1. Decision to be made on Lemont Sports Complex The village of Lemont hopes to have its proposed sports complex built by November at the 26-acre site at the north end of Stephen Street.

But before construction can begin, the village must finalize how the $21 million facility will be financed.

Lemont Mayor Brian Reaves has said the village could pay for the complex by using operation revenue from the facility, sales and income tax dollars,and Tax Increment Financing District funds.

Residents concerned about such a large project being paid for without their approval collected enough signatures to force a referendum during the March primary.

Since then, the village has been negotiating private financing for the project that would make the referendum unnecessary.

The deadline to put the referendum question on the ballot is Jan. 9.

Search firm members said they expect to present a profile of the ideal superintendent during the Jan. 22 board meeting.

3. The end of Keepataw Days?

The fate of the 65-year-old Keepataw Days Festival appears to be in the hands of the village of Lemont, Lemont Park District and Lemont Township.

Members from those groups will meet in 2014 to determine whether they want to

pay for the annual Labor Day weekend festival.

The festival had been financed by the nonprofit organization Keepataw Days Festivals Inc., but the group announced in December that it could no longer afford to put on the event.

This is not the first time Keepataw Days has been in peril. Keepataw Days Festivals Inc. was formed four years ago after the previous organizers, the Lemont Jaycees, disbanded.

Lemont man dies in Archer Avenue crash

LEMONT – A Lemont man was pronounced dead at the scene of a crash at 6:20 a.m.

Monday morning on Archer Avenue near Parker Road in unincorporated Cook County near Lemont, according to the Cook County Sheriff’s Office.

Ken Ulanski, 48, was driving northbound on Archer Avenue and passing vehicles on the right shoulder when his vehicle lost control, spun into the southbound lane and was struck by a southbound vehicle, a spokesperson with the

sheriff’s office said.

The driver of the southbound vehicle, a 42-year-old Chicago man, was transported to an area hospital with nonlife-threatening injuries, according to the sheriff’s office.

Archer Avenue between Bell and McCarthy roads was closed after the crash so the incident could be investigated, the spokesperson said.

According to Ulanski’s LinkedIn profile, he started work in November as a tool and die maker at Advanced Technology Services in Bellwood.

LEMONT – U.S. senators Mark Kirk, R-Ill., and Dick Durbin, D-Ill., wrote a joint letter asking U.S. Secretary of Transportation Anthony Foxx to approve an Argonne National Laboratory project on mass transit safety, according to a news release from Kirk’s office.

The proposed research program would examine the capacity of mass transit systems to plan for and respond to emergency events, the release said.

8NEWS BRIEF LEMONT – Detectives from the Lemont Police Department are investigating a home invasion that occurred at 2:40 p.m. Dec. 30 in the 800 block of Warner Avenue, according to a police news release.

A single gunshot was fired during the incident, the release said.

Detectives are interviewing witnesses and have determined the incident was not random and had a clear motive, according to the release.

LEMONT – Gabe Sandoval has studied his way from the labs of Lemont High School to one of the most prestigious research institutes in the country.

The Lemont High School graduate earned a doctorate in immunology in April from Washington University in St. Louis and is working on his post-doctoral fellowship at the Dana Farber Cancer Institute in Boston and at Broad Institute in Cambridge.

He studied leukemia and B-cell development for his doctorate and is currently researching prostate cancer, he said.

The scientific process of coming up with and testing ideas is something Sandoval said he liked since he was a child.

“You can be the first one to learn something that no one else in history ever knew,” he said.

Lemont High School Science Department Chair Tim Leffler said Sandoval was a passionate student when he taught him in the school’s inaugural advanced placement biology course.

“He was a leader in the classroom,” Leffler said. “He always put in the time. He was always willing to help others.”

Sandoval attended the University of Illinois at Urbana-Champaign as a pre-med student, but he said that by his sophomore year, he knew he was more interested in the science behind the medical treatments.

He was ultimately drawn to

immunology because it integrated chemistry, biology and medicine, he said.

Sandoval said no class can replace the experience of working in a lab.

“I work a lot of hours but it doesn’t seem like you work a lot of hours, because you’re constantly engaged,” he said.

Sandoval is not sure how many years he will spend studying in Boston, he said.

His goal is to have his own academic lab where he can research what he wants.

He recently emailed Leffler to give him an update on his career progress and to offer advice for prospective scientists.

Leffler said he shares such messages with his current students to give them an insight into what science is like at the next level.

The success of Sandoval and other former students is a good reflection of the science classes at Lemont High School, Leffler said, and he hopes it inspires his students.

“We’d like to keep the ball rolling,” he said.

Since 1991, the Lemont Downtown TIF District has helped fund public improvements and infrastructure enhancements in the downtown area.

With the TIF District reaching its 23-year limit, all projects financed by TIF funds must be completed by the end of 2014.

Schafer said some of the planned projects include the resurfacing of Stephen Street and paver replacement and associated infrastructure work on Main Street.

The TIF funds will not be used for reconstruction on Illinois Street, Schafer said.

Though the Downtown TIF is expiring, a separate Canal TIF that includes Canal and Front streets will

The expiration of the Downtown TIF will bring in more tax revenue for local taxing bodies in future years because they will be able to capture growth from assessed property values for the first time since the TIF started.

5. A new era in Lemont High School football With Lemont High School football coach Eric Michaelsen becoming the school’s principal, a new coach will have to take over the program, which Michaelsen led to its greatest success in recent memory.

During his 12 seasons as head coach, the team qualified for the state playoffs nine times, including two runner-up finishes.

The new coach will inherit a team that finished 3-6 last season but has several returning players.

Well, you make an interesting argument that teens need a break, but I don’t agree with you. Sure you think I may sound like someone’s parent, but I am not. I am 33 and I was in your shoes at one point. You should appreciate your parents keeping you busy because work builds character and makes you a responsible individual. It also prepares you for the future. Do you really think when you’re in the working world you will get a Christmas vacation? Sure you might if you have paid time off, but some places may not even allow their employees to use that. Do you think when you graduate high school and college, life will give you a break? No way, it’s like a top 40 radio station – the hits just keep coming and by not getting a break now, you will be prepared for life when it won’t give you a break. The biggest positive to any parents keeping their teens busy is that they won’t do anything stupid such as drugs, alcohol or stealing Christmas decorations from people. If you want a break from chores around the house, consider doing some charity work, now is the time people are in need.

An opportunity for reflection, optimism The new year provides an opportunity to outline goals and expectations for the future. It also is an occasion to reflect on the events of the past and learn for those experiences.

The year was distinguished by some success. One of the greatest legislative achievements was the negotiation of public employee pension reform. While an extremely difficult and emotional process, I believe the law is fair to the workers who depend on the system as well as Illinois taxpayers. This reCOMMUNITY form is the foundation of preVOICE dictability in state finances.

Christine It ensures security for state Radogno retirees, saves taxpayers and reassures employers as they make decisions on investing in Illinois. While we have a great deal more to do to improve Illinois’ jobs climate, this is a start.

Several state budget transparency and accountability measures I sponsored took effect Jan. 1. These laws allow taxpayers to more easily review how state grant monies are being used and prohibit funds from being used for political purposes.

I also was proud to sponsor an important public health law.

Children younger than 18 will no longer be able to use indoor UV tanning beds. Indoor tanning is a known carcinogen that increases the chance of melanoma by 75 percent for young people. “Sunless” or spray tanning is exempt.

Motorists also will want to be aware of two new laws. As of Jan. 1, Illinois will ban the use of cellphones while driving unless using hands-free technology. Violating this new law will cost $75 for a first offense and repeat offenders could see fines of $150.

Many Illinois drivers will likely be more excited about the law increasing Illinois’ maximum speed limit to 70 mph. It may take until mid-January before speed limit signs are updated.

However, be aware – a provision in the law allows Cook County and the collar counties to opt out of the higher speed limit.

Also taking effect at the turn of the year: Illinois’ new medical marijuana law, which legally allows authorized patients to use medical marijuana. Once the new law becomes effective Jan. 1, state departments will have 120 days to write the rules necessary for developing a registry of patients allowed to use marijuana and govern medical marijuana cultivation centers and dispensaries.

Meetings available for grant fund applicants SUBURBAN LIFE MEDIA DuPage County will host two informational meetings in January about the Human Services Grant Fund, according to a county news release.

Nonprofits interested in applying for a grant can attend meetings at 2 p.m. Friday and at 10:30 a.m. Jan. 8 in room 3-500B at the DuPage County JTK administration building 421 N. County Farm Road, in Wheaton.

The fund was created to assist organizations that cater to the human services needs of

county residents, and will distribute $1 million to recipients this year, the release said.

Grants ranging from $3,391 to $45,000 are available for organizations that help families achieve independence, ensure protection of children and other vulnerable people and maximize preventative opportunities.

Qualifications for concealed carry permits

Applications will be processed by State Police, which will issue or deny the card within 90 days. Denied applications will be reviewed by the governor-appointed Concealed Carry Licensing Board.

For similar reasons, medicinal marijuana will not be accessible until well past Jan. 1. Not only will there be a time lapse to process applications for distribution and cultivation centers, said Illinois Depart-

ment of Public Health spokesperson Melaney Arnold, but government agencies are still determining the specifics of the law’s implementation.

“I would like to give a time frame, but there are so many moving pieces,” Arnold said.

“We’re working as quickly as we can to get it out.”

The Department of Public Health is in charge of the certification process for doctors and patients, but several other departments and agencies are overseeing different aspects of the law.

But progress is slow, Arnold

Two of Illinois’ biggest and most controversial laws passed in 2013 – concealed carry permits and medicinal marijuana – officially take effect Jan. 1.

However, their impact won’t be seen for months, according to government agencies.

Illinois State Police will accept online applications to carry a concealed handgun starting Jan. 5 and recently announced the acceptance of paper applications beginning July 1.

More than 2,000 registered concealed carry instructors are already listed on the State Police website, said spokesperson Monique Bond, but the first permits won’t be issued until early April.

“It could be sooner, but we are going to use the full 90 days to give us enough time to make sure we do it right,” Bond said.

In order to obtain a standard five year concealed carry permit, Illinois residents must already have a Firearm Owner Identification (FOID) card,

Spend an evening in South America at Rio’s ADDISON – One of the joys of living in this melting pot of a nation is that everyone comes here, and they bring their delicacies with them.

I love American, Italian, Mexican, Thai and Japanese cuisine, along with several other varieties I’ve enjoyed over the years. But every once in a while, it’s fun to branch out by tasting something new.

And something new is exactly what I found at Rio’s Fine South American Cuisine in Addison. Billed as a Peruvian restaurant on various websites, Rio’s also has delicacies from Argentina and Brazil that are sure to tempt your taste buds.

When you first walk in, you’re greeted by a bar area that’s tasteful and hip, but not particularly ethnic. You could meet business clients for drinks here and they wouldn’t necessarily even recall that it was a South American establishment – unless they look closely at the wine list, which is filled with selections from all over the continent.

Enter the dining area, though, and you’ll find yourself in a scene that’s both elegant and evocative of the dishes you’re about to sample.

A massive mural across the back wall combines the famous Christ the Redeemer statue that overlooks Rio de Janeiro in Brazil with the Incan ruins of Machu Picchu in Peru. Other small decor touches give hints of South America without overwhelming the room and making it kitschy.

I stopped by Rio’s on a recent evening with a dining companion, and I started right off with an authentic drink from south of the equator – a Dona Paula Sauvignon Blanc from Argentina, which the wine list describes as “bright, crisp, tart green apple skin, lime zest, guava, and grapefruit with a touch of minerality.” It proved to be a terrific accompaniment to the dishes that followed.

I most enjoyed the flavorful

skewer, while my companion was a big fan of the tamale.

When selecting an entree, I was immediately taken by the bright pictures of every dish on the menu. One item, the Pollo Enrollado, grabbed my attention right away. It fea-

spinach and cheese. The chicken is rolled in “panko” and topped with Algarrobina sauce. I expected something savory and was pleasantly surprised that it was more complex than that.

“It’s got a sweetness to it,” my dining companion

remarked happily after trying a bite.

My companion’s dish was even better, the Tallarin Verde con Churrasco. It included a generous helping of perfectly seasoned steak alongside fettucine mixed with Peruvian pesto (spinach, basil, white cheese, walnuts and olive oil). The steak and the pasta both tasted great on their own, but together the flavors were perfectly paired.

We both really wanted dessert – interesting items included churros filled with caramel and hot chocolate dipping sauce, and ice cream made with Andean Lucuma fruit – but we were both too stuffed to properly enjoy it.

That just means that next time I’ll have to – regretfully – forgo the Peruvian Sampler to save some room to try some exotic ice cream.

Giatras, cheerleading and girls soccer take trophies for LHS

By SCOTT SCHMID sschmid@shawmedia.com As the calendar flips to 2014, there is no time like the present to reflect on some of the best performances put forth by Lemont High School athletes in 2013. The Indians’ cheerleaders nearly won a state title, wrestler Chris Giatras won his final high school match and girls soccer claimed its second state trophy in three seasons.

School: Lemont Sport: Cheerleading Place: Second in Medium Division

State run: The Indians came

in as the runner-up in the medium division at the IHSA cheerleading state meet in Bloomington. Lemont posted a score of 90.80 and were edged out for the state title by Columbia (90.92). The squad posted the top score of 89.66 in the prelims. The Indians now have a run of eight straight top-three finishes, which included a trio of first-place showings from 2009 to 2011.

Quote: “I couldn’t have been more happy,” Lemont coach Dave Erlenbaugh said. “Those were the two best performances we’ve given all year.

Friday at warm-ups, they had an energy that was palpable in the room. I talked to them

after warm-ups and said if you take that out to the competition floor, nobody will stand in your way and they did.

Saturday at the finals, their warm-up was even better than Friday’s and they came back and had the most incredible performance I could hope for.”

Name: Chris Giatras, Lemont Sport: Wrestling, 182 pounds Place: Third in Class 2A State run: While Giatras fell just short of his ultimate goal of a state championship, the senior did place third in the Class 2A 182-pound weight class after a 7-4 win over Nik Countryman of Morris. Coming into the state meet with

only one loss on the winter, Giatras, who tied for the second-most single-season wins in program history with 44, lost 8-4 in the opening round before bouncing back with four wins.

victories in their last eight matches, the Indians followed up that stretch with an impressive playoff run. Lemont won regional, sectional and supersectional titles by outscoring the opposition 20-2 before falling 3-1 to Prairie Ridge in the state semifinals.

The Indians then lost 1-0 to Fenwick in the third-place match.

Quote: “For as young as we were, it was a really good run for us,” Lemont coach Rick Prangen said. “That’s a testament to our kids. ... Now if you can get there [to state] two years in a row, that gives you experience and a confidence level being back there.”

ROMEOVILLE – Lemont’s hopes of repeating as champions at the Romeoville Christmas Classic tournament were ended with an opening round loss to Glenbard South.

But after a subsequent overtime defeat to LaSalle-Peru, the Indians were able to salvage at least a little something by winning their final two games of the tournament.

“The biggest thing is, that after starting 0-2, to finish 2-2 is something positive to take away,” Lemont coach Rick Runaas said. “Even though overall, we were a little disappointed in a lot of our play for the tournament as a whole.”

“It’s been a similar story all year in trying to find guys to put on the floor to consistently give effort for 32 minutes,” Runaas said. “Being consistent for an entire game, that’s been a challenge for us all year. Even in the games we won [at the tournament], we started fast and then let teams get back into it.”

Wisz was selected to the all-tournament team.

The schedule won’t get any easier coming up as Lemont returns to the court at 7 p.m., Tuesday for a home game against Crete-Monee.

“That’s another thing we talked about,” the coach said.

“The easier part of our schedule is over. Now it’s playing big-boy basketball.

“It’s a cliche, but we have to play harder. It has to matter more to some of these young men.”

Lemont girls post 0.500 record at holiday tourney SUBURBAN LIFE MEDIA Lemont High School’s girls basketball team finished in sixth place at the Oswego East Holiday Classic after closing out the four-day event with a 41-31 loss to the host school on Dec. 28.

The Indians opened the tournament with a 47-45 win over Plainfield North on Dec. 23 before falling 55-49 to Proviso East the day after Christmas. Lemont bounced back to defeat West Chicago 41-36 on Dec. 27.

After six days off, the Indians return to the court for a 5 p.m. game Saturday at Chicago Christian.

The squad then travels to Hillcrest on Tuesday.

WRESTLING Lemont competed at the 59th Annual Berman Holiday Wrestling Classic on Dec. 27-28, placing 29th with 35 points.

The Indians’ top individual finish was put forth by Jim Brennan, who came in eighth at 145 pounds. Brennan opened the event with a pair of major decisions before losing 7-4 in the quarterfinals. He bounced back with a pin in the consolation bracket but then fell again by a 7-4 margin before coming up on the short end of a 2-1 overtime decision in the seventh-place match.

Message from the Mayor On behalf of the Village Board we wish you all a Healthy and Happy New Year! With the holidays ending as quickly as they began, the Village continues to focus on our 2013-2015 Strategic Plan which states our goals, values and vision for our community. The plan is available on our Village website, www.lemont.il.us, Village Government, Mayor & Village Board. Part of this process, which began in January of 2012, was to define the future direction of the Village, so stated in our Vision Statement: Vision Statement “In 2030 Lemont will be a community where people want to live or visit. It will be known for its thriving downtown, excellent schools, successful businesses, and strong sense of community. Although new residents and businesses will grow the community, Lemont’s quaint character will remain. The families who have lived in Lemont for the past 200 years will continue to choose Lemont as their hometown for future generations.”

Our Strategic Priorities were also defined which include Financial Stability, Quality Infrastructure, Economic Development and Redevelopment, Intergovernmental Cooperation and Workforce Development. From there, Key Performance Indicators to measure the success of each priority, and Strategic Initiatives defining action items for each, were identified.

As we move into the new year, we continue to work on achieving the intended results from these Strategic Priorities. As part of our Quality Infrastructure and Economic Development and Redevelopment initiatives, our Comprehensive Plan is in the process of being updated. As published in our December Newsletter, the Village is seeking residents input to influence the character of future growth and development in Lemont. Interactive tools will be used to aid in the development of the Lemont 2030 Comprehensive Plan’s future land use map to recommend locations for various types of future development.

The workshop dates are January 28 at 6p.m. or February 3 at 7p.m. at the Lemont Village Hall. Contact the Community and Economic Development Department at 630-257-1595 for more information.

Parking Ticket and Ordinance Violation Waiver of Late Fees/ Amnesty Program During these difficult economic times, it has become more prevalent for credit reports to be affected by unpaid bills, fines and fees. Therefore, in an effort to help individuals improve their credit score rating, as well as avoid the possibility of vehicle immobilization or driver’s license suspension, the Village of Lemont is offering a parking ticket and ordinance violation Waiver of Late Fees/Amnesty Program to help clear up unpaid parking tickets and ordinance violations.

All tickets issued prior to January 24, 2013 will be eligible for a waiver of late fees. This program will be offered through March 1, 2014. All outstanding balances must be paid in full. Partial payments or payment plans will be not a part of this program. Refunds for tickets paid prior to this program will not be issued.

The Village of Lemont will be sending a notice out to those who are eligible for the Waiver of Late Fees/Amnesty Program. However, the Village is encouraging anyone interested in the program, or if you feel that you would qualify, to contact the Village of Lemont’s collection agency, Municipal Collections of America, at 708-455-4046. Payments for this program must be made directly to Municipal Collections of America.

Once all outstanding fines are satisfied, an account will be considered in good standing.

The Waiver of Late Fees program will only be available from January 1, 2014 through March 1, 2014. Once the program is completed, any unpaid tickets will be subject to the standard collection process, as well as the new vehicle immobilization program. The new immobilization program states that any vehicle owner with three or more unpaid violations is eligible to be towed or have an immobilization device installed on their vehicle.
