City Council approves Midtown Building purchase

I

n a unanimous decision, the Newton City Council approved the $549,000 purchase of the Midtown Building and three other properties in September.

A serious discussion about plans, timelines and deadlines for the former Hotel Maytag renovation project was held by council and city staff before final approval was given.

“I struggle with the purchase of this property. I think there are a lot of outstanding questions,” councilwoman Miranda Kulis said. “I just want to make sure we are moving forward with purpose and that we are following through with that.”

Councilwoman Lin Chapé also voiced concerns about deadlines within the project and how long the city will be part of the property going forward.

“I have concerns over questions about the deadline or how all of this is going to go on under us, in terms of the city. If we do find someone who is going to develop, there should be a letter of intent,” Chapé said. “I want it to be very intentional in terms of how long are we going to do this.”

The struggle and concern stems from lack of progress made by current developer, Frantz Community Investors, with no clear timeline of the city’s involvement. The Cedar Rapids-based company announced intentions for a $10 million renovation project more than a year ago that included adding 35 market-rate apartments, commercial space and an upscale restaurant.

No visible progress has been made, and FCI has not yet assembled the full financing to start the project.

Former City Administrator Bob Knabel said in his report the city’s intent in stepping into ownership of the building is to preserve the commercial tenant spaces by making investments in maintenance and necessary repairs. In the past year, the building has had several issues that have the potential to create long-term damage to the building, including plumbing and HVAC problems.

“This is a considerable undertaking, and we take it very seriously, but it’s an action that we recommend because of the importance of the Midtown Building, Hotel Maytag to the community,” city director of finance and development Bryan Friedman said. “I believe with the city stepping in to an ownership on a limited time basis, we will be able to preserve and maintain the building, and I think we would be best able to facilitate its full renovation.”

Friedman said he had been in contact with a local electrician and plumbing and heating contractor to gather quotes on building maintenance. Maintenance and stabilization costs could reach up toward $50,000, he said.

“We are moving forward to stabilize the building and find developers, working with the existing one we’ve worked with for quite some time, but if that doesn’t happen, we are moving to get this building to a project and a plan that would be preserving the iconic and historic nature of the downtown building,” mayor Mike Hansen said. “As we have discussed in past, there is a basic plan in place to purchase, to sustain the building

and then to find somebody to develop it. I and the economic development team think that can happen in a short period of time.”

Councilwoman Evelyn George said while she usually is not in favor of the city purchasing properties, she does feel a responsible owner needs to be found and if the city needs to be part of the process, she is in favor of the purchase.

“I saw what happened with the Maytag Bowl after years of neglect, it just keeps getting worse,” George said. “This one is a cornerstone of our downtown district, it has a lot of ties within our community, I think we have to step up and be responsible owners and get the next responsible owner.”

Along with the Midtown Building, the city also purchased three additional properties from Ken Johnson and Midtown Investors Group, LLC. The properties are located at 902 First Ave. W., 619 South Third Ave. E. and 524 S. Fourth Ave. E. Johnson also relinquished any tax sale certificate redemption right for properties at 525 W. Fourth St. S., 319 E. Eighth St. S. and 321 E. Eighth St. S. Finally, the city also receives a right-of-first-refusal on properties at 500 First Ave. W. and 116 S. Second Ave. E. for two years.

Funds to purchase the Midtown Building will come from $600,000 in project incentives for this property that were bonded for by the North Central Tax Increment Finance District in 2015. To purchase the three D&D properties, the city will use both Commercial D&D funds and Residential Housing Initiative D&D funds.

Four new Downtown Micro-Grant projects moving forward

Pierson Newton Daily News “The many renovations have so changed the building that it is not considered a contributing structure to the Downtown Historic District,” former city administrator Bob Knabel said. “Since it is not a historically significant structure, the consideration of this project is less about being true to the history of the building and more about ensuring that the proposed color is in harmony with the unpainted brick on the upper level of the façade as well as the other buildings within the block.”

Ellis will receive a $2,500 grant to pressure wash the building and repaint the painted areas with an exterior acrylic flat finish. She plans to retain the red awnings currently on the structure. The total projected cost for the project is $6,800.

The Grant Review Board, who reviews and approves applications prior to council approval, was supportive of the project but would like to verify and approve the final color selection to ensure the new colors fit within the context of the block and the building. Board member Marilyn Terlouw, a designer, offered assistance with the color selection at no cost to the project.

our new downtown building projects were approved for use of the city’s Downtown Micro-Grant Program.

The Courthouse Mall building, 128 N. Second Ave. E., 213 First Ave. W. and 205 First Ave. W. were all given the green light by city council to receive various renovations and updates to continue efforts to improve downtown aesthetics.

Courthouse Mall Historically known as the Thriftway Grocery Store, the building located at 101 First Ave. E., was built in 1949 following the vacancy of the property after a fire in 1921. The building was occupied by the grocery store with a bowling alley in the basement until 1958. It then housed a Kresge store, the predecessor to K-Mart, Jupiter and C-Mart.

In the mid-1980s, the building was renamed Courthouse Mall and was converted to a mini-mall concept with space for several businesses.

The building has been under construction recently past with the removal of non-historic façade, installation of new windows and improvements to the brickwork. Michael Muta will receive a $2,500 grant for a new awning that will have the look of an awning from the mid-20th century in materials and design.

The proposed awning will have a ridged profile, similar to what has been found in historical photos. The total project cost is $5,502.

128 N. Second Ave. E. Having been renovated on five previous occasions, the building owned by Margaret Ellis is looking for a fresh look with a new coat of paint. Built in 1879, it saw its first remodel in 1905 with four more following in 1911, 1954, 1964 and 1979.

213 First Ave. W. Originally constructed to house Daisy Lunch in 1954, the building at 213 First Ave. W. is considered a contributing resource to the Newton Downtown Historic District. Daisy Lunch remained the building until 1961 and an interior renovation took place in 1963 to house a series of photography studios.

“It retains a good level of historic integrity related to design, workmanship and materials. The Permastone facing and storefront glass set in metal framing are particularly important as these elements tie it to its mid-twentieth century construction period,” Knabel said.

Building owner Julia Prendergast will receive a $4,037 grant to replace the door, sidelights, transom window and additional windows. The total project cost is $8,075.

Prendergast originally proposed silver colored frames for the windows and doors but the review board found that dark, oil rubbed bronze color frames would be preferable for the building. The windows and doors will also preserve the original door/window opening sizes and improve the energy efficiency of the building.

205 First Ave. W. Prendergast was also receive a $4,626 grant for a $9,253 project to replace the existing double doors and window at the Fine Things Reclaimed building.

A part of the Town Square Mall building, the structure retains a good level of historic integrity related to design, workmanship and materials.

“The retention of the form, complete with the flat roof, Permastone facing, open expanse of storefront display glass set in metal framing and simple form of the second story window openings are particularly important as these elements tie it to its 20th century construction period,” Knabel said.

The building has had several improvements recently, including the removal of non-historic façade, installation of new windows and improvements to the brickwork.

Prendergast has taken steps to research the appearance of the building and provided an image from the 1960s to work from. The review board approved the update and welcomed the addition of a proposed new awning that honors the history of the building and provides a finished look on the northside of the building.

“This is exciting, it is exciting stuff,” councilwoman Lin Chapé said.

Main Street intern learns more than just logistics

I

nternships can provide valuable work experience for future young professionals.

Newton High School graduate and current South Dakota State University sophomore Anna Barr has dipped her toes in the business waters by interning with Newton Main Street.

“Last year as a senior, (former Main Street Director) Andrew Bassman approached my business teacher about getting an intern for the summer,” Barr said. “I knew I couldn’t do it then but I remembered it this winter so I got ahold of Andrew and asked if he was looking for anyone. I met with him a few times, and then I got the position,” Barr said.

Barr’s main project during the internship was running the Newton Farmers’ Market. She would get to the courthouse lawn at about 3 p.m. to help vendors find correct spots, make sure the event runs smoothly and be available for any questions people might have.

During the course of the summer Barr saw the ebb and flow of the market — most notably the increase of vendors from 14 to last year to 20 this year.

“We’ve had a couple of new vendors this year. Several of the days we had a honey vendor that we are hoping to get back next year,” Barr said.

“We even talked today about getting more of the people that have local garden items they have a surplus of and need an outlet for.”

Barr learned a lot about logistics by running the farmers market but also gained invaluable knowledge from the vendors themselves.

“To meet some of the vendors too, they have a lot of insight. Some of these people are up at 5 a.m.,” Barr said. “It is really interesting to learn everything they go through and what it takes to get food from farm to table.”

Barr couldn’t have picked a more appropriate summer project to help her continue in her education. At SDSU, she is majoring in dietetics with a minor in nonprofit business and horticulture.

“Local foods are definitely an interest of mine, nonprofit business is an interest,” Barr said. “It has opened some doors and given me experience to maybe host my own farmers market someday.”

As her internship wrapped up for the year, Barr said it was a great experience and hopes, if it works out, to come back for a second summer.

Main Street Executive Director Graham Sullivan is also excited about that prospect along with any other internship possibilities throughout the year.

“She’s been a huge asset to our farmers market. Without her we wouldn’t have such a smoothly run market,” Sullivan said. “This is experience that she can use going forward in her eventual career. We wish her the best of luck as she goes back to school this fall.”

Newton Fall Fest was back for its second year Celebration concludes farmers’ market season

or the second year, the Newton Farmers’ Market had a party for the final market of the season.

Newton Fall Fest was sponsored by Newton Main Street and Jasper County Farm Bureau and featured vendors, kid’s activities, music and more from 4:30 to 8 p.m. in downtown Newton.

“It was a great finale to this year’s Farmers’ Market and we were happy to see community members come out and enjoy the activities, music and have a good time,” Newton Main Street Executive Director Graham Sullivan said.

The final farmers’ market kicked things off with the Hawkeye Pedal Pull contest starting at 5 p.m.

There was no cost to enter and trophies and prizes were handed out for each age group ranging from 4 to 11 years old.

Community members were invited to bring a lawn chair or blanket and enjoy free, live music by Slipstream, which also began at 4:30 p.m. The Des Moines-based band entertained with a mix of classic 70s and 80s rock and pop with an occasional surprises thrown in that got everyone out of their seats, having fun and dancing.

Face painting, balloon animals and activities by the ISU Extension, Newton FFA, Newton Library, Iowa Public Television, Iowa Ag Literacy Foundation and Newton Fire Department also took place throughout the evening.

This is the second year of the return of the farmers’ market to downtown. It was previously located in the parking lot at the Centre for Arts and Artists.

“It appeared to be a pretty good farmers market. There were a lot of hot days but I think everyone was pretty pleased with all of the customers,” Doug Whitmore of Riverbottom Farms said.

Kerry Whitmore agreed, expressing shock at the amount of interest they received in Newton.

“It is our first year here and we were quite impressed with the turn out,” Kerry Whitmore said.

Mike Williams, who sells apples toward the end of the farmers’ market season, has also been successful this year.

“This is our third week because we sell apples but so far it has been reasonably good,” Williams said. “We’ve always done good in Newton, we love the Newton people.”

The raffle was a part of the organization’s 2017-2019 pledge drive, which kicked off on July 28.

“A win-win for both involved. We were able to raise some funds for our efforts and a lucky winner was able to take home $2,700,” Newton Main Street Director Graham Sullivan said. “It was a fun event to kick off our new three-year pledge drive.”

Only 100 tickets were available for the fundraiser and Main Street sold 54 tickets. Each ticket cost $100 and raised a total pot of $5,400.00 A winner was drawn at 7 p.m. Sept. 22 on the northwest corner of the square. Colette Ergenbright was the grand prize winner. Ergenbright brought home $2,700 with the other half of the money going to Main Street.

As Main Street’s initial three-year pledge drive is ending this calendar year, Main Street is looking for new and creative way to raise funds along with businesses and individuals to continue their pledges for the next three years, as well as add some new to the numbers.

“Main Street operates solely because of the generous donations of our city, businesses and individuals who see the potential Newton has in being a Main Street community and what that can mean for us,” Sullivan said.

“Pledges can come not only in monetary donations, but in-kind donations and donations of volunteer time, as well. The more resources we have the more opportunities for growth and progress in our downtown.”

Magnetic Main Street’s fundraiser was back for another year of giving

Pierson/Daily News Newton Main Street is hoping to create a pedestrian alleyway behind Dan’s Sandwich Shop and east of the public parking lot to create a more pleasing aesthetic feel in the area. Executive director Graham Sullivan presented an plan to the Jasper County Board of Supervisors to hang artwork on the county owned building adjacent to the project.

n Newton Main Street’s continuing efforts to address the look of downtown Newton, executive director Graham Sullivan presented a proposal for artwork to be placed on the county building located near Dan’s Sandwich Shop.

“Near the city lot, behind Maid-Rite, we are wanting to put in a pedestrian alleyway, similar to what is in between the library and the alleyway between Uncle Nancy’s and Aleya,” Sullivan said. “We are working with the city to pour concrete to put in a bike rack and benches and we have a piano that is being painted by the Centre for Arts and Artists right now.”

The county comes into play because Main Street is hoping to hang artwork on the brick building adjacent to the alleyway. The art would be secured to the building without causing damage to the brick and no painting of the brick would take place.

“We are looking at something that would keep with the alley, a midcentury modern feel, as our downtown is designated that way,” Sullivan said. “A lot of Main Street communities are doing things to kind of jazz up a building that might not be so nice to look at.”

Supervisor Denny Carpenter said the building was the county’s first maintenance shed and is more than 100 year old. The board gave Sullivan the go ahead to begin research on how to hang the artwork and was generally in favor of the project.

For $5, donors could choose any magnet, which revealed a prize from an area business. Magnets were selected on a first come first serve basis.

Prizes included a planter with custom-made Cardinal logo along with a $25 Earl May gift Card donated by Co-Line, one night stays at AmericInn, Best Western Holiday Manor and Boulder Inn & Suites and passes for Nickelodeon Universe at the Mall of America including passes for Moose Mountain Golf, the Sea Life Aquarium and bowling at Sky Deck Lanes plus a $100 Gift Card from KCOB/KRTI. Items from Blank Park Zoo, MB2 Raceway, WWE Live, Iowa Energy Basketball, Des Moines Buccaneers Ice Hockey, Iowa State University Volleyball and Drake Men’s Basketball were also available.

All prizes were valued at more than $5 and funds went to Newton Main Street.

This fundraiser is a part of the organization’s 2017-19 pledge drive, which kicked off on July 28.
