Legacy Guild preparing for annual fundraising event at FitzGerald’s SUBURBAN LIFE MEDIA The Legacy Guild, a nonprofit started by a group of La Grange-area residents to provide college scholarships for students who have lost a parent, is getting ready to host its biggest annual fundraiser in February at FitzGerald’s Nightclub in Berwyn. The Big Spring Event 2015 is schedule for 6:30 p.m. to midnight Feb. 28 and will feature entertainment by Maggie Speaks, a dance music cover band, as well as an open bar, food, live and silent auctions and other surprises, according to a news release. Tickets to the event are $175 per person. A purchased ticket gets the attendee a round-trip bus ticket from La Grange to FitzGerald’s and back. Funds raised at the event will go toward providing college scholarship for students of Lyons Township High School who have lost a parent. To be eligible for the 2015 scholarships provided by The Legacy Guild, students must submit an application at www. thelegacyguild.com.

High school and college students are eligible for the scholarships if they live in the boundaries of Lyons Township High School and have had a parent die while being raised in the area. While students must live in the school district, they continue to remain eligible if they attend or attended a high school outside the district, according to the release. The scholarship awards will be announced in May. The Legacy Guild was formed in 2012 by a group of men from La Grange and other surrounding areas who were drawn together after a series of sudden and unexpected deaths of friends
and neighbors. The Legacy Guild is a Christian faith-based group that welcomes all faiths and meets regularly to discuss important issues, including how to be a better father, husband, son, brother, neighbor and friend. Last year’s event hosted at FitzGerald’s drew about 350 attendees and raised more than $80,000 for the scholarship program. A total of 23 students were chosen to receive scholarships from the Legacy Guild in 2014. Patrols have been stepped up in the area of the shooting 24/7, according to Strasser. The department has four officers out on patrol in the village at a given time, she said. Two officers have been assigned to patrol the area. Strasser said she has heard residents of La Grange’s east side say police were less responsive to calls but challenged anyone to point to an incident when police did not respond or did not respond quickly. “It’s a small village,” Strasser said Monday. “We take all calls seriously and we’re there in minutes.”

LA GRANGE – Officials with the La Grange Police Department said Monday their investigation into the Jan. 26 shooting of a 22-year-old man in the zero to 100 block of Washington Avenue is still ongoing. However, according to La Grange police investigators, the department currently has no suspects or leads in the shooting. About 2:45 p.m. Jan. 26, the La Grange Police Department received multiple reports of shots fired on the village’s east side. When officers arrived, they found a group of residents around a man who was shot in the lower abdomen. The man was taken to Loyola Hospital in critical condition and underwent surgery. According to police, he has since been released. Witnesses told police they saw a gray four-door Dodge vehicle flee northbound on Washington Avenue after the shooting. The 22-year-old La Grange man was the second person shot in La Grange in two months. Previously, the last shooting in La Grange occurred in 2006. Antonio Marshall, 18, of Brookfield was charged in 2006 with the fatal shooting of Howard Howell, 41, in front of the La Grange Recreation Center. Marshall later pleaded guilty to second-degree murder and was sentenced to 15 years in prison. On Nov. 21, police received a report of shots fired in the area of Calendar and Sawyer avenues, about two blocks from where the 22-year-old was shot. Police later learned a 16-year-old Lyons Township High School student was shot Nov. 21 after he arrived at La Grange Memorial Hospital looking for treatment for a gunshot wound to his leg. Following the November shooting, police said their investigation stalled, largely because of the 16-year-old victim’s refusal to cooperate with investigators on the case. Police would not comment on whether they were having similar issues with the victim of the Jan. 26 shooting investigation.

Gov. Rauner is taking steps to let workers skip paying union dues SPRINGFIELD – Well the apocalypse is upon us. At least that’s what you’d think if you listen to some politicians and union bosses. For the first time in decades, an Illinois governor has dared to utter the words “Right to Work.” Gov. Bruce Rauner’s pronounced last week he would like to allow “Worker Empowerment Zones,” where employees working for unionized VIEWS organizations would have the Scott option of not paying money Reeder to a union. Rauner said he doesn’t want to make Illinois a right-to-work state, but does want to empower cities, counties and townships to opt to create right-to-work zones. A similar experiment is taking place in Kentucky. The idea scares the crap out of union bosses who are reliant on receiving some money from folks whom don’t want to have anything to do with a union. But it ought to be welcome news to most Illinois residents. According to data from the U.S. Bureau of Labor Statistics, job growth in right-to-work states is far outpacing other states. From 2002 to 2012, the economies of right-to-work states grew by a total of 62 percent, compared to 46.5 percent in nonright-to-work states. Illinois’ economy during that period grew only 36.9 percent. Supporters of such measures say it makes states more attractive to businesses and that workers shouldn’t be forced to give money to an organization they may not agree with just so they can hold a job. Opponents, on the other hand, say it’s not right that workers not paying dues reap the benefits of what the union has negotiated. There is evidence showing that right to work stimulates economic growth. In 1997, University of Minnesota and Federal Reserve economist Thomas J. Holmes looked at areas where right-to-work states bordered non-right-to-work states. Holmes found manufacturing employment was one-third higher on the right-to-work side of the border. In recent years, the potential for accelerated economic growth has drawn our neighbors Indiana and Michigan into the right-to-work camp. They are Midwesterners just like us, working hard and providing for their families. The difference? No one is forcing anyone to give money to a union. Those who give want to do so. What could be fairer?

For 2015, business experts are ‘cautiously optimistic’ By KELLI MURRAY kmurray@shawmedia.com The million-dollar question always seems to ponder what the future will bring. Prosperity? Jobs? Hard questions with no easy or one-size-fits-all answer. A panel of experts tackled some of those difficult questions Jan. 27 during the Economic Forecast 2015 event hosted by Suburban Life Media. Keynote speaker John Quigley, president and CEO of Elmhurst Chamber of Commerce, offered a mixed bag of news in his opening remarks to the more than 100 business and community members in attendance at the Drury Lane Conference Center in Oak Brook Terrace. “I’ve lived in the western suburbs for almost 60 years,” Quigley said. “It’s always been a vibrant place to live. This is a great idea for a conference and great place to get business leaders together.” He offered snapshots of economic growth in 2014, including that the nation is experiencing the fastest job growth since 1999, interest rates remain at historic lows to help keep inflation rates in check and the national unemployment rate is less than 6 percent, although Illinois it is at 6.4 percent. Anthony Griffin, executive director for Berwyn Development Corp., led an optimism front with his example of what Berwyn has experienced since

Visit http:// shawurl.com/1p45. his tenure starting in 2008. “What we have seen in Berwyn during 2014 has been very good growth,” Griffin said. “We’ve had the highest growth rate in 40 years and it’s been during a recession.” The commercial growth rate was due to finding right size land for retailers, and even acquiring land and turning it over to retailers when needed, he added. A banker for 30 years, Richard Reichert, president and CEO of Community Bank of Elmhurst, also has seen positive signs of economy returning to life. “I am cautiously optimistic for 2015,” Reichert said. “I’ve seen a stronger economy, especially in east DuPage. We’ve seen some commercial customers make new investments in equipment and new product lines.” Heath Ashenfelter, division vice president of True Value Co. Chicago, felt a two-prong approach would be the best method when it came to e-commerce and how that affects brick-and-mortar locations. “For folks shopping for products $500 or more, say a
lawnmower in my world, 80 percent shop online prior to engaging with a brick-andmortar store,” Ashenfelter said. “More important is that on average, those consumers spend 80 days shopping online before making a purchase.” Ashenfelter stressed it is crucial to businesses to identify their brand by having a viable website that also is mobile for customers that are researching competitors websites while in their store. The second approach is to consider the different shopping patterns of Generation X, who tend to want experts to fix things, and Generation Y, who are interested in projects they will do themselves, he said. “These folks’ expectations are different and you have to market differently,” he added. In speaking to the skill set required for future employees who are still in college, Timothy Ricordati, dean of the School for Professional Studies at Elmhurst College, cited a study from the Association of American College and Universities that asked employers what skill they would seek in an employee. “Ninety percent said the most important characteristics are soft skills: critical thinking, problem solving, communication skills and the ability to work in teams,” Ricordati said. “The undergraduate major of that person is secondary to having those skills. That is eye opening.”

SOME FREEBIES ARE FREE, SOME GET TAXED When you get a coffee mug from your public radio station in response to a contribution, it’s considered a minimal gift; no tax is involved. But when a bank’s gift for opening an account buys an expensive airline ticket, that’s different. In a recent Tax Court case, a couple received thousands of “thank you” points from a bank for opening an account. They redeemed the points to buy an airline ticket worth $668. The bank bought the ticket and then issued a Form 1099-MISC, listing the $668 as “other income.” The couple did not list the income on their tax return. The Court held that the airline ticket was a premium to be treated like interest. However, frequent flyer miles are different. Years ago, the IRS announced that it would not try to tax miles from business travel (or even personal trips) used to buy tickets or upgrades, perhaps because of the difficulty of evaluating the benefit.

However, Mosley said she doesn’t believe the village makes the same investment in her area as they do in other parts of La Grange. Mosley said she has called police for years about issues at the house where the 22-year-old shooting victim lives and said the problems are still ongoing. Mosley said she believes if people were causing similar problems in other areas of La Grange, police would have put a stop to it. Mosley said she worries about the value of her home because of the “problem house,” which sits across the street from hers. “Our goal is for everyone to have a high quality of life in La Grange,” Livingston said. “We think of La Grange as border to border. We are not a village of wards and I think that reinforces the villagewide approach [to issues].” Livingston said village improvements, such as the repair of streets, are administered fairly and on a rotating basis, as are all village services. He added that as a small village, public officials are readily accessible to residents’ concerns. In addition, Livingston said, La Grange’s recent sales tax increase will partly go toward hiring a new police officer, which will benefit the whole village. “The goal of La Grange is to get safer all the time,” he said. Livingston also disagreed that there was a lack of investment and attention

The village will host a hearing Feb. 10 on the construction of a three-story homeless shelter there, which will allow BEDS to consolidate service and move its current shelters, which rotate between churches in La Grange. The proposed action comes a little less than a year after La Grange community members who live near Emmanuel Episcopal Church of La Grange, 203 Kensington Ave., complained that the shelter hurt the “Mayberry”-style image of La Grange, despite a police department analysis that showed no significant issues with homeless in La Grange. In the end, Mosley said she pays the same taxes that everyone else in La Grange does. As a resident, she said her neighborhood should be worth as much to the village as any other. “They beautify and build uptown, but they never do anything here,” she said. “We are not taken seriously.”

Phipps leads Lions toward lofty heights By DAN SANTAROMITA dsantaromita@shawmedia.com
LA GRANGE – Harrison Niego may get a lot of the attention for Lyons Township’s boys basketball team, but he’s not the only senior leader on the team. Jaquan Phipps has grown into a leadership role for the Lions, providing another reliable scorer, veteran presence and a co-captain along with Niego. The 6-foot-3 guard is LT’s second-leading scorer behind Niego and does a little bit of everything for the Lions. Phipps was initially used as a bench player during his junior year. When Chris Hester went down with an injury during the holiday tournament last season, Phipps moved into the starting lineup. He thrived in the new role and has continued to show confidence from the start of this season. “I enjoy it,” Phipps said of being a co-captain. “I believe it’s a privilege. I’m glad the guys nominated me and Harrison to be co-captains. ... I’m honored to be a captain.” On the court, Phipps is capable of guarding taller players and is sometimes forced to do so considering the Lions’ lack of a true post player. He also sometimes takes some ballhandling duties and is one of the leading rebounders on the team. His all-around game has been useful for the Lions, and Phipps is hoping to turn his improved play into the chance to play in college. His older brother, Justin, is currently a senior at Aurora University where he plays both football and basketball. “I love this game with a passion,” Jaquan Phipps said. “It relieves stress. It helps me have fun. Basketball is a fun game and it’s a fast-paced game, an emotional game, you win some, you lose some. I love this game to death and I do want to continue playing. “I’m kind of waiting until the season is over [to make my college decision]. Whatever happens, happens. I’ll be glad anywhere. If I get a scholarship, I’ll be blessed.” Phipps and Niego have led what was once an inexperienced supporting cast to a 17-4 record. Currently, the Lions appear more balanced. In Saturday’s win against Downers Grove North, four Lions scored in double figures. “We lead this team, we give them confidence and tell them to keep their heads up when they’re not feeling well,” Phipps said. “Just being a team leader and letting them know that ev-
