TOLBERT W. McCORKLE Born: July 17, 1926; in Obion, TN Died: Oct. 12, 2014; in Morris, IL Tolbert W. McCorkle, 88, of Morris, passed away peacefully on October 12, 2014, at Walnut Grove Village. Born July 17, 1926, in Obion, Tennessee, he was the son of the late Gilliam Jackson and Martha (Clanton) McCorkle.

Tolbert worked at the Illinois Valley Workshop for many years.

He enjoyed being with the Easter Seals Association, going on social outings, and playing bingo. Tolbert also enjoyed trips to the river to

watch boats and occasionally going to Kankakee airport to watch airplanes land. He especially enjoyed being with his friends and going out to eat.

He is survived by his two close friends, Doris Hampton and Becky Buberle, both of Seneca.

Preceded in death by his parents; and one brother, Jim. Visitation will be held on Thursday, October 16, 2014, from 2:00 to 3:00 p.m. at the U.C. Davis-Callahan Funeral Home, located at 301 W. Washington Street, Morris. A Celebration of Tolbert’s Life will follow at 3:00 p.m. with Pastor Steve Larson of First Baptist Church of Morris officiating. He will be laid to rest next to his parents in Obion, Tennessee on Monday, October 20, 2014.

Memorials may be made in Tolbert’s name to the First Baptist Church of Morris, Joliet Area Community Hospice, or the Easter Seals Association.

Fred was born and raised in Rockdale, IL and retired from U.S. Steel after 37 years of service.

He was a proud United States Army Veteran receiving a Purple Heart and a Bronze Star due to his faithful and courageous service.

Fred is the current president of

St. Sava Serbian Orthodox Church where he has been a member for his entire life.

Fritz was also a Freemason. His grandchildren were the light of his life and he would attend all of their sporting events. He will be truly missed.

The family would like to offer a special thank you to Joliet Area Community Hospice for the wonderful comfort and care provided to Fred.

In lieu of flowers, donations in Fred’s name to Joliet Area Community Hospice would be appreciated.

Grundy County Board OKs new waste plan Under new deal, land will not be used for landfills

By JESSICA BOURQUE jbourque@shawmedia.com MORRIS – Moving forward, no more Grundy County land will be used for landfills, according to the newly adopted Grundy County Solid Waste Management Plan.

On Tuesday evening, County Board members formally approved the 20-year waste plan, 13-3, with members Richard Joyce, Ann Gill and Frank Halpin objecting to the plan.

Board members Chris Balkema and Jim Ryan were absent from the meeting.

Joyce said prohibiting new

landfill capacity in Grundy County would mean turning down future revenue sources and taxpayer savings since residents would no longer need to pay to have garbage hauled somewhere else.

“We have the goose that lays the golden eggs, and here we’re telling that goose to fly away,” Joyce said.

“The counties around us, they welcome landfills,” he continued.

Grundy County has two landfills on Ashley Road, but only one – the Environtech Landfill – is still accepting waste until its projected expiration date in April. The other – the Morris Community Landfill – was a source of controversy as some residents have alleged it polluted groundwater.

Environmental concerns and the potential for alterna-

tive waste disposal technologies kept many members opposed to the idea of new landfills.

“We should be as conservative as we can in terms of health,” said board member Eric Rasmussen.

Halpin called the potential environmental problems “fictitious” and felt the county should not be hauling its waste to another county when it has the capacity for more landfills.

“I think we should take care of our own,” Halpin said.

Land-use Director Heidi Miller said this version of the plan is not necessarily the final word on the issue. The county board retains the power to revisit the 20-year plan and make amendments.

If future boards decide they would like to add a landfill, the county could go through the amendment process to make

that possible.

County budgets placed on file County Board members discussed salary raises, debt reduction and tax credits Tuesday evening, before they placed the proposed budget for fiscal year 2015 on file.

Board member Doug Boresi wanted the board to reconsider its decision to freeze the salaries of the county clerk, treasurer and sheriff, which it agreed to do at the May board meeting.

However, Boresi’s attempt to rescind the May decision to freeze those salaries was shot down by board members, 105, with Boresi, Gill, Halpin, Joyce and Ken Iverson voting in favor of revisiting the issue.

The five members favored making the clerk and treasurer salaries the same as the

coroner and circuit clerk salaries, which were raised two years ago.

“Why don’t we stop playing politics and make them all the same?” Joyce said.

Board members Deb Warning and Vicki Geiger brought up offering tax credits to Grundy County taxpayers since the county’s revenues are projected to increase more than originally expected next year.

All of the issues will be discussed further at a special finance committee workshop where board members will iron out the details of next year’s budget.

Members of the public are free to offer their comments about the budget as well during the 30-day period between Tuesday and the November County Board meeting.

Man arrested, Seneca man killed Tuesday swallows heroin morning in accident on I-80

Grundy County law enforcement found 28 bags of the drug in car

By JESSICA BOURQUE jbourque@shawmedia.com MORRIS – A Streator man was arrested on charges of possession of heroin, but first had to be taken to the hospital after sheriff’s police said he swallowed some of the bags of heroin.

Jose Franco, 28, was arrested by Grundy County sheriff’s deputies Oct. 11 and is facing a felony charge for alleged possession of 28 bags of heroin weighing 13.5 grams. He is charged with possession of a controlled substance.

Franco was a passenger in a vehicle traveling on Interstate 55 when the car was stopped

by Grundy County sheriff’s police, according to police reports.

The arresting officer found 28 bags of heroin inside the vehicle, police said. The driver claimed she did not know there were drugs in the car.

She was issued a traffic citation and was released.

Franco was transported to the Grundy County Jail, but was transported to the emergency room shortly thereafter because he had swallowed a few of the heroin bags, according to the report.

Grundy County Sheriff Kevin Callahan said Franco was back in the county jail Wednesday and is in stable condition.

“We’re working very hard to address the heroin problem, and other drug problems, in the county,” Callahan said.

“We have zero tolerance.”

SENECA – A Seneca man was killed this morning in an accident on Interstate 80.

Mark A. Billings, 54, of Seneca was driving a semitrailer pulling a tank trailer that overturned at about 7 a.m. Tuesday morning, according to a news release from Illinois State Police District 17.

The initial investigation shows Billings left the roadway for unknown reasons and his vehicle overturned.

Billings was taken to a Henry County hospital from the scene, where he was pronounced dead, according to the release.

The tanker was hauling denatured alcohol, said District 17 Operations Commander Anthony Kestner

Although the tank’s contents did not spill, eastbound lanes of I-80 near mile marker 39 in Henry County were shut down for 10 hours until the contents could be transferred to another tank trailer, Kestner said.

The Henry County coroner and the state police continue to investigate the matter.

Business owners, state officials tout benefits of industry and its resurgence

MINOOKA – The manufacturing industry is seeing a resurgence across the country, including right here in Grundy County, according to local officials.

This re-invigoration of well-paying jobs and skilled work was touted by several people last week, including the owner of Minooka-based Metalstamp Inc., Lee Hutchinson.

“Right now we’re seeing an upturn,” Hutchinson said.

“We’re seeing a resurgence of orders from the automotive industry. That has really been the bump.”

Metalstamp held an open house last week in its new 50,000-square-foot facility at 6800 E. Minooka Road, where it moved its operations and offices on June 1.

U.S. Rep. Adam Kinzinger, R-Channahon, toured the new facility along with state Sen. Sue Rezin, R-Morris, and village officials, including Mayor Pat Brennan.

Kinzinger, who sits on the House subcommittee on Commerce, Manufacturing and Trade, said it’s important to support manufacturers and their energy needs.

“We’ve seen the past couple years a resurgence, a renaissance, of American manufacturing,” Kinzinger said. “The greatest thing we have in this country is cheap access to energy ... It’s important that we continue access to that cheap energy.”

Historical Society hosts stained glass speaker MORRIS – The Grundy County Historical Society is delighted to have Terry Kowalczyk speak on stained glass at 7 p.m. Oct. 28 in the lower level of the Morris Area Public Library, 606 N. Liberty St., Morris.

Twelve Days of Christmas is open to any Grundy County family that includes active duty officers or those who were honorably discharged.

Joe Schmitz, Operation St. Nick president, said the program is a way to show appreciation for local military personnel who must make significant sacrifices and adjustments. Often, people do not realize how those adjustments can affect soldiers’ lives, and the lives of their loved ones, he said.

This year, St. Nick has $30,000 available for 12 grants at $2,500 each. Money for the program is set aside throughout the year and is raised through community auctions, fundraisers and individual donations.

In past years, St. Nick has supported an array of wishes.

Some asked for flights home to visit their loved ones at Christmas. Others simply needed help buying presents or paying the bills.

In her application two years ago, one discharged soldier and a mother of two wrote, “I wish to provide a warm Christmas for my children ... Currently, I am laid off work and I don’t even know how to pay the rent, let alone put gifts under the tree. To us, this would not just be gifts for my children, but a way to keep Santa alive in the eyes of my 4 and 6 year olds.”

Schmitz said he personally visits each family to research their needs, outside of the wish-

es they applied for, to maximize the help each grant provides.

Schmitz said they have offered rent, utility and food assistance.

“There’s a lot of follow up with each family,” Schmitz said. “We make sure to follow up diligently. If we see more need is there, then we’ll go over and meet with them.”

For Cowell, Operation St. Nick’s help extended beyond Christmas. Aside from buying Christmas gifts for Cowell’s son Griffyn, St. Nick was there later when the family needed expensive plumbing repairs.

“We got more help than we ever expected,” Cowell said. “It goes way beyond the Christmas season ... It’s just a great organization.”

The Morris Rotary Club and Morris High School Interact Club members held their first food packing Oct. 7 at White Oak Elementary School. The packs will be given to about 200 Morris kindergarten through fifth grade students every Friday during the school year.

Recently trendy restaurants have been using the rustic-looking jars to serve everything from cocktails to dessert.

And it appears practically anything packaged in a Mason jar is popular on Pinterest.

A time-tested workhorse in the kitchen, these jars safely store pickles, jams, jellies, spaghetti sauce – even moonshine.

So why not use the jars to mix up a healthy green salad?

Our Mediterranean Mason Jar Salad is a layered affair featuring chopped chicken, chickpeas, cucumber, tomato, artichokes and red onions, coated with a vinegar and oil dressing and topped with feta crumbles.

The resulting layered salad is the perfect make-ahead meal, but, hey, no one wants a soggy salad.

Relax: By pouring the dressing into the bottom of the jar, the romaine stays crisp.

Use a 16-ounce wide-mouth Mason jar to compose each salad, then refrigerate. When you’re ready to eat, simply dump the ingredients on your plate to create a gently tossed salad.

Mason jar salads are easy to tote to school or work for lunch. Just don’t forget to pack a fork.

MORRIS – There are times when a score of a given game can be misleading in one respect or another. Say, a baseball game that ends up 12-1 might look like the pitcher didn’t have his best stuff, but in fact, his defense may have committed six or seven errors.

Or a football team loses 42-0 and everyone thinks the defense must have been awful.

Turns out, the other team returned three interceptions and a fumble for touchdowns.

Put the Morris boys soccer team’s 5-1 loss to Northern Illinois Big 12 East opponent Yorkville on Tuesday night in Morris in that group. On the surface, a 5-1 game might lead some to believe the goalie was off his game. On the contrary, if it wasn’t for the outstanding play of Matt Borgstrom in the net, the Redskins might have lost 10-1 or worse.

“Matt can’t stop them all,” Morris coach David Valdivia said. “Yorkville is a good team, and they got a lot of shots off.

Matt really played a great game. The score won’t show it, but he was great in there tonight.

“Yorkville kept coming at him with the shots, but he kept making saves. But, you take that many shots, eventually some are going to get through, and that’s what happened tonight.”

While Borgstrom may have gone to bed Tuesday night with visions of soccer balls coming at him, the rest of the players on both teams might have dreamt about walking barefoot on a slip-and-slide, because that’s about how good the footing was with the constant rain coming down. The middle of the field was a mud pit worthy of Woodstock ’94, forcing most of the action outside.

By RYAN WOODEN LOCKPORT – Add Nick McPherson to the list of golfers from Morris who have competed in the state golf meet.

McPherson shot a round of 78 at the par-72 Broken Arrow course Monday in the Class 2A Nazareth Academy Sectional to finish tied for eighth overall and advance to this weekend’s state meet at Weibring Golf Club on the campus of Illinois State University in Normal.

McPherson’s teammate, Gabe Sajnaj, shot 97 and was tied for 77th, but did not advance to state.

The Coal City team qualified for the sectional, but shot 355 to finish 10th in the 12-team field and did not advance.

The Coalers were led by Jack Scerine (84, 26th), Matt Gubelman (89, 49th), Cody Jerz (89, 49th) and Keegan Clampett (93, 65th).

Class 1A Seneca Sectional: At Nettle Creek, Seneca had three golfers compete, but none qualified for state. Ben Rohder was the top golfer for the Fighting Irish, shooting an 82 to finish 29th, while Auston Jashari (89, 47th) and Dan Armstrong (94, 82nd) also competed.

Ryan Johnson and Noah Lindmark, each of whom shot 77 on the par-72 course, were two of seven golfers who were in a playoff for the final five individual state qualifying spots.

However, both ran into trouble on hole No. 1 and shot 7 and were eliminated from the playoff. Other Indian golfers were Sam Smolkevich (80, 26th) and Steve Andreano (82, 36th).

MANTENO – Heading into the locker room trailing Manteno by 7 on Friday, Coal City football coach Lenny Onsen couldn’t have been happy with the way his team performed in the first half defensively.

They’d given up 311 yards of total offense and probably would have been facing a twoscore deficit were it not for a late second-quarter interception in the end zone. However, after forcing that turnover, it was clear an opportunity had presented itself to change the momentum.

Sure, the Coalers would have to make some adjustments schematically, but that is something Onsen’s hung his hat on as the architect of the Coal City defense.

“I really don’t know what it is,” Onsen said when asked why his team has seemed sluggish out the gates at times this season. “We know we’ve got to get the motors going and we’ve talked about that all the time, but the other team took some things out of us, too.

“Their quarterback was doing a great job of scrambling, so we had to make sure that if he was going to run, we forced him to run it to the middle.

That discipline paid dividends for the Coalers defense, as, even in the heartbreaking 24-23 defeat, they managed to hold Manteno to 68 yards of total offense after halftime.

And, as Onsen mentioned, the Coalers specifically did a better job at corralling Panthers quarterback Ethan Kaufman, who, after gashing Coal City to the tune of 90 yards (including a pair of 32yard touchdown runs) in the first 24 minutes, rushed for just five yards in the second half.

OPINION Indiana’s economy outperforms Illinois’ WEST LAFAYETTE, Ind. – Mitch Daniels has been a transformational leader for Indiana.

For eight years as governor, he charted a much different course for the Hoosier State from the one taken by Illinois.

On Monday, I sat down with the former governor, who now leads Purdue University, and asked him to discuss his time at Indiana’s helm.

“I told my people early on in my administration that I wanted to build the best sandbox in America. I wanted to create an environment that encouraged the hiring of people and more investment in Indiana,” he said. “I asked them to consider what they can do better, faster – or stop doing – to ensure that the next job comes here and not Illinois or some other state.”

Daniels said focusing on improving the overall business climate has been the key to Indiana’s success.

Just consider: • Illinois remains down 157,000 jobs since the recession began in January 2008.

But Indiana has regained all the jobs lost during the recession and created an additional 6,200 jobs. And that’s despite Indiana’s job losses from the recession being more severe than Illinois’.

• Since the bottom of the recession, Illinois has created 253,000 net new jobs while Indiana has created 235,700.

And Indiana has a population only half that of Illinois.

• Since January 2009, when Illinois Gov. Pat Quinn took office and Daniels entered his second term, Illinois has created 33,800 net new jobs

Daniels indicated Illinois and other states have become overly reliant on offering special incentives to select businesses.

Folks on the left call this practice “corporate welfare,” and on the right they call it “crony capitalism.”

“When you give the checkbook of incentives to a politician, his incentive is to hand out the dough and cut the ribbon. If the jobs don’t show, it’s somebody else’s problem,” he said. “We don’t behave that way in Indiana and I wish fewer politicians across the country – Republicans and Democrats – would as well.”

Daniels added he had a firm policy against offering tax incentives to companies threatening to leave Indiana unless they received a taxpayer subsidy.

And while the Hoosier State does give some incentive packages to companies considering moving there, Daniels said his administration was selective and frugal when making such offers.

Illinois on the other hand has given incentive packages to a variety of large corporations in hopes of keeping jobs from leaving the Land of Lincoln.

Daniels also focused on reducing taxes for businesses and individuals.

The income tax in Illinois is currently 5 percent, while Indiana’s is 3.4 percent and scheduled to drop to 3.23 per-

cent in 2017. Illinois’ income tax is set to drop to 3.75 percent in 2015 and 3.25 in 2025, but that could change during the lame duck session.

Daniels pushed for property tax caps during his time in office.

“We now have one of the lowest property tax rates in the country. I can never resist pointing out that depending on where you live, Indianans pay one-third to one-fifth the average rate in Illinois.”

Indiana also is in the process of eliminating it inheritance tax.

“We want to keep that money in Indiana.” Daniels said. “Too often we see retirees moving to other states because they don’t want to see that money taxed.”

When these people move, it hurts the economy because their wealth is being invested elsewhere, he said.

“We came to hope Hoosiers would come to like being national leaders in business climate, fiscal integrity, in education change and in infrastructure building. Our hopes are they will continue to expect that from their leaders.”

As Illinois continues to lose jobs to Indiana, Daniels was uncharacteristically silent on what Illinoisans should do.

“I never offer advice to those living in other states on what they should do; those are things they have to work out,” he said.

America’s new crisis is one of confidence After the disappointments of the Bush years and the Obama years, many Americans aren’t sure where next to turn. Faith in Congress has collapsed. Faith in bureaucrats is nonexistent. Yet, the crises keep on coming.

In a new Associated Press-GfK poll, more than half of respondents agreed “Washington can do little to effectively lessen threats such as climate change, mass shootings, racial tensions, economic uncertainty and an unstable job market.”

And that’s before the Ebola crisis hit.

The biggest crisis of all, however, is one politicians and policymakers have had the least success in remedying: our national crisis of confidence.

It’s easy to mistake our shaken confidence for the kind of “malaise” that Jimmy Carter was mocked for bemoaning. And pundits and officeholders can get a lot of airtime blaming America’s misfortunes on an attitude problem.

Whenever populists stand up and blame the elites who run the show, however, they’re slammed as dangerous demagogues who aren’t “solutions-oriented.”

Why the impasse? On the one hand, Americans have lost confidence in the power of government to solve our largest problems. On the other, they’ve lost confidence in the idea that there’s anything more powerful than government. If we can’t count on Washington to control the malevolent forces that dwarf us all, what – or who – can we count on?

A rhetorical question like that can send us into pretty fatalistic territory. Rather than seeing our challenges as evil or even bad, we can chalk them up to mere fate.

If we want to recover the feeling that we control our own destiny, that view can hurt or help us. If we start to think we’re inevitably doomed by an unfeeling universe, or by our inherent human folly, we’ll view bad government with the same resignation – and actually seal our fate.

If, on the other hand, we accept the idea that bad things happen in the course of things, and that it’s ultimately on us to prevail, we can start finding small ways to take charge that might quickly add up.

Sara Paretsky, an author of detective fiction, said, “Sometimes I think I’m a one-trick pony because I’m not very inventive about new ways of telling stories.”

This week, trick one has been a one-trick spade pony with the king-four in the dummy opposite declarer’s queen-eight-three. But there can be more than one trick in this pony.

Today, South is once more in three no-trump and West again leads the spade six. But there is a difference – in this deal, West opened two spades to show a respectable six-card suit and some 6-10 high-card points. How does that affect declarer’s line of play?

North might have overcalled two spades with two no-trump, but with an inflexible spade stopper and four hearts, a takeout double was preferable. Then South went for what looked like the most likely game, despite his uncertain spade stopper. (Note that five diamonds looks reasonable on the North-South hands, but the bad trump break would kill that contract.)

South starts with eight top tricks: one spade (given the lead), four hearts and three clubs.

Three more winners can come from diamonds, but since East probably has that ace (not many players open a weak two with a pair of aces), there is a risk that the defenders will take five spade tricks first.

In the last two days, declarer had to play dummy’s king at trick one. Now, though, the only way to make this contract is to play low from the dummy and low from hand, letting East take the trick with his 10. That anesthetizes the spade suit and the contract comes home with an overtrick.
