Morris • Jared M. Kowalewski, 21, of Morris was arrested by Morris

police and booked into the Grundy County Jail Saturday on a charge of driving under the influence of alcohol. He was given a Feb. 9 court date.

• Scott A. Mathre, 29, of Newark was arrested by Morris police Monday on a charge of driving under the influence of alcohol. He was given a Feb. 9 court date.

• Pedro Ayala-Leon, 49, of

Crystal Lake was arrested by Morris police Saturday on a McHenry County failure-to-appear warrant for a traffic offense. He posted bond and was released.

Grundy County • Javier M. Hernandes, 32, of Spring Valley was arrested

by Grundy County sheriff’s deputies Sunday on charges of

driving under the influence and driving while license suspended. He also was cited for speeding and operating an uninsured vehicle. He was given a Jan. 26 court date.

• Barbara L. Jett, 47, was arrested by Grundy County sheriff’s deputies Friday on a charge of driving under the influence. She was given a Jan. 9 court date.

er, made stained glass, was an all around handyman and liked riding his motorcycle.

Funeral services will be held at 11:00 a.m. on Friday, January 9, 2015, at Ferrari Funeral Chapel (corner of Spring Road and Ferrari Drive, Coal City) with Pastor Deborah Percell officiating. Burial will follow at Braceville/Gardner Cemetery. Visitation will be from 9:00 to 11:00 a.m. at Ferrari Funeral Services (1044 Ferrari Drive, Coal City).

OBITUARIES DAVID L. WATTS Born: Oct. 17, 1957 Died: Jan. 5, 2015 David L. Watts, age 57, of Braceville IL, passed away unexpectedly on January 5, 2015.

He was born October 17, 1957, in Clinton, IL. to John W. and Dolores (Baughman) Watts. He graduated from Coal City High School and was certified as a diesel mechanic.

He married Dawn D. Green on July

4, 1997. He worked for 35 years as an owner/operator truck driver currently leased with R.H. Boelk Truck Lines of Mendota.

MORRIS – Working for Heartland Blood Centers, Julie Kinsella has always spread the word about how important blood donations are.

It became personal when she sat with her mother, who is battling cancer, and watched her receive blood products.

“It’s so rewarding for me as a marketing rep to see the Heartland sticker on the blood given to my mother,” Kinsella said. “Because I know that the blood probably came from a donor I’ve met at a blood drive and it was ready, tested, and available to help my mom.”

She said one never knows when blood will be needed personally or for a loved one, and that is an important reason to be a donor.

According to the Association of Donor Recruitment Specialists, blood often is in short supply during the winter months for many reasons including the holidays, travel, bad weather and illness.

January has been designated as National Blood Donor Month to encourage donors to give or pledge to give blood, because January in particular is a difficult month for blood donations.

This month has been celebrated since 1970, according to the American Red Cross, raising awareness of the need for blood during the winter and throughout the year.

Heartland Blood Centers held a blood drive Monday at the Grundy County Health Department in Morris so area donors would have a local place to come and donate.

Tyler Cromer of Morris has been giving blood since he was a student at Morris Community High School.

He said he has continued to donate after school because it’s something that should be done.

Another company in the city, Archer Daniels Midland, also is in negotiations with the city. ADM has a facility in Morris and is looking to build a barge loading facility as part of the marina development.

The city and ADM are currently in negotiations for a TIF redevelopment agreement for parts of the marina property, Kopczick said.

In the summer the city approved new boundaries for a new Marina Tax Increment Fi-

nancing district, which will be located on the southeast corner of the city.

A TIF district is an area in which assessed property values are frozen at their current level. The difference in tax revenue generated between the frozen tax value and present-day value goes into a special TIF fund to be used for improvements to properties within the district.

“They are looking at getting started this spring with dredg-

ing for the barge off-loading facility,” Kopczick said.

It is expected that the dredged material will be used to move the marina development out of the flood plain, he said.

So next year it is expected infrastructure will begin on the marina portion of the property, if the economy holds out.

Channahon Village Board delays abatement vote

By JEANNE MILLSAP Shaw Media Correspondent CHANNAHON – The Channahon Village Board declined Monday to vote on an intergovernmental agreement that would provide funding for a large construction project at Interstate 55 and Bluff Road.

The board opted to wait until decisions come in from at least two other major taxing bodies in the village.

The agreement is scheduled for the Channahon School District 17 school board’s agenda on Jan. 26 and the Minooka Community High School District 111’s agenda Jan. 15. The two districts combined receive 60 percent of Channahon’s property taxes.

Other taxing bodies being asked to participate are the Forest Preserve District of Will County, Channahon Township, Channahon Fire Protection District, Joliet Junior College, Channahon Park District, Three Rivers Library District and Will County.

The agreement asks the districts to rebate a portion of their property taxes to the village for the next 15 years to cover expenses that will be used to improve the interchange area.

The improvements will be used to expand interstate ramps, add turn lanes to Bluff Road, install traffic signals, put a water line under the interstate, and make other improvements at the interchange, all in preparation for a 118-acre

logistics/industrial center planned for the northeast area of the intersection.

The land is zoned as agricultural and brings in minimal tax dollars.

Developer Industrial Development International has proposed to construct the Channahon Corporate Center with up to four buildings of about 500,000 square feet during a 10year period if improvements are made to the site, including village water service being brought in.

Cost estimates for the improvements total $4.2 million, and the village plans on issuing 15-year general obligation bonds to fund them. Annual debt would be an estimated $375,000, which would come

from the tax abatements from the taxing bodies.

The agreement has been altered a few times during the past year, with requests by the school districts to change certain specifications. Lawyers and village staff have appeared before several of the taxing bodies’ boards.

There is no hurry on the village’s part, Channahon Village President Joe Cook said at Monday’s meeting.

“It’s an incredible amount of money we’re talking about,” Trustee Missey Schumacher said, “and, personally, I’d prefer to wait to see how the school districts feel about it.”

Board also heard Monday an update on the senior rental units being planned for the Town Center area. Things are on track, with the developer negotiating with the Catholic Diocese of Joliet, which owns the property. The goal is construction of one- and two-bedroom homes on the property immediately southwest of St. Ann Catholic Church.

Also at the meeting, Channahon Police Chief Jeff Wold announced the department is screening for two new police officers to replace ones who recently resigned from the department. Forty-one applications have already been submitted, Wold said, and 100 taken out. Testing will begin Other business The Channahon Village Feb. 14.

what the residents need, and we’d like to provide that here.”

She said bringing in new businesses that can provide groceries and a pharmacy are just some of the goals the village has moving forward.

“We want to develop bike paths and do a good job of planning so we become a destination for families on the weekend,” Kernc said. “We want to provide what we think people want in their community.”

The November 2013 tornado set back the village from its timeline, Kernc said. But in 2015, as the last of the residents affected by the tornado are moving home, village officials are able to refocus on the goals they had set to make Diamond a destination for businesses and visitors alike.

“We want to offer incentives for those coming to the area,” Kernc said. “We know

miles in length, mostly in Illinois, connecting Interstate 55 in Illinois to Interstate 65 in Indiana, also brings with it the opportunity for growth in Diamond.

“We will be the first exit south on I-55. I think that will impact us positively,” Kernc said.

The mayor is hoping that in five years when residents look at Diamond, they won’t recognize it as being the same as it is today.

In 2011, the village started creating plans to upgrade Illinois 113 at the Will Road interchange and received a $1 million Surface Transpor-

tation Program grant by the Will County Governmental League, and $250,000 in local matching funds provided by landowners Kernc contacted who are adjacent to the intersection.

The scope of that project is complete and they are now looking at another Surface Transportation Program grant to pair with funds from landowners and others to create three lanes of traffic on Illinois 113 all the way to the frontage road.

“We’re trying to prepare a commercial corridor,” she said. “We have a TIF district in that part of town and if we

Diamond is hoping to get one big anchor store into the corridor along Illinois 113, and Kernc said officials have spoken with SuperValu, a grocery store chain.

The village also will soon be welcoming a Little Caesar’s Pizza at the corner of Illinois 113 and Will Road.

Kernc said the KFC-Taco Bell that went in a couple of years ago is operating at 150 percent of anticipated sales, showing the area can support new businesses.

MORRIS – Morris Police Chief Brent Dite reminds residents the city has regulations for snow removal routes and 48-hour parking restrictions on streets.

The 48-hour parking ordinance on city streets states any vehicle parked on the

street, in the same location for a period of 48 consecutive hours, may be ticketed and towed if not moved. During or after snowfall, snow accumulates around the vehicle and it becomes increasingly difficult to clean the streets effectively, according to a news release.

10 Lutefisk mac-and cheese? You betcha

By SHARYN JACKSON Chris Dorff, president of the 105-year-old Olsen Fish Co. in Minneapolis, thinks the way to save lutefisk is to innovate.

The dried-rehydrated fish dish that’s been declining in popularity in recent years is typically served plain, with just salt and pepper, melted butter and a white cream sauce. But Dorff thinks younger people would take to lutefisk if only it were bacon-wrapped, or stuffed into tacos.

I ate my first lutefisk a couple of weeks ago at an Elks Lodge dinner. While the texture left something to be desired, I found it tasty enough with a dousing of that creamy bechamel sauce found in gravy boats around the table. My fellow diners, however, were gobbling it up more enthusiastically than I was. They ordered seconds.

I decided to take a crack at lutefisk in time for the holiday potluck for the Star Tribune features department. If a creamy, white sauce was the only acceptable option, then so be it: I was going to make lutefisk mac-and-cheese.

I combined two recipes

First, I baked the cod with a mayonaissey mixture that included Dijon, parsley and cayenne, and then topped it with panko breadcrumbs. I attempted to parbake the fish, since it would be cooked again in the casserole. But some of the thinner parts turned to mush, even after only 15 minutes in the oven. The centers, however, were firm. And tasted great.

Using Cooks Illustrated’s foolproof mac-and-cheese recipe, which also calls for cayenne and some dry mustard, and whatever cheese I had on hand, I folded in the fish and baked it all together.

Heat oven to 400 degrees.

Bring 4 quarts water to boil. Add macaroni and 1 tablespoon salt and cook, stirring often, until tender.

Drain and set aside in colander.

Melt butter in same pot over medium-high heat. Whisk in flour, mustard, cayenne, nutmeg and 1 teaspoon salt, and cook for 1 minute.

Slowly whisk in milk until smooth.

Bring mixture to boil, reduce heat to medium, and cook, whisking occasionally, until thickened to consistency of heavy cream, about 5 minutes. Remove from heat.

Whisk in cheeses until fully melted. Add macaroni and gently fold in cooked lutefisk that has been separated into bits.

U.S. should try again on its college ratings system The Obama administration has taken on the admirable but tricky task of rating colleges based on real-life factors that might matter the most to working families. If they’re going to scrape up the money for a four-year education, these families tend to worry foremost about how much it will cost, whether their children will graduate and get a job, and whether the new graduates will be able to pay off student loans. Less important to them might be what professors elsewhere think of a college, or how many applicants it rejects, factors that weight the rankings produced by various publications, most notably U.S. News & World Report.

It was obvious from the start, though, that a government ratings system would run into complications that might render it meaningless or unfair. Unfortunately, a preliminary sketch of the system, released to solicit public feedback, does little to allay those concerns.

The U.S. Education Department is rightly trying to avoid what one official called “false precision” – parsing minor variations among colleges and universities that make no real difference. But as a result, it is going so broad that the ratings would be all but meaningless.

It intends to divide schools into three categories, essentially: excellent, bad and in-between. Most colleges and universities would fall into the in-between category, which means very few would receive a low rating. In other words, the only information families would get is that most schools are fine. That may be reassuring, but it isn’t especially helpful.

And it’s unclear how useful the information would be when potential students consider schools with low ratings, which might turn off applicants for reasons that aren’t relevant to their situation. Does the school have a low graduation rate, or does its focus on fine arts mean graduates have trouble finding jobs soon after college? Would students intent on a career in the arts care about the latter, or figure the less robust job market in arts is still a better fit for them than one in, say, petroleum engineering?

The Obama administration has pledged to avoid simplistic comparisons that don’t reveal the real value of a college education. That’s to its credit, but so far, the ratings appear to oversimplify complex information and compare too many apples with oranges and bananas.

Worse, administration officials are considering linking federal funding for colleges to their ratings, which would be a terrible decision. Once a college’s funding depends on its graduation rate, it can simply lower its standards to the point where almost everyone obtains a degree. The administration has given this an honest try, but it would be better off abandoning the project now than creating a shallow and misleading ratings system.

Cost of minimum wage hike to land on the least able to bear it SPRINGFIELD – Many years ago, I was a minimum wage worker making $3.35 an hour writing obituaries for the Galesburg Register-Mail. More than a few times during that college summer break, I had an editor holler at me, “There is no “a” in cemetery!”

But I learned how to meet deadlines, deal with the public and spell a bit better.

Most people I know have had similar first-job experiences.

They didn’t earn a whole lot, but they learned enough to help them a get a better job down the road.

Back in the days before email and fax machines, several reporters would take dictation over the phone from funeral directors.

Like so many low-skill jobs, technology has reduced the need for such positions.

Today, in many cities, the obituaries are emailed in from funeral homes and later edited.

There is no need for a minimum-wage-earning college kid to take dictation.

Newspapers, like all businesses, are always looking for ways to perform the same tasks for less money.

We could spend a lot of time bemoaning the loss of low-paying

That’s why talk of raising the state’s minimum wage is troubling.

While it will result in pay raises for some lucky individuals, it will result in fewer jobs for the state’s low-skill workers. As the cost of labor goes up, the demand will go down. When I mentioned this economic principle to a friend, he asked: “Then who will do the work, if positions are eliminated?

Look no further than McDonalds for the answer. According to a recent Malcolm Berko column, the fast food chain anticipates adding touch screens in 2,000 of its 15,000 restaurants in 2015.

Customers rather than employees will be the ones pecking away at the touch screens and sending their orders directly to the kitchen. According to the Berko analysis, this will result in the elimination of four to six

employees per location, reducing labor costs by $110,000 per location.

Many of these fast food workers who would see their jobs eliminated earn the minimum wage. Raising the minimum wage will accelerate the loss of these and other jobs. Most folks earning minimum wage are either under 25 or working part-time, a 2012 study conducted by the Cato Institute found.

In November, Gov. Pat Quinn said, “Our minimum wage is $8.25. It is not enough for a Mom, a Dad or anyone to raise a family on.”

But the Cato study found less than 5 percent of those earning minimum wage are heads of households.

So raising the minimum wage will do little to help those trying to raise families and will do much to hurt young people trying to enter the workforce.

And, in this economy, that’s the last thing we want to do.

game with 2:01 left in the third for a 42-22 lead.

Coal City answered by scoring the last basket of the third quarter, then the first seven points of the fourth to pull to within 42-31 with 6:23 to play, Segal Arias scored the last basket of the third quarter, and hit

a three-pointer to make it, 4231. In between, the Coalers got a free throw by Johnson and a 3-pointer by Cody Krug.

Morris then got a 3-pointer by Patterson and another basket by Sobol with 5:12 remaining to go up, 47-31. Morris scored the next seven points

to make it, 54-33 with just over 3:00 to play.

Sobol led Morris with 15 points, while Bjelland had 13.

Walker scored 11 and Patterson collected eight. For Coal City, Washington and Krug each scored eight points to lead the way.

MORRIS – Coming off of a Plano Christmas Classic that saw them take third place and before jumping back into Northern Illinois Big 12 play Friday at Geneseo, the Morris boys basketball team had a chance to tune things up Tuesday night against Coal City.

The Redskins (9-4) made quick work of the Coalers in their 61-39 nonconference win, and were able to get significant minutes on the floor for plenty of players. It was the second win of the year for Morris over Coal City, as the Redskins won, 48-36, in the Coal City Turkey Tournament.

Morris, and guard Jake Walker in particular, got off to a quick start. Walker made his first three 3-point attempts, then hit a shot in the lane to give Morris an 11-4 lead. After Christian Johnson scored for Coal City, Griffin Sobol hit a pair of baskets for Morris for a 15-6 advantage. Evan Bjelland and Jackson Shannon then sandwiched a basket each around a hoop by Coal City’s Isaiah Washington and a pair of free throws by teammate Keegan Clampitt as the Redskins took a 19-10 lead at the end of the first quarter.

STAFF REPORTS OTTAWA – Despite teamhigh totals of 13 points and four rebounds from Claudia Paulson on Monday, the Seneca girls basketball team suffered a 49-38 loss to Ottawa Marquette.

The Irish (6-11) trailed 31-19 at halftime, but outscored the Crusaders 19-18 in the second half.

“Marquette shot lights out tonight, and we were not able to catch them,” Seneca coach Barb Beck said. “Claudia posted some big numbers for us and hit the boards strong.”

Lyda Robinson had eight points for Seneca, which hosts Coal City on Friday night, while Karlie Cade added six and Paige Hacker chipped in with five.

Seneca lost the JV game, 3427, as Cora Wilkinson led with nine points.

Coal City Fundraiser: For the 10th straight year, the Coal City baseball program will hold a dodgeball tournament to raise funds.

The tournament will be Feb. 8 and is open to any boy or girl second grade or older.

This is part of a Chicago Football’s series of 2014 positional reviews, going back and analyzing the positives, negatives, key moments and what’s to come at running back for the Bears.

What worked: The Bears’ most consistent player, Matt Forte amassed at least 100 scrimmage yards in 10 of 16 games.

He appeared in more than 92 percent of the Bears’ offensive snaps, 7 percent more than the NFL’s second-busiest back, Pittsburgh’s Le’Veon Bell.

Forte’s 102 receptions set a league single-season record by a running back and provided traction for a sputtering offense. Despite inconsistent carries and holes to run through, he surpassed 1,000 yards on the ground for the third consecutive season and fifth time in seven campaigns.

Forte was dominant in the Bears’ best win, piling up 157 total yards and a pair of touchdowns in Atlanta.

With offensive linemen and receivers going in and out through a revolving door, the durable Forte was a rock.

revealed a more comfortable, accessible Forte.

What didn’t: The Bears failed to get Forte at least 20 touches in five games, although two such occurrences resulted in wins. For the second consecutive season, Forte’s pass protection was pedestrian, with failures in blitz pickup against New Orleans and in the second Detroit contest coming to mind.

Running behind an offensive line that didn’t enjoy its 2013 continuity, Forte mustered only 3.9 yards a carry, the second-lowest total of his career.

Despite providing some juice and consistent effort in his rare opportunities early in the season, fourth-rounder Ka’Deem Carey received just one carry over the last four games and did not play a snap in the final two.

Undrafted rookie Senorise Perry committed five special teams penalties (four accepted). Dante Rosario lacked physicality at the point of attack to succeed when pressed into the role of lead blocker.

Moment that mattered: Frankly, it often felt like the Bears wasted Forte’s extraordinary efforts.

That his record-breaking 102nd catch came on the Bears’ final failed drive of

the year seems fitting – his two best rushing performances of the season came in losses, and he was stymied by stout run defenses in wins in San Francisco and New York in Weeks 2 and 3.

Although it was a superb season for Forte, two flashpoints stick out for the Bears’ bellcow back: At Carolina in Week 5, when Forte fumbled late in the fourth quarter with his team trying to mount a game-winning drive; and in Detroit in Week 13, when he tied a career-low with five carries and coach Marc Trestman squandered any good will that the Bears created during a two-game winning streak with game plan that epitomized the Bears’ lack of identity and conviction.

What’s to come: Hopefully, a new head coach who truly commits to building his offense around Forte, who’s 29 and has a cap hit of $9.2 million in 2015, the final year of his deal.

He’s coming off a season when he started all 16 games for the fifth time, and although Forte is approaching the dreaded age when backs begin to slip precipitously, he’s clearly the Bears’ best chance to right the ship offensively via another 350plus touches.

Yesterday we saw a deal in which a good trump fit increased the value of a hand. If one fit is good, just imagine what a double fit will do.

How would you and your partner bid today’s North-South hands? South opens one heart, and North raises to two hearts. (Yes, North has a maximum and the Losing Trick Count says that he is worth a game-invitational raise, but unless that diamond suit is useful, the hand will prove disappointing to partner. Starting with two hearts seems right to me.) What should happen after that?

South might jump to four hearts, but that is overly hasty. It is much better to rebid three diamonds. Yes, North will think that is a help-suit game-try, which might be made with a weaker suit, but South is interested in his partner’s diamond holding.

Here, North’s hand could not be better. Typically, he would either sign off in three hearts or jump to four hearts.

Now, though, he should raise to four diamonds. This announces the delicious double fit. And South should see the expediency of bidding six diamonds, not six hearts, because the club ruff(s) will be in the shorter trump hand.

In six diamonds, South takes one spade, five hearts, five diamonds and a club ruff in his hand.

Note, though, that there are only 11 tricks with hearts as trumps.

Because her nudity makes you uncomfortable, the most tactful way to approach this would be for Brent to explain to his mother that you were not raised this way, and that you both would appreciate it if she’d wear a robe when you’re around. It’s worth a try.

Description of Tax Increment Financing: A TIF District establishes a geographic boundary (a “redevelopment project area”) in which new private and public investment is encouraged. A municipality may issue obligations to inance improvements that will enable the redevelopment of deteriorated, blighted, or other key conservation areas within its corporate limits. By making public improvements, the municipality may invite new private investment so that the expected increase in property tax revenues can be captured, temporarily, to amortize the public improvement costs. A municipality may also choose to use TIF funds on a pay-as-you-go basis whereby revenue is spent as it is collected. In either case, it is expected that new investment in a designated redevelopment area will stimulate a resurgence of population, employment and assessed valuation throughout the entire community. It should be noted that TIF DOES NOT raise property taxes and it IS NOT a new tax or a new taxing district. Only an increased assessment or an overall increase in tax rates can raise taxes. TIF is merely used to reallocate increased property tax revenues created by increased assessed valuation that is realized after a TIF District is established. A TIF District may last for up to 23 years. With Tax Increment Financing, a property tax base is preserved during the life of the TIF District that will continue to pay for the basic public services the proposed redevelopment area already receives. All taxing districts will continue to receive taxes from this property tax base.

New incremental property tax revenue in the Village of Mazon may be used to help pay for the infrastructure necessary for stimulating additional private-sector investment.

VILLAGE OF MAZON PROPOSED TIF DISTRICT SUMMARY OF REDEVELOPMENT PROJECT AREA, PLAN & PROJECTS Proposed Redevelopment Plan and Project Area: The Village of Mazon proposes to establish a Redevelopment Project Area and adopt a Redevelopment Plan and Projects pursuant to the Tax Increment Allocation Redevelopment Act [65 ILCS 5/11-74.4 et. seq.] (the “Act”) for the proposed “Mazon Tax Increment Financing (TIF) District” in order to stimulate commercial, residential and light industrial development within the Village. The intent of the Redevelopment Plan is to promote and protect the health, safety, morals, and welfare of the public, address blighted conditions in the proposed Area and institute conservation measures so as to remove and alleviate adverse conditions, encourage private investment, develop business and real estate projects in order to increase employment and restore and enhance the tax base of all taxing districts by undertaking public and private redevelopment projects within the designated Area. The Redevelopment Project Area (the “Area”) for the proposed Mazon TIF District includes areas shown on the enclosed Boundary Map and the boundary is legally described in the enclosed Legal Description of the TIF Area. These properties have been neglected or have not been developed by either public or private sectors, and have not beneitted from coordinated planning efforts. All properties within the proposed Area would substantially beneit by a series of proposed public and private redevelopment projects. Pursuant to the Act, the proposed Area includes only those contiguous parcels of real property and improvements thereon which would be substantially beneitted by a redevelopment project and the Area is not less in the aggregate than 1½ acres. The overall Area consists of two hundred ten (210) improved and vacant parcels, 93.3% of which qualify as a combination of “Blighted” and “Conservation” Areas and, also, an “Industrial Park Conservation Area” as deined in the TIF Act. Improved properties included in the Area display characteristics of dilapidation, obsolescence, deterioration, violations of municipal code, excessive vacancy, inadequate utilities, overcrowding, deleterious uses, and a lack of public infrastructure and community planning. Vacant parcels throughout the Area display characteristics of obsolete platting, deterioration of adjacent properties, unused railroad right-of-ways, and chronic looding or contribute to looding within the same watershed. Evidence of a lag in Equalized Assessed Valuation (EAV) growth is apparent throughout the Area as a whole and has been documented pursuant to data made available by the Grundy County Assessor’s ofice. The, Redevelopment Project Area on the whole has not been subject to growth and development through investment by private enterprise and would not reasonably be anticipated to be developed without the use of tax increment inancing. By attracting new private investment and improving infrastructure throughout a designated Redevelopment Project Area, the Village expects to create new employment opportunities, improve or construct public services necessary for future population increases, stimulate the local economy, and improve the overall quality of life for its residents.

Long Term Goals and Objectives: The Village intends to use the Mazon TIF District to redevelop property that is currently underutilized for commercial, residential and light industrial development in an effort to increase population, improve employment opportunities, expand and diversify the local real estate tax base, manage growth and increase the overall quality of life for its residents. This Redevelopment Plan will allow the Village to alleviate and/or remove blighted conditions such as the lack of adequate public infrastructure. All of the property within the redevelopment project area will substantially beneit by a series of public and private redevelopment projects made possible with tax increment inancing. The Redevelopment Project Area is not otherwise reasonably expected to be further developed without the use of tax increment inancing. The Mazon TIF District Redevelopment Plan includes, but is not limited to, the following general long-term goals and objectives: (1) Eliminate or reduce those conditions which qualify the Redevelopment Project Area as a Combination of Blighted and Conservation Areas and, also, as an Industrial Park Conservation Area; (2) Facilitate the construction, improvement and maintenance of public infrastructure and other capital projects which the Village inds is in furtherance of this Redevelopment Plan or necessary to encourage new commercial, residential and light industrial development; (3) Construct, improve, upgrade and maintain storm water drainage and sanitary sewer lines and related infrastructure throughout the Redevelopment Project Area; (4) Construct, improve, upgrade and maintain antiquated and/or inadequate water lines and mains, as well as water storage facilities and related distribution systems; (5) Construct, improve, upgrade and maintain streets (including, but not limited to the future extension of Center St., Main St., Primrose Ln., Commercial Dr., and Industry Parkway), street lighting, landscaping, curbs, alleys, parks, public green space, recreational amenities, sidewalks, bike paths and other pedestrian walkways throughout the Redevelopment Project Area; (6) Enhance the tax base for the Village and other taxing districts through coordinated, comprehensive planning efforts by either the public or private sectors which focus on efforts to improve infrastructure, property reuse, and the upgrade of existing buildings; (7) Attract new commercial and light industrial development which complies with Village zoning and land use ordinances, increases assessed valuations and enhances the real estate tax base for the Village, thereby creating additional employment opportunities within the Mazon community; (8) Encourage new residential development which would increase the Village’s population, address declines in Mazon-Verona-Kinsman Elementary School District 2C and Seneca Township High School District #160’s enrollments and expand the overall economic base of the Village; (9) Attract tourism, new retail/commercial businesses and vigorous reinvestment in existing properties within the Central Business District through the use of inancial incentives
