hlitchfield@shawmedia.com MORRIS – The Grundy County Highway Department has a busy 2016 ahead as staff there look at bridge projects throughout the county.

County Engineer Craig Cassem said the year includes several big bridge projects scheduled to meet the county’s five-year bridge plan.

“We have a big bridge program [this] y e a r , ” C a s - Craig sem said. “We Casseum weren’t able to finish all of the bridges scheduled for 2015 so they’ve moved to the 2016 schedule.”

He said due to EPA regu- Doug Pryor lations, two of the five bridges planned to be completed this year were unable to happen.

However, a major project – replacing a Goose Lake Township bridge – went off without a hitch.

“Craig has done a great job keeping the infrastructure safe and improving it where needed,” County Administrator Doug Pryor said. “Even with budget issues we’ve been able to provide good, safe roads.”

Pryor said roadway and other infrastructure work isn’t getting any cheaper and the aggressive scheduling benefits the county.

The county has a five-year bridge plan that rolls over and remains at five years.

Each year that is completed is crossed off the list and another year is added.

Pryor said the practice of having the five-year plan is common, and said most counties and states have a similar plan in place.

The current five-year plan was adopted in November.

Scheduled for work in 2016 are the following projects: • A bridge will be built on Nettle School Road, just north of Old Stage Road.

• On O’Malley Road, east of Kinsman, a bridge will replace a large culvert.

• Scully Road in Highland Township will have bridge work west of Verona Road.

• A large box culvert on Minooka Road west of O’Brien

Road in Aux Sable Township will be replaced with a bridge.

• Greer Road west of Verona Road will also see bridge work this year.

“The work is because either the existing structure is unsafe or it’s an upgrade from a culvert to a bridge,” Cassem said.

The average cost of each of the projects is $300,000, with the entire plan costing about $1.5 million.

Cassem said while the county is the lead on the projects, the costs are divided.

State and federal funds cover 55 percent of the cost of each project, while the county and township split the remaining 45 percent.

“When it comes to bridges, there is a great partnership with the state and townships who share the cost burden,” Pryor said. “Even with fiscal challenges in place, we continue to get these projects done.

Infrastructure is extremely important to the county.”

Cassem said while the county determines which bridges to prioritize for work each year, there are things that cause some construction to be delayed or moved to another year, including safety of existing structures.

He said the Goose Lake bridge that needed to be blown up to be removed and then replaced in 2015 had to be done sooner than originally anticipated due to safety issues that caused the bridge to be closed.

Cassem is optimistic that the county will move forward toward construction on Brisbin Road.

He said the village of Minooka, the city of Morris and Grundy County are still working on an agreement, before the work can be scheduled.

Once an agreement is made, bonds will have to be sold to pay for the construction.

“We’re really hoping to get this built in 2016,” Cassem said.

We spoke to several local people, and time and time again, they discussed a desire to successfully manage work and family in the new year – learning and growing professionally while also improving personal relationships and spending time with loved ones.

Resolution: Keep learning and growing professionally Adair said she learned so much in her first full year as Morris city clerk – even after eight years with the city and many more working in the financial arena – that for her 2016 New Year’s resolution, she simply wants to stay the course.

“I’m feeling very thankful and blessed,” Adair said. “I just want to do the best job I can and be the best person I can be.”

She said she credits a great leadership team at the city for 2015 going so smoothly, as she stepped into a role she didn’t know everything about following her predecessor’s retirement in 2014.

Even with considerable experience in finance, she welcomes the opportunity to continue learning.

“I think that’s the place we should all be at,” Adair said. “If we stop learning, that’s sad.”

The 10-year anniversary of Eric Peterson’s business, Peterson Computer Consulting, comes Jan. 20. In those 10 years, the IT business has grown from being an in-home operation. In 2011, Peterson opened his first office and he moved to a bigger one recently.

Peterson has a lofty New Year’s resolution for 2016.

“We don’t want to hire more, but we want to grow revenue by 30 percent in 2016,” Peterson said. “It’s aggressive, but definitely doable.

We grew 20 percent last year.”

Peterson also opened Simple Communications in 2013 when he found many of his computer clients struggled to find a good phone service for their businesses.

“The goal is to grow the phone service business through our existing computer customer base,” Peterson said.

He’s also very excited about becoming a father in April. Peterson said he often works six days a week, but he’s going to take time off to be with his wife, Sarah, and the baby.

“Our staff can run the show,” he said. “Last time I was off I told them not to call me, and they didn’t.”

After five years away from her hometown, Gallagher and her husband moved the day after Christmas to their new home in Morris. Her goals in the new year include getting situated and adjusting to living in Morris again.

It shouldn’t be a problem, however, as Gallagher said she’s thankful to have family and friends nearby and to live in a friendly community. She said she always welcomes a lot of commitments in her life, but this year is a bit different with two 7-month-old boys.

“My resolution is to successfully balance being a new mom and business owner,” she said.

Her store, Pout Boutique in Morris, has grown quite a bit in a short time. Gallagher said the store expanded its offerings considerably in 2015 to attract new shoppers.

“My goal for Pout in 2016 is to stay unique by offering fresh and different items,” she said.

Resolution: Get organized, separate work and personal life, represent all constituents Kay Olson has never been big on New Year’s resolutions, but she has looked at ways to improve herself both personally and professionally.

She has solid goals as she goes into 2016.

Her first goal is to become more organized both personally and professionally. She said it’s a work in progress but it’s something she recognizes as an area to work on.

She also wants to work on separating her work life from her personal life, and that is a goal she has not only for herself but also for the staff she has in the County Clerk’s Office as they move into the new year.

Her third goal is remembering that her job as county clerk is to represent all people, and that every decision made has to be for the good of everyone – residents and staff alike.

“There have been a lot of changes in the office setting, and it’s not easy,” Olson said. “We are all learning something new, and I want to lead by example.”

She said it’s important to remember that changes she makes also become changes for all the personnel in her office.

On a personal level, she hopes to continue building relationships with friends and family.

“I always want to be kind and grateful, and I’m grateful for my relationships. Family is important to me,” she said. “We enjoy being together when we can, and I want to continue to make an effort to be together.”

Resolution: Use manifestation plates and vision boards to stay focused Amy Pilz doesn’t believe in setting New Year’s resolutions. She believes in creating manifestation plates every month throughout the year.

“Every month I keep track and write down things that need changed,” she said. “For me, personally, I need to work every day to be the best person I can be.”

On Jan. 8 at her downtown Morris store, Gypsy Soul, she will help others create vision boards for the new year, something like a resolution, but not quite.

She said on the boards people will put images of what they want for the year. Whether it’s health, money, family or a new house, by placing an image on a vision board it gives them a constant reminder to work toward those goals.

“We teach that thoughts bring reality. Instead of just saying, ‘lose weight,’ it gives you an image to help keep you in check,” she said.

Pilz said having a vision board or manifestation plate also allows people to get rid of the negative things they want to let go of.

She said as goals change or negative things happen, she writes them down and either burns the paper or rips it up to put it behind her.

Bike path coming to Minooka in 2016, riverwalk may be in the works

By BRIAN STANLEY bstanley@shawmedia.com MINOOKA – Construction is scheduled to start in the spring on the long-awaited McEvilly Road bike path.

“It’s [for] recreation, but more importantly, addresses safety hazards with kids walking on the hill,” Mayor Pat Brennan said.

The steep road has ravines on both sides, but the path will allow cyclists and pedestrians to go from Lions Park to the south side of the DuPage River in Channahon.

Both Grundy and Will counties have committed funds to the project, which was slated to be underway last year.

of meeting in the Junior High School, Village Christian Church will open its own worship center on Bell Road.

“It’s more than a building to us – it’s an opportunity to make a difference in the lives of many people,” the church said in a statement posted on its website.

The church will be located near the Westwind subdivision, which continued developing in 2015.

“We’re maintaining [the limPat Brennan it] of 30 houses built in a year,” Brennan said.

The village also recently annexed the Sunset Club subdivision Christina east of the muVan Yperen nicipal building and has considered building a riverwalk there.

“That will be in the planning stages this year. I

wouldn’t expect any construction in 2016,” Brennan said.

Airgas will open a $20 million manufacturing facility in the Grundy County portion of the village in January.

Grainger Industrial Supply has bought more than 50 acres next to the Airgas property and is considering building another warehouse there, according to Brennan.

Brennan said local retailers got a jump on the new year, when a pet store, a candy store and a music store opened in the past two months. Village staff also are keeping an eye on the new Hampton Inn & Suites on Bob Blair Road which opened in mid-December.

The hotel will host a Grundy County Chamber Business After Hours from 5 to 7 p.m.

“When I look at photos of myself prior to having weight loss surgery, all I can think is that there is no way that I’m going back to that person,” Savoree said. “My advice to others that are considering having weight loss surgery is to know it’s not easy. COAL CITY – Coal City United Methodist Church, 6805 E. McArdle Road in Coal City, invites the community to its first “Hallelujah” Soup Supper of 2016 from 4 to 7 p.m. Jan. 9.

Soups will be cheesy potatos and stuffed green peppers.

Helmar Lutheran holding fundraiser

Morris’ boys basketball team completed the first half of its season by losing a heartbreaking 60-58 overtime decision to the host Reapers in the consolation championship of the 53rd annual Plano Christmas Classic.

“We really wanted to win the game with Plano on Wednesday for us to complete a 3-1 tournament and close out the first half of the season above .500 at 7-6,” Morris coach Joe Blumberg said. “We played poorly offensively in the fourth quarter. On defense, we allowed 18 points in the first half and 42 in the second half and overtime.”

Morris opened up the 2015-16 campaign by winning three of four games and finishing in second place at the Coal City Turkey Classic. It rolled past Gardner-South Wilmington and then fell to IC Prep before defeating Serena and the host Coalers.

A win over Seneca was followed by a five-game losing streak, which extended into the team’s Plano Christmas Classic opener against Sandwich.

Shooting only 30 percent from the floor, Morris fell 44-27 to the Indians on Dec. 23.

Three of those losses opened up the Northern Illinois Big 12 East campaign. After falling to Kaneland and DeKalb, Morris suffered a heartbreaking loss at Yorkville, for a 0-3 mark.

Senior Matt Shaw went off for 35 points to lead Morris past Somonauk in the team’s second-round game at Plano. Then it shot 51 percent in a 53-39 latenight victory Tuesday over Fenton on Tuesday.

Sophomores Tyler Spiezio, and Aurelius Lennon-Rios shined in the heartbreaking loss to Plano to close the tournament.

“The 6-7 record, although not where we wanted to be, can partially be blamed on our tough schedule,” Blumberg said. “The Northern Illinois Big 12 Conference is very good. DeKalb (9-3)

SPRINGFIELD – With 2015 coming to a close, one has to ask: Is Illinois ending the year better or worse off?

I would say we are better off – but we have a long way to go.

First, income taxes dropped 25 percent in January – and they have stayed there despite the efforts of a multitude of politicians, government union bosses and political hangers-on who tried to jack up our taxes for their own benefit.

I don’t know about you, but I’d much rather have money in my own pocket than give it to some bureaucrat in Springfield to spend.

In fact, I have faith that ordinary people will spend their money more wisely than the state would.

Unfortunately, for decades, state government has been letting down the people of this great state.

And it has been doing so year after year by spending more than it has been taking in. That’s why Illinois has the worst credit rating in the nation. That’s why we have an unfunded pension liability bigger than the economies of some nations. And that’s one reason why businesses – and the people they employ – are leaving this state.

We shouldn’t be surprised that state government is at an impasse. House Speaker Mike Madigan has been in power for more than 30 years. Gov. Bruce Rauner spent almost $28 million of his own money to get elected on a platform of reforming Illinois government.

It should surprise no one that the two are at loggerheads.

The status quo has kept Madigan in power for decades and driven the state into the financial ditch it now finds itself in.

THE FIRST

AMENDMENT

REEDER REPORT Scott Reeder And Rauner didn’t get elected to kowtow to Madigan.

He got elected to bring change.

Folks are unhappy with the direction Illinois is going, and they view Madigan as an impediment to true reform.

For example, term limits for elected officials and having an independent body draw legislative district boundaries are popular ideas with Democrats, independents and Republicans alike.

But Madigan won’t let the issue be considered because it would erode his power.

In fact, he said he won’t agree even to a temporary tax increase unless the state implements fundamental reforms.

In the meantime, most Illinoisans have been unaffected by the budget impasse. For the most part, they are getting the state services they need.

The state needs fundamental reforms to improve its business climate. Otherwise, the exodus of jobs and people will continue.

But given the trajectory that Illinois was on before 2015, one could argue the impasse could have positive effects, such as curbing state spending and putting more money in taxpayers’ pockets.

In fact, the biggest change most people have experienced this year is that their taxes went down.

So we are better off – but we still have a long ways to go.

To the Editor: The recent killings in California and Paris had a thing in common. The killers were Islamic. The liberal segment will of course scream that it was because of guns and that we must take them away from all in the U.S. Common sense should tell us that upon surveying violence around the world, it’s most prevalent in Islamic countries.

Should we wish to be safer, then we must stop immigration from those countries. The president lied that violence of this type is worse here than anywhere; it is at this time probably worst in Syria, where genocide is being committed against Christians.

It’s being committed by Islamic doctrine. The same happened in Iraq. Our leaders would sooner posture against Majority Christian nuclear Russia. Common sense 1, ally with them.

The California killers had pipe bombs, so the killing could have been more effective had they used them. Our leaders need to look at the real situation, and not dance around in some make-believe world that all religions are the same, and that gun control will end mass violence.

EL NINO EXPLAINED

To the Editor: For those who don’t understand what an El Nino is, it’s when Pacific Rim countries are subjected to radical changes in weather. The criteria’s basis is for the surface water in equatorial central Pacific water to be 0.9 degrees Fahrenheit hotter than normal during the winter months. This winter is projected to be higher.

The normal cycle is for the surface water to cool off after a couple of years because of the upwelling of cooler deep water.

The problem with this El Nino is the deeper water isn’t cool; it’s warmer than ever recorded, too.

The normal cycle would mean cooler surface water creating a La Nina and moderating the weather for a couple of years. Many computer programs that have been predicting this El Nino are predicting a smaller, less-moderating La

Nina. If they are correct, we may be reaching the feared tipping point sooner than expected.

The reason is the concept I studied in 1969. Carbon dioxide in the upper atmosphere allows the short sun’s rays to reach the surface, where they warm the surface. That heat produces long rays that are reradiated back into space. However, CO2 blocks long rays so the radiated heat is kept inside. The more CO2, the less heat escapes. It’s called the Greenhouse Effect. On a cool sunny day, we wear jackets to glass covered greenhouses and then have to take them off because of the sun-produced heat. CO2 acts like the glass.

It’s simple: The more CO2 we produce, the worse it will get.

Methane from the thawing tundra is many times worse than CO2, and that’s the feared tipping point of no return.

I hope all of my readers have a happy and healthy 2016.

To start the year, let’s look at the winner of last year’s Keri Klinger Memorial Declarer Play of the Year award from the International Bridge Press Association.

The deal arose during the final of the World Open Pairs in Sanya, China.

The declarer was Espen Lindqvist from Norway.

After West’s one-heart overcall and North’s two-diamond response, South’s four-club rebid was a splinter, probably with a void given that his partner’s single raise made a slam very unlikely.

Against five diamonds, West led the spade 10. When that held the trick, he continued with the spade queen.

What did declarer do?

Lindqvist won with his spade ace, ruffed a spade in the dummy, discarded the heart three on the club ace, ruffed a club with the diamond 10, and led his last spade. When West followed suit, South ruffed with the diamond queen.

Then he ran the diamond nine, ruffed another club (to leave West with only hearts), and cashed his last two trumps, the ace and king.

Everyone was down to three cards.

East had kept two hearts and the club king; dummy held the heart 10-six and club six; West retained the heart K-J-8; and South had the heart A-Q-9.

Now declarer led his heart queen and unblocked dummy’s 10. West took the trick but had to lead from his heart jack-eight into Lindqvist’s ace-nine.

That was a terrific performance, taking full benefit from West’s ill-advised overcall with a weak hand, opposite a passed partner, and vulnerable.
