By BILL DALEY Chicago Tribune CHICAGO – A Cuban sandwich is the stuff of which food memories are made. I still remember my first – enjoyed nearly 30 years ago at a small restaurant on Key Biscayne off the Miami coast. It was savory, it was crusty, it was delicious and it hit the spot.

What is a Cuban sandwich?

Think of it like a golden, crispy submarine sandwich but without the lettuce, tomato or other trimmings. Most recipes call for sliced ham, roast pork with a citrusy marinade (called mojo) and Swiss cheese layered in a loaf of Cuban bread, then garnished with pickles and mustard. The sandwich is heated in a sandwich press until warm and crusty, then sliced diagonally. Anything beyond that and you risk the ire of traditionalists who have a firm view of what makes a sandwich Cubano – and what does not.

Why remove voting rules for one election?

SPRINGFIELD – I dropped by my local courthouse Monday and voted early.

Before stepping into the county clerk’s office, armed sheriff’s deputies had me empty my pockets and step through a metal detector.

After I entered the Sangamon County Clerk’s office, a cheerful worker told me I didn’t need any identification to vote early this year.

Hmmm, they don’t trust the public to enter a public building unarmed, but when it comes to voting they’ll take anyone’s word at face value.

This year – and for this election only – the Illinois General Assembly has suspended safeguards the state has in place to prevent voter fraud.

For example, now you can register to vote at the same time you vote. An ID is required for registration though.

But a photo ID, such as a driver’s license, is no longer required to vote early.

So as I was standing at the clerk’s desk waiting for a ballot I couldn’t help but wonder: How do they know I’m Scott Reeder? Anyone could walk off the street, claim to be me and cast a vote on my behalf.

According to the U.S. Bureau of Justice Statistics, 16.6 million Americans experienced identity theft in 2012.

Usually identity thieves are creeps trying to steal money.

But is it too big a stretch to think someone might try to steal an election? No, it’s not a stretch, says Hans A. von Spakovsky, a senior legal fellow for the Heritage Foundation and a national expert in election law.

“Illinois has a long and notorious history of voter fraud and these changes they are making make absolutely no sense given that history,” he said.

During the waning hours of the 2014 legislative session, Democratic lawmakers pushed through changes in voting procedures – for this election only.

Von Spakovsky said in the decades he’s studied elections nationally, he’s never encountered a state that changed the law for one election only.

“There is only one reason they would do that – they think it will benefit their candidates. This isn’t about trying to make the election fairer. It’s about trying to help one side over another. You can’t get a marriage license without an ID. You can’t get welfare benefits without an ID. But hey you can vote.”

Von Spakovsky noted in the 1982 Illinois gubernatorial race between James R. Thompson and Adlai Stevenson III, Thompson’s margin of victory was about 5,000 votes. The U.S. Attorney for Northern Illinois at the time investigated the election and estimated 100,000 votes were fraudulently cast, he said.

That’s hardly ancient history. Voters deserve to have confidence in elections.

Without that, the legitimacy of those who govern evaporates.

And we deserve to have faith that those who govern were actually elected.

LETTERS TO THE EDITOR TIME TO CHANGE HIGH SCHOOL MASCOT To the Editor: In case you haven’t notice, Morris has been a subject on sports talk radio lately, and not in a good way. It happened as a result of an article in the Chicago Tribune two weeks ago regarding Morris High School’s nickname.

There are a few quotes cited from a couple of townspeople. One of them states, “The Redskins have been forever.

It’s a pride thing.” Another one says, “We’re proud of our Redskins here.”

Here’s the problem. In the same article, Suzan Shown Harjo, a Cheyenne and Muscogee activist says, “...that’s the worst thing we can be called in the English language.”

Having that knowledge, now take the two above townspeople quotes, and instead of the nickname, substitute the N-word. That’s the equivalent of what we’re saying.

It’s time for Morris and its

high school to stop pretending that the name somehow has to do with our heritage as a town, and do away with the name that disparages those whose heritage it really is.

STRONG GROWTH IN REGION’S ECONOMY To the Editor: The Economic Alliance of Kankakee County recently highlighted an article from Forbes magazine citing the upward trajectory of our area.

In this report, Forbes ranked Kankakee County one of the Best Small Places for Business and Careers. Over the past 24 months, companies have been expanding and providing an increasing number of quality jobs in Kankakee County, according to the study cited by Forbes.

I believe in our region, and I know we are on a strong path to revitalization.

I know we have the resources to attract quality individuals

and businesses. We must all continue to work together to improve the community we love. As state representative, I am proud to say our community is becoming stronger and we are growing our economy to become one of the best areas in the state for businesses to thrive.

I ran for office less than two years ago because I was frustrated with the status quo.

Many people are still pessimistic about issues our state faces, and while I understand the frustration, this report shows Kankakee County is on a positive track. I know we still have more work to do.

I will fight against higher taxes, work to assure the state has a balanced budget, and improve funding to our schools to provide a quality education for our children. As your state representative, I will continue to fight to improve our communities every day.

By ROB OESTERLE roesterle@shawmedia.com MORRIS – There are no easy matches in the Northern Illinois Big 12 East volleyball schedule. Just ask Morris coach Jackie Litwiller after the Redskins dropped a 25-23, 25-19 decision to conference leader Yorkville, which is unbeaten in league play.

“Yorkville is a very good team,” she said. “They are undefeated in the conference for a reason. We wanted to come out here and play them tougher than we did against them at their place (a 25-13, 25-17 loss Sept. 25). I think we did that, but we still didn’t capitalize on their mistakes the way I would have liked us to. They gave us some chances, but it seemed like when they would commit a service error, then we would turn right around and commit one, too, instead of taking advantage.

“We just have to keep working here. We have DeKalb at home on Thursday and then start regionals on Monday.”

The Redskins (17-13, 1-6) jumped out on top of Yorkville early in the first set, taking a 4-0 lead. They kept the advantage for more than the first half of the set, until the Foxes went on a five-point run to take an 18-15 lead. Morris battled back to tie it at 21, but Yorkville quickly went ahead, 24-21. Morris, however, refused to surrender, bringing it to 24-23 before Yorkville’s Erica Cyko ended it with a kill.

Kaylin Korte led Morris in the match with 10 kills, while Janelle Brehm had six kills, eight service points, 12 digs and 1∏ blocks. Emma Thomas had three kills and three blocks, while Ashley Hood had seven assists, Taya Torkelson eight and Addison Polite five.

The second set also started with a quick 4-0 Morris lead, but Yorkville took over a bit sooner this time. The Foxes erased an 8-7 deficit and turned it into an 11-8 lead and never looked back.

Morris tied it at 11, but never could pull back to even after

that. The Redskins closed it to within 21-19, but Yorkville reeled off the final four points of the match to end it.

“I thought Janelle Brehm really stepped it up tonight,” Litwiller said. “So did Emma Thomas. We’ve really been working on our blocking and this was as good a blocking game as we have had in a while. We hope that the work we are putting down will pay off here down the stretch.

“Even though we lost, there are some good things we can take out of this match and keep moving forward. We do need to work on our defense, especially picking up the tips, which Yorkville did a lot of tonight.”

Morris begins play at 6:30 p.m. Monday in the Class 3A Coal City Regional, taking on Kankakee. If it wins that match, they will take on Manteno at 6:30 Tuesday.

“The regional being in Coal City could be good for us,” Litwiller said. “It’s not a long drive, and it’s a gym we have played in before.”

Dibble continued. “They’re also really strong and they move well. They’re all athletic guys. ... I’d take them over anybody in the state.”

Of course, Dibble is no slouch, himself. After seeing ACL injuries cost him a large portion of his sophomore year and all of his junior season, Dibble has bounced back in a big way.

The 5-10, 185-pound tailback combines home run speed with incredible balance and surprising power to run through and around opposing defenses.

Through eight games, Dibble is

just shy of 1,500 yards rushing on the season (unofficially at 1,479).

He’s been able to earn those yards in a lot of different ways, as well.

In grinding victories against teams like Streator, Plano and Reed-Custer earlier in the season, Dibble earned hard-fought yardage between the tackles.

Friday against Lisle, he racked it up in enormous chunks, scoring on plays of 89, 51, 59 and 63 yards on the night.

“You couldn’t be happier and prouder for a young man,” Coal City head coach Lenny

Onsen said of his star tailback Friday night, alluding to how hard Dibble’s worked to get back onto the field. “It was a nice effort and when you have the ability to break those big plays at any given time, it really gives us a chance.”

And, whether they’re gaining yardage in bunches or by grinding it out, it’s encouraging to the man in charge that the Coalers have been able to consistently lean on that run game.

“Our running game has been pretty solid,” Onsen said. “Our lineman have kept

getting better and better and the thing I like is that later on when we go into the playoffs and the weather becomes a factor, we don’t have to go into panic mode because we know that we can run the ball a little bit.”

At this stage of the year, running the football effectively has become a part of Coal City’s identity. It’s a part of their proverbial DNA as a football team.

LISLE – On your way into the stadium at Benedectine University for Friday night’s Lisle vs. Coal City matchup, a quick glance at the roster began to paint an interesting picture. The Lions only listed one player heavier than 200 lbs., going up against a beefy Coal City offensive line that has three players listed at taller than 6-foot-4 and heavier than 280 lbs.

And, as imagined, what looked like a massive mismatch on paper came to fruition as the Coalers racked up 453 yards rushing on their way to a 42-7 win that clinched a playoff spot. It was exactly what Coal City needed after a disheartening Week 7 loss in Manteno.

“They’re just a great offensive line,” Coal City running back Jack Dibble said after an incredible 358-yard, four-touchdown performance. “They’re awesome. They all work their butts off and they’re just a great group of guys to run behind.”

Anchored by center Matt Long, a 6-5, 305-pounder who is getting serious looks from several FCS schools this fall, the Coal City offensive line is one of the biggest in the state, regardless of class. But Long, L.J. Lightner, Andrew Mathena, Marco Allegria, Kurtis Smith and all the other Coaler offensive lineman aren’t just space-devouring giants, either.

That is true -- unless one inherits so much money that one does not need to work.

Imagine that you are on defense at the bridge table. Declarer leads a card from the dummy, and you are next to play with a useful holding in that suit. Obviously there will be occasions when you must play low smoothly and others when you can afford to pause to work out the best defense. But knowing which way to turn is often difficult.

In today’s deal, South pushes into six hearts. West leads the club 10. South takes the trick with his ace, plays a spade to dummy’s ace (West follows suit with the eight), and calls for the heart nine. Should East play low smoothly or win with his ace? (Putting in the queen cannot be correct.)

“Second hand low” is right much more often than not. But here, if East does immediately follow suit with his heart five, South will probably also play low, the percentage play for only one heart loser. Then he will lose only one trump trick and make his slam.

East should notice that declarer cannot get back to the dummy to play hearts again. East has the spade king and diamond queen, and if South can play three rounds of clubs, East can overruff the dummy on the third round. So taking the first heart trick guarantees defeating the contract.

Over time, my phone has been “pinging” with messages from him. He has sent his life story, photos and address.

He even gave me his Social Security number and told me to run a check on him to see for myself that he’s legitimate. We have been talking for eight months and are making plans to meet. He lives in another state, but he has a sister in mine.

Should I meet him in his hometown or let him come to me? I don’t believe this is a game-playing situation. I am 55 years young; he’s 64.

We converse on FaceTime daily and at night we have Bible studies together via the Internet. He makes me happy. What is your opinion, and what should I do?

The sacrifices parents make are supposed to be done out of love, not to indenture their children.

If there is still time for them to sock away some savings for when they will no longer be working, I suggest they start now.

National Teen Driver Safety Week reflects lower teen driving deaths MORRIS DAILY HERALD NAPERVILLE – Secretary of State Jesse White kicked off National Teen Driver Safety Week by announcing teen driving deaths are down by nearly 55 percent in Illinois.

White presented the 2014 Teen Driver Safety Award to Naperville’s Neuqua Valley High School for its outstanding driver education program, according to a news release from White’s office.

Illinois’ nationally heralded Graduated Driver Licensing (GDL) program was cited as a key contributing factor to the decline in fatalities. According to the Illinois Department of Transportation, there were 155 teen driving deaths in 2007. Since White’s efforts to

overhaul the GDL law took effect in 2008, teen driving fatalities have decreased by about 55 percent – with 71 teen driving deaths in 2013.

“I am pleased this law is working as we intended,” White said in the release.

“The goal all along was to save lives. When I first convened the Teen Driver Safety Task Force, we knew we faced a difficult task. We knew automobile crashes were the leading cause of death for teens. We worked hard to strengthen our GDL program and make it one of the nation’s best. While too many teens are still dying on our roads, we can take some solace that far fewer teens have died in crashes since we greatly strengthened our GDL program.”

Illinois’ GDL program better prepares novice, teen drivers by giving them more time to obtain valuable driving experience while under the watchful eye of a parent or guardian, limiting in-car distractions, and requiring teens to earn their way from one stage to the next by avoiding traffic convictions. White emphasized the important roles parents, high schools and driver education instructors play in preparing safe and responsible teen drivers. State and national traffic safety organizations have praised Illinois’ stronger GDL program as one of the best in the nation.

“Neuqua Valley High School’s driver education program is one that should be emulated by other schools around

the state,” White said. “They are using technology as an ally in an effort to empower both teens and parents by making their driver education classrooms virtually paperless. All class assignments are posted online, and may be accessed by teens and parents. In addition, they have developed and posted online a behind-the-wheel video containing tips for parents to utilize for practice driving exercises.”

“It is an honor to receive this prestigious award from Secretary of State Jesse White,” Robert McBride, principal of Neuqua Valley High School said.

hlitchfield@shawmedia.com MORRIS – Haleigh Zorn, a senior at Morris Community High School, can’t imagine what being sent to a Nazi labor camp at her age would be like, but that is the story she is telling on stage this week as she portrays young Sala Garncarz.

Garncarz spent five years in Nazi forced labor camps, and her story will be told by Morris High School students in the fall play production of “Letters to Sala.”

“When most people hear concentration camps they think of Anne Frank. Everyone knows the name,” Zorn said. “Playing someone who went through horrible things and made it out without the fame for so many years is more difficult. I can do it for a couple of months on stage, but it’s crazy to think about someone my age living it.”

In October 1940, Garncarz was 16, the daughter of a rabbi and teacher, and the youngest of 11 children in a poor family living in Poland. Garncarz’s sister received an order to attend a labor camp, but Garncarz took her sister’s place.

The family thought she would do six weeks of required labor and return home, but instead, she spent the next five years in labor camps.

Gustafson said this is the Midwest high school premiere of “Letters to Sala,” which will give the audience the first glimpse into the life of Sala Garncarz Kirschner. In addition to the show, Garncarz Kirschner’s actual letters from the labor camps will be on loan to Morris High from the New York Public Library.

The exhibition has been on tour since 2007.

At the Saturday evening and Sunday afternoon performances, attendees can listen to a pre-show discussion from a Holocaust survivor, as well as a question-and-answer period after the performances.

BRACEVILLE – Braceville residents face a referendum from the Braceville Fire Protection District on the November ballot asking them to approve a tax increase for a new firehouse.

Braceville residents will be asked on the ballot whether to allow the district to issue $600,000 in bonds to build and equip a new station. The district has already purchased 2.25 acres on the north side of the village along Division Street, where the fire station would be constructed.

The referendum reads, “Shall the Braceville Fire Protection District, Grundy County, Illinois, build and equip a new fire station, improve the site thereof and issue its bonds in the amount of $600,000 for the purpose of paying the costs thereof?”

Fire Chief Nate Basham said the district’s current facility is Braceville’s community center, which it rents from the village and is not sufficient to hold the equipment they have or for other needed equipment.

The fire protection district has been housed in the village’s center for more than 50 years.

“The rigs are getting bigger,” Basham said. “We’ve been here over 40 years, and in that time, the equipment has gotten much larger.”

The $600,000 bond referendum would increase taxes by $100 for every $100,000 of assessed property value, and would do so for 20 years, according to the district.

If the referendum is passed, the increase would show up on tax bills starting in 2016.

The district, which covers nine square miles, includes farmland, homes and businesses, and the Mazonia State Fish and Wildlife area, which is comprised of multiple lakes.

Area residents charged in a t e R in delivery of heroin

By CHRISTINA CHAPMAN–VAN YPEREN cchapman@shawmedia.com After a year of undercover investigation work, 18 people have been arrested on charges of delivery of heroin.

The Grundy County Sheriff’s Department and the Joliet Metropolitan Area Narcotics Squad jointly arrested the individuals who were mostly from Grundy County, but some were from Will and Livingston counties.

The warrants for unlawful delivery of a controlled substance were issued last week, said Sheriff Kevin Callahan Tuesday afternoon, and all have been executed. Many bonded out. Tuesday afternoon, one of the Grundy individuals remained in the Grundy County Jail.

The arrests were made after authorities spent a year doing undercover work and building their cases against the individuals, Callahan said.

“This happens a lot,” he said.

“It might not be this many people, but we don’t sit on these types of cases.”

The community has heard a lot about the “heroin epidemic” lately, Callahan said. Most recently, a 25-year-old Morris woman was found dead of a heroin overdose.

“The general public hears about this huge problem with heroin, but they don’t see every day in the newspaper arrests for heroin,” he said. “So they think ‘What’s being done about this?’

Well, this is what is being done about it.”

Sheriff Kevin Callahan began his career with the Grundy County Sheriff’s office on July 1st, 1983 and worked as a patrol Deputy for 8 years before being promoted to the rank of Sergeant.

Sheriff Callahan was assigned to the investigation division where he investigated over 500 felonies for the next 12 years, including the most heinous murder case in Grundy County history along with several other homicides. In 1993, he graduated from Northwestern University Police School Staff and Command and has completed over 1500 hours of specialized law enforcement training during his career with the Sheriff’s office. In December of 2004, Sheriff Callahan was appointed Chief Deputy where he oversaw the day to day law enforcement operations of the Sheriff’s office for the next 8 years, until he was appointed sheriff in 2013.

Sheriff Callahan was born and raised in Morris and attended Immaculate Conception Grade School and Morris Community High School graduating with the class of 1978. He went on to earn a Bachelor of Arts Degree in Criminal Justice from St. Xavier University in Chicago, and it was at St. Xavier where Sheriff Callahan met his wife Colleen. They were married in 1985 and have lived in the home they built in Wauponsee township for 24 years. Colleen has taught at Nettle Creek School for 28 years.

“It was an easy decision for me to pursue a career in law enforcement with the Grundy County Sheriff’s Office because I was born and raised in Grundy County. I know firsthand what a great community it is to grow up in and reside. I am proud that Colleen and I have dedicated our careers to serving the people and children of Grundy County.”

Sheriff Callahan serves as the coordinator of the Grundy County Crimestoppers program and has for the past 11 years. Sheriff Callahan is the chairman of the 911 executive board and a member of the ETSB board, the Metropolitan Area Narcotics Squad policy board, the Tri-County Auto Theft Unit board, the Tri-River Police Training Board, Grundy County PADS board, and the Breaking Away board.

Sheriff Callahan worked with the County Board to establish a Merit Commission to ensure that the most qualified candidates are hired for the positions at the Sheriff’s office. In addition, the Grundy County Sheriff’s Explorer program has been established. This program allows young men and women between the ages of 14 and 20 to have the opportunity to experience every aspect of the Sheriff’s Office. Sheriff Callahan has also successfully negotiated two union contracts with MAP Local 372 and Teamsters Local 700. Both contracts were unanimously ratified by the union and the County Board. Sheriff Callahan finished fiscal year 2013 $250,000 under budget and reduced fiscal year 2014’s budget.

For 8 of those years, I held the position of Chief Deputy, and worked to build a professional law enforcement agency that every resident of Grundy County can be proud of. A make-up air unit is ready to be set on top of the pad this week and a new exhaust fan will be set at the west end of the dog cage area.

“I’m surprised it was able to get done because of the rainy weather. Life is good,” said Terry Gibbs, account executive for Precision Control Systems, which is completing the ventilation renovation. “That’s what we were waiting on and now it’s time to put the pedal to the medal. It’s time to make calls to get the unit and gas piping set.”

Renovations for the Grundy

County Animal Control building, 310 E. Dupont Road in Morris, include ventilation repairs, new dog cages and a new truck.

They’re scheduled to be completed at the end of the month and will cost about $77,000.

Repairs are needed because of a strong odor of feces, urine and high humidity levels that have swarmed throughout the facility for months. These issues stem from post-production problems.

“We need to get this taken care of and get the air circulating so the smell isn’t so bad,” June Krull, director of Grundy County Animal Control, said.

Two make-up air units will be wired and interlocked to work together to maintain a negative pressure in the space where the smell is intense to exhaust air out.

“We want air from the offic-

es to go into the dog area, not the other way around,” Gibbs said. “If [employees] open the doors, the smell stays in the dog room. Fresh air goes in, stinky air goes out.”

Grundy County Animal Control is borrowing a van from the Grundy County Administration Building because one of its trucks, a Ford F-150, broke down a couple months ago.

Krull said animal control will get a new Ford F-150 truck in two weeks.

“It takes two trucks to do our patrolling,” Krull said.

The director said the cages at the building have become worn out over the years.

“We brought the kennels here from the old building when we built the new building,” Krull said. “It’s time to make a change.”

Grundy County moves forward with animal control renovation

The voter registration deadline for the November 4, 2014, 2014 General Election is Tuesday, October 7, 2014 at which time voter registration will close. MORRIS – Concerns over a shed lease agreement between Morris Elementary School District 54, Morris Chiefs Football and the Morris Soccer Association were addressed at the school board meeting Monday.

The conversation originated during an Oct. 15 Committee of the Whole meeting and continued at the board level. At issue was the renewal of a shed lease agreement with the Morris Chiefs and Morris Soccer Association. The shed is on District 54 property.

The board approved the agreement, 5-0. Board members Dave Obrochta and Scot Hastings were absent.

“I’d like to have a meeting with everyone for clarification about things like locks on the doors,” board member Caroline Cummings said. “I don’t want to stop the vote.”

president and secretary of the Morris Chiefs Football organization, first appeared at the committee meeting to answer questions. Only four of the seven board members were present – Hastings, Bonnie Cap, Jerry White and Pat Stevens – resulting in some concerns not being addressed.

No one from the Morris Soccer Association attended the meetings, but the lease was already signed by Steve Rain, the association’s president.

The lease agreement is the same as the one signed in 1992, but it removed language about the construction of the shed, which has been built and is being used by the school district and the organizations.

The lease states annual rent will continue at $1. It also states the tenants agree to be responsible for any utility bills incurred in the construction, use or maintenance of the shed.

But the committee was made aware neither the Morris

Chiefs nor the Morris Soccer Association have ever paid a utility bill because the district never sent them one. The district had paid the bills.

The district will discuss future utility bills, and how they will be paid going forward, with both the Morris Chiefs and the Morris Soccer Association at a future joint meeting.

At the previous committee meeting, Superintendent Teri Shaw questioned the Melbys, on Cummings’ behalf, about what the Chiefs have done for the shed and fields that sit on District 54 property at Shabbona Middle School.

Eric Melby said they paid to water the grass through the city of Morris, using a meter on the fire hydrant.

At Monday’s meeting, there were concerns raised about shed repairs, and who decides on contractors when it comes time to hire one. The school is required by law to hire people at prevailing wage.

Channahon instituted special ordinances for the homes and businesses it thought would flourish there and give residents coffee shops, bakeries, pubs and cultural events and make a destination spot for out-of-towners.

So far, there are only a handful of homes, the church and the Village Hall at the site.

Channahon’s Planning and Zoning Commission also heard the presentation, but gave no official recommendation, since no site plan has been presented.

Village Administrator Thomas Durkin recommended a cooperative insurance plan, which he had experience with at his last position. But several Channahon police officers who attended the meeting said the new plan would cost them more money than their current traditional health insurance plan.

Rep. Anthony, Morris Hospital to host Ebola preparedness town hall MORRIS DAILY HERALD CHANNAHON – State Rep. John Anthony is partnering with Morris Hospital, the Kendall and Grundy Emergency Management Agencies and local health departments to inform residents of measures being taken to prepare for the possibility of an outbreak of the Ebola virus in Illinois by hosting a town hall meeting.

The Ebola preparedness town hall will be held at 6:30 p.m. Oct. 29 at Arrowhead Community Center, 24856 W. Eames St., Channahon. The town hall is free and open to the public, according to a news release from Anthony’s office.

“Local residents need to be informed how our local public health and emergency response officials are planning to deal with the possibility of the Ebola virus impacting our community,” Anthony,

CHANNAHON – The disparaged town center in Channahon might see some activity after years of stalled development.

A nonprofit sponsor partnering with Catholic Charities presented the Channahon Village Board with preliminary designs for senior apartments Monday, and trustees had no objections to the developers proceeding with the plans.

Jim Roberts, with the Buckeye Community Hope Foundation, said the property immediately southwest of St. Ann Catholic Church would feature three or four buildings of 12 senior rental apartments each that could rent from $700 to $1,000 a month.

The units would be one- and two-bedroom homes, some

handicapped accessible, with hard resilient floors, washer and dryers, window treatments, kitchen appliances, high-speed Internet, terraces and keypad entry systems.

The complex also would have a fitness center, computer center, wellness center and on-site management and maintenance.

“We believe we can serve a vital need,” Roberts told the board.

Roberts said depending on the community’s need, the apartments would be restricted to ages of either 55 or 62 and older. The independent living homes also would have social service programs.
