 1985.

Dobbs, who lives near Mazon, grew up in Oak Park and received his law degree from DePaul University.

“I went on to law school so I could delay having to start paying back my tuition costs for three more years,” Dobbs joked Monday afternoon from the private practice he’s now closing.

Dobbs began practicing law in Chicago, but was invited by the late Judge Robert Adcock to practice civil and criminal litigation in Grundy County.

In 1993, he became the first assistant public defender.

“I think being able to provide services for everyone is

[vitally important],” Dobbs said. “I still enjoy getting in the courtroom and doing a trial.”

Dobbs estimates he’s had more than 150 jury trials during his career. There are about 270 felony cases on file in Grundy County, many of which will use the public defender and three part-time attorneys. Dobbs said he will hire another assistant to replace his part-time position.

“Previously, Flood took the even-numbered cases and I got the odds, but as the full-time public defender, I’m going to take the lion’s share of the cases,” Dobbs said.

He also expects many cases will “keep moving” with negotiations between the public defender’s and state’s attorney’s offices.

“We’ll continue to look at cases together to see what they have and what we have and try to find a fair resolution,” Dobbs said. “But if it has to be tried, it has to be tried. We’ll give them the best representation we can.”

Correctional center to be firefighter facility DWIGHT – More than two years after Illinois shuttered the Dwight Correctional Center, the now vacant, former all-female prison is slated for new use. Dwight Fire Chief Paul Johnson said the local fire district has entered into a five-year intergovernmental agreement with the state to use portions of the closed facility to conduct hands-on firefighting training.

The prison will remain under control of the Illinois Department of Central Management Services, but Johnson said the district is partnering with the Romeoville Fire Academy to create a south campus in Livingston County.

The Illinois Department of Corrections transferred control of the shuttered state prison to CMS – the state agency responsible for handling state property transactions – last year. This being the first fireand-rescue training facility for the area is “huge,” Johnson said, with firefighters from Dwight and other agencies in Grundy and Livingston counties otherwise having to travel to the academy in Romeoville or the University of Illinois at Urbana-Champaign for handson training.

Unlike other academies statewide, which offer weekday and morning classes, the majority of courses in Dwight will be tailored for volunteer firefighters’ schedules, and

will be available during nights and weekends, Johnson said.

Under the agreement, which still is being finalized with the Romeoville Fire Academy, the plan involves using three inmate cottages, the infirmary building and some of the adjacent land to the west. Firefighters would get hands-on training on fire suppression, hazardous materials response and technical rescue operations. Johnson said the state is allowing the fire district to use sections of the facility for free. He said he thinks the local district may spend, at most, “a couple thousand dollars” each year to build the necessary props.

Depending on course type, tuition revenue would be split between the Romeoville Fire Academy and the Dwight Fire Protection District, he said. Dwight firefighters will receive tuition waivers. The Romeoville Fire Academy will provide a fire engine and other training equipment. Classes will begin in early 2016, Johnson said, but the local fire district will likely use the facility for internal training exercises within the next couple months.

Courses offered at the south campus will meet all the requirements of the Illinois State Fire Marshall and the National Fire Protection Association.

The Illinois State Police and the U.S. Army and National Guard may use the facility in the future as well, according to a Dwight Fire Protection District news release.

His mother, Jan Clavey, just like his father, Ron, was a firefighter. She said that first fire Robbie went to was a training fire and she was carrying ladders and saws. She didn’t know she was pregnant until about two weeks later.

The Mazon Fire Protection District is a family affair, according to both families. Even those who aren’t related are thought of as family.

“Everyone on the department knew every piece on the truck, you didn’t have to worry about them not knowing what to do, everyone took care of each other,” Thomas Sereno Sr. said.

According to them, it’s important for a small, all-volunteer fire district to be a family.

There are only 14 members,

and they count on one another to respond and to have each other’s back both on the scene and while training.

Thomas Sr. was the first of the two families to join.

He joined in 1960 because he thought it was a good thing to do.

He left the department in 1986 and joined the fire district board, when the change from a fire department to a fire district occurred.

Ron followed in his uncle’s footsteps, and Jan has served the district for 31 years.

“They needed help, and I felt that a woman could do things just as well as a man,” she said. “There was one other woman on the department.”

Today, the Clavey family has, in addition to Jan, Kris Clavey Webster, Robbie, Sarah Clavey and Hannah serving.

The Serenos have Thomas Jr. and Melissa serving. Thomas Jr also saw two brothers serve, John and Scott Sereno.

He was a member of EAA Chapter 95 and the Warbirds of America Squadron 4. Frank enjoyed going to air museums and air shows where often he received cherished plane rides from friends. He and Charlene attended many Flying Tiger reunions all over the country.

Time spent with his family, especially his grandchildren and great-grandchildren was what he treasured most.

Frank’s favorite hobby was building and displaying model airplanes. He also collected many aircraft books.

Yard work and visiting with special neighbors was also a great pastime.

The last two years of his life were spent peacefully under the most excellent, respectful and loving care by the staff at the Illinois Veterans’ Home - LaSalle. Coal City brings home a state title

By ROB OESTERLE roesterle@shawmedia.com COAL CITY – The Coal City Middle School baseball team entered this weekend’s play at the IESA Class 3A state tournament in East Peoria with a 24-1 record.

Over the course of three games in the weekend, the Warriors proved that record was no fluke and left no doubt as to which team was the best – they outscored their opponents 37-3 in three games, including 25-0 in the semifinal and title games.

It’s the third straight trophy for Coal City, as the Warriors won the 3A title in 2013 and finished third last season.

It was the fifth state title in school history, as the Warriors also won in 1964, 1996 and 1997.

Coach Jerry McDowell won his fourth title in his ninth state appearance.

The 2011 team also went, making this year the fourth state trip in the past five years.

The 27 wins the Warriors picked up set a new school record, breaking the old mark of 26 set by the state title teams of 1996 and 1997. And, as do most championship teams, they were playing their best at the end of the year.

“We had more time for practices once the state series started,” McDowell said.

“There’s more time in between games in the regionals, sectionals and state. We just kept getting better and better.

“We knew going into the season that we would be pretty good, but as time went on, things just clicked. It was hard to believe at the state tournament, but we were playing better in those three games than we did all year.”

That was hard to do, as the Warriors had already had a great season. The pitching staff and defense combined to shut out 16 opponents. In the playoffs, including the regionals and sectionals, Coal City did not allow an earned run in any of its six games.

“Everyone did their jobs,” McDowell said. “The defense played great and offensively, we did some nice things. We had four guys coming back from the year before, and they were the top four in our order.

But the guys 5 through 9 did a great job of putting the ball in play, getting down bunts and turning the order over to the top.”

With so many wins, and many of them by a large margin, everyone on the team contributed.

“One of the neat things about this year is that we had 18 guys on the roster, and all 18 got to play in every game at the state tournament,” McDowell said. “That was great as a coach to be able to have that. You always have the nine that start, but the other guys are busting their butts in practice every day, too. It was great for them to not only get to go to state, but to be able to be on the

After experiencing a devastating tornado during the summer, the joy of having a state championship team was just what the town of Coal City needed.

“We had a real nice crowd down at state,” McDowell said.

“We had a fan bus with about 200 kids come down for the Friday game. We had a few kids on the team that have been displaced because of the tornado and a few more with damage to

their homes and one more that just got back into his home that was destroyed in the Diamond tornado [in 2013].

“We put the words ‘Coal

City Strong’ on the back of our jerseys this year and it was nice to be able to up the spirits of people.”

The season also saw a couple of major individual accomplishments. Jack Bunton did not strike out in 75 at-bats this season, and pitcher Payton Hutchings did not allow a run in 54 innings.

Going back to last season, he has a 70-inning scoreless streak. Hutchings went 8-0 with a 0.00 ERA. In 54 innings, he allowed only 25 hits and 14 walks while striking out 92.

“I have never had a player go an entire season without striking out,” McDowell said.

“You have to figure sometime there will be a bad called third strike, or that he would just swing and miss once. To go a whole season without that is incredible.

“And Payton Hutchings was just outstanding. He has good stuff and good command and more poise than you would expect from an eighth-grader.”

By CURT HERRON cherron@shawmedia.com MINOOKA – While things did not start out all that well for the boys soccer teams from Minooka and Providence Catholic this season, the two squads have definitely improved their play as the year as progressed, giving both hopes as they near the postseason.

The Indians started out 3-7 but have now won four straight and six of their past seven matches after capturing a 3-0 nonconference win over Providence on Monday.

Meanwhile, the Celtics have bounced back from a 1-5-1 beginning by splitting their past eight matches. In Monday’s match, Minooka scored a goal in the opening half and then added two more scores before the second half’s midpoint while Providence finally got on the scoreboard during the closing minutes.

“As you move toward the playoffs, you want to play solid teams and hopefully get bet-

ter,” Indians coach Chris Brolley said. “We’re starting to do the things that I knew that we could do at the beginning of the season, but it just takes time with a bunch of guys who hadn’t played together.

“We have three regular-season games left before going into the regional and hopefully we’ll keep picking up steam and see where that gets us.

We’re dong things that we can do and we’re holding teams to fewer goals than us, and that’s really the big thing.”

She has only one bedroom, and I’m concerned because he still sleeps with her in the same bed.

Only those contractors represented at that meeting will be allowed to bid on this project.

Proposals from contractors that do not attend will no be read or accepted.

QUALIFICATION: Each bidder must satisfactorily complete the qualification process described in Section 01000 - General Requirements of the Project Manual, by providing the required Qualification Documents. The Qualification Documents will be reviewed by the Owner and Architect to determine the lowest responsible bidder.

Plans, specifications and proposal forms will be available at the Coal City Fire Protection District, Station #1, 35 South DeWitt Place, Coal City, IL 60416, on Friday, October 9, 2015 from 8 am until 5 pm. A non-refundable deposit of $100.00 will be required.
